Many factors influence the results of hydraulic fracturing to stimulate well productivity. Most of these factors have been studied and their effects discussed in the literature. However, the movement of sand through the crack during fracturing has received little consideration. Exactly where the sand goes in the fracture, how it gets there, and how this might influence results have not been studied, judging from published reports. To get an answer to some of these questions we have studied sand movement through a simulated crack segment in the laboratory. Although the work is preliminary, we have answered some questions about sand movement in a semiquantitative sense. We are reporting our results at this time in the hope of stimulating interest and further study in this important aspect of fracturing. LABORATORY EXPERIMENTS Fig. 1 is a schematic diagram of equipment used in this study. A segment of a vertical crack 0.25-in. wide was formed between two Plexiglas plates, and movement of sand in fluid through the crack was observed under various conditions. Sand and fluid were injected into the crack at constant rates. The top and bottom of the crack were closed so that the fluid flowed horizontally. Because of gravity most of the sand settled to the bottom before moving very far through the crack. If the fluid velocity exceeded a certain critical value, then all the sand injected was washed on through the crack even though it had settled to the bottom. When the fluid velocity was less than this value when sand injection was started, most of the sand which settled in the crack remained in place until enough of the area open to fluid flow was blocked by the settled sand to increase the fluid velocity to the critical value.. At this point all injected sand moved on through the crack even though it settled to the lower portion of the moving fluid section. All sand previously settled remained in place. When fluid velocity was increased at this paint by increasing fluid injection rate (without also increasing sand injection rate), some of the previously settled sand was washed out until enough area was open to flow that the velocity dropped to the critical value. Conversely, when the fluid velocity was decreased by decreasing the fluid injection rate (without changing the rate of sand injection), additional sand would settle until the critical velocity was again attained. In short, the critical velocity is an equilibrium value which the system will automatically seek, if possible. The equilibrium (or critical) velocity was measured under several conditions. The results of these measurements are shown in Pig. 2 where the equilibrium velocity is shown as a function of the amount of sand injected per minute. The points falling in the shaded band shown in Fig. 2 were obtained with water. The higher viscosities were obtained by adding CMC (carboxymethylcellu-lose). Data indicate that the equilibrium velocity is not very sensitive to sand size or transport fluid viscosity, or to sand injection rate (except at very low rates). Points connected by the solid CUrve in Fig. 2 were obtained with water and 20- to 40-mesh steel shot. The equilibrium velocity is apparently fairly sensitive to difference in density between particle and fluid. Only one run was made with a gelled fluid and that was gelled water at zero sand injection rate as shown in Fig. 2. During the year of 1940, wildcat wells were drilled in 32 counties of Mississippi; 85 wells in all. These were scattered over the state from the most northern county to the southern counties and from the Mississippi River on the west to the Alabama line on the east. T. E. PURCELL, general chairman . of the local committee, opened the seventh meeting of the Fuels Division A.S.M.E. and the Coal Division A.I.M.E., at the William Penn Hotel, Pittsburgh, Oct. 28-29, by introducing Harry M. Moses, president, H. C. Frick Coke Co., who welcomed the 500 registrants to "our town." Mr. Moses, in his brief talk, declared that in the postwar period each of the new centers must have a reason for existence. Pittsburgh, he said, has no iron ore, or bauxite, and limestone is scattered and not near by; but Pittsburgh does have low-cost fuel within reasonable distance. Its problem is the economical utilization of the low-cost fuels that remain, as the high-quality fuels are gone. Mr. Moses expressed confidence in this group in the solution of the problem and looked forward to what they would do. Harold V. Coes, the first A.S.M.E. president to attend one of these conferences, responded. He thoroughly believed in these joint meetings - in the cross-fertilization of ideas. Each Division learns from the other. Mr. Purcell then turned the meeting over to J. E. Tobey who presided over the coal research session that followed.

