PERHAPS the matter of greatest interest to all mining men at the present time is the question of income and excess profits taxes on mines. Every producing mine in the United States is called upon to render to the government an account of its operations and to pay a graduated tax upon its earnings. It is manifestly a matter in which every mine owner, every stockholder in a mining corporation, every mining and metallurgical engineer, every person employed by a mining company and every one engaged in an industry which in any way depends upon the continued operation of our mines or who consumes their products is financially, to a greater or less extent, involved. In view of this fact it is surprising to see how little attention is paid to it and how few of our members have taken the pains to investigate and understand the provisions of recent enactments by Congress and the ways in which these enactments are being applied to mining industries.

In the course of a return flight from Olympia, Wash., to Laramie, Wyo., an airborne magnetometer profile was recorded continuously. The level of flight was controlled at barometric levels along segments of the flight. Barometric altitude was changed from 3000 ft to a maximum of 12,000 ft above mean sea level to take care of topographic variations. Terrain clearance varied from 800 to 7300 ft. Horizontal positions were obtained by recording and tying to cities, towns, airports, river crossings, and other landmarks in the course of the flight. Figs. 1-6 show the course of the flight and the general geologic and tectonic features traversed. The flight line begins south of Olympia, Wash., and proceeds south across the Puget-Willemette depression to the Columbia River. Thence it proceeds eastward along the Washington-Oregon border across the Cascade Mts. and lava flows and the Umatilla basin to Pendleton, Ore. From Pendleton it traverses the Blue Mts. uplift of Oregon in a southeasterly direction, and then to the Boise basin of southwestern Idaho. The flight line swings in an easterly direction as it passes over the Snake River downwarp to the south of the Idaho batholith. It then passes over the northern portion of the Great Basin and the heavily overthrust area at the intersection of the Utah, Idaho, and Wyoming borders. The flight then assumes an easterly course to cross the series of basins and uplifts of southern Wyoming and terminates near the western flank of the Laramie uplift.

The negative "plastic Poisson's ratio" suggested in earlier studies of Mus deformation is analyzed, and the results are verified experimentally with NaCl crystals. In the early stages of deformation where the primary {110}(110) slip predominates, compression along. the [001] direction produces contraction along the lateral [011] direction plus a compensating expansion along. the [100] direction. With additional strain, the primary slip is supplemented by secondary {111}(110) slip so that the above contraction diminishes and a more typical deformation appears. THE shape change of bee and fee crystals deformed by compression or tension along [011] has been analyzed in some detail and shown to be responsible for the development of peculiar microstructures in [011] fiber textured polycrystals of these metals.1'3 This paper concerns the unusual shape change accompanying [011] compression of NaCl crystals. It is the direct outgrowth of an earlier investigation of the deformation of manganese sulfide inclusions in steel.3,4 In that investigation, cylindrical specimens of steel containing small oriented crystals of MnS were prepared by powder metallurgy and plastically compressed. The flow of the inclusions was determined relative to that of the steel by sectioning the composite and measuring the length-to-width ratio L/W of the inclusion and diameter-to-height D/H ratio of the steel cylinder on the plane of section. These L/W ratios, normalized by dividing by the initial LO/WO ratio of the inclusion, were compared with the normalized D/H ratio of the steel cylinder. Of particular interest here are the deformation characteristics of an inclusion oriented with [Oil] parallel to the compression axis. When measurements were made on sections parallel to the (100) plane of the inclusion, the L/IV ratios were only slightly in excess of unity, indicating a high apparent hardness of the [011] criented inclusion. However, measurements on a (011) plane of section resulted in L/W ratios which were much larger, Fig. 1. These observations prompted an analysis of the strains resulting from slip in an MnS crystal compressed along [011.]