Island Creek conditions are generally referred to as ideal; yet, as at all other properties, there are all known hazards of coal mining. The hardest of these hazards to combat is the human element. The basic thought in the minds of the management of these properties is to produce coal with the utmost safety, and it has impressed upon its supervisory force that it does not want a ton of coal unless it can be produced safely. This company has instituted a mine inspection department, which reports direct to the general manager, arid all matters pertaining to safety come under the direction of this department. Through the medium of the inspection department, the management is kept in touch with the actual conditions existing in general at all mines. Inspections are made regularly arid continuously; that is, at all times while the mine!: are in operation some sections of some mines are being examined. These inspections cover all active and inactive workings. Miners are contacted in their working places and other employees at their respective, work. A thorough check is made to see that the state mining laws are complied with and that company safety rules arc being observed. Night shifts receive the same attention as day shifts. All violations and dangerous practices are brought to the attention of the plant supervisory force with suggestions and recommendations; major hazards of emergency nature are taken up immediately with the management. Periodical inspections are also made of all tipples, preparation plants, dumping and hoisting equipment, to see that all machinery is properly guarded, and walkways and platforms properly fenced; conditions of equipmcnt and mechanical defects are also reported. Reports of inspection are written in letter form and in such a manner as to give the management a picture of the existing conditions at the time of inspection. Copies of inspection reports are forwarded to the superintendents with the general manager'? comments. THE practice of using acid-lined converters at the plant of the Old Dominion Copper Mining & Smelting Co. was discontinued early in January, 1913, and they were replaced by basic-lined converters. The new equipment consists of one electrically operated 12-ft. upright converter stand and two basic-lined shells for same. These shells are provided with twenty-four 1 1/4-in. tuyères. The mouths are 5 ft. in diameter. Owing to the fact that there is no bedding system or other large storage capacity between the mine and the smelter, the furnaces must handle as fast as produced ore and concentrates, which may vary considerably from day to day, both in tonnage and copper content. Consequently the converter is often crowded to its utmost capacity by the frequent fluctuations in the daily matte supply. From the foregoing, it will be seen that in no way can the converter be favored by running light charges or by transferring to it from other stands in operation. Neither can it regularly be allowed to cool between blows, and only occasionally can it be run at as low a temperature as might be wished. No copper precipitate or other foreign material high in copper is available to help out the tonnage. Repairs and alterations or the removal of defective tuyères must wait until such time as a slight falling off in the matte supply-allows the converting operations to ease up. These variable conditions all combine to interfere with the systematic operating of the converter.

Apparently the widespread agitation for the codification of our mining laws has had its effect, and it is quite possible that Congress will take up the question during this present session. The greatest objection to our present statutes pertaining to metalliferous deposits seems to be directed against the law of the apex. Those who are not in favor of changing this law are very far in the minority and they apparently realize that it is useless to urge its retention. Next in importance to the repeal of the law of the apex, seems to be a widespread advocacy for the repeal of the law requiring discovery of mineral before a valid location of a mining claim can be made. To a lesser extent there appears to be a desire to have the law changed so as to allow patent for claims without mineral discoveries. The purpose of this article is to review the arguments in favor of the proposed change of the discovery requirement, to show some of the evils that may be expected to result therefrom, and to consider whether a system may be devised to correct the undesirable features of the present law in this respect and at the same time not expose the mining fraternity and the general public to the evils which would result from the repeal of this fundamental requirement. Under the law as at present framed, the validity of a mining location is dependent upon the fact of discovery of mineral within the boundaries of the land claimed. " * * * but no location of a mining claim shall be made until the discovery of the vein or lode within the limits of the claim located" (Sec. 2,320, U. S. Rev. Stat.). All authorities agree that discovery is the source of the miners' title. Lindley, in his valuable work on Mines (3d Ed., Sec. 335), lays down the rule in part as follows: "Discovery is the initial fact. Without that no right can be acquired. * * * Such discovery must precede the location, or be in advance of intervening rights. The proof of recording and marking a claim will not authorize the court to presume a discovery." As is well stated by the U. S. Supreme Court in Erhard v. Boaro (113 U.S. 536):