The world's petroleum production in 1929 is estimated at 1,479,335,-000 bbl., which represents an increase of about 157,000,000 over 1928, as compared with an increase of 61,000,000 bbl. in the previous year. During the present year a more definite policy of conservation has been seriously considered by the foremost executives of the companies controlling the bulk of domestic and foreign production, and the United States Government has taken an active interest in the development of this program. Definite steps have already been taken and the industry is gradually establishing a foundation for closer and more intelligent cooperation. The entire program, however, is still in a formative or experimental stage. Among other salient constructive steps may be mentioned the establishing of tentative agreements of unification in the price of oil products exported from the United States, the putting into effect of a gas conservation law in California, and the marked tendency towards consolidatlions of the various branches of the industry into larger units. The publication of the draft of the proposed petroleum law in Colombia and of the Mexican Labor Law, on the other hand, has created papre-hension and uncertainty. It is confidently expected, however, that these perliminary drafts will be materially modified before the laws arc promulgated, or otherwise they may destroy the interest they are intended to protect. United States Production in the United States, which remained stationary during 1927 and 1928, increased about 105,000,000 bbl., or 11.6 per cent. This increase is due primarily to deeper drilling in the California fields and to the discovery of new pools in Texas and Oklahoma. A mathematical model is presented and solved for determinution of the saturation distribution and pressure in a radial gas-storage reservoir. The model consists basically of two parts: (I) the growing gas-bubble core, and (2) the surrounding aquifer. Since the total pressure at the injection well is a function of the two-phase flow in the gas bubble and the unsteady single-phase flow in the aquifer, the resistance to flow in both zones was taken into consideration. The assumptions involved for both the radial equivalent of the Buckley-Leverett two-phase-flow equation and the injection-pressure equation are as follows: (I) the geometry is radial, (2) the gas bubble is free to expand or contract, (3) compression or expansion of the gas within the bubble may occur at the beginning of a time step, (4) the fluids are immiscible, (5) water is incompressible within the gas-storage region whereas it is compressible outside of this region, (6) a stable gas-water interface exists and (7) gas injection occurs at a constant rate or a series of constant rates. The mathematical model was solved numerically using an IBM 650 computer. A comparison is presented between the predicted results of the model, the results assuming steady-state flow and the actual initial injection-pressure history of an operating reservoir. Using the initial field pressure for a basis, the average deviation between the predicted pressure and the actual field pressure was less than 4.3 per cent. INTRODUCTION Underground storage of natural gas in abandoned oil fields, in abandoned coal mines, in caverns and in aquifers has had varying degrees of success. The lack of these first three facilities in the vicinity of most major gas marketing areas is leading more and more to storage in virgin aquifers. For the most part, this storage in aquifers has led to the study upon which this paper is based. Several excellent papers have been published discussing the problems involved in the underground storage of natural gas; however, to these writers' knowledge, none of them considered the two-phase flow of fluids in the gas bubble and the fact that the gas bubble will grow or shrink in size depending upon the injection and withdrawal history of the reservoir. Not only will both of these factors influence the required injection pressure, but also they will have a definite bearing upon the amount of water production occurring upon withdrawal from the storage area. To solve this problem on an IBM 650 computer, several simplifying assumptions were made. Only the drainage portion of the relative-permeability curve was considered, thereby neglecting any hysteresis effects introduced during an imbibition cycle. The quantity of gas withdrawn during the period of the field study was only a small percentage of the total gas in place; therefore, this assumption is justified. For the problem studied in this case, the combined effects of capillarity and gravity were assumed to be negligible. This assumption becomes less valid as the formation thickness or the average pore diameter increases markedly. The justification of these assumptions should be studied in each case. THEORY This mathematical model for the prediction of saturation distribution and pressure for a radial gas-storage aquifer is based upon the equations for radial two-phase fluid flow'.' and for radial, unsteady-state, single-phase fluid flow.' The two-phase flow is considered to take place in a "core" whose radius is equal to the maximum radius that the gas zone will attain, as indicated in Fig. 1. The injection-withdrawal history is approximated by a series of constant flow rates. Within the "core", gas is assumed to behave as a semi-compressible fluid; that is, the gas is assumed to have a constant density based on the average gas-zone pressure for the flow period. Between each constant-rate time increment, the gas density is allowed to change. This involves an iterative solution of the pressure equation. The liquid phase in this zone is considered to be incompressible, whereas it behaves as a compressible liquid outside of this region. Pulses from large underground explosions which traverse the rock beyond the "fracture" and "plastic" zones do not behave as a spherical elastic model. Observed attenuation is greater than that predicted by the elastic wave equation, and the pulse form changes in a different manner, i.e., it usually lengthens with the first power of the distance. To more clearly define a mathematical real earth-wave model, detailed analyses of the spherical elastic and the Voigt viscoelastic models have been made, and results compared with observed wave forms from large confined chemical and nuclear explosions. TRANSIENT SPHERICAL ELASTIC WAVES Scope of Investigation Transient elastic spherical waves were investigated in detail. However, an elastic model is not, in general, an exact representation of wave propagation in rock. An understanding of transient elastic waves is desirable for gaining insight into explosive-generated wave phenomena because it can be employed for comparison of more complex and realistic models, such as the Voigt model, or others which may simulate real earth waves. The study was concentrated primarily on the peak values of the radial wave parameters : displacement, particle velocity, acceleration, stress, and strain.

