The simultaneous adsorption of water and hydrocarbon vapor from natural gas by three grades of alumina has been studied at atmospheric pressure and temperature. Results of this investigation reveal that the presence of water vapor in the gas inhibits the adsorption of hydrocarbon vapor, although the presence of the latter does not have a pronounced effect upon the adsorption of water vapor. Adsorption of water-hydrocarbon mixtures from gas is divided into three phases. In the first, both water and hydrocarbon vapor are adsorbed; in the second, adsorption of water vapor proceeds while desorption of hydrocarbon takes place; in the third phase, the adsorbyt approaches complete saturation with respect to both water and hydrocarbon vapors. Both theory and experimental data can be applied to design and operation of commercial dehydration plants, and an illustration is presented. Introduction Dehydration of natural gas becomes increasingly important as the operating pressures employed in gas processing and transmission are increased above 500 ib. per sq. in. Gas produced from high-pressure wells is saturated with water vapor when it leaves the reservoir and it continues into the processing plant or transmission system in a saturated condition because of the substantial decrease in temperature due to expansion at the wellhead. Usually this gas is accompanied by liquid water and hydrocarbons that have condensed with the change in temperature and pressure. Without dehydration, gas temperatures must be held at relatively high levels to prevent solidification of gas hydrates. According to Hammerschmidt's data8 on the relationship of pressure to the freezing point of natural-gas hydrates, the minimum safe operating temperatures range from 55' to go°F. for pressures ranging from 500 to 3000 lb. per sq. in., respectively. Often it is difficult to maintain gas temperatures above the hydrate-freezing temperature because of climatic conditions, unless flow-line heaters are installed. Also, in processing gas for its gasoline content at high pressures, it is desirable to employ operating temperatures lower than the hydrate-freezing point. In distributing high-pressure gas, the large pressure drop from line pressure to town-gate pressure often prbduces sufficient cooling to freeze the regulators and disrupt consumer service. Therefore, it is highly essential to dehydrate high-pressure natural gas if smooth and economical operation is to be maintained at all times. In December, 1894, the Cambria Iron Company made a number of heats of Bessemer steel to be used in structures by one of its customers, subject to inspection and tests by a firm of consulting engineers, one of the requirements being that the material should riot exceed .08 per cent. of phosphorus. In other respects the requirements were such that they could only be met by material of good quality; but the general spe cification is not introduced here, as it is not the purpose of this paper to deal with anything except certain difficulties encoun tered in determining the phosphorus-content of the material in a manner satisfactory to both seller and buyer. Preliminary determinations of phosphorus were made in sample-ingots from each of the heats from which material was rolled for the order in question, and these preliminary chemical tests, made in the laboratory of the Cambria Iron Company, showed that, with very few exceptions, every heat was within the prescribed limit of phosphorus. After the material had been rolled, sample-drilling8 of finished material were taken from the various heats in the regular manner in use at the works, these samples being thoroughly mixed and divided into two parts, one of which was analyzed at the works' laboratory and the other sent to the inspecting engineer. Several hundred determinations were made from this mate rial without reaching an agreement between the work of the inspector's chemist and that of the works' chemist; but as it is not the object of this memorandum to treat of this part of the subject at length, it is considered sufficient to present herewith only a few of these first determinations. The analyses given in Table I. are those of the original series made on the heats which were afterwards resampled for final determination by an arbitrator; and they are selected for this reason, as the entire " comparison is thus rendered more complete.

