T HE Mining Methods Committee held its initial meeting* on Tuesday afternoon, with F. W. Bradley in the chair and W. Y. Westervelt as vice- chairman. The first paper to be presented was "A Plea for a U. S. Court of Patent Appeals," for which Kenneth W. Greenawalt ably pleaded. The paper (which was published in full in last month's issue) is so carefully prepared that no synopsis can do it justice. It discusses the opposed views of some patent lawyers and other lawyers and members of the judiciary as, for example, Chief Justice Taft who is quoted as saying in 1921: "I think it is a great deal better to take a first class lawyer and a first-class judge and make him a good patent expert than it is to take a patent expert and try to make him a first-class lawyer and a good judge." Mr. Greenawalt argued the need for specialized scientific and engineering interest and understanding to enable a lawyer or judge to prepare or interpret patent specifications and decide the originality necessary for a valid invention. He proposed the special U. S. Court of Patent Appeals to also counteract the costly confusion and injustice now ruling where a patent may be declared valid in the courts of certain States and invalid by the courts of other States.

ANNOUNCEMENT on August 6 of the historic event of dropping an atomic bomb on Hiroshima, Japan, was more dramatic even than V-E day, since that had so long been forecast whereas the bomb production had been the best-kept secret of the war, even though at one time more than 100,000 people had been at work in connection with its production, and some two billion dollars had been spent on the project. Mining men had long been aware of an unexplained abnormal interest in uranium production, and suspected that something of the sort was on foot, while metallurgists were aware that various men of their acquaintance were engaged in some top secret research. The first announcement was soon supplemented by other official releases which told more about the research laboratories for theoretical and pilot studies, and the plants in Tennessee and Washington, but none of them made clear what the modus operandi is of these terrific bombs. Inquiry at Colum. bia University, where Dr. Dunning and his associates had succeeded in 1939 in splitting the uranium atom, and where laboratories known only as SAM have been feverishly active since the beginning of the war, was unproductive, since none of those officially connected with the project could give out anything beyond the official releases.

FIVE mills are operated in Southeast Missouri by the St. Joseph Lead Co.; these have a total rated capacity of 24,300 tons per day divided as follows: Federal, 12,000 tons; Leadwood, 4800 tons; Desloge, 3600 tons; Bonne Terre, 2400 tons; and Mine La Motte, 1500 tons. These concentrators are similar in a general way, differing mainly in size and type of equipment and in minor variations in flow sheet. No attempt is made rigidly to standardize procedure in the various mills in spite of a general similarity in the ores. Each mill may be regarded as a separate laboratory in which new ideas and changes may be tried. A generalized description of the process is given, noting important differences in procedure at the various plants. The concentration process may be divided into five main stages: dry crushing, wet grinding, desliming and classification, tabling, and flotation.

