All of the material described in the following paper is within the following specifications: carbon, 0.50 to 0.85 per cent; phosphorus and sulfur, 0.04 per cent max.; manganese, 0.60 to 0.85 per cent; silicon, 0.20 to 0.30 per cent. Steels with much lower carbon contents can be handled in exactly the same manner. One of the first things necessary to basic open-hearth slag control is uniformity of charge, particularly as to the silicon content and the percentage of lime charged. Our past work has shown that the silicon content of the charge is more important than the carbon content in determining the carbon at which a heat will melt. We have found that by keeping the silicon content of the charge about 0.60 to 0.65 per cent, and with a lime charge of about 7 per cent (limestone equivalent), our heats melt sufficiently high in carbon to allow a moderate feed of ore and the slag will be of low iron oxide content. In making a heat of 0.75 carbon steel we endeavor to have the heat melt at about 1.20 per cent carbon. The iron oxide content of the finishing slag depends upon the final phosphorus desired; for a given ratio of lime-silica in the slag, the lower the phosphorus desired in the final steel, the higher the iron oxide content of the finishing slag must be. By reducing the lime charge to a minimum, the heats melt faster, and by keeping the silicon content at the desired figure the heats melt with a high SiO2 slag, which has been shown in previous work to give a low iron oxide slag. In most of our work, using a 180,000-lb. charge and with basic pig containing about 1.20 per cent silicon, we use a lime charge of 8500 lb. of limestone and 2000 lb. of burnt lime. The pig charge is about 48 per cent of cold pig, and the charge contains a large percentage of works scrap. This causes a heat to melt with about 1.20 to 1.30 per cent carbon, for a heat that will finish about 0.75 per cent carbon. This gives a heat that will need a feed of about 2000 lb. of ore, and also a slag with an FeO content of about 4 to 5 per cent at melting. The additional FeO obtained from the ore addition will bring the FeO in the slag at tapping to about 6 to 7 per cent. It is necessary to carry quite a fluid slag to prevent pickup of FeO, as a too heavy slag causes FeO to build up in it, giving a finishing slag with a greater FeO than is desired. By adjusting the lime charge of a basic open-hearth heat, a very sensitive adjustment of the slag may be obtained. The figures in Table 1

The purpose of this paper is to present certain data and observations resulting from a series of experiments dealing with the heat treatment and microstructure of commercial white cast iron and its derivative, malleable iron. In planning the experimental work, particular pains were taken to secure for the tests white cast iron of "normal" composition; i.e., within the composition limits commonly prescribed by manufacturers of malleable castings. A review of the literature leads us to believe that much data of a fragmentary character treating of the graphitization of white cast iron have been of little value, mainly because of the diversity in chemical composition of the materials employed in the tests. Moreovcr, when feasible, annealing periods at least comparable to those of current practice have been adopted. We wish to acknowledge our indebtedness to the members of the research department of the Eastern Malleable Iron Co. for the white cast iron used in the test's and, particularly, for their active cooperation during the experimental stage of the work. In this paper the following subjects will be discussed in the order indicated: Data on the thermal critical points of white cast iron and malleable iron. THE problem of establishing practical techniques for evaluating natural corundum ores arose from the desire to improve the existing purchase specifications for crystal corundum procured by the Federal Government for stockpiling. Such purchase specifications had been developed for a large number of products, including minerals and ores considered to be critical and strategic because of the country's dependence on foreign sources of supply. It will be apparent to anyone considering the subject of purchase specifications that the determination of whether or not a submittal meets the specifications is a prime consideration. Consequently satisfactory specifications for minerals should not only incorporate physical, chemical, and mineralogical requirements that are practical but should also establish the means by which both buyer and seller can be assured that materials meet stated requirements. The Munition Board's Material Purchase Specification for corundum, dated February 1954, covered two grades of crystal corundum intended primarily for abrasive use. It established limits of size and of composition: Grade A, at least 95 pct +3 mesh and 92 pct alumina (Al2O3); Grade B, at least 95 pct +7 mesh and 90 pct alumina. It also specified that "of each lot of material, not less than 95 percent shall have a hardness equal to or exceeding nine (9) on Moh's Scale." These specifications were unsatisfactory for several reasons. They did not allow the purchase of lower grades of corundum being used by industry. Neither did they specify exactly what a corundum ore actually was, except that it should contain so much alumina and have a certain scratch hardness. Nothing was said about the abrasive qualities of the material that was to be purchased primarily for abrasive use. During the period 1946 to 1948 supplies of the two grades defined in the then current specifications continued to decrease. Early in 1949 industry recommended that the finer sizes of corundum known as "crystal corundum concentrates," ¼-in. to 16-mesh material, be added to the stockpile specifications and