Does mine-sampling show the commercial value of a coal, and if so, how should it be done? This question is often asked, but seldom answered. During the past summer, while engaged in securing coal for the Government coal-testing plant at St. Louis, I had an excellent opportunity to obtain information on this subject, and the results seem to furnish an answer to the questions propounded above. Sampling for the Geological Survey Coal-Testing Plant. In organizing the work of the testing-plant, it was decided that coal in car-load lots only would be accepted for testing, also that this coal should be loaded under the immediate supervision of a representative of the plant, so as to be certain that the car-load sample would be representative. As an additional check on the work, two mine-samples were to be collected from each mine visited, and these samples, as well as the sam¬ple from the car when it was received at the testing-plant, were to be carefully analyzed at the chemical laboratory, which was established in connection with the plant and operated under the direction of Prof. N. W. Lord, of the Ohio State University, Columbus, Ohio. Mine-Sanmhling:-Mine-samples were collected with great care by me and my assistants, Messrs. J. Shober Burrows, John W. Groves and Frank W. De Wolf. The dominant idea in the regulations which were adopted for mine-sampling was that it should be done in such a manner that the sample would have the same composition as the commercial output of the mine. .

WHAT is the likelihood if any-that a real gold mining industry will be developed in the southern Appalachian region? Has the increase in the dollar value of gold from $20.67 to $35 per ounce potency to turn the trick? Suppose it be assumed that the price of gold will, at worst, not recede, and that the cost of digging ore and treating it of which the average level of commodity prices and wages is a fair index-will, at most, not exceed that prevailing in 1926. One may or may not accept these as reasonable assumptions; but one must arbitrarily remove some of the potential variables if one is to get anywhere on a problem like this. As a matter of fact, this article is not going to venture a conclusive answer to the question that has been posed; but it will endeavor to present some of the factors that have a bearing on the problem. The writer spent ten days visiting a dozen properties in Virginia and the Carolinas early in April, 1935, and in doing so got a first-hand slant on mining conditions in the domain of King Cotton.

THE extreme effect of the depression on the steel industry is well illustrated by the fact that the amount of iron ore shipped from the Lake Superior district was the lowest in 47 years. Something over 3 1/2 million tons of ore was shipped in 1932, compared with over 65 million tons in 1929. It is not surprising then that practically no advancement in iron ore beneficiation has been made. Improved research and development work, however, was continued at the Michigan College of Mines in the survey of the lean iron ores of Michigan with reference to the possibility of their concentration; at the University of Minnesota in its large-scale jigging studies of Lake :Superior ores; and at Battelle Memorial Institute in the development of improved jigging of iron ores. The successful operation of the new Hadsel mill at a gold property in California gave such low grinding costs on a quartz ore as to give much encouragement in the iron ore industry for a cheapening of the cost of grinding lean ores for concentration.

MAN?S desire to harden metal is older than recorded history and obviously would date from the moment when he found his implements were not equal to the demands of service. This need for hardness in metal may be divided roughly into two main classifications: (1 :I need for hardness through- out-for purposes of greater strength or elasticity of the whole implement or member, and (2) need for surface hardness alone. A strong steel needed to transmit stresses or resist de- formation is an example of the first class. In metals only surface- hardened, the chief need is for resistance to wear. Obviously the whole gamut of all uses can be imagined- from the extreme of a simple cantilever supporting a load in space to that of a solidly supported face plate serving to resist wear. It is the in- creasing of wear resistance which I propose to discuss.

THE last decade of the 19th century was a peculiarly interesting one in. the annals of American metallurgy, especially as concerns the lead and copper- smelting industries; and it may be interesting to review briefly one of the outstanding incidents of that period, the development of the mechanical roasting furnace. I shall not pretend, in these reminiscences, to give with absolute accuracy the sequence of events or dates, nor to present a complete history of the period, but shall seek merely to 'sketch a more or less impressionistic picture with some of the underlying facts and causes as the recollection comes back to me and then point out how the present-day practice grew out of those activities. My acquaintance with the developments in Montana was based on occasional visits and general collateral information, but in Colorado I lived through the episode and was of it.

AT the outset, the authors of this paper desire to file a disclaimer and an, explanation. They have no inside information from occult sources; neither of them feigns clairvoyant powers in the slightest degree. It is true that they have indicated on be graphs an approximate trend for the consumption of seven important mineral commodities up to the year 1954. At best this is a risky business; the figures do not pretend to be any- thing more than reasoned conjectures that are predicated on an attempt to evaluate some of the more obvious of the many factors that are likely to have a bearing on the future.

