IT has been frequently observed that, when metal crystals are bent and annealed or when they are bent at elevated temperatures, the asterism of the Laue spots is split discontinuously into tiny intensity maxima. This finding indicates that segmented crystallites or subgrains are produced, which are relatively undistorted within themselves but which differ slightly in orientation from their neighbors. The following viewpoints have been put forward concerning the nature of this segmentation process: 1—Crussard' has described the phenomenon as "re-crystallization in situ." According to this mechanism, the deformed lattice recrystallizes on heating into an aggregate of comparatively strain-free subgrains separated from one another by low-angle boundaries and having nearly the same orientation as the original crystal. This process differs from the classical type of recrystallization in that the latter involves the formation of grains having quite different orientations from that of the mother crystal. 2—A similar but more detailed picture has been advanced by Cahn' who adopted the term "polygonization." In this interpretation, the plastic bending of lattice planes results in an excess of dislocations of one sign, but at suitable temperatures these dislocations migrate along slip planes and collect in localized regions to form an array of low-angle boundaries. Concurrently, the lattice segments between the boundaries lose their curvature and elastic strain. 3—The "cell formation" concept of Wood and co-workers: unlike the two hypotheses cited, postulates that the segmentation of the lattice is basically a mode of deformation and is not an annealing phenomenon. Cell formation appears to compete more effectively with respect to the normal slip process as the deformation temperature is increased and as the strain rate is decreased. The present work was performed on 3.2 mm diameter 99.99' pct Zn single crystals, grown from the melt in a gradient furnace. The major impurity was 0.003 pct Fe. The crystal orientations ranged from those with basal plane parallel to the rod axis to those with the basal plane almost perpendicular to the rod axis. The specimens were bent on templates to effective radii varying from 14.2 to 1.3 cm at the temperatures from —196" to 100°C. In each case, the axis of bending was parallel to the basal plane. Subsequent annealing was carried out at temperatures from —196" to 400°C. Back-reflection Laue pictures were taken on the convex surface of the bent specimens, before and after annealing. This procedure was found to yield better resolution of the detail in the diffraction spots than did the previously used Laue transmission technique. Some X-ray pictures of rods bent at —196" and —78°C were taken at these respective temperatures without intermediate warming to room temperature. Known as the "Public Domain Lands Organic Act 01 1971" or S.921, the bill would monitor exploration by heavy machinery which ran destroy fragile ecology without any requirement for restoration or rehabilitation." Mexican petroleum production for 1928 was approximately 50,000,-000 bbl., the lowest in 12 years, showing a decrease from 1927 of over 14,000,000 bbl. The steady downward trend for the past 7 years has allowed Russia to outrank Mexico by a wide margin for third position and if the expected decline continues during 1929 it should place Persia ahead of Mexico as fourth in rank. The year 1928 was characterized by a continuation of the reentrench-ment previously begun by the oil industry in Mexico in an attempt to adjust itself to the adverse conditions caused by the steady depletion of the fields, the rapidly increasing competition from Venezuela and the United States and the as yet unsettled petroleum legislation and taxation situation. With the exception of the Isthmus of Tehuantepee, drilling in proved fields was considerably curtailed and although the number of wildcats completed exceeded those of the previous year, no extensive drilling programs were undertaken. Practically without exception, the major companies reduced personnel and operations to a point where they could meet existing conditions and mark time while awaiting a more stable basis for the future testing of unexploited regions. Many terminal and transportation facilities were abandoned during the year. Development Only 371 wells were completed during 1928, as against 583 in the previous year and 808 during 1926, and although the percentage of producers in 1928 was 34 per cent., compared to 26 per cent. in 1927, the initial production of -wells was considerably lower than during the previous year, a great number of the wells showing salt water and becoming "strippers" from the time they started to flow. Development is summarized in Table 1. Drilling in the Northern fields did not prove any new pools of importance, the most successful wells being located in the old producing areas of Cacalilao, Panuco and Topila. (Fig. 1 Very few of the producers made more than 1000 bbl. daily, and a great many less than 300 bbl. a day.

