The practical execution of the design for rolling-mills presented by the writer at the Paris meeting* of thc Iron and Steel Institute in 1900 involves the determination of some questions not yet discussed, among which is the determinatioir of the amount of power required to perform the rolling of pieces of iron and steel of given dimensions. It is necessary to know this factor if we would put motors of proper capacity to the respective pairs of rolls, or, rcciprocally, if, having standard motors at our disposal, we would design grooves to suit them. Moreover, this factor is involved in giving right dimensions to every part of the rolls and housings. Expert designers of engines for driving rolling-mills of the present type receive very indefinite directions, such as: that the motor is to drive a light, medium or heavy train; that it must work with fly-wheel or reversing gear; that the number of revolutions per minute should not exceed 40 or 60, and that at a given speed the power developed should be from 100 to 200 H. P., or from 1,000 to 2,500 13. P. It frequently happens, however, that an cngine of 200 H. P. is forced under the circumstances to press or develop as much as 300 H. P., while, on the other hand, the ,1,500-11. P. engine may be rolling-stock which could be worked with a maximum expenditure of 60 to 80 H. P. Of course such variatior~s as these do not permit the best adjustment of parts or the best economy of power and fuel. The design of roll-trains is even more vaguely limited. The method of using the bromine process of determining sulphur in steel, described below, is in successful use at the Midvale Steel Works. Ten grams of drillings are weighed out and put into the 1/2-liter flask A, with long neck. The flask is connected with a wide glass tube C', which, in its turn, is connected with the absorption bulbs B, containing HCI, 1.12 specific gravity, and ahout 5 C.C. of bromine. The wide tnbe C causes the vapor to condense and flow back into the flask A during boiling. The bulbs B connect with a long glass tnbe, which may be made to carry off the bromine fumes through a hole in a window, or, better still, through a flue with powerful draught. The connections being made, 100 C.C. of boiling water are run in through the thistle tube T. The air is thus completely driven out of the flask. 100 C.C. of HC1 (about 1.19 specific gravity) are then run in. When the gas begins to run rattler slowly through B, heat is applied until boiling gradually ensues. The steel being completely dissolved, the apparatus is disconnected, and the contents of B rinsed out into a beaker of 100 C.C. capacity, into which a few C.C. of a concentrated solution of BaCI, have been previously introduced. This symposium is designed to lay the basis for a general discussion of the place of geophysics in the training of geologists. As there is danger that in the ensuing debate individual interests may be given emphasis out of proportion to their place, we shall do well to view the whole field of geological inquiry in order to see the problem in true perspective. The Nature of Geological Inquiry "Basic" and "Complex" Sciences It is convenient to divide all science into two major divisions, the basic and the complex sciences. The basic sciences separate out from reality such entities as "substances" and "movements," describe their behavior in terms of arbitrary units of measurement and derive from them by progressive abstractions concepts and patterns of behavior that exist between them, so-called general "laws" and "properties" of nature. The complex sciences, on the other hand, deal, with little or no abstraction, with those objects of reality that are accessible to man in the atmosphere, the hydrosphere, the lithosphere and the biosphere. Their work comprises two types of inquiry. One is concerned with abstractions to the extent of dealing with types rather than individuals—that is, with such things as plants, animals, protoplasm; clouds, streams, gla- ciers; volcanoes and mountain ranges. It comprises the search for general properties and patterns of behavior or "laws" that characterize the objects and their reactions to each other. These properties and laws apply always, everywhere. They are independent of the stream of time. We may call the results of this sort of inquiry timeless knowledge. The other type of inquiry is concerned with the objects themselves—that is, with this animal and that plant; this river system and that mountain chain; this glacier and that valley. Like all concrete objects in nature, they are subject to change with the passage of time, especially when it