Alluvial gold was first discovered in Guiana in 1852, in the sands of the Arataye river, by Paulino, a Braziliaii convict. During the following years, gold was found also in the rivers Orapu, CirubQ, etc. In 1873 the famous placers of the Sinnamary system were opened: Saint-Elie, Dieu-Merci, Adieu-Vat, and Couriege. This group of mines has produced nearly $10,000,000, according to official records, not including the gold that escaped the taxes. The discoverer was a mulatto named Vitalo. Except in a few rich spots, the gold was rather evenly distributed along the creeks. In one instance, gold was found in the red dirt from the slope of a hill, which, after transport to the creek, gave an amount of 150 kilograms. The placers of the Mana system, Enfin, Elysee, Pas-Trop-Tot, date from 1878, and their production has been about %g5,000,000. In 1888, the Awa placers, along the boundary bet.ween the French and Dutch Guianas, on the Maroni and its tributaries, were discovered. They have yielded $12,000,000. The only industrial company, the Dutch Guiana Freiich Minillg Co., produced in 15 years about 2,500 kg. of gold, worth $1,500,000. From 1893 dates the famous Carsewene discovery, in territory then in dispute between France and Brazil. A settlement was made recently in favor of Brazil, by arbitration of the Switzerland State Council. Eluropium -activated yttrium vanadate, excited by short- and long-wavelength ultraviolet radiations, shows enzission lines near 6100A, the principal ones correspondirzg to transitions of EU+3 ions from 5Do to the F2 energy level. The ~neclmlallistns of absorption and etnissiorz of this phosphor have been empirically studied. The absorption is caused by two separate processes in the matrix. The phosphor YVO4:Eu and tlie matrix YVO, haue essentially the same resectance spectra in the region 2500 to 4000if. There are two broat ah~o?~ption bands: natnely, around 2600 and 3600A regions. Whet? compared with the reflectance spectra of the constituent oxides, namely, Y2O3, V205, Eu2 03, the absorption bands of the tnatvix and the phosphor in the short- and long-wavelength ultraviolet regions can be interpreted as due to charge-transfer processes involving i) Y-O and ii) 17-0, respecti~~ely. The excitation spectrum' of the phosphor has two broad bands with peaks at about 2600 and 3600A regions. U can be postulated that enevgy absorbed under short- crud long-wavelength ultraziolet excitatzon, respectzcely, by Y-0 and V-O parts of the niatrix is transferred by radcatio~zless process to EU+3 ions. Thzs postulate can empirically be proved on the basis of the spectra of the systems (YVO4,-YPO4,):Eu. PO? ~ons do not have' any appreciable absorption in the short or long uv regions. When P0't3 ions are substitlited for v0i3 ions in YVO,:Eu phosphors, the absorption and excitation in the lo~zg uv region are gradually reduced. Ailoreover, the £«+3 emission under 3650A excitation is decreased zuitlz increase in PO^ content, lt~lzereas the emission under 253711 excitation remains esserztially constant with as IILUCIL as 60 mole pct of YPO, in YVO,:En. EUROPIUM-activated yttrium vanadate (YV04:Eu) is a well-known phosptor.'-3 When excited by cathode rays, 2537, or 3650A radiations, YV04:Eu emits typical narrow-band spectrum of EU'3 fluorescence in the region of 5900 to 7100A, a very strong maximum occurring at about 6190A. This emission is considered to be due to 5Do — 7F2 transition of excite: EU*3 in 4f state. Moreover, the emission under 3650A excitation increases with temperature markedly. Because of these properties, YV04:Eu phosphor finds wide application in industries, namely, in color television tube, laser, and high-pressure mercury-vapor lamps. It is the purpose of this paper 1) to present the empirical study of the mechanism of absorption and excitation of YV04:Eu phosphor by ultraviolet radiation, and 2) to offer an explanation for the process of emission. It should be mentioned that a theoretical discussion on the mechanism of absorption in terms of the