The effect of the specimen diameter, d, on the flow stress, cra of polycrystalline aluminunz (99.997) was studied. The increase in the flow stress could be accountedfor by the increase in the surface layer stress, with decreasing specimen diameter. Both , and a, were found to be proportional to For the smaller-dianzeter specimen (< 0.033 in.) at strains less than aboul 0.1, the work hardening of the surface layer was greater than that associated with the bulk of the specimen. At higher strains the work hardening due to the bulk appears to be independent of the specimen diameter. THE increase in the strength of metals with decreasing diameter is well-known; however, an adequate explanation for the cause of the size effect is still lacking. The earliest systematic investigation of size effect appears to be that of Onol who reported that for aluminum monocrystals the resistance to slip at low strains increased as the specimen diameter decreased. A change in the stress-strain curve beyond 0.001 strain was not found. However, Suzuki et a1 .&apos; reported for monocrystals of a brass and copper having diameters in the range of 2 to 0.12 mm that the entire stress-strain curve was raised as the specimen diameter was decreased. The effect of size was most apparent when the diameter of the specimen was less than 0.5 mm. In the discussion of this paper Honey-combe reported a size effect in copper crystals as large as % in. diam. These results are in agreement with those of paterson3 and Garstone et al.4 While the majority of the investigations on size effects was conducted in terms of the variation in the diameter of the specimen, several investigators studied the influence of the specimen geometry. For example, Wu and smoluchowski 5 reported that in aluminum monocrystals the slip system was a function of the specimen dimension in the slip direction. King-man and Green 6 studied the influence of size on the compressive stress-strain relationship of aluminum monocrystals when the ratio of length to diameter was constant. Their specimen diameters ranged from to & in. For specimens oriented for single slip the critical resolved shear stress for the smaller-size specimens increased with decreasing diameter. No effect was observed in the large-size specimens. Specimens having an orientation near the corners of the stereographic triangle did not exhibit a size effect. Apparently, the increase in strength with decrease in the diameter of the specimen is a general phenomenon and has been observed in a brass |T and cadmium as well as in aluminum and copper.&apos; In a series of investigations (for example Ref. lo), it was shown that during deformation a surface layer was formed which imposes a back stress, a,, on the moving dislocations. It is reasonable to predict that this surface layer stress, as, should be a function of the specimen diameter and could possibly account for the flow stress size effect. In fact, experimental evidence will be presented to show that this is the case; i.e., the increase in flow stress with decreasing size is equal to the increase in the surface layer stress, as, with size. In addition, data will be presented on the variation with size of and a* where is the back stress associated with the generation of dislocation obstacles in the bulk of the specimen and a* is the net effective stress acting on the mobile dislocations. A limited investigation was carried out on gold specimens to determine the influence of an oxide film. EXPERIMENTAL PROCEDURE The aluminum specimens were prepared from -in. bar stock (99.997 pct purity). The 0.350- and 0.150-in.-diam specimens were machined directly from the bars while the specimens having a diameter of 0.033, 0.020, and 0.015 in. were prepared by swaging and drawing to 0.04 in. and electropolishing almost to final size. The specimens were prepared with a 2-in. gage length. The specimens were annealed in vacuum (-10-4 Torr) at 350°C for 8 hr. The grain diameter of the specimens in the various specimen diameter groups was 0.08 ± 0.02 mm. Gold specimens of two diameters, 0.14 and 0.03 in., were prepared in a similar way and annealed at 650°C for 8 hr. The grain diameter of the gold specimens was 0.2 mm. After annealing the specimens were electrochemically polished to the final size and tested in an Instron tensile machine at a strain rate, E&apos;, of 10- 3 per min. While it was possible to determine the surface layer stress, a,, in the larger-size specimens by measuring the difference, Aa, between the stress before unloading the specimens and the initial flow stress after removal of the surface layer as outlined in detail in Ref. 10, this method is not applicable for small wires because of the difficulty in obtaining a sufficiently accurate measure