In this paper, we discuss the possible impacts on market structure of imposing the pollution tax on coal producers in the Appalachian market. The consequence of such environmental restraints would (i) alter the trade and supply patterns, (ii) reduce consumptions of coal, and (iii) cause the Appalachian coal market to undergo a structural change. Simulations are then made to demonstrate that the model is rather sensitive to the pollution tax especially in terms of market boundaries.

PRODUCING operations abroad during 1940 were shrouded in the fog of war. Little, if any, concrete information is available, and the data that issue from the belligerent countries are too frequently distorted for military purposes, for the volume of supply of gasoline and fuel oil has become an important strategic secret. Despite this lack of information signs indicate the spread of a slow paralysis which is gripping producing operations in foreign countries. Only in the Caribbean area are developments proceeding normally and even there the destruction of the Western European market is being seriously felt. This creeping paralysis is being brought about partly by the serious shortage of materials so necessary for drilling and other producing operations such as steel, machinery, and the like-together with a scarcity of that prime munition of war-money. Markets too have been curtailed by the operation of exchange control as all exchange is needed to support war efforts. As a result, gasoline is tightly rationed in all belligerent countries. The growing casualties in shipping are fast restricting the water-borne trade in petroleum, but have had a local stimulating effect in some areas where the risk is less or where water-borne transport can be efficiently used as for instance Trinidad and Egypt. The type of product needed for war effort, particularly the great demand for aviation gasoline, has changed the schedules of .refinery operations. As a result of all these influences the world oil picture outside the United States- has vastly changed during the year.

This paper describes a series of experiments leading to the development. of a method for leaching the mixed ores of the Inspiration Consolidated Copper Co., containing chalcocite and silicates of copper, by the use of solutions acidified with sulfuric acid and carrying ferric sulfate. Iron is added to the solutions and ferric iron is regenerated electrolytically to a percentage high enough to act as an efficient solvent. The decreased yield is partly compensated for by a higher current density. AN IMPORTANT problem in modern copper metallurgy, particularly in the Southwest, has been to obtain good recoveries from what are commonly known as mixed ores; that is ores in which the copper occurs partly as oxide and partly as sulfide compounds. The dividing line between mixed ores and ores commonly accepted as concentrating is not definite. In other words, much ore now being concentrated carries considerable copper in non-sulfide form, on which recoveries are hot so good as on ores carrying less of these constituents. While treatment by concentration may be commercially profitable, on ores carrying oxide copper within certain limits, there are large deposits for which the application of con-centration could not be considered, and yet which have not been considered amenable to leaching because they carried too much sulfide. The Inspiration Consolidated Copper Co. has large amounts of such mixed ores, and this paper is an account of the experimental work by which a method was developed for their treatment, and for which a large plant is now being erected by the Inspiration Co. It is not claimed that the method is a general solution of the problem of mixed-ore treatment but it is apparently well adapted for leaching the ores of the Inspiration Co., for which it was designed. The work done has covered preliminary laboratory and test-plant investigation, and .a pilot-plant run, extending from March to the middle of December, 1923. Thoroughly consistent and satisfactory results, were obtained continuously for more, than six months in the pilot plant; and it is believed that the results; and probable costs that can be had on a large scale have been definitely, proved. The method, however, was designed for local conditions; and while the basic principles are general, there are ores on which it will not work and other ores for which considerable modification may be required.

For example, the price of coal remained relatively constant from 1950 to 1969 (see Figs. 5-1 and 5-2) but steam coal prices tripled and metallurgical coal prices doubled from 1969 to 1974. This price structure has created a new economic environment for coal preparation. In oral discussion at the Columbus midyear meeting, September 26, 1949, these pertinent questions were asked: Was a satisfactory separation of metal and matte obtained? The matte was quite fluid and in most cases the separation was satisfactory. Were the mattes chlorinated after aging? The mattes were stored in sealed glass mason jars, and chlorina-tion experiments made after standing for several weeks gave satisfactory results. Was ferric chloride volatilized? Most of the iron content of the matte was converted to ferric chloride. However, because of the low chlorination temperatures used (150" to 250°C) the major part of the ferric chloride remained with the residue. Undoubtedly, some ferrous chloride was also formed, because of the reducing conditions within the reaction vessel, but no effort was made to separate it from the ferric chloride. Could the reaction be stopped before making metallic iron? No attempt was ever made to stop the reaction before making metallic iron. Generally, 20 to 60 pct of the iron in the charge was obtained as metallic iron which could be readily separated from the matte. In certain cases, metallic iron was dispersed through the matte in the form of globules, which could be removed by magnetic separation. Could other sulphides, i.e., calcium sulphide or sodium sulphide be used in place of iron sulphide? No other sulphides were investigated. It was felt that titanates of calcium and sodium would be formed should these sulphides be used to replace the pyrite. What were the sulphur volatilization losses during matte smelting? In the course of this laboratory investigation, a rather wide variety of variables was introduced from highly oxidizing to reducing conditions and various ratios of pyrite, rutile, and coke. These and other factors all have a definite bearing on the sulphur losses. In general, the higher the sulphur in the charge the higher were the sulphur losses and the percentage of titanium in the matte decreased. With sulphur additions more nearly the theoretical amount, the sulphur losses averaged approximately 10 to 15 pct. With a higher percentage of sulphur on the charges, the losses were in the order of 15 to 30 pct.

