The management of The Union Pacific Coal Co., which operates a group of coal mines in Southern Wyoming, believes in the value of applied psychology as a productive factor in the work of getting out coal. Operating almost wholly through the medium of mechanical loading machinery, the company has for some years paid a bonus, equivalent to one-half the labor saving made above a determined average output per shift worked, on a given machine. No penalty is attached where the established output is not obtained, but in 1933 the men on one class of machines earned an average premium of $0.633 per shift on 56.4 per cent of the tonnage loaded. On another class of machine, the men earned an average premium of $0.686 per shift on 28.4 per cent of the tonnage loaded An increase of 36 per cent in tons loaded per man-shift has resulted since the program was instituted. This coal company has also been very successful in reducing mine accidents through prizes awarded in an unusual way. At the close of the year, every man whose particular mine section passes through the year without a lost-time accident is given a ticket entitling him to participate in a safety drawing where an automobile is awarded as first prim.. There are also a number of cash safety prizes which are similarly awarded. Some 1500 persons attend the drawing, which excites much interest and attention. The particular plan employed, the payment of production bonus awards and safety prizes, is foundationed upon collective. rather than individual effort, and, once gotten under way, has proved to be substantlally self-cnforcing.

The flow of a gas-free liquid through a spherical-grain sand has been investigated by S1ichter.l By theoretical considerations involving a rather large number of approximations he arrives at the following flow-formula: V = CPd2At NLB{1 - m) where V is the volume of liquid delivered in time t through a cylindrical column of sand of length L and cross-sectional area A by a pressure-drop P when the sand grains of diameter d are packed to a porosity m and the coefficient of viscosity of the liquid is n. In the same Annual Report of the U. S. Geological Survey, King reported the results of his experiments on the flow of water through porous media. He found that there was a departure of about 86 per cent. from a linear relationship between rate of flow and pressure, for a specimen of Dunnville sandstone for pressure drops not exceeding 60 cm. of mercury. The specimen was approximately 4 cm. in diameter and 5.1 cm. in length. Over the same range of pressure he found a departure of 45 per cent. for a specimen of Madison sandstone. For unconsolidated sands he found departures as great as 49 per cent. for pressure drops of 70 cm. of mercury; for pressure drops not exceeding a few inches of water he obtained a close approximation to a linear relation. Copper is extracted from the Chuquicamata oxide ore by a hydro-metallurgical process. The ore is crushed to 3/8-in. sizing, and leached with a sulfuric acid electrolyte. Chlorine is precipitated. and the ferric iron reduced in the enriched electrolyte, after which the copper is recovered by electrolysis with insoluble Chilex and lead-antimony anodes, the spent electrolyte being returned to leaching. Cathodes are melted and refined in market furnaces and cast into commercial wire-bar and cake shapes. Sulfuric acid for the process is supplied by the brochantite in the ore. Water for washing the ore is advanced through the solution system and finally after cutting by electrolysis to from 6 to 16.0 grams per liter is completely stripped by the cuprous chloride method and run to waste. The cuprous chloride so obtained plus that resulting from precipitation of chlorine from strong solution is dissolved in ferrous chloride brine and the copper cemented on scrap iron. The cement so obtained is in part used to reduce ferric iron in electrolyte, and as it is of exceptional purity is also furnace refined and cast into an exceptional quality of fire-refined copper. Fig. 1 is flow sheet of the operation. The reduction plant is composed of seven divisions as follows: (1) crushing, (2) leaching, (3) tailings disposal, (4) dechloridizing, (5) sulfur dioxide treatment, (6) electrolytic tank house, (7) smelting and melting. A brief description of each of these divisions will be given. Crushing Ore that is frequently blocky and up to 5 ft. in section is crushed in four stages to 3/8-in. mesh. The first stage of crushing is called primary and the next three stages are known as secondary crushing. The first stage is accomplished with two 60-in. Superior McCully gyratory breakers by which the ore is broken to 9 in. The second coarse gyratory breakers crush the ore to 3-in. sizing. There are seven No. 10 McCully gyratories in this service, for one of which recently has been substituted a No. 7 cone crusher. The third and fourth stages of crushing are accomplished by fifty 48-in. disk crushers. In the third stage 14 disk crushers break the ore to 1 in., and in the last stage 36 disk crushers turn out the final product of 0.371-in. sizing. Reference to the flow sheets of Figs. 2 and 3