of the diameter. The values at the various strains were therefore determined by measuring after the specimen had been annealed at 35°C for 4 hr. It has previously been shown" that the two methods give the same results for a provided that the annealing temperature is low enough to affect only the surface layer and not the dislocation barriers in the bulk of the specimen. For the gold specimens a treatment at 150°C for 16 hr was found to be satisfactory for the determination of by the low-temperature annealing method. EXPERIMENTAL RESULTS Determination of a,, and a,. The stress-strain curves for the various diameter aluminum specimens, plotted in terms of the logarithms of the true stress, and true strain, are given in Fig. 1. These curves represent the average data taken from at least ten specimens at each size. Over the range of strains investigated the curves follow the empirical equation

INTRODUCTION Situated 23 miles east of Pretoria the Premier Mine started diamond production in 1903. Two years later it produced the largest diamond yet discovered, the 3 106 carat Cullinan stone. For the period to 1932 when the mine was closed down due to economic circumstances, open cast mining was practised using inclined rope haulage traction and by this time had produced 48.5 million carats of predominantly industrial quality diamonds from 148 million tons of ore. In 1945 it was decided to re-open the mine using underground mining methods. A system using long hole benching was devised (Hodgson and Sewel 1960). This system was later modified but still forms the basis for approximately fifty percent of production. Following the successful introduction of block caving on associated diamond mines in the Kimberley area (Gallagher and Loftus 1960) this mining method was introduced to the Premier Mine in the late 60&apos;s and now accounts for nearly 50% of production. This paper will discuss block caving at Premier Mine in the light of our experience and discussion will be directed to the main geological and structural features of the orebody and host rocks and the related constraints imposed on the mining methods. Reference is made to the long hole benching mining method for comparative purposes. GENERAL DESCRIPTION OF OPERATIONS The ore from the block caving and bench mining areas gravitates via ore passes to a twin haulage, 500m below surface. Electric 13 tonne locomotives, each hauling a train of 10 Granby type cars, deliver the ore to two 42" x 48" (1.06m x 1.22m) jaw crushers. The ore is reduced in size to minus 0.15m before being hoisted to the treatment plant on surface. Hoisting is done with 12.5 tonne bottom discharge skips in a five compartment rectangular shaft using two 3 240 H.P. semi automatic Ward Leonard winders. A small single drum service winder operates in the other compartment. Men and materials travel in a separate shaft in a 5,4m x 2,8m cage operated by a Koepi winder. These two shafts are also the main intake airways to the mine. The two main extraction fans capable of 250 m3/s at 3,2 kPa are situated on surface and are connected to the underground workings by an incline and a network of air passes and return airways. GEOLOGY Although there are numerous occurrences of kimberlite bodies in the district, the Premier Mine kimberlite pipe is the only economic orebody. It is roughly oval in shape with surface dimensions of 900m on the long axis and 450monthe short axis. The surface area is 320 000 m2. The kimberlite has intruded a massive body of felsite and norite which is intersected by a number of faults. The contact between the kimberlite and host rock is clear cut and dips inward at an average angle of 80°. Cutting across the pipe and the country rock is a 75 metre thick gabbro sill, the top of which intersects the pipe below the 347m level and dips at 15&apos; to the north west. The kimberlite has been metamorphosed a distance of some 20m both above and below the sill contacts. Age measurements on biotite from the gabbro date the sill as 1 115 million years, thereby providing a minimum age of the pipe. (Pre Cambrian). All other pipes in South Africa are of Cretaceous age (60 million years). A simplified geological plan and section of the Premier Mine orebody is shown in Figure 1. It is thought that the kimberlite intruded in at least three distinct phases. The kimberlites of these different phases can be distinguished most easily by their characteristic colour. BROWN KIMBERLITE. This is the oldest kimberlite and forms a crescent shape in plan on the south eastern side of the pipe. In depth it increases in relative area. Although the brown kimberlite carries the highest diamond grade in terms of carats per ton all the various kimberlites in the Premier pipe are economic to mine.