. CRYSTALLOGRAPHIC ANALYSIS Manganese sulfide has the NaCl crystal structure, and the predominant slip system is {110}(110). A secondary system, {111}(110), has also been reported.= {110}(110) Slip. When a crystal is subject to a uni-axial compressive stress 011 along [011], four slip systems, (101)[101.], (101)[101.], (110)[i10], and (110) [ 110], will be equally stressed with a shear stress t = 0.2 011 while the other two {110}( 110) systems will be unstressed. The normal strain En along any reference axis n resulting from slip is given by Schmid's law: en = S COS ?in COS in ?i 111 where ?in and +in are the angles between n and the i slip direction and n and the i slip plane normal, respectively, and where ?i is the shear strain on the i slip system, For the four active slip systems above, the cos ?in cos +in terms are all equal when the reference axes are the [011] compressive axis, [011] and [ 100]. DURING the past 10 years, the safe and efficient lighting of the coal mines of this country has received an ever-increasing amount of attention. Several States have passed laws attempting to regulate the type of lamp to be used and the nature of the fuel to be burned, and the mining departments of coal-mining States have generally shown a keen and intelligent interest in this subject. The passage of the recent Employers' Liability Act in Pennsylvania has made it necessary for many coal-mining companies to take out liability insurance, and the companies underwriting such insurance have made it desirable for the insured to permit the use of, none but illuminants of established worth. While these conditions have not obtained for a sufficient length of time to permit the statement that the illumination of coal mines by portable lamps has been standardized, still, considerable progress has been made and the direction of future practice in this branch of coal-mining technology is very evident. Under these conditions it seemed that a review of the methods now used in coal-mine illumination, together, with a brief consideration of the principles underlying these methods, might be of some interest. Miners' lamps may be divided into three classes: The open light, the electric cap lamp and the flame safety lamp. It will be desirable to consider each of these classes separately, as each has properties peculiar to itself and one class is hardly comparable with another. In this country, without question, the open light is the most generally used of all miners' lamps. This fact is explained by the relative freedom of a large proportion of our mines from gaseous conditions, and by the admirable systems of ventilation installed in those that show a tendency toward such conditions. In the metal relines, the miner's candle has had and still has considerable vogue. Because of the small amount of ventilation usually supplied in metal mines, the freedom of the candle from any tendency to produce noxious gases or offensive odors, and the small amount of air it consumes, are. valuable assets, while, because

It has been suggested that streaming potentials are not nomlally logged because the streaming potentials known to be generated across mud filter cakes are substantially cancelled by streaming potentials generated in contiguous shale beds. Laboratory measuments of streaming poterztials acrons hand specirnens of shale have been adduced as evidence to support the suggestion. The experiments show that streanzing potential depends on the resistivity of the equilibrating solution and on pressure drop. Meizsurenlents were made perpendicular to the bedding planes of the shales. The mechanism of streaming potential generation in shale which the suggested cancellation theory iniplies has been critically examined. Conclusions reached are tested by comparing self potentials logged before and immediately after changing the resistil~ity (but not the weight) of mud in a borehole. The resultant SP change is found to equal the theoretical electrochetnical potential change, i.e., cancellation of .strearning potential is independent of mud resistivity. Since streaming po/entials generateal across mud filter cakes depend critically upon mud reistivity, shale .strearlling potential in situ must he equally sensitive. Using plausible values for the pemleahility, porosiy arzd compressibility of shale, the van Ererdingerl-Hurst approach shows that the pressure drop between horehole pressure and formation pressure in a radially honzogeneous shale is unlikely to coincide with the zone of filtrate invasion. If, perchance. this