INTRODUCTION The notion of permanent disposal of high-level radioactive waste in natural salt formations was formally proposed in 1957 by the Committee on Waste Disposal of the National Academy of Sciences- National Research Council. This proposal was the result of the Committee's deliberations in response to a request from the U.S. Atomic Energy Commission (AEC) in 1955 to assess the viability of geologic formations for such disposal. The research investigations for waste disposal in salt were initiated at the Oak Ridge National Laboratory (ORNL) in the late 1950's and continued through the 1960's and early 1970's at a relatively modest level of funding. During the period of transfer of Federal Administrative authority from the AEC to the Energy Research and Development Administration (ERDA) to the Department of Energy (DOE) during the latter part of the 197O’s, financial support for the research program was enhanced substantially. The program at OWL was regrouped under the Office of Waste Isolation (OWI) and later transferred to the Office of Nuclear Waste Isolation (ONWI) at Battelle Memorial Institute. With this enhancement in the research program, consideration of basalt, granite, shale, and tuff as repository host media was initiated. In February, 1980 the President of the United States established officially a comprehensive waste management program which called for the selection of the first repository site in 1985 from a suite of four or five potentially suitable sites, and initiation of a repository operation at that site in the mid-1990's. Introduction and Previous Work THE determination of the low temperature tensile properties of tin and tin-lead alloys was initiated as part of an extensive research program on the phasial equilibria of tin binary systems below 13.2°C and the property changes associated therewith. A survey of the literature revealed that, although some room temperature tensile data were available for tin and a few tin-lead alloys, there existed no survey report of the low tcmPerature tensile properties of these alloys. Accordingly, the tensile data for tin and a series of pure tin alloys containing from 0.01 to 50 pet lead were measured at eleven temperatures horn — 196 to +20°C and are presented here in survey form. In addition to the importance of these tensile data as a preliminary to certain fundamental research, this information promises also to be of commercial importance because of the extensive use now being made of tin-lead solders in refrigeration and gas liquefaction equipment. Occasional failures of the solders in low temperature service have been attributed by some metallurgists to low temperature embrittlement, while others hold that failure results from the transformation of the tin-rich phase of the solder from the solid white (beta) to the powdered gray (alpha) form. From the data previously available in the literature, neither of these explanations can be completely corroborated. cohen and van Lieshout have estab-lished the beta to alpha tin transformation at 13,2°C and have shown that strain accelerates the transformation. Further, they showed that although I pct lead retarded the transformation, it was not eliminated. It will be pertinent, then, to note whether the beta to alpha transformation of the tin.rich phase will occur in a short-time tensile 'test. polanyi and schmid2 studied the tensile properties of tin single crystals at — 185°~ and report that tin is britlle at this tem-perature. In 1946, Kostenets3 reported that pure tin was brittle at —Ig6 and — 253°~, while lead remained ductile at both these temperatures. He also studied the tensile properties of tin-lead alloys containing from 10 to 75 pet lead at —253, —196 and + I~OC. The ultimate tensile strength increased more than two times in going from room temperature to — I96°C and about three times that value on further cooling to — 253 C- All the alloys were brittle at — 196'C except those containing more than 75 pct lead. Even at — 253'C, the 75 pct lead alloy retained 36 pet elongation in a 30 mm-ga. length. Creep is also an important phenomenon

INTRODUCTION Object RATHER large amounts of titanium minerals and some zircon and monazite are being recovered from dune sands about 10 miles west of Jacksonville Beach, Fla. The Mining Branch of the Bureau of Mines, Southern Experiment Station, has been interested in developing additional large deposits of similar sands in other areas of Florida. The results of a field study have been published1 concerning the sands occurring on Trail Ridge which runs north and south about 30 miles southwest of Jacksonville. This investigation was undertaken in order to identify the opaque titanium minerals occurring in Trail Ridge and because of the economic importance of Florida titanium minerals. Nature of the Problem The minerals present in the heavy fractions (sp gr > 2.94) of the sands are principally opaque minerals; staurolite, zircon, sillimanite, tourmaline, kyanite, rutile, a small amount of corundum, traces of the zinc spinel gahnite and garnet. Epidote, monazite, hornblende and titanite are present in other dune sands but these minerals were not noted in the samples collected on Trail Ridge. All of the minerals except those which are opaque can be readily identified by the usual petrographic methods. However, opaque minerals cannot be examined satisfactorily by transmitted light. Polished sections of the opaque-mineral grains were examined but these sections did not furnish useful information. Consequently, it was necessary to use means other than the usual petrographic methods to identify them. Previous Investigations of Heavy Minerals in Florida Sands Martens2 has described the heavy minerals in the Florida beach sands and has classified the opaque minerals as ilmenite with minor amounts of leucoxene. Miller3 studied a number of sands collected by Ross and Mertie in Florida. He states that the material from the Florida beach and dune sands that commonly has been called ilmenite has essentially the chemical composition of the material that has been called arizonite.4 The X ray diffraction patterns of several samples indicated that the supposed ilmenite is essentially amorphous, with only weak lines corresponding to ilmenite, and hence the material is unlike the type of arizonite from Arizona. Opaque Titanium Minerals Rutile is essentially titanium dioxide. However, as pointed out by Dana,5 important amounts of Fee and Fe3 as well as Cb and Ta are reported in some analyses.

