There seems to be in the public mind, and even in the minds of some coal-operators not experienced in mines subject to dust-explosions, a feeling that there has been somet-hing mysterious at the bottom of a number of recent American colliery-exploaions. It has been declared in cases of accidents in mines regarded as particularly well equipped, in which every preventive precaution was said to have been taken, that the explosions were incomprehensible, and resulted from causes beyond the present knowledge of the practical coal-operator. But it is safe to say that no explosion has taken place which could not be explained by reasons well understood by most operators. The U. S. Geological Survey Testing Laboratory, recently inaugurated at Pittsburg for the reported purpose of investigating scientifically the matter of explosions in mines, will discover no new explanation of explosions. It can, however, co-ordinate the previous investigations of similar boards in England and on the Continent; and it may do a vast amount of good by promulgating widely, and in a form comprehensible to the most unlettered miner, certain facts and obvious deductions that cannot but have an effect in reducing the number and extent of the mine-disasters which, in the last few years, have been so terrible in frequency and magnitude.

(written discussion?).-Regarding the statement of Mr. Ordoñez, on page 1007, concerning the synclinal curving of sedimentary beds caused by the extrusion of volcanic necks, that "this phenomenon might occur, but it is not fully proved in our fields," I beg to reply that the funnel and anticlinal-ring structure is actually associated with igneous intrusions in the Mexican oil fields, as we were able to ascertain by plotting an underground contour map and making a structural model of the oil-bearing beds of the Ebano field. Drainage of acid mine water into surface streams of coal mining areas is one of the most serious problems of stream pollution, since there is no known method that completely prevents its forming and no economically feasible treatment after it has formed. The mine acid problem differs from other pollution hazards because acid production does not end with cessation of mining but actually becomes more evident when pumping is stopped. The acid problem in the Pennsylvania, Ohio, West Virginia, and Kentucky bituminous coal areas of the U. S. began with the first operation in 1761, and the volume of acid discharge today is largely the cumulative result of years of mining. Provided they lie above the drainage area, the oldest mines, now long abandoned, are almost without exception producing acid in the same manner as those now operating or recently abandoned.

Marine mining is here defined as the commercial recovery of minerals other than oil and natural gas from the surface of, or below, the seabed by operations connected only indirectly with the land. The number of operations falling within this definition and the number of countries involved are remarkably limited in view of the widespread interest shown in marine mining prospects during the last few years. Marine mining is still restricted to continental shelves, where the only superficial minerals currently being mined are sand and gravel, calcium carbonate in different forms, and tin and iron sands.

Among the technical problems in AEC's Project Plowshare is the necessity of determining the precise effects of nuclear blasts in all kinds of ground formations. This calls for extensive in-situ sampling with full core recovery. In the exploration drilling that often precedes a new test detonation, the AEC and its contractors have applied both novel and established sampling techniques in many new ways, giving improved core recovery and reduced costs in all subsurface sampling and testing. Unique among these new techniques is one that achieved full recovery and virtually undisturbed samples from near-surface layers of unconsolidated boulder-strewn alluvium. This approach involves a combination of oilfield and mining core drilling equipment. Oilfield heavy drill collars, rotary stabilizers and thick, vibration-reducing oil emulsion drilling mud were used in combination with the precise hydraulic feed control, fast (over 300 rpm) bit rotation, light drilling weight, hard rock core barrels and multi-step diamond bits that are common in mining industry diamond drilling.

