The processes leading to fatigue failure in the low-cycle range were studied to obtain an understanding of the basis of Coffin's law. Particular attention was paid to the manner of mack nucleation and to the determination of the portion of the total lifetime spent in crack propagation. It was observed that cracks are nucleated at surface notches meated during reversed plastic deformation, Principally at grain boundaries, and that crack growth occupies greater than 75 pct of the fatigue life. When inclusions are present, they are often the primary sites of crack initiation. From consideration of the incremental distances advanced by a crack in each cycle and of the lifetimes of different materials, it appears that the universality of Coffin's law arises from the similarity of crack-tip strain for a given applied strain amplitude, irrespecti7:e of material. STUDIES of low-cycle fatigue have been particularly rewarding in that a simple correlation between fatigue lifetime and plastic-strain range has been shown to exist. This empirical relationship takes the forml,2 Nner=C [1] where N is the number of cycles to failure, Er is the plastic-strain range defined as the total plastic strain per cycle (the sum of the tensile plastic strain plus the compressive plastic strain), n, the exponent, is a constant independent of the material to a first-order approximation and often has a value of about 0.5, and C is a constant which for a number of ductile and metallurgically stable materials is approximately 0.65 for fully reversed strain.3 This relationship has been shown to be valid for a wide variety of metals and alloys and is often referred to as Coffin's law. However, it is yet not clear why so many different metals and alloys exhibit the same over-all behavior in the low-cycle range. Less is known about the mechanisms of fatigue failure in the low-cycle range than in the high-cycle range, but it is expected that the processes would have much in common. For example, an important characteristic common to both high-and low-cycle ranges is that fatigue crack propagation can occupy a considerable portion of the total lifetime. This has been shown by Laird and smith4 by a count of the number of ripples present on the fracture surface of copper specimens, each ripple corresponding to one cycle of load. On the other hand, some marked differences have been noted. For example, in copper,5 nickel, and aluminum4 there is a greater tendency for grain boundary cracking to occur as the strain amplitude is increased. The purpose of the present work was to study further the processes leading to fatigue failure in the low-cycle range and to obtain an understanding of the basis for the validity of Coffin's law. Particular attention has been paid to the manner of crack initiation and to the determination of the portion of total lifetime spent in crack propagation. MATERIALS A number of metals and alloys were tested, although more attention was focused on a particular few, once general trends had become apparent. Alloys were selected so as to investigate the effects of crystal structure, number of phases, stacking-fault energy, and impurity content. Manganese compounds occur in many mineral forms widely distributed throughout the crust of the earth. The most important of these commercially are the oxides which are usually found as irregular masses, but in some places (notably U.S.S.R.) occur as extensive beds of varying thickness and purity. The principal sources of ore have been U.S.S.R., Ghana (the Gold Coast of Africa), India, Union of South Africa, Belgian Congo, French Morocco, Cuba, Brazil, and Mexico. New developments of ore are being conducted in Brazil, British Guiana, French Equatorial Africa, and Northern Rhodesia. The production of the United States normally meets less than 10 pct of domestic manganese consumption. Manganese ore (35 pct or more Mn) is used principally by the ferrous metallurgy industry for production of manganese metal, ferromanganese, and other manganese alloys for use in production of steel ingots and castings. Some manganese is used in the nonferrous industry as an alloying element and cleanser in aluminum alloys, aluminum bronze, constantan, manganese bronze, Monel, Everdur, nickel-chromium resistance alloys, and nickel-silver. The metallurgical uses consume about 97 pct of the total manganese ore requirements of the United States. The balance goes principally for the manufacture of dry cells and for