TUESDAY afternoon the annual meeting was devoted to a general session, in the auditorium, on production control. George Otis Smith presided and in opening the meeting recalled that the session in 1920 on the stabilization of the coal industry was the first time this subject had been discussed by Institute members in a general session and then introduced Carl Snyder, of the Federal Reserve Bank of New York, who spoke on "Long-time Growth and the Factors In Its Variations." He spoke without notes and a full presentation of his views must be deferred until the stenographer's report is available. He said that of the total production some 80 to 90 per cent represents goods for consumption and the other 20 to 10 per cent for construction. He discussed various indices of production, concluding that bank clearings are the best, and showed by charts that when they are plotted, allowing for various disturbing factors, they are seen to increase quite regularly at the rate of about 4 per cent per year. The production curve rises at only 3y2 per cent per year, because agricultural production does not in- crease as fast as manufacturing postal revenues in- crease at the rate of 5 per cent per year while the use of electricity increases twice as fast.

THE binary aluminum-silicon alloys have certain characteristic advantages which are now well known, and these alloys have come into considerable use during the past several years.1 Their field of application has been limited to a certain extent, however, by their low yield point and hardness, low endurance limit, and relatively poor machining characteristics. These properties are improved by the addition of copper, and the ternary aluminum-silicon-copper alloys constitute an important class. The addition of copper decreases the corrosion resistance of the aluminum-silicon alloys and increases specific gravity. Magnesium is a hardening addition which seems to have relatively little effect on corrosion resistance, and which, of course, reduces specific gravity. The object of the work described in this paper was the development of alloys and heat treatments for the production of sand castings and permanent-mold castings having substantially all the advantages of the binary aluminum-silicon alloys together with mechanical properties improved to a degree permitting wider application.

LESTER GUTTMAN* The question of whether classical thermodynamics alone imposes any lower limit to solid solubilities was raised during a discussion among various members of the Institute for the Study of Metals. Although our conclusions are not new,1 they may be worth reiterating, since confusion on this subject seems to persist. In a binary system (A,B), the conditions for equilibrium, at constant pressure and temperature, between a solid solution and a liquid solution are µAs = µAl [la] µBs = µbl [lb] Here µ denotes the chemical potential either of component A or B, as shown by the subscripts, and the superscripts s and l refer to the solid and liquid solutions, respectively. These two conditions are just sufficient to determine the compositions of both phases. Suppose, however, that the solid phase is found experimentally not to contain any of component B; then we cannot evaluate µbs, which is defined by Here nAs and nBs are the number of mols of A and B, respectively, in the solid, whose free energy is Fs. Eq lb cannot be used, but it is no longer needed: we stated at the outset that the solid has the composition "pure A," and only the liquid composition need now be determined, from Eq la. All the equilibrium properties of the system can be derived from Eq la rigorously and simply. Hence there is no purely thermodynamic reason to exclude phase diagrams which show precisely zero solid solubility. Marsh2 has objected to such diagrams as implying that even the transformation of pure A begins at the eutectic temperature. In any case, the user of the diagram must have a certain minimum knowledge of how to interpret it, and it would seem simpler to remember the general rule that eutectic temperatures have no significance for pure components, rather than to show, say, by broken lines, on a scale which will often be exaggerated, a hypothetical solid-solubility about which we know only that it is less than a certain amount. The case of an intermetallic compound in equilibrium with a binary liquid solution does not require a separate treatment since nothing in the foregoing was dependent on the nature of the components. Therefore, thermodynamics alone does not exclude the possibility that (intermetallic) compounds may exist with compositions always precisely those given by their chemical formulas. With the aid of extra-thermodynamic methods, one may conclude that the solubility of one solid in another is never exactly zero. On the other hand, one would generally expect that the solubility will be small unless the components resemble one another (as do the metals), or form weakly-bound crystals. Therefore, it is useful to know that when there is no direct evidence for solid-solubility, one may neglect it without violating thermodynamic principles.

