THIS seems to be the year for superlatives in A.I.M.E. meetings. The programs of the various Divisions and Institute committees offered an abundance of interesting and valuable information in the form of technical papers, symposia. and lectures to large and interested audiences. The Institute of Metals Division may hold up its head with pride for its own program. With six technical sessions, three full-day symposia, and the annual I.M.D. dinner, four meeting days were not enough and many simultaneous sessions were required. The quantity and quality of the paper were equaled by the numbers and interest of those attending.

THERE are three active mines in the Chewelah-Colville district, the United Silver Copper near Chewelah, and the Old Dominion and the Chloride Queen near Colville. The Admiral near Valley is also doing development work. The Chewelah district is in the south central part of Stevens County in the Colville Valley. Chewelah, a thriving town of 1600 people, and the scene of operations of the Northwest Magnesite Co., is about the center of the district. It is situated in a farming community on the Spokane-Nelson branch of the Great Northern railway, about 65 miles north of Spokane. Only two or three of the mines in the district have been extensively developed, although many have been prospected. The general elevation of the valley, is about 1600 or 1700 ft., that of the mountain ranges on each side about 3000 to 4000 ft., with gentle slopes and rounded glaciated tops. Prospecting is often difficult because of much glacial debris.

IN THE early stages of the depression the Utah Copper Co. realized that an unemployment problem would he created which demanded an intelligent and sympathetic solution. The company recognized that as many men as possible must be kept at work on a basis which would ultimately permit of the most efficient reabsorption of displaced labor. The company therefore determined to distribute available work among the greatest number of men and to that end adopted a system of rotating employees on a part-time basis. An employer requires a certain number of days' or shifts' work during the month. Obviously one employee working thirty days or shifts a month is equal to two employees each working fifteen. In principle, therefore, where two employees equally fitted to do certain work are available the work could be divided between them on an equitable basis and twice as many persons would benefit. A rotation plan on this basis was adopted by the Utah Copper, Co. on Jan. 30, 1930. Some variations of the orig¬inal plan have been made from time to time, the reasons for which will be discussed.

IN ITS capacity for service to the public the oil industry is truly gargantuan. But it is only in this respect that the industry is the voracious, many-headed, many-armed and many-handed creature it has been so often painted by those who know it not too intimately and only from the outside. Contrasted sharply with the immensity of the service rendered is the relatively modest share of the national income which has gone to those who provided the tools and the mental and manual labor with which the service was performed. No doubt the relative meagreness of the re- ward was the result of a combination of fortuitous circumstances respecting the nature and accessibility of the industry's raw material and the extensive development and application of the most advanced technology, spurred by an intense competition.