IN addition to the humanitarian aspects of a dust-control program, certain economic benefits are becoming more fully recognized and now furnish a greater incentive to the mill operator to eliminate the dust from his plant. It is well known that a favorable working environment promotes increased efficiency and improves the morale of employees, with a consequent decrease in labor turnover rates. One progressive mining company1 estimates its direct and indirect labor turnover costs at from $40 to $50 per man; for skilled labor, such as machine operators, the cost may approach $100 per man. While these figures may not be typical of every plant, they do indicate a potential savings in operating costs. Dust signifies waste; its elimination decreases maintenance costs of mechanical and electrical equipment; its recovery is often justified from the standpoint of values contained in the collected material, although in large-scale milling operations handling low-grade ore this may not be an important factor. Perhaps the most significant trend in industrial sanitation is that dust-control equipment and procedures are becoming recognized as integral parts of the mill flowsheet. Exhaust ventilating systems are now afforded equal care in design and maintenance to that given other machinery more closely related to the process. METHODS OF DUST CONTROL "Dust control" is a general term descriptive of a number of methods used singly or together to prevent particulate atmospheric contamination. These methods are, in order of their desirability, as follows: I. Change of process. 2. Isolation of process. 3. Wet methods. 4. Ventilation. a. Local exhaust ventilation. b. General ventilation. 5. Personal respiratory protection. In ore-concentration plants it is seldom practical to change a process to eliminate the dust it creates It is possible in some cases to isolate a particular dust-producing operation from the rest of the plant, provided that constant attention on the part of the operators is not required. Frequently water is used in fine crushing and fine grinding, primarily to facilitate the processing of the ore and incidentally to allay the dust produced. Wet methods, however, are not feasible in coarse and secondary crushing operations, because of the relatively great volume of water required in instantly wetting each freshly fractured rock surface. Such quantities of water would entail conveying and storage difficulties. Local exhaust ventilation is the most effective and most commonly applied control measure, wherein directional air currents through the zone of dust production draw the contaminants into a duct system. Unfortunately, only a limited amount of reliable information on exhaust ventilation is available.2-5 Of necessity these publications are rather general, being primarily concerned with engineering fundamentals. The practice of using acid-lined converters at the plant of the Old Dominion, Copper Mining & Smelting Co. was discontinued early in January, 1913, and replaced by basic-lined converters. The new equipment consists of one electrically operated 12-ft. upright converter stand and two basic-lined shells for same. These shells are provided with twenty-four 1 1/4-in. tuyeres. The mouths are 5 ft. in diameter. Owing to the fact that there is no bedding system or other large storage capacity between the mine and the smelter, the furnaces must handle as fast as produced ore and concentrates, which may vary considerably from day to day, both in tonnage and copper content. Consequently the converter is often crowded to its utmost capacity by the frequent fluctuations in the daily matte supply. From the foregoing, it will be seen that in no way can the 'converter be favored by running light charges or by transferring to it from other stands in operation. Neither can it regularly be allowed to cool between blows, and only occasionally can it be run at as low a temperature as might be wished. No copper precipitate or other foreign material high in copper is available to help out the tonnage. Repairs and alterations or the removal of defective tuyeres must wait until such time as a slight falling off in.the matte supply allows the converting operations to ease up. These variable conditions all combine to interfere with the systematic operating of the converter. The first 12-ft. shell was blown in on Jan. 6, 1913, and ran until June 27, 1913, when it was removed to patch the brick. A record of operations covering this period follows: Shell No. 1. MODERN industry's incessant demands for increased operating efficiency and lower costs require that hazards attending all occupations be reduced to a minimum. Reduction of the inevitable losses that result from accidents and injury to the worker is one of the important economic problems confronting industry today and is the basis for the widespread safety movement. Dr. Charles E. Munroe, chief explosive chemist of the U. S. Bureau of Mines, is father of the statement, "The existence of a nuisance is evidence of an economic waste." This pointed expression of the internationally recognized scholar and explosives engineer has a direct relation to the prevention of accidents. Every injury and death in industry is a waste in human endeavor and a lessening of productive gain. Dr. Munroe has aptly paraphrased his previous summation with reference to wastes as follows: "A lost-time accident is evidence of an economic waste." That the economic waste entailed by occupational accidents is chargeable to industry is well substantiated by the fact that all but four states (Mississippi, South Carolina, Florida and Arkansas) now have workingmen's liability and compensation laws.

Improved methods of predicting the caving characteristics of ore bodies is discussed. Experiments were conducted at Climax mine, Climax, Colo., on varied rock compositions. The cavability of adjacent areas, as well as seismic energy absorption proved to be good factors in determining cavability. Seismic velocity, core recovery, and rock quality designation (RQD) were found to be not as reliable.

The results from fracturing plexiglas beams are combined in eight existing equations to determine the surface energy of the material. The reliability of each equation is tested, and the equation in use to determine fracture toughness is found to be the most exact. This equation is then used in determination of the surface energy of Barre Granite.