INTRODUCTION DURING the past two decades considerable progress has been made in the art of manufacturing heater alloys. The conventional iron-chromium-nickel alloys have been improved by the addition of small quantities of other elements. Up to the present time, to our knowledge, there has not appeared a systematic study of these alloys where the newer tools of investigation have been brought to bear on the problem. It is not yet clear what roles the additional elements play in increasing life time in usage. As a first approximation one might guess that elements such as manganese, silicon, zirconium, calcium and aluminum would aid in the formation of a protective film on the alloy surface, thus retarding the oxidation rate and increasing lifetime. If these additional elements do form protective oxides in the outer surface of the oxide film, it may be possible to identify them by means of reflection electron diffraction. It is also possible that the additional elements may not diffuse to the surface but may remain at the interface between the oxide and the metal. Then, too, the major elements in the alloys undoubtedly form oxides which are stratified on the surface. If the minor elements concentrate in a layer in contact with the substrate where they undergo oxidation and if this oxide film offers resistance to the diffusion of iron, chromium and nickel ions, then the lifetime of the heater element might be expected to increase. It is also possible that preferential reduction in the diffusion rates of the several ions may occur to such a degree that oxides may form in the body of the film and on the outer surface which are different from those that would normally form if the additional elements were not present. The use of transmisson electron diffraction may aid us in interpreting these phenomena. Up to the present time all of the factors which influence the lifetime of a given heater element are not definitely known. Among these are: (I) The rate of oxidation of the alloy. This may be dependent upon the composition and the physical state of the alloy. (2) The stability of the structure of the coating which forms. Transitions from one structure to another or solid phase reactions resulting in a change of composition may occur. The tendency of the film to adhere to the substrate when heated and cooled successively will be important. (3) The evaporation of various constituents from the alloy such as the removal of carbon by oxygen in a decarburization reaction. With these possibilities in view, an electron diffraction study of the oxides occurring on six different nickel-chromium alloys was undertaken with the hope that the results of this study could be correlated with oxidation rate studies as determined by means of the vacuum microbalance method1 and with

The major oil discovery in 1938 for Wyoming was the General Petroleum Corporation's So. 1 Government, C.NW.SE. of sec. 21-35N-77W, on the Cole Creek structure in central Wyoming, 14 miles northeast of Casper. This well found commercial oil production in basal Cloverly sand (Lakota) at 7978 ft. and was completed on May 28, 1938, at 8019 ft., 3 ft. in Morrison shale. It had an initial produrtion of 10 bbl. of oil an hour but at the end of a 7-day test made 336 bbl. of oil in 24 hr. During 1938, the well produced a total of 23,161 bbl. of oil. It has been agitated about 10 days out of each month to provide fuel for lease and drilling operations, the balance of the time it has been shut in pending the completion of the second well on the structure. The Cole Creek oil is of intermediate base and has an A.P.I. gravity of 32.7". The record of the well contains the "tops" listed in the accompanying tabulation. The application of the mass action law to the thermodynamic treatment of metal-slag equilibria is discussed. The consideration of the reactions essentially as ionic exchange equilibria is shown to be both an advantage and an aid for the elucidation of the theoretical treatment. This is illustrated by several examples. In general two different methods of application of the mass action law to metal-slag equilibria have been used by different groups of investigators. These could be called the oxide reaction and the ionic reaction approach respectively. At the recent discussion in the metallurgical section of the I.U.P.A.C. Congress in Montreal, 1961,' divergent opinions prevailed regarding the most rational way of applying the mass action law to metal-slag equilibria. This question is of fundamental importance in the treatment and understanding of theoretical chemical metallurgy. Consequently, the following is an attempt to contribute towards its clarification. As an example, the distribution of iron and manganese between molten iron and slag will be considered. WHAT is mineral wool? This question is frequently asked by those unacquainted with its manufacture. The word "mineral" suggests that it is of mineral origin; the word "wool" suggests that it is of animal origin; but the only similarities it has to wool are its fibrous character and its white fleecyness. Mineral wool is a fiber produced by melting rock to a glasslike condition and blowing the glass into fine white, wool-like threads. A -number of the products fabricated from-mineral wool are used for some form of insulation, but mineral wool is adaptable to many other uses. It is used in the manufacture-of pipe covering designed to with; stand the high temperatures produced in steam pipes. In a similar form of insulation it is used to cover boilers and furnaces. It is used in ,the fabrication of upholstery tow for sofas and car seats: In acoustics it has many uses, such as acoustifibroblock, which is used in floors to destroy sound and vibration, and acoustic mat, which is used under carpets to destroy sound. In the insulation of houses, loose wool and granulated wool are used beneath attic floors and between the studding in frame buildings to prevent the escape of heat in winter and the entrance of heat in summer. Mineral wool is used also in fabrication of linofelt, which is a quilted form of insulation; in fibrofelt, which is an insulating board; in the fabrication of lith, which is an insulating block; in anti-fibroblock ,which is used in insulation and refrigeration; in flexfelt; in loose wool; in pressed block; in heavy oiled wool; in dark oiled block; and for many other purposes. The materials used in the manufacture of mineral wool are of two kinds. The first is a rock which contains silt, clay and silica, with smaller amounts of lime and magnesia. The second is a more highly calcareous rock which may carry a small amount of magnesia. The latter is used as flux to assist in the melting of the former. The relative proportion of the alumina-iron-silica content to the lime-magnesia content is normally as fifty to fifty but a considerable range is possible.