is measured in years, centuries, eons. The characteristics by which we recognize them —indeed, their very existence—are dependent on their position at this point in the stream of time. This we may call time-bound kntowledge. The so-called descriptive sciences are all bound to the past of which the objects of their study are the product and through which alone their present properties call be understood. They are historical sciences. This obvious fact is easily overlooked, which leads to serious misunderstanding, as we shall see later. Dynamic Geology With this broad picture in mind, let us now examine the nature of geological inquiry, defining, for the purposes of this discussion, geology as the science of rocks. Over 8,000,000 people in the United States depend on natural gas for their cooking, heating and lighting service. This service has been made possible only by the investment of large amounts of capital in transportation lines connecting the gas wells to the various communities, thus combining a hazardous mining operation with a public utility service. The effect that making these lines " common carriers" will have on the present and future service to these 8,000,000 or more people is of far reaching ethical and economic importance, and deserves careful consideration. As an introduction, it must be conceded that: 1. Natural gas, although a mineral and obtained by a mining operation-with more uncontrollable and uncertain features to cope with than exist in the mining of coal or other minerals-when served to the public becomes a public utility service. 2. The governmental power to regulate all public utilities in the interests of the public cannot be successfully disputed. 3. Mere suggestion of inconvenience to the utility is wholly irrelevant, as it cannot be considered or allowed to influence in making a defense against governmental regulation. Unfortunately it is not generally appreciated that: 1. Legislative enactments are not necessarily laws, and cannot abrogate economic laws or alter engineering facts. 2. There is a clear distinction between "common carrier" and "public utility," although the terms are frequently confused. ' "A common carrier is one who undertakes for hire to transport persons or goods, or both, from place to place for all persons indifferently, the term implying indifference as to whom shall be served, and an equal readiness to serve all who apply, in the order of their application." On the other hand, property becomes a "public utility" only "when for a particular purpose the public have a right to resort to the premises and make use of them."

E. E. Russell Tratman, New York City (communication to the Secretary): Mr. Glenn's paper brings up again the question of the part played by coal-dust in colliery-explosions. In the discussion of Sir Frederick Abel's paper on " Accidents in Mines," read before the Institution of Civil Engineers,? much was said about the dangerous properties of coal-dust, and several instances were given of the successful use of a spray of water, water and compressed air, or exhaust-steam from an engine, to keep the mine SUEciently damp to prevent the formation of dust clouds. Methods of preventing shots from blowing out; of using water cartridges to prevent flame ; and of using lime cartridges, wedges and other means of breaking down the coal were also discussed. IN recent years the Homestake mine has been served by three shafts, the B. &. M., the B. & M. No; 2 and the Ellison, supplemented by an inside shaft, the Milliken, extending from the 2000-ft. level to the 3200-ft. level. In 1932, when a new operating shaft was under consideration, the bottom of the mine was at the 3200-ft. level. The B: & M. and the B. & M. No. 2 shafts were down to the 1550-ft. level and the Ellison was being deepened from the 2600 to the 3200-ft. level. All ore was hoisted at the B. & M. and-Ellison shafts. Levels below the 2600 level, which were under development only, were served by the Milliken shaft. Below the 1550-ft. level, the mine was served only by the Ellison shaft from the surface. Within a few years, when ore reserves above the 1550-ft. level would be depleted, operation would be limited to the Ellison shaft and the auxiliary underground shaft. The Ellison shaft alone was not adequate for hoisting the entire output from the deeper levels and also handling all men and supplies. Further-more, assurance of safety and uninterrupted operation required- two fully equipped shafts to the deeper levels. Therefore a new operating shaft was authorized in November, 1932, and was named for A. J. M. Ross, the mine superintendent.