SUPPLEMENTING surveys of the engineering profession regarding salaries and advancement, based upon data from individual engineers, a survey through a questionnaire to employers of engineers has recently been made by a subcommittee of the Engineers Joint Council's Committee on the Economic Status of the Engineer. Its object was to learn directly from employers their attitudes and policies pertaining to the selection, training, placement, advancement, guidance, and professional activities of engineering graduate employes. The questionnaire was sent in May 1946 to 174 employers of engineers, including colleges. Replies were received from 104 employers in nineteen fields of industry, who employ about 2,000,000 persons, about 40,000 of whom are engineers. The following general observations are based on the questionnaires returned. Who Are Hired? Of the co-operators 96 per cent employ cadet engineers directly upon graduation from engineering schools, but only 4 per cent recruit their engineering staffs exclusively from the new graduates. About 43 per cent hire more than half of their new engineer employes after one or more years' experience with other employers. This is evidently a matter of necessity or expediency rather than preference, because more than sixty per cent of those reporting indicate that they prefer to hire the new graduate.

The experimental work reported herein firas inspired by the publication of a paper by Grange and stewart, in which it was suggested that at low chromium contents the effect of this element on the Ma point was greater than at higher chromium contents, It was argued that, if a small increase of chromium in solution in austenite caused a sharp lowering of the M, point, it might lead to an explanation of occasional unsolved stress cracking of SAE 52100 during heat treatment. Commercial hardening is carried out at temperatures of incomplete solution, leaving carbides available to enrich the austenite during any inadvertent increase in temperature, such enrichment of the austenite in chromium content would lower the M, point nearer room temperature where cracking is more likely to occur. According, it was decided to investigate the effect of chromium, in quantities between o and 2 pet, on the M, point of commercial steels. Fig I summarizes the data available on chromium steels. For purposes of comparison, the M, temperature values were corrected by means of the Grange and Stewart formulas to (I) Hypoeutectoid compositions: 0.50 pct carbon and 0.80 pct manganese (z) Hsereutectoid compos-sition': 1." pet carbon and O.35 pct manganese. Only the steels having compositions reasonably close to these corrected values were included, because large adjustments inevitably introduce increased error such as are experienced in using the formula. The straight lines of Fig I were drawn by the authors. These data obviously do not settle the question Of the effect Of chromium On the Md Oint, particularly at low chromium contents. While it is fairly well established that chromium causes the M, to be lowered when present in quantities of I pet Or more, Grange and Stewart1 have suggested that in small amounts (less than 1 pet) it is more effective in lowering the Ma point, while Klier and Troiano2 have suggested that in small amounts it is less effective in lowering the Ma point. Payson and Savage3 concur with Klier and Troiano and further suggest that the effect is not linear at these concentrations. Rose and Fischer4 report that small amounts of chromium actually raise the Ma point of a 0.20 carbon steel. Material Two series of 35 Ib induction heats were melted for this work, the analyses of which are given in Table I. One series was aimed at 0.50 pct carbon and 0.80 pct manganese with chromium additions in 0,25 pet increments from o to 1.5 pct with a single heat at 2.0 pct Cr. Various estimates have been made as 60 the percentage of oil left in a field after the wells have become so small that it is no longer practical to produce them. Engineers have given the matter much study and can substantiate their figures by data taken from fields from the Appalachians to California. The average oil sand has a porosity of about 20 per cent., which gives a capacity per acre-foot of approximately 1500 bbl. The sand thickness in Oklahoma pools averages 20 ft. With 20 per cent, porosity and a 20-ft. sand thickness, the capacity per acre is 30,000 bbl., yet these pools will seldom yield more than 5000 bbl. to the acre. These figures gupport the theory that at least 50 per cent. of the oil remains in a sand after all known methods to recover it have been used. Certainly we can never recover all the oil, unless in years to come oil becomes so rare and yet so necessary that the price will justify sinking shafts into the abandoned fields and regular mining methods of drifting and stoping. However, with improved methods of production and conservation of the natural agencies of expulsion, we should be able to increase recovery. It is with this in mind that this paper, relating to the effect of back pressure on wells, is presented. Except in the fields where production is caused by hydrostatic pressure, the chief agency for getting oil out of the sand into the hole is the gas that occurs with the oil. After the pressure has declined, probably gravity also is a factor, but not an important one. With a given amount of oil in a sand and a given amount of gas occurring with the oil, the ratio of gas volume per barrel of oil is the key to the ultimate recovery from that sand. Our efforts should be along lines that will lower this ratio and make the gas, the agency given us by nature, do its work better and yield more of the oil, of which it is a part. T. E. No greater opportunity for public service has ever been presented to the engineers of the United States, as a class, than the campaign to make thrift a permanent American habit, conducted through the Savings Division off the Treasury Department. The engineer owes a duty to his community, to his country, by reason of the very fact that he is an engineer. By reason of his position and influence, his education and experience, he owes to his country the duty of public service. The public understands that the opportunities of the engineer have allowed him to equip himself to handle logically and properly questions affecting the public. He has been trained to maintain a constructive viewpoint. His work is constructive and he builds for the future. The qualities that the public deems necessary for public service have been bred in him. The time has gone by when the professional man can perform his whole duty to himself and his community by shrouding himself and his calling in mystery and locking himself away from the public in office or laboratory. The duty of public service is calling for every man whose training has fitted him to perform that service. The engineers of the country have demonstrated their capacity and their willingness for public service. Throughout the war period they, have been found in every branch of governmental and. civilian activity which could contribute to national success, doing their share to promote national efficiency. Their duties are not over.