coincidence occurs with one mud a chatzge 10 a second must result in non-coincidence, i.e., a .YP logged in the second mud should show a streaming potenlial. The dilernrna may he overcome by postrrlating: (I) perrneabilities of shale7 parallel to their beddine planes greatly exceed their cross-bedding permeabilities; (2) a resistivity-sensitive mud cake of low permeability forms either on the face of, or probnhly in the lanlinations of, many shales. These postulates are examined with reference to the pres.sure and SP histories of the McClosky and Aux Vases zones in the Illinois Basin and some srcpport for them found. It is concluded that a definitive solultion to the streaming potential problem does not exist. INTRODUCTION Recently Gondouin and Scala' published a contribution to the streaming potential problem which is notable particularly for the elegance of its experimental techniques. The conclusions drawn by Gondouin and Scala from their studies amplified those previously suggested by Schehck'. In essence they suggested that the streaming potentials known to develop across mud filter cakes" are not normally observed on SP logs because they are largely cancelled by streaming potentials generated in adjacent shales. This suggestion appears so reasonable that many workers in the logging field will be prone to accept it. We incline strongly to the view that the suggestion is basically correct. Nevertheless, it is important to realize that the cancellation hypothesis in the form put forward by Gondouin and Scala does not appear to meet all the known experimental facts. It is the principal intention of this note to call attention to what appears to be a flaw in the relevancy of the experimental evidence adduced by Gondouin and Scala and to suggest an alternative hypothesis to remove it. The consequences of the new hypothesis are compared with field data which, we believe, are unique. A second but not less important purpose of this note is to emphasize that even the new hypothesis does not fully explain all field observations. Hence we conclude that further study of the streaming potential problem is required before it can be said that a definitive solution to it has been attained. The bare experimental bones of laboratory data on streaming potentials appear to be as follows. 1. A streaming potential is developed across a mud filter cake. This streaming potential is virtually independent of cake thickness but depends on the mud resistivity. The relationship is of the form, 2. A streaming potential is developed across a shale. This potential is independent of shale thickness but depends on the resistivity of the permeating solution if the shale has been first equilibrated in this solution. MOST spectacular of Nature's contributions to the making of the postwar world is the Paricutin volcano, in Mexico, which I described in the July issue of this magazine last year, a few months after it was born. Now, after more than a year of continuous eruption, it is still and perhaps will remain a comparatively small though no less interesting volcano. The cone on April 1 had an altitude of nearly 1200 ft. above the level of the small flat field from which it began to grow on Feb. 20, 1943. This cone is now almost entirely surrounded by the lava flows that poured out at different dates, from its base or from outlets on the slopes near its base. PROBABLY nowhere in the United States or its possessions is mining development more active at present than in the Philippine Islands. Only a few years ago only one company was of any importance, the Benguet Consolidated. Now, five companies are paying dividends, five others have reached the producing stage, some seven others may produce this year, and a score or so are being actively developed. Gold production in 1933 was valued at about $8,000,000, last year at about $11,000,000, and this year an output valued at about $17,000,000 is envisaged. At the beginning of 1934 about 1750 tons of ore was being milled daily; at the end of the year, the tonnage was approximately 3400. In 1933 there were only thirteen Institute members in the Philippines; a year ago there were 27, and now there are 46. About fifteen thousand amen were employed in the mining industry last year, with mine payrolls amounting to $3,500,000. An immense amount of new machinery has been required. One difficulty has so far hindered gold-mine development to some extent-lack of adequate power. Each company therefore finds it necessary to generate its own power, and for this purpose diesel engines are generally adopted.

