The replacement or reconditioning of oil storage tank bottoms due to external corrosion is an expensive maintenance item to the oil industry. Cathodic protection as a means of mitigating this problem has proved very successful in the past few years. One pipe-line company recently used magnesium anodes to cathodically protect two 55,000 bbl and two 20,000 bbl tanks. The tank bottoms were protected as individual units with considerable factual data being taken on one of the 20,000 bbl tanks. Twelve 60-lb anodes were installed about 2½ ft from the tank on approximately 17-½ft centers around the tank. Previous installations and tests have shown that sufficient protection is provided when the tank-to-soil potential using a copper-copper sulphate half-cell as a reference electrode is — 0.90 volts at the edge of tank. Potential measurements taken a few months after completing the installation indicated that the potentials were higher than were needed for protection. Resistors were then inserted in the individual anode circuits which increased the life of the anode installation and still provided adequate protection for the structure. All connecting pipe lines were then insulated from the tank. This limited the anode current strictly to the tank resulting in a greater degree of protection with a still longer anticipated anode installation life. The total installation cost for this tank was less than $300 which amounts to $20 per year The corrosion of metallic structures in contact with soil or water has been a very serious and costly problem for centuries. The annual loss to our nation's pipelines alone is estimated at $200,000,000. Mitigation of this problem by various methods has been carried on quite successfully for a number of years. An electrical method called cathodic protection has been used with considerable success to control corrosive influences on pipelines, tank bottoms, cable sheathing and other buried metal structures. Corrosion of oil storage tank bottoms has been a serious problem among the oil industries for years. In addition to damage costs and loss of oil, the replacement of one tank alone represents several thousand dollars. A reconditioning program at periodic intervals was instituted by several organizations and found to be a very expensive process. A few years ago two of the pipeline companies installed cathodic protection units at their tank farms.3'4 The average current required for protection of the tank bottoms varied from 0.7 to 1.0 milliampere per square foot. The results indicated that adequate protection was obtained at a cost of approximately 10 pct of the previous reconditioning program. The relation of labor to the accident rate in mines is admirably epitomized by Thomas T. Read in his paper presented at the St. Louis meeting, in the sentence "Reliance for accident prevention must be upon the individual worker himself." In connection with the inspection of mines for the fixing of merit premium rates for insurance under workmen's compensation, it has been the practice of The Associated Companies to allow 60 per cent, of the credits for safeguarding of the physical hazards of the mine and 40 per cent. for the human element. By "human element" is meant that inherent tendency of the industrial worker to be careless, negligent, or disobedient, in respect to his own safety, and after that also of his fellow workman. This is a tendency not only of the laborer or of the skilled miner, but of all human beings, working or traveling anywhere. This element of mine safety, sometimes called the moral hazard, has been admirably shown by statistics, compiled from the records of the Department of Mines of the Union of South Africa, to be due in about equal measure to the carelessness of the miner and to that of the operator. These statistics show that about one-half the fatalities in mines are due to the so-called hazard of the industry, or what is sometimes called the dangers inherent to work or misadventure. Of 2497 fatalities investigated, including over 200,000 employees, for a period of over 21/2 years, it was found that 17.5 per cent. were due to faulty plant or material, fault of the foreman, or of the management—in short were due to the operator; 17.1 per cent. to disobedience of orders, carelessness or ignorance of injured persons; and 5.9 per cent. through fault of others, including fellow workmen. The fault of the operator is evidenced by failure to give proper warning, failure to inspect, failure to furnish proper equipment, and neglecting to comply with the recommendations of the inspector. The oil industry is at the parting of the ways in relating fundamental engineering concepts to legal interpretations and field practices. The old concept, based on an erroneous analogy to wild game, that oil and gas are migratory substances and belong to him who reduces them to possession regardless of their point of origin in the reservoir, has come to be quite generally recognized as the basis of many of the serious ills and extravagances of the industry. The chain of consequences resulting from this erroneous conception has been traced elsewhere and need not be recounted here. The important problem at this stage in the development of the industry, when laws are being revised by legislative action and modified by court decisions; when added powers are being exercised by voluntary committees and official regulatory bodies; and when the need for control of output has forced itself to the forefront, is to see to it that new law and action are based on sound engineering concepts. Reservoir Energy Common Property Since the study of gas instituted by the Marland committee of the American Petroleum Institute in 1927, a great mass of information has accumulated concerning the function of gas in the development and production of oil. This wealth of data leads to the conclusion that every oil pool contains three resources: Oil, gas and reservoir energy. I take it that the central problem of this symposium is the ownership of these three resources and that "source" and "utilization" are involved because of their bearing on ownership through the demands of equity and conservation. In order to facilitate the discussion, permit me to state categorically, that: The oil and gas in a particular tract should belong to the owners of the mineral rights in that particular tract, but the reservoir energy should be common property of all owners of mineral rights in the pool I take it that apportionment of oil and gas among owners according to the relative amounts that exist in place in their respective tracts is

The Institute is represented with these four societies on the committee in charge of the Alfred Noble Prize.

