The effects of lead and tin up to maximum contents of about 0.1 per cent. each, in the presence of oxygen between 0.04 and 0.30 per cent., have been studied. Tin is retained efficiently in the oxidized condition, whereas lead is not. An approximate relation between the lead-oxygen and tin-oxygen contents is deduced which, if observed, permits the presence of these elements without detrimental effect. Excess of lead beyond this limit affects ductility and rolling properties adversely and an excess of tin correspondingly diminishes the conductivity. It is shown that copper carrying a combined lead and tin content of several hundredths per cent., yet fully equal in quality to electrolytic wirebar, may be produced under commercial conditions. Tin is not normally found in more than bare traces in current grades of American electrolytic copper, and lead is rarely found to more than a few thousandths per cent. In the electrolytic refining of copper these metals do not present great difficulty in separation and their presence in any considerable amount in copper that has been refined by this method need not be tolerated. On the other hand, the effect of these elements is not entirely academic, as a considerable tonnage of scrap copper liberally contaminated with them has been reclaimed by the fire-refining process into metal with a residual lead and tin content of several hundredths per cent., yet having excellent working properties and fully equal in quality to current grades of electrolytic wirebar. Such copper has been found entirely suitable for use in the manufacture of electrical apparatus. In the absence of oxygen, tin is known to depress the conductivity rapidly, and lead to impair ductility and the rolling properties, yet the effects of these metals on commercial grades of copper—i. e., copper containing from 0.03 to 0.10 per cent. of oxygen—apparently has not received systematic attention. ANY mechanism, either natural or artificial, for regulating the func-tioning of a given unit in the general economy must operate toward the maintenance of equilibrium if it is to survive. The petroleum industry, concerned as it is with the production of a natural resource of specialized character, is surrounded not only by the economic factors common to other industries but by an extra set of unique elements centering about the fugitive character of crude petroleum under conditions of competitive development. The term equilibrium, therefore, so far as the oil business concerned, involves a combination of economic and physical factors: the first set having to do with supply, demand, costs, profit margins, purchasing power, and the like; and the second, with underground pres-sures in oil pools, efficient rates of extraction, and all other aspects of engineering that may be summarized by the familiar term "conserva-tion." The two categories, in fact, are not as clearly divided as the foregoing statement would imply, for in practice it will be found that the economic and physical aspects have a pervasive interaction and interrelationship. If the development of the petroleum industry in the United States is examined from its inception in 1859 down to the present, it will be found that, beginning about 11 years ago, a new mechanism for regulating the production of crude petroleum made its appearance. Prior to this recent period, the production of this raw material was determined by competitive forces operating without outside restraints. At present the output of crude oil is subjected to supervision by regulatory bodies in most of the oil-producing states, which impose upon the operators certain conditions having to do with the manner and rates of production. Thus, in the space of a decade, the mechanism for producing crude oil has changed from an automatic to a designed procedure called proration. And in its short history this method has been marked by a rapid evolution in its nature and incidence, with progressive changes still under way.