WHEN I was honored by being invited to give the Howe Memorial Lecture, I decided to read Howe's book, "The Metallography of Steel and Cast Iron," published in 1916-that is, about 25 years ago-in search of a text. I found the book written in fine, clear, attractive, yet precise style, as I expected, knowing that his father ¬Dr. Samuel Gridley Howe, his mother-Julia Ward Howe, and all of his four brothers and sisters had lived in a New England literary atmosphere and had written books. This leads me to suggest that many authors of metallurgical papers and books could well study Howe's writings with a view to the improvement of their own. I failed to find a specific text, but did find a subject, for in reading his book I was struck by the few instances in which time is considered explicitly as a factor in the phenomena examined, and by the fact that many of the hottest arguments would have been settled had time been taken properly into account. Indeed, Howe hardly mentions time except in a rather incidental way, as in a few references to lag; for instance: The lowering of temperature at which the transformation occurs by rapid cooling . . . is a phenomenon of undercooling or lag. It is in part explained by the fact that the transformation itself is a time-consuming reaction which, setting in during a rapid fall of temperature. is naturally protracted till the temperature has sunk far below that at which it is due. He does discuss, quite fully, the iron-carbon equilibrium diagram, as known at that time, introducing it by stating: As he is a reasonable man who is not deterred from using a hand truck for moving his trunk by the consideration that he has thus to move a trunk plus a truck, so am I reasonable in putting into your hands this useful, indeed indispensable, tool for mastering the ABC of iron metallurgy. Somewhat later, in introducing a discussion of the phase rule, which "it would be hardly proper to pass . . . by without an attempt to outline its meaning," for "a clear exposition of its applicability or jurisdiction is needed to restrain the half-initiated from misusing it and the uninitiated from being misled by these misuses," he writes-and I quote his statement because we cannot properly discuss the influence of time on a process until we know the state of equilibrium which would ultimately be reached by the system under consideration It is a most remarkable and valuable generalization, its conceptions help greatly toward getting a broad outlook on metallography, but its misconception has brought out a flood of obscuring writings. It tells us about the constitution towards which alloys tend, that which they reach when equilibrium is complete, when all tendencies have corrected themselves and have been complied with completely. Its application, in absence of true equilibrium, is like determining density with a telescope or even with a tuning fork; it is like the mad tea party at which the butter put into the works "f the watch was the best butter. A CLEAR understanding of the factors that deter-mine the consumption of zinc metal is essential to a proper survey of the future of the industry and the relation of the several producing districts. With a view of explaining a sound basis for the consider-ation of some of the problems facing the zinc-mining industry of the Oklahoma-Kansas and Missouri district some of these factors are here set out. The zinc industry of the United States furnishes metal for three major uses, viz.: (1) zinking iron and steel (galvanizing); (2) brass making; (3) sheet rolling. Other important uses are for lead desilverization, the manufacture of castings, including die castings, and the manufacture of zinc oxide by the French process, which consists in burning spelter. The use of zinc for galvanizing comprises the coating of sheets, tubes, wire and shaped products, the latter ranging from chains to buckets. The brass-making industry may be sub-divided into manufacture of red brass, yellow brass and white brass, the percentage of zinc in these products being roughly 30, 40 and 80 respectively. The use of white brass is relatively a new thing and it may attain considerable proportions as a substitute for yellow brass. IN a single-crystal cube of iron the arrangement of the atoms is that characteristic of iron at room temperature: the body-centered cubic lattice. X-ray investigation has shown this structure to be characteristic of iron, as it has shown the atomic arrangement of other metals to be characteristic of those metals also. Rarely do substances have more than one characteristic atomic arrangement. Many physical properties of metals are directly connected with their atomic arrangements, so that changes of arrangements produce changes of properties. Only chemical change influences atomic arrangement. If a difference in the physical properties of a metal is caused by a process which involves no chemical change, the cause of the difference in properties must be sought elsewhere than in the atomic arrangement. Frequently this cause can be traced to alteration of crystal orientation. The orientation of a crystal may be defined as the relationship which the crystallographic axes bear to some quantity of reference. A cube of iron appears cubic whether it is regarded from a face, an edge, or a corner. Yet these three positions represent three different orientations of the cube with respect to the observer. It is evident that the orientation of this cube of iron, unlike the atomic arrangement, is not characteristic of iron but is entirely dependent on the previous history of the cube. Most of the processes of metal working, such as wire-drawing, rolling, and bending, change the orientation of the crystals present in the worked metals. These processes usually tend to produce rotation of the crystals into positions approaching a mean. Specimens of metals show-ing this characteristic are said to possess a preferred, orientation. Tensile strength, ductility, and many other properties are influenced by orientation changes; therefore two specimens of the same metal may show different values of these quantities. In metal specimens possessing a narrowly limited preferred orientation, these quantities will vary in magnitude in different directions throughout the specimens. JOHN H. NELSON, Worcester, Mass.