THIS paper is a brief description of the design and equipment of a new coal mine in southern Illinois, which has many features not common practice in shaft coal mining and which is laid out and equipped for such unusually large capacity that it promises soon to become one of the largest mining operations of its kind. Shaft sinking for the mine, New Orient, was commenced in May, 1921, by the Chicago, Wilmington & Franklin Coal Co. In October, 1924, the plant was practically completed and was producing over 6000 tons of coal per day. There is good prospect that within a few years, when the mine is fully developed and manned, the output will attain a daily rate of 12,000 tons. The coal seam at New Orient lies approximately horizontal, about 500 ft. below the surface, and may be said to run from 9 to 12 ft. in thickness. The tendency in Franklin County has been toward large mining units (5000 to 6000 tons per day) with great care being given to protection against fire and explosion hazards, and usually with quite elaborate surface plants permitting careful preparation of the coal into graded sizes comparable with those made in the anthracite region. The field is unionized, with uniform conditions of wages for various classes of work, hours, etc., and the Illinois mining laws are quite specific with regard to fireproofing and safety measures. These conditions make it difficult for any but well-equipped and well-operated mines to meet the competition of the numerous fine properties of which this county can justly be proud. The coal company&apos;s property was already developed on the western side by the Orient. mine-a much visited and written about operation (with which many of you are possibly familiar through the Department of Mines&apos; film "The Story of Coal ") which until recently held the 8-hr. production record with 8218 tons and usually ran quite consistently with production of slightly over 6000 tons per day. Experience at Orient was naturally one of the greatest influences in determining the location and character of the New Orient.

Four oil discoveries were made in east and east central Texas during 1940, three of which represented new fields. In the Chapel Hill field, Smith County, oil was found where formerly only gas and distillate were produced. The three oil fields discovered are: Hawkins, Wood County; Pittsburg, Camp County; and Tehuacana, Limestone County. Important extensions were made to the following fields: Bazette, Navarro County; Long Lake, Anderson and Leon Counties; Cayuga, Anderson, Freestone and Henderson Counties; Opelika, Henderson County; and Talco, Titus and Franklin Counties. At the close of the year 54 oil and gas fields were producing in the district. There were 13 other fields, 11 oil and 2 gas, which have been abandoned. The East Texas field led the district in the number of completions for the year. During the year about 622 wells (oil and distillate wells included) were completed and 80 wildcats were drilled. Production and Proration During the year 170,424,685 bbl. of oil (distillate production included) were produced in the district—a decrease of 2.6 per cent from the 175,053,729 bbl. (distillate production included) during the preceding year. The district&apos;s production for the year 1938 was 182,369,484 bhl. As usual, most of the district&apos;s annual production was in the East Texas field, which produced 139,095,694 bbl. (distillate production in- cluded) during 1940, or 81.6 per cent of the total oil produced as compared with 141,333,317 bbl. (80.7 per cent) for 1939. The December estimated daily average production in the district was 424,565 bbl. The district accounted for 34.9 per cent of the state&apos;s annual production, compared to 36.7 pcr cent of the state&apos;s 1939 production. The decrease in production for 1940 may be attributed to changes made in proration schedules. Any material changes in the district&apos;s annual production may be considered for the most part as a reflection of proration-schedule changes affecting the East Texas field, since it is by far the most important field in the area. The entire state was subject to 71 shutdown days for the year; the East Texas field to 131; and the Rodessa field (Cass County, Texas, portion) to 5 days. No important changes were made in field rules and regulations during the year regarding the allocation of oil in individual fields in this district. Discoveries The Hawkins field is in southeastern Wood County in and principally north of the town of Hawkins. Development to date indicates that the field is somewhat of an elongated anticline trending slightly east of north and the proved oil area appears at this time to cover approximately 4000 acres. The oil production has been secured from the Woodbine sand, Upper Cretaceous; a considerable quantity of gas has been encountered in the Sub-Clarksville formation (Eagleford shale) in the higher part of the structure. Tramp iron and steel moving on a conveyor belt cause small currents to be generated in a coil situated in a strong magnetic field, which are converted to an alternating current and are amplified. The output voltage from the amplifier fires a