chemicals, with limited amounts for ceramic products, plastics, welding rods and varnish. The Materials Survey on Manganese, compiled in 1952 for Materials Office National Security Resources Board by the Bureau of Mines and Geological Survey, provides an excellent review of resources, reserves, specifications, uses, mining, beneficiation, metallurgical processes and deposits, and is worth referring to for greater details. With the gradual exhaustion of the upper veins in the anthracite coal-fields, the problem of mining at greater depths acquires increasing importance and demands the consideration .of a number of important factors, one of which is the greater earth-pressure and the consequent necessity of stronger support for the roof. Under the pillar-and-chamber system, almost exclusively followed in the Northen anthracite-field, the highest economy in mining is generally secured by leaving, on first mining, pillars only sufficient to support safely the overlying strata. As to the necessary size of such pillars, the opinions of mining experts are widely divergent. In establishing the width of chambers and pillars, the thickness of vein and its depth below the surface have received little consideration. For instance, it has been quite usual to work both overlying and underlying veins with the same width of chambers and pillars, when the lower vein was two and one-half times as thick, and twice as far below the surface, as the upper. In view of the generally-accepted theory that the crushing-strength of coal-pillars of the same base-area becomes less with increased height, it is probable, in this instance at least, that the moat economical mining has not been secured. This question of adequate pillar-support is economically less important down to about 800 ft. than at greater depths; and it is with reference to mining at these greater depths that the study of the subject here presented has been prompted. The necessity of leaving larger pillars, involving greater mining-costs per ton and also smaller yields per acre, is one of the troubles of deep working. Frank A. The principal purpose of the study was to compare the effectiveness of high-modulus fill and destressing as aids in the control of rock bursts. Two conclusions that are probably of general applicability are drawn. A paper by A. S. Odeh' expounds a capillary-flow theory which purportedly provides a mechanism whereby relative permeability depends on oil-water viscosity ratio and may be greater than unity for high viscosity ratios. Core-measurement results are presented to support the theoretical development. This paper presents arguments to indicate that (1) the theoretical treatment is basically incorrect, (2) data reported are insufficient to support the conclusions and (3) literature cited does not support the theory or the conclusions. PROPOSED MECHANISM The essence of Odeh's theory is that oil flows as a filament along the central portion of a straight, uniform capillary of radius r filling the tube to a radius ri. Surrounding the filament of oil is an annulus of water in which exists vortex motion but no net flow. The water is described as being in "microscopic but not macroscopic" motion. The oil filament is aided in its flow by moving upon the water vortexes as if on roller bearings. This process is presented as a steady-state flow condition. The first objection to the existence of vortexes in the presumed water layer is that the theory provides no mechanism whereby they can be established. This fact was mentioned by C. F. Weinaug in a discussion published with Odeh's paper. The capillary contains no irregularities or obstructions, and the water is not presumed to be in turbulent flow. Apparently, cylindrical symmetry is assumed; therefore, the supposed vortexes must be toroidal, the line of zero velocity being a circle concentric with and in a plane perpendicular to the axis of the capillary. This is a rather difficult picture to accept. The author referred to Yuster's statement' that he had observed the "spinning in place" of otherwise immobile water. Yuster's article does not describe the conditions under which this motion was observed or the means used to observe it. However, the article does make clear that the observed motion was not in a straight, uniform capillary but, rather, apparently oc-cured in some kind of dead-ended pore space. Obvious- ly, such a report cannot be considered as support for Odeh's concept of two-phase capillary flow.