Under the impetus of new demands caused by the war, the oil and gas industries of Kansas established new records during the year 1942. In all, 1513 test wells were drilled, which is somewhat of a drop from the figure of 2113 for 1941. The 1513 tests yielded 800 new oil wells, 85 new gas wells, and 628 dry holes. Thus there was an increase in two categories, the gas wells and the dry holes. Considering that last year only 592 dry holes were completed out of a much larger total, the figure of 628 dry holes causes some concern among local operators. The increase in unsuccessful tests illustrates once more the fact that each year it is becoming harder to find the remaining oil pools. When the figures are broken down, it appears that western Kansas accounted for 1177 tests, of which 689 were oil wells, 33 gas wells, and 455 dry holes. The total potential daily initial production uncovered by the successful wells amounted to 753,178 bbl. of oil and 619,734,000 cu. it. of gas. The figures for new initial production indicate a substantial drop from last year's figure of 1,691,000 bbl., and the figures on gas are slightly higher. In 1941 the new gas as based on a daily potential was 508,000,-000 cu. ft. In eastern Kansas, 336 wells were drilled. Among these in were oil wells, accounting for a daily initial potential production of 16,199 bbl. The new gas wells numbered 52 and added 253,725,000 cu. ft. per day to the gas potential production of the state. The remaining tests, 173 in number, were dry. It is interesting and perhaps significant that about half (630) of the wells drilled in western Kansas were drilled by the independent operators. Among the large companies, the Cities Service Oil Co. drilled 163 wells; the Stanolind Oil and Gas Co., 52; the Skelly Oil Co., 39; the Continental Oil Co., 48; and the Shell Petroleum Co., 21 wells. In eastern Kansas the independent operators drilled 297 out of the total of 336 wells. Among the major oil companies the Cities Service Oil Co. drilled 19; the Phillips Petroleum Co. 7; and the Sinclair-Prairie Oil Co., 6 wells. The figures based on relative percentages of dry holes to successful oil or gas wells are revealing. In western Kansas almost one half of all wells drilled by the independent operators were dry holes. The major oil companies drilled approximately 547 wells in western Kansas, of which 379 were successful in finding either oil or gas. It thus appears that the major companies fared better than the independents. In eastern Kansas the major companies drilled 39 wells, of which 29 were successful in finding commercial quantities of oil or of gas. No less than 329 wildcat test holes were put down in western Kansas and 105 in eastern Kansas, or 434 in all, during 1942. Considerably more than half of these were drilled by independent operators; 223 in western and 99 in eastern Kansas. An exploratory hole 56 mile or more from production is regarded as a wildcat well in Kansas. On a percentage basis, about 80 per cent of wildcat wells were failures. Introduction THAT an oil-land law is the most needed item in the proposed program of mineral-land legislation follows from the fact that Congress has never enacted a law really applicable to petroleum and natural gas. The action of Congress in 1597 in authorizing entry of oil-lands under the placer law, enacted 27 years before for the mining of gold in surface gravels, was plainly only makeshift legislation. Naturally the provisions of this placer law with its requirement of discovery as a prerequisite to location are nothing less than absurd when applied to petroleum deposits hundreds or thousands of feet beneath the surface. Other reasons which render oil-land legislation an urgent necessity arise first from the large acreage of lands believed to be valuable for their deposits of oil and gas and therefore withdrawn by Executive order from all entry pending the enactment of an appropriate law for their disposition-a withdrawal that has been specially ratified by Congress in the case of one State, Utah-and second from the exceptional importance of this resource to the nation, the large industrial worth of petroleum, and indeed its paramount value to the navy, not being suspected 17 years ago when Congress last legislated upon this subject. Mineral land of this type is also well adapted to serve for purposes of illustration in discussing the general principles that demand recognition in legislative reform. Most of the issues involved in the consideration of oil-land legislation are clean-cut, and essential differences of opinion will be seen to be based upon radical divergence in economic theory rather than upon conflicting views concerning unimportant details. For the last five years or more the geologists of the Federal Survey have discussed this subject and prepared memorandums and reports on .the various bills introduced in Congress. Most of the provisions suggested in the present outline have been under consideration at one time or another during that period, and many of the statements which follow can be said to represent the consensus of opinion among those of us who, both in the field and in the office, have given special attention to the public oil-lands.