The problem of transportation in the Clifton-Morenci district of Arizona has been one of peculiar difficulty and consequently has been an important factor in the cost of mining and treating the ores produced. From the crude beginning made over 50 years ago, many changes have been necessary to keep pace with the increased output of copper. A heavy-duty haulage system has developed on the original 20-in. track gage to meet the existent metal-mine conditions. Topography The transportation difficulties of this district may be readily appreciated from the relief map shown in Fig. 1. The northern half of the district is high mountainous country and there is a general but irregular drop toward the southern part, where the country, although still rugged, is in reality a great sloping plain. This is cut by numerous ravines from which the waters, in the rainy season, discharge into the channel of the San Francisco River. A chasm, 1000 ft. deep, has been eroded through the center of the district by Chase Creek, which is flanked by high irregular mountain masses, notably Copper Mountain, American Mountain, Coronado Mountain, and Markeen Mountain. The latter rises 2300 ft. above the bed of the creek, The San Francisco River has also cut a deep channel, though it is somewhat broader than Chase Creek. Eagle Creek traverses the extreme southwest portion of the area, where it has carved picturesquely through vast volcanic flows. Faulting has left its mark upon the topography of the district by adding to the irregularities caused by erosion. Strong faults occur at the Coro-

The rainfall during the last six months of 1942 in Scranton and vicinity was 24.06 in.—only 4.35 in more than the average for this district in any equivalent period—yet that rain forced The Hudson Coal Co. to handle 38.8 tons of water for every ton of coal mined. It filled to overflowing, or to a higher level, 14 flooded mine areas holding, in total volume, 8.3 billion gallons of water in storage; brought about a pumpage of 11.4 billion gallons in the months of December 1942 and January, February and March 1943 Half of the total energy generated or purchased (44,322,980 kw-hr.) was required to keep the mines sufficiently free of water to permit the mining of coal during a period of much needed output. Fig. I shows the extent to which this flooding of exhausted and idle properties has proceeded, and is known to be proceeding further, at the upper end of the Northern field. This rainfall (24.06 in.) means 80,559,444 tons of water on approximately 46.2 sq. miles of area tributary to the pumping plants. During the high rainfall period, 72,687,661 tons went underground, being pumped at the stations in this territory. This means an inflow of 88per cent, a runoff of 12 per cent compared with 64 per cent during normal conditions in a normal region. During this period no floods, either surface or underground, had to be dealt with, although the streams and rivers were high on several occasions. In general, the rainfall for the first three months of 1943 can be described as heavy but not abnormal.9 These figures not only indicate the large volumes of water to be handled but, by their very size, they also emphasize that the mine-water problem is not to be conquered, at least from an economical standpoint, by merely buying and installing more and more pumps. Into the solving of this water problem must go much planning, adhering to the principle of keeping the highest percentage of water at the highest possible level for the longest period of time; the storage of huge volumes in sumps capable of being reduced after the flood inflow and at rates less than the inflow; plans for prevention of surface inflow; provision of the minimum of pumping capacity arranged to as nearly 100 per cent pumping load factor as is possible; intercompany joint pumping plants; the conducting of water from one plant to another and from one property to another over distances measured in miles; priorities in power to the threatening situations; and. balance of the necessities and dangers existent in one colliery over another, day by day, when quantities of water are running high. Despite these astronomical figures of water volumes, their disposal to the surface is accomplished reasonably cheaply because, although the annual cost of $575,020 is a large sum, the cost per ton is about 0.1168 cents. The effects of several additives upon the reduction characteristics of hydrogen-reduced ferrous formate are described. The various additives inhibit sintering of the reduced iron particles by apparently different mechanisms. The magnetic properties of the low density compacts produced from the resulting ultra-fine iron powders were improved markedly. THE permanent magnetic characteristics of ultra-fine iron powder prepared by various means have been a subject of considerable interest and experimentation in the past few years. When such particles are small enough to show single domain behavior, they possess' 