EXPANSION initiated during and after the war has placed industrial plants in new areas and increased reduction and manufacturing facilities in communities already established. With added expansion interest has grown in possible area contamination from waste products. Evolved flue waste contains many chemical contaminants that may or may not cause concern; however, atmospheric pollution has always been a problem to industrial communities. For some time effects attributed to small quantities of compounds of fluorine in various waste gases have been studied by industrial, medical, agricultural, and associated interests.1'2 Aside from an article by Churchill, Rowley, and Martin in 1948," little has been published on the subject of fluorine in coal except by foreign investigators. The first indication of fluorine compounds in coal was noted in England in 1934 by R. Lessing,4,5 who found that the presence of fluorine in Midland and West County coals was definitely established by etching of glass and by severe corrosion of porcelain fillings in a gas works scrubber. Etching of glass in a direct contact annealing kiln initiated research, and in 1944 four papers were published by H. E. Crossley,6-9 giving results of investigations of fluorine in coal of England by the Fuel Research Board, Department of Scientific and Industrial Research. These investigations studied methods of determining fluorine, the quantities present in various coal deposits, the geographical distribution of fluorine in British coals, occurrence of fluorine in minerals associated with coal, amounts of fluorine compared to other constituents of coal, the nature of fluorine compounds, and industrial significance of fluorine in coal. It was shown that British coals contain from 5 to 200 ppm of fluorine, which is probably present as fluorapatite [Ca10F2(PO4)6], often written as [3Ca3P2O8.CaF2]. The fluorapatite is intimately associated with shale in some coals and can often be separated from these coals along with the shales. H. E. Crossley8 also reported no correlation between the amounts of chlorine, sulfur, or ash and the amount of fluorine in different coals. He found, however, a relationship between the content of fluorine and phosporus in many British coals. Thus it should be possible to anticipate likely fluorine-rich coals from existing data giving phosphorus content. The mines of the St. Joseph Lead Co. in St. Francois County, Missouri, form a roughly triangular area of about 45 square miles. Locally this is known as the Lead Belt. The four operating mines in the area at present are the Federal, Leadwood, Desloge, and Bonne Terre, in decreasing order of mine area and daily production. Mining began in 1864 and has been carried on in the district continuously since that time. As a group, the Lead Belt mines now handle 20,000 gal. per min. of water, average head about 465 ft., against a normal daily ore tonnage of 21,200 tons. For a six-day operating week this gives a ratio of 6½ tons of water per ton of ore. Total average pumping in 1931 was about 15,000 gal. per min. Since that time a large area of virgin territory has been opened, much of which has had temporary flush flows. About 75 per cent of the water enters in certain restricted very wet areas. Production figures are given in Table I. The figures by divisions for 1931 and 1941 are not exactly comparable, as there were several transfers of pumping loads from one division to another during that period of time. Geology The, basement formation in 'the Lead Belt area consists of the pre-Cambrian rhyolite porphyry and granite. Overlying this is the La Motte sandstone, of Middle Cambrian age, which offers a good medium for circulation of water. It varies in thickness up to 400 ft. Above this is the Bonne Terre dolomite, approximately 375 fl. thick, which in turn is overlain by the 150-ft. Davis shale. The formations above this, present in the Lead Belt in small areas only, are of minor importance. The ore bodies occur as large, horizontal tabular masses or as long, narrow runs; they are found throughout the Bonne Terre but largely in the lower 150 ft. The rather indefinite contact with the La Motte is a favorite ore horizon. Milling is entirely by open stope and pillar breast systems. To the south, west, and north of the district, sandstone outcrops are few and limited. Heavy faulting bounds The district on those sides and probably there is little if any artesian circulation from those directions. It is with sincere regret that the members of the Institute will have heard of the death, on March 17th last, at Terre Haute, Ind., of Professor Charles 0. Thompson, A.M., Ph.D., President of the Rose Polytechnic Institute of that city, and for many years pre viously the head of the Worcester County (Mass.) Free Institute of Industrial Science, and in 1881 and 1882 one of the managers of this society. To us he was chiefly known by the excellent character of the work which he had performed, as a recognized leader among the technical educators of the country. He was a constant, and interested atten dant at our meetings, seeking to acquaint himself not less with all that was noteworthy in the practical attainments and developments of the branches of industry represented by our membership, than with such such facts as would be of service to him in shaping or guiding a wise course of instruction in the institutions of which he had charge. We shall not soon forget him, or the genial courtesy of his manner, or his ready words and thoughtful comments. Charles Oliver Thompson was born September 25th, 1836, at East Windsor Hill, Conn., where his father, Rev. William Thomp son, D.D., was professor in the Connecticut Theological Seminary, since removed to Hartford. The son was fitted for college under the late Paul A. Chadbourne, and entered Dartmouth College in 1854. He was graduated in 1858 with honors. In all the studies of his course he had maintained a high rank, but showed marked proficiency in chemistry and mechanical philosophy. In 1861 he received the degree of A.M., followed by that of Ph.D. from his own college in 1879, and from Williams in 1880. In September, 1858, the year of his graduation, he became principal of the Peacham Academy, Vt., remaining in that position until November of 1864, though during that period he devoted several months to practical work as a surveyor and civil engineer. Thus his experiences were developing the qualities which, later on, fitted him to carry out so successfully the plans of the thoughtful projectors of a new system of technical education, along a path before untrodden, but which the test of time and the indisputable proof of success have shown to be both wise and fruitful.