crystal or ligand field theory is beyond the scope of this paper. Empirical studies presented here are based primarily on spectroscopic and crystal-chemical investigations. EXPERIMENTAL i) Preparation of Materials. The synthesis of vanadate phosphorinvolves preparation of (Yi-.tEuj^Oj, blending the mixed oxide with an oxidic compound of vanadium, such as V205 or NH4V03, and firing the mixture at about 1000°C for several hours when YVO4:Eu forms as a primary phase. (Y1-xEux)203 compositions are prepared by coprecipitation of oxalates, and igniting them at about 1000°C. The vanadium compound is added in excess of the stoichiometric proportion for fluxing purposes. The charge is cooled, ground, and the excess of vanadium is removed by a hot wash (-80°C) of alkali or ammonia. Y(VP)04:Eu samples are prepared by mixing (Yi-xEux)203 with stoichio-metric proportions of (NH4)2HP04 and the vanadium compound. The mixtures are prefired at 700" to 800°C for 1 or 2 hr, then ground and refired at 1150°C. The firings of the phosphors are done in silica crucibles, and the homogeneity of the final products checked by X-ray diffraction analysis. ii) Spectroscopic Measurements. Diffuse reflectance sqectra of the samples within the range 2500 to 7000A are obtained by using CaF2 as standard in Cary Recording Spectrophotometer, Model No. 14. The emission spectra from phosphor plaques, excited under different ultraviolet sources, are obtained by a direct-recording spectroradiometer4 adapted with a grating monochromator with nearly constant dispersion. Maximym sensitivity in the spectral region from 2500 to 7000A is obtained with a quartz-windowed, S-20 response p$otomultiplier. The total' band pass is kept about 30A. The spectra are calibrated against the light from a standard tungsten filament lamp reflected from a magnesium-oxide plaque. Brightness data given throughout this report $re measured from the height of the main peak (6190A) of the emission spectra. The excitation spectra are measured using sodium salicy-late as standard. RESULTS AND DISCUSSION The diffuse reflectance spectra of both pure and activated YV04, along with their constituent components, are shown in Fig. 1. YVO4 shows two broad absorption bands, namely, around 2500 and 3600A, respectively. Since there is little difference between the reflectance spectraoof YVO4 and YVO,:Eu in the uv region (2500 to 4000A), it can be postulated that excitation of the phosphor is mainly due to absorption by the matrix, i.e., YVO4. The question, now, is whether the matrix (Yv04) is excited as a whole, or different components are responsible for the two absorption bands. While it is true that taxes, especially income taxes, whether they be federal, state, or local, are not usually thought of as a "cost" of doing business, it is equally true that these tax costs do reduce the distributable profits just as much as the cost of power, supplies, or labor. Therefore, the consideration given to taxes is often as important as that given to other costs. Hopefully you will recognize that, within certain limits, taxes can be controlled to an economic advantage. The tax laws as now imposed are quite complex. Many of these laws and the regulations thereunder involve many factual determinations, technical considerations, and specialized valuations that can best be made by people trained in the specific area concerned. A substantial amount of a tax liability turns on the proper consideration given to issues involving facts and principles which are peculiarly engineering in nature. The importance of these "engineering" issues in tax administration has been significantly increased in recent years by our rapidly advancing technology, automation, stepped-up mineral and oil exploitation, new industries such as electronics and nuclear power, and the extension of percentage depletion to all minerals. These specialized requirements incorporated in the law are so technical that full consideration can not be given by people with a non-engineering background.