This paper describes the field opeturluns at the Fry in situ combustion project in Crawford County, 111. Field operations may be divided into three phases—-preliminary engineering studies of 1960 and 1961, ignition, and, finally, operation of the test. The Fry combustion project was a pilot test of cocur-rent in situ combustion on a 3.3-acre inverted five-spot. In the summer of 1960, air injection tests were conducted using old wells in the area and a new air injection well drilled especially for the test. In the summer of 1961, four new oil wells were drilled on a 3.3-acre pattern for the pilot test. All old wells in the near vicinity of the pilot test were abandoned to preclude any possibility of gas escaping to adjacent formations. A compressor plant was also installed at the test site in 1961. Air injection tests and other engineering studies were made. At the conclusion of these tests, ignition was accomplished with a 40 kw electrical igniter. Operation of the Fry combustion test was little different from the usual oilfield operation with the exception of the high rate of air injection. No difficulty was found with the openhole completion. There were no unusual corrosion or emulsion problems until bottom-hole temperatures exceeded 150F. Four cores were drilled into the burned-out portion of the reservoir with no mechanical difficulties. INTRODUCTION A cocurrent or conventional in situ combustion test was conducted on the Fry unit of the Marathon Oil Co., in Crawford County, Ill. Besides testing combustion in the Fry type of reservoir, the test was intended to evaluate various operating procedures. This paper presents a discussion of the Fry combustion test field operations. The geology of the reservoir and the test performance are discussed in other papers.'.' HISTORY OF THE FRY UNIT The Fry unit consists of 11 leases totaling 337 acres in an area in which oil was originally discovered in 1906. Production from this reservoir, as from all Robinson sand reservoirs in the area, was very high during the first few years. As the dissolved-gas energy was dissipated, early attempts to retard the decline consisted of vacuum, air, and gas repressuring, and recently, most of the area has been subjected to water flooding. Following early air repressuring, the Fry waterflood unit was formed and water flooding initiated in July, 1952. In the area in which the Fry combustion test was conducted, a peripheral water flood of a 160-acre area was developed as shown in Fig. 1. Between 1956 and 1960, it became apparent that the water flood was unsuccessfd. In looking for a suitable site for an in situ combustion test, the Marathon Oil Co. selected the Fry unit as possessing those features most desirable for such a research project. Field operations associated with the Fry combustion test began in the spring of 1960.