The following specifications, proposed by a sub-committee of the American Society for Testing Materials, are still to be adopted and subsequently submitted to the International Association for Testing Materials. Standard Specifications for Pig-Iron and Castings. I. Analysis.—It is recommended that all purchases be made by analysis. II. Sampling.—In contracts where pig-iron is sold by chemical analysis, each carload, or its equivalent, shall be considered as a unit. At least one pig shall be selected at random from each two tons of every carload, and so as to fairly represent it. Drillings shall be taken so as to fairly represent the fracture surface of each pig, and the sample analyzed shall consist of an equal quantity of drillings from each pig, well mixed and ground before analysis. III. Allowances and Penalties.—III all contracts, in the absence of a definite understanding to the contrary, a variation of 10 per cent. of silicon, either way, and of .01 in sulphur above the standard is allowed. A deficiency of over 10 per cent. in the silicon, up to 20 per cent., and a further increase in sulphur up to .01 over the above allowance subjects the shipment to a penalty of 1 per cent. in the price for each element so affected. IV. Base Analysis OF Grades. —In the absence of specifications the following numbers, known to the trade, shall represent the appended analyses for standard grades of foundry pig-iron, irrespective of the fracture, and subject to allowances and penalties as above. Description of Pipes.—The pipes shall be made with hub- and spigot-joints, and shall accurately conform to the dimensions given in Tables Nos. I. and 11. They shall be straight and shall be true circles in section, with their inner and outer surfaces concentric, and shall be of the specified dimeneions in outside diameter. They shall be at least 12 feet in length, exclusive of socket. For pipes of each size from 4-inch to 24-inch, inclusive, there shall be two standards of outside diameter, and for pipes from 30-inch to 60-inch, inclusive, there shall be four standards of outside diameter, as shown by Table No. 11.

DURING the past fourteen months, this committee has had under consideration and study the subject of the licensing or registration of engineers. The fifteen members of the committee as appointed by Council, were selected from thirteen states, viz., Connecticut, New York, Pennsylvania, Ohio, Georgia, Louisiana, Illinois, Missouri, Iowa, Minnesota, Colorado, California and Washington, and therefore represent practically all sections* of the United States, as well as mechanical, electrical, mining, hydraulic, municipal, sanitary, railway and' structural engineering, and also colleges of engineering. The first work of the committee was to investigate the general subject and to collect, so far as possible, avail¬able material bearing upon the subject in hand,. in-' eluding opinions from many engineers as to the need or desirability of legislation, as well as copies of all state laws passed and proposed, having to do with licensing or registration of engineers, architects and surveyor, This preliminary investigation disclosed that very pronounced views were held by engineers throughout the country, both for and against state licensing or registration. The general sentiment one year ago was more opposed to such measures than it is today. The older members of the profession did not as a rule favor licensing nor did they feel there was need for state regulation of engineering practice, while among the younger men there was a feeling that licensing or registration by the states would add prestige to professional engineers and in many ways benefit -the profession, as well as individual engineers.

The effect of a near-saturation unidirectional magnetic field was to decrease slightly the endurance life in Armco iron in the annealed condition. This is expected since the energy-absorbing mechanism associated with domain wall movemenfs is inhibited bv the strong field. THE factors determining failure under dynamic loading are not yet clearly recognized. One of the properties of a metal which might be thought to influence fatigue life is its damping capacity. Foppl1 conducted an alternating torsion test at a frequency of 700 cpm continuously for a period of 3 years, without the test piece breaking or showing any sign of deterioration after 1100 Million cycles of stress; the rate of dissipation of energy was sufficient to maintain the test piece at about 100°C above the ambient temperature. cazaud2 concludes from this, and others follow him, that ('the capacity for dissipation in the form of heat by internal damping is unlimited" and that therefore "damping is not directly related with fracture by fatigue." PHOSPHATE deposits have been worked in many countries of central and south central Tennessee, but only ht ebrown rock deposits of Maury and Giles Counties will be discussed at any length in this articles, as all of the major opeations are now located there. They are: Mt. Pleasant District-Federal Chemical Co., Hoover and Mason Phosphae Co., International Minerals and Chemical Corp. (Maury and Giles Counties), Virginia-Carolina Chemical Corp. (formerly Charleston Mining Co.), and Victor Chemical Co. Columbia District-Armour Fertilizer Works and Monsanto Chemical Co. In the near future, the well-known, extensive deposits of blue rock in Lewis and Hickman Counties,also the brown rock in Hickman, Willamson, Summer and Davidson Counties, will again come into production. Certain physical peculiarities of the Tenessee deposit have played an important part in the design and use of mining and milling equipment.

