Static soil investigations with more or less heavy loads and extensive borings do not always have efficient results; also, they are very expensive. The new geophysical method of dynamic tests described herein is simple and cheap and avoids several disadvantages of the routine investigation, thus forming a useful supplement to the older methods and even at times replacing various static tests. The fundamental principle of dynamic soil tests consists in the application of artificial vibration. The technique employed is essentially geophysical in nature and in some respects is akin to seismic studies. Artificial vibration may be excited by centrifugal forces resulting from eccentrically supported rotating masses. The reactions of soil and structures caused by these vibrations may be measured. Their dynamic constants, such as amplitudes, phase speeds, damping, reflection, and interference effects, can be investigated. This geophysical method has been used for several years with increasing success. The results of these tests, summarized at the end of the paper, indicate that this method opens a new field for the pkactical engineer in investigating soils (capacity and formation), foundations, dams and structures, and especially buildings that must withstand earthquakes. Methods Static Method.—The first and oldest tests to investigate the bearing capacity of the soil were carried out by static weights. The penetration of these weights, however, depends not only on the soil but also on the size and the form of their lower surface. The length of time the load acts is also important. To imitate actual field conditions, heavy weights and lengthy tests are required, both of which are expensive. Furthermore, the influence of static weights affects only the surface and does not penetrate into deeper strata, therefore substitutes and supplements for static tests have to include the time factor and consequently lead to dynamic investigations. What are future prospects for U.S. mining? In many quarters the assumption is made that this country has passed its zenith as a mineral producer -- that it is in a period of decline and that it is becoming a have-not nation like Japan and much of Western Europe. These industrial rivals of ours must depend almost entirely on others for their mineral supplies. In trying to answer this question one must of course distinguish between resources and productive capacity. In today's volatile and competitive markets, the definition of what are reserves and what are merely identified resources becomes ever more difficult. Many large deposits have been found that are unlikely to be viable in the marketplace under normal conditions but that can be of significance to the nation's military and industrial security in times of emergency. I should like to draw on personal experience from World War I1 for illustration. 4fter Pearl Harbor great concern developed over the availability of a long 1ist of strategic materials for which this country was largely dependent on imports. J.-I should like to ask if Mr. Bach does not think it rather harmful to let the amen depend entirely on the company, whether it would not be a good plan to let the men aid a little in the support of these organizations? Also whether he has had any experience with utilizing the Y. M. C. A. in this connection. E. E. BACH, Ellsworth, Pa.-That question is always raised whenever there is discussion upon this subject. So far as we are concerned that would not help a bit; our people do not have that feeling, because .we have a company which these men recognize has a corps of very sympathetic officials in every way. I remember the assistant general manager lived out in one of these mining towns for a while. His difficulty was that every man, no matter what, who or where he was, if he had, or thought lie had, a, complaint, had the right of way to his office, and didn't have to stop at all. That is the spirit that predominates all through it. This is also the spirit of the mine foremen, two of whom were trained in our own night school, and it is the spirit of the fire boss and the general spirit of the people. They do not feel that we are trying to feed them with a spoon. As to the Y. M. C. A., we feel that it would be impracticable for us. R H. VAIL, New York, N. Y.-It would be very interesting if Mr. Bach would tell a little more about the control of the dispensing of intoxicants. There are many communities where the state intends to do that but does not succeed very well, and as Mr. Bach has spoken of the speakeasies on the environment of these towns, it would he well to know more about the problem of eliminating those.

During the past 10 or 12 years very little information has been made generally available concerning the commercial possibilities of separating materials by means of static electricity; and yet during that same period important improvements have been made in various branches of the science of electricity, which, when taken together, and applied to electrostatic separation, have resulted in important improvements in that art as well. For example, much improvement has been made in high-voltage electrical equipment such as full-wave vacuum-tube rectification and improved mechanical rectification. Great strides have likewise been made in the development of insulators for high-voltage work, not only in the materials used but also in the design of the insulators themselves. Again, in another field, the development of air-conditioning equipment has improved the technique of controlling the surface condition, through drying or humidifying, of the various materials that are passed through the electrostatic separator. In many authoritative publications and textbooks, the electrostatic separation process is declared to require a balance far too sensitive for general commercial application. For example, one publication1 in the past has referred to an unfavorable effect on the process caused by varying atmospheric conditions such as humidity. Some2 have even gone so far as to state that sunlight and shadows may seriously affect the separating efficiency of the process. Such statements may have been true in the early development of the art, when the source of static electricity was derived from a friction disk machine, such as the Wimshurst. The Blake Mosher equipment and the work of Huff in applying motor-generator sets, transformers and mechanical rectification overcame much of this kind of objection to the commercial application of the electrostatic separating process. Current scale-up procedures are discussed critically, including: constant specific energy criterion; determination of mill size and power for a given ore, throughput and mesh of grind; specification of operating speed and loading. A major dynamic and kinetic factor now recognized is that the ratio of media rotational flow to ore axial flow, and the number of mill revolutions that ore is subjected to during residence, both diminish as mill diameter increases. These factors can lead to capacity limitations when mill diameters reach a critical range, especially regarding coarse sizes. Experience at the Bougainville and Pinto Valley operations is contrasted. Corrective measures suggested are to reduce loading and increase speed towards the Davis best operating speed.

