The inherently sluggish nature of the reactions involving sulfide minerals, particularly molybdenite, in aqueous solutions under ambient flotation conditions make their investigation complicated and difficult. Since the physicochemical nature of sulfides is known to be controlled by electrochemical reactions, a number of attempts have been made in the past to study sulfide mineral-collector interactions through rest potential and electrode polarization measurements. The purpose of the present investigation was to study the interaction of potassium diethyldithiophosphate (KDTP) with molybdenite. In the present investigation of the interaction of KDTP at the molydenite surface, molybdenite electrode rest potential measurements and electrode polarization behavior were experimentally determined under various solution conditions. The standard reduction potential for the equilibrium between dithiophosphate ions (DTP-) and bis(diethoxythiophosphoryl)disulfide (DTP) [(DTP). + 2e :i7-± 2DTP- (1)] can be evaluated from the electrode rest potential measurements on a platinum electrode in deoxygenated KDTP solutions saturated with freshly prepared (DTP)2. In many years' experience as a maker and purchaser of cast-iron coated pipe, I have never met with any standard form of specifications for such. Each water-works company, employing a hydraulic engineer, has, under his direction, prepared complete specifications for the particular conditions required; but I cannot find that any two are alike; and each foundry, in bidding for the supply of such pipe, makes the price to cover the conditions' required. I, therefore, have the honor of offering to the Institute a form of specifications for cast-iron coated water-pipe, that may be found useful to water-works companies and others requiring pipe of this kind. The conditions are all reasonable, and can be carried out by makers without additional cost, and with advantage to the purchaser. Section 1 gives the kind of pipe, with its general characteristics. Section 2 specifies that neutral pig-iron shall be used, since such iron possesses the strength required, and is uniform in its shrinkage. The writer has dealt with the effect of various methods of melting copper upon the gas content of the metal.' The copper referred to in his earlier paper was melted in the foundry both in the oil furnace and the electric furnace. As the metal did not measure up to conductivity standard, the term "casting copper" was applied to the material in the title of the paper. It was thought that some information in regard to the gases in a sample of overpoled copper might also be of interest, and through the courtesy of C. R. Stevens, superintendent of the copper mill of the West-inghouse Elec. & Mfg. Co., such a sample was obtained. The metal was chill-cast in the form of an ingot about 7 in. long, 2 1/2 in. deep (from the base to the raised surface of the ingot) and from 1 3/8 to 1 7/8 in. wide. A photograph of part of the ingot is shown in Fig. 1. The effect of over-poling on the surface of the metal is here quite clearly shown.

C.-From a metallurgical standpoint, there are several ways in which a reduction of the tin consumed in commercial non-ferrous and white-metal alloys can be effected. First, a reduction of the tin, content of the alloy; second, substitution of part or all of the tin content by some other metal; third, a substitution of a different type of alloy, which in some cases also involves a change in mechanical design. The Bureau of Standards has been studying these methods of conservation for tin alloys, particularly in regard to babbitts and bearing metals, bronzes, and solders. Much of the information secured by the Bureau was obtained from answers to questionnaires sent to manufacturers and users of these materials, so that, in general, any of the following suggestions or recommendations can be considered as being practical and as having already been thoroughly tried. THE steel industry of the United States has depended in the past almost wholly upon imports for its supplies of manganese. Many of the important domestic sources yield ores leaner in their natural condition than the foreign ores the steel industry has been accustomed to use. To make them available, therefore, either' the ores must be concentrated or the practice of the steel industry modified. Roughly 25,000 T. annually of high-grade manganese ores are used for dry batteries, for chemical purposes, and in other ways; while approximately 750,000 T. are required for making steel. By present practice, every ton of steel takes an average of about 14 lb. (1.8 kg.) of metallic manganese. This is generally added to the steel in the form of an alloy, the standard alloys being the 80-per cent. ferro-manganese and the 20-per cent. spiegeleisen. During the year 1917 286,000 T. of ferromanganese and 193,291 T. of spiegeleisen were made in this country, the former largely from imported ores; and 45,381 T.