Ore production from the property of the Miami Copper Co. began early in 1911. Until 1925 this ore came from the so-called high-grade orebodies, which contained a little over 2 per cent. copper. This ore was mined by the following methods: 1. Top slicing after mining the peaks by square setting, which produced 4,524,347 tons, including ore from square setting. 2. Shrinkage stoping with sublevel caving of the pillars, which produced 2,230,577 tons. 3. Undercut caving with hand tramming, which produced 15,427,672 tons. Estimating December tonnage, the total ore mined to the end of 1929 will amount to slightly more than 43,000,000 tons. The first method was described by E. G. Deane' and the second by D. B. Scott,' and the third, together with a general description of the mine, by J. H. Hensley, Jr.' The geology of the district has been worked out by Dr. F. L. Ransome.2 The author acknowledges also the assistance of R. W. Hughes, assistant mine superintendent, E. V. Graybeal, chief mine engineer, A. J. McDermid and S. R. Burdick, engineers of Miami Copper Co., Miami, Arizona. Factors Influencing Selection of Mining Methods The mining method described herein was selected primarily with a low mining cost in view and was developed to avoid as far as possible dilution of the already very low-grade ore. In 1924, with the exhaustion of the high-grade orebodies in sight, it was decided to develop the low-grade orebody, which at that time contained 36,000,000 tons of ore assaying 1.06 per cent. copper, and had an area of 50 acres with an average thickness of 206 ft. overlain by an average thickness of 320 ft. of barren capping.

EACH branch of engineering seems to depend on the cooperation and contribution of some other branches to enable it to produce more efficient methods and appliances for man to use. The purpose of this paper is to show approximately the gain in efficiency of self-propelled merchant ships when steel of greater elasticity is substituted for mild steel in some of the strength members and alu-minum alloy is substituted in some of the parts where strength is not essential. The new steel will have some greater strength and a much greater elastic limit in the as-rolled condition, and must be readily weld-able under ordinary conditions of shipbuilding. Naturally, its cost may be more than mild steel, but if the demand is great that excess cost may be reduced to an amount that will make its use more economical than that of the present mild steel. There appears to be a well defined axiom in engineering today that to use the least power to carry a given load the weight of the carrier must be reduced to a minimum. This minimum must be, of course, consistent with the necessary strength, rigidity and durability and it must not be attained at an excessive cost where the fixed charges of the carrier will exceed the savings in, operating the motive power. Recent railroad equipment is a notable example of this, and in these trains alloy steels and aluminum together with less weight per horsepower of the power plant are reducing the weight of the carrier and hence the total power required for moving the paying load. Before considering the application of these metals to shipbuilding, it is well to explain some of the fundamentals of ship design.