M.S. Azun I have many objections to the content of the author's paper. Before discussing it, however, I would like to repeat the property of semivariogram function. Second order stationary properties of regionalized variables (ReV's) such as semivariogram function ?(h) are perfectly known in geostatistics. Also, the kriging equations in the language of mathematical statistics using second order stationary properties are well understood. However, the way to use the sample (estimated) semivariogram function in any one of the kriging procedures is vague. The sample semivariogram function is given as follows: [1 N-hy*(h) = 2(N h) i21 {Xi-Xi+h}Z, h=0, 1, N-1] where N is the total number of samples, Xi is the sample value at the i - th location, X i+h is the sample value at the i +h - th location, and h is the distance among the samples. An estimation variance of sample semivariogram function of first lag is smaller than that of higher order lag. The theoretical semivariogram function reaches the variance of samples asymptotically. But this is not easily observable because of the larger variation involved in the estimate of semivariogram function. In general, an estimation procedure is done for h = 0, 1, 2,…., up to the greatest integer less than N/2, even though sample semivariogram function can be computable through N-1. After estimating semivariogram function, the critical question of how to model sample semivariogram function arises. As seen in the above equation, sample semivariogram function is discrete and can be smoothed by the model being selected. Therefore, modeling of sample semivariogram function is the most important step in geostatistics. It not only smoothes a discrete function but also affects the results of the kriging procedure. When the only aim is to model the semivariogram function, which is the basic point of the author's paper, one can employ any fitting techniques, such as curve fitting, or any ar¬bitrary functions, which are called submodels in the paper. The term "arbitrary function" is used rather than "submodel" because there is no basic understanding of developing them. The author suggests that the sum of those submodels can also be used for the modeling of sample semivariogram function. The combination of any arbitrary functions brings many problems instead of giving an insight of the domain structure considered. The author used two arbitrary functions and the nugget effect in response to sample semivariogram function (Fig. 10). For the same example, he stated that the parameters involved in the mixed arbitrary function model can be accepted when the discrepancy between sample semivariogram function and the model is small visually. For verifying the fitting behavior of any selected model, one should not be contented with the visual satisfactory. Some statistical measure such as goodness of fit has to be used. The author's practice is no more than an exercise in curve fitting without any fundamental understanding or conceptualization of the underlying physical mechanism. Furthermore, the selection of any model is not an easy task if the purpose is the search for the "best" response to the observed second order properties of ReV's. I suggest that the Markovian model (Azun, 1983), on the basis of a theoretical understanding of underlying mechanism, which gives more information about the occurrence of regionalized variables, is used to respond all properties of ReV's. There are a lot of problems for modeling of onedimensional sample semivariogram function. Thus, it is not appropriate to go to higher order dimensional sample semivariogram function modeling. In the meantime, I would recommend that one can connect the values of standardized sample semivariogram function rather than simple values of semivariogram function in the two-dimensional estimation. The standardized values can be computed in dividing the semivariogram function value by the number of sample pairs involved in each lag regardless of the directions. In conclusion, geostatistics is an interdisciplinary area in mining that uses the principles of mathematical statistics. Thus, it should not violate any probabilistic and statistical rules. When Matheron was developing the theory of geostatistical study in the early years of geostatistics, many mining people had a reservation accepting the geostatistical tools. However, this does not mean that we, the geostatisticians, might try to convince those people using some "strange" tools or rules as some authors implied (Baafi and Kim, 1984). Instead, we have to develop and explain the geostatistical tools staying only in the framework of statistical concepts and properties. ? Rendu The interactive method proposed by Rendu allows practitioners to develop semivariogram models that take into account not only the numerical information obtained by sampling, but also highly significant additional information that often cannot be quantified. The geology of the deposit - including hypotheses concerning its genesis, sampling methods, assaying methods, and mathematical methods used to calculate the semivariograms - all have an influence on the numerical results obtained and on how these results should be interpreted. If all the information concerning the spatial distribution of values in a mineral deposit was contained in the sample values, it could be argued that statistical techniques alone would produce optimum models. However, this is rarely, if ever, the case. Methods that allow the user to take into account his experience and his geologic understanding of the deposit should not be rejected for the sake of theoretical statistical purity. ?