BELOW the nose of the bainitic C curves in isothermal transformation diagrams, the rate of the austenite-to-bainite transformation usually decreases with decreasing temperature. However, in some steels and iron-carbon alloys, there is a noticeable acceleration in the initial reaction rate at temperatures just above Ms. Such speeding-up of the bainitic transformation would be understandable at temperatures just below Ms because of the catalytic effect of the martensite formed,' but the reversal in isothermal kinetics just above Ms seems quite anomalous. This behavior was observed by Howard and Cohen' in a 1.35 pct C steel and, on the basis of metallo-graphic examination, it was attributed to the formation of a thin plate-like product not belonging in the bainitic sequence. More recently, schaaber2 found two-stage reactions occurring in the vicinity of Ms in a number of steels, and suggested that the first stage might be the isothermal formation of marten-site, preceding the isothermal formation of bainite in the second stage. Theoretical calculations have been made on the performance to be expected of gas-drive reservoirs for various characteristics of the oil and gas and the producing rock. Such performante has been expressed graphically as curves for the reservoir pressure and gas-oil ratios of the production as functions of the cumulative oil recovery. The latter has been expressed in terms of percentage of pore space of the reservoir rock. Such curves automatically give values for the ultimate physical recovery, if the latter is interpreted as the recovery obtained when the reservoir pressure has declined to atmospheric, or to any other pressure chosen as defining the state of practical complete depletion. Calculations of these pressure and gas-oil ratio histories have been made for conditions in which the oil viscosity, the gas solubility and shrinkage, the size of an overlying gas cap, if present, the permeability-saturation characteristics of the rock, and the amount of connate water, have been individually varied, The results serve to show the extent to which the ultimate recoveries are sensitive to the important physical parameters characterizing the oil reservoir. As is to be expected, the ultimate recoveries are found to decrease with increasing oil viscosity. Because of the predominant effect of the oil shrinkage associated with the liberation of the gas in solution, the ultimate recovery will decrease with increasing gas solubility. Increasing gas-cap volumes lead to higher recoveries, although the contribution made by the gas-cap gas is small as compared with the oil expulsion by the equivalent amount of solution gas. As a whole, the oil recovery when expressed in percentage of the pore space is not very sensitive to the details of the permeability-saturation relationship. However, if the rocks possess an equilibrium free-gas saturation, the rise in gas-oil ratio will be retarded, and the 'ultimate recovery somewhat increased' The oil shrinkage associated with the liberation of the dissolved gas also leads to the result that as long as the connate water is immobile and the permeability ratio curve for the rock is a function only of the total liquid saturation, the stock-tank oil recovery will be less for a sand containing no connate water than for One with an Original water content as high as 3' per cent. The space voidage in the former case will be somewhat greater, but the effect of oil shrinkage will lead to smaller values for the equivalent stock-tank recovery. These calculations also give data showing how the productivity indexes for the producing wells will vary during the reservoir history. Because of decreasing Permeability to the oil and increasing oil viscosity, the productivity index will fall continuously as Production proceeds, and may finally reach values as low as 10 per cent of the initial productivity index. IN September 1954 the Lavender pit concentrator at Lowell, Ariz., began treating low grade porphyry copper ore from the nearby Lavender mine. Nominal capacity of the mill is 12,000 tpd, but production now averages 16,226 tpd. Plant design was somewhat affected by the re-use of old equipment and the substantial re-use of old buildings. A breaking-in period between June 24 and Sept. 1, 1954, was devoted to training operators and making minor changes in launders, chutes, and piping. From Sept. 1, 1954, to July 1, 1956, the mill treated 8,598,105 dry tons of ore, from which 556,541 tons of concentrate were produced, containing an indicated 144,055,185 lb of copper.