Seventeen deeps, which contain hot or cold brines and/or metalliferous sediments, have been discovered in the axial rift zone of the Red Sea. Metalliferous activity results from the unique geological setting of this incipient ocean basin: oceanic crust intruding in a central rift zone flanked by thick evaporite sequences. Brine pools tend to occur in structural depressions where- transform faults intersect the spreading axis. The most significant metalliferous occurrence is in the Atlantis II Deep, which contains approximately 227 Mt (dry weight) of metalliferous sediment which averages 1.04% Zn and 0.28% Cu. Higher potentially economic grades (3-6% Zn, 1% Cu, 50 glt Ag) occur in the Southwest Basin of the Atlantis II Deep, comprising total metal tonnages of 1.7 Mt Zn, 0.4 Mt Cu, and 5000 t Ag. The Pre-Pilot Mining Test conducted in 1979 raised 15 000 m3 of mud by a slurry process and demonstrated the feasibility of mining, concentration by froth flotation, and tailings disposal at sea. A Pilot Mining Test is scheduled for 1983-1984. The metalliferous discoveries in the Red Sea provide a model example of deep marine mineral exploration. Detailed mapping of bottom bathymetry and brine-interface reflectors using a high-resolution narrow-beam echo sounder has been the most effective exploration tool in the Red Sea. Followup coring has discovered additional metalliferous deposits in basins without present-day brines, and potential exists for additional discoveries. Geochemical exploration using heavy metals values in sediments (iron, manganese, zinc, copper, and mercury) and sulfur isotope values of sulfides are considered to be the most promising techniques for discovery of currently inactive deposits. Positive sulfur isotope values in the range I to 17 are an indication of hydrothermal sulfides in the Red Sea, and there is considerable contrast from back- ground bacteriogenic sulfides ( - 10 to - 45).

Production control in the petroleum industry may be discussed under three general heads: engineering, legal, and economic. Though the problems that fall under the respective heads of engineering, law, and economics are separate, they are dependent and interrelated. The present study will deal with the economic phases of production control and only incidentally with the legal phases as they affect the economics of the problem. No one of these forms of control is more important than the others. The engineers have performed their service well, and although there are many problems of engineering control yet to be solved, they are not pressing. Legal control is a problem for the legislatures and the courts to solve. The petroleum industry is such a comparatively young industry and the legal problems are of such recent origin that the courts have not yet been called on to settle all the issues and the legislatures still have before them bills concerned with the regulation of the industry. Economic control of production in the petroleum industry is a highly desirable goal but it has not yet been completely achieved. Since the first commercial well was drilled in 1859, there have been recurring periods of overproduction. (Over- production will be used here to describe a condition wherein so much crude oil is available that a satisfactory and reasonable price is not received for the product.) A determination of feasibility of a new surface mining project requires a study in orderly fashion through the procedures outlined in Section 2 and the previous two chapters of this section. The information and data collected as described in Chapters 3.1 and 3.2 must be correlated, and the many variables that affect the venture must be reviewed. This review will furnish the mining engineer with the information required to make a preliminary evaluation of estimated profit in the venture. It is at this time that management must make yet another decision whether to drop or continue the project. 3.3-1. Maps. For the purpose of collecting, outlining, and correlating a large portion of the data required for a surface mining feasibility study, maps are essential. A map to a mining engineer is like a sheet of music to a musician, or a blueprint to a designer. It provides a pictorial method of presenting mining information not only for practical application in estimating and planning, but also for demonstration of physical relationships to those charged with decision-making responsibilities. GENERAL AREA MAP. The first step in the process of graphic information assembly is the preparation of a "small scale" general area map. Such a map may cover a mining district, a market area, a watershed area or district, or the whole or a section of a geologic feature such as an iron formation or coal seam. An example of such a general area map is shown in Fig. 3.3-la which outlines the various coal mining areas in the vicinity of a proposed "mine-mouth" power station, the Liddell Power Station Project. If Quadrangle Maps of the United States Geological Survey, or their equivalent, are available for an area, a common and very effective technique is to superimpose mining data on these maps, either directly or by means of transparent overlays. THE coercimeter, as its name implies, is an instrument for measuring the coercive force? of magnetic substances. It was developed by Davis and Hartenheim in the Special Studies Section, Metallurgical Division. A detailed description of this apparatus may be found elsewhere.2 The coercive force determinations of magnetic materials are inter-esting because of the relationship established by Gottschalk,4 who showed a linear relationship between the magnetization coercive force and the specific surface of comminuted particles. The value of this relationship in determining grinding efficiency has been shown by Dean.3 The determination of the surface contained in the subsieve sizes has always been a difficult problem for investigators. They made approximate measurements of the surface of coarse materials by sizing on screens, but for the determination of the surface of the sub-sieve sizes it was necessary to make detailed grain counts or, elutriation tests, or to study dissolution rates. The technical literature contains many references to other methods for determining these surfaces, either by some special apparatus or by mathematical calculations based on distribution lines. Many of the methods are long and tedious, and the results of some, at least, are questionable. The turbidimeter gives quick results on ground cement. By using magnetite as the material to be ground, a simple determina-tion of its coercive force by the coercimeter, requiring 10 minutes or less, can be transposed directly and accurately into units of relative surface. This subject has been pursued further by the U. S. Bureau of Mines in cooperation with the Missouri School of Mines and Metallurgy, Rolla, Mo., and the following is a description of the results.