The thermal coefficients of linear expansion for several stainless steels have been determined over the temperature range from —300° to 1000°F. The steels studied include types 301, 304, 316, 347, 310 and 330. This wide selection of compositions allows an insight into the effects of austenite stability and alloy content on the expansion characteristics. THE recent increased use of materials in low temperature applications has created a field for which the properties of austenitic iron, chromium, nickel alloys are particularly suited. Tensile and impact values of stainless steels at subzero temperatures have been made available in the technical literature but, as yet, little information has been published with respect to expansion characteristics. In order to supply this need, a study was made of several of the more common compositions. Those selected were types 301, 304, 316, 347, 310 and 330 stainless steel. Both the mean and instantaneous coefficients of linear expansion were determined over the temperature range from —300°F to 1000°F. Procedure The materials used were commercial grades with the exception of type 301 which was made in a 10# high frequency furnace. The compositions are listed in table I. All steels were given an anneal at 1950°F for 30 min and water quenched prior to machining the expansion specimens. Expansion readings were taken on specimens 0.250 in. in diam by 4.000 in. long with a fused quartz tube expansion apparatus similar to that described by Hidnert and Souder.1 Temperature measurements were made with a chromel-alurnel thermocouple calibrated for use at subzero temperatures. A bath of propane was used for temperatures from —300° to —100°F and one of alcohol from —100°F to room temperature. These baths were contained in large mouthed Dewar flasks and cooled to the desired temperature levels by passing liquid nitrogen through glass cooling coils placed in the flasks. The baths were stirred constantly for temperature equalization and were heated by immersing metal rods which were replaced frequently enough to give a heating rate of approximately 150°F per hr. A resistance wound furnace was used for heating from room temperature to 1000°F and throughout this range rates of about 450°F per hr were maintained. THOSE actively interested in mining are fully aware of the ever-increasing difficulty of making conditions such that efficient work can be clone in underground openings, especially as higher rock temperatures are encountered in depth. This is also true where an effort is being made to cut down the burden of overhead expense by working headings 24 hr. in a day if blasting is done as often as is possible in that time. That the conditions resulting from both these causes have driven the native-born Americans from the mines and that their places have been taken by less efficient foreigners is a fact that we must all admit. The great war now being fought in Europe and the educational qualification clause written into our immigration law by the last Congress will probably limit very materially the supply of labor, such as we are now using in our mines, and will force upon mine operators the necessity of making this work appeal again to Americans. Metal tubing, with blower or exhaust fans, has long been used in supplying air to dead ends where natural ventilation is impossible, or in driving the smoke from such places, or in doing both, as the need might be. Here in Butte we have now come to use canvas tubing very extensively and find that it has many advantages not possessed by the metal. The use of flexible tubing is not new, but it has not been generally used in mining operations. Recent improvements, however, in the canvas itself and in the jointing of sections and manner of suspension have so increased its usefulness that it promises to add much to the efficiency of mining. There is now on the market a product that is impervious to air, is fireproof, and has a system of jointing which, permits it to be put up or taken clown in a few seconds. In this article an effort will be made to explain the manner in which canvas tubing is being used in the North Butte company's operations at Butte, Mont. The accompanying photographs will, I hope, help make clear what may be done with this material.

A study of the relationship between undercooling for nucleation and structure in Sn-Cu alloys with 0.1 to 5 pct Cu has shown that in hypereutectic allojls the halo of tin that surrounds the primary crystals of Cu3Sn5 is larger, the larger the undercooling for nucleation o,f the tin. This increase of halo size results in a decrease of coupled eutectic, and, in alloys far from the eulectic composition, may produce its complete disappeavance, with the formation of a divorced eutectic structure. This was confirnred by the excrrnination of other alloys in which divorced eutectic slructuves are formed, and leads to the conclusion that they ave only an extrenle case of halo forrtzalion , which results when the two phases freeze one at a time and solidification of the first is completed Defove the second starts. It was also found that under proper conditions of nucleation all types of eutectic structures can be formed in the sartte system , and therefore divorced eutectics, like normal and anomalous, are not characteristic of the syslett~, but are mainly controlled by nucleatiorz. Dizlovced eutectics are formed when the phase that tutcleates the eulectic vequires a large undevcooling for ils nucleation and when the cotnpositiorz of the alloy is far from the eutectic., on the side of the primary phase that does not nucleate the other phase. It is recommended that the tevm "divorced" be used