A growing demand for longer service life of gas turbines has placed increasingly rigorous requiret~rents upon superalloys employed for that application. Long-titne testing at high temperature has revealed that phase transformations occur in all superalloys. A common one of particular interest is o formation. Presented here are studies made to identify a and to characterize its formation and effect on properties in three cast nickel-base superalloys—IN 100 alloy, alloy 713C, and alloy 713LC. Methods are discussed by which o can be eliminated or inhibited in IN 100 alloy and alloy 713C. Evidence was obtained to indicate that some types of o may be more detrimental than others. Limitations in the electron vacancy approach to o prevention are pointed out, and it is shown how alternative approaches, such as reducing a complex superalloy matrix to the form of a pseudo-ternary system permitting equilibrium diagram treatment, lead to additional insights into the formation of in these alloys. AROUND 1960. Beiber1 developed IN 100 alloy, which still remains one of the strongest commercially available nickel-base superalloys. The principle used in the design of this alloy was to produce large quantities of y' phase in a y matrix through the use of copious amounts of aluminum and titanium. In 1963, ROSS' showed that when certain heats of this alloy were held for a long time at 1650°F they formed an acicular phase, subsequently identified as a.3 a is a hard and brittle phase first discovered in the Fe-Cr system by Bain and Griffiths.4 They termed it the "B" constituent. Subsequently this same phase was found in other systems, primarily those of the transition elements, and acquired the name "a" by which it is now known. The crystal structure of the a phase was first determined in the Fe-Cr system in 1950.5 It was shown to be tetragonal with a c/a ratio of about 0.52. as is the case with a found in other systems. This characteristic crystal structure is now the means by which a is identified. In superalloys, such as IN 100 alloy. large amounts of o impair the high-temperature creep strength and drastically reduce room-temperature tensile ductility. Discovery of o phase in some heats of IN 100 alloy quickly led to investigations of other superalloys for similar transformations. It was found that many of the stronger, more highly alloyed. super-alloys were indeed susceptible to o formation. This investigation has been concentrated on three commercial alloys: IN 100 alloy, alloy 713C, and alloy 713LC. EXPERIMENTAL PROCEDURE Phase transformations were studied by light and electron microscopy, electron diffraction, microprobe investigations, and X-ray diffraction. Specimens for light micrographic examination were prepared by conventional grinding and polishing followed by etching with glyceregia (2:l HC1/HNO3 + 3 glycerine by volume). Photomicrographs of stress-rupture specimens were taken adjacent to the fracture unless otherwise noted in the text. Negative replicas for electron microscopy were taken from surfaces electropolished with a solution of 15 pct H2SO4 in methanol. For carbon extraction replication, a solution of 10 pct HC1 in methanol was used. A Siemens Elmiskop I was used for all electron microscopy. Selected-area diffraction studies were made at 80 kv using evaporated aluminum for standardizing the patterns. A nondispersive electron microprobe attachment was used to analyze the extracted precipitates chemically. The fluorescent X-rays were recorded using a flow counter containing P10 gas (90 pct Ar-10 pct methane) with a beryllium window and a single-channel pulse-height analyzer. The pulses from the analyzer were passed to a scaler-ratemeter and differential curves of counting rate vs pulse amplitude were obtained. The base line of the analyzer was driven with a synchronous motor at 0.5 v per min and a channel width of 0.5 v. The time for 105 counts was printed out for each 0.5-v increment. The microscope was operated at 80 kv with beam currents of 1 to 20 pa. This equipment detects elements from atomic number 13 to 40. X-ray diffraction studies were usually made on residues electrolytically extracted in 10 pct HC1 in H2O, although in one case a pattern was obtained from an etched surface of a metallographic specimen. A Siemens Crystalloflex IV was used with iron-filtered CoKa radiation. X-ray patterns were recorded using a goniometer speed of : deg per min. The scintillation counter and pulse-height analyzer operated at a channel height of 10 v and a channel width of 12 v. The equipment was calibrated with a powdered gold standard. The residues usually contained a number of phases. several of which could not be found in the ASTM card file. In addition, as is shown for the case of a phase in IN 100 alloy, other phases had a somewhat different lattice parameter from that reported in the ASTM card file, making it difficult to separate and identify constituents by comparison with ASTM d spacings. Undoubtedly other members have given their lives in the Service of the United States and the Allies during the past four years, but the following biographical notices are all that have reached us as yet. Lewis Newton Bailey Lewis Newton Bailey died of pneumonia at Camp Merritt, N. J., Apr. 30, 1918, at the age of 34 years. He was Master Engineer, Senior Grade, in the Fourth Regiment, U. S. Engineers, and although he was offered a commission as First Lieutenant shortly after enlisting, he preferred not to accept it until he had reached France. By those who knew him well, this lack of eagerness for promotion will be recognized as consistent with his whole character. Mr. Bailey was born at San Diego, Cal., May 28,1884, and graduated from the University of California, College of Mines, in 1906. He joined the American Institute of Mining Engineers in 1916. During 1904 he was employed at the cyanide plant of the Buckeye mines, Forest Hills, Cal. In the autumn of 1909 he went to the Coeur d'Alene District, Idaho, and was first employed on construction work of the Bunker Hill & Sullivan Mining & Concentrating Co'., with a short intermission at the Hercules mill, after which. he was sampler and assayer for the Bunker Hill & Sullivan Co. until May, 1910, when he was obliged to return to California to attend to family interests. Returning to the Coeur d'Alene district in November, 1911, he was given charge of remodelling and operating the mill of the Coeur d'Alene Development Co., treating the output of the Ontario mine; this work he performed with credit and complete success. In December, 1914, he returned to the Bunker Hill & Sullivan Co., as assistant metallurgist and mill superintendent, his work consisting mainly in the testing and improvement of concentrator practice, which he continued with great credit until August, 1915, when family considerations required that he again return to the home of his parents at San Diego. Mr. Bailey was characterized by energy, both physical and mental, by devotion to his friends, associates and employer. He was particularly successful in his relations with the men under him and, in fact, was thoroughly well likcd by everybody with whom he came in contact.