Oil and gas production in North Central Texas has been found in sands and limestones in the Cisco, Canyon, Strawn and Bend series of Pennsylvanian age and in lime of pre-Pennsylvanian age. Production ranges in depth below the surface from 150 to 4500 ft.; a few wells have been drilled to depths in excess of 5500 ft. and penetrated rocks of pre-Cambrian age. In Table 1, the average depth of the pools is shown. No mention, however, is made in this table of approximately 30,000 bbl. of oil produced in Callahan County from a pre-Pennsylvanian pay, presumably the Ellenberger, and an excess of 1,000,000 bbl. of oil produced from limestone, which has been identified as Silurian in the south part of Young County. This well is being produced at the present time. In Table 1 a great many pools of minor importance are listed, which are merely productive spots, and throughout the various producing counties there are numerous similar spots, which might be listed as pools. Their production, however, is listed in the county totals. In Table 2, the totals of the oil wells, gas wells, and dry holes drilled before Jan. 1,1935, include only wells on which records are available to the writer. In Brown, Callahan and Shackelford counties 2924 very shallow wells (150 to 600 ft. deep) have been drilled, on which the record is not available. Possibly there are other wells that were drilled before the district was adequately scouted. No classification as to the depths of this total of 30,644 wells is available at present. Initially, nearly all the oil wells of North Central Texas produced gas, and several areas producing dry gas have been partly developed. A number of casinghead gasoline plants strip the gasoline from the gas produced with the oil, and the manufacture of carbon black is an important industry in Stephens County. Dry and residue gas are marketed through systems serving the various towns of the district, San Angelo to the southwest and the cities of Forth Worth and Dallas to the east. Considerable gas is used in repressuring several pools, the most important of which are the Stover of Brown County and the Cook of Shackelford County. Keeping development ahead of retreat mining is a problem which occurs nearly everywhere longwall mining is used in the United States. As improved equipment technology has allowed the application of longwall mining to more difficult mining conditions, and with higher retreat rates, the problem has become more critical. Many factors determine development speed, including roof and floor conditions, mining heights, seam heights, and the number of entries. In an effort to maximize the rate of development and production from development sections, U. S. Steel's Gary District has used five entry, three entry, four entry and is planning two entry development panels at its different mines. With the introduction of various types of shield supports, it is now possible to utilize longwall mining in higher coal over 3 meters (10 feet), lower coal under one meter, in difficult roof conditions, and with soft floor. Improved shearers of 300 KW (400 HP) and more make cutting heights over 3 meters (10 feet) possible, and off pan shearers and improved Gleithobel plows make cutting less than 1 meter (40 inches) seam height possible. Longwall mining under these conditions puts an added strain on the ability to develop panels as fast as they are retreated. Poor roof conditions require a substantial amount of additional roof support to ensure that roof control in the head and tall entries will not hinder longwall retreat. The additional measures of longer bolts, resin bolts, point anchor resin bolts, roof mats, roof trusses, steel or wood cross bars, and roof grouting all place an additional burden on man power, installation time, and cost on the mining cycle. Additional roof bolting on development can cut the potential mining rate in half, and any roof falls cause significant delays to mining. Timbers and cribs can restrict ventilation and require more entries. Soft floor conditions can greatly impede development through tramming difficulties with shuttle cars and roof bolters, time required for cleaning and repairing roadways, and maintenance difficulties on equipment. High coal sometimes requires rib support to be Installed during the mining cycle, further cutting the mining rate. Mining low seams requires that roof or floor be mined in the head and tail entries as well as the track or tractor roadway entry to provide clearance of the longwall equipment. Mining this rock slows down the mining rate because of the extra material being mined and the extra wear and tear on equipment. To a large degree these conditions effecting development speed cannot be controlled.

JAPAN'S iron and steel industry has always been closely connected with military strategy. Many years ago it became evident that the country's iron-ore resources were too small to support any extensive industry. As a result a belief in the imperative necessity of securing such resources has influenced Japan's political and economic policy in the Far East. Iron-ore developments in China are too well known to need repeating except to note that they have been rather unsatisfactory to both China and Japan. The ore deposit at Tayeh, in China, is not as large as was first believed and, though that and other sources of supply in China proper are now furnishing Japan a little more than a million tons of ore yearly, it cannot be counted upon as a large permanent source of supply. The deposit in Shantung proved so disappointing on further exploration that operations there have, so far as I know, long since ended. The operations at Pen-bsi-hu, in South Manchuria, which C. F. Wang de¬scribed in the A.I.M.E. TRANSACTIONS for 1918, Vol. 59, were reported to have yielded 84,000 tons of pig iron in 1928 and about 50,000 in 1935, so they seem to be going back.