The Anthracite Division, Bureau of Distribution, of the United atates Fuel Administration, came into existence about Oct. 20, 1917. There had been no definite policy determined upon and the distribution had been carried out by the producers and distributors of this fuel as under normal conditions. The domestic sizes had been shipped from the beginning of the coal year on Apr. 1 in about their usual proportions to the various sections of the anthracite consuming territory of this country, which, in a general way, extended as far west as Nebraska and Montana, and in the south along the Atlantic seaboard to Florida. With the advent of cold weather, about the middle of November, acute shortages commenced to develop all over the northeastern section of the country, due to largely increased demand by the public in general, to enormously increased population in centers where industrial war activity was concentrated, and by the needs of the war industries themselves. Commencing with the early part of December, this demand was aggravated by extreme low temperatures and heavy snow; and the production decreased for the same reasons. From that date until the change in the weather, about the latter part of February, it was simply a question of getting coal into communities as emergencies occurred, to take care of individual cases. No definite plan of distribution could be followed. The coal mined between Apr. 1 and Nov. 1 had been distributed as mined and therefore only current production was available for distribution. The Anthracite Division, during this period, consisted of a Director, two assistants, together with an office force .of seven or eight clerks and stenographers. The trying experiences of the winter of 1917-18 had, however, shown a ready willingness on the part of the anthracite operators and distributors to cooperate in every way with the United States Fuel Administration. No more important question has come before the coal industry in the past decade than the prevention of stream pollution by mine drainage; especially in Pennsylvania, where large areas of coal land have been developed. It may be thought that the problem of labor or lack of transportation outweighs in importance that of stream pollution. We can see possible remedies for labor and transportation problems but there is no known satisfactory solution of the mine-drainage problem. The subject has been given little serious attention, for, until recently, it has been little understood; but in the past year it was brought to the attention of the coal-mining industry by the introduction, in Congress, of several bills designed to prevent the discharge of acid waters from mines or other sources into navigable streams, or their tributaries. The first legislation proposed was the Applebybill, H.R.7369, designed particularly to prevent the oil pollution of coastal waters. It contained the following provisions, which the coal men regarded as referring to the coal industry. It shall be unlawful to throw ... any refuse matter of any kind ... into any navigable waters of the United States or into any tributaries of any navigable waters from which the same shall float or be washed into such navigable waters. The chemical, steel, paper, and other manufacturing industries, as well as the mining industry, objected to this clause, the miners claiming that it would prevent the discharge of waste or mine drainage into any waters of the United States, for all streams or tributaries finally reach navigable waters. The next bill introduced was that of Congressman Briggs, H.R. 7430, an amendment to Section 13 of the Pollution Act of March 3, 1899. The original act referred chiefly to oil and oil refuse, but it provided also "that no material of any kind should be deposited on the bank of a navigable water, or tributary, which might reach the waters and interfere with or

As the time allotted is short, we can present only a general idea of the oil laws in the Latin-American republics, as a supplement to Bulletin 206 of the Department of the Interior compiled under the direction of J. W. Thompson of the Bureau of Mines and entitled "Petroleum Laws of All America." We shall not discuss the European colonies in Latin-America nor the island republics. As to the countries discussed, we shall attempt to give the main features of such special petroleum legislation as has been adopted prior to the early part of this year; where no special petroleum laws exist, we must look to the mining codes for light on the petroleum policy. As the laws and regulations for the extraction of the metals are often difficult of application to, and are lacking in many essentials for, the petroleum industry, it is best for persons or companies desiring to enter, on a large scale, into the petroleum exploration and development of countries not having special petroleum legislation, to obtain a concession contract from the executive of the country under consideration, and to have the concession approved by the congress. If this concession, which would then be a special law, contains nothing contrary to the constitution of that country and does not infringe on vested rights of third parties, it should be reasonably safe. If in such country there is some doubt as to whether the petroleum subsoil is owned by the nation or the private surface owner, only public lands should be covered with the concession. Guatemala is the only republic in the group that discriminates directly against foreigners. Bolivia, Ecuador, Mexico and Venezuela require waivers of diplomatic protection.' Colombia requires foreigners to agree to be bound by its alien law. In addition,Mexico makes it unlawful for foreigners to acquire direct ownership of real estate, including mines, within a zone of 50 km. along the coasts and one of 100 km. alongitsland