MEMBERS-QUALIFICATIONS AND ELECTION SEC. 1. The membership of the Institute shall comprise seven classes, namely: 1. Members; 2. Honorary Members; 3. Senior Members; 4. Associates; 5. Junior Members; 6. Rocky Mountain Members; 7. Junior Foreign Affiliates. All shall be equally entitled to the privileges of membership, excepting that no member of any class whose residence shall be outside of the United States of America, except those residing in Mexico and Canada, shall he entitled to vote. SEC. 2. Members: A person to be eligible for election or transfer into the class of Member must be at least 27 years of age and must have had at least six years' employment in the practice of engineering, mining, geology, metallurgy, or chemistry, during at least three years of which be must have held positions of responsibility in one or more of these fields. This shall not apply to Rocky Mountain members. SEC. 3. Honorary Members: Each candidate for Honorary Membership must be recommended by at least ten Members and must be elected by ballot at a meeting of the Board of Directors by the unanimous vote of the Directors present; provided, however, that the number of Honorary Members shall at no time exceed twenty. Such election shall automatically act as a transfer of such member from any other class of membership to which be may belong.

WAR and normalcy do not walk hand in hand, whether it be in industry, the educational field, or in the daily lives of individuals. Schools and departments offering curricula in mineral engineering have been seriously disrupted, beginning with 1942 and reaching a low during 1944. Selective Service regulations and voluntary enlistments have effectually stopped the flow of college-trained men into the mineral industry, and the flow into the colleges is little more than a dribble. The year just closed has been a most serious one for our institutions. Until March many of our faculties had been kept reasonably intact because of the large training programs of the Army and Navy. Synopsis.—A description of the working of the mills of this company and the metallurgical practice in vogue, by which a remarkably complex silver ore, averaging 54 oz. of silver per ton (run-of-mine ore), is treated to give a 95.66 per cent. extraction. The main features of the processes are: The cyanide amalgamation of the high-grade ore. The cyanide treatment of the low-grade ore, after extremely fine grinding and close classification, in a caustic soda solution. The use of a wet desulphurizing process to break up refractory silver minerals. The substitution of aluminum dust for zinc dust as a precipitant. The recovery and shipment of over 13,000,000 oz. of silver in bullion at 997 to 999 fine since this metallurgy was inaugurated, about 2.5 years ago. On the completion and successful operation of the mill to treat their high-grade ore,' the Nipissing Mining Co., under the general management of R. B. Watson, started a series of investigations of the possible treatment of the low-grade ore by the cyanide process, so that they would be in a position to market only silver bullion. These tests were run in July, 1911, on a large scale, by G. H. Clevenger, on an average mixture of Nipissing ore. The results obtained by a partiai amalgamation followed by cyanide treatment gave an extraction varying from 90 to 93 per cent. and were sufficiently encouraging to warrant Charles Butters, the company's Consulting Metallurgist, in recommending that the new low-grade ore mill under contemplation should be a cyanide mill, instead of a concentrator. The cost of such a mill, capable of treating 200 tons per day, to obtain a 90 per cent. extraction at a working cost of $3 per ton of ore treated, was estimated at $250,000. A GENERAL extension and appreciation of the stereocartographic principle of precise mapmaking is evident. Under the stimulus of war, many radical improvements in aerial photography, and in airplane and motor con? struction are indicated for the future. A survey of advanced military designs points to the conclusion that the familiar radial motor is destined for oblivion under the impact of the inverted "V" type.' The latest German inverted "V" design of 1000 hp. is 68 in. long whereas British and American motors of the same power are 72 and 94 in. respectively, suggesting a horsepower-weight efficiency ratio in favor of the former. Application of the pressure cooling principle has made possible the development of in-line air? cooled engines which offer many advantages, such as small frontal area, unobstructed vision for the pilot, freedom from vibration because rotative speeds are not limited by fundamental unbalance of reciprocating parts, freedom from excessive bearing loads, and less weight per horsepower.

Major trends in exploration geochemistry during the past year included an increased level of geochemical exploration by both government and private industry: greater sophistication in sampling, analytical and interpretive techniques: and increased activity on the part of universities and state geological surveys. The evolution of applied geochemistry in North America from a useful prospecting tool to an invaluable exploration method is largely due to efforts of the mining industry, the USGS and the Geological Survey of Canada. In the U.S., there has been a distinct reluctance on the part of universities to conduct research or to offer courses dealing principally with applied geochemistry. Most university geochemists have not been responsive to industry needs because government sponsorship of geochemical research in universities has been overwhelmingly in favor of theoretical, rather than applied research: and, because of the mistaken notion that exploration geochemistry is not sufficiently academic. A critical shortage of specialists in this field has resulted. Specialists in Exploration Geochemistry Needed Based on the response to a brief questionnaire sent to universities in the U.S. and Canada, there is some evidence suggesting a reversal in this trend. Graduate courses devoted to exploration geochemistry are currently being offered in geology departments at the following universities: University of British Columbia, Colorado School of Mines, University of Idaho, McGill University, University of New Mexico, Pennsylvania State University and the University of Utah. Other departments report that applied geochemistry is included in general geochemistry courses. A survey of recent publications suggests increased research interest in exploration geochemistry by university geologists.