Through close cooperation with geophysical and geological test work by Texas Gulf Sulphur Co. in Beaufort County, the Asheville Minerals Research Laboratory assisted in the evaluation of North Carolina's most valuable mineral resource, the Pungo River phosphate deposit. After a core evaluation study, the flotation process for the concentration of North Carolina phosphate was demonstrated in a 500-lb per hr pilot plant in Asheville. Tonnage samples of phosphate concentrate were produced for customer evaluation in the United States, Europe, and the Far East. Plans for a larger pilot plant to be erected at the plant site at Lee Creek were prepared for TGS. The larger pilot plant was operated by TGS in conjunction with a test dredging operation which led to the adoption of a dragline dry mining method to move 90,000 tpd of material for the production of 10,000 tpd of phosphate concentrate in the all-flotation phosphate concentrator. Calcining, dry grinding, and byproduct studies complimented the construction of one of the world's largest and most modern fertilizer raw-feed complexes on the eastern North Carolina seaboard.

We of the employer class represent labor in the social organization and in industry just as truly as do those who labor only with their hands, and, because our labor is chiefly with our brains, the duty is all the more imposed upon us to use those gifts in which we excel in helping steer a clear course through the turbulent waters in which we are now enmeshed. Only their selfish engrossment in the daily tasks they were employed to perform could possibly have permitted the great majority of the intelligent and industrious German people to become terrorized by a handful of the idle, the vicious, and the criminal, whom the elections to the National Assembly showed to be in as pitiful a minority as they are in Russia, in this, and in other countries. It is the leisure unemployment of the I.W.W.'s, the Bolsheviki, and the Sparticans that has enabled them to devote their whole time to a concerted and aggressive struggle against the great majority of those of the world's workers who are unorganized, and who are therefore even in opposition one to the other. In union there is strength, and this was never better illustrated than by these conditions. The great fallacy of our previous attitude toward social and industrial problems has been the belief that labor, by which we commonly mean organized or physical labor, is something antagonistic to and having a different object in life from that great body of unorganized laborers who work with their brains. Our difficulty has been our lack of will or opportunity to think. The hurry of our daily struggle to earn our livelihood under the nerve-racking pressure of modern civilization has left us no opportunity for quiet thought and study. The physical laborer, and above all the laborer in the mines, on the other hand, has all his hours of toil in which to think over, in all their varied aspects, those problems that concern his immediate, personal well-being. As a result he has arrived at perhaps a more true appreciation of the facts of life in their relation to social and industrial conditions than we. Have we not too readily adopted the view that, as the managers of industry under the direction of capital, it has been our duty to think and act in opposition to labor, rather than to realize that we also are laborers, have like aspirations, and should participate in a free and aggressive solution of these problems rather than leave their solution

BRINSMADE, Puebla, Puebla, Mexico (communication to the Secretary*) :-As I have previously considered the general equations for mine-valuation,1 I will here discuss only that part of Mr. Finlay's paper criticized by E. E. White, along with some of the general principles of mining taxation, under the following six topics: 1. Rate of interest earned by sinking-fund. 2. Rate of interest earned by investment. 3. Place of royalty item in valuation. 4. Place of taxation item in valuation. 5. Calculation of future ore-prices. 6. Valuation of undeveloped mining land. 1. Rate of Interest Earned by Sinking-Fund.-Mr. Denny's quoted opinion of a 3 per cent. rate is evidently based on English conditions before the Boer war. The great destruction of liquid capital by the great wars and catastrophes since 1897, along with the flood of gold and consequent rise in the average index of commodity prices, has undoubtedly increased the rate of interest at least one-half per cent. In the United States sound savings banks now allow 4 per cent. on deposits, while safe bonds are quoted at prices which yield even 5 per cent.. 2. Rate of interest Earned by Investment.-Gold-mines with uncertain and scanty ore reserves, the objects of Mr. Denny's quoted remarks, are quite different from iron,. copper, or coal mines with definite mineral reserves blocked out ahead by drilling or driving. While 10 per cent is often all inadequate yield from gold-mines, the latter class of mines are often, as safe as city real estate and resemble it as an investment in more ways than one.