THE increased use of heat-resistant alloys (26 per cent Cr, 12 per cent Ni; 16 per cent Cr, 35 per cent Ni; 12 per cent Cr, 60 per cent Ni; etc.) in recent years has been accompanied by continued demands by the consumer for improvement in properties. The manufacturers of these materials, of necessity, have resorted to more critical studies of the basic causes of variations in fundamental properties. To keep pace with the need for augmented information, previous techniques of investigation have been refined and new test methods and instruments created. It is the purpose of this paper to describe the apparatus, experimental technique and precision of measurement that were employed in the exploration of properties of heat-resistant alloy presented in a companion paper.? The detailed precautions in experimental procedure essential for attainment of accurate and comparable data at elevated temperatures cannot be too highly emphasized. THE CREEP TEST Since the fundamental concepts of creep testing have been recognized for the past 20 years, present interest is restricted to refinements in equipment and experimental procedure. The creep-test laboratory constructed for the American Brake Shoe and Foundry Co. is designed to permit 1000-hr. tests in the temperature range of 1200° to 2200°F. with a choice of applied stress extending from 50 to 50,000 lb. per sq. in. in increments of 50 lb. per sq. in. To simplify the calculation of weight combinations, the loading beams (Fig. I) are provided with counterweights to eliminate the tare. The precision of the knife-edges (10.1 ratio) is such that a 10-gram weight placed on the upper specimen grip will be exactly balanced by a 1-gram weight attached to the loading shackle. Check of the loading weights proved the maximum error to be 0.06 per cent. Axial alignment is provided by crossed knife-edges in the grip seats. The furnaces are similar in design to those of Crane and Company, Battelle Memorial Institute, and the U.S. Steel Corporation. An 80 per cent Pt, 20 per cent Rh No. 19 B. and S. gauge wire is used as the heating element. The details of construction are shown in the radiograph reproduced in Fig. 2. The windings are held in place on an alundum tube with alundum cement; the distribution of turns is adjusted to give a maximum temperature gradient of ± 1°F. over a 4-in. gauge length (Fig. 3). To avoid sharp temperature differentials at the ends of the test section, the length of the furnace is four times the gauge length. LEAD and tin mixed together make an alloy through an attachment of natural affinity which they have with each other, so that when they are mixed it is difficult to recognize by the sight which one it is, if the essences of their qualities are not surpassed by more than half. If, indeed, one can be recognized, it is the tin which gives off a certain sharp odor to the sense of smell, besides having a greater hardness and whiteness. The best of these is the one that is the purest in its kind. In the alloy of tin it is the one that is the whitest and hardest, or, when it is bent or some thin end of it is held tightly by the teeth, is heard to crackle as frozen water does. Because this happens more with this than with other metals, I do not wish now to inquire into it. It is enough that it be a sign for recognizing when tin is pure or mixed. Pewterers say that it should be joined in alloy with lead and that it is better for working when it contains four or six pounds to the hundred because it makes it softer to the hammer and more fluid in casting. But I do not like to hear this, even if all they say is true, for I see that the tin that comes from England, when worked as well as in cakes that show it to be pure, is much more beautiful and better in all works than is that made in Venice. And I believe that it is not better for any work when mixed than when pure, except for the advantage of the master who, if he does nothing else, sells lead that is worth little for tin that is worth much. I find that when mixed it serves in only two things. One is when it is wished to make a solder for copper, for use when it is not worth while to solder the bottoms and large pieces of vessels with low-grade silver as should be done. The other is when master potters calcine it in order to make glazes and to apply white to their vases. I consider lead to be useless in all other works of any kind of metal, since it unites with none of the other metals of good company except tin.

The fact that this latest and most modern of the Universal Atlas Cement Company's plants at Northampton, Pa., is the fifth to be built on these same properties, and their development has been coincidental with the development of the portland cement industry in the United States, makes it appropriate to sketch briefly the history of the successive steps. In 1889 the original Atlas Portland Cement Co. started its first plant at Coplay, Pa., which is just across the Lehigh River from the present operation. Here the first successful rotary kiln was operated. These kilns were 6 ft. in diameter and 60 ft. long; they used oil for fuel until 1895, when the company developed the first burner for pulverized coal. Shortly thereafter the Atlas company acquired property on the Northampton side of the river and built its plants Nos. 2, 3 and 4 within the following 10 years. During the same period the production of portland cement in the country was increasing rapidly; owing largely to the development of the rotary kiln and improved grinding machinery, which lowered the cost and improved the quality of cement. The general tendency has been to increase the length of the kiln and grind both raw material and finished product Liner. In 1930 the Atlas Portland Cement Co. and the Universal Portland Cement Co. united to form the Universal Atlas Cement Co., and the same policy of improving the product has been continued. Because of the large amount of research carried on by manufacturers and consumers, including government agencies, there is a demand for cement of different chemical and physical characteristics for different kinds of structures. Hence many engineers in recent years have been asking for cements of certain definite chemical analyses, which they think are best for their particular jobs. This has compelled the manufacturer to make several different types of cement by variations of chemical composition. These are generally made by adding silica, iron and lime to the standard mixture, which necessarily increases the cost of the product. Therefore the Universal Atlas Cement Co., in planning the modernization of its Northampton plant, gave this particular phase of the problem considerable study. Research and experimentation have developed the practicability of making a wide variety of differently proportioned raw materials for cement by a process of subtraction rather than by addition. With such process, it is possible to discard the undesirable aluminates and silicates from the ample supply of impure limestone available from the company's property rather than by adding high-grade limestone obtained from distant sources. This procedure requires mineral separation by centrifugal sedimentation and froth flotation. INTRODUCTION. CULM is a general term used in the anthracite regions for many years to denote a mixture of coal, bony coal and impurities which is sent to the refuse-banks. Thus, 35 years ago culm contained the pea and buckwheat sizes of anthracite; but to-day, and as mentioned in this paper, culm is used specifically to denote the material which passes through the smallest screen in the anthracite-breaker. The smallest size of commercial anthracite is known as No. 3 buckwheat, barley, or bird's-eye coal, and is ordinarily made through a round-punched plate having openings 3/16 in. in diameter, and over a round-punched plate with opening 3/32 in. or 1/16 in. in diameter. Thus culm will consist of coal, bony coal, slate, gravel, iron pyrite, etc., ranging in size from ? 3/32 in. down to dust. Other local terms for culm are " slush," " silt," and " dirt." The first experiments towards the utilization of anthracite culm by briquetting, and the first briquetting-work done in this country, were in 1872 at Port Richmond Piers, Philadelphia, Pa., by E. F., Loiseau.1 Clay was used as a binder and the finished briquette was water-proofed with shellac, etc. Excessive cost was given as the reason for discontinuing work at this plant. The Delaware k Hudson Co., in 1876, built a plant at Rondout, N. Y., which operated until 1880. Gas-tar was used as a binder, and anthracite screenings were briquetted for engine fuel. Excessive cost, poor results in firing, and the tendency of the fuel to cut the boiler-flues were given as the reasons for discontinuing the manufacture. The next plant was built by E. F. Loiseau about 1878, at Nesquehoning, Pa., near the No. 1 or Nesquehoning colliery