Robert T. Walker and Woodville J. Walker (Walker Engineering Corp., Salt Lake City)—Mr. Kinkel's article embodies, in condensed form, the results of the first detailed and complete geological survey that has ever been made of the long neglected but potentially very important West Shasta Copper-Zinc district, in Shasta County, California. In view of the difficulties of the terrain and the complexity of the geological structure, this represents a notable achievement, and it is with regret, therefore, that the writers find it necessary to differ from Mr. Kinkel's conclusions on two important points. The first has to do with the interpretation of two members of the stratigraphic column of formations in the district; for purposes of comparison, the description of these two members according to Mr. Kinkel is shown parallel to the description of these members according to the writers, see Fig. 14, Mr. Kinkel's nomenclature being used. The first member, which Mr. Kinkel terms the upper unit of the Balaklala rhyolite, consists of a single, massive, homogenous body of very silicious igneous rock, consisting almost wholly of quartz and albite, and averaging about 80 pct silica. Most geologists of the U. S. Geological Survey who have previously inspected the district have called it an alaskite. It is not a pile of several members, but is a single unit, without internal subdivisions. It has the form of a recumbent lens, approximately flat on the bottom and arched on top, several miles in diameter, and attaining a maximum thickness of 1000 to 1200 ft. It varies in texture from porphyritic to holocrystalline, and contains unusually large quartz phenocrysts up to 4 mm diam. Mr. Kinkel considers this formation to be a thick lava flow that is older than the overlying Kennett shale, while the writers interpret it as being intrusive, constituting a domed sill or laccolith that is younger than the Kennett shale. Their reasons are as follows: 1) This formation shows none of the features which within the writers' experience invariably accompany very silicious lava flows. Nowhere is it vesicular; nowhere does it contain any glass or its devitrified equivalent; nowhere does it contain flow breccia; and nowhere has it a ragged top, in spite of the fact that there is no evidence of surface erosion, which might have removed such a top.