In the increasing struggle to cheapen the cost of our iron and steel products a great deal of attention lias been given to economies in the manufacture of coke; and while but little lias been accomplished in this direction in the United States, the narrow margin between cost and market-price, which has obtained here for the past few years of continuing manufactur ing depression, has brought the coke-maker face to face with the problem, how to save, and benefit by it, the hitherto waste products of distillation. I These may be summed up under three heads, generally rank ing, in value, in the following order: 1. Ammonia salts.. 2. Oil- or tar-products. 3. Gas. There are cases in which the last may assume the position of greatest importance. The greatest obstacle encountered by the American coke maker, on investigating the subject, has been the apparent necessity of discarding his existing plant of bee-hive ovens, and erecting an entirely new and very expensive system of retort ovens, against the product of which Be has probably been prejudiced from his earliest knowledge of the subject. The object of this paper is to bring prominently before our coke-experts a brief history of the development at Sheffield, England, of a most successful system of the utilization of by products in connection with all already existing plant of bee hive ovens. DURing the past year considerable work dealing with physical properties of cartridge brass was done at the University of Michigan in cooperation with the Ordnance Department of the U. S. Army. This paper gives some of the data bearing on the effect of the anneal, previous to the final reduction-or rolling, on the physical properties, particularly the hardness. Various phases of the subject of physical properties of cartridge brass have been presented by different investigators. Mathewson and Phillips1 refer to the work of Grard, in 1909, as the first systematic presentation of the relation between temperature and time of anneal, changing of physical properties and microstructure, and the previous reduction by cold rolling. They discuss the relation between time and temperature of annealand the previous reduction by cold rolling; also the relation between physical properties and grain size of annealed brass. The degree of deformation previous to the annealing was found to determine the temperature at which recrystallization and corresponding changes in physical Properties would take place. relation between grain size and Brinell hardness, found the hardness for low-temperature annealing to be dependent on the previous degree of reduction, while for anneals above a certain temperature the hardness after the anneal was independent of the degree of reduction. Actual differences in hardness, due to the degree of reduction, disappear only on annealing at 600" C. or above; though the differences for metal subjected to different degrees of reduction and annealed at temperatures between 350" and 600" C. were found to be relatively small. THE gravity magnitudes obtained by means of observations with the Eötvös balance in the field are necessarily resultant or total effects due to all abnormalities of mass distribution, including even the effects due to the ellipticity and rotational motion of the whole earth. Since the object of the survey is to isolate the effects which arise solely from some particular subterranean, feature, and to deduce therefrom the configuration and extent of this feature, the first step is to eliminate from the observed effects all those due to "disturbing" (i. e., unwanted) features, whether above or below the surface of the ground. The disturbing features have different characteristics, according to their situation relative to the center of the balance and to the horizontal plane through the foot of the balance, or station point; this diversity was recognized by Eötvös, who divided the total effects into so-called Normal, Terrain, Topographical, Cartographical and Subterranean effects. This classification has been adhered to by most subsequent investigators, but the writer prefers to employ the term "three-dimensional," which really indicates the essential character of the class of effect known as "Subterranean," at any rate from the standpoint of the computer of effects. Before disturbing effects can be eliminated, the features must be measured up or surveyed, whether by topographical, mining, or boring methods, and then the effects of each feature calculated and subtracted from the total observed effects. After this the problem of interpreting the residual effects will itself necessitate the computation of the assumed feature, or even a series of trial features.

