FROM the time the Japs overran the Far East, the United Nations faced a serious military problem in the critical shortage of many raw materials desperately needed to prose¬cute the war on two fronts. For many months this critical shortage threatened substantially to limit the gigantic effort to get shooting equipment into the hands of the fighting men on the far-flung battle lines. Now this crisis has been met. Solvency in raw materials has been achieved. Simply stated, this job of producing solvency has been done by "cutting cloth to fit the garment." This does not mean that we have all the raw materials we need. Unfortunately, a few raw materials are still short, thereby limiting the total production of certain war goods, or making these goods less effective. Where the supply of raw materials is known to be limited, however, substitutions have been made or production schedules have been geared to the amounts available, and an over-all balance has been achieved between various parts of the war-production program.

The overall success of many strip coal mining operations depends primarily upon the efficient use of draglines to remove overburden. These machines require enormous capital investment and unless used efficiently the profitability of a venture is adversely affected. It is important that the dragline works continuously and it is imperative that the walking path and other facets of its operation be predetermined exactly so that the desired production rate is achieved with a minimum of non-productive time. Details of dragline operations which are of particular interest are walking path, prediction of best cut and positioning to maximize production, the angle of swing which produces the swiftest operation, optimum fill factor allowable for the type of material and conditions of ground, the maximum depth from which it can excavate and operating level with respect to the elevation of the high wall. The aims of the present paper are: 1. To establish a cut-off point in the cost-depth ratio. 2. Predict the most economic method of stripping in a given area using graphical plots of walking path implemented with information necessary to ensure optimum production. The optimum operating efficiency of the dragline in relation to the terrain and other conditions imposed on its operation will be evaluated. The model is based upon operating data which has been collected from site observations of a large strip coal mining operation in Central Queensland, Australia.

Shovel To further increase the efficiency in the production of their foundry sand, the American Silica Sand Co. has purchased a new and improved shovel that will be used for loading trucks at their Reynolds Pit. The [ ] new shovel will greatly facilitate winter mining operations and make possible larger winter shipments of the company's foundry sand. The Reynolds Pit is one of three sand pits in the Ottawa district owned by American Silica which produce sand that is refined for foundry use. Circle No. 1 Electric Switches The Crane Electric Co. has just announced the production of their R-1000, a new rotating limit switch designed to control the travel of any rotating device requiring interruption or establishment of electrical current after a predetermined number of revolutions. It is useful for machinery, lifts, and other power equipment. The switch is presented in a finished case, 16 gage, reinforced, with walls of sufficient strength to hold the entire mechanism and all the parts in accurate alignment. The worm gear combination has a 60 to 1 ratio, sufficient for most industrial uses. The number of revolutions can still be increased by using various combinations of driving sprockets, either on the shaft of the switch, or on the sprocket of the unit controlled by the switch itself. EHRENBERG was the first to publish and direct attention to the peculiarities of the diatomaceous deposit of Richmond; but how and by whom he was supplied with the material for his microscopical investigations, is not generally known; but we may presume W. B. Rogers, formerly State Geologist of Virginia, furnished the material, and may have given the geological position or horizon. O£ these facts we have no available evidence, nor have we any estimate of the thickness of this stratum of diatomaceous or infusorial earth. At the request of a member of this Institute, I have investigated the subject, and offer the following facts as the result, derived principally from information supplied by Mr. John Ott, of the Southern Fertilizing Company, Dr. William Taylor, State Chemist, C. Peticolas, microscopist, Captain Robert H. Temple, civil engineer, Major C. M. Bolton and Mr. C. M. Smith, civil engineers, and formerly engaged in constructing the tunnel under Church Hill, in Richmond. The city of Richmond is generally described as being built on seven hills. This is not the fact, geologically speaking. Originally, there was an immense plateau of land, about two hundred feet above tide, in which a deep excavation was made from the west to east by the James River cutting down to the granite. Opening southward and meeting the valley of the James are various ravines and gullies, in the principal of which are Shockoe and Gillies Creeks. The formation is tertiary, subdivided into all the classified divisions, but at the present moment no one has been found to make this section a special study. Rogers's early classifications and diagrams, with all their imperfections, are the only published records, and the printed editions are long since exhausted. The city of Richmond is really situated in these ravines of the James, Shockoe, Gillies, and their connections. The profile marked A, Plate V, represents the section of the plateau