SINCE the adoption by the U. S. Bureau of Standards several years ago of specifications for standard 100- and 200-mesh sieves, frequent requests have been received that this Bureau test and certify sieves of other sizes than these. With a view to the adoption of a series of standard testing sieves which might be of use to all industries making fineness tests, this Bureau for .two years has been studying the question of such a standard screen scale. Various scales that have been proposed were considered, and information was sought of representative firms in the various industries interested as to their requirements. Manufacturers of sieves have also been consulted as to the desirability of different screen scales and the practicability of their manufacture. As a result of this study of the question, a conference was called at the Bureau of Standards, Apr. 20, 1916, of representatives of various committees of the American Society for Testing Materials, American Society of Civil Engineers, American Institute of Mining Engineers, American Foundrymen's Association,. [Mining and Metallurgical Society of America, American Water Works Association, American Institute of Metals and the American Spice Trade Association; also representatives of the Committee of Revision of the U. S. Pharmacopoeia, the U. S. Geological Survey, the U. S. Bureau of Mines, the U. S. Office of Public Roads and Rural Engineering, the U. S. Office of Grain Standardization and the U. S. Bureau of Standards; also representatives of a number of private firms engaged in industries in which sieves are used, such as the glass, the drug milling, the abrasive, the asphalt, the mining, the spice, the chemical, and the graphite industries; also representatives of the firms in this country manufacturing wire cloth and sieves. WITHIN the past three weeks the price of crude oil in the Mid-Continent field has been cut 50 .per cent. Similar action has been taken, or probably, shortly will be taken, in most of the other fields of this country. This cut is very drastic. Is it justified? Some of the causes advanced for the cut are: that it is in line with the industrial downward readjustment now taking place throughout the country, and that there is an over-production of oil, which can best be slowed down by lowering the price of crude. In part, these two reasons are logically advanced, but such underlying causes as the great production- in Mexico have not been prominently brought forward nor the fact that it would be advantageous at this time to fill up the empty storage of many of the consuming companies at a low 'price. In order to properly comprehend the situation let us compare for a moment the production- of oil in the United' States and that in Mexico. Oil in the United States occurs in numerous often widely separated pools, varying in individual area, but each usually relatively extensive, compared to the area or gathering ground from which it is ultimately derived: It occurs in mod-erately porous reservoir rocks under such conditions of pressure, mobility and availability as to preclude its withdrawal except over a period of years-varying from 1 to at least 40 (average, say 15 years, depending on-the pool). One well will usually drain a limited area-2 to 10 acres-so that rate of withdrawal of oil under each owner's property is determined by the owner. - The important point to remember is that no matter how intensive the development, the oil reserves of -the United States cannot be materially exhausted' for at least 20 years, and the total available supply, not including shale oil, will probably require 50 to 75 years, or longer, for its withdrawal, the yearly rate of production decreasing slowly from this time on.