The mines of the St. Joseph Lead Co. in St. Francois County, Missouri, form a roughly triangular area of about 45 square miles. Locally this is known as the Lead Belt. The four operating mines in the area at present are the Federal, Leadwood, Desloge, and Bonne Terre, in decreasing order of mine area and daily production. Mining began in 1864 and has been carried on in the district continuously since that time. As a group, the Lead Belt mines now handle 20,000 gal. per min. of water, average head about 465 ft., against a normal daily ore tonnage of 21,200 tons. For a six-day operating week this gives a ratio of 6½ tons of water per ton of ore. Total average pumping in 1931 was about 15,000 gal. per min. Since that time a large area of virgin territory has been opened, much of which has had temporary flush flows. About 75 per cent of the water enters in certain restricted very wet areas. Production figures are given in Table I. The figures by divisions for 1931 and 1941 are not exactly comparable, as there were several transfers of pumping loads from one division to another during that period of time. Geology The, basement formation in 'the Lead Belt area consists of the pre-Cambrian rhyolite porphyry and granite. Overlying this is the La Motte sandstone, of Middle Cambrian age, which offers a good medium for circulation of water. It varies in thickness up to 400 ft. Above this is the Bonne Terre dolomite, approximately 375 fl. thick, which in turn is overlain by the 150-ft. Davis shale. The formations above this, present in the Lead Belt in small areas only, are of minor importance. The ore bodies occur as large, horizontal tabular masses or as long, narrow runs; they are found throughout the Bonne Terre but largely in the lower 150 ft. The rather indefinite contact with the La Motte is a favorite ore horizon. Milling is entirely by open stope and pillar breast systems. To the south, west, and north of the district, sandstone outcrops are few and limited. Heavy faulting bounds The district on those sides and probably there is little if any artesian circulation from those directions. As the initial chapter in this section entitled "Role of Fluid Pressure in Rock," this attempts to fulfill an assignment for (1) summarizing the state-of-the-art and (2) illustrating engineering problems resulting from rock pore pressure. Hence, the chapter is presented in two parts: 1) Basic Concepts, and 2) Examples of Engineering Problems, including failures. Neither of these objectives has necessarily been completely met: partly from limitation of space and partly as the case histories have been restricted to the author's own field in civil engineering, and there deemphasizing those applications which will be covered in more detail by subsequent papers in this section. As with any state-of-the-art attempt, contributions of some have undoubtedly been overlooked (or omitted for brevity). Notwithstanding the foregoing limitations, it is hoped that this summary of the situation will at least: 1) Outline current concepts on effects of fluid pressure in rock-both as a pore pressure in interconnected void spaces of the intact rock and as a cleft pressure or hydraulic force acting in the joints or other discontinuities of the rock mass. 2) Indicate the often fragmentary nature of evidence presently available to support these concepts and thus encourage further research. 3) Illustrate the major significance of fluid pressure in several types of engineering problems and thus stimulate its consideration as designers encounter related situations.

MagnEsitE is found in 22 California counties, but many of the deposits are too small or too impure to be of commercial value. Several of substantial size and quality were entirely exhausted by wartime operation. At present, three properties comprise the only known workable deposits in the state. Of these, the Western mine and the Patterson mine have been known and worked for many years, and have been described in considerable detail in various publications, therefore need only brief mention here, because of their proximity to the Bald Eagle mine. The latter, recently developed, is unusual in type of ore deposit, plant design and operation, as well as products made, and very little has been written concerning it. WESTERN MINE The Western mine, 32 miles south of Livermore, Calif., was formerly operated by C. S. Maltby. It has been a consistent producer for many years.l The ore is of amorphous variety, occurring along fracture zones in serpentine. The veins vary greatly in width, the average being perhaps 8 ft., with the maximum indicated in one early stope of 40 ft.; 2 ft. is considered the minimum for economical mining. The strike of the veins is predominantly north and south, with dip to the west varying from 40" to 75". Walls are well defined and as a rule firm and easily supported. Veins range in length from a few hundred feet to 1000 or more. Their maximum vertical extent is about 350 ft., but many run less. Early mining consisted of open-cut and glory-hole work on the larger outcrops. This was followed underground by a modified shrinkage system, the waste and low-grade horses being removed by hand sorting on the tramming levels and transported to surface dumps. Filled-stope mining is used now, in order to eliminate the handling of waste, which has

Historically, rock deposits and sand deposits of titanium minerals came into production about the same time, although there may be some argument as to what is meant by production. Beach de- posits of heavy minerals in India (Figs. 1-4) and Brazil (Figs. 5) were worked for monazite about the turn of century, but as there was then no market for titanium minerals, these were thrown away. The rock rutile deposits at Roseland, Va., Fig. 6, were worked to supply rutile for titanium chemicals and for coloring ceramics long before there was a titanium pigment business. The pigment industry started about the middle twenties, both in Europe and the U. S., and almost simultaneously the rock deposits at Ponte Vedra Beach near Jacksonville, Fla., were worked for titanium content. Since those days, production from both types of deposits has continued to grow at a rapid rate; many deposits of both types have been found, and reserves have grown to very large figures. In total tonnage of reserves, there is no doubt that the rock deposits are far ahead of the sand deposits; nevertheless there is a very large tonnage of commercial sands available. It is the quality of titanium mineral in the sand and the relatively lower costs of operating sand deposits that have kept them abreast, at least in annual tonnage produced, with the rock deposits.