that lower grades of crystal corundum also be included. In the spring of 1949 the National Bureau of Standards and the Bureau of Mines were asked by the Munitions Board to cooperate in developing more practical specifications for grading natural corundum ores. The National Bureau of Standards indicated that it would investigate physical test methods for determining abrasive characteristics of corundum, and the Eastern Experiment Station of the Bureau of Mines at College Park, Md., stated that it would consider the mineralogical aspects of the problem. Members of these two agencies, in consultation with representatives of the Office of Materials Resources of the Munitions Board and of the Federal Supply Service of the General Services Administration, and with the cooperation of industrial suppliers and consumers of abrasive corundum, developed, in a fairly short time, more practical specifications for six grades of corundum ores. The new specifications, issued January 1951, were for corundum, natural crystals, as by this time high-purity synthetic corundum was available and widely used. Nevertheless, for certain specific applications the natural product was preferred over the synthetic material. It has been extensively used in forming snagging wheels. It breaks into more or less cubical particles, whereas artificial corundum fractures into splintery shapes. These produce irregular cuts in glass, while the more symmetrical shape produces a more uniform ground surface. For this reason natural corundum has been preferred for certain types of lens grinding. Pure corundum is clear, colorless alpha alumina (A12O3), but it is rarely found in nature in this form. The most important gem varieties include the blue and yellow sapphires and the ruby. THOSE interested in the early developments and experiments, both in the United States and abroad, that led to modern rock dusting, will find an excellent summary in a paper by George S. Rice,13 published in 1914. The period from 1914 to 1924 was one of intensive experiment on coal-dust explosions in the United States; abroad, war activities and rehabilitation stopped this work over a large part of that decade. Amer-ican findings were published by the Bureau of Mines, particularly in Bulletins 167 and 268. It is convenient to consider that in the United States rock dusting to prevent coal-dust explosions in mines was initiated in 1924 with the publication of tentative specifications.17 This was followed in 1925 by an investigation of methods and costs12 and approval by the American Engineering Standards Committee of a Recommended American Prac-tice.18 Approximately 13 years have elapsed since this approval, and inasmuch as changes in rock-dusting practice in the United States have been evolutionary, it is necessary to consider this entire period as "recent" in some phases of the work. There have been no official changes in the Recommended American Practice since its approval. This paper reviews as briefly as possible knowledge acquired since the issue of the earlier papers mentioned, through experience in mines and experiments conducted by different organizations engaged in the pro-motion of mine safety.

Identification of the kinds of orientation relationships that may exist among crystals is an important problem in the metallurgical field. As an aid to its solution standard orientations of several orders of twins would be very useful for rapid analyses to discover high-order as well as low-order twin relationships. Although data have been published that give orientations for three generations of twins, these data are not readily useful in the form presented; i.e., in a stereo-graphic projection with one pole per orientation.' However, accurate data based on calculations of the positions of all {1001 planes for such groups would be very useful when presented in tabular form. Therefore, calculations have been made for a group of four orders of twins and the data are listed in Table 3. Illustrative applications are considered briefly, with the idea of pointing out what may be done with large groups of orientations. Method of Computing Orientation OF a Twin It is common practice to describe the orientation of a crystal in terms of the positions on a stereographic net of the poles of certain planes of the crystal. A single position on a net may be given in terms of two angle variables, two sets of which appear in the following equations: Polar Net Wulff Net x = , sin ?p cos Fbp x = r COS ?w y = r sin ?p sin Fp y = r sin ?w cos Fw % = r cos ?p z = r sin ?w, sin +, The three numbers z, y and z determine a length r as well as a direction (0, 4) in an X, Y, Z coordinate system. In the present case, r will be set equal to (h2 + k2 + L2)1/2, where h, k and I are the usual Miller indices for a crystallographic plane, a restriction that facilitates determination of the positions of poles of new planes from those of old or known ones,2 as will become evident later. Furthermore, since twinned lattices have certain planes in common, it is an easy matter to determine the orientation of a twin of a crystal if the orientation of the crystal itself is known. We start therefore with a crystal of known orientation (positions of three {Ioo} poles given) and determine where the cube poles occur in first, second, third and fourth-order twins. Methods for identifying twinned lattices and for making the calculations to find the orientation of a twin have been published.3,4' Reference 4 will be illustrated in the calculation of the orientation of a twin, even though this method differs from the one used by the writer in obtaining the following data on four orders of twins. IN a previous communications the improvement in strength, harden-ability and color, occasioned by replacing gold in a typical