WE are approaching the depletion of our principal source of iron ore-the Great Lakes deposits, which have provided 85% of the nation's requirements for the past fifty years. This situation presents a threat to our standard of living and our position as a world power. Fortunately, in the Great Lakes region there are still tremendous quantities of potential iron ore in the form of the low iron, high silica rock called taconite. The economical extraction of iron from taconite will insure our future steel supply if no new deposits available to the United States even in time of war are discovered. In the new process presented here, the iron is reduced directly by a simple method and then separated from the silica. The product is "feed," not to the blast furnace, but to the steel plant. This process requires very much less plant, less physical and chemical treatment, and less fuel and auxiliary materials than the conventional ore concentration-blast furnace method. In my opinion, this new, fundamentally different approach offers a better hope for the solution of the iron ore problem.

PRIOR to 1934 all haulage of ore and stripping on the Mesabi Range was by rail. Early rail systems had small narrow-gage locomotives with correspondingly small dump cars. These trains were replaced with larger standard gage rail systems powered by steam locomotives ranging up to 224 tons in weight, which have in turn been replaced by diesel electric locomotives. Along with this development cars have been increased to 30-cu yd capacity. Improvement of cars includes alloy steel construction for lower over-all weight and use of roller bearings to decrease rolling resistance. Despite all of these developments, the total material hauled by rail on the Mesabi Range has decreased every year. Yet, this is no reason to believe that rail haulage is becoming obsolete. Its adaptation to small mine operation has become impractical, but in large mines where normal railroad grades are possible or where hauls to plants or dumps are long, rail haulage is still one of the most economical methods of transporting large quantities of material.

Bacterial leaching of copper and uranium is practiced under acidic conditions in environments furnishing sulfur and iron. However, many mineral deposits do not have these conditions; the chalcocite and native copper deposits in Michigan's Upper Peninsula are examples. Species of bacteria and fungi isolated previously from samples taken at the White Pine Copper Co. tailings pond and mine, were screened for solubilization of copper from chalcocite ore and flotation concentrate and from native copper jig concentrate. Certain Penicillium species solubilized significant amounts of copper under neutral to slightly acidic conditions in a carbon and nitrogen-enriched medium. Leaching apparently was accomplished by release of metabolites which chelated with the copper. The copper yield was highly dependent upon the medium composition and the concentration of copper in the source material. The standardized procedures which were developed in an attempt to maximize copper yield in leaching times of three to five days are described. This preliminary research indicates a biological leaching process for copper which is different from those in use, but whether it can be applied economically remains to be determined.

Close examination of most so-called new processes in mineral dressing reveals that they were conceived and developed a long time ago. High-intensity magnetic separation is no exception. Although its application in iron ore beneficiation seems new, in Germany the process has been commercially successful for almost two decades. High-intensity separators have long been standard equipment in the glass sand industry; they have also been used in concentrating some of the more unusual paramagnetic minerals. The basic features of an induced-rotor, high-intensity magnetic separator were described by Désiré Korda in Paris in 1905,1 and many patents have since been issued for improvements on the original design. Fig. 1 shows the basic design of an induced-rotor separator. Several U. S. manufacturers have been supplying induced-rotor separators for many years, but these are all devices of relatively low capacity, not suitable for treating such low-cost commodities as iron ore. On the other hand, two German manufacturers are offering induced-rotor separators of high capacity, both proven in the field.

INTRODUCTION The Climax Mine is located on the continen¬tal divide, on Fremont Pass, about 145 Km south west of Denver, Colorado. Molybdenum, along with the by products, tungsten, tin, and pyrite are produced from both the open pit and under¬ground operations. The underground operation utilizes a panel caving mining system, and produces in excess of 27,000 mt per day. In the mid 1930's, the Climax mine began changing from a grizzly level layout to the slusher drift system which is still in use to¬ day. Over the years, the slusher drift layout has been refined to correct, improve, and sim¬plify minor operational problems. In common with most older hardrock mines, the development equipment used at Climax was the standard rail mounted, pneumatic mining machinery. This type of equipment remained in use, at least to some degree, until about four years ago. For production, 112 Kw electric slushers were used, while mine traffic was rail with trolley locomotives. Transition in the underground coal industry, begun with the passage of the Federal Coal Mine Health and Safety Act of 1969, should be completed midway in the 1972-80 period. Surprisingly, many of the far reaching effects of this act have been, for the most part, beneficial to the industry from the standpoint of health, safety and basic operating standards. Production has dwindled, but the next few years will see production declines level out. Average declines of approximately 27% have been recorded since passage of the 1969 act, with costs increasing an average of $1.50 per ton throughout the industry. Nationwide averages presently are in the range of 14 tons per man-shift, and by 1980 this may be further reduced to a 10-ton per man-shift average for the industry. But in spite of the many temporary set-backs affecting the industry, the marketing opportunities are clearly visible. Due primarily to the energy squeeze facing the U.S. over the near term, the 'underground coal operator is and will be enjoying unusual leverage in selling his product.