Kinking is an important deformation phenomenon in poly crystalline a zirconium. The crjlstallo-gvaphic features of the most important form of kinking have been determined with the aid of twins formed at 77°K in grains previously kinked at high temperatures. It has been .found that the kink-band boundaries correspond to walls of edge dislocations with (1150) Burgers vectors and dislocation lines parallel to (1070). The present observations imply that basal slip is an important secondary-slip mode in polycrystalline zirconium. Previous single-crystal studies13 did not veveal this mode Other evidelzc.e for (0002)(1120) slip is also presented. ThE first studies of kinking in hexagonal metals were made by orowan,1 using single-crystal cadmium wires. He suggested that this was a new de- formation mode in metals, different from ordinary glide or twinning. Next, Hess and Barrett2 studied zinc-crystal rods in compression, and were able to offer an explanation of the phenomenon described by Orowan. They concluded that kinks required no new deformation mechanism and were a special form of deformation band that developed gradually and solely from basal glide. Similar kink bands were then observed by Washburn and parker3 on zinc crystals deformed in tension at low stresses and high temperatures. In titaniun,4 kink bands associated with {1010}<1120> prism slip have been observed in coarse-grained specimens. Magnesium5 and rhenium6 have also been observed to kink in conjunction with their basal- and {1010} prism-slip systems, respectively. Yttrium has (1010) as a predominant slip plane, but no observations of kink bands were reported.7 Since no previous investigations of kink bands in zirconium have apparently been made, this study was proposed. Its aim was to determine the crys-tallographic features of a type of kink band frequently observed in polycrystalline zirconium. Two versions of the Ti-Mn binary diagram have been published recently.&apos; , -0th diagrams show two compounds in the region between 40 and 70 wt pct Mn, but disagree as to the reaction in which these compounds are involved. The investigation of the manganese-rich portion of the Ti-Mn binary diagram was undertaken at New York University as part of an investigation of ternary systems with titanium and manganese in order to determine which of the proposed diagrams is correct. A number of alloys between 31 and 70 pct Mn were prepared in a manner similar to that described by Cadoff and Nielsen; except that low currents (110 amp in argon atmosphere) and long melting times (up to 20 min) were used to prepare the alloys. Compositions were determined from weight-loss data, assuming all loss as due to manganese. Heat treatments were carried out with relatively large pieces, since there was a tendency for manganese to be lost during heat treatment. When X-ray diffraction data was to be obtained, the central parts of heat-treated specimens were used to make filings or powders which were not heat treated. Specimens were heat treated from the as-cast state. Heat-treatment times were as follows: 1150°C, 1 day; ll00°C, 2 days; 1000°C, 5 days; and 900°C, 15 days. It should be noted that equilibrium was not attained at 900°, 1000°, and in one case, at 1150°C. Metallographic specimens were electrolytically polished and strain etched by a technique described elsewhere.&apos; At least four, and possibly six, phases were found in the region investigated. On the basis of information available at this time, a completely self-consistent diagram cannot be constructed, and therefore data are presented only for those phases which have been identified by both X-ray and microstruc-ture. Of the compounds detected, the one highest in manganese is the Laves phase, TiMn,, which is hexagonal with a MgZn, type of structure.V he diffraction data for TiMn2 from a 70 pct Mn alloy annealed at 1150°C are shown in Table I. The c/a ratio and parameters of TiMn2 agree well with those of Wall-baum hnd Rostoker et al. The values obtained here are c/a = 1.641, a = 4.825A. Another compound is the y-phase which is estimated to contain about 60 pct Mn. The y-phase has a structure which is identical to that of TiMn, with c/a = 1.639, a = 4.906Å. The fact that y has a Laves-type lattice would suggest that TiMn, has a range of solubility which extends from the composition of TiMn2 (69.6 Mn) to that of y (60 pct Mn). However, this could not account for microstructures which, in the 60 to 70 pct Mn region, show several phases in both the as-cast state and after annealing at 1150°C. Fig. 1 shows a two-phase structure of a 60 pct Mn alloy annealed at 1150°C. The phases present are y (white) and e (dark). If y were TiMn, then, according to Rostoker et al.,&apos; the second phase of Fig. 1 should be P-Ti. The diffraction data for the 60 pct Mn alloy of Fig. 1 are shown in Table I. The starred d-values are from the e-phase and