-At our plant we have done considerable work on notch-bar testing and are farther at sea now than when we started. So far, we have been unable to get the notch-bar test to be consistent with any other known test. Lately, I have been investi-gating the effect of the position of the notch-bar specimen in a, bar. To do this I took a 3, ½ in. square bar and quartered it, then heat treated the four quarters. Each of these pieces was again quartered and a specimen machined and notched. "In this way we would have notch-bar tests from the exterior to the interior of the bar. These were made of such lengths that it was possible to make four impact tests on each speci-men. Extreme care was taken in marking the position of these test speci-mens in the original bar. The notches were then cut with relation to position of the specimen in the original bar. The second notch was cut 90° from the first, and so on around the specimen. In this way, we have found that, with a 3 ½ in. bar of 0.4 or 0.5. per cent. carbon steel when properly heat treated, we could get impact values ranging from 15 to 100 ft.-lb. Just why this is the case we are unable to state; but it does appear to be a fact that along the outside of the original bar the notch-bar test seems to be low and increases toward the center, but it is not always consistent. For instance, we may have, on a single specimen; one notch-bar test giving us 15 ft.-lb. and another 100 ft.-lb. We have not found such inconsistencies in alloy steels. Alloy steel is consistently good or consistently bad. If it. is good, you cannot readily destroy the impact value, no matter what you do; if it is bad-that is, if it is a poor notch-bar steel-and you have sufficient latitude in your draw, you may correct it. In other words, if the hardness you are working to will allow you to draw to about 1050° F.(561° C.) or over and then quench this steel from the draw heat, you. can raise the im-pact value of the steel from about 4 or 10 ft.-lb. up to-40-or 50 ft.-lb: Just what occurs I do not know. There is evidently a critical-point in steels that have poor impact value, in the neighborhood of 1000 F. to 1050° F. (536° to 561° C.).

CHANGES in coke hardness affect the working of the blast furnace, for soft coke is an obstacle to proper furnace operation. Soft coke is due to a low hydrogen-oxygen ratio in the coal charged; increasing this ratio increases the hardness of the coke. The best means of determining the hardness of coke is the combined tumbler and ball-mill. Soft coke is a great hindrance to proper blast-furnace operation and changes in coke hardness affect the working of the furnace. The best method of determining the hardness of coke is by using a combination tumbler-ball-mill. Soft coke is due to a low hydrogen-oxygen ratio in the coal charged. An increase of this ratio improves the hardness of the resulting coke. WHAT IS GOOD COKE? It is not always appreciated that the correct answer may be such a reliable forecast to the physical condition of the blast furnace, and incidentally its entire operation, that among the ordinary variations in other raw materials and also in operating conditions, it assumes a position of primary significance. Inasmuch as coke forms two-thirds of the total bulk of material charged, this assertion will not seem exaggerated, and in the subsequent discussion its applicability will be presented. Coke is the ideal blast-furnace fuel because it is strong and hard enough to resist the crushing and grinding effects of the furnace burden, and its porosity allows the ready passage of gas upward through the charge, and rapid combustion before the tuyeres. Coke deprived of its strength and with a cell structure physically frail and chemically susceptible to solution by carbon dioxide, has its chief asset eliminated. When the melting zones are approached the fluid cinder trickling toward the hearth will envelope the small pieces of coke and form a sticky mass that will retard the free passage of gas. It is the purpose of this paper to present data on brines occurring in the Frio formation of the Texas Gulf Coast, and to show how their composition varies, (1) with depth below the surface, (2) with depth below the top of the formation, and (3) along the approximate strike. The brines vary in chloride content from 3,180 to 73,000 p.p.m., though the average salinity of the salt waters is shown to vary with total depth; the concentration being 35,000 to 40,000 p.p.m. at 3500 to 5500 ft., slightly less than 50,000 p.p.m. chloride at 5500 to 6500 ft. and average 38,000 to 40,000 below 6500 feet. From the analyses available, it appears that the highest concentration of salts occurs in the upper 300 ft. of the formation, while lower salinity is found with