thyratron with a relay in its anode circuit, which actuates a howler and simultaneously drops a spot of marker material on the belt. THE problem of tramp iron removal from moving ore belts is a long standing one. When heavy ore streams are carried on a belt, magnetic pulleys and strong surface magnets fail to remove tramp buried in the ore stream. Tramp iron buried in the ore stream cannot be pulled from the bed by surface magnets and is carried past the magnetic pulley by the falling ore stream. With the increased use of detachable bits the problem of the detection and removal of tramp has become more necessary and difficult. Several types of tramp detectors have been developed. It would serve no practical purpose here to review exhaustively the literature on the subject. Methods of tramp detection used are: (1) The magnetic method, wherein the small current generated by the magnetized tramp passing a Coil is used. (2) The unbalanced oscillator method wherein the tank circuit of a stable radio- or audio-frequency oscillator is unbalanced causing a change of frequency or a change in plate current due to changes in eddy currents, hysteresis, or dielectric because of the presence of tramp. (3) The bridge methods wherein the impedance of one leg of an alternating current inductive bridge is changed due to the presence of conducting tramp. Each of these methods of tramp detection has its field of usefulness. The second and third methods are excellent for oxide iron ores, coal, sand and gravel, grain, etc. However, these latter methods are not suitable for use on ores that contain rich conducting sulphides, since a large piece of pyrite or galena will cause the same detector response as a piece of tramp iron. At the Caselton, Nevada, plant of the Combined Metals Reduction Co., sulphide ores are treated; therefore, it was necessary that a tramp detector operating on only the magnetic properties of the tramp iron be used. Tramp iron detectors of this type operate on the principle that if a piece of tramp iron moves near a coil in a high intensity, steady magnetic field, the presence of the moving tramp iron causes the magnetic flux lines through the coil to change. This induces a mall current in the Coil. In series with the Coil is generally placed a relay sensitive to currents of 1 to 3 microamp. When the tramp iron passes near the coil the flux linkages change, causing this very sensitive relay to actuate. Since the contacts of such a relay are very small it must actuate a second relay capable of breaking a larger current

THE Lake Superior blast-furnaces probably represent the maximum economy of fuel possible in this country. They smelt an ore which is very rich and easily reducible, and as the small amount of gangue present is not all silica, but in part a silicate, the amount of limestone required is a minimum. The average yield of the ore treated at six furnaces was 63 per cent., and the average quantity of limestone 179 pounds per ton of pig. The fuel used is charcoal, so burned as to retain most of the combustible volatile part, which, before the utilization of furnace-gas, was burned away. With these conditions it is not surprising that the Lake Superior charcoal practice is extraordinary in almost every respect. In any scientific discussion of American furnace work, the establishments there will be found at the head of the list, and they work under conditions which are extremely favorable for careful study. The Bay Furnace, near Marquette, has the honor of carrying "the broom" for the largest daily make. With a capacity of 1908 cubic feet it has, for months together, produced 29 tons of pig, graded at

Phase equilibria data were used to develop an equation-of-state correlation for complex hydrocarbon mixtures, thereby circumventing difficulties associated with use of pressure-volume-temperature data. Equilibrium phase data for two condensate reservoir fluids were used to determine equation-of-state parameters for hydrocarbons as heavy as C22H46 in a modified form of the Benedict-Webb-Rubin equation of state. Comparative tests of K-values from the resultant correlation were made with data for condensate reservoir, separator and gas plant absorber mixtures. Generally, for temperatures above OF and computed liquid densities below 0.55 Ib-mole/cu ft, the modified BIVR equation predicted K-values in close agreement with the experimental data. INTRODUCTION Accurate predictions of thermodynamic behavior for complex hydrocarbon mixtures are necessary for many calculations in the petroleum industry. Because of the relatively high cost of extensive experimental data, many correlations for prediction of phase behavior have been developed. Some of these, such as the correlation of K-values presented in the NGAA Equilibrium Ratio Data Book, are totally empirical.l Others, such as the Benedict-Webb-Rubin (BWR) equation-of-state method, are semitheoretical.2-4 Unfortunately, published correlation methods often do not accurately predict the phase behavior of complex hydrocarbon mixtures, principally because of inadequate representation of the effects of components heavier than decane. This paper presents a new approach to