gold-silver-copper alloy by various amounts of platinum, or palladium, was discussed. In the present paper the results of further studies upon the constitution and the nature of the hardening transformation in these alloys are pre-sented. This research may be summarized as follows: 1. The liquidus and solidus have been determined for the alloys of the palladium and platinum series. Cooling curves were utilized for deter-mining the liquidus of the palladium alloys but this method proved unsuitable for the platinum alloys so that a, novel quenching method was utilized for the latter. Both the liquidus and solidus of the palladium alloys increase steadily with the palladium content. The liquidus of the platinum alloys increases rapidly with the platinum content, while the solidus temperature increases with the platinum content up to about 14 atomic per cent platinum, but suffers no further increase with additional increments of platinum up to 20 atomic per cent at least, owing to a peritectic reaction. 2. Palladium, and even more effectively platinum, reduces the rate of grain growth. Owing to this fact and to the increase in the solidus temperature, "overheating" does little or no damage to alloys containing reasonable quantities of these elements. This is confirmed both by tensile tests and metallographic examination. 3. The excess phase present in one of the high-platinum-content alloys has been isolated and chemically analyzed and was found to consist almost wholly of platinum, gold, and copper, evidently derived from the compound AuCu, by the partial replacement of gold by platinum.

INTRODUCTION The administrative processes of coal mines are becoming increasingly complex. As society evolves into a more complicated structure with greater emphasis on individuality, government regulations reach deeply into every activity in an effort to force individuals into a standardized mold. These contradictory pressures add an extra burden to the administration of a mining operation. Recent years have brought a substantial change in the skills needed by mine supervisors and managers. As a result, a better understanding of the administrative functions is necessary. The mine superintendent has the overall responsibility for the mine; for effective operation he must be sufficiently knowledgeable to oversee all the complex functions that make up the mine. This chapter does not cover all the administrative requirements because of the variation in mine operation and in company policies and organizational structure. It does attempt to identify the administrative functions that would be required at a large mine with a preparation plant. It is assumed that the mine operation is decentralized with very little duplication of functions at the organizational levels above the mine. Thus each function is assumed to be relatively complete at the mine and under the general supervision of the mine superintendent. EMPLOYMENT PROCEDURES Throughout the mining industry, in deep or surface mining, in union or nonunion companies, the success or failure of an organization is directly related to the caliber of employees who make up the organization. The International Salt Company has long been interested in finding an efficient process for the removal of impurities from rock salt, and particularly from the rock salt produced at the Detroit mine. Methods which have been used previously at the Detroit mine included both hand sorting and differential crushing in a Bradford breaker with rejection of the oversize. Neither of these methods was adequately effective. The development of a new process for removal of impurities from rock salt has been described in the preceding article." Basically, the process consists of exposure of crude rock salt to radiant heating which selectively heats the impure particles. Subsequently the heated particles are removed by adhesion to a heat sensitive-coating on a conveyor belt. This method was found to be effective in improving both the quality and appearance of rock salt by the rejection of the dark, impure particles.

FROM time to time, one of the authors has had occasion to investigate the graphitizing reaction and has published the results mainly as discussion1 of the work of other investigators. In view, therefore, of the diversity of both observations and interpretation, it seemed well to attempt a revision of the entire subject in the Research Laboratory of the National Malleable Castings Co. The work consisted of a careful study of a single, impure, iron-carbon alloy. The material, which may be considered typical low-carbon white cast iron of the malleable industry, was an air-furnace iron of the following composition: carbon 2.30 per cent., silicon 1.20 per cent., manganese 0.29 per cent., phosphorus 0.156 per cent., sulfur 0.048 per cent. The freezing range extended from 1213° to 1132° C., the latter figure agreeing with Gontermann's data .2 We have attempted to define the equilibrium diagram of this alloy, in the stable condition as related to the metastable diagram, from a temperature somewhat below the eutectic freezing point to a temperature below Ar1 and for a graphitic-carbon content from practically nothing to the original total carbon of the specimen (see Fig. 6). More especially we desired to locate the line in the stable diagram corresponding to the Acm line of the metastable system, which is designated by analogy, the Atm line (tm from temper carbon) ; also to determine the location of Aim with respect to Acm toward their lower extremities at Ar1 in order to determine whether or not graphitization is completed by the separation of an iron-carbon eutectoid analagous to pearlite in the iron-cementite system. This would involve further a comparison of the locations of the stable and metastable A1 points.

