THE first meeting" of the Iron and Steel Division was held Tuesday afternoon, Feb. 17, with nearly 100 men present and C. B. Murray as chairman. This was a round table discussion of iron ore beneficiation and of its relation to blast-furnace operations, and only one paper was presented, by Clyde E. Williams. Mr. Williams discussed the future of the Lake Superior district in its relation to the iron and steel industry. He stated that although estimates had shown that the total life of the present known iron ore reserves of the Lake Superior district was 20 to 30 years and that many believed that as a result of this depletion foreign ores would be brought to the Atlantic Seaboard, thus causing a displacement of the steel industry to the East, he believed that the Lake Superior district would continue to be the important producer of iron ore used in this country for decades beyond the predicted time before the exhaustion of the present known reserves. He described the three general types of ores that required concentration and pointed out the needs for research and the proper methods to be used in processes for the beneficiation of these low-grade materials. He discussed the effects of fine concentrates and the use of agglomerated ores in the blast furnace. This general summary led to interesting and valuable discussion on the various economic, ore-dressing, and blast-furnace problems in large-scale development of beneficiation. Perry Harrison described recent developments in sintering and the properties of iron ore sinter. T. B. Counselman and W. H. Coghill discussed the merits of classification of iron ore previous to tabling. Robert Faulkner and J. E. Little described the beneficiation plant of the Bethlehem Steel Corporation.

RESIDENTS of many urban centers are becoming increasingly aware of the obscuring effect of fume and smoke discharge from power, metallurgical, chemical, and other industries; and they, as well as the legislatures of these affected cities, are agitating for cleaner air. Management's most pressing problem is to find an economical way to reduce process effluents in response to the growing pressure from population and legislative demands. The removal must be done, if possible, without handicap to the current operation, since the costs of relocating are often excessive or prohibitive. In fume recovery or disposal, an important item to consider is whether or not the material being discharged has any value. If it has commercial value, the cost of its recovery may offset or aid amortization. For this reason, in making a study of the specific problem in hand, a major factor was the nature of the material emanating from the stack: in particular, its particle size, size range, and its chemical and physical composition, as well as its potential value and utility when recovered (in either a wet or dry state). Should the product have no commercial value, it must be disposed of at minimum cost in a way to prevent recontamination. Initial studies were therefore made to determine stack concentrations and volumes of material evolved from the operations. The next phase of the study concerned the physical and chemical nature of the collected fume. The third portion of this paper describes the wet and dry collector studies undertaken to recover the fume. Cleaning Requirements for Ferroalloy Furnace Operation The basic need for any effluent collection equipment is the highest possible efficiency and the lowest tolerable resistance when the power consumption involved is considered. Since the electric furnace effluent is largely composed of fume of small size (less than 0.5u), it has high light obscuring properties, and even low concentrations will cause some loss of visibility and be evident to nearby residents. The permissible limit for fly ash emission in many cities is based on a weight value (viz, approximately 0.4 grains per cu ft), but the smoke density values are dependent upon a shade of color. In the case of the Los Angeles County code, emission is restricted to pounds per pound of material processed per hour basis (but not exceeding 40 lb per hr for any one given plant operation). If an average particle size of the fume from ferro-silicon alloy electric furnaces is assumed to be 0.4u (as shown later, this is the approximate mean size) and an average loading of 1 grain per cu ft (stp), each cubic foot of stack gas will contain approximately 75x10 10 particles (based on assumed, and confirmed, spherical shape and a standard deviation of unity). When it is realized that the air in metropolitan areas, which are also general industrial areas, contains approximately 5x108 particles, the tremendous light scattering effect of this concentration becomes apparent. Consequently, nearly 100 pct collection would be necessary to equal the average concentration. Fortunately, however, discharge from a high point above ground (50 to 100 ft) will result in at least a thousandfold dilution, or the stack concentration reaching the ground in the foregoing case might result in a ground concentration of ' particles. If the concentration at the source