In any discussion of this very large subject we are confronted at the outset with so many obstacles that at best only a fragmentary and rather disconnected presentation can be made of it, and my hope is that building from the few facts I have to offer a more complete knowledge may be secured. In the whole intermountain and Pacific Coast region, west of Pueblo, Col., and from Canada to Mexico, there is no production of pig iron, and steel production is confined to the manufacture of a small amount of open-hearth steel from scrap. When we consider the area, the resources, and the several centers of population, this condition seems anomalous, even in the face of every counter argument as to cheap water transportation, or other means of transport from the Atlantic Seaboard or from the iron and steel centers of the Middle West. This comatose condition, if such a term may be applied, is certainly not due to a lack of all the essential materials and factors for success in iron and steel smelting, but is rather, I think, due largely to the general fact that it is only within a comparatively few years that the centers of population on the Pacific Coast have attained a size that would entitle them to the position of distributing or freight centers, or that the "back country" has been enough built up to make it sufficiently interesting to the railroads to foster trade from the local centers to the interior points rather than seek to supply such local centers and the interior by a transcontinental haul. "Ore Supply Edwin C. Eckel, in his monumental work on Iron Ores, has but little to say concerning the Pacific Coast deposits. He mentions (p. 269) those of Minaret, Madera County, and the Eagle Mountains, Riverside County, Cal., "perhaps 50 to 100 million tons each;" the deposits in Shasta County, worked for the electric furnace on Pitt River; and

THE consensus of opinion in the published literature on. Grecian magnesite is that it has been formed by alteration of the serpentine, which in turn was itself a product, of metamorphism from the original olivine intrusion. The general opinion seems to be that the magnesite was formed by descending waters heavily charged with CO2. Inasmuch as this opinion is held by engineers far better qualified than I to speak authoritatively on this subject, I hesitate to dispute that theory. However, certain occurrences coming under my observation do not, to me at least, seem to-entirely substantiate this theory. LOCATION Most of the Grecian magnesite comes from the Island of Euboea, although more recently some deposits have been opened on the mainland near the City of Saloniki, which prior to the war was Turkish. The island, comprising a state or province in the Greek political structure, is roughly 110 miles long and varies from 10 to 30 miles in width. It lies off the east coast of the Greek peninsula in the AEgean Sea with its long axis extending in a northwest-southeast direction. It is separated from the mainland by a long narrow arm of the sea known as the Atalanti Canal. Chalkis (Halkis), the capital on the west coast of the island, is the northern terminus of a branch of the state-owned railway and is connected with the mainland by a single-span, movable, highway bridge, roughly 150 ft. long.

INTRODUCTION Interaction effects between mining operations developed on different levels of contiguously placed bedded deposits are a major problem in many parts of the United States. Efficient design criteria, derived from careful analysis of field studies as well as theoretical and model analysis, have shown that many problems that may result from seam interaction can be avoided, minimized, or on occasion used with beneficial results. Selection of seam mining sequence is rarely based only on ground control considerations, but rather on factors such as seam ownership, characteristics and accessibility. Therefore all possible mining sequences and methods must be considered in the development of multi-seam design criteria. Increased utilization of the longwall method of mining creates special problems in multi-seam mining due to the inevitability of caving and, therefore, subsidence. Considerable valuable experience has been gained in this direction from British mining operations where interaction problems are extremely common and the longwall method is the primary method used. However, limitations persist in the application of much of this information to U.S. conditions due to variation in layouts between advancing and retreating longwall systems and the inherent difference in the geologic environment. Considerable field data is available for U.S. room and pillar operations, and where successful pillaring operations have been carried out close parallels may be drawn with ground control mechanisms in longwall operations. VARIABLES AFFECTING INTERACTION Analysis of ground control multi-seam problems shows that factors contributing to interaction may be classified into variables that are fixed