Core analysis is a recent development in the field of petroleum technology. The earliest work on this subject was done in connection with evaluating and planning secondary oil recovery by water-flooding. Present-day analysis of sands of flush fields requires new and independent interpretations of the data provided by cored material. Particular attention is being paid to the development of rapid, routine methods for measuring physical characteristics of sandstone, such as permeability, porosity and grain size, as well as the sand's fluid content. Permeability may be defined as the fluid-passing capacity of a rock. For a sandstone to be permeable it must be possible to pass a measurable quantity of fluid through the material in a finite period of time. The common unit of permeability is the darcy, which may be defined as the rate of viscous flow, in milliliters per second, of a fluid of one centipoise viscosity through a porous medium having a cross section of one square centimeter, under a pressure gradient of one atmosphere (76.0 cm. Hg) per centimeter.' For convenience the subunit millidarcy, or one-thousandth darcy, is often used. Porosity is defined as the fluid-containing capacity of a rock and is usually expressed as a percentage ratio of the total pore volume to the rock or bulk volume. Since measurement of only the effective or communicating pore volume is often made, porosities are distinguished as total or effective.2,3 Net effective porosity is defined as the net pore volume available for oil and gas. Oil and water content of sand is measured and expressed either as the percentage saturation of the total pores or of the bulk rock. The oil content may also be expressed as the percentage saturation of the net effective pores. The mine and concentrator of the Howe Sound Co., Chelan Division, are at Holden, in a remote section of the Cascade Mountains of northwestern Washington. Holden is at an elevation of 3200 ft., in the narrow valley of Railroad Creek. This creek drains into Lake Chelan, at a point some 40 miles up the lake from the town of Chelan. The concentrator treats 2000 to 2500 tons of low-grade copper-gold-zinc ore per day. Concentration is achieved by the differential flotation process, with recovery of 94 per cent copper and 82 per cent gold in the copper concentrate, followed by the recovery of 65 to 70 per cent zinc in the zinc flotation circuit. The final flotation tailing is deslimed, and coarse . sands, representing 60 to 70 percent of the total, are cyanided. The tonnage of tailing material amounts to 1900 to 2370 tons per day. General Considerations The property is within the Chelan National Forest. Railroad Creek is a fishing stream, being stocked regularly with trout from State hatcheries. Consequently, in planning a milling operation, the Howe Sound Co. was obliged to avoid any pollution of the stream by tailing material, and also destruction of valuable stands of timber. Moreover, the selected tailing- disposal sites should not mar the natural beauty of the valley. In addition to these requirements, the problem of tailing disposal at Holden was complicated by topography and climatic conditions. The valley is long and narrow, averaging 1200 to 1500 ft. in width. Its walls are flaring at a steep angle. There are no extensive flat areas suitable for deposition of tailing. All valleys tributary to Railroad Creek, also the well-marked paths of snowslides, must be avoided. Finally, the direction of prevailing winds and possible dust hazard arising therefrom dictated the necessity of selecting the tailing-disposal sites downstream from the mill building and two campsites. Heavy snowfall during the winter months of November to March, inclusive, impedes building of the retaining dike, making it necessary to prepare the needed storage space during the summer months. It is inadvisable, also, to do any dike building during the freezing weather, because the dike becomes unstable with the spring thaws, producing inevitable "sloughing" of the built-up borders. Tailing-disposal Sues The existing tailing-disposal areas are near the south wall of the valley. They were developed, and put to use in the following sequence: No. I. Area.—Covers approximately 10 acres. Built up to the height of 60 ft. and abandoned. Total length of dike border is 1900 feet.

Three basic types of bucketwheels for handling stored bulk materials are now being used in the U.S. Bucketwheel stacker-reclaimers came into use in the U.S.A. in 1964 at the Chalk Point power station built by the Potomac Electric Power Co. It was decided, after serious study, to install the first slewing-boom, rail mounted bucketwheel stacker-reclaimer at this installation. It was designed with a separately counter- weighted wheel boom because the fixed counterweight of the European designed bucketwheel made it possible for the machine to overturn backwards if the wheel rested on the ground due to a possible failure of the luffing system.