could be reduced by a factor of 100 (99 pct efficiency of collection), then a concentration of 75x10" particles would be diluted to 7.5x10' which would be very satisfactory. An efficiency of 90 pct (factor of 10 decontamination) at the source would result in a discharge of 75x109 articles which upon dilution yields 75x10 which is still 15 times the general air value. Another approach to this consideration is to use the value of concentration of 0.005 grains per cu ft for the value of a visible effluent as cited by Kayse.1 To attain this value with an average loading of 1 grain per cu ft would require an efficiency of 99.5 pct. Since the foregoing value is not based on any reported size of fume particles, it is felt that the numbers' approach given previously is more reliable. These calculations serve to indicate the desirability of thorough cleaning, preferably at the source, and with efficiencies well above 90 pct, preferably above 95 pct (dilution 1:20). One of the most important items in any control program is to reduce the concentrations as close to their sources as possible. The use of better furnace design, deeper coverage over the electrodes, and the prevention of blows or breaks in the surface all help to reduce dissemination; consequently, all of these improvements should be made, if possible, to cut down the effluent load. In addition, in order to minimize the volume of contaminated air that has to be cleaned, the furnace should be enclosed as much as possible. Refractories are defined as "materials having the ability to retain their physical shapes and chemical identities when subjected to high temperatures," or as "nonmetallic materials suitable for the construction or lining of furnaces operated at high temperatures." While resistance to "high" temperatures is thus the primary requirement for refractory materials, it is by no means the sole requirement. They must be able to withstand thermal shock resulting from rapid heating or cooling; other stresses induced by temperature change; pressures from the weights of furnace parts or contents; mechanical wear (abrasion) resulting from movement of furnace contents; and chemical attack by heated solids, liquids, or gases. Refractories of many kinds are needed for the many and widely diversified industrial applications. Those in greatest demand are classified on the basis of composition or properties into a few main groups, known as alumina-silica, silica, basic and insulating refractories. In each of these groups there are several classes. In addition to those included in the main groups, there are various special refractories, including silicon carbide, carbon, zircon, zirconia, alumina, and several others. Alumina-silica refractories comprise two main divisions: fire clay and high-alumina. The alumina content of fire-clay refractories covers the range from about 45 pct to 18 pct, and the silica content from 50 pct to 80 pct. The alumina content of fired high-alumina refractories ranges from about 99 pct to 45 pct, and the silica content from about 0.5 pct to 50 pct. Silica refractories of the different classes contain 94 pct to 97 pct silica. Basic refractories include periclase (magnesite), chrome spinel, forsterite, and dolomite. Refractory materials, including insulating firebrick, are supplied mainly as preformed shapes. Other products include bonding mortars and high temperature cements, ramming mixtures, plastic firebrick, hydraulic setting castables, dead-burned grain magnesite, and dead-burned dolomite. Refractory brick are classified on the basis of their physical form as Standard Sizes and Special Shapes. The Standard Sizes are brick of certain definite sizes and relatively simple design which are used in sufficient amounts to permit quantity production. The brick most widely used are the standard 9 in. X 4 ½ in. X 2 ½in. and 9 in. X 4½in. X 3 in. straights and corresponding series of sizes. All brick of nonstandard dimensions are regarded as "special shapes." They include a wide variety of brick regularly used for specific services, such as baffle tile for boilers, checker brick for regenerators, and others; together with shapes of special design manufactured on particular orders from designs submitted by the user. Not included in the broad classifications of Standard Sizes and Special Shapes are several specific-service refractory products, usually made by companies which specialize in their manufacture, or in some cases by the consumers themselves. The disseminated lead district of Southeast Missouri lies 70 miles south of St. Louis. The only metal of economic importance in the ore is lead, but minor amounts occur of iron, zinc, copper, cobalt, nickel, silver and cadmium. These minor metals, as might be expected, tend to concentrate in both the flotation and table middlings. In the past, some zinc has been recovered by differential flotation. The silver and cadmium tend to associate with the zinc, and some recovery is made of these two metals at the smelter. The lead occurs as galena, or lead sulphide. The minor metals are also present as sulphides. The presence of oxidized