IN spite of the fact that in 1944 Canada experienced a decline in production of all her leading base metals-nickel, zinc, lead, and copper; despite uncured headaches in the coal-mining industry; and cheerfully ignoring a still further drop in gold, the most valuable product of her mines, which had the lowest output of any year since 1931, the Canadian miner retains the traditional optimism of miners everywhere as he looks forward to the postwar period. Some factors should keep the Canadian mining industry from being too optimistic of the coming era of peace, but the fraternity generally holds that its confident attitude towards the future is based on sound reasons. The decline in production in the Canadian mining industry last year can be almost wholly attributed to the serious shortage of labor and the difficulty in obtaining transport and supplies in remote areas. Some falling off occurred in the demand for certain strategic metals, but the diversion of gold miners, especially, without replacements being obtainable, to direct war work or allied pursuits, was certainly the principal cause of the reduced output in 1944. But that is a situation which will right itself at the close of the conflict.

INTRODUCTION How often has the thoughtful observer pondered the apparent contradictions experienced in the weather? One can take records of two days, one in the winter and one in the summer. The "degree days" indicate that space heating and domestic load were present in one case and not in the other. The Business Index may be about the same, indicating that the industrial activity of the area and its concomitant use of fuel were about the same. Thus the volume of the products of combustion released to the atmosphere varied only as related to the space heating demand. Yet on one day in winter the atmosphere may be clear and bracing, while on a summer's day the air is thick and murky and the visibility sharply reduced. The situation may be reversed. What are some of the factors that contribute to the creation of these conditions? These few notes have been prepared to indicate some of the influences that are exerted on the problem. THE SOURCES OF ATMOSPHERIC POLLUTION The industrial area of Pittsburgh, Pa., has been a dominant center for the production of iron and steel for over one hundred years. In fact, with the growth of the numerous auxiliary processes Allegheny County which contains Pittsburgh is probably the most industrialized county in the world. In addition, the type of manufacture carried out in this area is predominant dependent on thermal energy (heat). That energy is supplied from coke and coal produced in the vicinity of Pittsburgh. Indicative of the stupendous quantities of fuel that are employed in this industrial area's economy, the following (Table No. taken from the U. S. Census (1940) may I of interest. An influence that has never been fully appreciated by many individuals is the fact that no matter what adventures the gases of combustion experience as they pass through the various processes, ulti¬mately the spent gases are discharged through chimneys to the atmosphere.

