Production of both metallurgical and thermal coal represents a significant sector of the mining economy of British Columbia. The coal measures are located in the Rocky Mountains, and the majority of the coal is produced by open pit mining. The coal seams occur interbedded with siltstones, sandstones, mudstones, and shales. Consequently, large volumes of waste rock are generated in the course of open pit mining. The waste rock is consigned to waste rock piles that of necessity must be developed on moderate to steeply sloping terrain. Some of the waste dumps currently under development will ultimately contain in excess of 500 million cubic meters of material, and some of the proposed waste piles will attain heights in excess of 300 m. These waste piles must be developed in a manner that will assure their stability through all stages of development, as well as over the long term after mining operations have been completed. This paper describes methods of waste dump development, factors affecting stability, modes of potential failure, and a simple method for monitoring movements to provide a warning of pending unstable conditions.

The distribution of manganese and oxygen between molten iron and FeO-MnO-SiO2 slags not saturated with SiO2 has been determined and used to calculate activities of MnO and SiO2 in MnO-SiO2 slags. These were found to be intermediate between the corresponding activities in FeO-SiO2 and CaO-SiO2 slags. THE equilibrium constant for the reaction between molten iron containing manganese and slags containing FeO and MnO, namely: FeO(slag) + Mn = MnO (slag) + Fe(1iquid) is most conveniently represented by: (MnO) Kmn== (FeOHMn] [Fe] is omitted, since for dilute solutions of manganese in iron, afe is approximately constant. When activities are used for (MnO), (FeO) and [Mn], Kmn is a true equilibrium constant and will apply to all types of slags, but when weight percentages are used, the values obtained for Kmn for different slags vary considerably. The equilibrium between iron containing manganese and relatively pure FeO-MnO slags has been investigated by several workers;1-4 the most recent investigation reported is that of Chipman, Gero, and Winkler.4 Their results, corresponding to slags containing up to 4 pct SiO2, were represented by the equation: 6440 log KMn = +2.95 In this case both slag and metal may be assumed to be ideal solutions, therefore the values of Kmn so derived represent the true constant for the manganese reaction. As the molecular weights of MnO and FeO are almost equal, weight concentration of these oxides may also be used in the above expression. Acidic oxides such as SiO2 and P2O5 affect the activities of FeO and MnO differently, so that when total concentrations by weight of FeO and MnO are used in the above expression for Kmn the values obtained are no longer constant. These will be denoted by K'mn. Körber and Oelsen5 investigated the manganese reaction using silica-saturated iron-manganese-silicate slags and found: 7940 logK'mn =3.172 This corresponds to Kmn values much higher than those obtained for pure oxide slags. The results of Körber and Oelsen, and Chipman, Gero, and Winkler are summarized in Table I. In the present investigation it was decided to study the manganese reaction using iron-manganese-silicate slags not saturated with silica, and which fell mainly between the orthosilicate join 2FeO . SiO2 - 2MnO.SiO2 and the FeO-MnO side of the ternary system FeO-MnO-SiO2. It has been shown" that the phases present in solidified slags of this part of the diagram are (FeO, MnO) and (2Fe0.Si02, 2Mn0-SiO,) solid solutions. Such an investigation would be of interest in deoxidation and also gives information on activities in liquid slags. This equilibrium has not as yet been investigated successfully. Hilty and Crafts7 attempted to examine this reaction in a rotating crucible furnace, but were unable to obtain suitable slag samples. In the present investigation one series of experiments was carried out in a rotating crucible furnace, because the success of Taylor and Chipman8 with such a furnace in their study of oxygen distribution between molten iron and (CaO, MgO) — FeO-Si0, slags suggested that it would minimize contamination of the slag by the crucible material. A second series was carried out using a wire-wound resistance furnace. Rotating Crucible Furnace Experiments In all cases the metallic charge consisted of 800 to 1000 g Armco iron containing 0.02 pct C, 0.03 pct Mn, and traces of Si. A specialized electronic data system processes data taken from normal gologic maps and stratigraphic tables to yield predictions of uranium resource location for an area such as much of the United States. Strata underlying specific quadrangle cells of the earth are evaluated for uranium favorability on the basis of selected criteria of lithology, structure, and stratigraphy but not specific past production in the area. Stored data are computer processed to yield volume of likely host rock beneath each cell to a given depth and at a given favorobility level. Results are plotted by machine directly as maps. A specialized and simplified procedure for predicting approximate uranium resources has been devised at Stanford Research Institute (SRI). The prediction is based on general geology beneath specific area cells of the earth in order to provide complete volume coverage; the strata underlying these areas are evaluated for uranium mineral favorability on the basis of a few selected geologic criteria in order to allow rapid data input. In order that the predictions be generally applicable, they are based on geological factors only, not past ore production of a given cell. Since the bulk of U.S. resources are in elastic host rocks, only such strata are considered in this work. This paper describes the structure and some details of the resource system and how it was tested in an area of the western United States.