lead is suspected, but has not been definitely proved. The gangue is chiefly dolomitic limestone, with small amounts of sandstone and shaly glauconitic and chloritic minerals. The ore contains about 3.25 per cent lead, occurring as galena disseminated through the gangue. Some of the galena is very finely disseminated, and the mineral in the gravity tailings, or chat; is seldom or never in the free state. The method of treatment of the ore has been evolved over a period of 75 years; hence probably is not far from correct. The milling processes have tended toward simplification during the past 15 years, but recoveries have never been sacrificed for the sake of simplicity. In many cases, simplification of flowsheets has led to better recoveries and operating economies. A simplified flowsheet is shown in Fig. I. The St. Joseph Lead Co. operates four mills in the Flat River district, with a normal total capacity of about 21,000 tons per day, divided as follows: Federal mill, 11,000 tons; Leadwood mill, 4500 tons; Desloge mill, 3400 tons and Bonne Terre mill 2400 tons. The methods of concentration used at these plants are similar in principle; they differ mainly in details and in the type and size of the equipment used. The process of concentration may be divided into five main steps; i.e., dry crushing, wet grinding, classification with its attendant desliming, tabling and flotation. A brief description of these processes will be given, noting important differences in the various plants, and also noting the more important changes or developments of the past few years. Dry Crushing The run-of-mine ore is hoisted in skips, the capacity of these skips ranging from 23/4 tons to 81/4 tons. At the Desloge plant, the ore is hoisted in 2-ton mine cars on self-dumping cages. All ore is hoisted at shafts adjacent to the various crushing plants, no ore being transported on the surface. Primary breaking at all the mills is accomplished with 9E Telsmith breakers. Preliminary screening is provided ahead of most of these crushers, either by station-

Single crystals of hcp cobalt, 3 mm in diameter and up to 35 cm long, were grown using an electron-beam, zone-melting technique. The martensitic-phase transformation was studied in single-crystalline and polycrystalline specimens by making length-change measurements as a function of temperature under various elastic compressive stresses. Upon thermal cycling, single-crystalline or polycrystalline specimens repeatedly transformed almost entirely on the same variant of close-packed plane provided the maximum temperature did not exceed 600°C. Cycling to 1000°C resulted in transformation on more than one {111} variant. This behavior is termed multivariance. The multivariant transformation occurred very rapidly at an M, temperature 2° to 6°C lower than the M, of a transformation which would result in a single-crystal product. Elastic compressive stresses (up to 253 g per sq mm) tended to lower the A, and raise the M, temperatures, decreasing the width of the temperature vs dilatation hysteresis loop. The transformation habit plane and transformation shear direction of an as-grown single crystal were not grossly affected by elastic compressi?ie stress. This was evidenced by similar dilatations on the temperature us dilatation loops joy specimens with and without compressive stress. A dislocation mechanism is proposed to explain the observed results. IT has been shown that, on heating, cobalt transforms martensitically from the hcp to the fcc phase.' The transformation habit plane is (0001)hcp || (lll)fcc and the transformation shear direction is (1010)hcp || (112)fcc. The transformation involves a shear of 1g°28', which may be achieved by a shearing of a/6(112) of every two planes with respect to the plane beneath, thus changing the ABABAB stacking of hcp to the ABCABC stacking of fcc. Associated with the phase change is a 0.3 x 10"3 contraction in the habit plane and a 4.2 X 10"3 expansion perpendicular to the habit plane resulting in a 3.6 x X volume increase on heating.' On cooling, an identical volume decrease takes place. The temperature at which the fcc phase begins to form on heating (A,) is reported as 430°C, and the temperature at which the hcp phase begins to form on cooling from an elevated temperature (A&) is reported as 390oC1,3 Consequently, temperature vs dilatation plots have the form of a hysteresis loop. If heating or cooling is reversed during a transformation, a smaller hysteresis loop results. Upon heating, the transformation is always complete; whereas, fcc is often retained at room temperature as a metastable phase entrapped in the polycrystal-line hexagonal matrix.1,4,5 Two obstacles in the theory of the allotropic-phase transformation of cobalt have been: 1) a detailed knowledge of the product nucleus, and 2) a plausible method of propagation of the transformation. Bilby,8 christian, 7 and seeger 8,9 have suggested a "pole mechanism" as a means of propagation of partiai dislocations from plane to plane. A pole dislocation and a Shockley partial come together at a node. The a/6(112) Shockley