The factors which control the rate of dissolution of pure gold in cyanide solution were studied both directly and through measurement of solution the current-potential curves for the anodic and cathodic portions of the reaction. The mechanism of dissolution is probably electrochemical the reaction in nature, and the rate is determined by the rate of diffusion of dissolved oxygen or cyanide to the gold surface, depending on their relative concentrations. The significance of the results and the effects of impurities are considered. ALTHOUGH the dissolution of gold in aerated cyanide solutions has been used as an industrial process for treatment of gold ores since the late nineteenth century, the factors which determine the rate of the reaction have never been identified unambiguously. Studies of the rate of dissolution by Maclaurin,1 White,2 Christy,3 Beyers,4 Thompson,6 and others are contradictory in their conclusions; some claiming that diffusion of the reactants to the gold. surface controls the rate, and others that the chemical reaction is inherently slow and related to high activation energy for the reaction. Christy3 and 'Thompson" both suggest that the reaction is electrochemical in nature and that the dissolution of gold proceeds at local anodic regions while the oxygen is reduced at cathodic regions on the gold surface. Although their studies are ingenious and do indicate an electrochemical reaction under the conditions of study, their experiments were of limited nature and failed to identify the rate-controlling process in the system. The importance from an industrial viewpoint of a knowledge of the mechanism and rate-controlling factors in gold dissolution can be illustrated as follows: If the rate is controlled by a slow chemical reaction rather than by diffusion of the reactants, then an increased temperature should have a marked accelerating effect; agitation of the slurry should have no effect on rate: and increased concentration of reactants should cause acceleration of the rate. If the rate is controlled by the diffusion of one or the other of the reactants to the gold surface, then increased agitation should increase the rate; increased temperature will increase the rate, but not as much as for the case of a slow chemical reaction; increased concentration of the reactant which is diffusion limited will increase the rate; and the concentration of other reactants should be without effect on the rate. It may be concluded that for design of a commercial process for gold leaching, the rate-controlling factors of the reaction should be understood so that an intelligent choice of the conditions of agitation, temperature, and reactant concentration may be made. The experiments described here lead to the unambiguous conclusion that in a system of pure gold and a pure aerated cyanide solution the rate of dissolution is controlled either by the rate of diffusion of dissolved oxygen or cyanide to the gold surface, depending on the relative concentrations of each. There is also ample, but not conclusive, evidence that the mechanism of the reaction is identical to that of electrochemical corrosion. The practical significance of these conclusions will be discussed later in the paper. Experimental The experimental method used in this work was to employ an electrolytic cell which performed the overall gold-dissolution reaction, and to study the anodic and cathodic reactions of this cell as to their nature and the rate-controlling factors. Simple experiments on the rate of dissolution and the potential of the dissolving specimen also were performed under conditions of agitation, temperature, and concentration identical to those used in the electrode studies. Analysis of the electrode studies by well established theories of electrochemical corrosion were made, and the results were found to bear a one-to-one relation with actual rate and potential measurements. Electrode Studies: The Anodic Reaction: The gold specimen used for all of the electrode studies and the rate determination consisted of a sheet of 99.99 + pct Au wrapped around a lucite rod and sealed at the edges with plastic cement, thus forming a cylinder of gold of known and constant area (8.0 sq cm). The lucite rod was threaded into a brass spindle which could be rotated at speeds of 100, 300, and 500 rpm. For the electrode studies electrical contact between the gold cylinder and the brass spindle was made by means of a gold strip covered with plastic. The anodic dissolution of gold was studied by immersing the electrode in a solution containing known concentrations of KCN and KAu(CN)2 but free of oxygen, and by passing an anodic current through the gold electrode. The pH of the solution was maintained between 10.5 to 11.0 in these and all other tests by addition of KOH. The pH was measured before and after each test by means of a glass-elec-

STATISTICAL methods are becoming increasingly important for inter-preting routine reports, or for analyzing special test data in industrial plants, such as steel plants. They have already become practically a necessity to the plant metallurgist. A paper by Chancellor,1 written in 1933, gives many examples of the benefits the plant metallurgist can derive from the use of these methods. The present paper discusses applications of importance to many others who must analyze reports in the steel plant, as well as other examples of interest to metallurgists. Statistical Methods Logically Suited to Plant Problems.-Statistical methods are not new as a branch of mathematics. Until comparatively recently, however, practical applications were confined mainly to actuarial science, biology, and economics; fields in which an observed result is obviously influenced (and often determined) by a complicated set of vari-ables more or less constantly tending to affect it. As pointed out by Daeves, 2 a decade or more ago, problems in industry are basically similar to those in these other fields in that a given result is at least partly due to that chance combination of causes happening to be present at the time. When trying to do the same thing repeatedly, constant results are never attained; they vary about the desired result with more or less well defined mathematical regularity. Such a condition arises out of the great number of factors tending to affect the final result. If statistical methods are so valuable to the biologist or economist, why then should they not also be of great value to plant managers and engineers, and to all who must interpret reports from various sources in the industrial plant? Within the last few years, industry has become conscious of this situation, and the use of these methods has been rapidly expanding in such plants. ?