As an example of nonmetallic mineral flotation, the separation of several pegmatite minerals will be discussed in considerable detail, from both the laboratory-testing and plant-operation standpoints. The pegmatites have been chosen to illustrate the practicality of the selective separations of the minerals in a complex nonmetallic ore and, in so doing, to set forth a summation of the flotation art and technology which is applicable in part to the beneficiation of several less complex nonmetallic ores. In addition, a brief summary of descriptions of other nonnietallic mineral flowsheets and separations is included. Some of the industrial minerals now being concentrated by froth flotation methods commercially, or in the laboratory, are listed in Table 1. GENERAL CONSIDERATIONS There are two classes of chemicals that are normally utilized as collectors in froth flotation separations of nonmetallic minerals. These are defined as anionic and cationic and are typified by the fatty acids and amines, respectively. The fatty acids are selective to those minerals that have a high concentration of positive surface charges, such as the various calcium minerals typified by calcite, phosphate rock, and fluorspar. The amines are selective to those minerals with a high concentration of negative surface charges, such as silica sand and silicates. It should be noted, however, that by using various inorganic chemicals, a new or synthetic surface can be placed on specific minerals which produces different characteristics, thereby reversing the flotation reagent required for separation. The polar end of the collector attaches to the mineral surface either by chemical or physical adsorption; the nonpolar unreactive end is oriented away from the mineral surface. The result is a hydrophobic coating at the mineral surface which causes attachment to air bubbles. It is this surface condition that permits the floating of minerals which normally sink in water. In recent years, the problem of damage to coke-oven walls by expanding coal charges undergoing carbonization has engaged great attention on the part of research workers in this field, and has led to the development of many devices for estimating these pressures.l-14 Only in Russell's method" and in the Koppers ovens7 are conditions quite similar to those in commercial ovens. Tests even in these ovens are empirical because no information has been published to permit an evaluation of "scale effects." Owing to the relatively large wall area in these test ovens, the average wall pressure determined may be lower than that existing in localized areas. This factor may be compensated for in part by the testing of coal charged into the test oven at a bulk density that is as high as the highest that is believed to exist in commercial ovens. Both of these lacks might be filled by the development of an adequate gauge for the direct measurement of wall pressure exerted by the charge in commercial coke ovens in normal operation. Previous attempts to elaborate such instruments7,15 have resulted in units which, because they had to be water-cooled, probably produced changes in the conditions of carbonization, and which had to be removed from the oven before carbonization was complete, to avoid their destruction. Late in 1941 the Coal Research Laboratory undertook to develop such a gauge, in which gas pressure was balanced against the charge pressure and which thus would not require water cooling, on a suggestion made in 1937 by one of the present authors and William B. Warren, a former member of the Laboratory staff. The gauge heads themselves were to be simple and cheap enough so that they might be discarded after each run if seriously damaged. This would permit them to be left in place throughout the carbonizing period, when they could be pushed out with the coke. The basis of the design, of which the latest exemplification is shown in Fig. I, was that as the internal gas pressure within a flexible metal envelope was increased, the flexible wall would move away from a stop when the gas pressure just overbalanced the charge pressure. If the stop were an insulated electrical contact, the point of balance could be indicated by the breaking of an electric circuit. It was anticipated that, while the instrument must operate at high temperature, the presence of a strongly reducing atmosphere throughout the carbonizing period would so reduce the danger of scaling that mild steel could be used for the gauge. This expectation has been justified. Danger of attack on silica oven walls by the steel gauge body can be eliminated by cementing asbestos paper or an alundum or silica plate to the back of the gauge body. The gauge head itself has a relatively heavy mild-steel body, A, into which standard ¼-in. pipe B is screwed to conduct gas and electrical leads. The work of adhesion is thus expressed as the sum of these two bonsding free energies. Calculated works of adhesion for nickel, titanium, chromium, and zirconium on sapphire agree well with the experimentally determined quantities. The model is extentled to the calculation of the work of adhesion and shear stress required to remove a thin metal film from a sapphire substrate and is in good agreement with experimental values. The obsewed dependence of the work of adhesion on the free energy of oxide formation of the metal is shown to also provide an interpretation of the tittle dependence of thin-film adhesion. THIS paper presents a model for the type of bonding which occurs across a metal-A12O3 interface. The model is used to explain the results of two types of experiments in which such an interface exists: 1) the adhesion of thin metal films on Al2O3 substrates and 2) the wetting of A12O3 by liquid metal drops. The adhesion of thin films to various substrates has been the subject of a variety of investigations.'