DEPLETION is a subject of vital importance to the mining industry. Yet, in spite of its importance, its significance is not generally understood. The purpose of this discussion is to clarify the main aspects of the subject from the viewpoint of a metal mine taxpayer. To define the term depletion, it is necessary to distinguish among its various uses. In the economic or geological sense, depletion means the exhaustion of a natural resource. A mineral deposit is a wasting asset and once exhausted is nonrenewable. Millions of years were needed to produce an ore deposit, which may be consumed in a few years and which cannot be replaced except by the discovery of new sources of supply. The wasting asset feature of the mining industry has a vital bearing on the impact of the Federal Income Tax Law on this industry. This is recognized in the law by the various provisions dealing with the depletion allowance, and in this sense the term depletion has an income tax meaning. Depletion from the tax viewpoint means the statutory deduction from gross income designed to permit the return to the taxpayer of the capital consumed in the production and sale of a natural resource. The mining enterprise realizes income on the extraction and sale of minerals and a portion of the income realized represents capital consumed. As the resource is exhausted, the mining enterprise approaches the end of its existence unless new sources of supply can be acquired. Depletion from the tax viewpoint is a creature of statute with limited meaning and application and, in essence, is a method for amortizing the value of the primary asset of a mining enterprise. An example can best illustrate the significance of depletion from the tax viewpoint. Compare a manufacturing concern with a mining company. In computing taxable income of a manufacturing concern, consideraion is given to the cost of producing such income, the principal costs being capital investment for plant and equipment, labor, and raw materials going into the products produced. A mining enterprise, on the other hand, is faced with a different problem because its principal asset is the natural resource which it is producing. In computing its taxable income, consideration is given also to its capital investment for plant and equipment and the cost of labor; but in addition, recognition must be given to the fact that a portion of the proceeds realized on the sale of mineral represents capital. Without such recognition, the mining company would be taxed not on income but on capital and income, and Congress has never intended that capital be taxed as income. Thus, when depletion allowable is referred to in the mining industry, it means the statutory deduction allowable in computing taxable income of a mining enterprise. For guidance the appropriate provisions of the Internal Revenue Code, Income Tax Regulations, and the judicial decisions interpreting and construing them must be examined. It is important to identify and distinguish three methods of determining the allowance for depletion: 1—Cost depletion, 2—Discovery depletion, and 3—Percentage depletion. The basic method is cost depletion and in addition some taxpayers may be entitled to use discovery depletion and other taxpayers may be entitled to use percentage depletion. Discovery depletion and percentage depletion, however, are mutually exclusive and if a taxpayer is entitled to percentage depletion, he is not entitled to discovery depletion. By statute, a metal mine taxpayer is entitled to use cost depletion or percentage depletion, whichever produces the highest deduction. Thus, discovery depletion is merely of academic interest to such taxpayers and to most others. Briefly and broadly speaking, these methods of determining depletion may be described as follows: 1—Cost Depletion: Under this method, the allowable deduction for depletion is based upon the cost of the particular deposit to the taxpayer, unless the deposit was owned prior to Mar. 1, 1913, in which case the taxpayer may use the fair market value of the deposit on that date or actual cost, whichever is higher. This method is sometimes described as basis depletion or adjusted basis depletion, but in this discussion it will be referred to as cost depletion. 2—Discovery Depletion: Under this method, the allowable deduction for depletion is based on the fair market value of the deposit at the date of discovery or within 30 days thereafter and was originally designed to take into account deposits discovered subsequent to Feb. 28, 1913. 3—Percentage Depletion: Under this method, the allowable deduction for depletion is based on a specified percentage of the income realized during the taxable year from a particular property. As stated, the concept of depletion is based upon the exhaustion of a natural resource as distinguished, for example, from the concept of depreciation based on the exhaustion of property used in trade or business. From the tax viewpoint, depletion first became important in the administration of the Corporation Tax Act of 1909, which provided for an excise tax on net income. As soon as this act went into effect, mining taxpayers attempted to claim a deduction for depletion in computing net income although there was no specific mention of a deduction for depletion in the statute. The courts in these cases uniformly held that the statute did not permit an allowance for depletion in computing net income and also held that the provision permitting a reasonable allowance for depreciation did not include depletion. These early cases are quite significant because they establish the principle that the

DESPITE the loss, by enemy conquest, of a high percentage of our normal sources of supply for tin, the position of this important metal is easier today than that of rubber and a long list of other strategic materials, many of which are produced in this country. Actually, there is no shortage of tin for essential war purposes, owing to a strict control of its use, to increasing considerably the amount of secondary tin available, and to the foresight of the Government in authorizing the Reconstruction Finance Corp., as early as June, 1940, to acquire and produce certain critical and strategic materials of which tin was one of the most important. The construction of the Longhorn Smelter on the Gulf Coast in Texas is an important part of this program.