IN the development of iron mines and production of iron ore from the Marquette range, drilling blast-holes is an important phase of the mining cycle. The ground drilled in ore production can be classified into two main categories, soft hematite and hard hematite or magnetite. Within these categories the material exhibits a wide range of penetrability by percussion drills. Development work encounters various types of rock. Slate and altered basic intrusives constitute the softer types commonly encountered. Harder materials are represented mainly by greywacke, quartzite, iron formation, and diorite. Prior to the first tungsten carbide trials in late 1947 and early 1948, hard-rock and ore drilling was done with steel jackbits starting at 21/4-in. diam. These were reconditioned by hot milling. Automatic or handcrank 31/2-in. drifters were employed, mounted on Jumbos, posts and arms, or tripods, depending upon the working place. With the exception of shaft sinking jobs where 55-lb sinker machines were and still are used with 1-in. quarter octagon steel, the other production and development mining utilized 11/4-in. round and Leyner-lugged steel. The following properties have been selected as typical examples wherein carbide bit applications have proved economical. The Mather mine "A" and "B" shafts and Cleveland-Cliffs Iron Co. mines are soft ore mines where insert bits are used in rock development only. The Greenwood mine, Inland Steel Co., Champion mine, North Range Mining Co., and Cliffs shaft mine, Cleveland-Cliffs Iron Co., are hard ore mines where all drilling is done with tungsten carbide bits. Mother Mine "A" Shaft In the Mather mine "A" shaft and other soft ore properties where only rock development work is done with the tungsten carbide bits, several types and makes of bits have been tried since early 1948. The greatest proportion of failures have been at the connection end, although the early trials with the 13 Series Carset 11/2-in. bit used in conjunction with 31/2 -in. automatic-feed drifters, showed an equal amount of shattered inserts. To combat this shattering, the 31/2 -in. drifters were replaced by 3-in. drifters, thus eliminating, for the most part, insert failures. However, the attachment end of the rod continued to be the main source of trouble. The greatest amount of failure was in the stud or at the upset section approximately 2 in. behind the drive shoulder of the rod. Heat treatment was changed several times as well as the composition of the alloy studs. Since this failed to correct the trouble, a decision was made to change to a heavier attachment section. Timken 11/2-in., type M, bits were then employed and showed an exceptional improvement. The rods are discarded when the thread contour shows sharpening or wear on the shoulder. It was also learned that the Timken insert did not show as rapid gage and cutting edge wear as did competitive makes, and footage per use increased by approximately 50 pct. Prior to the Timken trials the average life per bit at the Mather mine "A" shaft on 6-ft change chain-feed drifters was 500 ft, and the rod life at the connection end was 50 ft. The Timken bit with chrome-plated thread averaged 1200 ft, and rod life increased to as much as 500 ft. However, the life of the connection end was much better on shorter length drill rods or in places where machines with 34-in. change were used. The bit thread continued to be the point of ultimate failure with thread strippage, constituting the cause for discard of bits. In one of the new development headings, harder rock was encountered for approximately 800 ft, dropping the life per bit to a low of 90 ft with shank and thread life of rods dropping to approximately 125 ft average. The stripped bits were then welded to the rods, increasing the life per bit by 75 to 100 pct. The rod transportation for main level development was not a problem so intraset rods were tried. Intraset rods have tungsten carbide inserts set into the rods proper by the manufacturer and can be obtained with chisel or four point bits. This type of rod eliminates the need for any connection and the steel being a special alloy will show more feet drilled per rod. The first trial was made with eight rods, and final results averaged 350 ft per rod, six of the rods worked the life of the bit end, and two broke shanks at less than 50 