-' Benjamin and weaver3 and Bowie,6 using the scratch test developed by Heavens,10 studied the adhesion of metallic films to glass substrates. Their observations for noble-metal film adhesion agree well with an adhesion model involving a van der Waals type of bonding between the film and the substrate. For films of metals whose free energy of oxide formation. ?F°f, has a negative value. Benjamin and weaver3 and Bowie6 found a time-dependent adhesion with an initial value that can be interpreted in terms of van der Waals interactions but a larger terminal value which was related to ?F°f, Karnow-sky and Estill7 deposited films on sapphire at elevated temperatures and noticed no time dependence of film adhesion but a similar correlation with ?F°f. Because of the kinetic problems associated with thin-film adhesion it is desirable to examine adhesion in an equilibrium system. The wetting behavior of liquid-metal drops on Al2O3 provides such a system. Systems of this metal-ceramic type have been studied extensively.11 Humenik and Kingeryl2 have measured the wetting of A12O3 (and other substrates) by several metals and have pointed out that the wetting ability of these metals increases with increasing values of -?F°f. It is thus seen that thin-film adhesion and metal wetting on A12O3 are both related to the tendency of the metal to react with the surface oxide ions of the Al2O3 substrate and, because of this, both phenomena should be explainable by an appropriate model for the metal-Al2O3 interfacial bonding. In the sections that follow, wetting and adhesion data on A2O3 are reviewed and a model is presented by which these phenomena can be interpreted. ANALYSIS OF WETTING EXPERIMENTS In an equilibrium system involving a liquid-metal drop on a solid Al2O3 substrate, the work of adhesion, WAD, is defined by the Dupre, equation as WAD = ?s + ?L -?sL [1] where ?s and ?L are the surface free energies of the solid substrate and the liquid drop, respectively, and ?sL is the interfacial free energy. The work of adhesion is the work required to separate a unit area of the solid-liquid interface into two surfaces. The work of adhesion is usually determined from a sessile-drop experiment in which yL and the contact angle, ?, are measured. The Young-Dupr6 equation is then used to calculate WAD Wad = ?L (1+ cos ?) THE distinction btween price reduction as a re-sult of lowering of production cost and price re-duction through unrestricted competition cannot be made too clear, because they are often interwoven in actual experience. Take the whole population of a town whose principal industry is shoe manufacturing as a concrete example. If the manufacturer is able to cut his price per pair in half because he has found out how to make a pair at half the cost, he will com-monly let a number of his men go, because reduction in production cost usually results from substituting cheap mechanical energy for expensive human energy. These people will normally find other employment. The workmen who remain employed usually earn more in dollars than they did before, and in spending it give employment where there was less before. Mining companies that initiate considerable enter-prises in foreign lands where the economic level is low, and where most of the people are busily but in-efficiently engaged in raising enough food to support themselves and their families, often find themselves confronted with an acute labor problem. If any con-siderable number of workers leave the land to work in and about the mines, those left on the land cannot raise enough food to keep them all unless they are taught better methods of agriculture and provided with equipment that will enable them to produce more with less expenditure of effort. Add to this the fact that managers commonly find that the "natives," as our British cousins designate them, usually need more food and a better balanced diet than they have been accustomed to in order to show anything above the lowest order of efficiency in industrial work,. and it is clear that to make a new industry possible in what may be termed an economic province involves increas-ing the productivity, not only of those who are em-ployed in it, but of the whole social group. It has already been pointed out that the employ-ment of large numbers of men in automobile manu-facture is only possible because the others have in-creased their productivity enough to turn out every-thing else that is needed without the help of the auto-mobile workers.