THEORIES of fracture in metals have been based primarily on the dependence of fracture strength on grain size. This dependence was first observed by Masing and Polanyi.l These workers, as well as 0rowan12 and Davidenkov and Wittman,' thought the grain size could be equated with the crack size in the Griffith condition for crack propagation.4 In this way they could account for the observed proportionality between fracture stress and the reciprocal square root of the grain size. The chief results of recent investigations of the fracture strength of polycrystals are summarized in Fig. 1. Low for iron,5 Petch for iron,' Greenwood and Quarrel for zinc, Petch and Zein for zinc,' and Hauser, Landon, and Dorn for magnesium'' have all found that the fracture stress of a polycrystal is proportional to the reciprocal square root of the grain size. Also, they find that, for large grain sizes, the fracture stress lies near the extrapolation of the yield-stress curve determined at small grain sizes; where measurable plastic strain precedes fracture. Low9 has gone a step further and shown that, in Range 1, the fracture stress in tension is almost identical to the yield stress in compression for a given grain size. Homes and Gouzou, 10 and Low also have shown that, in Range 2 of Fig. 1, microcracks form when the yield stress is reached, but they do not cause failure until the stress reaches a much higher value. The fact that yielding always precedes fracture suggests that fracture is induced by plastic flow. A mechanism by which this might occur was first proposed by Zener.11 He pointed out that blocked dislocations would cause stress concentrations which might cause fracture. The blocking would be caused by grain boundaries. This idea has been developed by Eshelby, Frank, and Nabarro,12 by Koehler,13 and by Stroh.14 By means of etchpits blocked dislocations have been observed in brass by Jacquet,15 in zinc by Gilman,16 and in lithium fluoride by Gilman and johnston. The blocked-dislocation theory and the experiments that bear on it have been summarized by Mott.18 One of the strong points of the blocked-dislocation theory is that it can explain the grain-size dependence of the fracture stress in a natural way. However, Low9 has pointed out that the theory is not satisfying when it is considered quantitatively. Gilman10 also has criticized the theory and presented an alternative interpretation of the relation between fracture stress and grain size. Since the blocked-dislocation theory is not the only theory that can explain in the grain-size effect, it is necessary to find other evidence either to support or deny it. In this investigation the following points were studied: 1) If blocked dislocations normally cause fracture, then the fracture stress ought to be very high in the absence of plastic glide. THE annual winter meeting of the A.I.M.E., which is to open in New York on Feb. 14, will be charac-terized by a number of novel features. The most important is that the technical sessions will be dis-tributed over four days instead of three as heretofore. This makes it possible to reduce the number of conflicts between sessions and also will enable each member to attend a larger number. At the same time the ses-sions are so arranged by groups that those interested only in one or more that are related can, if necessary, cover all in that group in three days as heretofore. The general excursion to which the fourth day has, for some years, been devoted has been regretfully given up, mainly because of the uncertainties of the weather in New York in February. In its place a series of group excursions are being offered at various times during the meeting, arranged, so far as possible, so as not to con-flict with any technical session likely to be of interest to those taking part in a particular excursion. Among the places to be shown the visitors are: the construction work on the Eighth Avenue subway, a real mining job; the Vehicular Tunnel, the world's greatest ventilating project; the manufacture of 42-in. conveying belts; one of the largest and most modern steam plants; a coal terminal; manufacture of mining equipment; a cable-making plant; an oil terminal and refinery. Other en-tertainment features include a smoker Monday evening with a real chance to get together and talk; an informal dance and entertainment given by the Woman's Auxiliary on Tuesday evening; the dinner-dance at the Waldorf Wednesday evening, with no long speeches; a general session Thursday evening when the Petroleum Division will present a series of important reviews of the year. An extensive program has been arranged for enter-taining the ladies, and members are urged to bring their wives. There will be dinners, teas, theater parties, shopping and sight-seeing excursions as well as the dances. The usual general luncheons for members, guests and ladies will be served each day at headquar-ters, and various committees and groups will hold lunch-eons, dinners, and round table conferences as indicated in the schedule on the page opposite. The Mining and Metallurgical Society of America and the American Society of Steel Treaters are participat-ing in this meeting and their members will be welcome as guests at any session or function. A joint conference of the Mining and Metallurgical Society and the A.I.M.E. has been arranged for Tuesday afternoon, under the chairmanship of Clinton H. Crane, at which the whole matter of the mineral reserves of this country is to be up for discussion.