partial rotates about the pole dislocation effecting the transformation shear. The pole dislocation must have a 2a/3(111) screw component which causes extension of the transformed region by two atomic planes with each full rotation of the Shockley partial. Bollmannl0 suggested, on the other hand, that transformation propagation occurs due to the stress fields of intersecting (111)-type stacking faults. As faults intersect, a stress distribution is set up about their intersection which is in turn reduced by the emergence of another fault on the second nearest plane. This process continues with the final result of a complete phase transformation. In view of the similarities between deformation and transformation in cobalt, the effect of stress on the transformation would, hopefully, yield valuable information concerning nucleation and propagation. In the present work single-crystalline and polycrystalline specimen length changes were measured as a function of temperature at various compressive loads. PROCEDURE Several orientations of single crystals of hcp cobalt in lengths up to 25 cm were grown by electron-beam floating zone melting from 99.95 and 99.999 pct, 3-mm-diam cobalt rod as supplied by Johnson

Mankind's progress is measured in minerals. Man's emergence from prehistory is marked by passage through a Stone Age and a Bronze Age and into the present era, sometimes called the Iron Age or the Age of Metals. With the evolution of civilization and the development of a modem industrial economy, minerals become more and more important. Structures, roads, and machines are built largely of minerals; the energy to heat the structures and to drive the machines is mostly mineral; agricultural fertility is maintained by mineral fertilizers and water; and military strength is provided by fortresses, armaments, and munitions, largely of mineral origin. Thus in the material world, in the productivity of the economy, access to minerals has paramount importance. Every evidence indicates increasing dependence on minerals in the modem economy, particularly on the mineral fuels as energy sources to provide the power base for advancing industrialization. Both the total and the per capita consumption of almost every mineral is increasing in the industrialized nations. Moreover, nations with predominantly agrarian economies call themselves underdeveloped and universally strive to industrialize. Most mineral consumption trends in the more advanced economies have been greatly exceeding population growth-which itself has been advancing at an accelerating rate-and sometimes have surpassed the growth in real income. Some minerals have only recently been adopted or grown to importance in use. Titanium metal did not appear as a commercial product until 1948, and even coal seriously displaced wood as a source of heat less than two centuries ago. On the other hand, minerals have always played an important role in construction. The prehistoric megaliths that form the dolmens of Salisbury Plain are stone; the pyramids are andesite faced with limestone; and many other ancient structures are built of mineral materials. The valuable mineral content of the current feed to the Miami concentrator is as follows: copper, 0.7 pct total; molybdenum, 0.01. Flotation of this ore yields a sulphide concentrate containing: chalcocite, 44 pct; molybdenite, 0.5; pyrite, 50.0; insol, 5.5. A combination of potassium ethyl xanthate and pentasol amyl xanthate as collectors, and pine oil as frother, are used in this flotation. Rejection of pyrite is encouraged by holding the amount of collectors used to the minimum consistent with copper recovery and by operating at high alkalinity (equivalent to 0.35-0.40 lb CaO per ton solution of pH 11.0).

With the increased demand for lightweight aggregate, such materials have been manufactured from slags, clays, slates and, to a minor extent, the refuse of coal preparation processes. The latter source is attractive due to current interest in eliminating air pollution and improving the unsightly appearance of refuse piles as well as potential economic advantages, if a satisfactory product can be manufactured. A study has been made relating the composition of coal refuse, expressed as washability data, and the properties of a resulting aggregate. Three different refuse samples (bituminous and anthracite) were separated at gravities ranging from 1.4 to 2.96. Their chemical composition was determined. Aggregates were prepared in the laboratory from these fractions before and after ashing, at temperatures between 1250' and 1350°C. The specific gravity, expansion and compressive strength of the products were measured. The response of the refuse to bloat is related to the chemical composition of the ash to yield a glass of desirable viscosity and to the presence of a material which will form a gas in the appropriate temperature range. Carbonaceous material within the particle is a negative factor since after the glassy phase forms, oxygen cannot enter the mass thus inhibiting bloating. Precombustion of the refuse is also detrimental since it removes substances