ALTHOUGH nearly 10 pct of the total tonnage of coal produced annually within the United States is handled by bulk freighters on the Great Lakes, very little of the detail connected with it has been published other than occasional newspaper stories and publication of tonnage statistics. Of the total tonnage floated on the Lakes each year some 10,000,000 is stored and distributed from the port of Duluth Superior, at the western end of Lake Superior commonly known as the Head of the Lakes. This port has the largest single area concentration of coal docks in the world. Since this area contains the largest ore docks, the largest movable material handling bridge, the largest and highest grain elevator and the largest coal briquetting plant in the world, it is entirely fitting and proper that here also should be located the largest coal dock and what we believe to be the worlds largest clam shell. Of the sixteen coal docks operated by ten companies, five are owned and operated by the North Western-Hanna Fuel Co. which has two docks on the Superior, Wis. water-front and three docks in Duluth, Minn. It is with these five docks that we are primarily concerned. GENERAL HISTORY In the summer of 1871 a small sailing vessel entered the harbor of Duluth Superior with the first commercial coal cargo. All the coal brought up that first year did not amount to more than 3000 tons. During the year 1877 the first dock equipped for handling coal was built in Duluth. Coal receipts increased to 52,785 tons in 1879 the first year for which an official record was kept. Since then the volume of water-borne coal to the Head of the Lakes steadily increased to a maximum of 12,688,321 tons in the year 1923. This tonnage was nearly equalled in the year 1927 and the next highest tonnage recent year was in 1946 when 10,105,703 tons were unloaded. The average annual bring-up over a ten year period 1938 to 1947 was 8,605,231 tons. Approximately 30 pct of the coal unloaded at the Head of the Lakes is handled over the docks of the North Western-Hanna Fuel Co. Competition of other fuels coupled with expansion of coal fields in the mid-west have held coal receipts for Duluth-Superior at a relatively constant figure during the last eight years although the total tonnage of coal floated on the Great Lakes has more than doubled in the past 25 years. THE manufacture of zinc oxide directly from the ore is one of the most important contributions that America has made to the metallurgy of zinc. Heretofore, this has been clone chiefly for the production of zinc and zinc-lead pigments, and the method has been known as the Wetherill process. While that term may properly be applied to the process for pigment manufacture, it must be recognized that the principles of the process are of far wider application; and that there is going to be wider application in the immediate future is more than an expectation. I have in mind the use of the process as a method of igneous concentration. Igneous concentration is broader in its scope than the Wetherill process, for it may be done in the blast smelting furnace, or in the reverberatory, or by other means. Igneous concentration is a rather clumsy term, and I prefer to introduce the new generic expression of "zinc burning," which is convenient, readily understood and precise, for in all cases the zinc oxide is reduced to metallic form, is volatilized and is then burned to zinc oxide, the latter happening, however, after the zinc has been separated from the residue of the ore. As previously indicated, zinc burning may be done either in blast or reverberatory smelting, the gangue of the ore being scorified and drawn off as slag, while other metallic minerals are reduced to matte or metal. Such processes have heretofore been practised on fairly large scales. Thus, F. L. Bartlett smelted zinc ores at Canyon City, Colo., in specially designed blast furnaces, wherein the smelting column was only about 18 in. high. Such a limitation was necessary in order to prevent zinky accretions in the shaft of the furnace, which in course of time would have interfered with its operation. In running the Bartlett furnaces it was easy to bar them off, indeed, to poke right down into the smelting zone, and keep things going freely. Some iron blast furnaces in Virginia and the spiegeleisen furnaces of the New Jersey Zinc Co. afford other examples of zinc burning in blast-furnace smelting, although in their cases the happening is incidental rather than a primary purpose.