THE separation of hematite by hysteretic repulsion was first brought to the attention of the public in 1922, by W. M. Mordey1. Three years later another paper2 was published and after another four years a third paper3 appeared in the South African publications. Certain data were lacking in these papers. In order to continue the work intelligently a knowledge of the shapes of the hysteresis curves for certain minerals was very necessary. This information was not available until the present year4. It was known that reduction of certain ores rendered them amenable to this process of separation but definite data in the form of curves showing exactly the effect of such treatment were lacking. Prob-ably our best source of information on the separation of minerals by the use of alternating-current magnetic fields today is the reports from the U. S. Bureau of Mines 5-7. It is not the purpose of this paper to tell the reader in detail how to make a commercial separator. Experimental models have recently been made 7 and the results obtained have been so good that it is the opinion of the authors that the public will soon take an active interest in the subject and its development. The writers have constructed a separator that is considerably different in construction and operation from the two types described by Mr. Davis. This will be described, but the real purpose of this paper is to outline certain experiments and give curves showing data that have a fundamental bearing upon the practical construction of a separator of this type.

The writers have constructed a separator that is considerably different in construction and operation from the two types described by Mr. Davis. This will be described; but the real purpose of this paper is to outline certain experiments and give curves showing data that have a fundamental bearing upon the practical construction of a separator of this type.

The principal events in the oil and gas operations for Louisiana during 1933 have been the rapid development of the Converse field in Sabine Parish, the discovery of three new salt domes, one in North Louisiana and two in South Louisiana, increased development in the Iowa field on the Calcasieu-Jefferson Davis Parish line, and extensive geophysical operations over a wide territory. Other miscellaneous events worthy of mention are the continued leasing of prospective oil lands over a wide area, extension of production at the East Hackberry field, Cameron Parish, discovery of deep sands at Caillou Island, Terrebonne Parish, and the completion of several important wildcats. Despite proration, oil production showed a substantial increase during 1933. The total output for this area was 25,599,802 bbl. as compared with 22,507,387 bbl. during 1932. North Louisiana There were 111 oil wells and 47 gas wells completed in North Louisiana during 1933 as compared with 109 oil wells and 33 gas wells during 1932. North Louisiana oil production decreased approximately 692,625 bbl. in 1933 from its 1932 figure. The normal decline in the old fields was partly offset by increased production at the Zwolle and Converse fields in Sabine Parish. Acid treatment of wells in the Zwolle, Converse and Monroe fields was highly successful. The method of application has been described by H. K. Shearer, Geologist, Pelican Natural Gas Co., as fo1lows:l With tubing in the hole and standing valve removed, the casing is filled with oil to the surface. The limestone solvent is pumped in through the tubing, at the same time bleeding off enough oil from the casinghead to equal the volume contained in the tubing plus the volume of open hole to be treated. The amount of solvent used in most of the wells treated was 1000 gal., which is enough to dissolve about 11 cu. ft. of chalk or limestone. After the computed amount of oil is bled off, the casinghead is closed and the remainder of the solvent is pumped in at whatever pressure is necessary to force it into the oil-producing horizon. THE object of development work in the field of gasification is to find a process by which all' fuels, regardless of their individual properties, can be gasified economically. This paper describes the development of the Winkler process. The economy of the gasification process depends not only on the degree of the gasification effect but also, to a decisive extent, on the costs of fuel, production, and installations. Fig 1 shows the relation between fuel costs and gasification efficiency for various types of fuels. Since the fuel cost in the gasification of coke amounts to two thirds of the price of gas, and the thermal unit in brown coal costs only one third of what it costs in coke, it is easily seen how profitably cheap fuels can be gasified, especially if these fuels require minimum preparation and gasification is done in the vicinity of the mines. These possibilities