The major portion of the production of the Gulf Coast area, represented by South Texas and South Louisiana, comes from the flanks of well-defined salt domes. This oil, containing an excellent lubricating stock, ranges from 17° to 28° Be. gravity. Some lighter oil is encountered but the life of such fields is, in general, an open question. In fact, there are few light-gravity fields which have proved of much value. In all of the fields water encroachment, or, more properly, water produced with the oil, is a vital factor. After the first head of high-pressure gas is removed, ever-increasing percentages of water appear, and naturally the life of the wells is materially affected thereby. The sands are, as a rule, extremely fine, very soft, and must be carefully excluded from the hole by the use of fine screen to prevent sanding up. All sands are tipped at such extreme angles as to make coring essential for the location of water strata, oil-bearing sands and important shale. beds. Even with modern coring, the correlation of logs is a difficult problem. Due to the fact that the bulk of the oil is refined for its lubricating properties, little attention has been paid to losses by evaporation in the field. This is largely influenced by the fact that the major companies have set a price schedule, showing but two grades, "A" and "B." The average oil company, therefore, does not attempt to use the gas-lift but relies primarily on the air-lift and then only on wells considered to be particularly adapted to its use, namely those capable of producing large quantities of fluid and yet not having sufficient "kick" to flow. Furthermore, as the gas contained in the reservoirs is mostly ricthane such gas being very quickly vaporized and produced in large quantity in the early life of the fields, there is little gas left after the first flush flowing period of the wells. In fact, it is very generally conceded that gas is a precarious fuel to depend on in any of the coastal fields. This situation largely accounts for the fact that air, as the lifting medium, is almost universally used. In the average field, wells are drilled on the flanks of the domes in close proximity to one another, largely on account of the extreme dips of the formation and "town lot" leases, and space to set up machinery and

IT is unlikely that any oil field has ever threatened the future course of the oil industry as does Kettleman today. It seems that nature has striven to outdo herself in combining in this field every possible factor conducive to a tremendous production of the petroleum product in greatest demand-gasoline. This field already has 13,700 acres of proved land and an oil zone of known thickness of 1400 ft. It has wells yielding several thousand barrels of oil of virtually motor fuel grade, together with millions of cubic feet of gas at almost unheard of pressures. The field would have been the. answer to an oil man's prayer in times of under-supply, but now it is the oil man's nightmare, for drilled in -the manner of most other fields and without regard to available markets for oil and gas, the greatest physical and economic losses in the his¬tory of the oil industry will result.

SINCE the adoption by the U. S. Bureau of Standards several years ago of specifications for standard 100- and 200-mesh sieves, frequent requests have been received that this Bureau test and certify sieves of other sizes than these. With a view to the adoption of a series of standard testing sieves which might be of use to all industries making fineness tests, this Bureau for .two years has been studying the question of such a standard screen scale. Various scales that have been proposed were considered, and information was sought of representative firms in the various industries interested as to their requirements. Manufacturers of sieves have also been consulted as to the desirability of different screen scales and the practicability of their manufacture. As a result of this study of the question, a conference was called at the Bureau of Standards, Apr. 20, 1916, of representatives of various committees of the American Society for Testing Materials, American Society of Civil Engineers, American Institute of Mining Engineers, American Foundrymen's Association,. [Mining and Metallurgical Society of America, American Water Works Association, American Institute of Metals and the American Spice Trade Association; also representatives of the Committee of Revision of the U. S. Pharmacopoeia, the U. S. Geological Survey, the U. S. Bureau of Mines, the U. S. Office of Public Roads and Rural Engineering, the U. S. Office of Grain Standardization and the U. S. Bureau of Standards; also representatives of a number of private firms engaged in industries in which sieves are used, such as the glass, the drug milling, the abrasive, the asphalt, the mining, the spice, the chemical, and the graphite industries; also representatives of the firms in this country manufacturing wire cloth and sieves. IN the fall of 1910, the Nevada Petroleum Co., operating in the Coalinga field in California, determined to drill a number of wells with rotary tools, in order to prove conclusively the relative value of the rotary as compared with the standard rig. At that time, the rotary was but little known in California and its proposed introduction met with considerable criticism on the part of the operators and quiet opposition among the standard drilling crews. There were few men available who were competent to handle a rotary outfit, and these few had had but little experience in California fields. Machines as then built were much inferior to those now used, being lighter in construction and of a poorer quality of material. The shells encountered at depths between 1,700 and 2,000 ft. seemed to be too hard to permit of successful drilling, and at these depths the rig was changed over to standard tools and by them completed. Because of the heavy depreciation, the time lost in converting from rotary to standard, and the comparatively small profit, it was concluded that unless in the future there was some material improvement in rotary rigs, nothing would be gained by drilling with rotary tools upon this property. Little or no drilling has been done upon the property since that time, but in the meantime a large number of men have been trained in the use of the rotary; in fact, many standard-tool men have abandoned standard drilling and, starting in as roustabouts, have become thoroughly competent rotary operators. The improvements in the machinery have been such as to remove many of the objections and the rotary drilling of to-day is in every way superior to that of 1910. In contrast, a well drilled recently by the Kern Trading & Oil Co., in the east side Coalinga field may be cited. The first 2,500 ft. was drilled in 24 days and it is confidently expected that the water string will be set with a rotary at 3,400 ft.-a record obviously far beyond that made in 1910 by the Nevada Petroleum Co.