rr has long been suspected that sulphur has a small but finite solid solubility in iron, but up to the present more accurate data have been lacking. The survey given by Hansen' illustrates the divergence of data and opinions. Solubilities between 0.01 and 1.5 pct have been suggested, and opinions vary regarding the effects of temperature and phase transformations in iron on the sulphur solubility. The extent of solid solution and its variation with temperature might be expected to be an important factor in the occurrence of hot shortness in steel. Therefore, the object of the present investigation was to study this problem more systematically. It was furthermore hoped that solubility data for sulphur might contribute to an understanding of the factors which determine solid solubilities in general. Experimental Procedure The present work was based on the measurement of the chemical activity of sulphur in the solid solution by means of equilibrium with a mixture of hydrogen and hydrogen sulphide. When the solid solubility limit is reached, the sulphur activity in the iron becomes equal to that in the coexisting sulphide phase. A gas mixture of a controlled H,S/H, ratio was passed over pure metallic iron heated to a temperature in the range 900" to 1500". The amount of sulphur absorbed by the iron was determined by analysis, and from a plot of percentage of sulphur vs. gas composition the sulphur activity and the solubility limit were determined. As the rate of diffusion of sulphur in solid iron is very small, often several days were needed to be sure that equilibrium conditions had been established. To produce a gas flow with less than 1 pct H,S of constant composition for several days, was in itself a problem. The most satisfactory arrangement was obtained by a continuous synthesis of hydrogen sulphide from the elements. This was done in the part of the apparatus shown to the left in Fig. 1. THE four papers making up this symposum have been prepared espe-cially for those who have no knowledge of seismograph prospecting. To many people mathematics is a formidable subject, and many are discouraged from studying seismograph prospecting under the mistaken assumption that the mathematical requirements are severe. In the papers presented here there is not a single mathematical equation. We believe that considerable competence in dealing with some of the most important problems of this work can be attained without any mathe-matical training whatever. At the present time, there is a real need for interpretation of results by persons thoroughly competent to bring geologic experience and imagination to bear on data that are subject to multiple interpretation from a strictly physical viewpoint. Likewise, those charged with the responsibility of planning seismo-graph exploration campaigns would do well to become familiar with as much as possible of the technical aspects of the work. They would then be in better position to judge of its success in individual cases. It has often been said that the seismograph is a new structure-finding tool for the geologists to use. Using a tool and using its product are two different things. One does not use an automatic screw-threading machine when he buys a box of screws at the hardware store. Neither does the geologist

(written discussiont).-I have read Mr. E. L. deGolyer's paper on The Theory of Volcanic Origin of Salt. Domes, with a great deal of interest. It seems to me a very able summary and discussion of the various theories set forth to account for the origin of our salt domes on the coast. It has always appeared to me that what we need is more observations on the facts involved and I regret very much that so far we have not been able to devote much time to the study of our salt-dome fields on the coast in this State. One feature that I do not find mentioned in Mr. deGolyer's paper is the so-called "cap. rock" overlying the salt. The nature of this rock seems to vary from a coarsely crystalline limestone to a fine-grained limestone containing sand and in which the limestone seems to be intersticially introduced material. We should be prepared to accept, if necessary, "more than one theory. To my mind, the igneous theory and the artesian theory, if I may so call it, may very well both be true. The "squeeze" theory and the artesian .theory may,, it seems tome also, jointly explain the phenomena. Neither the volcanic nor the salt "squeeze" theory explains the presence of the cap rock. The latter certainly does not explain the extensive sulphur deposits which occur in association with the cap rock. Whichever additional theory will be found best to explain the salt-dome structures, when we shall know them better, it seems to me that the theory first advanced by R. T. Whatever cause has first set into action an upward circulation of gases and liquids in our salt domes, it seems to me that to a gentle circulation of the kind postulated by their theory is to be ascribed the uppermost and the later phenomena in our salt domes on the coast, with which we are most familiar; such as the cap rock, the sulphur, and the gypsum and anhydrite deposits.