THE object of this note is to report briefly certain results of investigations on the Fe-In phase diagram. BISRA-high purity H-iron and 99.9 pct pure indium were used to prepare the alloys. The experimental techniques consisted of thermal analysis, optical metallography, and X-ray diffraction. A phase diagram based on the present results as well as those reported earlier by the author' is shown in Fig. 1. It is seen that the liquidus points fall on a smooth line which meets the monotectic isotherm at 1470°C. The liquidus extends up to 3.4 at. pct In. The phase boundary separating the two liquidus L1 and L2 is shown dotted. The experimental solidus meets the monotectic isotherm at -0.9 at. pct In. The 6/6 + L2 boundary drops steeply to the 6 + La/y + L2 boundary at -1350°C. In this region, it is impossible to detect satisfactory thermal arrests because of the steep phase boundary. The present diagram shows that indium lowers the temperature of the d/y transforma-tion and raises the temperature of the y/a transfor-mation. The y +d region is found to be very narrow. Indium gives rise to a restricted y field when alloyed with iron. The width of this field is between 0.4 and 0.5 at. pct In. Details of the alloys containing 40 and 50 at. pct In have already been reported by the author' and the transformation temperatures of these alloys are included in Fig. 1. It appeared from optical metallography and X-ray diffraction that the room temperature solubility of indium in a iron is less than 0.28 at. pct since alloys of 0.28 at. pct In and above, slow cooled to room temperature, contained dark etching second phase particles situated both in the matrix and grain boundaries of the a-grains, see Figs. 2 and 3. These particles were identified to be unalloyed indium by X-ray diffraction. The lattice parameter of the a phase reached a maximum of 2.8672A at the indium level of -0.28 at. pct. The present diagram, Fig. 1, is in substantial agreement with that of Stadelmaier and Fiedler' except for certain differences in detail. For example, they found the monotectic composition and temperature to be 7.0 at. pct In and 1443oC, respectively, while the present work indicates them to be 3.4 at. pct In and 1470°C. The 6 + L2/y + L2 transformation is indicated in the present work to occur at -1350°C, whereas Stadelmaier and Fiedler find this to occur at -1320°C. They also claim that the width of the y field is 0.2 at. pct In while the present work shows the width to be between 0.4 and 0.5 at. pct In. 1) Indium, when alloyed with iron, gives rise to a restricted y field, the width being >0.5 at. pct In.

The computer must be more reliable than the coal-cleaning plant mechanical processes if it is to help improve clean-coal quality and yield by performing data gathering and process control tasks. This paper discusses coal-cleaning plant environmental hazards and installation philosophies that can protect the computer. Specific reference is made to a computer system installed at the Electric Power Research Institute's Coal-Cleaning Test Facility.