of gas-forming capability. The fraction sinking at 2.60 yielded an aggregate which had the lowest specific gravity, greatest expansion and greatest compressive strength. The purpose of this study was to seek and evaluate possible relationships between the composition of coal refuse, as expressed by washability data and factors affecting the production of a lightweight aggregate from refuse by bloating. The study was related to an intense program in the Department of Mineral Preparation at the Pennsyl- vania State University to study the possible elimination of air pollution from coal refuse fires by producing a low-carbon secondary refuse. Another phase of this program is considering possible uses of such a secondary refuse. Thus one study was to determine if a lightweight aggregate could be produced from this new refuse material and what effect the nature of refuse beneficiation would have upon the characteristics of a commercial aggregate product. It was hoped that these studies would assist in the design of a process and in establishing the optimum specific gravities at which refuse separation could be made in respect to the production of a low grade fuel from the float product and a raw material for lightweight aggregate from the sink product. The combination of producing a saleable low grade fuel and a lightweight aggregate, while at the same time minimizing disposal costs and air pollution contributions would be attractive to the coal mining industry. MECHANISM OF BLOATING Austin, Nunes and Sullivan,1 Ehlers,3 Everhart, 4 Riley7 and others, have stated that bloating is an expansion process in which two essential conditions exist simultaneously. These are: the development of a glassy phase over a relatively wide temperature range (the viscosity of this glassy phase plays a major role in the retention of the evolved gases) and the evolution of gases (SO2, SO3, CO2 and O2) from mineral decomposition in sufficient quantities at appropriate temperatures to form a cellular structure in the mass. Unless these two "type" reactions take place at the same time or in overlapping ranges of time and temperature, cellulation will not occur. In this event, the gas will escape or the melt will be too fluid to retain it; or if retained, the cells may be too large or the walls too thin for good strength in the product. The stages that occur when clays and shales are heated in an oxidizing atmosphere may be summarized as follows: 1) Drying and removal of free water to 200°C. 2) Absorbed water dehydration period (200 to 480°C). 3) Chemically-combined water dehydration period (480 to 700°C).

IN the numbers of the Engineering and Mining Journal of June 27th and July 11th, 1874, there appeared some very complete statistics of the working of some anthracite blast-furnaces belonging to a large establishment in this country, followed by calculations of the heat requirements of the furnaces, similar to those which have been made for European furnaces by Mr. I. Lowthian Bell, Prof. Gruner, Prof. Akerman and others. To the author of these valuable papers, Mr. John A. Church, of New York, the thanks of American iron metallurgists are due for this attempt (the first, to my knowledge at least), to attack systematically and scientifically the problem of economy of fuel in our anthracite blast-furnaces, by applying the formulas obtained from European practice and from the experiments of European metallurgists, to the determination of the amounts and the modes of distribution of the heat production and absorption in our furnaces. In order to facilitate a comparison of the results thus obtained for the anthracite furnaces in question with those obtained for the best types of European coke furnaces, I have reduced to the same standard of heat units (the product of the ton and the degree Centigrade), and placed side by side, the calculations of the heat requirements of one of the furnaces of the Clarence works, as given by Mr. Bell, of a furnace at Pouzin, on the banks of the Rhone, given by Prof. Gruner, and of the anthracite furnaces for 1869-73, as given -by Mr. Church. Table I shows the different conditions of working of the three furnaces, of which Table II gives the respective heat requirements. I have made this latter table in such a manner as to give for each furnace its heat requirements, both according to the views of Mr. Bell and those of Prof. Gruner. Mr. Bell assumes that all the carbonic acid produced by the decomposition of the carbonate of lime of the charge, is reduced to carbonic oxide by contact with solid carbon ; also, that the carbon of the pig iron is a portion of that deposited in the ore in the upper part of the furnace, by the dissociation of carbonic oxide. Prof. Gruner, on the other hand, assumes that all the carbonic acid of the carbonates of the charge escapes unreduced, and that the carbon deposited in the upper part of the furnace, by the dissocia¬tion of carbonic oxide, is again converted into carbonic oxide or

