The outcome of these tests has been twofold. They have served to demonstrate that the tiltmeter is a useful and dependable instrument which could prove to be of significant value in reaching the goals of landslide prediction and control, and they have raised a good many more questions about the mechanism of slides than they have answered. It seems likely that many of the old concepts and assumptions will be modified or discarded as more knowledge of actual field phenomenon is gained. Safety and economy are paramount concerns in determining slope stability. These two considerations govern the feasibility and character of slope construction from start to finish.

AMIDST the tumult and the shouting of the times, there are perceptible certain tendencies, quiet though serious, to take stock of the situation with a view to putting our house in order, and of these none is more encouraging than the awakening, interest in the higher education, and especially in technical education. Various committees of the professional organizations have cast much light on the matter and have pointed the way to progress and reform, but their scope is necessarily restricted by the requirements of precision and any excursion beyond these bounds must be undertaken by the unfettered individual who is free to rush in where responsible committees fear to tread. A discussion of the bearing of the higher education on character scarcely lends itself to objective treatment and yet, fraught as it is with imponderables and abstractions, the theme cannot be escaped in any com-prehensive scheme of education. The question is being pressed with growing insist-ence, why these United States, relatively to Europe, are deficient in intellectual output, and the ready reply, "Because America is a new country and Americans are too intent on developing their natural resources," is too facile and too false to carry conviction.

Mineral engineering student enrollment in U. S. and Canadian schools for 1955-1956 is 11,408, an increase of 11 pct more than last year. The undergraduate and graduate engineering students in both countries number 251,765, or 13 pct more than last year. These figures have been released by the American Society for Engineering Education. The largest increase in the undergraduate mineral engineering group in the U. S. is in ceramic engineering, with 676 students, or 31 pct more than last year. The next largest increase is in mining which shows a gain of 13.5 pct, compared with a gain of 13.1 pct in the total undergraduate enrollment in all engineering schools approved by the Engineers' Council for Professional Development. This figure is 190,355, which approaches the prewar figure. Metallurgical undergraduates increased 13 pct; geological, 5 pct; and petroleum, 2.5 pct. This year the figures for geophysics are combined with those for geological engineering, making a total of 1610 undergraduates, of which the geophysicists comprise about one seventh.

This article summarizes some of the results of the continuing research activity at the Henry Krumb Schools of Mines, Columbia University, directed towards a better understanding of the stochastic behavior of slurry flows in underground coal-slurry pipeline systems. Fundamental ideas supported by field observations are presented and a Semi-Markov model of the slurry flows is developed. As a result of this formulation, behavior of combined slurry flows from N independent coal faces can be expressed in analytical form. The contents of a slurry surge tank receiving slurry flows with certain stochastic characteristics is investigated in a function of discharge pump characteristics and time.

Approximately 90% of all potash produced is employed as a fertilizer, either directly or with nitrogen and phosphorus. The remaining 10% is utilized in the manufacture of other chemical products. The original source of potassium was wood ash, however, today the term potash refers to all commercially important salts of potassium. The world's first potash mining operation commenced in Strassfurt, Germany, circa 1860, and since that time the industry has grown steadily to its present annual output of about 30 million tons of potassium chloride products or 18 million tons of Kg0 equivalent, potassium chloride or "muriate of potash" being equivalent to 63.1 % pure KPO.

Much has been written to explain decreasing profits in American industry. Foreign competition, the attitude of government, rising tax burdens and increased labor costs have been blamed in turn. Whatever the cause, management in the mining industry, as elsewhere, is increasingly aware of diminishing profit margins. A mine operator is usually unable to do much about the causes of decreased profits, even if he knows what they are, but he can check the trend in part by cutting the cost of operation. To do this, he must know what his costs are, which of them are most significant and then go about reducing them in a systematic and logical manner.

This one has a small load, but barrow men carry ordinarily 250 lb., occasionally 400 if with a helper. He goes about 18 miles a day and the cost is about 25c. gold per ton-mile, though it varies widely. 4. Coolie delivering coal balls in Pekin. He carries about 65 lb. On some roads with a different arrangement a coolie carries 133 lb., making about one ton-kilometer per day. 5. Truck used by the Government Fuel Yard at Washington. Carries 71/2 tons in an hour as far as a barrow man carries 1/4 ton in a day.

