The time allotted to this paper will permit only the sketching of general principles and practice as generally employed in the industry to maintain and preserve the physical well-being of the miner and his family. Let it be emphasized on behalf of the industry that coal opera- . tors, individually and collectively, have given primary consideration to the appointment of a mine or community physician who is charged with the responsibility of caring for the sick and injured. However, it too frequently happens that with the selection or appointment of the camp doctor many operators wash their hands of further responsibility toward the health and the working efficiency of their employees. The coal industry is so organized in most of the coal-producing areas that not only is the health of the individual miner an important production problem but the collective health of the entire mining community is a fundamental operating problem. This is particularly demonstrated when epidemics of communicable diseases attack entire communities, with resultant loss of life and production and general community distress. The problem and responsibility of maintaining high health standards among miners and their families should be given as much consideration as safety, economical production and efficient distribution are given in the successful operation of coal mines. Company Policy In the inauguration or administration of a medical program for a large mining operation or for an individual mine, the first question to be solved is what the company policy is to be with respect to the following factors pertinent to a medical program: 1. On what basis will the company and the employees finance the program ? 2. Should a contract doctor or a full-time doctor on salary be employed ? 3. What measure of service is to be rendered the employee and his family in return for his monthly contribution to the medical program?

The vast coal reserves in the Wyoming, Montana, North and South Dakota region are sufficient to supply the total energy needs of the United States for several hundred years. Not only is there an abundance of this sub-bituminous and lignite coal available, but it is easily obtainable by strip-mining . The overburden varies from several feet to several hundred feet. This western coal has yet another asset, namely, a low sulfur content. Whereas eastern and midwestern coal has a sulfur content of 2.5%, the upper Great Plains coal contains sulfur in the 0.5% range. The importance of the sulfur content of the coal is a direct result of federal government emission standards for sulfur dioxide (SO2). Hand (1) points out that "sub-bituminous coals and lignites have a propensity for retaining this sulfur in the ash under certain conditions which is not evident in higher rank coals." This would tend to reduce further the SO2 concentration in the combustion gases of boilers. Western coal is no panacea, however, in that it is far removed from most population and industrial centers. Furthermore, the moisture content of the coal varies from 20 to 40%. This moisture is almost exclusively inherent, that is, it is chemically and physically bound to the organic matter of the coal. It is believed that the water forms a part of the coal structure perhaps as water of hydration of organic salts or organic acids, perhaps by hydrogen bonding, or perhaps by simple adsorption (2). The primary market for this coal is the electric power industry. Lesser markets will be as coke for the steel industry and possible as a raw material for coal gasification and coal liquefaction plants.

THE outstanding characteristic of the last hundred years has been the world-wide rise in the standard of living. Man's dominion over nature is increasing with an accelerating pace and more and more the forces and materials of this world are being made to serve man's necessities and his convenience. We demand both quantities and varieties of goods that were beyond the dreams, to say nothing of the reach, of our fore-fathers, and our possession of them has become so much a matter of course that they excite no remark. Literally, thousands of young folks have required an explanation of a recent popular song, "Thanks for the Buggy Ride," for the reason that their own experience does not extend back into the pre-flivver age. This transition from the use of vehicles made mainly of wood and drawn by animal power, to metal made cars propelled by mineral fuels is all but complete and the memory even of older conditions is already fading. This is symbolic of what is happening all around us. In a recent book, Dr. Frank J. Goodenough, president of Johns Hopkins University, referred to Chinese civilization as a ?vegetable" civilization meaning thereby that the Chinese depend mainly upon the plant world for food, clothing and other necessities and luxuries. Our own people did the same hardly more than a hundred years ago. In 1820, this country produced and used only 5 lb. of pig iron per capita, but a quick and enormous change was wrought in the hundred, years that followed, and in 1920 the amount was 119 times as much, or 597 lb. It has since increased even beyond this and touched a peak of 809 lb. in 1923. In that year our output was more than twice that of 1903 and nine times that of 1883. This increase in production