these lines do not correspond to those of &Ti. THIS paper is concerned with the redistribution of a second phase when a 2-phase solid alloy is annealed in a temperature gradient. An examplewhich is discussed in detail is the redistribution of carbides in a low-carbon steel annealed in a temperature gradient below the A, temperature. As a result of such a treatment, the carbides at the cooler side disappear, while those at the hotter side grow in size. In a 2-phase zirconium-hydrogen alloy, the amount of hydride will tend to be increased at the cold end and decreased at the hot end. That such an effect can occur in solid metals is not generally appreciated. However, with the trend toward higher operating temperatures in several fields, this phenomenon will become more important in the future. Actually, such effects should be rather common in the core of nuclear power reactors where the op- erating temperatures are high and temperature gradients are an order of magnitude higher than in previous high-temperature applications of alloys. The purpose of this paper is to point out the existence of such an effect, to discuss the manner in which one predicts whether a redistribution of the second phase will occur in a given system, whether the second phase will go to the hot or cold face, and how rapidly the redistribution will occur. One aspect of this problem has been discussed by pfam and Wernick2who considered the migration of a small liquid region through a solid. In their case, the diffusivity in the liquid is much larger than in the solid and they have interpreted their results successfully by using Fick&apos;s first law as the flux equation in the liquid, and taking the concentration gradient from the phase diagram. For all the cases they have studied, this type of analysis predicts that the liquid region migrates from the cold end to the hot end, and this is what was found ex-

The deposition of calcium carbonate scale on surface and subsurface production equipment creates an operation problem in many oil fields. The formation water in which the carbonate-scale-forming components are initially dissolved becomes supersaturated with calcium carbonate as a result of the drop in pressure during production. The continuous flow of a supersaturated solution through the production equipment results in the growth of a dense layer of calcium-carbonate crystals. For a scale layer to be built up, the supersaturated formation water should contact the walls of the production equipment. The tendency for scale to be deposited, therefore, will be low, if the crude has a low water cut and if the water is finely dispersed in the oil. A scale problem will occur, if at a high water cut part of the water is present as free water. The rate of scale deposition will then be approximately proportional to the rate of free water production. Depending upon where the formation water becomes supersaturated, scale may be deposited in the flow line only, in both flow line and tubing, and in some cases even in the perforations and in the formation near the wellbore. In the South Sumatran fields (Indonesia) the main difficulties encountered due to the deposition of calcium-carbonate scale have been restriction of flow through tubings and flow lines, wear and abrasion of plungers and liners, and stuck plungers or wellhead valves. So far, the only methods of combating the *Presently associated with Brunei Shell Petroleum Co., Ltd.. Seria. scale problem have been routine acidizing and additional well pulling. As for the pumping wells, it was estimated that some 50 percent of the total well-pulling effort was directly attributable to scale deposition. The most promising alternative was to prevent the deposition of calcium carbonate scale by means of chemicals. Inorganic polyphosphates such as sodium hexametaphosphate and trisodium polyphosphate are known to retard the formation of scale by the "threshold action". They are adsorbed on specific faces of the crystal nuclei and thus prevent crystal growth, thereby stabilizing supersaturation. Polyphosphates are effective at very low concentrations ( a few ppm), and far less than stoichiometric quantities are required to keep the scaling ions in solution. Recent investigations on barium sulfate scale1 have confirmed this mechanism. The types of polyphosphate mentioned can be applied as concentrated aqueous solutions either squeezed into the formation, lubricated down the annulus or injected via macaroni string. Several squeeze jobs with polyphosphate solutions have been carried out in the South Sumatran fields, however, with disappointing results. Lubrication down the annulus and injection through a macaroni string were not considered attractive in this area because of the kind of equipment and the degree of supervision these techniques require. Polyphosphates are also available in a granular, glassy form, which, in contrast with the readily soluble types already mentioned, show an extremely low