increasing depth below this point. The salt waters from wells in Starr County show less concentration of dissolved salts than in any other group of wells farther north along the strike. In all, 116 analyses from 63 fields and 14 wildcats, from depths ranging from 1300 to 11,400 ft. below the surface and from z to 3240 ft. below the top of the Frio, are recorded. Introduction Brines have been studied for many Years in an attempt to solve some of the geologic and production problems associated with the production of oil and gas. One practical application of study of . water analyses is the correlation of waters occurring above, in, or below the producing sand in the same field or throughout the same formation. The Frio formation, the series of sands and shales occurring below the Marginulina zone and above the Vicksburg, is one of the major oil and gas-producing formations in the Texas Gulf Coast. Fossils are rare or absent in the upper Frio throughout most of the area. When available, cuttings and cores, and electric logs were used to determine the top of the Frio. A change in lithology was used to determine this point in most of the wells, and fossils were used in some of the deep wells. It is realized that a change in lithology is not perfect for correlation purposes over long distances and some of the trends may be influenced by the inability to differentiate between the nonfossiliferous Marginulina zone and the Frio. It underlies virtually all the area shown on the accompanying map (Fig. I). Although it is not productive in the updip facies, it has been explored to a limited degree below I2,000 ft. Further more, toward the coast line future drilling to deeper depths should encounter this formation. Although thousands of wells have penetrated or drilled entirely through the formation, very few water samples have been secured from the many sands occurring in this formation and analyzed. THERE have been two important accomplishments of the Truman administration; the Hoover Commission report on inefficiency and waste in government and the report of the Paley Commission on the natural resources of the United States. Both reports are in the interest of the American people and should transcend the boundaries of political parties. Both reports are starting points for the formulation of policies which must be continuously revised to meet changing conditions. Regardless of the outcome of the election the principles embodied in these two great documents must be kept alive. The Paley report is right in our own bailiwick of mineral raw materials and it behooves us to study it carefully as our responsibility to posterity. To those in the mining industry who have limited their field of observation to moving rock or to metal prices it may come as a surprise that our production of such staples as copper, lead, and zinc has fallen behind increased requirements to the point that substantial tonnages must be imported. Iron ore is next on the list and everybody knows that such metals as tin, tungsten, chromium, manganese, nickel, and cobalt are imported almost exclusively. The crisis in raw materials pointed up by the Paley report has been reported annually by Elmer Pehrson and others to small gatherings at the Mineral Economics Division sessions at the Annual Meeting for as long as we can remember. In September 1949, the United Nations Economic and Social Council held an international resource conference at Lake Success which disclosed these same grave conclusions: - Consumption of raw materials is multiplying at an alarming rate, faster than discoveries or replacements are being made. - Production has been wasteful and utilization lavishly beyond enginee¬ing and practical requirements. - Industrialized nations are depleted and many raw materials consumed by industry are not found in the industrialized countries. - Nations formerly exporters of raw materials are increasingly building their own consuming industries. - Political forces in the world are limiting access to raw materials. The Paley Commission selecting the quarter century, 1950 to 1975, to project raw material requirements for the United States, pointed out obstacles to meeting these requirements, and made recommendations for procurement. It is not important that we disagree that cobalt consumption will reach 344 pct of present, or fluorspar 187 pct when iron and ferroalloys are only expected to increase 75 pct. What is important it that the fabulous appetite of the United States for mineral raw materials has consumed more since World War I than was consumed by the entire world in all recorded history prior to 1914. And, unless the people of the United States are satisfied to remain at their present standard of living (which is unthinkable) this consumption is correctly plotted by the Paley Commission as continuing to expand. If the U. S. is to continue on a course of progress, it must procure raw materials wherever it can at the lowest possible cost. Natural resources are clearly an area in which the broadest cooperation between industry and government must exist to achieve efficient exploitation, economic consumption, and expansion of sources of supply. The message of the Paley report requires action comparable to that of the North Atlantic Pact. Its implication is as significant as military preparedness. It is a world problem. It is a mining engineering problem. Don't let it die!