1—permanent saturation magnetization, and 2—high coercive force. In the absence of domain boundaries, the only magnetization changes in a particle occur through spin rotation which is opposed by relatively large anisotropy forces. With decreasing particle size, the coercive force tends to increase to a maximum and then decrease because of the instability in magnetization associated with thermal fluctuations. Kittel' has calculated the critical diameter at which a spherical particle of iron can no longer sustain domain boundaries or walls to be approximately 1.5x10-' cm. Stoner and Wohlfarthr in England and Neel4,6 in France have shown from purely theoretical calculations that the high coercive force expected from single domain particles is dependent upon crystal anisotropy, shape anisotropy, or strain anisotropy contributions. Further work by Weil, Bertaut,' and many others has contributed much to the understanding of fine particle theory. Neel and Meikeljohn" have demonstrated that a decrease in particle size below a critical value of approximately 160A leads to a quite rapid decrease in coercive force because of the prevention of stable magnetization by thermal agitation. Lih1, working with powders prepared by the reduction of formate and oxalate salts of iron, has shown the marked influence of powder purity upon magnetic properties. Maximum coercive force was obtained in powders of approximately 65 pct metallic iron content while the maximum energy product, (BxH) occurred in powders of 85 pct metallic iron content. Careful consideration of the preceding theoretical considerations and experimental results has led to the manufacture of permanent magnets from ultra-fine ferromagnetic powders by powder metallurgy techniques. Such work has been done by Dean and Davis," the Ugine Co. of France, and Kopelman." The aforementioned work of Kopelman and the Ugine Co. was concerned somewhat with the effect of various additives upon the properties of hydrogen-reduced ferrous formate. Virtually no work, however, has been published on the effects of additives on the reduction rates of metal formates, although unpublished work by Ananthanarayanan16 howed promise of improved energy product in ultra-fine iron compacts prepared by the hydrogen reduction of a coprecipitated mixture of magnesium and ferrous formate. After consideration of the preceding information, it was hoped that a better balance between the metallic iron content and particle size of the reduced iron powder could be accomplished by a prevention of the attendant sintering of the partially reduced iron powder during the reduction reaction. It appeared possible that magnesium oxide might interpose a mechanical barrier between adjacent iron particles and prevent their sintering together, while metallic cadmium and metallic tin would interpose a liquid barrier which might accomplish the same purpose. The degree to which these materials were effective in accomplishing the foregoing objective and the experimental details associated with the work are reported in the following sections of this paper. Experimental Procedure Preparation of Formate and Oxide Mixtures: To obtain ferrous formate of reproducible reduction characteristics, a slight modification' was made in the technique of Fraioli and Rhoda." A supersaturated solution of ferrous formate was mixed with an equal volume of 95 pct ethyl alcohol and the formate crystals precipitated by stirring and screened to —325 mesh. These crystals were in the shape of elongated hexagons, approximately 4x10 micron in dimension. Various preparations of such ferrous formate, designated as lot 111, were reduced for 2 hr, yielding ultra-fine iron particles of exceedingly reproducible size, metallic iron content, and magnetic properties. The magnesium and cadmium formates were prepared by the reaction of dilute formic acid with their respective carbonates, while the tin formate was prepared by the reaction of dilute formic acid with stannous hydroxide. To evaluate the effect of metallic formate additives in intimate mixture with the ferrous formate, varying amounts of magnesium, cadmium, and tin formates were coprecipitated with the latter. Interpreting pressure measurements is one of the fundamental problems in the operation of oil reservoirs. The principal methods and means of study zuhich are currently used are reviewed. Emphasis is placed on the necessity of improving the quality of the information to turn it to the best possible account. One of the important aspects of the problem is the development of a system of automatic interpretation of the pressure measurements. The proposed method aims at this objective: starting from the relation which exists between a local perturbation of permeability and its effect on the velocity potentials in the wells, we determine by successive approximation the modifications to be made to the permeability map by fitting the least squares between the measured pressures and the pressures indicated