RECENTLY, it has been demonstrated that a considerable densification and interparticle bonding can be achieved if a pressure is applied to a powder compact while the material of the compact is undergoing either a decomposition reaction&apos; or a polymorphic transformation.&apos; The term "reactive hot pressing" has been coined to identify this process in which a phase change is combined with pressure to achieve interparticle bonding. This process is based on a principle which postulates that there is an enhanced reactivity and mobility of the molecular species at the phase-transformation temperature and this effect is utilized for interparticle bonding in powder compacts. This note summarizes the results obtained in an attempt to utilize this technique to produce ceramic-metal composites. In this case, a decomposition reaction of a compound (which after decomposition yielded an oxide) was used to achieve interparticle bonding in ceramic-metal composites. The reactive hot pressing was carried out in a Phillips induction heating unit, using either a graphite or a high-temperature steel die which functioned as both the susceptor and the hot-pressing component. The die was heated to the desired temperature in a helium atmosphere. All cermets produced by this technique were based on alumina as the ceramic phase. Different metal phases such as iron, copper, and chromium were used to study the effect of varying the metal phase on the properties of the composite. a Mono-hydrate (Boehmite) was mixed with different proportions of metal powders (-325 mesh) in dry condition in a mortar and pestle. No special precautions were taken for proper mixing. The mixtures were then compacted into a cylindrical form having an approximate dimension of 1 cm in diameter and 1 cm in height. The serious shortage of eastern gas coal and of coke for gas-making in Illinois and adjoining states during the winter of 1917-1918 was emphasized at the meeting of the Illinois Gas Association, March, 1918. The seriousness of the situation was of concern not merely to private interests but to the general public, which consumes gas for heating, lighting, and for important industrial uses. Some relief was thought possible if central district coals from Illinois, Indiana, and western Kentucky could be used generally as a substitute for eastern coal and coke in the manufacture of retort gas and water-gas. Already a little Illinois and Indiana coal was being used under special circumstances in Illinois retort plants and successful experiments with mixtures of Illinois coal and eastern coal had been conducted at the Decatur retort-gas plant by F. K. Ovitz of the U. S. Bureau of Mines and the Illinois Mining Investigations, with the advice and cooperation of a committee of the Illinois Gas Association. Consequently, it seemed desirable to continue experiments with central district coal in gas retorts, and with coal as a substitute for coke in water-gas generators, and to give publicity to the results and technical assistance to companies desiring to use central district coal. Other matters, of national importance were the prospective shortage of toluol and of ammonia for the manufacture of explosives, and the possibility of encouraging recovery of additional amounts from some of the plants in central states that were not contributing these substances. Results of work done by the Gas Section, Illinois Mining Investigations, under the advice of the Technical Committee, were pushed to early publication until the signing of the armistice lessened the importance of speed as a war measure. The first two publications listed below were distributed by the Regional Director of the U. S. Fuel Administration, through the Bureau of Gas. By-products and Public Utilities. GRIM, CHAIRMAN-Has anyone a particularly fruitful point to make or question to ask on any of the papers that have been presented at the two sessions held on Monday and one held this morning? GENESIS OF ENDELLITE T. S. LOVERING-I think we are all a little bit embarrassed when we are asked if we have any particularly fruitful point for discussion; I just have a point. I believe that yesterday Bates said that he had found endellite in only hydrothermally altered rocks-he did not find it in sedimentary rocks-but this morning I heard Victor Allen say something about it as the normal product of weathering, and I am confused. My question concerns the genesis of endellite. I want to know whether endellite is found as a normal product of weathering. I understood from the paper by Bates that it was not a product of weathering and in the paper by Victor Allen* endellite was said to be a product of normal weathering. Did I misinterpret these two papers? T. F. BATES-I did not intend to state or imply that endellite is formed only under hydrothermal