THE following is an account of a survey undertaken to test the possibility of outlining a kimberlite pipe by magnetouietric methods. Kimberlite is a basic igneous rock closely related to melilite-basalt or alnoite, which occurs either in the form of volcanic plugs or as dikes intruded into rocks of various types and geological ages up to and includ¬ing the Lower Cretaceous. The famous diamond mines of South Africa are all in kimberlite pipes and these pipes are probably the original source as well of the vast alluvial deposits found in various parts of the country. The pipe chosen for this experiment is one that ' occurs on the farm Goedgevonden No. 20, about sixteen miles north of the village of Klerksdorp and ninety miles southwest of Johannesburg. Some prospecting has been done on this pipe and diamonds were produced from it but not in paying quantities. The magnetometric survey was made in June, 1932, by R. Krahmann and H. Wallisch and the results are shown on the accompanying plan. On the plan are shown also the boundaries of the pipe as exposed at the surface and details in regard to the surrounding foundations. These are taken from a geological survey made at a later date by W. Beetz, of Johannesburg.

THE great subject of interest in American affairs during February was the consideration of the proposed soldier bonus. This proposal was based upon the idea that, because most of the workers of the United States had enjoyed high wages during war, the soldiers were entitled to "adjusted compensa-tion" in order to equalize things. It overlooked the fact that the soldiers, themselves, had the opportunity to enjoy high wages in 1919 and 1920, when rates were highest. Apart from this, the whole project was founded on fallacies and involved what would be nothing less than economic crime. Although it looked as if the measure were destined to be railroaded through Congress, so great a storm of protest was pelted upon Congress that the present outlook is that the whole project will be abandoned. There was probably some increase in the physical volume of business during February. A rise in prices for agricultural products assisted the farmers mate-rially. These developments, however, are not to be construed as presaging any general upward movement. On the contrary, the current year is to be contem-plated as one of serious labor troubles, following inevit-able reductions of wages. These began in February in the form of an extensive strike in the cotton textile industry of New England, accompanied by some rioting in Rhode Island. The coal miners have had numerous conferences, without coming to any encouraging results, and the stage appears to be fully set for a general strike beginning Apr. 1. About the only question now is whether this will comprise both the bituminous and anthracite miners. If the latter refuse to go out, no serious shortage of coal is anticipated, the belief being that the existing stocks together with the output of the non-union mines will supply the demand, which is sub-normal even now. In the metal industries, lead and zinc were dull but stable. The weakening tendency in iron and steel that was manifest during January appeared to be checked, at least temporarily. Copper was charac-terized by a distinct weakness and a considerable decline in the market. This downward movement was inspired by the news during January that several of the important mining companies were taking steps to resume production. During February the demand for copper, both foreign and domestic, was poor.

Fractions of glass particles in the size range 0.5 to 5.0 were prepared by an elutriator that operates in a centrifugal field. Although mean sizes of commercially graded abrasive powders were ten times greater than those of samples prepared by the elutriator, frequency size plots for elutriator samples compared favorably. Efficiency of separation was low and amounts of material recovered by the elutriator were small, but the method should find use in preparation of small amounts of sized materials for laboratory investigations. THe valuable results that have followed the application in recent years of microscopic methods of research to problems of ore genesis have been significant, but possibly the recognition of their practical importance is not as general as might be, and while, as a scientific method of investigating ores and rocks, the advantage derived through the use of the microscope is unquestioned, its utility as an aid in solving mining problems arising during actual every-day mine examination and operation may not be fully appreciated. Perhaps the most logical method of showing some of these practical applications of the microscope will be to consider first the prospect stage of a mining venture, then the uses to which the instrument may be put during the operation of a working and developed mine, arid, finally, to discuss some of the problems of a metallurgical nature that may arise during milling and smelting the ore. The valuation of mining property as a preliminary to acquiring ownership or determining the advisability of investing time and money in an enterprise is one of the most important and delicate problems that come before the mining engineer. The many and variable factors that have to be taken into account, as, for example, the geology of the district, availability of supplies, probable mining costs, transportation facilities, and the quality of ore, require a careful balancing of costs against recoverable values. Primarily, however, a study of the local geology is of first importance, since, in a prospect with little development work, the question of character and probable quantity of the ore and its value can only be approximated with any degree of accuracy by a thorough investigation of geologic conditions, and a general knowledge of ore deposits. Unless these are favorable and pay ore reasonably certain, other factors need not be considered. The character of the outcrop, evidences of mineralizing agencies in the adjacent rocks, and geological structure, are the data of chief significance.