IN 1947 the mining industry strove desperately to regain operating normalcy. During the first part of the year the industry in this country was plagued with labor shortages, strikes, and portal-to-portal lawsuits. Then followed the uncertainty of Government policy with respect to subsidies and tariffs; and the long and bitter controversy as to whether we are a nation of mineral "haves" or "have-nots." As the year progressed the labor supply impoved somewhat and the Taft-Hartley law brought partial relief to strike-troubled industry. The uncertainty with respect to tariffs was partly answered by President Truman on April 29 when he announced the suspension of the 4¢ import duty on copper until March 31, 1949, and later, near the close of the year, by the announcement of the tariff agreement signed by the United Nations at Geneva. By this agreement tariff rates are to be adjusted downward, or "bound" at their present levels, for three years, on commodities amounting to some 60 per cent of United States trade. Effective Jan. 1, 1948 the rate of duty will be substantially reduced on ores, concentrates, or metals of zinc, aluminum, copper, manganese, tungsten, iron, steel, barytes, nickel, cadmium, and antimony.

One of the most important questions that arises in ore estimation can be stated as follows: What is the error when one extends the grade of a sample to a certain volume? The theory of regionalized variables, with the concept of extension variance, provides a response to that crucial question for any kind of sample extended to any volume. For the usual "extensions" encountered in current mining practice, some simple results can be derived from that theory which was initiated by Dr. G. Matheron. These results have been applied to a stratiform lead-zinc deposit for which several estimations of grade, tonnage and related precision have been made for a series of grid sizes such as might be used in a progressive exploration program.

The following notes are contributed, not with the idea of offering a complete history of the development of this very important process as applied to the Leadville district, but with the hope that the practice, as it was carried out in the Bi-Metallic Smelter, may still be of interest to others. The Bi-Metallic Smelter, at Leadville, Colo., was the first to make a commercial success of the process described in the following pages, which consisted essentially of smelting raw silver- and copper-bearing sulphide ores in blast-furnaces to form a matte, which was generally re-smelted with siliceous ores for a second high-grade matte. Robert Sticht, in his excellent monograph on the subject,1 has outlined briefly the plant belonging to this company. He says, in effect: The Boulder, Mont., enterprise set the example for others with whom the patentee (w. L. Austin) had been negotiating, and the old La Plata lead-smelter at Leadville, Colo., was fashioned into a crude, temporary experimental plant for the Bi-Metallic Company, and the feasibility of the process demonstrated by a trial run. Subsequently, the plant was considerably improved, and, being supplied with very favorable ores, continued to run without interruption from August, 1892, to June, 1893. In September, 1893, smelting was resumed in a completely remodeled establishment, some $200,000 having been expended upon the new work. Thus, aside from the Montana experiments, which, under the direction of W. L. IN wartime, the fabrication and use of metals assumes increased importance, for a modern war of sizable proportions cannot be undertaken with- out a vast supply of this material. Light alloys of aluminum and magnesium, which were comparatively unknown in the last war, will play an important role in this one. Due to research on a vast scale in the interim of years, industry is today well equipped to fabricate metals on an enormous scale. Research for the past year has been most productive and a comprehensive survey in the space of this article would be impossible. It is hoped that the stressing of a few items here and there out of a great quantity of able work will indicate in a small way the advances made within recent times. Specific references to the literature will be omitted at the Editor's re- quest but some authors of papers that I have found of special interest are mentioned.

THE electronic arts today constitute the outstanding development in the field of rare metals, if not indeed in the arena of scientific progress at large. The year 1930 may become known as the year in which the electronic tube took hold of the wheels of industry; it is the year in which the tube's emancipation from the art of communication was proclaimed. The little tube which made a $500,000,000 industry out of a vacuum has now been applied to mining, manufacturing, transportation, chemistry, and other industries. Not many appreciate the extensive utility that e1ectroni.t tubes have already found in transportation, where they control the speed and security of express trains, as well as operate traffic lights on important highways-in the case of the Detroit-Windsor bridge counting the traffic and instantly turning the reports into the superintendent's office some distance away. In an Ohio steel mill, ten-ton ingnts 'rash back and forth through the rolls, reversed by their own shadows. The vacuum tube also starts, stops, and levels, fast passenger elevators.

THE most concentrated industry of major character in the United States is that of the Ford Motor CO., which is to say Henry Ford. Its sole function is to supply the public with a cheap motor car which it does to the extent of two million or so per annum. In doing this, a relatively small profit per unit is multi- plied to an enormous aggregate per annum and has resulted in the creation of one of the greatest industrial fortunes of the world. The industrial and sociological consequences of .this are bound to be immense. On the physical side the production of two million automobiles means the consumption of two or three million tons of materials, chiefly metals, in the 'direct form of the finished product', and a huge additional tonnage of coal and other things that ,are consumed en route, and also the labor of many thousands of men. In the development of a business on this scale it was but natural that the Ford Motor ,Co. should seek to supply itself with the raw 'materials it needs, and they being so largely coal and metals the company is brought into close contact with the mining and metallurgical industries. It is a huge consumer of - steel. It is the fourth largest consumer of copper. It is a large consumer of lead, tin, aluminum and zinc. The mining and metallurgical industries have, therefore, good reason to learn to know Henry Ford, his personality, his thoughts and his policies.