The manufacture of structural shapes in steel of uniform quality, which shall command the full confidence of the engineer, is a problem in practical metallurgy which is beginning to attract much attention in this country. The progress of the past fern years in the improvement of plant and processes has placed it within the power of the steel-maker to supply a material of such chemical composition as will meet the requirements; but this solves only in part the difficulties of the constractor. It is well understood that the influence of shop manipulations is a most decisive one upon the mechanical properties of the finished product; in many cases so great, in fact, as to cause an entire transformation in the character of the material, and to render it unfit for the service for which it was intended. On the other hand, mechanical treatment is frequently resorted to as an efficient corrective of certain undesirable properties, which may be due either to chemical composition or previous manipulation. This understood and accepted, it is evident that careful investigation of the effects of mechanical treatment is fully as necessary to the successful use of steel in engineering structures, as the investigation of the influence exerted by its chemical composition. All structural material has to undergo more or less mechanical treatment, such as shearing, punching, upsetting, etc. Each of these operations produces effects which are far more marked and decisive in steel than they are in iron, and means must therefore be adopted to counteract, or at least to modify, these effects before the material is permitted to enter the structure. The fact that both shearing and punching affect the tenacity and elasticity of steel has long been recognized; bat, through more recent investigations, it has been established that these effects are purely local, and are therefore susceptible of correction by other and simpler means than annealing. [In an increasing degree in recent years, especially since the war, men in many parts of the world are turning their attention to the problems of the future, attempting to appraise the basis and extent of man's progress and interpret the problem that he faces in the near future. The war made clear to ma persons the degree to which modern industry depends upon t continuous flow of enormous quantities of raw materials, a especially of the minerals. In many circles throughout t world, the question of adequate supplies of the mine especially the fuels and metals, for near as well as more remo needs is receiving serious consideration. As a result, persons representing the state as well as industry are looking to geologists and engineers for all the data that throw light on the distribution, extent and availability of the minerals that must serve coming generations.] Obviously, in a brief research I have been able to consider only a few sources of the metals in Europe, perhaps fifty out of a total of many hundreds. In order that the conclusions may have value, however, I have chosen districts which have been important sources during some epoch of the last three hundred years or more.

The improvement in leaching introduced by the Russell process has stimulated the development of processes for refining lixiviation-sulphides. In the early days several processes for dealing with the sulphides were proposed, and some of them were tried more or less ; but the business finally settled down to sending the sulphides to the smelters, although this was known to be both troublesome and expensive. In 1891 Mr. C. A. Stetefeldt* introduced at the Marsac mill, Park City, Utah, an unpatented process, built up out of the general fund of information available. It consisted in matting the sulphides, grinding, roasting, grinding again, and dissolving the copper out in diluted sulphuric acid, then melting the silver and crystallizing the bluestone. It did not yield fine bullion, hence the bullion had to be refined as well as parted; besides, there was some loss. This process was thoroughly tried at the Marsac refinery and then a year's run was made, the net result of which was that it did not prove sufficiently better than the sending of the sulphides to the smelters to warrant its substitution for that practice. In 1893 the Dewey-Walter Refining Company undertook the refining of the Daly sulphides in the Marsac refinery by the sulphuric acid process, upon which two United States patents ? have been issued to the writer. Naturally, difficulties were encountered in starting a new process, and most of 1893 was taken up in getting it into smooth working order; but in 1894 a run was started, in which all the regular sulphides produced by the