But, a check list of danger spots and full use of countermeasures will produce maximum safety here, as on any other operation.

THE Fall Meetings of the Institute of Metals Division and of the Iron and Steel Division were held in Cleveland from Tuesday, Oct. 20, to Thursday, Oct. 22, as a part of the National Metal Congress. The registration at the technical sessions was something over 450 and the attendance at the joint dinner of the two Divisions on Wednesday evening taxed the capacity of the dining room. The president of the British Institute of Metals, W. R. Barclay, consulting metallurgist to the Mond Nickel Co., Ltd.; of London, was in attendance at several of the technical sessions and was one of the after-dinner speakers at the banquet. He commented on the desirability of greater international amity and cooperation in these troubled times and of the role that technical societies, such as the A. I. M. E. and his own British Institute of Metals, can and indeed are playing in bringing this to pass, with their membership and contacts reaching to all parts of the world. He also referred to the new reciprocal membership arrangements in effect between the A.I.M.E. and the British Institute of Metals.

Many operational problems in mine haulage cannot be solved economically by conventional analytic or trial and error methods. However, a method of probabilistic simulation, which is based on the fundamental assumption that many of the variables governing any physical system are probabilistic, has been adapted to certain areas of operations research in coal mine haulage. This paper attempts to illustrate how simulation can be used in basic haulage research and what kind of results can be expected. Optimization in this case is performed in terms of locomotive and car movement, as well as best utilization of men and equipment, and is approached primarily from the standpoint of scheduling of the main haulage. Many operational problems in mine haulage cannot be solved economically by conventional analytic or trial-error methods. However, a method of probabilistic simulation, which is based on the fundamental assumption that many of the variables governing any physical system are probabilistic, has been adapted to certain areas of operations research in mine haulage. In many physical cases several probability distributions interact with each other in special ways, and it is not possible to solve for their combined effect in a mathematical equation. This is often true in the case of mine haulage, where such variables as number of empties or loads per trip, travel times, and number of cars or tons produced in a given time are probabilistic. By using a simple example of one secondary haulage segment of a large underground haulage system, this paper attempts to illustrate how simulation can be used in basic haulage research and what kind of results can be expected. Optimization in this case is performed in terms of locomotive and car movement, as well as best utilization of men and equipment. This is the type of preliminary research that will be needed as a first phase in any major haulage study, whether it be a relatively simple economic analysis or a plan for complete automation. INTRODUCTION At the time of the death of Mao Tse-tung in 1976, China was a major oil producing country with a daily oil flow in the order of 1.735 million barrels. This position had been achieved with minimal assistance from the outside world. Further, only some fifteen years had elapsed since the country's daily oil production capacity had hovered at the barely significant level of one hundred thousand barrels. Why then did the new leaders of China, after this very creditable record of success, suddenly change the direction of the country's drive for future hydrocarbon production? First, by switching much of the emphasis of exploration from onshore to the offshore continental shelf basins, and further by apparently abandoning the philosophy of self reliance calling upon the world's oil industry to share in the task of locating and developing these potential offshore energy reserves. The answer is probably only partly understood by those of us outside China, However, a number of factors exerting an important influence on this decision can be identified. THE MOVE OFFSHORE The new leadership was anxious to rapidly move China into her rightful place amongst the powerful and technologically advanced nations of the world. Modernization became the slogan, specifically modernization on four fronts, agriculture, industry, technology and military with the goal to "catch the west by the year 2000". But how to generate the capital to finance this massive modernization program? The rapid escalation of the price of crude oil following the 1973 Oil Embargo and the continuing apparently insatiable world demand for this now extremely precious primary resource was very clear to all. China, as a major producer, could export crude to help finance the ambitious development programs of the government. To do this, however, would require a very significant in¬crease in present production capacity, as the domestic demand even for China with her relatively low per capita energy consumption, is essentially equal to the current production. Trying to rapidly move the new regime's programs into actions, one can only assume that the planners looked at the success of the petroleum industry over the preceding fifteen years and quickly concluded that this well established curve could be maintained and indeed steepened with an increase in effort. The rapid discovery of a few more Daqing's (China's premier oil field, producing one million barrels a day) would have the country's ambitious modernization goals within reach. Petroleum would be the principal bridge to the bright future. The next decision involved the question of where to look for these vast new reserves. Chinese exploration teams had already looked at most of the onshore sedimentary basins and, while they were the first to admit that there was much yet to do, it was fairly clear to them that the potential for large new accumulations was confined to two areas: the little explored, remote, inhospitable regions of western China, principally Xinkiang Province and the equally unexplored offshore basins of the continental shelf and slope. In both cases China faced a very serious problem. The inhospitable environments were severely straining her petroleum industry's current technological ability to cope, particularly as the government needed rapid results. Thus the pragmatic and, to the foreign oil industry, unexpected decision to invite cooperation with the outside world. The reasons for the initial emphasis on the exploration of the offshore basins with the cooperation of foreign oil companies are again supposition on my part, but probably involved considerations of technical merit, ease of development and delivery to markets together with more sensitive issues such as controling the influence of foreign philosophies and values on the Chinese population by containing most foreign activity to the offshore. So within three years of the death of the great helmsman, China had developed a plan to involve foreign oil companies, both state and private, in a grand plan to rapidly increase the nations oil production. In fact, by this time, the first round of talks had been concluded and the first phase begun, and what a beginning. Some forty eight companies from thirteen countries had signed documents to participate formally in this world scale event. It was far easier to list those companies which did not participate than to list those which did. FOREIGN COMPANY INTEREST Why the rush by the world's oil industry to be involved in China? What was China offering which made everyone so anxious to join in? Again the answer is complex in detail, but principally involved a combination of factors which together caused this virtual stampede. Timing was a major element. Oil Companies, despite an ever increasing take by governments, were beginning to benefit. from the' rapid escalation of crude prices induced by OPEC and were looking for suitable areas to reinvest these funds. The Flin Flon Mine has been in production for over fifty years, and current mining is dependent on pillar and remnant recovery. One of the last major blocks of ore, and an important economic entity to the Mine, is the North Main Shaft Pillar. A rock mechanics program was initiated through under' ground instrumentation and other subsequent analyses, to establish the degree of instability as min¬ing progressed. Several studies have been and will be undertaken to evaluate the general stability, and possibly improve the chances of stability during pillar recovery. The North Main Shaft Pillar is immediately bounded by cemented cut and fill supporting rib stopes which inturn are bounded by slag and waste filled stopes. The min¬ing method involves a modified longhole open stoping and slag fil¬ling sequence for each mining block in a general mining upwards scheme.