THE Spanish mine is in Nevada County, California, 21 miles northeast of Nevada City by road, and 3 miles north of the town of Washington. The mill and surface buildings are on Poorman's Creek at an ele¬vation of 3,000 ft. About 35 men are employed at the property, which is producing 50 tons of ore per day. Electric power, purchased from the Pacific Gas and Electric Co., is brought in from Alleghany, seven miles away. In the early days the mine was operated by F. W. and P. R. Bradley. Between 1883 and 1899 the production was approximately $900,0)0 in gold. The ore treated during; that time yielded an average of 60 cents per ton and was mined and milled at a profit. The surface, oxidized, ore deposit was 30 to 100 ft. wide and was mined by the glory-hole method. The milling-plant at first consisted of a Blake crusher an-1 a small Huntington mill; later three large Huntington mills were added to the plant. In 1893 a new mill was built at a lower adit- It consisted of 10 stamps and four Huntington mills. The gold was secured by amalgamation, the recovery being about 50 per rent.

(communication to the Secretary): When a simple beam supports any given load, the lower fibers me in tension while the upper fibers are in compression, and if its cross-section is rectangular the neutral surface, where the stresses pass through zero from tension to compression, is at mid-depth, provided the elastic limit is not exceeded. In addition to the longitudinal stresses, there are horizontal shearing-stresses between the fibers which have their maximum value in the neutral surface, and which equal zero at the upper and lower surfaces, while there are also vertical shearing-stresses. Let another beam of the same dimensions be placed on top of this one, and the load be doubled, it then produces stresses in each beam of the same character, magnitude and distribution as in the preceding case, provided there be no friction between the adjacent surfaces of the beams. Next let these two beams be so firmly united that there will be no motion between them when the same load is again applied. All the fibers in the upper beam are now in compression, and those in the lower beam in tension, while the maximum stresses in the outer fibers are only one-half as large as before. The strength of the combined beams is therefore doubled. If, however, some motion occurs between the beams, then the stresses in some of the lower fibers of the upper beam pass from compression to tension, and those in some of the upper fibers of the lower beam from tension to compression, while the stresses in the outer fibers have a magnitude between the two values previously stated. INTRODUCTION. This paper is a discussion of a part of the mineral wealth of the States of Oaxaca and Puebla, Mexico. It does not refer to the precious metals, some miles of which, in these States, are said to have been worked before the advent of the Spanish conquistadores in the sixteenth century, as my purpose is to invite attention to the exploration of deposits of coal and iron-ores in the Mixteca region. The prominence given to coal is warranted by the great effect of the scarcity of fuel upon the industrial development of Mexico. Under the progressive administration of President Porfirio Diaz, the Republic has made wonderful advances in the past three decades; and this progress would have been greater but for the limitations imposed by expensive fuel. In the spring of 1906 I was detailed by the Birkinbine Engineering Offices, of Philadelphia, to accompany A. B. Adams, of New York, in a reconnoissance of reported deposits of iron-ores in the State of Oaxaca. The result of this expedition was the formation, in 1907, of the Oaxaca Iron & Coal Co., of which Mr. Adams became, and has remained, President and General Manager, and I have spent the past three years as Chief Engineer of this company in Mexico, principally in western Oaxaca, where field-headquarters were established. This paper discusses a study performed to evaluate the feasibility of transferring formal system safety assessment technology to the mining industry. A representative listing of formal techniques was evaluated to select the most useful methods for the mining industry to implement. Criteria for selecting methods included the interests, needs, and requirements of mine safety officials. This paper describes one of the selected methods, preliminary hazards analysis (PHA), and illustrates the analysis procedure for a mining example. This study also includes an assessment of the adaptability of selected methods to a user-interactive computer system for use by mine safety personnel. This paper includes a description of a conceptual computerized PHA-type safety program that facilitates performance of the safety analysis and can accommodate updates and revisions as necessary.

THE Picher Mining Field, fig. 1, which lies between Baxter Springs, Kansas, and Commerce, Okla., is the most intensely mineralized and the largest zinc-lead ore producing area in the Tri-State District of Missouri, Kansas, and Oklahoma. It has a vast lateral extent of underground workings that is unequaled for the observation of the geology of zinc-lead ore bodies in sedimentary horizons; and thousands of churn drill holes in the unmined areas supplement the underground observations with useful data for the interpretation of the geology. This paper is confined to the ore deposits of the Picher mining field. The reader is referred to the bibliography for the general geology of the Tri-State district which has been ably covered by many geologists. The writer was co-author of several publications on the Tri-State district.- This paper is necessarily a repetition of parts of those publications but contains a few changes and additions on the deposition of the minerals. The parts of this paper concerning mineralization maps and pipe slump-structures are not covered in the above publications.