in preference to degenerate because it is more desct-iptice of the morphology and mode of forinalion of the structures. ThE variety of structures found in eutectic alloys has been extensively investigated and classified. The most accepted classification is the one by ~cheil,' in which three different types of eutectic were distinguished: 1) normal, 2) anomalous, 3) degenerate (divorced). ATornlal eutectics are typified by the simultaneous growth of the two phases ("coupling") by which the two phases appear as interpenetrating crystals. The presence of a crystallization front, in which the two phases grow side by side, creates the eutectic grains, with the boundaries where the fronts meet. The presence of eutectic grains is the .distinguishing feature of a normal eutectic, according to Scheil. Straumanis and Brakss2 examined the Cd-Zn system and showed that there was a crystallographic relationship between the phases. Later, others4 also investigated additional systems and found definite crystallographic relationships in the coupled eutectics. The anornalous eutectic shows much less coupling than the normal; the two phases are intimately mixed but 'grow without a uniform crystallization front—a consistent crystallographic relationship— and the eutectic grain is conspicuously absent. As in the normal eutectics faster rates of growth result in a finer structure, but there is not the typical uniform spacing of normal eutectics. The degenerate eutectic shows no coupling; in fact the two phases attempt to minimize their area of contact and to form separate crystals. It has been suggested5" that slow cooling may favor this type of structure. Scheil believes that normal eutectics are formed when the two solid phases are present in more or less equal proportions, whereas both anomalous and degenerate eutectics form when one of the phases is present only in small amounts. spengler7 extended much farther this qualitative relationship between the eutectic type and the ratio of the two phases, and added a relationship to the melting point of the constituents. On this basis he proposed two equations for determining into which of Scheil's classifications an alloy belongs. The first equation is: where TI is the melting temperature of the lower-melting component, Tp of the higher-melting component, and Te the eutectic temperature. The second equations is: where is the volume percent of the lower-melting phase and $2 of the higher-melting phase at the eutectic composition. If 0 and/or 4 are in the range 0.1 to 1, a normal eutectic is formed; if in the range 0.01 to 0.1, anomalous; if less than 0.01, degenerate. Although the examples given by Spengler show a good agreement with the formulas, chadwick found that the Zn-Sn eutectic is normal to all growth rates, even though the volume ratio is 12/1, and Davies9 reports that the A1-AlgCo2 eutectic is normal, with a volume ratio of more than 30/1. Many more discrepancies of this type can also be found. Neither Scheil nor most of the other investigators have considered nucleation as a factor in the formation of divorced eutectics. THE problem of increasing blast-furnace efficiency through diminution of flue-dust production while operating with burdens consisting largely of fine ores has of recent years attracted the attention of metallurgists, whether directly or indirectly interested in the economies of iron smelting, and the various methods evolved from theory or practice have been. submitted to wide discussion. After the very thorough and, at that time, exhaustive view of the whole subject, which was afforded to the industry by the meeting of this Institute in February, 1912, the subject was again taken up at the meeting of the Verein deutscher Eisenhüttenleute at Düsseldorf in December, 1912. While American and German conditions are not entirely identical, it may be of interest to give here the words of the gentleman summing up the discussion at the Düsseldorf meeting : ?The chief advantage offered by the use of briquettes lies in the fact that disturbances in the furnace, caused mostly by the presence of fine ores in the burden, are avoided, and that blast pressure can be considerably reduced. The resulting economies cannot be overrated, as, with lower blast consumption per ton of product, the installation will be able to take care of increased production. In consequence of lower pressure and speed of blast, heat is more efficiently utilized,, flue gas temperature is lowered, and coke particles are less liable to be carried along with the flue dust, of which considerably less is produced. Finally, by increased regularity of operation and higher temperature in the lower parts of the furnace, the quality of the product is improved. The question of briquetting iron ores has grown to be one of the most important in the iron industry, and it is not any more a question of what is the cost 'of briquetting a ton of ore, but what, in. using ore briquettes, is the cost, of: production of a ton of iron."

This paper presents an analysis of measurements of inter-burden deformations above six longwall faces. An attempt is made to demonstrate some correlation between the movements at the various sites, and to examine their importance with respect to predicting caving height, disruption of overlying seams, and disruption of aquifers. This analysis demonstrates some significant differences between predicted surface subsidence, and inter-burden deformation. In addition it is shown that the caving height above a longwall face is equal to 8 to 12 times the extraction height, with a zone of fractured rock extending to approximately 50 times the extraction height above the seam.