Quantification of size, shape and composition has been one of the more difficult areas for those concerned with fine particle processing of coal.' Image analysers fed by optical microscopes and by scanning electron microscopes possessing backscatter detectors and energy dispersive facilities now offer techniques to improve the speed and precision of previous methods. This paper discusses the methodology and procedural difficulties associated with the microanalysis of coal. Photographs show display quality on the image analyser monitor and the equipment mentioned. Data illustrating several of the procedures are included. The major portion of data for design and operation of plant for fine particle processing depends on information regarding size, shape and composition of granular material. The lower limits of particle sizes become more important as lower grade deposits are mined. Because of the trends towards treatment of finer materials, the use of image analysis offers advantages in time, effort and accuracy. As energy becomes more critical, the above applies especially to coal processing. The Zeiss Microvideomat 2, a leading member of the second generation instruments, is now available for image analysis. There is a precision television scanning system with monochrome camera, display, control panel and central processor (see Figure 1).

Prof. Mathesius analyzes the running of Howland's furnace No. 19, according to the method described by him in Stahl and Eisen, 1916, Nos. 30 and, 31, and in his work "Die physikalischen und chemischen Grundlagen den Eisenhüttenwesens" (Spamer, Leipzig). By assuming 500 Cal. lost from the hearth by radiation and cooling water per kilogram of pig iron made, a throat-gas temperature of 600° C., and taking the ratio of C02/CO as 0.64, he finds that his diagram would show 0.68 kg. of carbon oxidized per kilogram of pig iron, while Howland gives 0.66 kg. He expresses himself as well satisfied with this test of the accuracy of his theory.