The host dolomite of the Pine Point lead-zinc ore is a prolific ground-water aquifer that occurs locally under watertable and artesian conditions. Mining schedules and severe climate require rapid and thorough dewatering of open pits. Pumping-test methods, common to ground-water supply studies, were applied to dewatering design for a model ore pit in 1968. Procedures for testing and design at other ore bodies were established and have been carried out successfully by mine personnel. At the inception of ground-water studies, parts of ore bodies were below prevailing ground-water levels by 35 to more than 150 ft. Movement of ground water through the coarsely recrystallized dolomite occurs largely through fractures and solution openings. Because the overburden deposits consist mainly of glacial till, it is estimated that the recharge to the aquifer is about 25% of the 13-in. annual precipitation. Natural groundwater flow is northeastward toward Great Slave Lake. Background data included extensive diamond drill hole logs and cores and static level data for a number of ore pits. An ore pit, known as N-42, that required 40 ft of dewatering was selected for the initial application of the pumping-test method. Production wells, cased with 14in. pipe, were drilled to a depth of 300 ft on the rim of the ore pit. Prof. Frank H. Probert, dean of the College of Mining of the University of California, visited the mining areas in the devastated regions as a member of the Bureau of Mines committee, which is studying the problems presented in the rehabilitation of mines there. He says that the absolute destruction of the coal mines in the Pas de Calais section makes it-necessary to use either the Westphalia or the Saar valley coal. The Saar mines, however, produce a poor quality of coking coal: therefore, it will not be possible to operate blast furnaces very efficiently unless provision is made for the introduction of better coal. interfacial films have frequently been observed at interfaces between certain crude oils and water. Several investigators have postulated that the presence of these films should influence the efficiency of oil recovery in water drive or waterflood operations. They may also influence the stability of emulsions which are sometimes a problem in petroleum production, and may be a factor in the fonation of paraffin deposits in oil well tubing and flow lines. This paper presents a technique with which a modified Langmuir film balance may be used to study the compressibility and collapse pressure of these natural interfacial films. Experimental data are presented for several nude oil-water systems. Data developed are used to infer the phase state of the film as a function of such variables as rate of reduction of interfacial area, ionic composition of the subtrate and pH of the subtrate. A film of known physical characteristics is shown to have a sinnificant effect on oil recovery from an unconsolidated sand pack. Possible applications of these results to petroleum production are discussed. INTRODUCTION The use of water to displace petroleum from reservoir rocks is of major importance both as a primary and a secondary recovery process. As water invades the rock, oil is completely displaced from some pores and left as a discontinuous phase in other pores. The manner in which water moves from pore to pore is strongly influenced by capillary forces. In view of the complexity of reservoir fluid systems, there can be little doubt that complicated interactions take place at both the liquid-solid and oil-water interfaces. One of the more interesting, and least understood, of the phenomena which take place at the oil-water interface is the formation of interfacial films. These films are believed to result from the adsorption of high molecular weight polar molecules at the interface.l.2 Presence of such molecules may cause a striking alteration in interfacial tension. When the oil-water interfacial area of certain crudes is rapidly reduced, a thin region (film) about the interface assumes the appearance of a solid membrane, and striations, wrinkles and gross distortions may occur. If such a film is solid, it should greatly alter the interfacial tension normally assumed to exist between the oil and water phases. If the membrane is continuous, a solid phase would separate the oil and water. Interfacial films between crude oil and water were observed in 1949 by Bartell and Niederhausers who commented upon the apparent rigidity of the films and their possible importance in the petroleum industry. Morrell and Egloff4 had earlier attributed the extreme stability of emulsions of sea water in fuel oil to very stable asphaltic films. Numerous investigators have observed rigid films in the course of crude oil-water interfacial tension determinations by the pendent drop method. Several investigators5,6,2 have separated inter-facially active materials from crudes and attempted to characterize them chemically. Reisberg and Doscher,2 using Ventura crude, showed the interfacial tension against water (as measured by the pendent drop method) to be affected by aging, contraction and expansion of the interface, and the pH of the water. These investigators attributed the adhesion of oil to a water-wetted surface and the distortions of flow paths in glass capillaries to the presence of rigid films. Dodd7 has studied the interfacial viscosity of adsorbed films and found them to be non-Newtonian in behavior. Craighead and Harvey8 reported a series of displacements in tubes packed with 60 mesh glass beads. They interpreted the results as indicating an effect of stearic acid films on waterflood recovery and imply that natural films may produce similar results.