INTRODUCTION LKAB produces iron ore in several mines in northern Sweden, and has been doing so for nearly 100 years. Total production to date is 600 million tonnes of finished products of various kinds (pellets, lump ore, fines). Close to 400 million tonnes have been produced by sublevel caving. This method has been the company's standard method for more than 20 years. A review of the development of equipment over the past 15 years and an outlook up to about 1990 leads to the following general re- flections concerning probable trends. Trends for all equipment are increasing precision and stricter environmental requirements will necessitate cabs, remote control etc to an increasing extent. Conventional sublevel caving can be broken down into the following unit operations: 1. Planning incl prospecting drilling. 2. Horizontal drilling. 3. Fan drilling. 4. Charging and blasting. 5. Loading and haulage at sublevels. 6. Ore drawing in chutes. 7. Rock reinforcement. 8. Production service. FROM the time of its organization down to 1917, a period of more than eighty years, Phelps, Dodge & Co. was seldom involved in what could be called a major labor difficulty. Behind this remarkable record lay both a philosophy and its practical application. The philosophy was an attitude toward society called the Golden Rule. That philosophy had been a living principle in the lives of the founders of the company, Anson Phelps, Daniel James, and William E. Dodge. Their successors, William E. Dodge, Jr., and Daniel Willis James, accepted the same philosophy. Dr. James Douglas governed his life by it. All of these men and their families had given tangible expression to that conviction in benefactions of great magnitude and variety-churches, hospitals, educational institutions, libraries, missionary undertakings, and other organizations for human betterment, such as the Young Men's and Young Women's Christian Associations, and the development of model communities about their mills and factories. THE scarcity of values of tensile strength of rocks has been explained by the lack of successful testing procedures. In the case of mine rock a description is given' of the difficulties encountered in testing a cylindrical specimen, such as a core, by conventional methods. Over a period of years the following method has given definite and reproducible results with the weakest as well as with the strongest rocks. It does not completely supersede the use of cores with special fixtures but is a supplement in all cases where cores cannot be obtained, as from soft rocks, or in cases where it is less expensive to prepare test specimens by cutting them out of the rock instead of drilling cores. Principle and equipment are the same as for the test for tensile strength of hydraulic-cement mortar.' The test specimen, Fig. 1, has the shape of a briquet. While in the original cement mortar test the briquet is cast in a special mold, it is prepared from rocks in different ways, depending on how easily they can be cut and shaped. Soft rocks, which cannot be core-drilled with a carboloy or diamond bit, are simply hand-cut. Only two dimensions need be watched. The first is the 1-in. diam at the narrowest cross-section of the briquet. The other critical measure is the radius of curvature of the waistline, as the roller supports in the grips have a fixed distance. This radius is ground out of the solid by means of a carborundum grinding wheel having a 3/4-in. radius. Medium hard rocks can be core-drilled with a carboloy bit. The resulting core can be used for nondestructive sonic testing first, and after that for any destructive test. By using an EX-bit and by carefully placing the coreholes, preferably by using a tenplate such as shown in Fig. 1, it is possible to obtain from the rock a punched sample from which numerous tensile briquets can be made. The outside radius of the EX-bit differs from the radius of curvature of the briquet by 1/8 in., but this still permits placing and aligning the specimen in the grips. In the case of bedded rocks the core might have bedding planes normal to the plane of the briquets, and rocks can be tested in any arrangement of the bedding planes desired. Hard rocks, limestones, igneous, and metamor-whic rocks can only be diamond-drilled or diamond-cut. Here the method of getting the tension briquets by accurate placing of EX-drill holes is especially economical. The tops of the briquets made from hard rocks cannot be rounded; they are straight cuts made with a diamond cut-off saw and rounded off on a polishing wheel. Results: As long as specimens broke over the waistline the results were considered acceptable. Further statistical treatment of the tests' showed a satisfactory percentage of standard deviation. The tensile strength values obtained by this method do not represent true values because of the stress concentration caused by the curvature of the side of the piece and because of the closeness of the grips. The ratio of maximum to average stress at the plane of failure has been determined to be about 1.75." All tensile