The New River coal-field embraces that portion of the Appalachian coal formation which lies on the waters of the New River, principally in Fayette and Raleigh counties, West Virginia, covering a strip of territory about forty miles in length along the line of the Chesapeake and Ohio Railroad from Quinnimont to Kanawha Falls, where the New River empties into the Kanawha, the railroad following the banks of the river the whole distance. (See map.) Between Kanawha Falls and the Valley of the Ohio lies the great Kanawha region, and these two coal-fields possess a greater variety of coal than can be found in any other portion of the country, enabling them to furnish the best fuels for any of the various demands of manufacture or domestic use, the Kanawha region possessing many varieties of gas, hard splint, and cannel coal, and the New River region bituminous and semi-bitnminous, steam and coking coal. The New River, in its westward course towards the Kanawha, has cut its way entirely through the Sera1 conglomerate or No. XII of the Pennsylvania Reports, the Umbral red shales of No. XI appearing at the foot of the mountains at the eastern end of the region at Quinnimont, one of the upper ledges of the Conglomerate forming the summits; while at the western end, at Kanawha Falls, the top of the Conglomerate is nearly down to the level of the river, a portion of the " Lower Productive Measures" forming the greater portion of the mountains. These mountains rise abruptly from the banks of the river to a height of from 800 to 1200 feet, leaving only here and there narrow strips of bottom land, a few acres in extent; and as the measures consist principally of hard sandstones, shales, and conglomerates lying ill a nearly horizontal position, the mountain-sides are very precipitous, with many long and high cliffs, which, with the great height of the mountains, give the country a very rugged appearance. Along the sides of these mountains fronting on the New River and its many tributaries there are exposed the outcroppings of several veins of bituminous and. semi-bituminous coal, varying in thickness from a few inches to over four feet, five of them being workable, or

The primary recrystallization textures of 11 single crystals cold rolled 70 pct were determined. The effect of crystal orientation on recrystallization behavior was investigated also and found to be large. An exception was found to the relationship that strong components of the recrystolliza-tion texture are rotated from the cold rolled texture by 30° about <110> axes, but generally this relationship was found to hold quite well. Evidence supporting oriented nucleotion was found and discussed in terms of probable active slip systems and <110> edge dislocations. THE present paper is one of a series&apos;.&apos; on recrys-tallization phenomena in cold rolled 31/4 Si-Fe single crystals and is mainly concerned with the textures produced on recrystallizing from stable end orientations. Data for the cold rolled textures of the crystals used have been reported by Koh and Dunn." Their results showed that the sharpness of the cold rolled textures varied throughout the range of stable end orientations and that the tendency to re-crystallize was related to the sharpness of the cold rolled texture, wherein the rate of recrystallization increased and the size of recrystallization grains decreased with decreasing sharpness of the cold rolled texture. In the project under consideration the cold rolled crystals involved a range of initial orientations that, together with those studied earlier,&apos; provide information on several points. The first point is whether the recrystallization texture from a (111) [112] cold rolled texture, a stable end orientation that can be approached from different directions, correlates in any way with the initial orientation before cold rolling, or whether the recrystallization texture is entirely determined by the observable features of the cold rolled texture. The second point involves a preliminary study to see if the main components of the recrystallization textures correlate with the most probable active slip systems. The third point is to determine what effect departure from slip on one slip system has on the tendency to recrystallize. Experimental Procedure Nine specimens from a previous investigation and two additional ones from thicker stock (lot D) but of similar composition to the others were used in the present work. The latter two crystals, like the nine, were cold rolled to a reduction in thickness of 70 pct and the amount of widening was determined. Depending on their primary recrystallization behavior, the cold rolled crystals were given short or long anneals at temperatures of 980°C or higher. Table I summarizes the data on initial orientations, the textures obtained by cold rolling, and the anneals given to provide samples for the present work. Fine grained specimens were thinned to 0.002 in. thickness and placed in an integrating specimen holder. Chart recordings using a transmission X-ray method and MoKa radiation were obtained for diffraction from (110) planes. This method,&apos;,3 which gives data for all of the pole figure except a central region of 30" radius, proved sufficient to give generally five, and sometimes six, of the six possible pole concentration areas of any one component of the texture. These data, therefore, were generally adequate for a positive identification of each component present. The first texture obtained for specimen B-2 was poorly defined because of too coarse a grain structure and therefore too few crystals in each component for satisfactory X-ray reflections. The same

HOT-DIPPED heat-treated zinc coatings on sheet steel were examined with X-rays. The phases identified were compared with those listed in the modern literature of the zinc-iron system. The zeta (FeZn13) phase is shown to correspond to the phase found by Schueler (1925) in heat-treated zinc coatings. An investigation was undertaken to determine the phases present in hot-dipped FIG. This kind of coating on wire was studied some years ago by Schueler1 by microscopic and chemical methods. He reported a new phase, FeZn10. Later, Clark and Stillwell,2 using X-ray crystal analysis, identified a new phase in ordinary galva-nized wire, which was assumed to be the FeZn10 phase.