MORE men are killed and injured in the metal mines of the United States from falls of rock and ore than from any other cause. Dan Harrington, of the U. S. Bureau of Mines, recently stated that "falls of men and material continue to take about 50 per cent of the lives annually lost in our mines (coal or metal) and this kind of accident is now and has been one of the most difficult to prevent." The fact that comparatively little has recently been written on this important subject for the benefit of the metal miner is the incentive for the present paper. Little will be said that will be new, but I hope to place fresh emphasis on certain well-known' principles' and to reiterate and stress previously stated rules so that the average experienced miner, as well as his buddy who may not be so experienced,' will sit up and take notice. It is not within the scope of this paper to discuss mining methods from the standpoint of safety and the prevention of accidents from falls of rock. It is up to the mine management to select the system of mining best suited to the character of the ore deposit and its wall conditions. As the working levels in domestic mines are developed to greater depths and work areas move further from the shafts, maintaining a safe and healthful working environment becomes more difficult. Increased temperature and humidity at greater depths becomes first a factor in productivity and then a threat to the miner's safety. Initially, a miner might develop listlessness leading to reduced productivity and reduced alertness. Continued overexertion can lead to heat stroke and possibly death. Mine ventilation engineers, therefore, must not only provide clean air to work areas, but also must provide cooled air. The following article describes the United States Bureau of Mines (USBM) and Foster-Miller's successful development of a high performance, low maintenance direct water to air contact heat exchanger for mine cooling. While heat problems frequently do not develop until mining operations descend below sea level, problems will arise any time mining penetrates high temperature rock. Hot fissure water will increase the severity of the situation, causing increases in wet bulb temperature - the temperature to which perspiring miners reject metabolic body heat. All energy expended in mining adds to the heat load which must be absorbed by the ventilation air. Just when the cooling capacity of ventilation air is needed most, adiabatic compression (autocompression) of air descending the shaft raises air temperatures 1.3g°C (2.5'F) to 2.94"C (5.3OF)/305m (1000 ft) depending on humidity. Increased temperatures decrease the ability of the air to absorb heat from the mine, and work area temperatures rise. Once forced ventilation air can no longer maintain safe work area temperatures, refrigeration methods must be employed. Many mines now use cooling coils for this purpose. A cooling coil uses refrigerated mine water to cool the air by passing the air through banks of copper tubing filled with cold water. Heat from the air is transferred to the water through the pipe with the aid of fins. Conventional water to air heat exchangers prove troublesome for many mines be- cause of the high levels of dust that are encountered, causing these exchangers to operate at relatively low efficiencies. A more satisfactory approach to work- place cooling is desired - one that offers reduced maintenance and increased cooling efficiency.