Current research by the US Bureau of Mines to develop technology for improving efficiency and productivity in metal/nonmetal mines is described. The research program addresses a wide variety of problems associated with each of the major categories of mining: underground mining, surface mining, m situ mining, and premining investigations. An overview of the Bureau's research activities is given with emphasis on underground mining. In particular, two innovative and promising concepts currently under development are described: a unique shaft sinking system that uses an impact hammer for rock fragmentation, and a low-profile portable crusher for underground hard-rock applications.

During the year of 1940, wildcat wells were drilled in 32 counties of Mississippi; 85 wells in all. These were scattered over the state from the most northern county to the southern counties and from the Mississippi River on the west to the Alabama line on the east. Yazoo County, with 19, received the largest number. The average depth of all the wells was 5333 ft. The shallowest well completed as a dry hole was in Yalobusha County, aban-doned at 1392 ft. in the Selma. The deepest well drilled was in Scott County, abandoned at 10,365 ft. in the Lower Cretaceous Paluxy. G. C. World consumption of petroleum and its substitutes in 1940, which, except for the United States, does not include consumption for military purposes even in peacetime, is estimated at 2,006,000,000 bbl., or approximately 21,000,000 bbl. less than in 1939. As consumption figures for belligerent countries and those affected by the war are unavailable, in order to arrive at a gross approximation the assumption has been made that the rate of civil consumption in these countries has declined 80 per cent since the German occupation or the effect of the war made itself felt. In 1940 the total consumption in the United States increased 94,000,000 bbl. over the previous year, while the civil consumption in the countries directly affected by the war—some of them occupied during the last half of the year—decreased 126,000,000 bbl. In the rest of the world consumption increased II,000,000 bbl., resulting in an over-all decrease in world civil consumption grossly estimated at 21,000,-000 barrels. The drilling for and production of crude oil in the Lima-Indiana and Michigan fields were directly and profoundly affected by the severe strain to which the petroleum industry was subjected during the year 1931. Serious and long-continued overproduction in the large flush areas of the western and southwestern fields, coupled with a nationwide decrease in the annual rate of consumption-increase, served to precipitate ‡ This curve is the Mid-Continent price for 38" gravity crude and hence. affords a basis for estlmating the influence of general factors upon the price structure m these fields. a mid-year economic depression which was functionally reflected in every producing area in the United States. A study of the curves of price changes in portions of the central west territory (Fig. 1) will demonstrate this relationship as well as the ensuing upward trend, which developed when pressure was artificially relieved, at least for the time being, in the producing areas in the southwestern states. THE application of other than mechanical methods to the study of the mechanical-physical properties of metals has become in the last few years a topic of investigation of ever-increasing interest, both from the theoretical standpoint and from that of the engineer and constructor. Besides the investigations which have been made of 'the magnetic properties of ferromagnetic metals, in their relation to the mechanical properties of these metals, which will be discussed more in detail below, there have been made studies of other phenomena in the same relation, and methods for the mechanical testing of metals have even been suggested, for example, the microscopic method of Tammann,1 and the thereto-electric, method of Turner2 for determining elastic limits. The application of all such methods, which are based upon the dependence of some physical, crystallographic, or possibly chemical property, upon the mechanical state of the metal, must be preceded by close and careful correlation of these various "test" properties with the known mechanical state of the different metals or materials. It is with this view that the present work, as well as that of many previous investigators of, what .may be termed in the interests of brevity, the mechanical-magnetic properties of ferromagnetic materials of construction, has been done.

OWING to the nature of the die-casting process, freshly cast alloys are undoubtedly not at equilibrium from the standpoint of alloy phase relationships. After casting, therefore, they tend to undergo phase changes, with the ultimate effect of reaching a state of equilibrium at the aging temperature, beyond which no further change takes place. This phase alteration undoubtedly is one of the primary causes of the changes in dimensions and physical properties that zinc-alloy die castings undergo during aging. It is planned to report on this problem in a series of papers of which this is the first. The writers have made a study of commercial zinc die-casting alloys over a period of several years, utilizing the X-ray diffraction technic of determining the phase composition changes in the alloys. Up to the present, two principal phase changes have been observed which are capable of causing dimensional changes: (1) the segregation of secondary constituents from the zinc-base solid solution and (2) the beta aluminum-zinc decomposition. The latter is the subject of the present paper and studies on the former will be reported upon at a future time.