conditions. We have been studying the North Carolina deposits extensively and I feel that they illustrate very well the result of normal weathering processes acting on pegmatitic material. The resulting clay seems to be largely endellite or halloysite, almost to the exclusion of kaolinite. I may have misled you in the statement I made toward the end of my talk, to the effect that of all the kaolinic clays we have investigated with the electron microscope, we have not yet found halloysite or endellite in samples from clay deposits that are definitely sedimentary in origin. The surveying of oil wells has in recent months become a common practice in the deep fields of the Mid-Continent area. Borehole surveys have been made by mining companies for many years, but the introduction of such methods into the oil fields has been delayed until the past few years, because the value of survey data was not fully appreciated. The acid and gelatin bottle methods of obtaining the angle of deviation and the floating compass method of obtaining the direction of horizontal drift have been in use for more than 20 years. A photographic recording instrument consisting of a plumb bob, magnetic needle and electrically operated camera was devised and used in the Rand mining fields of South Africa prior to 1912.1 Another and improved photographic instrument, depending upon orientation of the drill pipe instead of polar magnetism for direction, has been invented and used. The acid bottle method has also been used in conjunction with oriented drill pipe. The magnetic compass is not reliable for oil-well work because of the unsymmetrical attraction of the needle to the well casing and possible magnetic formations. Many engineers also concur in the opinion that orientation of the drill pipe from instrument to surface will be inaccurate because of the torque exerted between the drill pipe and walls of the hole, causing the lower sections of pipe to twist. When it is considered that 4000 ft. of 6 in. drill pipe has approximately the same slender-ness ratio as 6 ft. of silk thread, such twisting effects can be readily visualized. The gyroscopic compass has been suggested for use in direction finding, but the high cost of such instruments will prohibit their use, except in special cases. Due to the lack of accurate direction-finding instruments, almost all of the survey work in the Mid-Continent fields has been of the acid bottle method alone.

Conservation Means Preservation, Improvement, Justice CONSERVATION, narrowly and strictly considered, means the preservation in unimpaired efficiency of the resources of the earth; or in a condition so nearly unimpaired as the nature of the case, or wise exhaustion, admits. And broadly considered, it means more than the word itself implies, for it naturally includes an examination of methods whereby the natural inheritance of the human race. may he improved; and still more broadly considered-and as used in popular discussion-it includes a treatment of the effects of productive conservation measures upon distribution. We shall give our attention briefly to the main points in this informal definition before we pass on to the thesis that conservation is largely a matter of property relations-that a wise conservation policy means wise property relations. Preservation of Natural Resources First, conservation suggests simply preservation, and, in the treatment of the subject which we have had in the United States, emphasis has been laid upon the past and present waste of natural resources and upon the means of putting a stop to this waste. The forests have been depleted; soil has been washed by rapidly flowing surface water from mountain sides. These rapidly flowing waters have produced high streams and devastating inundations, followed by low streams and impeded navigation. The forests have, moreover, been so removed as to bring great danger of fire, and destructive conflagrations have resulted in large waste of resources, including in some cases a destruction of the humus, supplying essential elements in the fertile soil. As a remedy we must have measures to reforest mountain sides, and this means large social control, very frequently taking the form of public ownership and management; but in addition we always find actual and proposed