Instantaneous outbursts of coal in underground workings have occurred frequently in various coal fields in Nova Scotia; British Columbia; Canada; South Staffordshire, England; and the states of Washington, Virginia, West Virginia and eastern Kentucky in the United States. Such outbursts in eastern Kentucky have been called "mountain bumps " because they are more likely to occur under mountain cover than elsewhere, but recently they have become generally known as "coal bumps." The eastern Kentucky coal field has been troubled by these outbursts since 1923. Many men have been injured and killed, and the morale of the workmen in the vicinity of such outbursts has been affected to such an extent that mine production has suffered for a considerable period following each outburst. Such phenonlenal occurrence in any coal field naturally has led to discussion as to the cause and means of prevention. In the eastern Kentucky field, local mine officials, workmen, mining engineers, and many others have offered many ideas as to the cause and many methods of prevention have been suggested, and tried without success. Some of the plans were either practically or economically unsound and in general impossible to follow. To enumerate all the suggestions would require a large volume. One cause mentioned was that they might be due to gas under high pressure, as in Lower Silesian mines, and the remedy reeommcnded was to drain the gas by drilling holes into a suspected area. A hole 30 ft. long was drilled into a 60-ft. pillar to allow the gas to drain off, hut the pillar bumped the next day. Realizing the importance of obtaining the best information available on coal bumps, the writer, with the permission of the Harlan County Coal Operators&apos; Assoeiation, invited Mr. George S. Rire, Chief Mining Engineer of the U.S. Bureau of Mines, who had investigated bumps in several countries, to conduct an investigation of coal bumps in this field. Mr. Rice, by permission of the Director of the G.S. Bureau of Mines, accepted the invitation, and it was the writer&apos;s privilege, in company with

THE mines of the United States Coal & Coke Co. are located in the Pocahontas coal field, in McDowell County, West Virginia. Twelve plants have been opened and equipped, of which, by reason of the present business depression, only nine are now in operation. These twelve plants serve eighteen mines; some of the plants having several openings, in either the same seam or in different seams, tributary to the same tipple. Only nine of these mines are now being worked at the plants in operation. Construction work was begun in 1902, and coal from the first three plants started was shipped in December of that year. An additional plant was opened in 1903, two in 1904, two in 1905, two in 1907 and the last two in 1908. On Jan. 1, 1915, the plants have been in operation an average period of 8.8 years. The rules of the company, which have been in operation since work was first begun, are similar to those in use by the H. C. Frick Coke Co. at its mines in Pennsylvania, in which "Safety First" was incorporated as early as 1907; and it has always been the policy of both companies to look carefully after the safety of their employees. Although the field is an extension of the old Pocahontas field, the mines, located upon a new branch railroad, are away by themselves, and, as is usual in such cases, the class of labor attracted at first was temporary in character. The rapid development of the mines required the employment of many new men and officials each year; and, while the accident record from 1904 to 1909 was as good as the average of the field, it was felt to be not as good as it could be made, and a determined campaign was inaugurated for preventing accidents of all kinds. Fig. .1 shows the tonnage of coal produced per fatality, both total and for inside accidents only, at our mines; the tonnage per fatality of all West Virginia mines, and of those in the Pocahontas field.

THE central Ozark region of Missouri has inter-ested geologists and mining engineers for many years. Of particular interest are the mineralized sink-hole type deposits, some of which have produced large quantities of iron ore. Deposits of coal are also known in this part of the State, and in mode of occur-rence are similar to the iron ore deposits. Occurring in the same general area, and often associated with coal, are deposits of high-grade non-plastic flint fire clay, and high alumina or diaspore clay. At present these clays are the most important materials being mined from the sink-hole type deposits. Deposits of high-grade flint fire clay have been known to occur in this region for many years, the Kelley pit near Rolla, Phelps County, being discovered in drilling for iron ore shortly after the close of the Civil War. Mining operations had disclosed at an early date masses of rough, open-textured "sandy" clay associated with the flint fire clay. Some of the hard flint clay also con-tained rounded shot-like particles of "sand." Both types of clay were considered of inferior grade and unsuited to the manufacture of fire brick. These clays were discarded in mining as value-less, in some instances being used for road metal. Some knowledge of the high alumina content of this sandy material had been obtained by 1908 1, and by 1917 the high alumina content was gen- erally known, and commercial shipments of what is now called diaspore clay were being made. These deposits of diaspore clay associated with flint fire clay form the only known deposits of commercial importance in North America. The production of diaspore and flint fire clay at present exceeds that of any former year. Statistics covering the production and value of the former were not collected prior to 1922, and the figures given below do not cover the tonnage of clay mined by companies and used in their own plants, so that the total produc-tion probably is much larger than that indicated. The figures were collected by the U. S. Geological Survey and the U. S. Bureau of Mines in cooperation with the Missouri Bureau of Geology and Mines.