(communication to the Secretary): In view of Mr. Louis's statement that the balance and weights employed in his experiment were '(by no means first-rate," the results can scarcely be entitled to weight. And if a slight variation in specific gravity were to be accepted as proof of the existence of allotropic modifications, we should be obliged to conclude that every metal existed in such modifications. When the observed specific gravity of an alloy (as is often, and perhaps generally, the rase) differs from the calculated one, it seems more reasonable to explain the difference (apart from errors of determination) by assuming that actual chemical combination takes place between some atoms of the metals. MR. Louis (communication to the Secretary): In reply to the criticisms with which Mr. Stetefeldt has favored me, I beg to point out to him that, in the first place, I do not myself attach very much weight to the results I have obtained. I merely claim to have pointed out that amorphous gold obtained from dissolving up the alloy with silver has a higher specific gravity than common gold—a result corroborated by the quoted results of Rose. At any rate, it is easy to repeat my observations, and I hope this may be done by men who have better opportunities than myself for this investigation. FROM the first to the last meeting of t h e Rocky Mountain Club John Hays Hammond served as president. He guided its deliberations when there were any, but that always y o u n g organization was never particularly deliberate. Youth never is. And the Club was the embodiment of the youthful spirit of the West, which considers any- thing can be done if there be but the will to do it. Ham- mond and the others came out of the West, but they, brought the West with them P and in all the far countries in which he has served his profession and in all the honorable offices in which he has served his country, he lived true to the ideals under which he was raised. A Californian, born in San Francisco in 1855, the son of an army officer, Major Richard Pindell Hammond, educated in the public schools of his native city, at Yale, and at Freiburg, he turned early and quickly to mining. He served his apprenticeship as all successful mining men do, as assayer, surveyor, as assistant in ex-aminations and later as principal, and finally as mine manager. Even in those days of beginnings, his future world-wide career was foreshadowed in that Mexico as well as California served as his training school. His first major step up the ladder was in connection with the Bunker Hill and Sullivan mine, where he served in various positions finishing as president and considerable owner. It was from this great lead mine that he was called to South Africa, where he remained a number of years and was the technical expert who guided the great enterprises of Barnato Brothers and Cecil Rhodes. The story of his activity in developing the "deeps" of the Rand and in opening Rhodesia has been often told but is always an alluring one of adventure and accomplish-ment. After his famous escape from death at Johannes-burg as a member of the Reform Committee, he went first to London and later returned to the United States representing both British and American capital in the purchase and development of great mines in all parts of the world. For some years he was general man-ager, consulting engineer, and director of the Guggen-heim Exploration Co., but of recent years he has oper-ated entirely on his own account and with marked success.