strength values listed in Table I are corrected accordingly. To avoid this stress-concentration, if there are a sufficient number of cores, tensile strength can be measured by imbedding the cores in mortar in the two outer briquets in the gangmold.4 Strain-Measurements: The applicability of the briquet specimens for strain observations was tested in the case of sandstone and shale. Two element Rosette SR-4 strain gages were used. Young's modulus and Poisson's ratio, both in tension, were computed and found to be different from those in compression, determined during the same test series and from the same rock, see Table I. Diphenyl guanidine is used as an accelerator in vulcanizing rubber. Other rubber accelerators are also flotation collectors, e.g., dithiocarbamate, thiazole, and the xanthates. Urea and its derivatives are good flotation collectors,' and guanidine is the nitrogen analog of urea. These two characteristics suggested testing diphenyl guanidine as a flotation collector. Diphenyl guanidine has been tried in flotation work previously, but references give no details.'.' Bunker Hill Co. of Kellogg, Idaho, supplied the ore sample used in these tests. The sample was typical of the ore milled in 1949 and contained 4.52 pct Pb and 1.08 pct Zn. A flotation test made by the author with potassium ethyl xanthate as a collector, the same flotation reagents, and the same grind employed in regular Bunker Hill mill practice was the standard for comparing results with the compounds and derivatives of guanidine. The compounds and derivatives of guanidine are only fair collectors of galena. However, if potassium ethyl xanthate were used in the galena float, its presence later in the sphalerite float would make it impossible to introduce another type of collector and be certain which collector contributed the result, so the compound or derivative of guanidine under test was used in both the galena and sphalerite floats in Table I. On both the galena and the sphalerite in the Bunker Hill ore, the depressing action of sodium cyanide and zinc sulfate is much greater with collectors of the guanidine type than with the xanthates. If the depressing agents are left out when a guanidine type of collector is used, but a pH of 8.6 is maintained with either lime or sodium carbonate, the depressing action is approximately the same as in the standard xanthate test. Consequently the depressing agents, sodium cyanide and zinc, were not used in the galena floats of tests 1226, 1228, and 1286, Table I, so the galena floats would be on a comparable basis with the standard xanthate test. As shown by the tests in Table I, the loss in the tail when diphenyl guanidine is used is 8.3 to 9.3 pct, as compared to 17.6 pct with potassium ethyl xanthate, or a recovery of 2.3 to 2.0 lb more zinc. Concentrate grade is 13.7 pct with potassium ethyl xanthate and increases to 22.9 and 31.8 pct with diphenyl guanidine, showing a much higher selectivity. Unless the Barrett's No. 4 coal tar creosote is considered to be a collector, no collector other than diphenyl guanidine is present in the tests, Nos. 1226, 1228, and 1286. Tests 1218, 1253, and 1263 in Table I1 were run to check the effect of the depressing agents used in flotation of the galena (sodium cyanide and zinc sulfate) upon subsequent flotation of sphalerite by diphenyl guanidine. Urea was substituted for potassium ethyl xanthate in tests 1253 and 1263 because it is a good collector for galena and a poor one for sphalerite, and the effect of the depressing agents is more marked with urea than with potassium ethyl xanthate. Test 1205 checks the effect of urea alone without any depressing agents when used for the flotation of galena. Table I1 shows that diphenyl guanidine as a collector for sphalerite is compatible with other flotation reagents used in floating galena. When the depressing agents sodium cyanide and zinc sulfate are used in the galena flotation step, the amount of lime in the sphalerite flotation must be increased (compare 1253 and 1263). Table I11 gives some of the compounds of guanidine which were tested and compared. Those tested were fed dry. When an organic collector is promising, its compounds and derivatives should be tested and their comparative collecting power recorded. Eventually, in this way, it may be possible to discover some of the essential chemical characteristics of a good collector. For example, it is interesting to compare the diphenyl and dibutyl derivatives in Table IV with those of urea in Table 111, Example 3, U. S. Patent 2,664,198. All are good collectors. An investigation has been conducted to compare short transverse and longitudinal fatigue and fracture properties in 4.25-in.