In recent years much attention has been given to high melting alloy systems. It has been of interest in this respect to investigate the alloys of platinum and tungsten, which were known from the literature to have very high melting points up to about 50 pct tungsten, but about which little had been published on the high-tungsten side of the system. Powder metallurgical methods were used throughout this investigation for the preparation of the alloys, utilizing electrical sintering techniques such as are used for tungsten and molybdenum. In the course of the work it was found desirable to determine fusion temperatures of the alloys, and it was possible from these and other data to draw a tentative constitutional diagram (solidus, mostly) applicable to the high-temperature part of the system. No attempt was made to determine solid solubility vs. temperature data, nor to investigate the lower temperature transformations in the solid state. Data on the microstructure, hardness, and a note on oxidation resistance of the sintered alloys were obtained. Past Work Miillerl determined liquidus temperatures of platinum-rich alloys to 50 pct tungsten, using a radiation method employing a photoelectric cell, and found that the melting points increased progressively from I771 C for platinum to 2350°C for the 50 pct alloy. Microscopic evidence by Miiller that complete solid solutions exist to 50 pct tungsten was not checked by Kremer2 who, according to Vines and Wise,3 found that "although the 8 pct tungsten alloy was a solid solution, the 26 pct tungsten alloy contained a eutectic or an intermediate phase." Hultgren and Jaffee4 using X ray methods found continuous solid solutions to at least 33.6 pct tungsten (35 at. pct) after annealing in vacuum for 6 days at I000 C. Vines and WiseS report work communicated to them by E. C. Rhodes on wrought alloys to 7 pct tungsten, which showed that tungsten hardened platinum extremely rapidly, and was one of the most potent hardeners of the binary additions to platinum. Considerable quantities of 4 pct tungsten platinum wire have been produced for grids in radar tubes and for aircraft spark plugs. Some of the alloy for the latter application is made by sintering, the remainder by smelting and casting. Materials The platinum powder used in this work was kindly supplied by the Research and Development Laboratory of the Owens-Corning Fiberglas Corp., Newark, Ohio. It was prepared from scrap platinum. After dissolving in aqua regia and evaporating almost to dryness, the solution was worked up several times with concentrated HC1. The resultant platinic chloride was diluted considerably, and metallic zinc was added, which precipitated the platinum in a very finely divided form. After dissolving the

UNTIL the fundamentals of the physical behavior of rocks are completely understood, progress in block caving must proceed upon a cut and try basis. Criteria of rock failure are many and varied. If a rock mass behaved as a homogeneous isotropic solid, the problem would be greatly simplified. In practice we are never dealing with isotropic or homogeneous rock but with one that has been acted upon by geologic processes and which has pre-existing planes of failure. Under these complex conditions we do not find agreement. Actually there is little agreement between elasticians and physicists as to manner of failure in an isotropic homogeneous solid, although much progress has been made in the study of rock failure in recent years.

The property of surface tension in liquids is said to have been known to Leonardo de Vinci in about 1500. Approximately'300 years later Thomas Young and others provided the ground rules relating surface tension to the wetting of solids and to the pressure drop across curved surfaces. In retrospect it seems remarkable that more than 100 additonal years were required for substantial technological use to be made of the-information. Thus super critical and freeze drying to avoid shrinkage of finely divided solids have only seen industrial use since the 1930's and doubtless additional possible applications will be equally slow in finding concurrence of conditions to make them attractive economically. The use of a second liquid phase that preferentially wets ,a suspended solid as a flocculant for that solid was pointed out in 1943 (1). Combining this phenomenon with mechanical energy to alter the morphology of the flocs or with surface chemistry to utilize it in the selective flocculation in mixed solids required more than an additional decade. A major stimulant in advancing surface energy based technology 'of suspensions was the report by D. I. Stock in 1952 (2) that mechanical agitation of a dry suspension of barium sulphate in benzene produced dense microspheres of the solid with highly desirable sedimentation characteristics. Investigation of this observation revealed that it resulted from small quantities of water in the system and mechanistically the phenomenon was identical with that reported in 1943.withthe addition of mechanical packing (3). Here then was a base from which to separate more efficiently suspended solids, to make small spheres from powders, to separate selected components from mixtures of finely divided solids or to break emulsions. This research provides an empirical approach toward further analysist10 of the variables in rock breakage under direct, hydroimpact (impacting on fluid) and explosive impulse loading. That the strain on the face of a block of rock, below an impact pin or explosive charge, is directly proportionate to the rupturing force F and inversely proportionate to the product of the burden W and the hole periphery S, is borne out in the laboratory using electrical resistance strain gages to measure a peak strain during rupture by small explosive charges detonated in boreholes. Furthermore, such findings established the validity of the expression F = Ss • Wy • R as a useful relationship from which, it is believed, can be derived practical applications in commercial rock blast design.