Using three-dimensional, stress-deformation rate equations for a Bingham plastic, an approximate solution for the laminar flow of drilling mud between the drill pipe and casing is given for the case when the velocity gradients due to axial flow are large compared to velocity gradients due to rotation. INTRODUCTION The fact that drilling mud can be treated, to a first approximation, as a Bingham plastic has been established by several investigators12,3,4,5. A Bingham plastic is a material that is rigid until a certain combination of stresses exceeds a critical value. When the stresses are sufficiently high to initiate flow, the reduced stresses have a constant ratio to the corresponding deformation rates at each point. Prediction of pressure and torque requirements to produce the desired flow of the material have been made by analytical solutions due to Bingham6, Reiner7, and Buckingham8. One part of the present means of calculation that requires clarification is the flow between the drill pipe and casing. Present methods treat the flow resulting from the rotation of the drill pipe separate from the flow produced by the axial pressure gradient. Since the non-linear behavior of a Bingham plastic implies that solutions cannot be superposed, the present analytical investigation was undertaken to obtain a solution to the problem of combined axial and tangential flow. Equations have been proposed for the three-dimensional flow of a Bingham plastic9,10,11 and it has been shown that the proposed equations lead to the usual solutions from the one-dimensional theory". Applying these equations to the flow between two concentric cylinders the problem of axial flow only13 and tangential flow only12 have been solved. In addition to the separate problems of axial and tangential flow between concentric cylinders, the authors have determined the relationship between external torque on the inside cylinder and axial pressure gradient necessary to initiate flow". The solution given in Ref. 14 points out the complexity of the present problem. The problem considered here is the case of simultaneous axial and tangential flow. The axial flow, necessary to keep the drill bit free of removed material, results from the axial pressure gradient. Tangential flow is present since the drill pipe rotates in the hole. The solution given here is valid when the shear stresses in the drilling mud due to rotation are small compared to the shear stresses resulting from the axial flow. This case for laminar flow can be encountered in oilfield drilling. STRESS-DEFORMATION RATE EQUATIONS A detailed derivation of the equations governing the behavior of a Bingham plastic is given in Ref. 10. This section briefly outlines the physical reasoning leading to this three-dimensional formulation of the stress-deforma-tion rate law. Experiments on a certain class of materials have demonstrated the following properties: (1) when a certain combination of the stresses is below a critical value no deformation of the material occurs, (2) to a first approximation this combination of stresses is independent of the hydrostatic pressure (negative average normal stress), (3) if flow occurs the ratio of the reduced stress to the corresponding deformation rate is constant at each point of the flowing material, and (4) incom-pressibility. For the one dimensional case of shear deformation, Bingham6 formulated the governing equation as dxx, = 0 for sxx < to and µdxx = s xx = to for sxx to , . where dxx is the shear deformation rate, sxx the shear stress, to the critical shear stress, and p the slope of the sxx vs dxx curve for dxx > 0. Fig. 1 shows the behavior for pure shear between two parallel plates. Taking into account the physical properties given above and assuming the critical combination of stresses to be measured by the octahedral shear stress, the fol-lowing three-dimensional equations have been proposed.

THE application of other than mechanical methods to the study of the mechanical-physical properties of metals has become in the last few years a topic of investigation of ever-increasing interest, both from the theoretical standpoint and from that of the engineer and constructor. Besides the investigations which have been made of &apos;the magnetic properties of ferromagnetic metals, in their relation to the mechanical properties of these metals, which will be discussed more in detail below, there have been made studies of other phenomena in the same relation, and methods for the mechanical testing of metals have even been suggested, for example, the microscopic method of Tammann,1 and the thereto-electric, method of Turner2 for determining elastic limits. The application of all such methods, which are based upon the dependence of some physical, crystallographic, or possibly chemical property, upon the mechanical state of the metal, must be preceded by close and careful correlation of these various "test" properties with the known mechanical state of the different metals or materials. It is with this view that the present work, as well as that of many previous investigators of, what .may be termed in the interests of brevity, the mechanical-magnetic properties of ferromagnetic materials of construction, has been done.