-thick, high strength aluminum alloy plates. One plate was produced using standard rolling techniques while the other was pre.forged before rolling. Little difference was shown in fatigue strength of longitudinal specimens taken from mid-thickness of the plate. Howeuer, in the short transverse orientation fatigue strengths at 107 cycles were about 25 and 50 pct less, respectively, for the preforged and standard rolled plate. Differences in fatigue strengths were attributed to grain size and shape as well US orientation of constituents. Fatigue crack propagation rates and fracture toughness were compared at three different stress intensity (K) levels, using a constant compliance, double cantilever, wedge-shaped specimen. In a given plate, comparable fatigue crack Propagation rates were observed in the longitudinal (i9W) and short transverse (TW) orientations. Somezuhat gveater rates were observed in the short transzerse (TR) orientation. The preforged plute gave a lower rate for all three directions. Considerable secondary cracking developed, at times, over portions of the fatigue crack in both plates, particularly at the lower stress intensity levels in the short transverse specimens. Micro structure revealed constituent stringers as possible causes of the crack branching. Fracture toughness was considerably less in both plates in the short transuerse orientation. It is concluded that preforging not only improved directional tensile properties but also the fatigue and fracture properties in general. On occasion, aluminum plates have been milled away for hinges or bolted connections and stressed through the thickness or short transverse direction. Little or no information is available concerning fatigue characteristics or fracture toughness in this loading orientation in aluminum plate, or of the effect of fabrication on these properties. It was the intent of this project to examine, develop, and apply a unique specimen that has been advocated by others to study the fatigue characteristics and fracture toughness of two differently fabricated high strength aluminum plates. Linear elastic fracture mechanics criteria may be applied to the specimen so that the fatigue crack propagation rate and fracture toughness data may be of use for design or inspection applications. Fatigue characteristics are generally measured in the longtudinal or long transverse direction, where fairly large specimens such as center notched panels,' are usually employed. Limitations are evident due to plate thickness, however, in the type and size of specimen that may be tested in the short transverse direction without extensions. Therefore, a specimen that is to be loaded in this direction should, for convenience, be compact. The general type of fatigue crack propagation specimens discussed and employed herein meet this requirement. These specimens are commonly called double cantilever beam specimens and lately "crackline-loaded edge-crack specimens".2 They may vary from a slope of zero (parallel-sides) to a wedge shape, the type employed herein. In general for most specimens the stress intensity KI at the tip of a crack is a function of the load, P and crack length, a. Some varieties of the wedge shaped specimen, however, give essentially a constant stress intensity KI over a considerable range of crack length.' This feature can be a valuable asset in fatigue crack propagation experiments because the stress-intensity can be controlled simply by controlling the load without regard to crack length. MATERIAL AND METHODS Material. A standard rolled (light pass reduction) and a ~reforged and rolled (heavy pass reduction) plate of 7179-T651 material were used for the evaluation. The chemistry, processing history and average tensile properties are shown in Table I. Specimen Selection and Preparation. The specimen selected for the generation of fatigue initiation or S-N data was an axial tension type and is shown in Fig. 1. Specimens were taken from mid-thickness in the longitudinal and short transverse directions from both plates. Specimens were polished with 500 grit paper in a direction parallel to the loading axis. For the fatigue crack propagation tests, the specimen shown in Fig. 2 was used. This is similar to a specimen that has been employed by Mostovoy3 for fracture toughness studies on 7075-T6 aluminum alloy. THE quarters provided for the session on Milling Methods, Monday afternoon, Feb. 17, were filled to capacity. Galen H. Clevenger presided and notables, such as A. W. Fahrenwald, A. O. Gates, F. A. Thomson, W. L. Zeigler and others who had not graced a milling meeting in New York in recent years, or per- haps even never before, were actually present and spoke "in person." The first paper, by A. W. Fahrellwald (T. P. 275), entitled "Classifier Efficiency ; An experimental Study," was summarized by the author, who clearly showed the inconsistency of determining the efficiency of a classifier by means of sizing tests, especially where the material classified consists of a mixture of minerals of different specific gravities. In place of sieve analysis the procedure recommended involves the use of a glass settling-tube which is considered to give ideal classification and thus serve as a standard against which mill classification will be compared and relative efficiency calculated. This procedure sounds logical. Perhaps the greatest difficulty may lie in securing an ideal classifier acceptable to every one.