were a great advantage of the Winkler generators, which were installed 20 years ago in the central German brown-coal fields and, at that time, were without rival for the gasification of finely divided fuels. In the Winkler generator (Fig 2), crushed and ground solid fuels were, for the first time, successfully gasified with oxygen and steam on an industrial scale. Unlike the usual processes formerly employed on an industrial scale, this gasification, which proceeds continuously in the glowing, seething fuel bed, makes only extremely low demands on the fuel. The fuel no longer has to be in lumps and abrasion-resistant, but must be capable of reaction and must be fed into the generator in a grain size of 0 to 8 mm. Brown coal or bituminous coal, or their low-temperature cokes, can be gasified in the Winkler generator. Large plants using fuels are operating on an industrial scale in Europe and in Japan. Table 1 shows the results obtained by gasifying these, fuels in Winkler generators. The thermal efficiency of gasification, which is the relation between the calorific value obtained in the gas produced and that of the fuel consumed, gives no indication of the quantity of steam generated in gasification. The generation of steam in the waste-heat boiler of the Winkler generator adequately-covers the steam consumed in gasification. A brief history of byproduct coking in Alabama with short general descriptions of plants and the state's production of beehive and byproduct coke. PRIOR to the Civil War, there were several small charcoal furnaces for smelting the brown limonite ore that is found, in comparatively small bodies, throughout the central and north-central portions of the state. During the Civil War, these furnaces furnished charcoal iron to the Confederate Government. No attention was paid to the large bodies of lime-bearing hematite ore that now supplies the bulk of the ore used in the various blast-furnace plants of this district until the latter part of the 19th century. Red Mountain, which is the southernmost and one of the smaller ranges of the Appalachian Chain, lying immediately south of the Birmingham and Bessemer, is the principal source of this ore. The orebody outcrops on the northern face, extends through the mountain, and underlies Shades Valley on the southern side. When it was found that these ores could be worked satisfactorily in the blast furnaces, there was a comparatively rapid growth in the blast-furnace industry in the Birmingham district. As these ores are far more refractory than the limonite ores, this blast-furnace development was accompanied by the construction of beehive ovens to carbonize the coal, in order to supply the necessary fuel. The state's production of bee-hive coke in 1880 was 60,781 tons; ten years later this had increased to 1,072,942 tons; and, in 1897 the production had reached 1,443,017 tons. In 1898, the first byproduct oven built in the state was put in operation. This plant consisted of 120 horizontal-flue Semet-Solvay ovens, three flues in height by thirty flues in length with an average width of 16 in. The plant was constructed by Semet-Solvay Co., for the Tennessee Coal, Iron & Railroad Co., and was located adjacent to the blast-furnace plant of that company at Ensley. In the experimental work for this comparison of wet and dry grinding, it was found that the size distributions for wet grinding operations are characterized by a constant value of the distribution modulus, (a; whereas, for dry grinding the distribution modulus decreases slightly with increased size reduction. Wet grindability seems independent of the weight of material in the mill while dry grindability depends on weight. Experimental data and eqmtions for each process are presented for noncleavable isotropic material, for cleavable or material in which there is some form of internal stress, and for energy consumption. The equation ED/EW=BK-? (where ED and Ew are, respectively, energy for wet and dry grinding, k is the size modulus, and B and ? are constants) was found to give the ratio of energy. Dry grinding is generally considered to require more energy than wet grinding. Taggart' states that power consumption in wet grinding ranges from 60 to 90 pct of that required for dry grinding. Bond' states that dry grinding requires one third more power than wet grinding. It is interesting that Rose and Sullivan' note this same difference in power required for wet and dry grinding, but they state that on purely mechanical grounds it is difficult to see any great difference in fundamental principles between wet and dry milling, since dry milling may be regarded as wet milling with a fluid of low viscosity (i.e., air vs water). Yet it must be the viscosity of the fluid that is responsible for the differences between wet and dry grinding. Probably the most comprehensive investigation comparing wet and dry grinding has been that made by Coghill and Devaney. They compared the grind-ability of both chert and dolomite in a 19x36-in. batch ball mill under both wet and dry conditions. In these tests the weight of ore in the mill was varied from 35 to 200 lb and each grinding test was carried out