THE tin deposits of Cornwall appear to have been worked for at least 3000 years. Prior to the sixteenth century, the tin came exclusively from alluvial deposits. At that time, shallow pits or mines were started in the hill sections. Mining of copper seems to have begun at the same time, but does not appear to have been especially important until about 1700. From that time until the close of the nineteenth century, copper was of major importance. Lead, and to a lesser extent, other metals, such as antimony, iron and manganese, were produced in commercial quantities during the same period. With the opening of the eighteenth century carne increasing difficulties with water because of the increasing depth of the mines. Among the efforts made to overcome this difficulty was the construction of the "Great County Adit," begun in 1748, taking 20 years to complete, and with its branches having a length of 20 miles. Adits proved capable of handling-only a few of the water problems, and led to rapid adoption of the steam pumping engine in the latter part of the eighteenth century and the early part of the nineteenth. It was in this period that the Cornish pumping engine, still considered by Cornishmen to be the most satis-factory unit for handling large quantities of water, carne into existence. The development of a means of controlling the water made possible the opening up of a number of rich deposits where profitable work-ing was further assisted by numerous improvements in mining and milling machinery. During the middle of the past century, Cornwall, with an average yearly production of 10,000 tons of tin metal and an even slightly larger tonnage of copper, enjoyed a period of unprecedented prosperity. How-ever, the relatively high prices of both copper and tin served not only to encourage prospecting (and much speculation) in Cornwall, but also in other countries. The rapid development of copper mines in the United States, together with sudden impoverishment of the lodes with increasing depth in the greatest of the Cornish copper mines, brought the copper boom to an abrupt end, the production of copper at the close of the cen-tury being negligible in importance and being secured in large measure

After a long struggle with an underground mine-fire and its accompanying evils, having experienced the discouragement of many retreats, the uncertain hope of varying advances, and the gratification of final success, I am tempted to give the members of the Institute some of the details of the fight. I do not write with the thought of treating a novel subject, but with the hope that some one as unfortunate as ourselves may be led by our experience to avoid our mistakes and to profit by our successes. The fire occurred on June 16, 1890. It was a calamity awful in its results, ringing the death-knell of thirty-one stalwart miners, bringing sorrow and desolation to many homes, and destroying in a few hours the work of years. While there have been a number of disasters in the history of American mining in which there was a greater loss of life and property, I know of none in which so simple a cause led to results so serious. A description of the mine, with the details of the accident, is necessary for a full understanding of the conditions existing at the time. The Hill-Farm-Parrish mine is in Dunbar township, Fayette county, Pa., about one mile from Dunbar station, on the Pennsylvania and Baltimore & Ohio railroads, about four miles south of Connellsville, nine miles northeast of Uniontown, and in the heart of what is celebrated as the Connellsville coke region. The mine is owned and operated by the Dunbar Furnace Company ; and all the coal produced is made into coke and used in the company&apos;s furnaces, one mile to the east. The mine is opened by two slopes, the HillFarm and Parrish, the latter known also as the Ferguson. The Hill-Farm slope is 2600 feet northeast of the Parrish. There are 150 ovens at the former and 70 at the latter slope. The Hill-Farm slope is 4100 feet in length, and the length of the Parrish at the time of the accident was 3700 feet. In 1939 the production of crude oil in New York totaled 5,105,000 bbl. This marks the third consecutive year production of crude oil has exceeded 5,000,000 bbl. and only once has this total been surpassed—in the year 1882, three years after the discovery of oil in Allegany County, when the annual production was more than 6,000,000 barrels. The most gratifying feature of the industry was the increased demand for lubricants, which resulted in advanced prices for crude. From a price at the beginning of the year of $1.68 per barrel, six advances totaling 82c brought the year&apos;s closing to $2.50 per barrel. A further increase in price on Jan. 1, 1940, to $2.75 per barrel places the local industry in a strong position for the year&apos;s operations. Most of the oil production of the state is now obtained by water-flooding, and the industry is practically stabilized. No new pools have been discovered in over 25 years, and border drilling indicates little prospect of extending the boundaries of the fields beyond their