Some twenty years ago the author of a book,* by which, for the first time, molecular action was made to account for nearly all phenomena in hydrodynamics, began his preface as follows: " It is contrary to all experience, that any branch of science should suddenly cut short its own line of reasoning, and drop all connection with its past, and yet as quickly re-establish itself on an entirely new basis. It is, therefore, not without justification that this book should be met with caution and even distrust." When the newly-discovered natural facts and laws presented in this paper were, in 1891, first laid before the officers of the American Institute of Mining Engineers, they might have been preceded by a preface to the same effect; and the expression would have found its justification by the actual experience these facts and laws met with. Criteria for deciding when rock should be ripped and what ripping equipment and techniques should be used in given situations are discussed in this article. The relation between ripper performance and seismic wave velocities in various types of rock is also discussed. The ripper is not a new tool. In fact, it dates back as far as the Roman Empire. The Roman's ripper-mounted on wheels and shaped something like a plow — was pulled by oxen and used to loosen the earth for the shovelers and basket carriers building the Appian Way. There are records of rippers being used in this country in railroad construction between 1860 and 1880. However, the ripper as we know it today did not appear until about 1930. Tractor-drawn models were in use in 1931 on the Hoover Dam project. At that time they weighed about 7500 lb and were pulled by tractors with about 75 flywheel hp and up to 30,000 Ib total weight. INTRODUCTION Purpose of Wall System There were 2379.88 m (meters) of tied back wall along Interstate 77 in the Capitol Complex area in Charleston, West Virginia. The main purposes of this wall system was for aesthetics, reduction of excavation, saving the forested slopes, and control of sloughage of the back slopes onto the Interstate. Failure At 1 PM on Thanksgiving Day, 1982, 3 wall panels fell from the insitu position onto the interstate in a matter of seconds. See Fig. 1. The total length of wall that fell was 29.25m. The height of the three panels varied from 10.06m to 10.36~1 and each individual panel had a length along the highway of 9.75m. These were abutting panels that were approximately in the middle of a section of wall 165.81m long. The panels separated from the remainder of the wall at 2 expansion joints that occur at the ends of every 3rd panel. The reinforced portland cement concrete panels were designed on a 76.2mm (millimeter) batter. See Fig. 2 for Wall Dimensions. The footer for these panels was lm wide, was keyed into sandstone bedrock 0.30m and was approximately 1.52m below the portland cement concrete pavement and shoulder. Thirteen of the 17 panels in this section of wall were tied to the sandstone bedrock behind the wall by either 25.4mm or 34.93mm hollow rock bolts. Two panels on each end of the wall were cantilever type walls. The panels that failed had 25.4m hollow rock bolts. A portion of each panel adjacent to both sides of the failure was pulled out from the rock face and appeared to be in imminent danger of also failing. All of the 21 rock bolts in the panels that fell were separated either at the backface of the wall, in the extension from the wall to the rock face or at the rock face. At present a number of techniques are available for this purpose, and another one is to be proposed. These may be grouped into three general methods: 1) precedent, 2) instrumentation, and 3) theoretical analysis. The first two are covered in the literature where their advantages, as well as limitations, are discussed.'9' Generally a theoretical approach combines structural geology with engineering mechanics. The former deals with the geodynamic causes of residual stresses (stresses not related to overburden weight) and presents interesting, but controversial, views.'"