The data which are collected in Table 1 show that the ferrite of low-carbon steel and of electrolytic iron, like the network of hypo- and hyper-eutectoid carbon steel, inherits, either absolutely or relatively, the grain size of the mother austenite from which it is born in cooling through the transformation range. This evidence is so abundant and concordant as to cast doubt on Prof. Jeffries'l hypothesis of what might be called reversed inheritance, by which he explains Mr. Ruder's observation2 that a grain in a "slug of pressed pure electrolytic iron powder" was coarser, perhaps 1,500,000p2, aftcr a 3-hr. exposure to 1000" C. than after a 3-hr. exposure to 1250-1300°, when the grain size was about 35,000µ2. His explanation implies a natural tendency of coarser austenite grains to yield finer ferrite ones than spring from finer austenite grains, so that the inheritance is reversed. What seems to me a simpler explanation is that the enormous grains which followed the 1000" heating were not inherited from the mother austenite, but were formed by the process of natal coarsening, by means of which Stead and Carpenter developed grains of this same order of magnitude in this same kind of material, on heating to 950" or to 1000°, the temperature used by Mr. Ruder, provided the exposure was not unduly prolonged, and it does not seem to have been in Mr. Ruder's case. That their coarsening was natal and not through inheritance is shown first by the fact that their grain coarseness was out of all proportion to their relatively low temperatures and short periods, and hence was very far in excess of the grain size which the mother austenite must have had, and second and more cogently by the fact that the shape of these coarsened grains was evidently determined by the temperature distribution which existed during and immediately after the Ar3 transformation, that during the passage from the gamma to the non-gamma state. That an oil-land law is the most needed item in the proposed program of mineral-land legislation follows from the fact that Congress has never enacted a law really applicable to petroleum and natural gas. The action of Congress in 1897 in authorizing entry of oil lands under the placer law, enacted 27 years before for the mining of gold in surface gravels, was plainly only makeshift legislation. Naturally the provisions of this placer law with its requirement of discovery as a prerequisite to location are nothing less than absurd when applied to petroleum deposits hundreds or thousands of feet beneath the surface. Other reasons which render oil-land legislation an urgent necessity arise first from the large acreage of lands believed to be valuable for their deposits of oil and gas and therefore withdrawn by Executive order from all entry pending the enactment of . an appropriate law for their disposition—a withdrawal that has been specially ratified by Congress in the case of one State, Utah—and second from the exceptional importance of this resource to the nation, the large industrial worth of petroleum, and indeed its paramount value to the navy, not being suspected 17 years ago when Congress last legislated upon this subject. Mineral land of this type is also well adapted to serve for purposes of illustration in discussing the general principles that demand recognition in legislative reform. Most of the issues involved in the consideration of oil-land legislation are clean-cut, and essential differences of opinion will be seen to be based upon radical divergence in economic theory rather than upon conflicting views concerning unimportant details. For the last five years or more the geologists of the Federal Survey have discussed this subject and prepared memorandums and reports on the various bills introduced in Congress. Most of the provisions suggested in the present outline have been under consideration at one time or another during that period, and many of the statements which follow can be said to represent the consensus of opinion among those of us who, both in the field and in the office, have given special attention to the public oil lands.

The following is a case study illustrating the use of thin sections and polished sections of crude ore to predict metallurgical response. By examining polished sections of the metallurgical products, the textural and mineralogical reasons for unsatisfactory separation can be explained. An area of oxidized Negaunee Iron-Formation located south of Negaunee, Michigan, in the Marquette Iron Range, has been considered for roast reduction-magnetic separation. Preliminary metallurgical studies and subsequent pilot plant testing produced varied results. Intermittent coal mining has been conducted in Alaska for over a century. The first report of coal in Alaska was by the Veechy expedition of 1826 and 1827. Whaling ships used coal from Corwin Bluff near Cape Beaufort during the early and latter parts of the 19th century. The first coal mine in Alaska-and probably the oldest in the Pacific coast of North America-was opened by the Russians at Port Graham on the southwest tip of the Kenai Peninsula. The mine was operated from 1855 until 1867 when the United States took possession of Alaska. From 1880 to 1915 coal mining was carried on intermittently at several localities including Unga Island, Herendeen Bay, Chignik Bay, Kachemak Bay, and several points along the Yukon River. Small coal mines along the Yukon River provided fuel for the river steamers traveling from St. Michaels to Whitehorse. The area of sustained coal production began with the completion of the Alaskan Railroad from Anchorage to the Matanuska coal field in 1916 and to the Nenana field in 1918. Coal production continued to increase until 1953, at which time the oil and gas fields in Cook Inlet were developed. Oil and gas eventually replaced the Matanuska coal as a means of providing heat and power. The military in the Anchorage area shifted from coal to oil in 1967 causing a decrease in production. The increased demand for electric power in the Fairbanks area offset the decline and coal production started to increase. In 1969-1970 the Golden Valley Electric Assn. (GVEA) constructed a mine-mouth power plant 70 miles southwest of Fairbanks near Healy and a power line to Fairbanks. Location of Coals in Alaska Coals are found in all geographical subdivisions of Alaska. Coal in Alaska ranges in age from Carboniferous to Tertiary, and grade from lignite through anthracite. Fig. 1 shows the locations of Alaskan coal fields. The only fields that have been developed extensively are the Matanuska and Nenana. Fig. 2 illustrates the annual production of coal in Alaska and the ratio of underground to strip mining.