Primarily, this report presents the results of direct efficiency tests which were conducted on the 200-hp Coal-Pak, hot water generator, No. 3 unit, at the Otterbein College heating plant in Westerville, Ohio. Also included is a comparison of fuel consumption of the old plant with that of the new plant, a comparison of efficiencies obtained by the indirect method on a 300-hp Coal-Pak, and the cost of gas vs coal to show the savings effected by the latter. Tests were conducted with ten different bituminous coals selected by Mr. S. A. Frye, business manager at Otterbein College. The coals, of ten different suppliers, from four different states and eight different seams, represented competitive products economically available to the heating plant. The tests were conducted by the usual plant personnel which consisted of the plant superintendent and two assistants. No outside supervision of any kind was given during the tests. The tests were made from Dec. 13, 1960, through Mar. 4, 1961. During this period, 300.03 tons of coal were burned in the No. 3 unit. This tonnage represented 25.5 pct of the total coal requirements for the 1960-61 season. Operation during the period was typical for the comfort heat load which the plant supplies. Of the 78.12 operating days, the boiler was on bank or holdfire 14.31 days, or 18.32 pct of the time. The length of individual bank periods varied from 2 hr to three days. Run periods varied from about 2 hr to 7.26 days. DESCRIPTION OF PLANT AND HEATING EQUIPMENT The new Otterbein College heating plant, completed in the summer of 1957, is located in a 50x50 ft boiler room on the lower level of a combination maintenance building and heating plant. The building is situated away from the main college complex on a hillside, which allows for on-grade delivery of coal to the three bunkers. The bunkers are located directly above and connected with the individual stoker hoppers. Fig. 1 shows an in-plant view of the Coal-Pak installations. The No. 3, hot water, unit is at the extreme right. The heating plant consists of three 200-hp Coal-Paks. Unit No. 1 is operated at 4 psi and carries the steam heating load of 14,000 sq ft EDR (steam) installed in two buildings. Provision has been made to convert these buildings to hot water heating at some future date. Since the unit under maximum load conditions operates only at about 50 pct steaming capacity, a heat exchanger was installed to convert steam to hot water. Thus, during light loads in mild weather the unit can be employed more efficiently to supply both steam and hot water and eliminate the need for operating either of the two hot water units. Units No. 2 and No. 3 serve a hot water heating circuit for a large group of 21 buildings of the College. These boilers deliver hot water at temperatures up to 200°F to the various buildings through distribution lines in tunnels. The present calculated maximum heat loss for the College is 15.195 million Btu per hr. The Coal-Paks have individual design capacities of 6.700 million Btu per hr. Table I lists the design date for the Coal-Paks. The No. 3 unit was chosen as the test unit, primarily because of its bunker location at the far end of the delivery ramp. Because of this location any excess coal above bunker capacity could be conveniently stored and isolated from the adjoining bunkers. Each bunker has a capacity of 30 to 35 tons of coal. AT the time flotation appeared upon the metallurgical horizon in Arizona, the writer, under the direction of Dr. Ricketts, was engaged in remodeling and enlarging the No. 6 Concentration Plant of the Arizona Copper Co. at Morenci, and the work had been in progress nearly a year before the Inspiration experiments with flotation had disclosed the revolution in concentration that was at that timè impending. The simplified flowsheet worked out for the remodeling of the Morenci plant had been based upon the removal of the freed metal in a minimum number of stages by treatment upon tables equipped with Butchart riffles, the latter being adapted to accomplish both classification of feed and removal of the metal at one operation, substantially as described in my previous paper.1 The scheme of treatment for the slime was based upon the well-known fact that after copper sulphides, such as chalcocite and chalcopyrite, etc., are reduced to a certain extremely fine state of comminution they are definitely beyond the reach of separation upon any of the concentrating devices then known. By using drag-belt classifiers (which served as conveyors as well as separators), the overflow would be of the usual "slimes" class. Experiment had shown that when these drag-belt overflows were, properly diluted (that is, to about 5 to 7 per cent. solids in the feed under treatment) . the very fine sand, and especially the very fine but still granular sulphide particle's, would, if given a short distance to fall, quickly settle out in prime condition to yield an excellent recovery on vanners; a further valuable feature would be that the very fine non-separable final overflow tonnage might be discharged direct to tailing, thus conserving space requirements so as to permit within the old building, without embarrass-ment, the increase of capacity required.