for such period of time that the amount of -200-mesh material in the product was essentially the same for each test with a given material. Cog-hill and DeVaney's data for the grindability of dolomite, which are reproduced in Fig. 1, show that a comparison between wet and dry grinding is com- plex. The comminution of a material by a wet grinding method is characterized by a constant grindability over a wide range of mill loadings. Since grindability is the weight of material comminuted per unit of energy expended, it is equivalent to (w)/ (p)(t), where W is the weight of material being ground, P is the power, and t is the grinding time. In the case of wet grinding, the grindability of dolomite in the Coghill and DeVaney experiments was 0.546 * 0.009 ton per hp-hr when the load of dolomite in the mill ranged from 50 to 200 lb. On the other hand, for dry grinding no such simple relationship was found to exist between power, time, and weight of material in the mill. Among the unforeseen consequences of the 1973 Arab oil embargo has been a considerable array of new or increased taxes on the so-called energy minerals. These taxes will be the subject of this report. Both Federal and State taxes have been enacted, but I will be concerned mostly with state severance taxes and particularly those on uranium. Severance taxes are considered to include all taxes having the distinctive feature of being applied on a natural resource at the stage of extraction. The tax may be based on units of production or on value, and if on values it may be on gross value or on gross value less either arbitrary or cost-related deductions. The tax has a number of aliases - resource excise tax, conservation tax, privilege tax, mining excise tax, ad valorem production tax, and more - and this makes comparison of tax burdens among states difficult. The windfall profit tax on oil is an example of a severance tax at the Federal level. Severance taxes are an established feature of state tax systems, but they continue to be a controversial issue, and proposals to raise or modify existing severance taxes are regularly submitted to the legislatures of the Western energy producing states. No concensus exists as to what is a reason- able and proper level of severance taxation or to the form it should take. The taxes which have been adopted by the various states reflect the interaction of a variety of interests and the specific circum- stances in each state. What follows is a summary of theoretical, practical, and emotional viewpoints and arguments that surface in any statehouse in which a severance tax bill has been introduced. The New Mexico experience will be heavily relied upon. THE ECONOMISTS Marginal effects. A severance tax which is based on a gross percentage of revenue or on units of production is a constant addition to variable costs, and to the mine operator has the same effect as any other increase in operating costs. The direction of these effects is straightforward: the tax will cause the property to have a lowered present value, to be mined at a lower rate than without the tax, raise the minimum grade that will be mined, lead to lower total recovery, make marginal properties sub-marginal and discriminate in favor of richer, more profitable operations (Lockner, 1965; Steele, 1967). In the short run, production facilities are fixed and imposition of a severance tax will have little effect on production levels. In the longer term, capital is mobile and investment and exploration expenditures will shift from minerals and jurisdictions with high taxes to those with low taxes. Over a considerable range of taxation the effect will be to change the relative position of the taxing state, but an overly optimistic evaluation of the capacity of mineral producers to absorb a tax can bring an industry to a halt. It is generally acknowledged that imposition of high severance taxes on taconite in Minnesota stopped development completely, and that only the adoption of a constitutional amendment limiting the amount of taxes that could be imposed in the future brought the firms back and encouraged them to make the huge investments required (Weaton, 1969). A tax which is a percentage of the net operating income (gross revenue less cash operating costs) does not influence the cut-off grade for recovery nor change the time preference for extraction, and hence, is free of the negative features of the tax applied to gross revenues or units of production. In theory it is a more efficient tax but relative administrative complexity and inherent difficulty in predicting revenue have discouraged its use. The Wyoming severance tax on uranium, which uses grade of ore as well as price in establishing taxable value, is the most cost related, and hence, the most neutral and efficient of the various state severance taxes on uranium. Economic rent. Despite the discrimination and the anti-conservation aspect inherent in most severance taxes, economists generally endorse their use because they are seen as a vehicle to appropriate rents - that is, returns greater than the long-run competitive supply price. Conspicuous examples of supposed economic rents are the returns to