In October 1939, a drilling program was commenced on the Atlantic seaboard of Brazil, with three steam rotary rigs of medium capacity. One of these was assigned to the State of Alagbas and the other two to the State of Bahia. During the remaining few months of 1939 and during the year 1940, some eight wells were drilled, two in Alagbas and six in Bahia. Two small producers were found in the latter state. In early 1941 three medium-weight Diesel rigs were added to the equipment, thus permitting the drilling of some 15 wells during the year 1941. The two small producers found in 1940 in the State of Rahia were near the city of Silo Salvador. In 1941 three additional small wells were brought in, in the same area, and a further producer on an isolated structure some 75 km. to the northwest of this production. No commercial production has been found in the State of Alagbas. Approximately 26 wells have been drilled or are drilling, six of which are producers— five in one area and one in another. The program for 1942 calls for the development of the two areas in which wells have been found and also the drilling of several wildcat structures located either by geophysics or surface geology. All production in the area of the several producing wells is somewhat less than 2000 ft. and in the other area about 3800 ft. The area of the several wells is known as the Lobato field, and is practically within the city limits of Sao Salvador. The area 75 km. northwest of the city will be known as the Candeias field.

A field remedial procedure utilizing a kerosene-cement slurry as a water plug-off agent in fractured formations was evaluated both in the laboratory and in the field. This procedure has proved to be capable of effectively shutting off water without causing permanent impairment of the oil production. Success was attributed to the fact that an immobile cement slurry, when placed in a water-producing strata, will set and form an impermeable barrier; whereas when placed in an oil-producing section the cement will retain a relatively high permeability and may be removed by acidizing. INTRODUCTION One of the most perplexing problems facing the oil industry is the selective exclusion of water production from oil or gas-producing wells. This problem has been studied by many investigators in an attempt to develop a material that is not only capable of reducing water production but is also capable of being selective in that it will not impair oil production in either fractured or intergranular type reservoirs. A study of these two types of formations indicated that two distinct types of materials for controlling water production might be required — a completely liquid plugging agent for intergranular formations and a semi-liquid or slurry type plugging agent for fractured formations. This paper is limited to the control of water production from fractured formations. A common source of water in the vicinity of oil bearing rock reservoirs is water which previously has entered and, because of its higher density, generally lies near the bottom of the formation. When the deepest point of penetration of a well into such an oil and water-bearing formation is above the level of the water, and the dynamical gradients due to the flow of oil overbalance the difference in densities between oil and water, water production becomes a problem. Then the water level rises in the shape of a cone and is produced from the lower depths. Other investigators1,2,3,4 have developed theories which define the pressure gradients and contours of this cone in a homogeneous formation and have shown that the placement of a plug in the bottom of a well is only slightly effective in temporarily reducing the flow of water. Assuming that the manner of flow of bottom water from fractured formations to a well is generally similar to the flow in homogeneous formations, then it would be expected that some form of coning, perhaps of less symmetry, would also occur. Then, because of the similarity of the manner of flow of water, placement of a vertical plug in a fractured formation would also probably be ineffectual for controlling water production. However, as has been shown by electric model flow study,&apos; the placing of a plug in a well and an impermeable horizontal streak in the formation might prove to be a means for materially reducing or even eliminating water production in a fractured formation. An indication of the difference in effectiveness between horizontal and vertical plugs based on theory developed from study of the flow of water and oil in rock reservoirs is depicted in Fig. 1. This excellent, concise paper by Dr. Iwasaki on the principles of selective flocculation for iron ores discusses many of the principles and problems which have occurred in our bench and pilot plant test-work. The use of sodium tripolyphosphate in combination with sodium silicate as a dispersant is very effective. However, this may cause a problem with the environmental groups as phosphorous is a nutrient. We have also established that the lower the Ca level in the pulp solutions the greater the dispersion. We have found that ores from the same geological strata, having the same general mineralogy and iron content will sometimes have widely different degrees of dispersion. There was-no difference in the gross mineralogy but the solubility of the Ca and SO ions was much less in the ores most easily dispersed. Research efforts should be directed towards a more practical means which would more easily enable one to predict the amount of dispersant required