IN international affairs, the great event of June was the meeting of representative bankers at Paris -for consideration of the arrangement of a large loan to Germany. The conference dissolved in futility. Following this abortive conference, the delegates to the parley at the Hague assembled there on June 15. America is not represented at the Hague, any more than at Genoa. The British view the conference seriously and have Leslie Urquhart, the highest authority on Russia, attending in an official capacity. The Irish had their election and voted by strong majority in favor of the treaty with Great Britain, which was happy, but the general situation in Ireland is miserable. In China there were spectacular military and political events. Economically, Japan was in trouble. Conditions are becoming better in India, although no yet settled. Egypt has troubles still. Australia has a better chance for welfare, following the overthrow of its labor govern-ment early in April last. In Europe it is hard to discern any improvement except in Great Britain. Business in Great Britain has been slowly widening. The future of Great Britain, which is chiefly an in-dustrial country, depends on finding employment for its, 1,750,000 idle men. Personalities figured largely in June. Lenin&apos;s health was represented as having failed so that the govern-ment of Russia has had to be-turned over to a trium-virate. All of this has been denied. It is clear that some. mighty events are transpiring there. The assassination of Doctor Rathenau in Germany is probably also an occurrence of portent. The murder of Field Marshal Wilson, in London, tended to in-crease anger in England against the Irish. In the United. States the attention of Congress was concentrated on the soldier bonus, the tariff bill and the subsidy for shipping. All of these projects are economically bad and are of the same nature, viz., the allotment of a bounty to some classes of people, without consideration to the general national interest and welfare.

The correct sampling of coal and coke is becoming important to an ever increasing number of producers and consumers. This, therefore, may be an opportune moment to examine where we stand with regard to existing and proposed methods. In this paper an attempt will be made to review, as briefly as possible, some of the considerable amount of painstaking research which has been done in the last 10 years, and which has unquestionably led to a much better understanding of the subject. In so doing we shall try, on the one hand, to make clear where substantial progress has been made, and on the other hand, to draw attention to points that require further investigation. The paper is divided into sections in order to emphasize the major divisions of the subject; further, in order to retain this emphasis, detailed consideration of some of the points has been relegated to appendixes. No attempt has been made to give a complete survey of the literature, as this has already been done by L. A. Historically, rock deposits and sand deposits of titanium minerals came into production about the same time, although there may be some argument as to what is meant by production. Beach deposits of heavy minerals in India (Figs. 1-4) and Brazil (Figs. 5) were worked for monazite about the turn of century, but as there was then no market for titanium minerals, these were thrown away. The rock rutile deposits at Roseland, Va., Fig. 6, were worked to supply rutile for titanium chemicals and for coloring ceramics long before there was a titanium pigment business. The pigment industry started about the middle twenties, both in Europe and the U. S., and almost simultaneously the rock deposits at Ponte Vedra Beach near Jacksonville, Fla., were worked for titanium content. Since those days, production from both types of deposits has continued to grow at a rapid rate; many deposits of both types have been found, and reserves have grown to very large figures. In total tonnage of reserves, there is no doubt that the rock deposits are far ahead of the sand deposits; nevertheless there is a very large tonnage of commercial sands available. It is the quality of titanium mineral in the sand and the relatively lower costs of operating sand deposits that have kept them abreast, at least in annual tonnage produced, with the rock deposits. The principal titanium mineral used is ilmenite, but as soon as that mineral began to be sought as a titanium ore, it was obvious that there are ilmenites and ilmenites. Textbook ilmenite should have the composition FeOTiO2 and should analyze 52.6 pct TiO2 and 36.8 pct iron as Fe. The Indian ilmenite, for almost a generation the standard ore for manufacturing pigment in the U. S., was found to analyze about 60 pct TiO, and only 24 pct. Fe, and most of the iron is in the ferric condition. The whole process of pigment manufacture in the U. S. was built up on the use of a raw material of that grade, and the American chemical engineers who operate the pigment plants shuddered at the thought of using a rock ilmenite with 45 pct or so of TiO, and nearly 40 pct Fe. Intensive search was made around the world to find other deposits of rich black sand, like the Indian beaches, but although a few were found, there was some objectionable feature about each. A deposit in Senegal, south of Dakar (Fig. 7), was worked for a while, but an organic coating on the grains made attack by acid difficult. Modern practice would have included a scrubbing operation, in a