by the mathematical model. The method has already been successfully employed in the case of heterogeneous reservoirs of radial- circular symmetry. Its application is extended here to the two-dimensional case, and is illustrated by two examples, for which the results are presented. The conditions required for the method to become fully operational are likewise analyzed. I — INTRODUCTION One of the basic problems of production and recovery from oil fields is interpreting pressure measurements made in wells in the single-fluid-phase regime. Simplifying assumptions, for example supposing the reservoir to be homogeneous, make it possible to use more or less simple methods which permit the estimation, from these pressure measurements, of a mean value of the permeability around the wells. Considering the actual heterogeneity of the majority of reservoirs, and the phenomena of interference between wells, these methods are only indicative. Much has been published on the studies of different cases of comparatively simple heterogeneity: some have discussed the radial heterogeneity around a single wel1,l or vertical heterogeneity.2 The results of these works have shown the influence of variations of permeability on the pressure, but unfortunately they are not very useful in practice because they all are concerned with the phenomena around a single well, without interference between wells, and they correspond to relatively simple and theoretical schemes. These studies of reservoirs or parts of reservoirs on a larger scale are made by the electric analyzer or digital model. We define a permeability map and a porosity map, then reproduce the production history of the wells on the wells of the model, and note the corresponding pressures. These pressures are then compared with actuality, and the discrepancies observed are analyzed. From this analysis we deduce the modifications to be made to the maps of permeability and porosity, and repeat until the coincidence between the pressures indicated by the model and the actually observed pressures is considered adequate. We have adjusted the model. Obviously, in this method of investigation, everything depends on the formula which permits the modification of the permeability to approach the adjustment. Considering the complicated nature of the problem, some oversimplified formulas are poorly adapted to reaching a good adjustment. For example, we have shown that the elementary operation of increasing the permeability not far from a producing well to compensate for too low pressures in the well can, in certain cases, express itself by an effect exactly opposite. 3 The project described here is for a system where we begin with the pressure measurements and the several known parameters of the reservoir, and develop the most probable permeability map, taking account of the measurements available and a subdivision of the reservoir fixed a priori. Ideally, this system is conceived as one in which no manual intervention would be necessary. The model simulating the reservoir is only one part of the whole system, and it is neither the longest nor the most complex part. The need to integrate the model into an aggregate of much more extensive processes has led to the adoption of the digital solution, even though a solution combining the digital and the analog is perfectly conceivable. IN a recent article,1 the authors reported the results of an X-ray investigation on the range of solid solutions that occurs in the iron-oxygen system in the vicinity of the compound FeO, which frequently is called "Wüstite." The object of that investigation was primarily to study the unusual type of solid solution phenomena involved in this range. Briefly summarized the results were: 1. The NaCl type of lattice found by earlier workers was confirmed. 2. The lattice dimensions decrease rapidly with decrease in iron content. 3. No alloy that was a homogeneous single phase was ever found at compositions beyond 76.80 per cent Fe, while the theoretical iron content of FeO is 77.73 per cent Fe. 4. Measurements of the densities and lattice constants led to the conclusion that the form of substitution was complex, an FeO group being replaced by oxygen. Such a substitution, of course, is equivalent to removing an iron atom (or ion). The ideal unit cell of FeO can be con-sidered as containing four groups of FeO and, thus, when this type of substitution takes place, there remain in the unit cell three FeO groups and an oxygen, or a total of seven atoms with a gross formula of Fe304 instead of the original Fe404. 5. This was the only interpretation that would fit the experimental results and at the same time be consistent with (a) the previously deter-mined fact that the FeO lattice is ionic (i. e., consists of Fe++ and 0= ions) and (b) the chemical fact that as the oxygen content of the substance increases, ferrous iron becomes oxidized to ferric iron. The experimental results of this investigation are included in Fig. 1.