Serious floor heave of up to 2.4 m in a 2.4-m high mine entry was eliminated by applying the stress control method of mining, as a last resort, at the No. 5 coal mine of Jim Walter Resources, Inc., in the Black Warrior coal basin near Birmingham, Alabama. Underground observation of the first 3-room entry created using the stress control method is discussed here. The behavior of the test entry, which eliminated the heave problem, is analyzed in relation to similar studies conducted in a salt mine under similar ground conditions by utilizing finite element analysis.

Recovery of fine coal from solids reporting to wash water has become increasingly important. These solids range from about 28 mesh to 0 and constitute 3 to 7 pct by weight of the feed tonnage to a coal preparation plant. In the past they were usually wasted to streams, but present clean stream legislation makes it necessary to remove them from the wash water and, if economically possible, recover the associated coal as a saleable product. Where these solids are not wasted to streams or to slime ponds they are recovered by thickeners and filters. Since filter cake is often high in ash or sulfur, or both, it is not readily marketed or used. Common practice is to mix it with other plant products, generally slack or cleaned run-of-mine. Uniform blending is difficult, not only because the impurity is usually high, but also because during certain operating periods it is possible to get a concentration of this filter cake in a railroad or barge.

The cost of tunneling is highly sensitive to the rock characteristics through which the tunnel is to be driven. These characteristics affect in a major way the rates at which tunnels and shafts can be driven and the degree to which the openings must be supported to maintain them in a permanent stable condition. Tunnel and shaft design and cost criteria have been computerized, permitting estimates of tunnel-shaft systems to be made directly from inputs of rock mechanics characteristics and other data. Curves of quantities of steel, rock bolts, and other rock support items as related to tunnel size and rock quality designation are presented. An illustrative example of the use of the program in calculating the cost of a hypothetical tunnel system is included.

In 1941 Illinois produced 134,139,000 bbl. of oil, or 9.5 per cent of the total for the United States, and ranked fourth among the states. The production for 1941 declined 9.2 per cent from the previous year's total of 147,647,000 bbl. Daily average production for 1941 was 366,000 bbl. At the beginning of the year daily production was slightly more than 326,000 bbl. and it remained at appoximately that amount until June, when there was a slight increase. The increase continued until the peak of 431,260 bbl. daily was reached for the week ending Oct. 4. Daily average production at the end of the year was approximately 387,500 barrels. The increased production during the last half of 1941 was largely due to the rapid development of the Johnsonville field, Wayne County, the Rural Hill field, Hamilton County, and the Benton field, Franklin County—new fields discovered in the current year (Fig' 1)—and the Woodlawn pool, discovered in 1940. Discoveries In 19 counties in southern Illinois, 44 new fields were discovered in 1941 (Fig. 2 and Table 2), and extensions to 40 fields were successfully completed (Table 3). At the end of the year there were 10,496 wells in the fields discovered since Jan. I, '937, as compared with 71965 wells at the end Of '940. The area proved for production in the new fields increased from 78,040 acres at the beginning of 1941 to 97,483 acres at the end of the year (Table I)—an increase of 19,433 acres, of which 9,955 acres are in the fields discovered during the current year, and the remainder of 9,478 acres in extensions to pools discovered earlier. Drilling During the past year, 3838 wells were completed in Illinois (Table 4), of which 2912 were oil producers, 13 were gas producers and 913 were dry holes; 76 per cent of the wells drilled were producers. Of the total number drilled, 591 wells are classified as "wildcat" and of these 84 (1 in 7) were successful in obtaining production. The results of an investigation to ascer-tain the reason for the locations of the wildcat wells are set forth in Table 5. Of the 591 wildcat wells, the 292 known to have been located by scientific methods were 21.6 per cent successful. The total footage of wildcat wells drilled in 1941 was 1,341,743 ft., of which a total of 216,995 ft. was drilled in successful wells. Exploration MEthods Subsurface geology and geophysics, largely the reflection seismograph, are still the principal methods used in exploration and development in the state. The number of seismograph parties operating throughout the year was as follows: seven parties on Jan. I, 1941; five on Apr. I; four On July I; eight on Oct. I; fifteen on Jan. 1: 1942.