for the various ores. With regard to water quality we have found that waters having higher contents of SO4 and C1 ions hinder dispersion. This could be a method of controlling too much dispersion by the addition of sulfate or chloride ions. This would require further investigation. We have had no trouble with agitation speeds of up to 925 rpm in conditioning starch with the dispersed pulp prior to selective flocculation. We have found about 0.3Lb/LT of starch to be sufficient for selective flocculation on our ores. WET-PROCESS coal-washing tables as we know them today have been in use in this country for approximately 25 years. The literature records only a few table installations worthy of note prior to adoption of the present-day differential-motion table. According to Phillip,1 six Campbell bumping tables were being operated by the St. Bernard Coal Co., Earlington, Ky., in 1893. As late as 1923, according to Richardson, 2 such tables were in operation in the Rosedale washery of the Cambria Steel Co., at Johnstown, Pa. Bumping tables probably were not used to any considerable extent except in the plant at Earlington, and at two or three plants in Pennsylvania, but they may be considered as. forerunners of the present-day coal-washing table. The transition from bumping tables to the type of tables now in use signalized a revolutionary change in table design. The advantages of the new design over the old were so outstanding as to make its adoption inevitable. BUMPING TABLES Bumping tables, as the name implies, utilized a bumping action for conveying the refuse and discharging it over the refuse end. The tables were hung from rods attached to overhead supporting beams. A shaft and cam arrangement at one end of the table served as the actuating mechanism and imparted to the table an endwise, back-and-forth, swinging motion. A bumping block was fixed in the proper position at the shaft end, so that the table would strike against it at the end of each backward swing. The hanger rods or stirrups were so adjusted as to give the table a slight uphill slope toward the refuse end; that is, the end next to the driving mechanism. The feed box was near the upper end of the table and designed to spread the mixture of coal and water over the width of the table. Wash water was added a short distance below the feed box. With the table in motion and coal mixed kith water being fed to it through the feed box, a certain amount of stratification took place, depositing heavy refuse at the bottom of the bed in contact with the surface of the table. In laying out a new mine, provision should be made for the ultimate recovery of as much coal in any given bed as is consistent with safety and economic mining. Though each mining district, if not each individual mine, has problems that make the adoption of any hard and fast rule impossible, certain basic principles are adapted to practically all conditions. One of the most vital is the provision for barrier pillars of ample dimensions to protect all haulage and permanent airways during the life of the property. Where conditions permit, room or butt entries should be driven on the strike or slightly to the rise, and rooms turned at right angles to these entries. The width of rooms and room pillars is governed by conditions prevailing in the mines under consideration. A safe rule is: In advancing, extract not more than 25 to 35 per cent. of the entire seam; in exceptionally thick seams, considerably less than 25 per cent. should be taken. Rooms usually vary in length from 250 to 350 ft. (76 to 106 m.) with a barrier pillar of not less than 80 ft. between the last crosscut. in rooms and the back entry of the level above. All entries, rooms, and entry-and-room crosscuts should be driven .on sights and room crosscuts should be driven at, right angles to the direction of the rooms. In mines under excessively heavy cover or where roof conditions are bad, rooms should be driven narrow and a barrier pillar left at every fifth to tenth room. This barrier should be of such dimensions that one or more rooms, with pillars of usual dimensions, may be turned through it when the barrier is no longer required. Two of the advantages of such a barrier are the protection of the panel against peaking of roof load during pillar extraction and the easy closing of the entry in case of fire. Where economic conditions permit, it is preferable to follow the retreating panel system of mining. The strong upward curve of fluorspar consumption continued through 1968, with domestic producers unable to furnish more than 30% of U.S. requirements. Stocks of all grades were quite short at all points during most of 1968. This resulted in price increases as both domestic and foreign producers sought to cover spiralling labor costs. Further increases are probable for 1969. All Illinois mines were closed by strikes in January and February. The strong trend in metallurgical imports reflects the increased use of fluorspar in steelmaking, as new oxygen process steel plants come into production. The growth of use of all fluorocarbon chemicals continues to require additional acid grade fluorspar, with military uses a major factor. Several new aluminum smelting facilities coming into production are adding to the aluminum fluoride needs, bringing further pressure upon the world supply of acid grade fluorspar. The world-wide consumption pressure on all grades of fluorspar is pushing prices up, and no end to the tight supply is in sight, even assuming that all the new projects cited here are finished on schedule.