(written discussion ?).-This paper is a real contribution to technical science; it will make it' easier to think accurately about the inner workings of a blast furnace. I was rather surprised to read that the authors regarded as a new discovery the idea that a molten mixture of CaO, A1203, and Si02 is a molten solution of the compounds of these oxides rather than of the oxides in each other. Surely no. chemist with an active respect for the known facts of chemical affinity could believe that these oxides could be melted together without forming compounds, and that these compounds would then dissolve in one another. This work does, however, help to establish what it was supposed must be true. I think it is worth while, in the light of the work of the Geophysics Laboratory, this work of the Bureau of Mines, and that of previous investigators, to visualize what happens as a charge passes down through a blast furnace, thinking especially of the slag-forming materials. These are chiefly kaolin (Al203.2SiO2.2H2O), quartz, and limestone. These substances do not undergo much change until the limestone decomposes at about the middle of the furnace, whereupon the chemical affinities of CaO and SiO2 must begin to he active; especially if there is any amorphous Si02 present. This forms CaSiO3, and the SiO2, CaSi02 and Al2-032SiO2 then come together to form the binary and ternary eutectics so well located by the work of the Geophysics Laboratory. No matter how much lime has been charged into the furnace, the formation of this eutectic will start it about the same height in the furnace and the gangue will start to get pasty at the same height. Large, high, open stopes resulting from vertical crater retreat (VCR) and similar methods are usually filled with sand tailings to support the stope walls and make it possible to mine the pillars. The hydrostatic head resulting from these high stope fills demands extremely heavy bulkheads in the crosscuts to withstand the pres- sure. Occasionally, these bulkheads fail because there are no drains or the installed drains are inadequate. Costly flooding of the mine and loss of life result from these failures. With proper design of blanket drains and filters, the fill can be made failure-proof, requiring only a minimum bulkhead, designed specifically for zero water retention. The effectiveness of the blanket drains can be increased by laying perforated pipes on the bottom of the crosscut within the blanket drain. These drains can have a safety factor of 10 with minimal expense. When the water is properly drained, the hydrostatic pressure on the bulkhead is reduced to zero, leaving only the lateral pressure of the sand. This lateral pressure is partially dissipated by arching and shear against the crosscut walls and consolidation of the tailings as the water is drained. The bulkhead should be placed at least one cross-cut diameter back from the collar of the drawpoint.

The role of surface charge in soluble salt flotation, which was developed in Part I, is extended to relate the theory to the specific phenomena of KCI-NaC1 separations. Temperature-collector solubility relationships, metal ion activation, and particle size effects are discussed. The initial paper in this series developed and presented the hypothesis that one of the mechanisms of soluble salt flotation may involve electrical attraction between the collector and mineral surface. This hypothesis was developed from a combination of experimental data and free energy calculations, and details of the logic are presented in this first paper.* The studies have indicated that KC1 has a positive surface charge and NaCl a negative charge. KC1 can therefore be floated with sulfonate ion (RSO;) or with an aqueous polar species such as the aqueous amine chloride, RNH3C1(,,). The chloride end of the RNH3C1(,,) molecular dipole is probably negative and will be attracted to the positive surface of the KC1 particles and absorb (actually probably fit into a vacant chloride site) on the mineral surface. The amine end of the collector molecule would extend into the solution phase and provide the air avid surface required for flotation. NaCl particles are floated by such collectors as aqueous molecules of fatty acid salt, RCOONa(,,), in which the positive inorganic end of the dipole is attracted to the negatively charged surface of the NaCl and, in this case, adsorb and probably fit into a vacant sodium site on the surface. The aminium cation, RNH~, should also be a collector for NaC1. For certain collectors, actual precipitates of the collector must be formed before a sufficient amount of the polar aqueous molecule is present to effect flotation. In a system of this type there is a three-way equilibrium between: Aqeous Molecular Solid Precipitate - A of the Collector (Not Dissociated) . Ionic Species (Dissociated). LITERATURE data1'3 have suggested that the resolved shear stress necessary to initiate slip in a particular slip system in tungsten single crystals is strongly dependent on the tensile orientation of the crystals. This orientation dependence is contrary to the critical resolved shear stress criterion. Because the Schmid factors for slip on particular {110}( I l l), {112}(Ill), or {123}(111) slip systems in a (100) oriented tungsten crystal are virtually identical to