caustic soda bath, to eliminate the organic coating. Brazilian deposits were numerous, but individually small, and shipping from them difficult. Deposits on the east coast of Ceylon had many attractive features, but the ilmenite analyzed only 54 pct TiO2 and could have been used only with a penalty. Sand deposits with 2 pct ilmenite, like those now worked in Florida, would not have been considered commercial ore, even if they had been known at that time. Most rock ilmenites are associated or mixed with hematite or magnetite, which accounts for the lower titanium and higher iron values than in the sand ilmenites. The Norwegians, English, and Germans, with cheap Norwegian rock ore at hand, learned to install in their pigment plants adequate capacity on the black side, as it is calltd, and counterbalanced the extra cost of plant, and larger amount of acid used, by the lower cost of ore. When World War II arrived, two of the largest pigment manufacturers in the U. S. had to learn how to use the Adirondack ilmenite, but one of them very gladly went back to sand ores when the Florida deposits came into large-scale production after the war. The other continues to use Adirondack ilmenite and finds it commercially attractive to do so. Rutile is not a raw material for titanium pigment manufacture by the sulfate process, since it is insoluble in sulfuric acid. In addition to its small consumption in chemicals and ceramics it began to be used in quantity in welding rod coatings. With the outbreak of World War 11, and the tremendous need for welding rods in shipbuilding and other structural steel construction, rutile suddenly became in heavy demand. The sand deposits on the eastern shore of Australia (Fig. 8A) which had been worked in a small way since 1934 were brought into production, and some stream placers in Brazil were worked and rutile concentrates shipped to American

Introduction This is the Pacific Rim. Nearly three fourths of the world&apos;s population live on or near its border. In the recent past, on any given day, one could find traversing its„ borders pirates, smugglers, gunrunners, missionaries, slave traders, tourists, and businessmen. If one were not too observant, he would notice that over the last several years the ocean traffic in the Rim has pretty much stayed the same--Polynesian outriggers, passenger ships, general cargo vessels, ore carriers, and oil tankers. If he were to look a little closer, he would notice some coal colliers. A still closer look would reveal that most of them were hauling metallurgical coal destined for the steel mills of Japan, Taiwan, or Korea. If his senses were keen, he would observe that not only were the number of colliers increasing dramatically, but also that a relatively new cargo was being carried to those countries as well as additional areas in the Pacific Rim., This new cargo thermal coal holds the promise of not only exceeding the metallurgical coal trade, but significantly cutting into and decreasing the already vast oil tanker business throughout the Pacific Rim. The high price of crude oil as a result of the oil embargo in the Middle East in 1973-74 has forced the Pacific Rim countries to convert to coal, and as a result, the coal resources of the Rim are being exploited at an ever-increasing rate. Although coal produced outside the Pacific Rim does enter its borders for ultimate consumption from such places as South Africa and the East Coast of the United States, the vast majority of thermal coal that will enter this booming market place will be sourced from countries within the Pacific Rim. Accordingly, this paper will provide an overview of those sources with particular emphasis on the non-communist block nations. This is not to say that countries such as China and Russia will not be players in the Pacific Rim thermal coal arena, but that -most consuming countries in the Rim are basing the majority of their near-term sourcing requirements from countries that provide a stable source of supply. Pacific Rim Coal Resources Figure 1 is a map of the Pacific Rim countries and identification of major coal resource locations within its border. Going in a clockwise direction, the following countries will be the major suppliers of thermal coal through the year 2000: Australia, Indonesia, China, Russia, Alaska (U.S.), Canada, United States (Utah, Colorado, Wyoming, Montana), and Colombia, South America. Other countries such as New Zealand, Malaysia, Philippines, Korea, etc., will play a role in supply, but compared to the ones previously mentioned, will only have a minor impact. When one looks at the vast stretch of ocean that separates the sourcing countries from the consuming countries (Japan, Korea, Taiwan, Hong Kong, Singapore, etc.), one realizes that costs of transportation will play a significant role in determining which countries and in what quantities coal will be purchased.