oil producers because of the OPEC cartel, the returns of the uranium producers under AEC buying contracts in the 19501s, and the high prices obtained by the uranium producers for contracts entered into in the 1976-1979 period. Mining of coal in the Western states is believed by some to generate huge economic rents because of the OPEC caused increase in price of a competitive fuel (McLure, 1978, p. 261), and possibly because of clean air regulations favoring the burning of low-sulfur coal. In theory, such surplus returns could be taxed completely away without affecting supply. In practice, the situation is more complex (Steele, 1967, pp. 234-236); economic rent of mineral production is an elusive quantity involving as it does replacement costs, and technical and market risk, and it, like beauty or pornography, probably exists mostly in the eye of the beholder. Rent may also be perceived to be present in the upper portion of a cyclic market which also has a downside. Where rent exists, it is almost certain to be short-lived - cartels self- destruct, government subsidies end, competitive adjustments occur - but the taxes imposed to capture it tend to be immortal. There is little doubt that the perception of un- usual and undeserved (obscene) profits in the mid- and late 1970's was a major factor in the adoption of energy mineral taxes strikingly higher than had been previously considered. At the New Mexico legislature of 1977 supporters of a moderate tax were repeatedly confronted with some variant of the statement, "You can't expect me to believe that a

This paper describes the properties and uses of cementitious mixtures containing 10 to 20 per cent bentonite and 2 per cent or more sodium chloride. Salt additions improve bentonite cement by increasing early strength and stabilizing viscosity without changing thickening time. The volume yield of cement is increased 20 per cent or more without lowered early strength. The unique properties of salt in this type of system make savings of more than 10 per cent possible where light-weight, low-strength cementitious material is adequate to fill behind pipe. The density range of these mixtures is 12 to 13 1b/gal and the filtration rates are medium-low, aiding the placement of long columns in primary cementing. Where available, sea water is an ideal salt source in preparing these slurries. INTRODUCTION Accelerators increase the rate of cement hydration. In speeding reaction with water, they can affect cement performance by reducing thickening time and increasing early strength after set. Accelerators that cause both effects can be considered "total", and those which produce only one effect can be called "partial". Materials that act conversely to accelerators are retarders. and they also can be total or partial. Partial retarders. make high-temperature cementing possible by prolonging thickening time while impairing early strength only slightly. Most known accelerators are total. A useful partial accelerator would increase strength without altering thickening time. This report concerns material combinations in which a normally total accelerator exerts unique partial properties. Utilizing these limited effects improves bentonite cement. SEPARATE EFFECTS OF SODIUM CHLORIDE AND BENTONITE ON CEMENT Sodium chloride and calcium chloride are commonly used in cement, and at low concentrations their effects are similar. Ludwig1 studied sodium chloride in API Class A and Class E cements.' Figs. 1 and 2 sum- marize his data taken at 140°F on slurry pumpability and early strength. Normal water-to-cement ratios are 0.46 and 0.40, respectively, for Class A and Class E cements. At saturation the salt content is 12 to 14 per cent of the weight of cement solids. The illustrations, therefore, cover the range of salt solubility in the mixing water. The data show that sodium chloride is a total accelerator of the Class E cement studied over the range of solubility. It is total in Class A cement to 6 per cent. Above this concentration salt becomes a retarder— partial from 6 to 10 per cent and total above. These results are general for different brands of Class A cement, although the shift from acceleration to retardation may occur at different salt concentrations for different temperatures. The results are specific for the Class E brand studied. In discussing his data, the investigator emphasized that different Class E cements might respond erratically to salt, depending on the brand chosen. Morgan and Dumbauld3 escribe the properties of bentonite cement in a paper that is a standard reference in using these systems. Bentonite functions in cement as an enabling agent; each bentonite addition equal to 1 per cent of the weight of dry cement makes possible the further addition of 4.5 per cent water.' Thus, 10 per cent bentonite in Class A cement, normally slurried neat with 46 per cent water, enables the slurry to contain another 45 per cent before settling. Water is one of the lightest and cheapest cement extenders; it reduces density and cost. Bentonite cements produce uniform slurries having low susceptibility to solids separation. After set, they offer low resistance to perforation.