TWO recent developments in open hearth steelmaking have had a substantial impact on metallurgical practices and operating procedures. These are: (1) the use of oxygen roof lances for accelerating the refining reactions, and (2) the use of a spring-arch, basic roof for prolonging the life of the furnace. Although these practices can be used separately, they are generally used to complement each other in an effort to obtain minimum heat time consistent with an acceptable rate of wear of the refractory roof, walls and port ends. DECARBONIZATION BY OXYGEN INJECTION The use of oxygen to speed carbon elimination was perceived by Sir Henry Bessmer but its practical use in steelmaking could not be realized until processes were developed for the manufacture of low cost, tonnage oxygen. However, as early as 1922 Bigge1 obtained a patent covering the use of gaseous oxygen to speed decarbonization of a molten steel bath. At that time, oxygen was available only in bottles and at a cost of $240 per net ton. At the end of World War II the price of oxygen had dropped to $80 per net ton, and as a result, metallurgical oxygen (99.5 per cent began to come into widespread experimental use for decarbonization in open hearth and electric furnace shops.2-8 Even this price prevented oxygen's routine use for other than decarbonizing the bath in shops producing substantial quantities of steels containing less than 0.40 per cent carbon. Today, tonnage metallurgical oxygen can be manufactured for less than $15 per net ton, and commercial purity oxygen (95 per cent is reported to cost less than $5 per ton. Thus, it is not at all surprising to find many open hearth shops effectively using large quantities of oxygen to accelerate decarbonization. Equipment for Oxygen Injection. The oxygen may be injected by a lance pipe inserted through the wicket hole and pushed several inches into the steel bath, or by a water-cooled jet inserted through the back- wall, endwall, or roof, and immersed in the slag or set just a few inches above the slag. Oxygen at approximately 100 psi is piped directly to control stations adjacent to each furnace. The installations should include adequate safety devices such as fire checks and emergency valves,

Early in the year 1875, some difficulty was experienced in the " Old blast-furnaces " of the Cambria Iron Company, at Johnstown, Pennsylvania, arising from the increased use of native coke, prepared in Belgian ovens near the furnaces, in mixture with Connellsville coke, in the production of Bessemer pig-iron. This was the more surprising at that time, because a very caulplete coal-crushing and washing apparatus, after the Bradford plan, had just been put into successful operation, affording a pure coal for coke-making. It was confidently expected that this thorough cleansing of the coal would improve the quality of the coke and fit it for the increasing manufacture of Bessemer pig-iron. But the trouble with the native coke continued. Experiments in fuel charges-increasing and reducing them—failed to correct the irregular working of these furnaces. Increasing the charge of native coke produced abnormal heat at the top of the furnace, reducing it cooled the furnace below. At this stage of affairs, the Hon. Daniel J. Morrell, general manager of the Cambria Iron Company, requested the writer to make the requisite investigation to determine the nature of this coke-difficulty, and to ascertain why the Johnstown coke could not be used in blastfurnace work as well as Connellsville. This task at first did not appear to present any special difficulties, but subsequently it expanded into proportions that caused no little anxiety. The first effort was directed to procuring average samples of Johnstown and Connellsville coke. At this period of the investigation, it was assumed that the whole matter could be intelligently solved by comparing the chemical analyses of the two cokes: Johnstown Coke. Connellsville Coke. Prof. Henry M Howe, New York: It is extremely probable that this efflorescence of silica is due to the liquation either of silicon or of a silicide, and the subsequent oxidation of the silicon to silica. As Mr. Fackenthal says, it is very hard to see why silicon should liquate from an iron containing so little silicon, and it seems more probable that some silicide of some volatile element has liquated, and has dissociated on reaching the air, and that the volatile element has volatilized, leaving the silicon to oxidize to silica. The volatile elements present which might thus liquate in combination with the silicon are sulphur, zinc, and lead. It is hard to see why sulphide of silicon should have liquated from an iron containing so little of either sulphur or silicon. At first, one naturally thinks that either the zinc or the lead present in this furnace might have liquated as silicide. It is true that they are both volatile at the temperature within the furnace, but then the vapor-tension* of each of them within