INTRODUCTION As the world's population expands and nations struggle to better their relative position and standard of living, increased emphasis is being directed to the exploration and production of mineral resources, to the mitigation of natural hazards such as earthquakes and volcanic eruptions, and to geotechnical engineering projects such as high-level nuclear waste disposal, underground military facilities, and transportation tunnels. Several topics are common to all of these endeavors. One is the characterization of the rock mass in situ, including the definition of the initial environment (e.g., temperature, stress, etc.). A second is, depending upon the use of the underground or the desired result, the manner in which the boundary conditions or the environment are to be changed by man. Next, the physicochemical behavior of the rock mass must be measured, or inferred with uncertainty limits placed on this behavior, over the appropriate range of environmental conditions (e.g., temperature, chemistry, etc.) for the application proposed. And last, an appropriate, validated predictive model must be applied to estimate the rock mass response to the perturbation. In the period preceding about 1955, only relatively simple testing of soils and rocks was commonplace, partly because the environment (depth) to which these data were applied was not so extreme as it is at present and partly because less precise predictions of material response were acceptable. Only limited and relatively simple test data seemed to be needed to guide the engineering. At the present time and certainly in the future, as we extend our interaction with the earth's crust to greater depths and impose more extreme perturbations on it, we need a larger body of data, deter- mined under much more complex conditions, in order to make the required predictions. E. M. Fitchett (Johnstown, Pa.)—The fact stated by the authors that: "In the laboratory, without marked efficiency decreases, the authors have deposited zinc successfully from solutions containing as high as 1 g per liter of germanium," (p. 465, paragraph 3) is most unusual. A similar statement is made in the summary and conclusions: "Germanium alone, within normal operating limits does not cause large efficiency losses." The limits are not defined. These facts are directly contrary to much of the published history on the effect of germanium in zinc electrolysis. A description of the conditions leading to such a successful electrolysis would be of interest to all engaged in the production of electrolytic zinc. It is unfortunate that the authors of this paper did not determine the actual concentration of germanium and cadmium in the solutions which they electrolyzed after a zinc dust purification. This purification will take out a variable amount of these impurities, depending upon the composition of the dust, type of agitation, presence of activating agents, etc. Probably every electrolytic zinc plant in this country has accurate methods, both wet and spectrographic, for determining germanium and cadmium. These specific methods, adopted from the standard analytical literature, are often available to educational institutions for the asking. The headings of Fig. 2 and of the two tables, with their definite concentrations of germanium and cadmium (which are not so definite according to the footnotes) could possibly be somewhat misleading, since the actual amounts of germanium and cadmium present during electrolysis are not known. Even the 1 hr electrolysis time might be too short for a study of this type; 12 or 24 hr tests might be much better. Commercial solutions have been known that gave over 90 pct ampere efficiency during the first hour of electrolysis, but no metal at all after 24 hr.