the respective Schmid factors for a (110) oriented crystal, slip should initiate on the same system in both orientations, independent of the values of the critical resolved shear stresses. Thus, it would be expected that, for a critical resolved shear stress model to hold, the proportional-limit stress for these two orientations must be similar. The expectation of similar proportional -limit stresses has not been borne out by reported experimental observations. Rose et nl.' reported that the proportional-limit stress for crystals near the (110) orientation was 92,000 psi, approximately three times that of (100) oriented crystals (31,000 psi). Garlick and probst2 reported greater than a fourfold difference. Most recently, Beardmore and ~ull~ examined tungsten crystals with orientations along the edge of the standard stereographic triangle and showed a gradual increase in proportional-limit stress from 28,000 psi for the (100) orientation to 93,000 psi for the (110) orientation. Again, the difference was more than threefold. As has been emphasized by these investigators, the apparent gross variation of proportional-limit stress with orientation precludes any meaningful analysis of slip mechanics using a simple critical resolved shear stress relation. The purpose of the present communication is to report that, by use of refined strain-measuring techniques, the proportional-limit stresses for the (100) and (110) orientations are quite similar. Obviously, to determine accurately the value of the proportional-limit stress, which is by definition the stress at which nonlinear stress-strain behavior first occurs, the method of measuring strain must be capable of high accuracy. The investigators cited used as the measured elongation the crosshead displacement of the tensile machine. This method, however, introduces extraneous strain contributions from the load train. Because these extraneous contributions are considerable in the initial portions of loading (as has been well-documented in the literature) the proportional-limit stress measurement, dependent on the deviation of a line from linearity, can be significantly affected. During the course of a recent study, room-temperature strain was measured directly on several (100)-and (110)-oriented tensile specimens axially oriented within 5 deg of the desired direction. Each specimen was fitted with two foil strain gages mounted on opposite sides of the 0.08-in.-diam reduced section. The tensile specimens were loaded at a crosshead speed of 0.01 in. per min on an Instron Universal Testing Machine. Strain was monitored through an external bridge circuit in which the specimen strain gages comprised two arms. The bridge output was recorded against the applied load. A strain of 2 x 10"" could be readily detected by this method. Some specimens were subjected to conventional loading while the load for others was cycled between zero and continually increasing values until the first deviation from linearity was observed. The results of these methods were similar, and the stress at which nonlinear behavior occurred was considered the proportional-limit stress. The proportional-limit stresses measured in this study are approximately 5000 and 6500 psi for the ( 100) - and ( 110) -oriented crystals, respectively, a range of values almost a magnitude less than those reported previously. Representative curves are presented in Fig. 1. Because of the nature of the measurements made, the point of departure of a line from linearity is often debatable. While the load-strain curve for the (100) -oriented crystals made a relatively abrupt deviation from linearity, the curve for the (110) -oriented crystal was more gradual, so that the actual point of tangency may be at a lower load than reported. A method has been developed that permits the correlations of Mehra and Thodos8 and Dastur and thodos2 for binary systems to be used for the prediction of the vapor-liquid equilibrium constants of the light and heavy constituents, Kland Kh, of a ternary hydrocarbon mixture. Furthermore, the unique relationship observed in this study, i.e., a plot of log Ke/Ki vs log Kp/K h is linear and passes through the origin, permits the calculation of the K-value for the intermediate component. This approach has been used to establish K-values for the constituents of the three ternary hydrocarbon systems used to develop this method and has also been applied to two additional ternary hydrocarbon systems to yield an average deviation of 7.7 per cent resulting from a total of 294 points for the five ternary systems considered. INTRODUCTION The rigorous calculation of vapor-liquid equilibrium constants for systems containing two or more components is a difficult problem and becomes extremely complex at elevated pressures and for conditions approaching the critical point. Although thermodynamic relationships can be developed to account for the vapor-liquid equilibrium behavior of simple systems, their use is limited because the necessary PVT data for these systems are not generally available. To establish a method for calculating K constants directly, without any recourse to the PVT behavior of a system, Mehra and Thodos8 applied the principle of corresponding states to the vapor-liquid equilibrium constants of binary hydrocarbon systems. They developed