John Dasher (Materials and Processes Engineer, Crucible Steel Co. of America, Pittsburgh, Pa.) The authors are to be congratulated for their excellent work, dramatic results, and persuasive explanation on the neglected subject of the temperature variable in soap flotation. The explanation includes why heat is helpful in conditioning and why heat is helpful in flotation. This is a fine start, but I hope the work will be continued to show which is the major effect. In the work of Noman and Dash er(1) it was found that substantially all the benefit of heat came from the conditioning step, and that results were much better if a thick pulp was conditioned hot and then diluted with unheated (or less heated) water for flotation (or agglomerate tabling) than if the same quantity of heat was used to condition and float at some intermediate temperature. In other words, heat for conditioning gives a Rood return, but additional heat for dilution water is near or beyond the point of diminishing return. Strathmore R. B. Cooke, lwao lawsaki, and Hyung Su0p Choi (Authors' Reply) Mr. Dasher'skind comments on our paper are appreciated. In view of the relative simplicity of empirical investigationsof the temperature variable upon conditioning and flotation, it ispuzzling why the subject is so neglected. Our work, being sub sidiary to the main investigation of the effect of structure of fatty acid collectorsupon iron ore flotation, was quite restricted, but we intend to return to the subject as soon as possible. Mr. Dasher's point, that given a certain number of calories it is better to invest them for conditioning in a thick pulp rather than to spread them out for both conditioning and flotation operations, is well taken and cannot be argued. On the other hand there is no question that high temperature during the flotation of iron ores induces superior frothing characteristics, and, in particular, greatly augments the rate of flotation and markedly decreases the time required for "difficult" particles to float.

Marked differences of opinion have been expressed by engineers interested in cleaning iron blast-furnace gases for use in hot-blast stoves and under boilers, in reference to the advantages of a hot-dry method over a cold-wet method. One point at issue involves the sensible heat energy in the moisture contained in the gas. Some advocates of the cold-wet methods claim that the condensation and resultant removal of the greater portion of this contained moisture by wet scrubbing, spraying or similar methods, results in a saving of some of this sensible heat energy, by reason of the fact that water vapor has a high capacity for sensible heat energy and may carry from the exit of a hot-blast stove, for example, more heat units than are sacrificed or lost when the gas is cleaned by this cold-wet method. Other advantages claimed for the latter method are: That gas burns more readily when it is free from moisture in any form; that because gas is made denser by cooling and removing the moisture it has a higher calorific value than hot gas carrying moisture; and that higher flame temperatures are obtained when the gas is cleaned by the cold-wet method. A search through the available literature fails to disclose any extensive calculations or records of conditions obtained in practice, bearing upon these phases of gas cleaning. This paper deals with these problems from the standpoint of the economy of using a gas of higher flame temperatures, of improved stove design, and of economy in the gas-cleaning department. Calculations have been made which show that by cleaning the gases by a cold-wet method the sensible heat energy of the blast-furnace gases is greatly reduced; and, in general, this loss of heat energy is far greater than that lost from the stoves or boilers due to the sensible heat capacity of the water vapor if carried away by the exit gases. Fire-brick stoves have become a necessary part of the modern coke blast-furnace equipment, and are also superseding the cast-iron pipe stoves in anthracite- and charcoal-furnaces. The brick stoves in general use are of either the Cowper or Whitwell type, or modifications of these bearing the names of those who invented the alterations from the original types rather than any real departure from then]. All these stoves have approximately the same valve-equipment and follow the same line of operation. The waste gas from the furnace enters at one port and burns in a single combustion-chamber, and the heated products are drawn through the various passe; in the brickwork to a stack of proper height to create the necessary draught. The last passes of these stoves receive a very small percentage of the heat from the gas, owing to their extreme distance from the combustion-chamber; and this chamber also suffers great deterioration in the attempt to force the heat into the farthest passes. At best, about 70 per cent. of the heat taken up is held in the combustion-chamher and the first down-pass of the Whitwell stoves. Mr. Hugh Kennedy, Manager of the Isabella Furnaces, Pittsburgh, Pa., who has had a large experience with the fire-brick hotblast stoves, was so strongly impressed with the fact that but about thirty per cent of the brick of the average stove were doing proper duty as heat-agents, that, after careful study and experiment, he had three 20- by 60-feet stoves constructed with a view of more uniformly heating all the brick. In these the general lines of the Whitwell stove are followed, with the blast-connections unaltered, but gas is introduced at the bottom of each pass, and outlets are provided at the top, so that the gases have a direct natural draught in each pass and the highest heats are obtained at the bottom instead of the top. The natural tendency being toward the reverse condition, the brickwork soon acquires an almost uniform temperature.