RECENT papers by Williams, Sherwood, and Boothby,1 Seybolt et al.2 Heikes; and Roberts4 attest to the increasing importance of the hexagonal ferromagnetic compound MnBi. Since the magnetic properties of MnBi crystals are highly anisotropic, it is useful and necessary to have appropriate aids for determining their orientations—a (00.1) standard stereographic projection and a corresponding table of crystallographic angles for this structure. The tables of crystallographic angles for the hexagonal system available in the literature5 are computed for c/a ratios greater than that of MnBi and cannot satisfactorily be used to find the crystallographic angles of MnBi. A table of angles between the crystallographic planes (HK.L) and (hk.1) was calculated for MnBi from the formula0 F=are cos Hh+Kk+ 1/2(Hk+hK) + 3/4 (a/c)2Ll/v(H2 + K2 + HK + 3/4 (a/c)2L2) (h2+ k2+hk + 3/4 (a/c)2l2) on an IBM Type 650 Magnetic Drum Data Processing machine. The lattice constants used are listed in Table I and are those determined by Willis and Rooksby7 at 20°C. More recently published values obtained by both X-ray and neutron diffraction"' show no difference from these significant to the calculation. From the crystallographic angles between the basal plane (00.1) and the general plane (hk.1) in Table I, an (00.1) standard stereographic projection was made for MnBi which is shown in Fig. 1. Dust signifies waste; its elimination decreases maintenance costs of mechanical and electrical equipment; its recovery is often justified from the standpoint of values contained in the collected material, although in large-scale milling operations handling low-grade ore this may not be an important factor, Perhaps the most significant trend in industrial sanitation is that dust-control equipment and procedures are becoming recognized as integral parts of the mill flowsheet. Exhaust ventilating systems are now afforded equal care in design and maintenance to that given other machinery more closely related to the Process. Methods of Dust Control "Dust control" is a general term descriptive of a number of methods used singly or together to prevent particulate atmospheric contamination. These methods are: in order .of their desirability, as follows: 1. Change of process. 2. Isolation of process. 3. Wet methods. 4. Ventilation. a. Local exhaust ventilation. b. General ventilation. 5. Personal respiratory protection. In ore-concentration plants it is seldom prac tical to change a process to eliminate the dust it creates It is possible in some cases to isolate a particular dust-producing operation from the rest of the plant, provided that constant attention on the part of the operators is not required. Frequently water is used in fine crushing and fine grinding, primarily to facilitate the processing of the ore and incidentally to allay the dust produced. Wet methods, however, are not feasible in coarse and secondary crushing operations, because of the relatively great volume of water required in instantly wetting each freshly fractured rock surface. Such quantities of water would entail conveying and storage difficulties. Local exhaust ventilation is the most effective and most commonly applied control measure, wherein directional air currents through the zone of dust production draw the contaminants into a duct system. Unfortunately, only a limited amount of reliable information on exhaust ventilation is available.2-5 of necessity these publications are rather general, being primarily concerned with engineering fundamentals. Is recent years, exploration and development by diamond drilling has become a popular attack on the problem of finding new ore shoots and developing extensions of known shoots. Diamond drilling has been used in recent years in extensive sampling of disseminated copper deposits, in preference to churn drilling. At the Harvard gold mine, near Jamestown, California, Philip R. Bradley, Jr., general superintendent, reports that: "The Harvard work was a singular example of the reliance that can be placed on diamond drilling in evaluating an ore body." Drilling at the Harvard mine will be discussed in a subsequent section of the paper. So popular has diamond drilling become, indeed, that many who have had slight experience with drilling are inclined to regard it as a cheap cure-all. This paper proposes to show some of the limitations on the application of drilling and some of the steps that should be followed in drilling programs to obtain reliable results. Cost oF Drilling Drilling has the advantage, over shaft sinking and drifting, of lower cost and greater speed. As compared with churn drilling, the advantage of bringing up a coherent sample instead of fine cuttings for a sample is obvious. Diamond drilling is generally more expensive, however, and more engineering effort is required in combining the average of core and sludge samples. Exploration of drift walls by hammer drills to a depth of less than 30 ft. is generally cheaper than diamond drilling, but beyond this depth the diamond drill is cheaper and more efficient. The principal factor in determining cost of drilling is the character of the ground drilled. Broken ground with many fissures is most expensive to drill. Hard ground is less of a problem with diamond drills than with ordinary machine drills. Hardness or softness affects only the speed of drilling. Caving, easily washed, sandy or clayey ground requires continual cementing and casing, which is the greatest cost problem. Thus, soft, incompetent ground is more costly to drill than hard, massive ground. Cost of drilling per foot in good to fair ground varies from less than $I per foot, achieved in some districts in Ontario, the Mother Lode, and Missouri, to $5 per foot in many western states. In bad drilling ground, costs may range from $5 to $15 or more per foot, thus approaching the cost of drifting. Other factors that increase the cost per foot are: I. Short total length of hole drilled, so that the cost of moving in crews and equipment must be spread over a relatively few feet. 2. Cost of drilling per foot increases with depth beyond about 500 ft.. as more time is consumed in pulling rods' 3. Cost of preparing drilling stations, getting air underground to stations? etc' 4. Inaccessibility and lack of water on the job make for higher costs.