a series of charts which made possible the prediction of K-values for all binary hydrocarbon systems not containing methane. This work has been extended by Dastur and Thodos2 to include binary hydrocarbon systems containing methane. The charts developed in these two studies cover the high-pressure region and are applicable to conditions in the vicinity of the critical point. The ability of this approach to predict vapor-liquid equilibrium constants of binary hydrocarbon systems suggests that this method may be extended to the prediction of the K-values of the components of ternary hydrocarbon systems. In this investigation, the charts developed for both the methane and non - methane binary systems,2,8 together with mixture rules developed in this study, have been used to predict the K-values of the light and heavy components of a ternary hydrocarbon system. These calculated values are then used to establish the K-value of the intermediate component through the use of a novel relationship developed in the present study. DEVELOPMENT OF METHOD FOR PREDICTING K-VALUES OF TERNARY SYSTEMS The application of the corresponding state charts developed for binary hydrocarbon systems is restricted to those systems containing two components. The extension of these correlations to three-component systems requires that the ternary system be reduced to an equivalent binary, which can be treated in a manner consistent with the corresponding state development. To establish such an approach, the vapor-liquid equilibrium constant of the light component K is first calculated by assuming that the ternary mixture consists of the light component and a pseudo-heavy component of the intermediate and heavy constituents of the original ternary. To establish the vapor-liquid equilibrium constant of the heavy component Kh, the light and intermediate constituents of the ternary are combined to form a pseudo-light component of another equivalent binary system. BACKGROUND Foreign investment has been a major factor in bringing about the substantial mining industries of Chile, Peru, Bolivia, Venezuela, Brasil and Guyana. But economic nationalism and sentiment against foreiqn domination of vital national industries grew in the 1960s and most major mining projects were transferred into state owner ship. Among the state mining enterprises formed were CODELCO - Chile, MINERO-PERU/ CENTRCMIN - Peru, CCMIBOL - Bolivia (in 1952), Hierro-PERU, GUY-BAU/BIDCO - Guyana, etc. New investment during that time was discouraged because it was subject to the restrictive conditions of the investment regulations of the Andean-Pact, a grouping of Chile, Bolivia, Peru, Ecuador, Venezuela and Colombia. The philisophy was that mineral resources were to be developed exclusively by national enterprises. Essential foreign inputs had to be acquired "depackaged" as separate purchases of equipment and technical assistance services. As a result of the worldwide economic recession which hit the mining industries in 1980-1982, many projects that were viable in 1970 were not developed by the new state enterprises due to lack of capital, managerial and technical abilities and due to problems with marketing. As a consequence of the long-term decline of metal prices, governments experienced difficulty in getting investment organized through national or foreign enterprises and have had to face up to the trade-offs between national control and active mineral development. A change has since taken place in governmental policies. The 1981 Peruvian mining law, the 1982 mining law of Uruguay, the 1979/1980 mineral promotion laws of Argentina, all witness the gradual shifting of emphasis from restriction to promotion. The investment rules of the Andean Pact have been progressively softened through national regulation and today are more or less irrelevant. Nationalizations and forced renegotiations have not occurred in the last few years. Countries have gone to great lengths (without much success) to re-attract foreign investment on terms that accommodate the political sensitivities of the South American countries and the practical requirements of investors and financiers. For this analysis, three contracts have been selected which reflect this accommodation in three South American countries, where miner a1 production plays a major role in the national economy. These con tracts reflect both the attitudes and traditions of the individual countries, but also mark the shift in mineral investment policies that has taken place. EL INDIO AGREEMENT The 1977 investment agreement between Chile and St. Joe Minerals marked a dramatic relationship between Chile and foreign mining investor s. In Chile, mining of copper has played a major role in the country's history. Large scale copper mining was initiated and developed by Kennecott and Anaconda. The nationalization of these two companies under the Allende government in July 1971 started a wave of nationalizations of foreign-held mining and petroleum operations since then in many parts of the world. The military government supported the new Chilean state mining companies ((30DELCO and ENMI) , but it also attempted to accelerate mineral development by prom ting foreign private investment, thus reversing the nationalistic policies followed by the Allende and the preceding Frei government.