This chapter deals with the process piping aspects of moving slurries in mineral processing plants and the transportation of slurries such as tailings and concentrates over longer distances. The basic data required to select the process piping is given together with an example of line sizing and material selection. Alternative piping materials are discussed together with pumps and pumpbox design and the types of valves and other fittings available to the process piping designer. The long distance transportation of slurries is briefly discussed and a number of references given on this, including papers on actual installations.

Zinc is one of the effective elements introduced to enhance the strength of aluminum. This strengthening is principally attributable to the high solid solubility of zinc in aluminum and the pronounced variation of solubility with temperature. Consequently an accurate determination of the solid solubility curve is desirable. The solid solubility relations have been studied by numerous investigators. Shepherd1 first established the existence of a solid solution region at the aluminum end of the diagram (-v phase) by specific volume and microscopic determinations. Bauer and Voge12 published a constitutional diagram which showed the limits of solid solubility as determined by thermal and microscopic methods. Hanson and Gayler3 presented the aluminum-zinc diagram which is now most generally accepted (Fig. 1). Chill-cast samples were given thermal treatments designed to obtain equilibrium conditions, quenched, and microscopically examined. The solubility was placed between 15 to 20 per cent at 60" C., 20 to 22 per cent at 140" C. and 36 to 38 per cent at 270" C. Sander and Meissner decidedly modified the limits of the -y phase field of Hanson and Gayler's diagram by using similar methods on chill-cast specimens annealed for a shorter period of time. Tanabe,s utilizing dynamic hard-ness, electrical conductivity and dilatometric measurements of specimens at temperature, obtained values comparable to Hanson and Gayler's at room temperature, but appreciably lower at higher temperatures. Nishimura6 concluded from age-hardening results of aluminum-zinc alloy chill castings, which had been quenched from 400" to 500" C., that the solubility of zinc in aluminum at room temperature is less than 5 * Metallurgical Division, Aluminum Research Laboratories. 1 E. THE Institute assembled in the Court-House, on Tuesday evening, May 22d, and was called to order by Vice-President E. B. Coxe. After announcement by the Local Committee of the programme for excursions, the Secretary read the following annual report of the Council The Council, in presenting to the Institute its annual report, has to record a most eventful year in the history of the Institute. Three meetings, as usual, have been held, two in Philadelphia and one in New York. At the Philadelphia meetings in June and October, there were present many distinguished foreign engineers, some of whom contributed communications to the Institute, and took part in its discussions. Sixty-seven papers have, in all, been presented to the Institute, which will be published in the fifth volume of Transactions. There has been an accession to the membership of 1 honorary member, 11 foreign members, and 162 members and associates; -8 have resigned, 6 have died, and 30 have been dropped from the roll, after due notification, for non-payment of dues. The membership now comprises 5 honorary members, 60 foreign members, and 644 members and associates, in all 699. As worthy of especial mention in the work of the year are the Discussions on Technical Education in connection with the American Society of Civil Engineers, and the report of the-International Committee appointed by the Institute to consider the nomenclature of iron and steel. The Discussions on Technical Education have been published in a separate volume, and comprise a valuable and suggestive collection of the views of practical engineers and educators. The report of the International Committee, composed of Messrs. Akerman, of Sweden; Bell, of England; Tunner, of Austria; Gruner, of France; Wedding, of Prussia; and Holley and Egleston, of the United States, has received the careful attention of engineers and metallurgists of all countries, and has met . with very general acceptance. Of the work of the Centennial Committee in Philadelphia the members are generally familiar, from personal experience, and from the detailed report of the committee at the last meeting of the Institute. But the record of the service rendered by this committee would he incomplete without mention of the numerous letters of thanks and formal expressions of obligations received by the Institute from individuals, societies, and governments abroad. The wise and generous spirit in which the work of the committee was planned, and the laborious and self-sacrificing manner in which it was carried out, call for emphatic expressions of thanks from the Institute. The gifts of Centennial exhibits to the Institute, largely as testimonials for services rendered, has necessitated the appointment of a Museum Committee for