by the geo- logic environment and those that depend on engineering design. These may be described as follows (Haycocks et al, 1982): Fixed: (i) Depth*, (ii) Innerburden thickness*, (iii) Innerburden physical characteristics*, (iv) Stress field, (v) Seam thickness, (vi) Coal characteristics, (vii) Completed mining operations either above or below the seam to ve mined, and (viii) Age of workings. Mining: (i) Height, (ii) Dimensions and geometry*, (iii) Method*, and (iv) Spatial location of entries* *These variables are regarded as being critical effects. Few attempts have been made to quantify the variables controlling interaction. Dunham's (1978) linear regression analysis, combined with the National Coal Board's MRDE Roadway Monogram, is probably the most noteworthy. This study involved eighteen multi- seam longwall mines in the United Kingdom. The following variables were taken into account: seam depth, pillar width, opening shape, floor and roof conditions, rate of face advance, vertical seam interval, and age and geometry of overlying workings. A multi-linear regression analysis of these variables fitted by appropriate field values developed a prediction equation for lower seam stability. Although the study included many variables, it neglected the nature or geology of the innerburden. The prediction equation was found unreliable, but it did show the significance of geometry as a factor controlling lower seam stability. MINING SEQUENCES Irrespective of the type of mining method selected only four possible mining sequences are possible for two seams. Finlay and Winstanley wrote in 1934. .. "Experience has shown that whether the upper or lower seam was worked first, the subsequent working of the other seam in the same area seriously affected the roads in the seam first worked." Those effects depended upon the four basic mining sequences: 1) The upper seam is mined out prior to mining the underlying seam; i.e., the seams are mined sequentially downward and mining of the underlying seam is not commenced until operations above are completed and have ceased.

Coprecipitation of anionic and cationic polyelectrolytes has been applied to floccula-tion of several mineral systems. Results obtained in a study of the flocculation of kaolinite and hematite suspensions of polycationic and polyanionic electrolytes are presented. Greatly increased settling rates were observed following precipitation of positive and negative polyelectrolytes on the surface of finely divided minerals in aqueous suspension. The ratios of polycationic to polyanionic electrolytes required to produce maximum sedimentation have been shown to correspond closely with the equivalence points obtained by light scattering studies of systems containing the positive and negative polyelectrolytes by themselves. DISPERSION of colloids has been of interest to surface chemists for many years. Flocculation studies have been employed to evaluate the limits of colloid stability. In water suspensions, colloids become unstable and flocculate when the ( potential, the potential of the kinetic solvation sheath, falls to a value at which van der Waals forces may act to draw the particles together. This may happen through an adjustment of the pH of the suspension or by addition of a salt. Optimum conditions for rapid formation of large flocs are found in the region of minimum ( potential. In addition to these well known considerations, colloids in water suspensions are known to be flocculated by certain large organic macromolecules. These polyelectrolytes in some cases minimize the i potential and in other instances increase the attractive forces by supplying sites for hydrogen bonding.' Use of organic polyelectrolytes in flocculation of mineral colloids has increased rapidly in recent years. These materials are now recognized as indispensable aids to fluid-solid separations in many extractive metallurgical operations. They have been found to increase both the settling rate in thickeners and the filtration rate of filters. In the elucidation of the characteristics of these organic reagents as floc-culants in this laboratory, it was discovered that interaction of certain polyelectrolytes had a surprisingly good effect on flocculation of mineral colloids. Experimental Procedure: The anionic flocculants used in this study were Lytron 886 and 887, produced by Monsanto Chemical Co. Both reagents are copolymers of vinyl acetate and maleic anhydride. Lime is added to Lytron 886, whereas Lytron 887 is all organic. These reagents possess two carboxyl groups for each acetate group and are therefore anionic in character. The cationic reagents used were the Peter Cooper Co. 1-X and 2-X glues. The structures are not definitely known, but the re- agents are amines and are cationic in character. The glues were prepared in the chrome-alum form. Both types of reagents may be classified as polyelectrolytes in that they are high molecular weight polymers and ionize in water. All data presented are in terms of sedimentation rate, measured in 250-ml glass-stoppered graduated cylinders. With suitable precautions such measurements are fairly reproducible and provide a sensitive means for selecting important parameters such as pH, reagent concentration, and floc size and density.2 Agitation was standardized with five complete end over end cycles of the suspensions in the stoppered graduated cylinders.