Used basic brick taken from copper anode furnaces, reverberatory furnace roofs, md copper converters have been examined by chemical analysis, petro-graphical examination, and X-ray diffraction tech-niques. In the anode furnace roof, brick absorb copper and copper oxides, whilst in the reverberatory roof, iron oxide with smaller amounts of alumina and silica are absorbed. Chemical reactions in the converter are most complex since the brick absorb both a copper-copper oxide slag and a fayalite-magnetite slag. CHANGES taking place in basic brick after use in copper smelting furnaces have received attention from C. Burton Clark and J. Spotts Mc Dowell,' who examined brick taken from copper converters, and by G. R. Rigby and B. G. Hamilton' who examined brick from copper anode furnaces. This paper describes the changes taking place in basic brick from all types of copper smelting furnaces and discusses the major reasons for lining wear. A) METHODS OF EXAMINING SAMPLES A variety of used brick have been taken from the following positions in various furnaces, a) roofs, reverberatory arches, and bottoms of copper anode furnaces, b) roofs of copper reverberatory furnaces and c) the tuyere line and end walls of copper converters. The method of examination was standard in that brick were first measured and the extent of wear-back computed. They were next sawn in two by a central cut vei-tical to the working face to enable the freshly cut surfaces to reveal any zonal changes and cracks, both of which usually ran parallel to the working face. Each well-defined zone was then sampled for a) chemical analyses, b) petrographical studies using transmitted and reflected light techniques under the microscope, and c) X-ray diffraction studies on powdered samples. Minnesota is involved in planning controversies related to taconite and potential copper-nickel mining. Mine facility planning includes the Reserve dining on-land tailings disposal issue and the potential for a new copper-nickel mining district. Both provide a unique opportunity for innovative planning in the attempt to be responsive to public and private interests. Concerns that emanate as a result of mineral resource activities include environmental protection, land use competition, land exchanges, highway and utility extensions, and legal constraints on public or private lands. The purpose of this newly-developed planning approach is to anticipate such issues and provide a rational information base for dealing with them. The result will be a framework plan for guiding public planning, and an impact assessment for reviewing the implications of industrial project proposals. The approach uses a computer-stored resource inventory of natural and cultural information. Geographic data is mapped and entered into a computer storage and retrieval system. This enables systematic analysis of mineral resources along with environmental and land use considerations. Computer mapping describes the relationship of each activity and allows identification of potential conflicts; it also shows geographical extent in the form of statistical compilations. Resource data is being collected and compiled using a standard metric grid (Universal Transverse Mercator). Individual cells are 100 m. squares and represent areas of about 2.5 acres. The study area contains about 145,000 cells. Data inventories are being compiled in 25 natural and cultural resource categories. Geologic variables include Bedrock Geology, Taconite Reserves and Potential Resources, Depth to the Duluth Complex Contact and two soil inventories. Topographic and hydrologic variables include elevation, slope, slope orientation, surface hydrology, and watersheds. There are also 6 biological data variables and 7 land use inventories.

With the advent of the Interstate Highway Pro- gram, many problems have been encountered in the application of highway design standards to topography, particularly rock cut design. A rigid application of slope ratios with little respect to rock type, dip, foliation, structure and height of cut face is a problem. Generally a slope ratio of ½ : 1 or 63º for shallow cuts and 1/3: 1 or 71º in deeper cuts are used in Connecticut. The deepest cut face constructed recently was greater than 185 ft. With cuts of this size, rock fall and stability become a problem, and a way to reduce the problem is to construct a stable face initially. A search of the literature indicates that adequate information on the construction of stable rock slopes is not available. A major highway contract was awarded in 1962 to Savin Brothers, Inc., in which line drilling on 6-in. centers was required in many portions of the contract where the cut was greater than 60 ft and one or more benches were to be constructed. From the start of the project many variations were attempted regarding slope hole spacing and distribution of explosives in the holes. Rock ranged from a competent granitic gneiss to an incompetent soft graphitic schist. Generally, the roadway alignment was roughly normal to the strike of the foliation having a dip of ± 60º. An important factor affecting construction of rock slopes was the existence of intersecting joints and faults. The spacing used in less competent rock was about one ft on center. Loading of holes was purposely varied. As competency of the rock increased, hole spacing was also increased. Thus, on a different project in similar rock, spacing was kept at 4 ft.

With the expansion of open pit operations, belt conveyors are going to be used in the 13 608 to 18 144 t/h (15,000 to 20,000 stph) capacity range, which calls for a review of some of the horsepower calculation methods. This paper presents methods (based on German research data, field tests and theoretical considerations) for the evaluation of the Ky factor in the CEMA formula for belt conveyors of large carrying capacity, which fall beyond the limits of the data given in tables in the CEMA book. (The CEMA limits are 407 N\\m (300 lb ft) and Tave = 7.3 Mg (16,000 lb). At these large loads, the impression resistance of the belting on the idlers plays a major role, which in turn influences the magnitude of the drive horse power required. An example will illustrate the order of magnitude difference of the horsepower values obtained by using a conventional calculation method and the suggested method, as well as the beneficcia1 influence of the 4-roll idler in comparison to the standard 3-roll unit for a large caving capacity belt conveyor. This paper concerns itself with the analysis of the resistance to motion of belt conveyors, emphasizing the evaluation of the frictional resistance to motion due to load and belt pressure on the idlers and the flexing resistance of the belt and material when passing over the idlers. In the case of long and heavily loaded belt conveyors, the aforementioned resistances reach extremely high values calling for close analysis of the phenomena, presently not calculable with normally used formulas. This paper establishes correlation between experimental and empirical data presenting practical formulas a tool for the designer of high-capacity belt conveyors. The application of the formula is illustrated in an example in the Appendix.