WHEN Spain established colonies on the North American continent, some of her land grants, in what is now the United States, reserved to the Crown deposits of gold, silver, and mercury. Later mineral rights were reserved under some of the English Crown charters involving land in the eastern part of North America, with provisions for the payment of royalties thereon to the Crown. Reservation of mineral deposits to the United States Government was instituted by an ordinance of Congress on May 20, 1785, which applied to such deposits in the Northwest Territory, then north of the Ohio River and east of the Mississippi River, and provided that there should be reserved "one third of all gold, silver, lead, and copper mines, to be sold or otherwise disposed of as Congress shall hereafter direct." Little was known then of the mineral resources of the country; the Great Lakes copper region had just come into the possession of the United States by treaty and much of the western mineral land still belonged to France and Spain. The policy of leasing mineral deposits was enacted by Congress under the act of March 3, 1807, which provided that "the President of the United States shall be, and is hereby, authorized to lease any lead mine which has been or may hereafter be discovered in the Indiana Territory, for a term not exceeding five years," and in the same year the Government reserved 345,600 acres of land in northern Illinois, valuable for lead. In 1816 Congress provided that in all cases where a tract of public land containing a lead mine or salt spring was applied for by settlers on the public domain, no permission to work the mine or spring would be granted without the approbation of the President of the United States. By the act of March 1, 1847 (9 Stat. 146), the control of mineral lands was transferred, with all records, from the War Department to the Treasury Department, and by the act of March 3, 1849 (9 Stat. 395), supervisory powers over lead and other mines of the United States were transferred to the Secretary of the Interior. Following the discovery of gold in California in 1848, President Polk advocated the leasing of mineral lands acquired from Mexico under the treaty of 1848. However, owing to the lack of communication and transportation facilities and the consequent difficulty of checking on production and operations, leasing was found impracticable. Mining was permitted to be carried on in each district under rules made by the miners themselves and patterned after the Mexican mining system. To meet the situation, Congress enacted mining laws in 1866, 1870, and 1872, which provided for possession by location and for private ownership, after discovery, by patent of essentially all mineral deposits belonging to the United States, except coal. Many other acts were passed by Congress applying to specific regions and states, reserving salt, lead, or other minerals, some of which provided for the leasing of such deposits. However, very few if any leases were issued thereunder. Not until 1901 (31 Stat. 745) were the mining laws extended to include salt, and in 1910 they were revised to specify salines and associated products. At the turn of the century, it became more and more evident that the mining laws developed for metallic minerals were not practical for the development and conservation of oil and gas, coal, potash, phosphate, or oil shale. Following withdrawals by the Secretary of the Interior as authorized by the act of June 25, 1910, the Department of the Interior recommended leasing legislation; however, it was not until February 25, 1920, that the Mineral Leasing Act was passed by Congress. This act authorized leasing all public lands potentially valuable for oil, gas, coal, phosphate, sodium, or oil shale. The Organic Act, creating the Geological Survey in 1879, imposed upon its director the duty of classifying the public lands.' The early years of the Survey were devoted largely to the accumulation of fundamental data and, with only minor exceptions, land classification was not seriously undertaken until 1906. Since that year, it has been actively pursued with respect particularly to leasable minerals and water power values. On March 3, 1873 (17 Stat. 607) Congress authorized the sale of coal lands of limited acreage to individuals at $10 to $20 an acre, depending on the distance from a railroad, and in 1907 a new scale of prices was adopted by the Secretary of the Interior, based, more logically, on the quality and thickness of the coal deposits, their depth below the earth's surface, and their accessibility. At that time it was much cheaper and easier to obtain incidental title to coal rights under the homestead laws at $1.25 an acre. On March 3, 1909, the first separation act (35 Stat. 844) became a law. It authorized patents, with a reservation of the coal and mining rights involved to the United States, to persons who in good faith had entered public lands under the non-mineral land laws prior to withdrawal, classification, claim, or report that such lands were valuable for coal. It solved the problem only partially, and the practice thereupon adopted by the department of making coal withdrawals "from all forms of entry" instead of "from coal entry" expedited the more complete solution effected by later acts. By the act of June 22, 1910 (36.Stat. 583) withdrawn and classified coal lands were declared subject to entry under the homestead, desert land, and Carey acts, provided a waiver of the coal rights accompanied the application, and by the act of April 30, 1912 (37 Stat. 105) the same privilege was extended to State selections and isolated tracts. The act of August 24, 1912 (37 Stat. 496) extended the separation policy to lands withdrawn for oil and gas in Utah, and finally the act of July 17, 1914 (38 Stat. 509) extended it to all nonmineral filings on public lands theretofore or thereafter