this problem in which basic equation-of-state relations including heavy hydrocarbon effects are applied. Equilibrium phase data for two condensate reservoir fluids containing hydrocarbons as heavy as C22H46 are used to correlate component K-values. The BWR equation was chosen as the prototype equation of state for this study because of its proven capability for accurately predicting phase behavior and thermodynamic properties of light - hydrocarbon mixtures? Research was directed toward development of BWR parameters for the heavy hydrocarbons and modifications of the mathematical form of the BWR equation for application to complex hydrocarbon mixtures. The new equation-of-state approach presented differs considerably from previous methods in that phase equilibria rather than PVT data are used for determination of equation-of-state parameters. It is an explicit approach since the parameters are determined directly from mixture data. As such, it does not encounter problems inherent in the implicit method used by Benedict, Webb and Rubin 2-4 and numerous other investigators—one in which mixture parameters were postulated to be functions of the pure component parameters. The pure component BWR parameters, in turn, were determined from experimental PVT data. This method has been limited to mixtures containing components lighter than decane because of lack of vapor phase PVT data. Studies have been reported in which BWR parameters have been determined explicitly from PVT data for binary mixtures.6-8 However, since small concentrations of heavier components have only a minor effect on PVT behavior, it is doubtful that these explicit methods would yield useful results for condensate systems. Ellington and Eakin9 have shown that the accuracy of K-values predicted by an equation of state developed from mixture PVT data probably would be more than an order of magnitude lower than the accuracy of the PVT data. On the other hand, an equation of state utilizing parameters developed from phase equilibria data should predict K-values with accuracy comparable to the accuracy of the experimental phase compositions. This work applies this explicit approach with the objective of improving hydrocarbon mixture phase behavior predictions. For his achievement in building the Panama Canal, Major-Gen. George W. Goethals was presented, on May 22, the John Fritz medal, the highest mark of distinction in the engineering profession. In the absence, in Europe, of Clemens Herschel, chairman of the Board of Award, Charles F. Rand presided over the meeting. Col. John J. Carty, who was chairman of the Board of Award at the time the medal was awarded to Gen. Goethals, and who ordinarily would have presented the medal, was detained in Paris by Government work, so the presentation was made by Ambrose Swasey. When calling the assembly to order, the Chairman said: This medal has been awarded by a Board representing four of the National Engineering Societies: American Institute of Mining and Metallurgical Engineers, American Society of Civil Engineers, American Society of Mechanical Engineers, and American Institute of Electrical Engineers. The medal was established in 1902, in honor of that great American engineer, John Fritz, and has never been awarded except to very distinguished men. In. 1902, the first award was made to John Fritz for scientific and industrial achievement. In 1905, to Lord Kelvin for his work in cable telegraphy and other scientific attainments. In 1906, to George Westinghouse for the invention and development of the air brake. In 1907, to Alexander Graham Bell for the invention and introduction of the telephone. In 1908, to Thomas A. Edison for the invention of the duplex and quadruplex telegraph, the phonograph, the development of a commercially practical incandescent lamp, the development of a complete system of electric lighting, including dynamos, regulating devices, underground system protective devices and meters. In 1909, to Charles T. Porter for his work in advancing the knowledge of steam engineering and in improvements in engine construction. In 1910, to Alfred Noble for notable achievements as a civil engineer. In 1911, to Sir William H. White for notable achievements in naval architecture. In 1912, to Robert W. Hunt for his contributions to the early development of the Bessemer process. In 1914, to Professor John E. Sweet for his achievements in machine design. Though liberality is not supposed to be a prominent trait of the Scottish character, Canada owes to a Scotchman, Sir Wm. Macdonald, more than to any other of its people, not only wise ideas, but pecuniary help towards extending education: and another Scotchman, in New York, has sumptuously housed under one roof three branches of the engineering fraternity, of which we are one. Having thus created us members of the same family—for the metaphorical meaning of house and kinship is identical—Mr. Carnegie expresses more emphatically than even he could in words, that, by aff&apos;ording facilities for closest intercourse, he invites the mechanical, electrical and mining engineers to participate in the freest interchange of idea and experience, and to correlate