THE objects of this paper are: 1. To give cost data on drilling obtained at the North Star mine in California; 2. To describe the methods of testing drills employed there, giving the results of shop tests, and the correlated data obtained underground; 3. To demonstrate that these tests form a satisfactory basis upon which to judge rock drills. The rock at this mine is either close-grained diabase in the upper levels, or tough grano-diorite in the lower levels. The vein, which has an average dip of 23°, consists of about 5 ft. of "formation" lying between walls of unaltered country rock. Of the 5 ft., solid quartz and stringers make up 18 in. of pay ore. The formation, which consists of but slightly altered country rock, is almost as hard as the unaltered walls. From 4 to 42 ft. is sent to the mill. One-third of the holes are drilled in the quartz; two-thirds in the formation. The holes are about 42 ft. deep and break on the average of 1.15 tons per hole. The average number of holes per stope drill shift is at present 5.65. The number of drill shifts throughout the mine in 1913, was 18,679, and the cost of labor for drilling, power, supplies, upkeep of machines and air lines, tool sharpening, and distribution, amounted to 33 per cent. of total mining expense. To do this work there are in commission 43 No. 12A, three No. 17V and eight No. 16V Waugh stopers, three Jackhamers, two Waugh pluggers, and 17 No. 8 ,and two No. 7 water Leyners. For the past three years a record has been kept of the repairs on each machine and number of shifts operated by it. The figures given in Tables I and II for the cost of repairs per drill shift have been taken from this record. The underground air pressure is about 90 lb. The air consumption per drill shift was measured by, aerometers. The leakage of pipe lines between compressor and meter is not included. From the number of pieces of steel sharpened for each type of drill during the year the average used per drill shift has been ascertained. Because of the broad scope of my topic I will discuss my subject from the point of view of a present status of the metallic materials that are used in structures and will dwell primarily on those structures related to high- performance aerospace systems. Thus, I can best portray the status of these structural materials as related to existing transportation systems, delineating some of the highlights of alloy development, fabrication, and properties obtained. I shall point out what are, in my opinion, the needed solutions to pressing unsolved metallurgical problems connected with certain selected metals: aluminum alloys, beryllium, titanium, steels, superalloys, refractory metals and some metal-matrix composites. Aluminum Alloys For a number of years a series of strong aluminum alloys used for airframes has had an important bearing on the development of minimum- weight, highly efficient structures. Among these alloys are such familiar ones as 2024-T3, 2014-T6, 7075-T6, 7079-T6 and 7178-T6. A review of the development and use of strong aluminum alloys in aircraft structures indicates that before about 25 years ago there was very little application of products other than forgings in the high-strength tempers produced by precipitation heat treating to T6- or T8-type tempers. 1 As stated by Dix in 1944, "There has been a gradual evolution in engineering viewpoint regarding the mechanical characteristics which are required in a structural material suitable for aircraft. Formerly, emphasis was placed on a generous spread between yield and tensile strengths, on elongation, on impact strength and on resistance to corrosion. Aircraft structural engineers still differ widely as to the importance which they attach to these proper tie.” 2 It is fair to say that this evolution is still taking place, that the problem is much the same in 1970 as in 1944 - except that strength levels have advanced some - and the question remains as to how far we can go in that direction. In the meantime, a new group of alloys has received acceptance and widespread use. The first alloy of this group, 7075-T6, was formally introduced by Dix's 1944 paper. During the last decade it has been established that conventional mineral-processing control strategies based on classical control theory result in significant increases in plant throughput and operating-cost savings. It has, however, also been recognized that conventional strategies have important limitations for complex multivariable mineral-processing systems. These limitations center around the fact that single-input/single- output control linkings often result in highly undesirable interactions between controllers. During the last few years new and promising approaches to solving this problem have emerged. These approaches are based on the use of on-line dynamic models to make predictions which are useful for control decision-making. This paper presents a brief summary of the state-of-the-art for mineral-processing control in 1984. This summary is followed by a review of recent developments in model-based control strategies including those in optimal control, self- tuning regulators and decoupling control. Expected trends for the future in the control of mineral-processing operations are discussed.