present limits. Deep drilling to the Oriskany sandstone in and close to the present oil fields hay failed to find oil in substantial amounts. Altogether, the oil pools of New York have produced during the 60 years that they have been exploited approximately 125,000,000 bbl. of oil. Following the flush production of 1882, the annual production gradually dccrcased and the year 1912 marked an all-time low of only 782,000 bbl. In 1919, as a result of flooding operations, a definite upward trend in oil production was recorded. During that year also the production of oil by water-flooding methods as approved by Legislative action. In the 21-yr. period beginning with 1919, oil production in the state ha.: totaled 60,338,000 bbl. Thus it will be seen that by the aid of flooding methods nearly as much oil has been produced in the last 21 yr. as in the preceding 40 yr., although the Iatter period included the flush production in 1882. As there is little hope of extending the area of the present producing oil fields of the state, producers and refiners are concerned regarding the future life of the fields. The most gratifying feature of the industry was the increased demand for lubricants, which resulted in advanced prices for crude. From a price at the beginning of the year of $1.68 per barrel, six advances totaling 82c brought the year&apos;s closing to $2.50 per barrel. A further increase in price on Jan. 1, 1940, to $2.75 per barrel places the local industry in a strong position for the year&apos;s operations. Most of the oil production of the state is now obtained by water-flooding, and the industry is practically stabilized. No new pools have been discovered in over 25 years, and border drilling indicates little prospect of extending the boundaries of the fields beyond their present limits. Deep drilling to the Oriskany sandstone in and close to the present oil fields hay failed to find oil in substantial amounts. Altogether, the oil pools of New York have produced during the 60 years that they have been exploited approximately 125,000,000 bbl. of oil. Following the flush production of 1882, the annual production gradually dccrcased and the year 1912 marked an all-time low of only 782,000 bbl. In 1919, as a result of flooding operations, a definite upward trend in oil production was recorded. During that year also the production of oil by water-flooding methods as approved by Legislative action. In the 21-yr. period beginning with 1919, oil production in the state ha.: totaled 60,338,000 bbl. Thus it will be seen that by the aid of flooding methods nearly as much oil has been produced in the last 21 yr. as in the preceding 40 yr., although the Iatter period included the flush production in 1882. As there is little hope of extending the area of the present producing oil fields of the state, producers and refiners are concerned regarding the future life of the fields. The Pinson Mining Co., which will start production in very early 1981, is the fourth Carbon-In-Pulp plant to be put into operation in the United States. The property is located in Humbolt County, Nevada, 38 km (24 miles) northeast of the town of Golconda. The famous Getchell Mine was also near Golconda and was the site of one of the early Carbon-In-Pulp plants in the 1940s. The deposit was discovered in 1971 by Reno based Cordilleran Explorations, which is founded by a consortium of Canadian mining companies. Cordilleran is a partnership consisting of John Livermore and Peter Galli. In 1972 a second but smaller deposit, called "Preble", was discovered at a location 15 miles south of Pinson. During 1980, a decision was made to place the Pinson deposit into production and Pinson Mining Company was formed. Ownership of Pinson is vested in Lacana Mining Inc. , Rayrock Mines, Inc. , Siscoe Metals, Inc., John S. Livermore, Peter E. Galli and Donald M. Duncan. Three distinct but connected ore zones occur at Pinson. Combined reserves of milling ore total 3, 200, 000 tons at an average (undiluted) grade of 4. 12 g per mt (0. 12 oz per st) Au. Initial mining will be from "A" zone which contains 1, 500, 000 tons with an average (undiluted) grade of 5. 8 g per mt (0. 17 oz per st) Au. An additional 5, 500, 000 tons of low grade ore will be mined from the Pinson deposit and processed by heap leaching. Mining reserves at Preble total at least 1, 500, 000 tons grading 2. 7 g per mt (0. 08 oz per st) Au. Production plans for the Preble deposit have not been formulated at the date of writing. Gold mineralization at both deposits is finely disseminated as sub micron sized particles. The ore at Pinson is structurally controlled and occurs in an Ordovician limestone-siltstone unit. Much of the ore has been silicified to a jasperoid. The ore zones have been entirely oxidized. Preble ore occurs in the Cambrian formation in a carbonaceous, limey shale. Only the upper part of the Preble is oxidized and amenable to conventional cyanide leaching. The Pinson ore body is adjacent to the mouth of Granite Creek in the Osgood Mountains at an elevation of 1, 615 m (5, 300 ft) with the mill being 1. 