The influence of particle size and concentration on the development of chip hold-down pressure (CHDP) was studied in an apparatus designed to measure the change of filtration rate during the first second of the filtration process. CHDP is controlled by the "bridging" particles (i.e., particles in the 50 to 0.2 micron range), whereas filter loss is controlled by the colloid fraction. The results indicated that a fast drilling fluid with a low filter loss could be obtained if the concentration of bridging solids and the viscosity were kept very low. A novel group of drilling fluids, which we have named colloid emulsions, was developed to meet the above requirements. These colloid emulsions are made by dispersing art oleophilic colloid in oil and emulsifying about 5 per cent of this dispersion in water or a dense brine. Good results have been obtained in field trials with emulsions which use asphalt as the oleophilic colloid. INTRODUCTION In recent years it has been found that fast rates of penetration can be maintained in hard formations by using "clear" water as a drilling fluid. In some cases, however, water cannot be used because the very high down-hole filter loss creates various difficulties in drilling, in logging, or in producing the well. It then becomes necessary to "mud up", which results in a decrease in drilling rate. The reason that mud decreases drilling rates is a complex subject which has been well covered by such authors as Garnier and van Lingen, Cunningham and Eenink,' and van Lingen.3 One of the principal factors involved is the tendency of the drilling fluid to develop a filter cake on the bottom of the hole. The pressure differential which develops across this filter cake opposes the action of the bit in dislodging chips from the rock. This pressure differential is referred to by Garnier and van Lingen' as the chip hold-down pressure, which is denoted by the initials CHDP in this paper. The work described in this paper was undertaken to develop a drilling fluid which would minimize CHDP but which would still have a low filter loss—in other words, a fluid which would deposit a filter cake on the sides but would lay little or no filter cake on the bottom of the hole. EVALUATION OF CHDP EXPERIMENTAL Conditions governing the growth of filter cake on the sides of the hole are obviously different from those on the bottom of the hole. On the sides of the hole, cake will form continuously but at a decreasing rate, until eventually the rate of growth will equal the rate of cake erosion by the mud stream.' On the bottom of the hole, each time a bit tooth dislodges a chip the cake is removed, a fresh rock surface is exposed, and the filtration process must start over again. Thus the CHDP is determined by the amount of cake which can form in the interval between successive tooth strikes at a particular spot, normally a fraction of a second. Our first step therefore was to study filtration rates over the first second or so of the filtration process. These tests were conducted in the simple type of dynamic filter cell shown in Figs. 1 and 2. In this cell the mud was filtered through a train of rock cores while rotating blades kept the mud flowing over the surface of the core. The procedure was to evacuate the cores to 0.05 mm of mercury, saturate with brine, and assemble in the holder under brine. The permeability of the core train was then determined. A plastic seal was placed on the face of the core train, and a rip cord was attached from the seal to one of the blades. At the start of the test, 500 psi was applied to the mud, and the meniscus in the capillary measuring tube was adjusted to zero. When the blades were started, t,he seal was ripped from the face of the core, and filtration began.