He was born at Montreal, Canada, in 1875. His earliest education was received in Montreal hut was continued from 1885 to 1892 at schools and academies in Brooklyn, Whitestone, and Flushing, L. I. For his technical education he returned to McGill University, where he graduated in 1897. His first professional occupation was as transitman enga.ged in the running of township lines in the Rainy River District of Ontario. In 1899, he was made assistant chemist at the Cuggenheim smelter at Aguascalientes, Mexico. From 1900 to 1903, he was chief chemist for La Compañia Minera de Peñoles, at Mapimi, Durango. We have no information as to his pursuits during the next eight years, but from 1911 until 1914, when he became a member of the Institute, he was chief engineer for the Bankhead mines in Alberta, Canada. Lieutenant-Colonel Alfred Winter Evans Lieutenant-Colonel Evans, who was in command of the Third Battalion of the New Zealand Rifle Brigade, and had been cited in Distinguished Service Orders and received the Distinguished Conduct Medal, was killed in action on Oct. 12, 1917. Alfred Winter Evans was born in Natal, South Africa, in 1881, and received his preliminary education in the Durban High School. For the next five years he attended St. George's School at Harpenden Heights, England, until 1898. Returning to South Africa, he worked . for three months of 1898 as underground sampler for the Crown Deep Gold Mining Co., at Johannesburg, and for six months of the following year he was shift-boss for the Crown Deep, Ltd. At the outbreak of the Boer War he took an active part and was engaged on military service from 1899 to 1902. At the close of the mar, he came to New York and attended the Columbia School of Mines, where he graduated with the degree of E. M. in 1906. A part of that year he spent as assayer to a mining company at Poland, Arizona. In 1907, he returned to South Africa and engaged as underground contractor in charge of mining and development at a number of the South African mines, notably the French-Rand, the ViIIage Main Reef, the City Deep, and others. In 1908, he acted as shift-boss for the Fer-rerra Gold Mining Co. at Johannesburg. In 1909, he was appointed acting general manager for the Consolidated Goldfields of New Zealand,

In the last decade the railroads have been making tremendous strides in the development of services for the handling of bulk materials, the equipment for handling them, and the efficiency of handling, which resulted in lower costs to shippers. Pressure differential cars, giant tank cars and covered hopper cars, high capacity transloaders, and unit trains have led to substantial advances in expeditious, efficient, and economic handling of bulk materials.

THE year 1935 is noteworthy for the superior legislative measures passed by several states. Sincere efforts have been made to establish equity between the various producing tracts in oil and gas fields. Outstanding legislative measures include the New Mexico law, known as Senate Bill No. 79, approved on Feb. 23; the Oklahoma law on April 22; the Texas law on April 30; and the Kansas law, which became effective July 1. Primarily designed to prevent waste, but more or less the direct out- growth of the current excess of potential oil and gas production, these statutes fall in the class of "Proration Laws."

In a reserve assessment in areas where multiple coal seams lie above drainage or outcrop and where mining options include contour, auger, mountaintop removal and underground methods, the mining technique (or techniques) selected are heavily dependent on both economic and technologic factors. Rapid and accurate calculations utilizing digital terrain modeling, structure isopacs and including factors such as minimum seam heights, reject limits and coal quality are of vital importance in mine planning. The ability to forecast mine development in a "what if" fashion is a powerful tool that now demands computer resources to reduce these time-consuming, often repetitive calculations. Island Creek Coal and Occidental Systems have developed a minicomputer based engineering workstation for local digitizing, plotting, and volumetric calculations to move the computing function from the computer room (with time sharing on a mainframe computer) into a more interactive environment, resulting in a gain in efficiency and productivity for the mine planning process. The workstation is connected to Occidental's mainframe computers allowing data transfer to the host for "CPU-intensive" calculations. This paper reviews the system configuration and describes the operations required for a typical mine planning application.

The problem of scrap is probably of greater importance in the pro duction of gold, silver and other precious metal alloys than is the case for base metals and alloys. Remelting of gold and silver scrap in the shop is always a costly process because it involves losses by oxidation of thc base metals in the alloy with a consequent increase in the percentage of precious metal. This is most marked in the case of alloys containing the low-boiling and easily oxidized metals zinc and cadmium. Since it is not generally feasible to assay every shop remelt it follows that the possibilities of lost values arc large. So-called rolled gold and silver plate is made by soldering or welding the precious metal alloys onto base metal. Such plate when defective must be sent to the refinery to recover the gold and silver values, thereby involving additional expense in the form of refining charges. It is obvious therefore that gold and silver alloy scrap is an important item in manufacturing cost and must be reduced to a minimum. The amount of scrap resulting from poor metal will depend on a number of factors in the manufacturing operations, not least among which is the melting and casting practice. The notes which follow are a summary of experiments performed at various times to determine what variables in melting and casting are influential in the production of sound alloys. Metals Used in Alloying Pure gold, that is, gold of 24-kt. value is very much too soft for jewelry purposes and it is therefore always alloyed with other metals to increase its hardness and resistance to wear. For the same reason pure silver is seldom used alone but is alloyed with copper, the standard alloy being sterling silver which contains 92.5 per cent. silver and 7.5 per cent. copper. The metals commonly used for alloying gold are silver, coppcr, nickel and zinc. In addition to hardening the gold and producing alloys of different karat values the use of these metals makes possible the production of gold alloys of various colors such as yellow, red, green and white. There was little change in the oil and gas industry in Mississippi during the year 1938. No new fields were discovered and the production from the Amory field was nil. In the Jackson gas field six wells were drilled and production was obtained in each instance, but none of these wells increased the area from which the gas is produced. Outside the Jackson gas field nine wells were drilled, of which details are given in the accompanying table. The seeming lack of activity in Mississippi belied what was actually happening, for a great many geophysical crews of the major companies were active in all parts of the state. There were approximately 65 structures mapped and for the most part these have been leased. It is believed that 1939 will see an increase in wildcatting over a large part of the state.