2 km (3/4 mile) from the mine at an elevation of 1, 495 m (4, 900 ft). The use of Na-montmorillonite clay hinders (Western Bentonite) in the pelletizing of iron ore concentrates is well established as is the idea that alternative binders must be found. 1-6 This note summarizes work done7 in evaluating a Wisconsin montmorillonite clay binder. The clay occurs in irregualr beds overlying the Prairie du Chien Dolomite and the St. Peters Sandstone near Hersey, St. Croix County. The raw Wisconsin clay contained 65% quartz and 35% clay minerals. The Na20to CaO ratio was 0.234. Suspension viscosity tests of the raw clay gave results only slightly better than water alone, even after treatment with activator materials. Sedimentation treatment reduced the quartz in the decantate to 5% after 240 min (four hours). Twenty minutes of sedimentation produced a decantate with 27.5% quartz which was found as effective as the 5% quartz decantate in pelletizing behavior. The 20 min decantate was used in subsequent tests. The decantate was filtered and dried at 110°(230°F). The minus 200 mesh portion of this was added directly to the magnetite concentrate. Pellets were made in a laboratory sized disc pelletizer from pastes consisting of ore concentrate, balling water (9%) and binder (clay, or clay + resins, or resins). The pastes were premixed in a Waring blender. The binders were: (1) 1% of a commercially used Western Bentonite; (2) 1 % or 3% of the Wisconsin clay (raw, or 20 min decantate); (3) 20 min decantate washed with activator solutions, (to exchange Na for Ca in the clay); (4) decantate with activator added in the balling water; (5) decantate with organic resins; (6) organic resins. Measurements of the 0.46 m (18 in.) Green Drop Number, the Dry Strength and the Fired Strength (fired at 1260°C (2300°F) for 30 min) were made. The dry and fired compressive strengths were determined on an Instron testing machine using a C-load cell and a F-load cell, respectively. The cross-head speed was 0.004 m/sec (0.1 in./min) for both. The results of each measurement were averaged for 15 pellets. A summary of those results is presented in [Table 1]. More detailed results and procedures are presented in another report.7 In addition to the effects on pellet strength due to various binders the effect of varying magnetite concentrate characteristics is noted in [Table l]. There, a few comparative data are shown for Cornwall, PA Magnetite, which has a generally liner particle size than the Black River Falls magnetite which was used for most of the tests.

By and large, I agree with many of the precepts discussed in the Saperstein paper. I believe there is much more that can be done on the local level to involve both government and planning in the mine permit review process. Admittedly, much can be done to improve discussion between the state regulatory authority, local authorities, and mine operators. However, I strongly disagree, as suggested in the paper&apos;s conclusion, that such a system, as outlined in Saperstein&apos;s paper, could result in a reduction of review time or a lowering in the cost of permitting. The implementation of such a system by its very nature would only add a new level of bureaucracy to an already cumbersome process. This system, in my opinion, would only add to the cost of permitting and the time necessary to obtain a permit. Admittedly, it would achieve the result of adding local influence into the permitting process, but at what off-setting cost? It has been my professional first-hand experience and observation in the permitting and lands unsuitable processes to note that under the present system, local governments that do feel they have a stake in local mines and actively advocate their position (not simply comment), have had significant input into the conduct of mining and reclamation plans in their areas. Mining companies that mine in these areas are aware of local interests and attitudes, and do consider them in their plans. Simply put, local governments that want to get involved and want to play significant roles can and do. Those that do not advocate a position or have no input to offer do not. Although the present system is not as direct in effect in regard to local control as Saperstein&apos;s, it does work. It does so without the red tape that would result from developing miniature regulatory authorities in every county in which mining occurs. Although local input is important, there are many more sections of the Surface Mining Control and Reclamation Act (SMCRA) than Sections 508(a)(8) and 522(a)(3)(A) that also are important. It appears Saperstein&apos;s paper may overindulge these sections. An additional specific comment is made in regard to the statement that while local areas benefit from mining (wages, salaries, and purchases), they also endure environmental deterioration caused by mining affects. It is believed that the whole purpose for which SMCRA and its resulting regulations were enacted and developed was so mining would not be permitted if significant environmental deterioration could occur. Therefore, it could be argued that this point under current law is moot.