There is a wide difference of opinion among rifle experts in the matter of barrel steel, and the relative importance to the life of the barrel of the steel's composition, heat treatment, structure, and physical properties. In order to promote discussion, which it is hoped may' lead to the discovery of the source of some of the traditional beliefs on the subject, the results of some tests are presented here, with data on heat treating, physical tests, and erosion. The detailed metallographic study of this steel is given in another paper.l The conclusions from these tests should be capable of wider application than their direct bearing on the barrel-steel problem. The Government specifications for barrel steel for model 1903 rifle (Springfield) call for carbon 0.50 to 0.60 per cent., manganese 1.00 to 1.29 per cent., silicon under 0.25 per cent., sulfur under 0.06 per cent., phosphorus under 0.08 per cent. The minimum physical requirements are: Tensile strength, 110,000 lb. per sq. in. (7733 kg. per sq. cm.); yield point, 75,000 lb. per sq. in (5472 kg. per sq. cm.); elongation, 20 per cent.; reduction of area, 45 per cent. Material fulfilling these requirements gives practically no failures when proof-fired, with charge of 70,000 lb. per sq. in. pressure, which is 40 per cent. in excess of the service charge. The turning and drilling operations show up any seams or laps such as accidentally occur even in the best heats of open-hearth steel, so that faulty stock is practically all eliminated before proof-firing. These physical requirements are met either by rolling billets at a proper temperature down to the form of tapered barrel blanks or by heat treating bars that have been upset to cnlarge the breech section. The transformation temperature of this steel, on heating, is around 1350" F. (732' C.), varying somewhat with the composition and the rate of heating. The actual treatment of the barrel blanks, as carried out by different manufacturers, gives four kinds of barrels, which will be called A, B, C, and D, for convenience. The constitutional diagram has been determined for the system gadolinium-nickel. Nine intermetallic compounds have been found at compositions corresponding to the following gadolinium-nickel ratios: 3:1, 3:2, 1:1, 1:2, 1:3, 2:7, 1:4, 1:5, 2:17. The GdNi and GdNi5 compounds have congruent melting points of 1300' and 1500°C, respectively while the remaining compounds melt in-congruently. Eutectics exist at 15 wt pct Ni, 31 1/2 wt pct Ni and 87 wt pct Ni with melting points of 6703 8803 and 1220°C, respectively. IN a continuing investigation of the properties of rare earth alloys, a study has been made of the gadolinium-nickel system. Previous work encompassed the iron containing alloys and a subsequent paper will deal with the constitution of the gadolinium-cobalt system. Vogel,1 examined alloys of nickel with lanthanum and cerium. R3Ni, RNi, RNi2, RNi3, RNi4, and RNi5 compounds were found. Endter and Klemm,2 Fulling et al.3 Heumann,4 and Nowotny5 found the 1:2 compositions of this series to exist in a C-15 (face-centered cubic) structure, and the 1:5 compositions in a hexagonal system. Jepson and Duwez6 more recently examined these 1:2 and 1:5 compositions and generally confirmed earlier data while Wernick and Geller7 most recently have given additional data on the GdNi5 compound. Comparisons with our results will be made in the appropriate section of this report. EXPERIMENTAL Methods of alloy preparation, annealing procedures, and experimental techniques have been given in our earlier paper.8 Chemical analyses of the alloy samples were made by dissolving the specimen in nitric acid, precipitating the gadolinium as hydroxide and the nickel with dimethylglyoxime. Both precipitates were ignited to oxide and weighed. RESULTS Microstructure— Metallography of alloy specimens in this series has been conducted on both arc-melted and annealed materials. Etchants used have been 5 pct nital with approximately 10 pct distilled water added, for high gadolinium samples; Carapella's ferric chloride solution for intermediate compositions; and Marble's (copper sulfate) reagent for high nickel content alloys. Because of difficulties encountered in the grinding and polishing of specimens containing 40 to 75 wt pct Ni, no photomicrographs were made of such specimens. The microstructure of an arc-melted 5.3 wt pct Ni alloy is shown in Fig. 1. Light etching primary grains of gadolinium are embedded in an eutectic matrix. The microstructure of an alloy of 9.55 wt pct Ni alloy, Fig. 2, annealed 50 hr at 700°C, consists almost entirely of the intermetallic compound Gd3Ni. The structure of an arc metal alloy of approximately 19 pct Ni, Fig. 3, consists of grains of the compound GdNi embedded in the Gd3Ni2-Gd3Ni eutectic. The arc-cast structure of the 38.7 wt pct Ni alloy is shown in Fig. 4. Large primary grains of a compound rest in a matrix structure of coarse GdNi-GdNiz eutectic. Because of the occurrence of several peritectic compounds in the central region of the diagram, identification of the primary structure in this alloy is not certain. As has been indicated above, microstructures of alloy specimens containing between ca 40 and 75 wt pct Ni have not been photographed. These specimens were highly brittle, and macro- and micro-cracking were impossible to control in the grinding and polishing procedures. Prolonged annealing did not alleviate this condition. Visual observations in small specimens did, however, provide evidence for a multiplicity of phases and peritectic dissociations of compounds although rationalization of structures was not possible.