A few months ago I had the honor of addressing the Society of Mining Engineers annual banquet in Sun Francisco. I have since been asked to amplify some of the remarks I made at that time concerning the management policies of the Kaiser organization and various aspects of our corporate thinking. This is a difficult task for an insider like myself. I look at the different companies, and the men who run them, and it is hard to think of these men in terms of policy or procedure. Actually I prefer the term management philosophy to either policy or procedure. My father, Henry J. Kaiser, is not only the founder but the guiding spirit of our organization. His philosophy, and in turn that of the organization, centers around two concepts, service and accomplishment.

The mineral industry, so important to industrial development, faces a major challenge in creating the most effective financial structure to provide funds essential for seeking, evaluating, developing, and extracting minerals. The acquisition of funds for mineral development and plant erection do not differ greatly from fund-raising in nonmineral ventures because risks are essentially comparable. High-risk exploration funds, however, are more difficult for the mineral industry to acquire. With the world's ever-increasing appetite for minerals, the internally generated cash of major oil and mining companies cannot be expected solely to maintain the world's mineral supply. The augmented costs, risks, and difficulties of exploration have been shared increasingly by the smaller independent operator and by private and public participation drilling programs within the petroleum industry over the past 30 years. Only recently has the mining industry awakened to the need for utilizing exploration and development funds derived from sources other than established mining and banking circles. Almost from its inception, the oil industry was forced to drill deep holes through overburden without the aid of a mineral "outcropping" which required geological, and in subsequent years, geophysical interpretation. The poorly financed, nontechnical prospector, who depended on a mineral outcrop, was not to play an important role in oil exploration as he did in mining. Because of the high cost of drilling and the demands for technical judgment to locate an exploration drill hole, corporate and sophisticated private funds generally financed oil discoveries. When external funds were subsequently required, these financially sophisticated explorers would turn to the banking community from which came numerous ingenious innovations, taking cognizance of existing tax laws. Like the oil explorer, the miner is now faced with probing below the surface, relying solely on regional geology and geophysical anomalies. The day is gone, for practical purposes, when the prospector discovers a deposit from a mineral outcrop. There is little doubt that the mining industry will now follow the course taken by the petroleum industry in acquiring external funds if it is to meet the future raw material requirements of the world. The oil industry has been able to attract bank funds more readily than the mining industry after a mineral discovery has been made because: (1) with few exceptions, an oil discovery can be placed into commercial production and will generate cash at much less expense and time than a mine; and (2) generally, costs of oil production, the value

The economics of pressure tunnel design emphasize the utmost utilization of the least expensive pressure-resisting material available, namely, the rock surrounding the tunnel. A major difficulty in the design is the problem of transferring internal hydraulic pressure to the rock through a tunnel lining or membrane provided to maintain watertight conditions. The lining is necessary not only to prevent water loss, but to prevent the diffusion of water at high pressure through joints and fractures beyond the confines of the tunnel, an occurrence which could ultimately affect the stability of the rock mass through which the tunnel passes. Because of its toughness and ability to bridge localized areas of weakness, steel is used for a lining material whenever high internal pressures are involved. The steel lining is coupled to the surrounding rock mass through an annular ring of concrete backfill. It is paradoxical that the steel lining, needed primarily to assure water tightness, must of necessity be incorporated into the structure as a major pressure-resisting component, not to augment the bearing capacity of the concrete and rock, but to limit the strain for the safety and preservation of the steel lining itself. With the deformation modulus of the steel so much greater than that of the rock, the liner approaches its yield strength before the load capacity of the rock can be fully mobilized. Shooting Soot from Stacks In the DuPont magazine of June, 1916, S. R. Russell describes a method of cleaning large smoke or kiln stacks which he calls "simple,. economical- slid-most efficient" and-which- he -says can- be used in either-lined or unlined stacks, brick or steel, without fear of injury to the stack or lining. He gives the following specific directions: "The gun can be made out of air old piece of shafting about 4 in. in diameter and 14 to 16 in. long. Bore a hole 1 ¾ in. in diameter and 10 in. long in the center of the piece. Then bore a small horizontal hole ¼ in. in diameter through the piece-to the bottom of the center bore. This hole serves as a touch hole for inserting the fuse. "The-whole thing can be mounted on a pedestal about 6 in. in diameter so that it will stand in an upright position. "The -method of operation is as follows: Pour some FFF Blasting Powder into the mouth of the cannon to about 2 in. from the top. Tamp to the collar with dry clay. , A short piece of fuse is inserted in the touch hole and in contact with the main powder charge. Open the flue door at the bottom of the stack, set the cannon on the bottom and in the center of the stack, light the fuse and close the flue door. "The explosion shakes and loosens the soot adhering to the sides, causing it to fall to the bottom. It can' then be removed through the flue opening.