Dr. Robert Bell died on June 18, 1917, at Rathwell, Manitoba, in the seventy-seventh year of his age. He was born in Toronto on June 3, 1841, and was a son of the Reverend Andrew Bell of the Free Church of Scotland. He was educated at the Grammar School of the County of Prescott, Ontario, and subsequently at McGill University and the University of Edinburgh. While still a boy of 15 years of age, he joined the Geological Survey of Canada, under Sir William Logan, in the capacity of Junior Assistant, and was rapidly promoted in the service, where lie remained-with but one short interval-for over fifty years, retiring as Chief Geologist and Acting Director in the year 1908. He married Agnes, daughter of the late Alexander Smith, of Westbourne, Glasgow, and Auchentroig, Stirlingshire, and is survived by one son and three daughters. Practically nothing was known of the geology of Canada, and very little with reference to its geography, when Mr. William E. (afterward Sir William) Logan was called upon to undertake the organization of the Geological Survey of Canada, and as its first Director to carry out the mapping of this vast area and the examination of its mineral resources. Dr. Bell&apos;s work as a member of Sir William Logan&apos;s staff in these early years consisted, therefore, exclusively of geological reconnaisance and geographical exploration. Even in later years, and until his administrative work confined him to his office, Dr. Bell&apos;s work remained essentially of this character. The exploratory traverses and track surveys which lie carried out were, chiefly within the area of the great Laurentian protaxis or Canadian Shield, which forms such a striking feature and which has played and will continue to play so important a role in shaping Canadian history and in influencing the character of the Canadian people. Dr. Bell&apos;s lines of exploration crossed and re-crossed this area from the Atlantic Coast to the Great Lakes on its western border, and from Lake Huron and Lake Superior on the south to the Arctic Sea, following the water ways of this great land. He also worked along the coast line when acting as geologist and naturalist to the "Neptune" Expedition in 1884, and to the "Alert" Expedition in 1885, both of which carried out explorations in Hudson&apos;s Bay and Hudson&apos;s Straits; also on the "Diana" Expedition in 1897, when he surveyed the coast of Baffin Land, and was one of the first white men who penetrated to the great &apos;lakes in the interior of that immense

ROBERT WOOLSTON HUNT, who joined the Institute in 1874, served twice as its President, was made Honorary member in 1919, in whose honor the Hunt prize and medal were established, and who, within a month, had received the Washington Award, died at his home in Chicago on July 11, 1923. Robert Woolston Hunt was born Dec. 9, 1838, in Fallsington, Buck County, Pa., His father, Dr. Robert A. Hunt, of Trenton, N. J., graduated from Princeton College in the class of 1824, and later from the Uni-versity of Pennsylvania. His mother was Martha Lancaster Woolston. Mr. Hunt spent several years learning the practical side of iron making in the roll-ing mills of John Burnish & Co. at Pottsville, Pa. Later he took a course in analytical chemistry in the laboratory of Booth, Gar-rett & Blair, upon the completion of which he entered the employ of the Cambria Iron Co. at Johns-town, and for them, on Aug. 1, 1860, established the first laboratory in Amer-ica forming an integral part of an iron or steel organization. In the fall of 1861 he en-tered the United States military service, and was in command of Camp Curtin at Harrisburg, serving as mustering officer for the State of Pennsylvania, with the rank of Captain. In 1864 he assisted in recruiting Lambert&apos;s Independent Mounted Company, and was mustered into active ser-vice as a sergeant, having tossed up with a friend who had also participated in recruiting the company, as to which one should receive a Lieutenant&apos;s commission. Upon being mustered out of service, Mr. Hunt returned to the employ of the Cambria Iron Co. which sent him to the works at Wyandotte, Mich., where experiments with the new Bessemer process of making steel were being conducted. He was placed in charge of those works in July, 1865, and so continued until May, 1866, when the Cambria company called him back to Johnstown to take charge of their steel business, intending at once to begin the erection of a Bessemer steel plant. The plant, however, was not built for several years, and in the meantime the Cambria company began the rolling of steel rails for the Pennsylvania Railroad, using ingots of Bessemer steel produced by the Pennsylvania Steel Co. at their Steelton works. Mr. Hunt had charge of the steel for these operations; and in August, 1867, the first steel rails made in America on a commercial order were rolled.