and combine the results of their studies and activities; and, being members of the same household, to banish reserve and secrecy. And now we, the members of the American Institute of Mining Engineers, meet as though we were at home in a neighboring country. For whether we meet in Canada, in England, or elsewhere, the Institute is always received as though no political or geographical divisions separated its members from those of congenial associations in the land of its host. In truth, the title which we have assumed claims for the sphere of our activities the whole American continent, regardless of such trifling details as boundary-lines. The fact that we meet to communicate each other&apos;s experience, to discuss our difficulties, and to seek each other&apos;s aid in solving the intricate problems that so often present themselves in the course of our professional life, is an acknowledgment of our individual helplessness; and therefore an argument for united effort. But no effort can be of any value if there is an underlying suspicion

I DESIRE to call the attention of the Institute to what is believed to be a new improvement in &apos;the construction of journal-bearings, having for its object the reduction of original cost as well as cost of renewals. In an ordinary railroad car we find the space between the top of the axle and the top of the box is filled with a "brass," weighing from seven to ten pounds. Of this amount of metal a comparatively small portion is subjected to the wear which it is intended to meet. The balance is, practically, a filling material, which from habit has long been constructed of the same metal. The Defreest bearing is made of three parts, namely, a malleableiron back, a bronze bearing-piece, and between them a filling-piece of sheet lead. The bronze takes the wear of the axle, the iron fills up the space and acts as a backing to the bronze, and the lead, being soft, adapts itself to the inequalities in the surfaces of the iron and bronze castings, thus insuring a uniform bearing on all points, and making it unnecessary to bore out the iron or turn off the bronze to bring them to a perfect contact at all points. These three parts are joined together by two soft brass rivets, with counter-sunk heads, to prevent separation in handling. A groove is cast in the iron, and a corresponding rib on the bronze, to prevent the latter from turning with the axle when in place. In renewals it is ordinarily necessary simply to drive out the rivets and renew the bronze and lead. The iron part is not subjected to much wear and should last for years. It is evident that the first cost of these journals, and also the cost of renewals, must be much less than the old form. This difference amounts, at the present price of materials, to $9.60 for an eight¬wheel car, in first cost, and $4.72 for renewals. These bearings have been in use, and found to do what is claimed for them.

SECRETARY&apos;S NOTE.-The complete list of all officers of the Institute will be found on p. iv. of this number of the Bulletin. The following explanation may recall to old members, and convey to new ones, the relations of the two governing bodies, as determined by the, Certificate of Incorporation of the Institute, and the Constitution and By-Laws adopted in accordance therewith. The body legally responsible for the business management is the Board of nine Directors (three elected annually to serve three years), which elects its own officers. This body, for reasons of practical convenience, is composed of well-known members, residing in New York City, and able to attend, without serious inconvenience or expense, the necessary meetings of the Board. The officers of this Board are legally the officers of the Institute. But, apart from business manage-ment, the Board exercises no control over the election of members, or the professional and technical work of the Institute, except that its vote is required to elect honorary members, upon the recommendation of the Council. The Council is a. body, constituted in all respects (except that it has no Treasurer) like the Council existing before the incorporation of the Institute, in January, 1905, and charged with all duties and powers, except those which the Board of Directors must legally perform. It elects members, appoints the times and places of professional meetings, and controls the publication and distribution of papers and volumes, etc. Its members (President, Vice-Presidents and Councilors) are elected by the members of the Institute, voting in person or by proxy, and after publication of the nominations received ; and it is intended to repre¬sent, as far as practicable, both the professional and the geographical distribution of the membership. Consequently, whatever professional honor attaches to official position belongs to membership in the Council, rather than in the legal Board of Directors. This remark implies no disparagement of the members of the latter body, every one of whom has served, or is now serving, as a member of the Council. But it is only fair to explain that their election and continued re-election as Directors is simply a matter of legal convenience.