A combined process of segregation roasting-flota-tion or magnetic separation was developed to recover nickel from lateritic iron ores and oxidized nickel ores. An ore was mixed with a halide, such as sodium or calcium chloride, and a solid reductant, and roasted, whereby the nickel content was segregated out as discrete metallic particles. Either by magnetic separation, or by flotation using a sulfhydryl collector together with a heavy metal salt as an activator, the metallic nickel could be concentrated, Effects of such variables as the types and amounts of the halide and solid reductant addition and of the roasting conditions were extensively investigated. The concentration results on several types of ores from Japan, the Philippines, and New Caledonia are presented. Laterite is a residual product of rock decay in tropical and subtropical regions, and consists mainly of hydrated oxides of iron and alumina. Those derived from serpentine sometimes become enriched in nickel, cobalt, and chromium contents. Oxidized nickel ores are of the similar origin, but their nickel as well as silica contents are higher due to gamierite-type silicates. Apparently, nickel enrichment is more pronounced in the transition region between the surface layer of iron laterite and the underlying serpentine. Iron laterites often contain over 50% iron, and their reserve is reported to exceed 22 billion tons, corresponding approximately to 20% of the world iron ore reserve.1 It is readily apparent, therefore, why the iron laterites have attracted much attention of the steel industry as a potential source of iron ores. Numerous attempts to remove nickel and chromium as byproducts, have been reported in literature.' Worldwide discoveries of high-grade iron ore deposits in recent years have inevitably lessened the interests in iron laterites. However, in view of the tremendous potential for their gross value and supplies of nickel, cobalt, chromium, and alumina along with iron, the problem remains as a challenge. Much of the chromium in laterites is present in the form of relatively coarse particles of chromite, and various classification methods have successfully been applied for its removal.2,3 The nickel, however, is intimately associated with limonite, and ordinary concentration techniques are totally ineffective. Much attention has, therefore, been given to hydro-metallurgical or pyrometallurgical means. Yet, all the known processes appear to have limitations either economically or for the use of products as iron raw materials due to a high residual content of nickel. Some attempts have been made to pre-roast laterites or oxidized nickel ores, particularly with sulfidizing agents, and to remove nickel either by magnetic separation,' or by flotation.4 It is apparent that any such concentration process would require grain growth of nickel during roasting for effective separation. Oxidized copper ores are reported to be concentrated by the segregation roasting-flotation process,5 in which the ores are roasted with a chloridizing agent and a carbonaceous reductant in order to promote the growth of metallic copper through repeated cycles of copper chloride volatilization and its reduction on the solid reductant surfaces. Examination of a vapor pressure-temperature diagram of various metal chlorides indicates that a separation of nickel from iron may be effected by a similar process. In fact, the segregation roasting of laterites was reported to increase the extraction of nickel by the ammonia leach process, as compared to the ordinary reduction roasting.6 In the present article some of the preliminary experimental results of the segregation roasting, followed by either flotation or magnetic separation, on laterites and oxidized nickel ores are reported. The effects of various parameters in the roasting as well as in the concentration steps are discussed. The deleterious effect on the mechanical properties of copper, re-sulting from heating in contact with reducing gases, is well known, but the mechanism of the action does not appear to have been definitely established. The purpose of the present investigation was not to determine the exact variations in physical quality of commercial copper, with its various impurities, as dependent upon the composition of the gas, temperature of exposure, etc., but rather to study the nature of the action and the conditions under which it occurs. The physical result of the so-called "gassing" of copper has been generally described as the development of "brittleness." There appears to be a striking decrease in tensile strength, associated with a considerable loss of ductility, and a small copper strip or wire affected in this way can be snapped in two when bent. Larger articles may have an outer layer alone affected, which can be detached from the core by hammering or bending. Perhaps the earliest reference to this subject is that of Heynl in 1900, and among the later observers may be mentioned Archbutt,2 Bengough and Hill,3 Johnson,4 Mathewson and Thalheimer,5 and Ruder.6 Bengough and Hill, while working with arsenical copper, were the first to suggest the possibility of the formation of gases within the copper itself, while Ruder endeavored to explain the action by the reduction of the