At the request of the Council of the Institute, I have the honor to submit the following remarks upon the Program of Tests under which the current work of the Watertown Arsenal Testing Laboratory is carried on, which comprises, among other items, the tests of steel ingot metal and derivative shapes. The intended scope of the tests may be illustrated by extracts from the descriptive part of the program as submitted by the Laboratory under date of April 17,1907, and subsequently approved by the Chief of Ordnance, U. S. A. Under Item 1, Ingot Metal—Open hearth, acid and basic; Bessemer, acid and basic; crucible; fluid compressed and uncompreesed—descriptive remarks were made as follon-s: "A thorough, fundamental inquiry into the physical properties of steel necessarily begins with the ingot metal. Investigations, having for their object the improvement of steels, should also begin with the ingot. A knowledge of the ingot structure is essential for judging of the subsequent behavior or appearance of the metal. For several years the Bureau of Mines at its Northwest Experiment Station, in cooperation with the Mines Department. of the University of Washington, has been studying the breakage and degradation of coal. The first phase of the study was devoted to the determination of the friability of many coals of various ranks and comparison of various methods for estimating friability.' A study of the relative ease or difficulty with which various coals are reduced to the fine size required for use as pulverized fuel followed the completion of this work. Baltzer and Hudson2 list twelve research organizations in the United States, two in England, one in Germany and one in Canada that are reported to be engaged on this problem; showing the general appreciation of the need for a simple method of estimating the grindability of different coals. Hardgrove,3 ho has advanced a method for estimating grindability, points out that pulverizer tests of different coals are incomplete and unsatisfactory. He compares such tests to that of a boiler test made without knowledge of the calorific value of the coal. Frisch arid Holder4 also stress the same point. They state that,

I therefore raise a question as to there being some difference in standards used by different manufacturers in regard to the dimensions of the shovels for similar sizes and styles, so it may be rather confusing to some of us when we attempt to use the table in this paper and classify the capacity of the shovels as given here with some that are on the market.

PETROLEUM production engineering is essentially the application of the laws of 'physics and mechanics to the production of oil. A true production engineer is one who can apply the principles of mechanics, hydraulics, thermodynamics, and other physical arts so as to facilitate' the efficient and economical recovery of oil. To this end he must have wide knowledge of practical field operations and a working knowledge of geology, with a thorough understanding of the underground state of the fluids which he seeks to control. Generally speaking, there have been two schools of production engineering, the California development and the Mid-Continent development. In California the preliminary production engineering was done by representatives of the U. S. Bureau of Mines and the State Mining Bureau, and was essentially subsurface work in regard to casing patterns, water shut-offs, and completion procedure, inasmuch as these were problems of the utmost immediate importance to the California industry. The oil companies were impressed with the value of such work and placed engineers, or more strictly speaking, engineering geologists on their field staffs. These men, realizing the need of further technical study in the mechanical phases of producing operations, added mechanical and mining engineers, and out of the blend developed what is now known as a production engineer.

As pointed out in previous studies, estimates of petroleum reserves if they are to be of value must not only presuppose a clear understanding of what is actually meant by reserves but must be subject to constant revision to conform with changes in their component factors. When such estimates are analyzed it must be clear that it is virtually impossible to obtain comparable figures reflecting the same degree of accuracy, to represent the reserves not only in various countries, but at times even of different fields in the same country. Estimates of reserves in the United States, subject to frequent independent checks, are obviously more reliable than those furnished, for instance, by the Soviet Government, as the latter must be accepted at their face value and are open to the suspicion of being made to conform with predetermined programs of propaganda. Any tabulation of the reserves of all producing countries, therefore, gives a total that is misleading, as the component items arc not arrived at on the same basis and therefore are not homogeneous in a true sense. Only a fraction of the petroleum stored underground, usually associated with natural gas, is or can be brought to the surface, and although practically all the natural gas underground can be rccovered, in actual practice in some fields a large part of the gas that reaches the mouth of the well is wasted. It is thus estimated that in the United States only some 25 to 35 per cent of the petroleum underground in proven fields is actually economically recovered. Estimates of reserves, therefore, should make clear the distinction between the known amount of oil underground in producing fields and the portion that actually can be brought to the surface. It cannot be overemphasized that as a result of the operation of the "Law of Capture," which controls subsoil ownership in the United States on comparatively small landholdings that seldom if ever cover the entire producing area, the oil fields are not as economically exploited as some forrign fields, and that as a result (were it not for the easy accessibility of the domestic market, the largest in the world) some American production would now be unprofitable in open competition with foreign oils.