THE study of anisotropy in metals has been greatly stimulated in recent years by the rapid development of X-ray methods for determining the crystallographic relationships of wrought and annealed materials. Prior to this time the knowledge regarding the directional properties of commercial alloys consisted almost exclusively of observations of a practical nature made during the fabrication of metal objects, supplemented by a limited number of mechanical tests on specimens cut at various angles to the direction of working. Such observations clearly indicate that the common methods of cold-working metals cause both a crystallographic and a mechanical fibering varying in character and degree according to the nature and extent of the deforming process. Even after annealing, following certain not too well known combinations of reductions and anneals, a preferred orientation may exist, thereby constituting a residual fiber effect sufficiently pronounced to manifest directional properties. With the application of the X-ray the experimental horizon was extended chiefly because the study of anisotropic metals promised to offer direct and quantitative evidence regarding the involved mechanism of fragmentation and plastic flow. As a natural consequence the intensive studies in this direction have yielded a vast accumulation of data of ultimate potential value. Unfortunately, however, as is commonly the case in entering a virgin field of experimentation, many of the data cannot be molded into complete and coherent form because of the many unrelated conditions of the experimental projects. Again, the results of the study of single crystals have been rather naturally but at times indiscriminately applied to polycrystalline metals. Furthermore, sweeping statements have been made regarding the behavior during working and annealing of metals and alloys, entirely on the basis of similarity in lattice arrangement. There is abundant reason for believing that relatively small concentration variables, differences, in magnitude and distribution of applied stresses, and the character of associated annealing treatments may in some cases greatly influence the mechanics of flow and consequently largely determine the final structural characteristics of the metal.

SUMMARY THE cost of labor turnover in industry is so large as to justify the adoption of almost any means to bring about its reduction. Intensive study has shown that faulty methods of hiring and discharging men is the most important factor in labor turnover. Complete control over hiring and discharging by the foreman is a relic of outgrown industrial conditions; centralized hiring permits this work to be put on a scientific basis and also does away with many serious evils that cannot otherwise be reached. Centralized hiring does not impair the authority of the foreman; he hires his men from the employment office and discharges them back to it, instead of from and to the street. The employment manager, being a direct representative of the employer, tends to restore the former relation of direct intercourse between employee and employer that was helpful in avoiding friction between them. Being a specialist, he is able to bring special knowledge and skill to bear upon the task of selling employment in his concern to desirable workmen; lie is also able to give the foreign workman the special attention he requires. Employment managers have been used for the past few years by a number of large organizations, a few of which are engaged in the mining and metallurgical industries. They have invariably reduced labor turnover, in some cases to as little as one-tenth of what it had been. So great a reduction is due in part to other changes made in the light of the data made available by scientific study of the labor problem. In my former paper on personnel work1 I advocated the more general use of the employment manager in mining and metallurgical enterprises as a means of reducing labor turnover. The form of organization recommended seems not be to understood by all, and I have requested the privilege of explaining it at greater length, since it is perhaps the most important factor of all in personnel work, and has a vital influence on the cost sheet of every industrial enterprise.

The author maintains that selectivity in flotation depends in part on differences in rates of flotation. The rate of flotation should be directly proportional to the frequency of particle-bubble collisions. In this paper, it is suggested that floatable particles of the mineral must be distinguished from nonfloatable particles. Success in flotation is entirely a matter of selectivity. All minerals can be made to float. The problem is to make one mineral float and leave the others in the tails. For a typical ore, with all minerals naturally hydro-philic, a collector which is adsorbed by only one mineral and not at all by the others would give perfect separations. The hydrophobic, collector-coated mineral would separate cleanly from the remaining minerals. In practice, no such highly specific reagents are known. All standard collectors adsorb on most minerals to some extent, and selectivity then becomes a matter of extent of adsorption rather than adsorption on some minerals and not on others. Flotation is therefore a compromise process: if enough reagent is used to float all the desired mineral, the concentrate will be low grade; conversely, high grade concentrates can be attained only at low recovery. With many minerals coated with collector to varying degrees, selectivity appears to depend in part on each mineral floating at a different rate. The study of flotation kinetics is therefore a basic requirement to quantitative understanding of the process.