An engineering analysis indicates that the coke rate in present blast-furnace practice is set not by chemical or thermal needs but to give adequate charge permeability for economical driving rates. An equation showing interrelations among pressure drop, gas flow, and charge characteristics has been derived. Flooding conditions and the location of the fusion zone are discussed. Maximum ore size is probably limited by chemical re-ducibility rather than by heat transfer. THE intention of this paper is to show that the ].imitations on the production rate and coke requirement of the iron blast furnace are not primarily chemical or thermal in nature but are related to characteristics of the burden and operation that govern gas flow, heat transfer, and stock movement. A semiquantitative analysis will be developed in terms of standard engineering principles to give a useful picture of the relative importance of physical and mechanical factors in contrast with the chemical features of the process that are more commonly emphasized. Most of the details of calculation have been omitted in the interest of brevity and to avoid submerging the rnain points in a sea of arithmetic. Numerical values have been arrived at by objective methods from reported operating data or by reasonable estimates of material properties where exact data are lacking and then tested to see how well they fit practice, rather than by working backward to find what assumptions are needed to give the desired answers. The analysis is oversimplified in many ways because exact engineering relations have not yet been studied for bed distributions as complex as are known to exist in the blast-furnace stock column. One objective of this paper is to show that the blast furnace, in spite of its complexity, can be at- tacked by engineering methods in the hope that this viewpoint will stimulate the kind of research needed for a more exact treatment. The basic ideas and many of the conclusions presented are qualitatively well known. A careful literature survey to credit the source of all observations not original to the author would indeed be voluminous, and such has not been attempted. T. L. Joseph's Howe Memorial Lecture' gives an excellent background of what is known about the internal workings of a blast furnace. Other important reference works or sources of specific information will be noted. It is hoped that the present paper will contribute something new, in method of attack and interpretation, that will aid in a clearer understanding of how to operate the blast furnace to best advantage. Factors Limiting Production and Coke Rates The rate of combustion of coke in a blast furnace, as in any fuel bed, is exactly proportional to the rate at which air is supplied. It is axiomatic, then, that the production rate of a furnace is limited by the rate at which it will take wind, i.e., burn coke, and the amount of coke that must be burned at the tuyeres to make a ton of iron of suitable composition. These two possible limiting factors will be considered briefly in the order mentioned. One common restriction on wind rate is flue-dust production. Since the volume of top gas is nearly proportional to the blast volume (by a factor of about 1.35 on a dry basis), an increased wind rate causes a correspondingly increased linear velocity of top gas in the throat of the furnace. IN AN ARTICLE on "Recovering Smelter Dust and Oxide," published in the Engineering and Mining Journal (Vol. 131, No. 2), the authors briefly described some dust-recovery equipment and its operation at a secondary-metals brass-smelting and refining plant. A description of our experience in overcoming certain operating difficulties may prove of interest or value to those who are confronted with some of the same problems or who should equip their furnaces with dust-collecting equipment. The dust loss from reverberatory smelting and refining of brass con¬sists largely of zinc, with smaller percentages of lead, tin, and copper in the order named. At the Kramer plant, the fume discharge from the two stacks amounted to 3 to 4 tons of solids per day, making a dense smoke. With dust equipment in operation, the discharge from the stacks is invisible and approximately 2500 lb. of zinc and other metals is recovered daily thereby from each furnace operating.

ANDREW FLETCHER, newly elected Treasurer and Director, has spent his entire mining career in the employ of the St. Joseph Lead Co. and brings to the Institute Board a career rich in financial experience and varied in interest and accomplishment. "Drew" Fletcher was born in New York City on Feb. 6, 1895. After graduating from the Sheffield Scientific School of Yale in 1916 as a mechanical engineer, he became a shipyard mechanic in Wilmington, Del. The next thirteen years saw. him gradually enlarging his responsibilities until he ultimately became the head of the W. & A. Fletcher Co., in Hoboken, N. J., ship repairers. In 1929 his program for merging the Fletcher plant with five other New York shipyards was finally consummated in the formation of the United Dry Docks, Inc., which subsequently was purchased by Bethlehem Steel, with the result that today the old Fletcher yard and organization has been expanded into one of the finest ship repair units in the United States.

WHAT are known as insulating firebrick are lightweight firebrick with low thermal conductivity designed primarily for use in direct contact with furnace gases. These are a recent development in the refractories industry, and are really an outgrowth of the type of insulating brick suitable for use behind refractory walls developed by the insulation manufacturers. To differentiate between these two types of brick, the manufacturers have recently agreed upon the use of the term "Insulating Firebrick" to apply to the type of brick suited for use in direct contact with furnace gases, and the term "Insulating Brick" for the type suitable for use behind refractory walls. Insulation was applied to steam pipes as far back as 1900. This was a low-temperature insulation, the most common type being magnesia blocks. The next development was applying insulation to the outside of furnace walls, a service which necessitated an insulating material of higher temperature resistance. Natural diatomaceous earth, both in the powdered and brick form, was used; this was efficient and is still used extensively for backing up refractory walls where the inner surface temperature of the insulation does not exceed 1600° F.