Being much interested in efficiency-work in general, and an ardent reader of writings on this subject by Frederick W. Taylor and others, as applied to manufacturing-plants, and having served my apprenticeship from mucking to the engineering design of ore-dressing and underground plants, I hope that this paper will lead others to investigate the field more fully, to the improvement of general mine- and mill-operations, as well as the advancement, intellectually, physically, and financially, of the employee and his relations with the employer. If a man who is prepared to look closely and observe broadly starts in Canada and zig-zags from camp to camp to southern Mexico, taking time casually to inspect mines, mills, and smelters, he will be pitifully impressed by the great difference in customs, and the general waste of labor, time, and money throughout the country. He will so seldom observe a dollar's worth of results given in exchange for a dollar spent that he will form a poor opinion of operating-efficiency and management. This highly-scientific department, requiring an amount of skill and executive ability equaled in few, if any, of the professions, certainly falls short of the standard established in our greater manufacturing industries. It is easily said that this is due to the diversity of conditions in mining, milling, and smelting. But on second view it must be admitted that there is room for tremendous improvements in nearly every mining-organization. The proposal of such improvements is often met by the argument that any mine is but a temporary affair, yielding such profits as to make efficiency-work of no consequence; but any business which is profitable and worth doing at all is worth doing on a basis which gives the greatest return on the investment.

The microseismic method of detecting instability and high-stress zones in underground mines was developed by the U.S. Bureau of Mines (USBM) in the early 1940's.l,2 For about 25 years this method has been used throughout the world by mining and construction companies in assessing the stability of underground and surface excavations. Rock noises are the release of small amounts of stored strain energy propagating outward from their source as a seismic wave that can be detected with special geophysical equipment. This release of strain energy is caused by a rock mass undergoing load changes resulting in small-scale displacement adjustments such as microcracking, shearing, sliding, and crushing of crystal grains, some even as small as the elastic displacements themselves. No detailed field studies of any of these mechanisms have been made, and knowledge about the origin of rock noises is relatively incomplete. Laboratory tests have shown that when rocks are stressed in a testing machine, the rock noise rate-the number of rock noises generated per unit of time increases with increasing applied stress.3 This increase is most pronounced as the ultimate strength of the rock is approached. The standard field procedure has been to monitor a rock structure at intervals and plot rock noise rates vs. time, thus gaining a semiquantitative estimate of the behavior and stability of the structure. The success of such monitoring, however, has depended almost entirely on the experience and knowledge of the operator, his interpretation of the data, and his equipment. Very little study has been devoted to the basic properties of the vibration record of a rock noise. USBM decided that the microseismic method was being used sufficiently by various mining and construction companies