Anaconda's Jackpile uranium mine is a multi- million-ton open pit sandstone deposit, producing some 3000 tpd for the company mill. With minor exceptions, the orebody is in equilibrium, and the backbone of ore-grade control is the radiometric assay, which fortunately is dependable. Preparatory Sample Drilling: Before it is stripped, the orebody is diamond-drilled on 200-ft centers N-S and 100-ft centers E-W. Drill core is logged, split, and assayed radiometrically, and several samples are assayed chemically to check the equilibrium status. This information establishes the pit outline and the first rough estimate of ore. After stripping, diamond drill data is supplemented by rotary drillholes on 50-ft centers. Dry chip samples, collected every 2 ft, are prepared and assayed radiometrically at the mine. Details of the orebody are then available for study, and the basic mining plan is drawn up.

Present Raw Materials The lithium industry has had exceptional growth since publication of the last edition of this volume, and the present scale of mining and consumption of raw materials is a great many times that of 1949. The materials of present economic importance consist of four pegmatite minerals and lithium-bearing brine. Spodumene, a lithium pyroxene, occurs in greatest abundance, and is the chief source. It has the formula LiAlSi2O6 and theoretically may contain 8.03 pct Li2O, but in the more important deposits the content is 6.5 to 7.5 pct. The hardness is 6.5, the specific gravity 3.1 to 3.2, and the color mostly pale green to white although deep green, lilac, and yellow varieties exist. The crystals are prisms with strongly developed longitudinal cleavages, and crushing characteristically produces lath-shaped particles. Giant crystals up to 47 ft long are known, but in most occurrences the predominant size range is 0.5 to 12 in. long and 0.1 to 2 in. wide. Hypogene* alteration has formed lithia-bearing sericite and coarser muscovite and rarely eucryptite, while supergene* alteration yields kaolinite and hydrous mica. Lepidolite, of second importance, is a mica of varying composition approximating K2Li3-A14Si7O21(OH,F)3. It has lamellate cleavage, book structure, and a specific gravity of 2.8 to 3. The books range in size from microscopic to a diameter of several inches. The color is mostly violet, but other colors include pink, gray, yellow, and white. Most commercial lepidolite contains 3 to 4 pct Li20 and chemically is in the higher grade range of a series of lithium micas that includes polylithionite, zinnwaldite, and protolithionite. In this series, the content of Li2O is exceptionally as high as 7 pct. Petalite and amblygonite are also of economic importance, but are used in smaller amounts. Petalite has the formula LiA1Si4O10 and is white, gray, or pink. The hardness is 6, the specific gravity 2.4, the cleavage in two planes 114° apart, and the Li2O content commonly 3 to 4.7 pct with a maximum of 4.88. Amblygonite has the formula LiA1FPO4 in which OH may substitute for F to form montebrasite. It is white and has polysynthetic twinning in two directions at 90°. Amblygonite superficially resembles potash feldspar, but has a bluish or grayish tint unlike the cream or salmon tint of the feldspar.[t] The hardness is 6 and the specific gravity 3 to 3.1, and the content of Li2O is the highest among lithium minerals that occur in significant quantity, ranging mostly from 7.5 to 9 pct with a maximum of 10.2. The brine of Searles Lake in California30 has been a commercial source of lithium since 1938. See Chap. 7, p. 108. The "lake" is a saline evaporite deposit, and the exposed part has an area of 12 sq mi. To an average depth of 71 ft, this part of the deposit consists of crystalline salts with 50 pct interstitial voids. The voids are filled with brine that contains mainly sodium and potassium compounds, but the brine also contains 0.015 pct Li2O, which is recovered as dilithium sodium phosphate containing 21 pct Li20. While it is true that taxes, especially income taxes, whether they be federal, state, or local, are not usually thought of as a "cost" of doing business, it is equally true that these tax costs do reduce the distributable profits just as much as the cost of power, supplies, or labor. Therefore, the consideration given to taxes is often as important as that given to other costs. Hopefully you will recognize that, within certain limits, taxes can be controlled to an economic advantage. The tax laws as now imposed are quite complex. Many of these laws and the regulations thereunder involve many factual determinations, technical considerations, and specialized valuations that can best be made by people trained in the specific area concerned. A substantial amount of a tax liability turns on the proper consideration given to issues involving facts and principles which are peculiarly engineering in nature. The importance of these "engineering" issues in tax administration has been significantly increased in recent years by our rapidly advancing technology, automation, stepped-up mineral and oil exploitation, new industries such as electronics and nuclear power, and the extension of percentage depletion to all minerals. These specialized requirements incorporated in the law are so technical that full consideration can not be given by people with a non-engineering background.