The Oklahoma legislature recently passed a bill providing for "the creation of an oil and gas department under the jurisdiction of the Corporation Commission, authorizing the Corporation Commission to appoint a chief oil and gas conservation agent, and conferring exclusive jurisdiction on the Corporation Commission in reference to the conservation of oil and gas, and the inspection of gasoline and oil, the product of crude petroleum, and repealing all acts or parts of acts in conflict therewith and declaring an emergency." Some of the functions of the new bureau include the receiving and filing of all well logs, and the direction and supervision of plugging all abandoned oil and gas wells, under rules prescribed by the Corporation Commission. The two leading petroleum-producing States of the country, Oklahoma and California, have now established oil and gas bureaus with a staff of inspectors to see that the important rules relating to the conservation of oil and gas are thoroughly enforced. The economic significance and the value of well logs in the conservation work has been recognized, and the necessary legal action taken to insure and procure them. William B. Heroy, of the Government Land Classification Board, in a personal communication to the writer, says that the drilling of wells is also regulated by public authority in the Roswell artesian basin in southeastern New Mexico, where a permit must be obtained for the drilling of any well and a certified log of the well recorded with a county official. The method is said to give fairly satisfactory results. In a recent article1 a National instead of a State Bureau was suggested for collecting and filing well logs. In discussing the paper, L. L. Hutchison characterized such a plan as impractical because the average driller or contractor will often juggle or guess at the log and will not keep the record sufficiently close or accurate, making it necessary to maintain a special man at each well for the sole purpose of obtaining

BOULDER COUNTY, Colorado, ranked during the war years and until the end of 1918 as one of the foremost tungsten-producing districts of the world. In 1919 production fell off drastically, due to heavy importations of foreign ores from China, Burma and South America. So large were the imports that even after the enactment of a protective tariff in 1922 of 45c. per lb. on tungsten metal, equivalent to $7.14 per unit (201b.) of tungstic acid? (WO,), the stocks of metal in this country were extensive enough to supply the demands of industry, and prevent general resumption of mining by domestic producers. Even today there are only two producers in the Boulder district though at one time as many as twenty separate companies were in operation. About the same ratio holds for other tungsten-producing districts in the country, including California and Nevada. Total consumption of tungsten concentrate in terms of 60 per cent WO2 in the United States amounted to approximately 3790 tons in 1928, according to Frank L. Hess.' Of this amount, domestic mines contributed 1290 tons, and the rest, 2500 tons, was imported. Yet in 1917, with tungsten concentrate selling at $20 per unit, the Boulder district alone produced 2707 tons, indicating the effect of enhanced ore price upon production. It is believed by American tungsten miners that, given a sufficiently high tariff, all the demands of industry can be met by domestic production without placing a prohibitive burden on consumers. For instance, in steel manufacturing the percentage of tungsten entering into the manufacture is so small that, ?regardless of cost, it can constitute but a small fraction of the cost of steel to the buyer.

THE need for more efficient utilization of labor in the metal-mining industry has been the subject of several recent editorials in the mining press, and one attractive possibility for such improvement lies in the designing of future milling plants particularly with economy of man-power in mind. We are accustomed to think of mill design as the selection and coordinated arrangement of process equipment, but if labor is to be efficiently utilized it must be given early consideration in planning the new mill. There are three good reasons for economizing in labor: (I) to reduce costs, not only in the form of wages but also in housing, hospital, welfare, and other obligations that a company accepts when a new man is added to the payroll; (2) to prepare for recurrent periods of manpower shortage, during which a well-designed plant can manage to get along with skeleton crews; (3) because a milling plant that must depend upon an inordinately large labor force for its operation and maintenance is certain to be inefficient in other respects, for many of the shortcomings in design that make necessary the excessive use of labor are generally not corrected merely by having too many men. A simple example of this is a poorly designed ore-feeding system: if this is inadequate to the extent that one man must be constantly unclogging feed chutes, it may help the situation to put two men or three at this task instead of one, but the feed rate will still be inconstant. First of the factors that affect labor saving is the location of the mill. This is often determined by transportation costs alone, and as a result the mill may be placed close to the mine regardless of the nature of the terrain. The designer must then adapt his layout to the conditions, favorable or not. This happens often at small properties, where capital investment may seem more important than operating expense. In most instances, however, a mill site carefully selected for the advantages it gives the designer in laying out the plant is the most economical in the long run, even if it involves a slight increase in cost of ore haulage. Given some freedom of choice, the design engineer may be able to find just the piece of ground that provides the proper gradient for the needs of the flowsheet, permits installation of essential yards and trackage, and perhaps supplies an excellent site for a tailing dam. Further justification for having placed the mill not too close to the mine sometimes emerges only years later as an opportunity to treat ores from other properties. When it is known from the beginning that the new mill will serve a number of scattered mines, a free choice of mill site is naturally stimulated.