IN concentration of certain ores by soap flotation, prevention of quartz flotation is desired; the contrary is true in treatment of some oxide iron ores. Experimental study of the flotation of quartz goes back at least a quarter of a century.&apos; Clean quartz does not float with fatty acids or soaps but does float when activated by one of many metallic salts. Control of pH is important. Broadly speaking the problem of quartz flotation has been approached from the empirical side, as was the related topic of flocculation or dispersion of quartz suspensions.&apos; Empirical studies indicated the existence of critical relationships between the additions of collector and activator. These additions were not stoichiometric for the formation of soaps of the activator cation.

THE present report represents that part of the work that has been done by the War Minerals Investigation, Manganese Section, of the Bureau of Mines, on the use of manganese alloys in open-hearth practice. The magnitude of the work and the number of people participating in one way or another make it difficult to acknowledge adequately the services of all who have contributed to the success of the work. It would, be amiss, however, to pass to the body of the report without mentioning the hearty coöperation and willingness to assist of the various manufacturing interests. With such a sympathetic attitude toward this investigation, our work was assured of success. Inasmuch as the unhappy circumstances that rendered this investigation necessary have now passed, this report is made in &apos;the hope that the results may prove of some permanent value to the peace-tine operation of our open-hearth industry. Broadly speaking, the purpose of the manganese investigation was to consider the most suitable means of utilizing our domestic supply of manganese and thus relieve, to the maximum extent possible, our shipping of the burden of importing manganese ores. It was not held that any decided shortage of manganese &apos;was imminent but rather that every legitimate means should be utilized for making our ship tonnage available to European service. While we have considerable metallic manganese in this country, it occurs largely as a low-grade mixture with iron or silica or with both. The open-hearth investigations, therefore, were carried on to determine the extent to which domestic or low-grade alloys could properly be substituted for high-grade alloys without materially impairing the steel production as to either quality or quantity. A review is given of the principles on which recently proposed methods of electric log interpretation in shaly sands are based and of the evidence brought up in support of the theoretical derivations. It is. pointed out that the qualitative techniques suggested to date have a tendency to be too pessimistic in the prediction of the presence of commercial hydrocarbon accumulations. In the quantitative treatment, a new concept is introduced, namely that of strongly reduced activity of the double layer counter ions which are present near the negatively charged rock surfaces. This lemmu when applied to the calculation of the equilibrium concentratiotls of interstitial waters yields a set of very simple relations. The resulting expressions for electrochemical potentials across rock samples appear in satisfactory agreement with laboratory experiments. The formulae obtained for the electrical conductivity of shaly formatioris are of the same form as those arrived at empirirally by previous workers. Combination of the expres.riorls for potentia1s and conductivities gives a direct proof of the Tixier relation which states that for shaly water sands the product of apparent formation water resistivity and apparent formation factor equals the resistivity of the sand 100 per cent .saturated with formalion water and which was verified by the work of Wyllie and Perkins and their co-workers. The relations for the resistivities and spontaneous porer11inI.s have been extended to the case of hydrocarbon hearing shaly formations, thus laying a formal basis for the quantitative interpretation of electric logs in shaly oil sands. INTRODUCTION The presence of disseminated clays in porous rocks saturated with electrolytic solutions has a strong influence on the transference of ions taking place under electrical or chemical potential gradients. Both the electrochemical emf&apos;s in evidence on the SP curves of electric logs and the electrical conductivity measured on resistivity logs arc directly dependent on the ionic transference in the interstitial waters of the formations traversed by boreholes. A large number of researches have been carried out on the nature and magnitude of the effects of clays on ionic transference. The most recent of these have been described in papers by McCardell and Winsauer,1 2 Wyllie and Southwick,3 poupon, Loy, and Tixier,4 and by Perkins et al.5 Most of these authors consider the effects of the clays as due to the fixed negative charges on the clay lattice. These charges cause the formation of diffuse surface layers with a high concentration of positive ions. The internal solution of the shaly reservoir rock has therefore a different ionic composition and concentration than the electrolyte with which it is in equilibrium (connate water produced from the formation or mud filtrate by which the formation is invaded). To calculate the equilibrium concentration of the internal solution, use is made of the Donnan6 relation, which states that the mean ionic activities of the internal solution and of the external electrolyte must be equal.