The heats of Formation of the compounds Sb2Se3, Bi2Se3, Sb2Te3, and Bi2Te3 and the heats of solution of tellurium and selenium in liquid bismuth have been measured in a liquid metal solution calorimeter. The heat capacities near the melting point, the heats of fusion, and the melting points of the two tellurides have been measured in a constant temperature gradient calorimeter. The thermo-dynamic quantities are interpreted in relation to the stability of the compounds and the nature of the solid-liquid transition. THE selenides and tellurides of several elements of Group VB of the periodic system are of interest because of their electronic properties. The compounds Sb2Se3, Bi2Se3, Sb2Te3, and Bi2Te3 are semi- conductors; they also have gained prominence in the fields of thermoelectricity and photoconductivity. However, little is known about their thermody-namic properties. As part of a research program on the thermo-dynamic properties of intermetallic compounds, the heats of formation of the compounds Sb2Se3, Bi2Se3, Sb2Te3, and Bi2Te3 were measured in a liquid metal solution calorimeter. The heat capacities near the melting point, the heats of fusion, and the melting points of the two tellurides were measured in a constant temperature gradient calorimeter. The results, in addition to their intrinsic interest as thermodynamic quantities, contribute to an understanding of the stability of the compounds and the nature of the solid-liquid transition. 1) EXPERIMENTAL 1.1) Materials. Samples of the compounds SbzSe3 and Bi2Se3 were prepared by melting the elements in stoichiometric proportions in evacuated Vycor capsules followed by quenchinn in water. The chemical action of molten anhydrous pyridinium chloride (pyridine hydrochloride) on oxy salts and ores of some Group IV and V metals are discussed-in particular zirconium, hafnium, niobium (columbium) , and tantalum. Laboratory-scale experiments are described whose results suggest that this reaction might provide a practicable means of converting ores of these metals to the anhydrous metal chlorides. Experimental results are given which provide some insight into the nature of the reactions and some of the compounds which could be present at intermediate stages. The treatment of ores of the more refractory metals is difficult and expensive and often demands the use of gaseous chlorine, hydrogen fluoride, or other reagents which are, if nothing else, expensive and dangerous to use. This situation is, of course, due to the strong metal-oxygen affinity resulting from the high charge and the small size of the metal ion which combine to produce such high lattice energy in the metal oxide as to defeat standard reduction methods. Thus, the characteristic of these metals which leads to one of their most important properties—corrosion resistance—is the main hurdle in obtaining the metal. Many common methods' for treating ores of zirconium and niobium (columbium), for example, proceed as directly as possible to the preparation of anhydrous halides. These halides are purified by now standard processes of solvent extraction, fractional distillation, and so on. This paper reports on preliminary stages in the development of a method of treating these ores—particularly of niobium—so as to prepare the anhydrous, volatile halides by the use of chemical reagents which are much more easily handled than those used at present. CHEMICAL PRINCIPLES The solvent action of aminium halides has been referred to periodically in the literature over several decades. The chemistry of pyridinium chloride has been discussed particularly by Audreith2 and Starke.3 However, since this is not familiar chemistry in its nonaqueous setting, it is perhaps well to point out some general metallurgical principles and applications. One can use, as point of departure, the fact that HC1 dissolved in pyridine is an acid very much the same as aqueous HC1. It thus gives essentially all the reactions of the HC1 with which we are familiar. However, when the ratio of HC1:pyridine reaches 1:l (a ratio far higher than is possible with H2O) the solution becomes solid C5F5NHC1, pyridinium chloride.* Inter- estingly, the acidic properties of HC1 persist in this medium, although they are manifest only in the molten state of the compound. Some typical reactions of divalent metal compounds which we have carried out in our laboratories are the following: 2PyHCl + Zn — (ZnCl2) + H2 + 2Py 2PyHCl + MnO — (MnCl2) + H2O + 2Py 2PyHCl + CuS — (CuCl2) + H2S + 2Py 2PyHCl + CaCO3 — (CaCl2) + H2O + CO2 + 2Py In these equations, the parentheses indicate a solvated compound which in water would be predominantly a hydra ted cation but which in molten PyHCl will more likely be a complex chloro-anion of the type MC14-. Some important physical properties of pyridinium chloride (PyHCl) are given in Table I. One sees from the data in Table I that at the temperature of molten pyridinium chloride both water and pyridine will boil away. Thus the system will be kept anhydrous. For this reason the reaction 2NbCl5 + 5H2O— Nb2O5 + 10HC1 has no counterpart in molten PyHCl. Instead, the chloride is made even more stable by the formation of a hexachloro complex: Nb2O5 + 12PyHC1 — 2PyHNbC16 + 5H2O + 10Py One interesting property of these complexes is their thermal instability which for the case of niobium can be illustrated as PyHNbCl6 — PyHCl + NbCl5 With a view to possible use of this chemistry in ore treatment, we have attempted to dissolve Pyrochlore (essentially FeO - Nb2O5) and recover the NbC15 from it.