ONE LAW cannot he evaded, the economic law of supply and demand. Silver, like any other commodity, is subject to this law; and its price in the long run is determined by existing conditions. I say "in the lone run because at times silver has appeared to mope contra to basic coalitions. Such movements, however, are, occasioned by the market's attempt to anticipate changes in these governing conditions. If the expected changes materialize then the new market level is justified, but if they do not then the market will revert to its previous status, A striking example of such a move occurred in November when the price advanced over 70, in ten days and then in the next two weeks lost more than it had gained. The reasons for this advance were that the speculative element interpreted certain events as favorable to silver namely, England suspension of the gold standard, higher shat prices, and the Chinese-Japanese crisis. When these expectations proved unjustified the inevitably, elapse followed became the governing conditions had not channel.

Approximately 2000 years ago, the Lord admonished the scribes (lawyers) and pharisees (religious leaders of that time) that they had paid the tithe but had omitted the weightier matters of law, judgment, mercy, and faith. (Matt. 23:23) I want to talk about "The Weightier Matters of Law." In a situation where big government is trying to have an effect on even small details of a work activity, otherwise simple situations become complex. Regulations are written to such detail that constant compliance with strict interpretations can be a nightmare-not to mention off the target of the intended purpose for the regulation. One soon recognizes the onerous characteristics of federal statutes. Another admonition the Lord gave those lawyers and pharisees back then was that they tended to strain at a gnat and swallow a camel! He meant that the pharisees were given to devoting themselves to the strict interpretation of law by writing hundreds of subrules or interpretation to law. In doing so they eventually lost sight of the original purpose of the law. I think they were being told, keep the law-but don't neglect to humanize it Keep it simple Recognize the purpose of why the law. "Mix in" a common sense approach. Someone once said, "Common sense is instinct -enough of it is genius." Today, as 2000 years ago, we need more "genius" displayed by legislators in considering the weightier matters of law. First of all true legislature genius calls for a declarative statement about the purpose of the statute and a fair, objective analysis of the ground rules by which it will be implemented. In the Health & Safety Act of 1969, the "findings and purpose" as set forth in Section 2 do define its purpose. I believe most of us affected can be in accord with the reasons advanced for the legislation. However, beyond those well-intentioned few paragraphs, we very quickly run into trouble. Congress complicated the simplicity of the statement of purpose by mandating government intervention into areas that cannot be effectively legislated, nor even should be legislated. The Act provided for broad gaged regulation which is unnecessary, inappropriate, and tremendously costly. Frankly, it detracts from a constructive, cooperative effort by the parties involved. These are strong negatives which characterize inappropriate legislation. Appropriate legislation and subsequent regulation, which is realistically conceived and practically enforced must be born of an honest desire for improvement, based on a working knowledge of common problems which are thoughtfully analyzed. Then the legislation must be written in clear concise language so that there can be little or no doubt as to its literal meaning and intent. To be practically enforced, it must be understood by all who will enforce it and by all who are subject to it. That is to say, an effective law or standard cannot be fixed or inflexible so that it cannot be tempered in human judgment. There must be an elasticity in the statute to provide for consideration of all of the relevant facts of a given situation. Such elasticity makes the compliance effort as meaningful as it can be for the time and dollars invested. Meaningful compliance requires room for common sense. Today, we in business along with our associates in government and labor, urgently need to pause, and assess our current situation. The problems arising from the 1969 Act have been intensified through the Mine Safety & Health Act of 1977. After reading the "findings and purpose" of this legislation, and by process of elimination, we should all clearly see what is and is not the purpose of the Act. 1) It is not to turn the management of private industry over to government. 2) It is not to impair the efficient operation of business. 3) It is not to reduce productivity and profits. 4) It is not to reduce national unemployment. 5) It is not to perpetuate the bureaucracy. 6) It is not to increase the tax burden on an already overburdened people. 7) It is not to increase our balance of payments deficit. 9) It is not to replace management/labor relations in working together to solve problems.