GOVERNMENT ESTABLISHES DIVISION OF ENGINEERING Government supervision of employment for technical men has been inaugurated by the United States Employment Service, through the establishment of a Division of Engineering, with A. H. Krom, of Chicago, formerly Secretary of the American Association of Engineers, as Director. War demands on the engineering profession have already caused a serious shortage of men with mechanical designing experience and those with practical experience in chemical engineering. At present the professional organizing mediums reach less than 20 per cent. of the estimated 300,000 technical men in the country. This is not a satisfactory arrangement for war times. All the technical men of the country must be reached and, in addition, all men with technical experience must be carefully registered so that they will be immediately available. The advantages of such a governmental registering and systematizing of employment will be apparent at once, to the engineer. Considering that this is principally an engineer's war, the importance of Federal direction of distribution and conservation of the technical service of the country is apparent. The Service will he started through the office of the Director of Engineering, 29 S. LaSalle St., Chicago. All technical men desiring to register for emergency Government work or permanent advancement in positions meeting their qualifications, are urged to volunteer at once for registration, classification and employment.

The study of the creep of metals under conditions of prolonged loading has received the attention of many investigators for several years and almost innumerable papers have been published on the various aspects of the subject. As it appeared that much could still be learned from a study of single crystals, the present work was carried out to study the effects of temperature and conditions of loading upon the properties and deformation in tension of single crystals of alpha brass containing about 70 per cent copper and go per cent zinc. In particular, it was hoped to obtain information from tests below and above the recrys-tallization temperature of the material, so that properties such as elastic limit, yield point or critical stress, and manner of deformation might be compared for tensile tests at an ordinary loading rate and for prolonged loading. Accordingly, short-time tensile tests and creep tests were made at room temperature, 300°, 500° and 700°F. The two latter temperatures are above the lowest possible recrystallization temperature of polycrys-talline 70-30 brass. Previous Work Clarke and White1 have made creep tests of some copper-zinc alloys, including 70-30 brass, and copper-zinc-tin alloys at temperatures both below and above the recrystallization temperature of the materials considered. Hanson and Wheeler2 have studied the flow and fracture of single crystals of aluminum for short-time and prolonged tensile loading over a range of temperature extending from room temperature to 400°F., their experiments being made without consideration of the orientations of the test specimens. Extensive creep and fracture tests on single crystals of lead at room temperature have been made by Betty3 and by Baker, Betty and Moore." Results of the last-named investigation were published while the present work was in progress. Miller5 examined the elastic limit of zinc single crystals at and above room temperature by means of creep tests, while Miller and Milligan6 reported the results of tests designed to show the influence of temperature on elastic limit of single crystals of aluminum, silver and zinc. The behavior of iron crystals under static tensile loading at room temperature was reported by Gensamer and Meh17 while the present investigation was in progress. Their specimens exhibited a well-defined yield point, below which no appreciable creep could be detected. The manner of yielding proved interesting, as the shape of the creep-time curve for the iron crystals differed from the common type of crcep curves. Elongation did not begin immediately, or at least was initially very slow. The rate of elongation then increased continuously and finally decreased to zero. This S-shaped type of elongation-time

Early in 1942 National Lead Co. was requested by the War Production Board to construct and operate a plant for the Government to produce magnesium by the ferrosilicon process which had been developed by Dr. E. M. Pidgeon in the laboratories of the Canadian National Research Council. A contract with the Defense PlantCorporation was concluded in May 1942 and Magnesium Reduction Co., a wholly owned subsidiary of National Lead Co., was formed to carry out this project. The capacity of the plant was rated at I0,000,000 lb. of magnesium per year, equivalent to an average production of about 14 tons per day. The Process The process, in brief, is as follows: The raw materials are dolomite and ferro-silicon, 75 per cent grade. The dolomite is calcined, the calcine and ferrosilicon are ground and mixed