ft. The preceding example showed a considerable improvement, so additional steel of the same type was purchased, but its use has been limited to main level drifting only, because of the handling problem involved in transportation of the complete rod to mine shops for resharpening. Further trials are being made on improving the life per detachable bit by chrome plating. To date, the chrome plating shows an improvement of approximately 100 pct. However, final results will not be known until the present long term trials have been completed. Mother Mine "B" Shaft In November 1947, tungsten carbide bits were first tried at the Mather mine "B" shaft. The use of 1%-in. Carset 13 Series bits, for drilling the 72-hole, 7-ft shaft round, decreased the drilling time from an average of 41/2 hr per round required with steel bits, to 2 hr with insert bits. A new approach to an old problem has made it possible to do in a a tively short period what has not been accomplished in the past three quarters of a century using strictly experimental methods. A theoretical study was made of the underlying principles whereby a jet is formed by a shaped charge and of the mechanism of the penetration of the target by that jet. It was found that there are more than 10, and perhaps as many as 15 variables affectin!? the performance of the shaped charge. Only a few calculations are necessary to show that it is physically impossible to investigate all of these variables experimentally. The shaped charge theory has been extended to include a previously little-understood mechanism in high explosive phenomena; namely, low order detonation. By superimposing a high order detonation on a zone already undergoing low order detonation, all appreciable improvement in performance is accomplished. The development of a design wherehy these phenomena are coordinated in such a way as to develop a jet which is tailored to meet the specific target requirement will be described in detail. The shortcomings or even impossibility of strictly experimental techniques will be illustrated by a discussion of the development of a special-purpose explosive charge. INTRODUCTION In an article appearing in the May, 1888 issue of Scribner's Magazine, Charles E. Monroe described his early experiments with gun cotton (Fig. 1) which led to his name being most fre-quently connected with our present-day shaped charge. Although the sunken letters or "cavities" in Mon- roe's gun cotton were not lined, they produced some penetration of an iron plate. The credit for the lined shaped charge, however, should rightfully go to Dr. R. W. Wood of the Physics Dept. of Johns Hopkins University, who was responsible for first discovering the fact that a metal liner in a cavity of explosive gave high velocity fragments and/or jets of metal. This discovery was made by Dr. Wood inadvertently while investigating an accidental death resulting from an electric blasting cap. The motion of individual grain boundaries under a constant driving force was investi,qated for zone-refined lead, with and without solute tin additions. The rate of boundary migration was found to depend strongly on tin content and on the orientation relationship between the adjacent grains. The results are compared with the theory of impurity-controlled grain boundary miqration developed by Lucke and Detert. Evidence was found that grain boundaries separating grains which have the Kronberg-U&apos;ilson orientation relationships of 38 and 22 deg about <Ill> and 28 deg about <100>, correspond to boundaries of high mobility. The results are discussed in relation to the formation of annealing textures in metals and the structure of high-angle boundaries. It is generally known that small amounts of impurities in solid solution greatly influence the re-crystallization behavior of metals. For example, the addition of 0.005 at. pct of tellurium to copper,&apos; or 0.005 at. pct of silver to lead,2or 0.01 at. pct of manganese or nickel to aluminum3 greatly decreases the rate of recrystallization of these metals. However, this effect may be the combined result of a decrease in the rates of both nucleation and growth; recrystallization experiments do not separate these two factors. Bolling and winegard4 determined the effects of small quantities of tin, silver, and gold on grain growth in polycrystalline zone-refined lead.