A review is given of the principles on which recently proposed methods of electric log interpretation in shaly sands are based and of the evidence brought up in support of the theoretical derivations. It is. pointed out that the qualitative techniques suggested to date have a tendency to be too pessimistic in the prediction of the presence of commercial hydrocarbon accumulations. In the quantitative treatment, a new concept is introduced, namely that of strongly reduced activity of the double layer counter ions which are present near the negatively charged rock surfaces. This lemmu when applied to the calculation of the equilibrium concentratiotls of interstitial waters yields a set of very simple relations. The resulting expressions for electrochemical potentials across rock samples appear in satisfactory agreement with laboratory experiments. The formulae obtained for the electrical conductivity of shaly formatioris are of the same form as those arrived at empirirally by previous workers. Combination of the expres.riorls for potentia1s and conductivities gives a direct proof of the Tixier relation which states that for shaly water sands the product of apparent formation water resistivity and apparent formation factor equals the resistivity of the sand 100 per cent .saturated with formalion water and which was verified by the work of Wyllie and Perkins and their co-workers. The relations for the resistivities and spontaneous porer11inI.s have been extended to the case of hydrocarbon hearing shaly formations, thus laying a formal basis for the quantitative interpretation of electric logs in shaly oil sands. INTRODUCTION The presence of disseminated clays in porous rocks saturated with electrolytic solutions has a strong influence on the transference of ions taking place under electrical or chemical potential gradients. Both the electrochemical emf's in evidence on the SP curves of electric logs and the electrical conductivity measured on resistivity logs arc directly dependent on the ionic transference in the interstitial waters of the formations traversed by boreholes. A large number of researches have been carried out on the nature and magnitude of the effects of clays on ionic transference. The most recent of these have been described in papers by McCardell and Winsauer,1 2 Wyllie and Southwick,3 poupon, Loy, and Tixier,4 and by Perkins et al.5 Most of these authors consider the effects of the clays as due to the fixed negative charges on the clay lattice. These charges cause the formation of diffuse surface layers with a high concentration of positive ions. The internal solution of the shaly reservoir rock has therefore a different ionic composition and concentration than the electrolyte with which it is in equilibrium (connate water produced from the formation or mud filtrate by which the formation is invaded). To calculate the equilibrium concentration of the internal solution, use is made of the Donnan6 relation, which states that the mean ionic activities of the internal solution and of the external electrolyte must be equal. Florida phosphate operations are unique in the ways standard mining equipment is made to meet specialized problems. Hydraulic mining and transportation has evolved in meeting three such special problems: 1) surface mining of a shallow, poorly consolidated but wet material; 2) high pro¬duction rates, necessary because of low prices for phosphate rock in a highly competitive market; and 3) preparation of the value-bearing rock, or matrix, for washing and flotation. The magnitude of the problems is better appreciated if the reader understands the size of operations in the area. The Florida phosphate field produces and ships about 10 million tons per year of phosphate rock. All of this has to be concentrated to its shipping grade, either by scrubbing and screening or by flotation.

In the mining operations of The Canyon Corp., Deadwood. S. D., the use of mucking machines has been of definite advantage. The type used is that which depends upon the traction of the motor-driven wheels to crowd the dipper into the muck pile, while the car in which the muck is received is coupled to the mucker and moves forward or back with it. This general arrangement is entirely satisfactory on a substantially level track. The ores which occur in this district are a replacement of dolomite and the beds are now tilted to an inclination of about 7-1/20. In our operations it is necessary to drive inclines down-hill on this slope, which makes a difficult hand-mucking job even if water were not present. With these facts in mind, an attempt was made to use the mucking machine for driving down the in- cline, but as expected, the traction was insufficient to handle the machine and the necessary car. The means used to correct this condition will perhaps impress most readers as too complicated and cumbersome to effect any economy, but the idea may be of service to some who have a similar condition.