Equations for the heat effects of additions of mixtures of multicomponent phases to a solution have been derived in terms of the enthalpy interaction coefficients. By these equations and the measured composition dependence of the heat effects on addition of mixtures of Ag-Cd solid solutions and elemental gold to liquid tin-rich solutions, values of the enthalpy in-teraction coefficients in tin-rich solutions at 541°K have been obtained. Analysis of these results in terms of the regular solution theory and the quasichemical theory suggests that near the melting point of the solvent association in the solution becomes important. SEVERAL recent papers have discussed the nature of dilute solutions on the basis of measured enthalpy interaction coefficients. l-3 These coefficients contribute to the understanding of the constitution of solutions and can be used for the evaluation of thermo-dynamic data of multicomponent systems. Their experimental determination, however, is laborious. This communication reports values of the enthalpy interaction coefficients of silver, cadmium, and gold in liquid tin-rich solutions obtained from the measured heat effects of additions of mixtures of Ag-Cd solid solutions and elemental gold to liquid tin-rich solutions. These measurements were made in the course of the determination of the heats of formation of Ag-Cd solid solutions reported in a concurrent publication.4 THE HEAT EFFECT OF AN ADDITION TO A SOLVENT This analysis is concerned with the addition of a mixture of multicomponent phases from the temperature To to a solvent of known composition at temperature T. In a study of the kinetics of flotation of coal, employing a single-cell continuous flotation system, Jowett and Safvi1 pointed out that it was experimentally impossible to float all of the coal which could be floated in a batch tests. On the other hand, deBruyn and Modi, in a discussion of their paper, suggested that under certain conditions the recovery of floatable material from a similar one-cell continuous system would have been 100%.2 Both of these pairs of authors make the assumption that a state of perfect mixing exist in the flotation cell. This assumption, usually made by investigators studying flotation kinetics in a continuous system, has been confirmed experimentally on several occasions. The work is summarized by Arbiter and Harris.3 It is the purpose of this note to demonstrate that, for conditions of perfect mixing, one of two conditions exist: 1) the recovery of floatable material is 100%, and the flotation is infinitely fast, or 2) the recovery of floatable material must be less than 100%. This theorem can be proved simply in the following manner: 1) If recovery, R, of the floatable material is 100%, the concentration in the tailing must be zero. Mining is both exciting and rewarding-although at times somewhat frustrating-and we all can have real pride in our industry, in its people, and in its accomplishments. It is, however, with concern that I have noted a deterioration in this Country in what might be called mining&apos;s stature and in the growth of a belief in many quarters that our mineral reserves are rapidly approaching exhaustion. In other words, there is a popular image that we are fast becoming a "have not" nation in many respects and that the domestic mining industry can no longer be considered, in the vernacular of Wall Street, to offer much in the way of "growth potential." I do not subscribe to this hypothesis, nor do I believe that the record of the mining industry bears this out. However, let me add that we can, in time, talk ourselves into this frame of mind and we can hasten the day when this very well might come about by unnecessary and unwise legislation or regulation. My remarks today are basically designed to give my reasons for refuting this negative philosophy and to review our record. With your help, I know we can improve our image, and the public&apos;s recognition of our industry&apos;s peculiar problems.