and the mixture is briquetted. The briquets are charged into tubular retorts of chrome-nickel steel set horizontally in a furnace with the open ends projecting outside the front wall. The retorts are then closed and evacuated. Magnesium is liberated according to then reaction 2(MgOl CaO) + Si = 2Mg + zCaO, Si% It is distilled from the charge and con- densed on a removable sleeve in the throat of the retort. Sodium and potassium, if present, are also liberated, distilled and condensed on a "sodium condenser" in the end of the retort. At the expiration of the distillation period the retorts are discharged and the cycle of operations is repeated. For the rated daily capacity of 14 tons of magnesium there are required approximately 170 tons of dolomite, equivalent to about 85 tons of calcine, and 16.5 tons of ferrosilicon. The retort residue, a bulky powder which at present is waste, amounts to about 87 tons. Choosing the Site The investigation to select the location of the plant was conducted by the Research Laboratories of National Lead Co. This work included geologic and economic surveys of a number of districts, examination of dolomite samples by chemical, spectrographic and petrographic methods and large-scale tests of dolomite from several of the more promising localities. in the last-named tests 2-ton samples were put through the ferrosilicon process in the pilot plant of the Canadian National Research Council, under the guidance of Dr. Pidgeon. The conclusions drawn from the investigation, in regard to the quality of dolomite to be used in the ferrosilicon process, were: First, the dolomite should contain not less than 21 per cent MgO and not more than 2 per cent acid-insoluble material. STUDY of the ore deposits of Colorado has disclosed, in numerous places, sharp changes in both mineralogy and metal content of the primary or hypogene deposits with change in depth. A clear understanding of the meaning of these changes is requisite to form intelligent conclusions that can be applied in the exploration of such ore deposits. This paper is an attempt to set forth some of the geologic and chemical relations of minerals that bear on this problem. The effect of the differing electrode potentials of elements on the order of oxidation and on the order of displacement of one metal by another metal in supergene sulfide deposits has been studied for many years by several investigators. The results all agree rather closely with the original Schürmann series of replacability of metal sulfides, as Wells has shown.1 So far as the writers are aware there has been little attempt from the geologist's viewpoint to correlate the electrode potentials of the elements, other than those of the common metals, with the positions and mode of combination of the elements as found in ore deposits, and in particular in hypogene deposits. Wells2 discusses electrochemical activity between solutions and certain ore minerals and mentions the possibility of its effect in precipitation reactions.

The federal taxes on incomes and excess profits are of course heavy. In 1917, the value of the mineral production of the United States was a little in excess of $5,000,000,000. The total of federal taxes for that year, for the mineral producing companies, as computed by themselves, amounts, according to tentative compilations, to about $207,000,000, and the total for the comprehensive group of mineral and metal industries to about $766,000,000, which figures represent respectively 9.5 per cent. and 35.1 per cent. of the total tax paid by all corporations. Because of greater complexities in applying the revenue laws to mineral properties than to most other industries, opportunity is afforded for wide differences of view. The taxes indicated above, therefore, are not final and may conceivably be very materially increased. For 1918, the taxes are expected to be still greater, but no compilations are yet available. Taxes at a high rate are to continue indefinitely. The subject is clearly of gravest import to the mining industry in particular. The Commissioner of Internal Revenue, who is charged by law with the administration and collection of the taxes, is determined that these functions shall be performed in a just and businesslike way. Fairness and finality are to be the chief objectives. In view of the peculiar conditions that attach to the tax program as applied to mines and other wasting industries, like oil, gas, and timber, the Commissioner has resorted to professional advice and assistance by manning a Sub-division of Natural Resources with competent engineers, brought in from the several industries, into whose hands he has placed for solution the technical questions involved. These engineers have a two-fold duty: (1) to devote to the solution of these problems their own knowledge and experience; (2) through their acquaintance with their respective industries, and with the men engaged in those industries, to focus upon these problems, by conferences and otherwise, the best opinion of the country.