THE engineers of Illinois have been submitting to the State Geological Survey an increasing number of requests for advice on their geological problems, including landslides, unequal settling of fills, laying pavements across peat bogs, shattering and heaving of pavement by frost action, etc. The authors discussed the behavior of landslides, their effects, their causes, a tentative classification, and remedial measures. In the latter connection the efficacy of drainage and how it should be handled in order to be most effective was considered. The principles and efficacy of other remedial measures, such as subsurface blasting, rock anchoring, installation of wood, concrete or steel piling, construction of retaining walls, construction of cribbing and reduction of slope were also discussed. Attention was also given to the matter of applying geological knowledge to avoid undesirable highway locations, and a specific example was cited.

IN developing the orebody on lower levels of the Star mine at Burke, Idaho, Hecla Mining Co. is faced with a serious problem in driving raises. Levels are at 200-ft intervals. As a raise is being driven between levels, at points about 70 and 130 ft from the sill, heavy pressure arches develop and the raise becomes extremely hazardous. Eventually, following a blast, caving occurs, making it impossible to recover the raise. In February 1957 it was decided to attempt sinking a small winze on the vein from the 5500 to the 5700 level. This shaft (winze-raise No. 2) was to be used as a raise prior to stoping. THE development of high temperature, high stress alloys had proceeded with such rapidity during the war, and for a short time afterward, that our knowledge of the constitution of the alloys had become seriously inadequate. To interpret correctly alloy behavior it is not only necessary to recognize the phases present, but also to know the properties of the phases under all varieties of conditions and treatments. Chromium in these high temperature alloys holds the unique distinction of being the only one element which must be present when an oxidizing or generally corrosive atmosphere is present and when a long life is desired in service. Carbon and nitrogen must also be considered where chromium is present. Carbon is always present, either as an impurity in the raw alloying elements, or as a deliberate addition agent to increase the strength. Nitrogen is generally picked up from the atmosphere during melting or may be added as an alloying element. The effect of nitrogen additions is not too dissimilar to that of carbon additions. As such, chromium carbides and nitrides become of great interest since they are present in a very large number of alloys, including alloy steels, stainless steels, super alloys, and the like. In the chromium-carbon system there are three accepted, carbides: Cr,C, Cr7C8, and Cr3C2. The existence of one more carbide, a still higher carbon form CrC, has been advanced. The phase diagrams of chromium and carbon as published by Friemann and Sauerwald² and by Tofaute, Kuttner and But- tinghaus³ -do not extend beyond the carbide Cr3C2, which contains 13.3 pct carbon; but Hatsuta has extended the diagram up to 20 pct carbon, and in doing so hypothesized, with the use of some questionable experimental results, the compound CrC. This carbide would contain 18.75 pct carbon, 81.25 pct chromium, by weight. It is further known that as the chromium carbides increase in carbon the acid resistance increases but the oxidation resistance decreases4,5 This is of great importance in high temperature alloys where time-temperature stability, as well as oxidation resistance, is of prime importance. The possible existence of a carbide of the formula CrC thus becomes of prime importance and it was considered important to recheck the chromium-carbon binary constitutional diagram for such a compound. In view of the wide spread of values listed for the melting point of chromium (1500° to 1850°C) and 1930°C8, it was considered .that the liquidus temperatures might well be redetermined more ac-