By substituting photoelectric automatic car loading for mechanically induced hydraulic automatic loading and by protecting the process against operational failures, the engineering staff at International Minerals & Chemical Corp.&apos;s Carlsbad potash mine has developed a reliable loading process that operates without an attendant. The photoelectric control, developed primarily because of frequent failures in the hydraulic control system, has not changed the basic loading operation and physical layout. Mine-run ore ranging in size from minus 200 mesh to 30-in. lumps is dumped onto a conveyor belt which discharges into a so-called "flop gate chute" which in turn, feeds the ore into six-ton capacity mine cars. Each car is filled progressively by moving the entire trip forward. When a car is filled 12 in. above its rim, the direction of flow into the car is reversed 180º and filling of the next car back is begun while the entire trip is moved forward again. Once the next car is properly spotted under the front chute, the flow is again directed to the forward position.

Occasionally it is good to consider the past, assess the present and project the future. Curriculum, enrollment, matriculation of graduates and changes in industry which influence mineral education are all relevant for determining what changes will be needed in educational institutions to support growth and development in the United States. It would appear likely that with environmental pressures, energy needs with present stress in fossil fuels and general societal needs for metals and minerals that mining and metallurgical engineering faces a period of growth and may be on the threshold of a new era with a vitality that has not been enjoyed for several decades. The following information is based on material obtained through questionnaires received from twelve schools accredited in mining or mineral engineering (out of 18 in the U.S.), 2 not accredited and 5 which no longer have mineral engineering disciplines. The schools presented do not include the smaller nor larges of the undergraduate programs in mining engineering.

Reports of inspection are written in letter form and in such a manner as to give the management a picture-of the existing conditions at the time of inspection. Copies of inspection reports are forwarded; to the superintendents with the general manager&apos;s comments.

In speaking of the concentration of oxidized lead ores at St. Anthony, I do not wish to infer that we believe all lead ores of a similar grade can be mined and treated at a profit. Our oxidized ore is low grade, and certainly the mine under present economic conditions could not operate on this ore by itself. Because of favorable conditions we can operate the oxide circuit at a small profit although we do not allocate overhead, pumping, and certain other general charges to it. Operations in the oxidized zone were started as an essential part of the development necessary to outline and mine the sulphide ores. Nearly all of our oxidized lead ore comes from the Collins section of the mine, with the transition from oxide to sulphide ore lying between the 600 and 700-ft levels. Production from sulphide ore is much larger than from the oxide, both in tonnage handled and in grade of ore. The oxide and sulphide ores are never mixed either in the mine or the mill. The oxide mill sections have their own ore bins, grinding, and flotation departments. The lead minerals contained in the ore, in the order of their importance are cerussite, wulfenite, galena, anglesite, and vanadinite. The ratios of the different lead minerals change as the ore is pulled from different parts of the mine-total lead being approximately 50% to 60% cerussite, 20% wulfenite, 15% galena, zero to 10% anglesite, and 2% vanadinite. About 3% of the lead was unidentified.

ANY thought of Morenci naturally includes its sister town of Clifton, its gateway to the outside world. Clifton, the country seat of Greenlee County, is the terminus of a branch line of the Southern Pacific railroad from Lordsburg, N.M. Carload freight incident to the Morenci operation moves from Clifton over Phelps Dodge?s standard-gauge industrial railroad. Private freight must be hauled by truck. These two communities fell far short of supplying adequate housing for the personnel concerned with the new operations so a new townsite, Stargo, was developed adjacent to Morenci. Here 234 housing units with garages have been built and twenty similar units have been erected near the reduction works.

This paper describes details of the design and operation of a batch tumbling mill which has been used for a number of years in the laboratories at the University of California. In order that the energy expended for grinding can be measured accurately, this specially constructed laboratory mill has sensitive torque measuring apparatus. Torque measurements are given for a variety of conditions with this particular mill. In recent years, there have been numerous and fairly extensive investigations of grinding in tumbling mills reported in the literature. Most of these investigations have been carried out in mills with widely differing dimensions. As a result, comparison of results obtained from various investigations has been virtually impossible. If similar mills were used by different investigators, a considerable step forward would be taken in grinding research. A specially constructed laboratory mill with sensitive torque measuring apparatus has been used for a number of years in the laboratories of the University of California. The purpose of this paper is to describe details of the design and operation of this batch tumbling mill so that other researchers, who might be interested in obtaining data for intercomparison, could construct a similar device for their own research. Furthermore, since torque instrumentation is quite expensive, torque measurements are given for a variety of conditions with this particular mill so that those who may not wish to duplicate torque measuring apparatus can make reasonably accurate torque estimates merely by duplicating the loading conditions. It is not intended in this paper to present theoretical derivations of energy consumption in ball mills. This has been done e1sewhere.l-3 CONSTRUCTION OF THE MILL In order to eliminate rust problems with wet grinding, the mill and grinding media are made of stainless steel. The mill shell was rolled from 1/2-in. steel plate. The inside dimensions are 10-in. diam and 11-1/2-in. length, similar to the mill used by Charles.4 It is equipped with eight lifter bars (1/4-in. in height) whose dimensions are given in Fig. 1. The lifter bars have been bolted into the shell so they can be removed for experiments without lifter bars; however, all data presented here are for the mill with lifters. One end of the mill is fitted with two 1/2-in. diam removable plugs for filling the mill with liquid for wet grinding experiments.