In making the original estimates for a report recommending the cyanidation of Ymir stamp-mill tailings, the writer was unable to find in any of the standard works on cyanide-practice certain data applicable to the local conditions; nor has he as yet seen quite the same practice recorded in the rapidly growing literature of cyanidation. To present these figures, together with a few novel features of local practice, the present paper is offered. The ore treated is obtained from a fissure-vein of steep dip, occurring in a slate country. The ore-body is lenticular in plan, swelling from 4 ft. in width at one end to a maximum of 42 ft., and tapering irregularly to less than 18 in., where payvalues cease. In the wider portions of the fissure the ore is mixed with more or less horse-matter from the walls. The clean ore is white, massive quartz, with from 8 to 12 per cent of sulphurets; the latter being pyrite, sphalerite and galena, the predominance being in the order given. The precious metal tenor is variable, the gold more closely following the pyrite, the silver the galena. The present mill-supply is practically all from below the oxidized zone. The unavoidable admixture of horse-matter and stope-filling with the ore as mined, affects more or less the character of the mill-feed, which sometimes contains from 10 to 25 per cent of slate. During the last three months of 1902, the mill-feed carried 0.3977 oz. gold and 1.903 oz. silver per ton of 2,000 lb., 2.65 per cent lead and 2.92 per cent zinc. 12.3-1. Reporting. NEED. It seems almost unnecessary to comment on the need for reporting research and development results and activities, and yet much of the difficulty and misunderstanding surrounding a Research and Development (R&D) group results from poor or nonexistent reporting. Certainly no evaluation can be made without reports of results or plans. It is as important to report accurately and fully for the department's own use as it is for external use. Research unreported might as well be considered research undone. This section will discuss, in part, the need for reporting, the general types of reports which may be generated to satisfy the need, and finally, the evaluation of a project as judged by various commonly used standards. PURPOSE. Some specific observations might be appropriate concerning the reporting of R&D results. The requirements and background of the group receiving the report must be considered. A particular report is usually directed towards the background of a particular group, such as ((technical," "operational," "financial," or "marketing." It is essential that the emphasis and coverage be geared to the training of people receiving the report. It should be obvious that the financial department will be less interested in the technical details of the process and more interested in the capital funds and tax implications involved in the project. Operating personnel will be greatly interested in the effects of a new method on mining plans, and so on. This does not mean that the reporting in any way should slight pertinent details, nor should a patronizing attitude be assumed by the writer. However, it is essential that the needs of the reader be recognized. For reports that might have large and varied distribution, it is often feasible to group, either as sections or appendixes, the special details and information of interest only to certain functions within the organization. GRINDING is one of the major problems in present-day milling practice, and in many cases, it represents one of the main items of expense. It becomes necessary from time to time, to compare grinding practice in one plant with that in another plant, and in making such comparisons, it would be very desirable were there available accepted standards of grinding resistance for the materials involved. Such a set of grinding constants would also be of considerable value in planning new grind-ing installations. There have been some tests published, notably those of Lennox,1 which have been generally cited as a basis for such comparisons. Most of the tests made have been based upon open-circuit grinding, in which a weighed sample of the ore was crushed to pass a certain mesh, and was .then ground under certain conditions, either wet or dry. Grinding was continued until a certain desired fineness was attained, and the compari-sons based on the grinding time, or the samples were all ground for a certain specified length of time and comparison based upon the screen analysis of the products. Such methods have been acceptable where the ore was to be ground in open circuit. However, in modern milling practice, many grinding problems involve closed circuits wherein the oversize returns to the mill and a large circulating, load builds up. A method of testing that does not take the circulating load into consideration might yield results quite different from those to he expected in practice, because the minerals in the ore that offer maximum resistance to grinding will accumulate in the circulating load up to an equilibrium value. Thus the nature of the ore charge in the mill at any instant may differ greatly from that of the new feed, with a consequent error in the rate of grinding determined by such a method.

There is more information contained in a screen analysis than is ordinarily recognized, and there is an increasing need for methods of making this additional information easily available. As more comprehensive studies of crushing and grinding are made, and as the possibilities of decreased expense and increased extraction through a closer control of grinding are explored, methods of interpreting screen analyses assume an importance which they have not had heretofore. The information commonly desired, which can be determined from a complete and carefully made screen analysis, includes: (1) the size distribution of the material passing the finest screen, (2) the presence of a hard grinding fraction, (3) the location of natural grain sizes, (4) the presence of different materials with markedly different grinding characteristics, (5) the presence and amount of finely divided material such as clay, which is merely unlocked in grinding, and (6) the total surface area of the ground product. It is necessary to know the fundamental law of size distribution of a homogeneous material in order to correctly resolve a screen-analysis curve, and to understand the variations and anomalies that a sample may exhibit when compared with the ideal curve. This fundamental law was developed by Gaudin,1 who showed that when the logarithm of the per cent weight retained on any screen and passing the next larger screen in the Tyler standard screen scale was plotted against the logarithm of the screen aperture the resulting curve for the finer sizes of a homogeneous crusher or grinding-mill product would be a straight line. Gross and Zimmerley2 experimentally confirmed Rittinger's law, which states that the useful work done in crushing a homogeneous material is directly proportional to the new surface area produced; and showed that in the larger screen sizes resulting from impact crushing a