The time is no longer when a man can act as an independent unit; the appreciation of the interdependence of one man upon another has emphasized the importance of the social unit. Epidemics have made us recognize that even a man's health is not distinctly his own to control as he pleases. The physical examination of workmen previous to employment started with an effort to prevent the spread of tuberculosis, for tuberculosis may be detected in its early stages and cured. But it was soon found that many other diseases were detected and the saving of lives made possible. The physical examination does not mean the elimination of the unfit—on that basis it would utterly fail—but rather the measuring of a man's physical fitness and placing the man where he can do the best for himself, his fellow worker, and the company. Industry as a whole cannot expect to live up to the standard of physical examination set for the army, nor should it expect to do so, for in all branches of industry there are types of work that do not require the same amount of endurance as does army work, and the lacing of men with physical limitations in the work for which they are capable permits a higher average of physical fitness for the work requiring physical excellence. Objects of Physical Examination The objects of physical examination are: The early detection of illness, particularly at a time when a full restoration of health is possible; the protection of employees from infection caused by working in contact with contagious diseases; the discovery of a man's physical limitations, in so far as his possibility for rendering good service is concerned; assistance to the safety movement by eliminating association in hazardous occupations with men whose physical condition renders them likely to accident to themselves and others; and the lessening of time lost by sickness. Statistics issued by the United States Department of Labor show that 22.54 per cent. of idleness is caused by sickness, with an average number of 7.71 weeks idle; whereas only 1.66 per cent. is caused by acci-

Introduction In August 1977, the federal Surface Mining Control and Reclamation Act was signed into law. It stated that: "The Congress finds and declares that because of the diversity in terrain . . . and other physical conditions in areas subject to mining operations, the primary governmental responsibility for developing. authorizing, issuing, and enforcing regulations for surface mining and reclamation operations subject to the Act should rest with the States." Section 516 of Title V (Control of the Environmental Impacts of Surface Coal Mining) of the Act deals with the surface effects of underground coal mining operations. "Each permit issued under any approved State or Federal program pursuant to this Act and relating to underground coal mining shall require the operator to adopt measures consistent with known technology in order to prevent subsidence. causing material damage, to the extent technologically and economically feasible, maximize mine stability, and maintain the value and reasonable foreseeable use of such surface lands, except in those instances where the mining technology used requires planned subsidence in a predictable and controlled manner: Provided, that nothing in this subsection shall be construed to prohibit the standard method of room and pillar mining." This section raises many questions. Precisely what is the "reasonably foreseeable" future as far as land use is concerned? And what is the "standard method of room and pillar mining"? The first part of the paragraph seems to rule out longwall mining, but isn't longwalling a "predictable" manner of "planned subsidence"? Does the Act take into account variations among mining methods in differing regions or coal seams? With these questions and the need to comply with the Act's provisions in mind, many states may turn to the Pennsylvania Bituminous Mine Subsidence Act of 1966- the only comprehensive subsidence act passed by any state-as a model for their own programs. Thus, it is very important to evaluate Pennsylvania's Act to see whether its basic assumptions can accommodate national application. This paper will note the Subsidence Act's provisions and guidelines, briefly analyze the current state-of-the-art in subsidence damage prevention and control, and list several recommendations for altering the Act's application guidelines for different mining areas.

THE Tennessee Copper Co.'s mines are in the southeast corner of the state of Tennessee, Polk Co., in the well-known Ducktown copper basin. Their new circular production shaft will eventually be the only ore hoisting shaft, and is located for handling ore from Boyd, Calloway, Mary, and Cherokee mines. A circular, rather than a rectangular, shaft was decided upon because: 1-The circular shaft section is stronger when lined with concrete. Reinforcing steel was not required, thus reducing lining cost by one- quarter. 2-Water sealing was desired; it was thought it could best be done with a concrete lining followed by pressure grouting to eliminate water seeps. 3-The shaft labor saving equipment could best be used in a large opening, so the round section was made for economy, sinking, mucking, concreting and water sealing. Less shaft steel is used than could have been possible with steel sets. There are no posts required; center beams and Tee plate assembly placed at 10 ft hold the 100 lb steel guide rails.