THE first bituminous coal cleaning-plant to use the sand-flotation process1 was placed in operation on Oct. 1, 1925, at the tipple of the East Broad Top Railroad & Coal Co., at Mt. Union, Pa. The general principles governing the design of plants of this type and typical operating results of anthracite sand-flotation units have been previously outlined.2 I will, therefore, confine myself to a description of this particular plant and to some of the elements of design it incorporates. THE ORIGINAL MT. UNION TIPPLE The plant was installed to transfer coal from steel narrow-gage cars of 60,000 and 70,000 lbs. capacity to standard-gage equipment. The coal was hauled some 30 miles from the East Broad Top field. This coal, mined by the Rockhill Coal & Iron Co. and other operators, is a low-volatile slow-coking coal with- ash of high-fusion point. It is normally a high-grade coal that does not contain an excessive amount of free impurities, but it requires careful handling to secure a fair domestic yield, and, naturally, the need for narrow-gage transshipment increases the difficulty of the problem. The narrow-gage cars were discharged into an 8-car track hopper equipped with two feeders passing the coal to two 42-in. apron intake conveyors. Twin units were installed throughout in this original plant, two lump-and-egg shaking screens, two lump picking-tables, two egg picking-tables and two stoker conveyors. The stoker coal was loaded without cleaning. The loading tracks and booms were in duplicate and with the layout as originally installed either unit could be run independently, each unit shipping a different class of coal or both units making the same product.

STUDY of the ore deposits of Colorado has disclosed, in numerous places, sharp changes in both mineralogy and metal content of the primary or hypogene deposits with change in depth. A clear understanding of the meaning of these changes is requisite to form intelligent conclusions that can be applied in the exploration of such ore deposits. This paper is an attempt to set forth some of the geologic and chemical relations of minerals that bear on this problem. The effect of the differing electrode potentials of elements on the order of oxidation and on the order of displacement of one metal by another metal in supergene sulfide deposits has been studied for many years by several investigators. The results all agree rather closely with the original Schürmann series of replacability of metal sulfides, as Wells has shown.1 So far as the writers are aware there has been little attempt from the geologist's viewpoint to correlate the electrode potentials of the elements, other than those of the common metals, with the positions and mode of combination of the elements as found in ore deposits, and in particular in hypogene deposits. Wells' discusses electrochemical activity between solutions and certain ore minerals and mentions the possibility of its effect in precipitation reactions. The senior writer for a number of years has emphasized the importance of oxidation-reduction reactions as a factor in the formation of certain hypogene ore minerals, and as the electrode potentials are a measure of the relative oxidizing and reducing power of the elements and their ions, it seems possible that a study of them may offer some suggestions on certain problems. The data at present available for such a line of attack on oxidation-reduction reactions are too far from complete to offer much help, nevertheless the table of standard electrode potentials

The mining laws relating to winding-ropes in some of the German provinces are very strict, and severe tests have to be periodically made to see that the ropes in use come up to the prescribed standard. A few notes on the method of testing the ropes and the results obtained may be of interest to the members of the Institute. Permission must be given by the Inspector of Mines to put up a winding-plant; and previous to installation a full report made by the manager, clearly setting forth all details of the shaft, the pit-head, engines and appliances appertaining thereto has to be sent to the mining officials. Accompanying each subsequent report, further details, such as the name of the firm supplying the rope, construction, quality of steel, date of installment, weight per meter, length, particulars of the safetycatches, cages, etc., must be given. At least one spare rope must be kept at ever? shaft ready for use in case of emergency. The rope must hang in the shaft, with cage attached, not less than twenty-four hours before it is used for winding; and it must have undergone a severe test in the manner hereafter described. The laws prescribe that when a rope is continually in use it must be tested every three months; but if the rope is only used every few days it must be tested at least every six months, in the presence of the superior officer; and notification of the date of testing has to be sent to the Bergrath two days before the test is made, in order that he can personally superintend the operation if he chooses. Should winding have been stopped for a long time, it is not necessary to test every six months; but before the rope can be used again it must be tested.