Kenneth A. Moon (U.S. Army Materials Research Agency)—The authors are to be congratulated for a very interesting and valuable paper. Their discussion of the structural implications of the results shown in their Fig. 5, however, requires a small correction. The model of Speiser and Spretnak with 0 = 1 and z' = 2 is perfectly reasonable for the Ti-O a phase, but Eq. [3] is valid only for solutions sufficiently dilute that the number of empty sites excluded by more than one filled site is negligible. The composition at which intrinsic saturation occurs therefore cannot be deduced from Eq. [3], but but must be decided by consideration of the structural details of the phase in question. In this case, intrinsic saturation is expected not at the composition Ti3O but at Ti2O, because Ti2O has the anti-Cd structurel4 for which each filled octahedral site has two nearby empty sites, one in the hexagonal plane immediately above it, and one in the similar plane below it. The other two models, with ?=1/3 and 1/2, imply a distinction between octahedral sites in pure titanium which is not easy to justify. The problem of extending Speiser's and Spretnak's treatment in a general way to more concentrated solutions will be the subject of a forthcoming publication by the writer. M. T. Hepworth and R. Schuhmann, Jr. (authors' reply)—The authors wish to thank Dr. Moon for calling to their attention the paper by Holmberg which presents the results of X-ray studies of Ti-O solutions ranging from 0 to 33 at. pct 0 and quenched from various annealing temperatures between 400" and 1800°C. Within these ranges, Holmberg found three types of phases: 1) At high oxygen contents (above 25 at. pct) and low annealing temperatures, he found the anti-Cd(OH)2 structure referred to by Dr. Moon. In this structure each titanium atom is in contact with 3 oxygens and each oxygen is in contact with 6 titaniums, the "available" oxygen sites corresponding to every other layer of octahedral sites in the titanium matrix. The limiting composition is Ti2O. However, this anti-Cd(OH)2 structure was not observed for samples containing 25 at. pct 0 or less. 2) For the specimen containing 25 at. pct 0 annealed at 400°C an ordered Ti3O structure was observed. This structure is related to the anti-Cd(OH)2 structure but differs from it by providing only two oxygens adjacent to each titanium atom and thus is consistent with the model represented by Eq. [5] in our paper, with 6 = 1/3, z' = 0. 3) For dilute solutions and for more concentrated solutions annealed at higher temperatures, the structure corresponds to that of the metal with random distribution of oxygens among all the octahedral sites. Thus, it is interesting to observe that the thermo-dynamic indications of ordering in the vicinity of Ti3O can now be supported qualitatively at least by Holmberg's X-ray evidence of the existence of an ordered phase of the composition Ti3O. That is, for solutions with oxygen contents close to that of Ti3O, both the thermodynamic data and the X-ray data are more consistent with models based on the ordered structure of Ti3O than they are with the model which Dr. Moon suggests corresponding to "intrinsic saturation" at Ti2O.

Brief Economic History of Quicksilver in the United States Quicksilver ore was first discovered in the United States at what was later the New Almaden mine in California, in the year 1824. Production also began here, but not until 1850, when it was stimulated by the active demand caused by gold-mining operations. Prospecting for quicksilver was active, high-grade ores were found and ample production lowered the price from $100 per flask in 1850 to about half that figure for the greater part of the next 10 years. During the succeeding decade, many new quicksilver mines were found; production increased at a time when the local demand diminished, so that most of the product was exported. The third decade of quicksilver mining in the United States witnessed the development of the pan amalgamation process, particularly in Com-stock silver-mining operations. A suddenly increased demand sent prices soaring, the all-time peak of quicksilver production followed, and the highest price was soon replaced by the lowest one on record. Huge quantities of quicksilver were exported between 1870 and 1880 and exports continued in decreasing measure for three decades to 1910. In

Since 1950, several papers have been published which have described various methods for studying mobility ratio effects. The methods which have been described for studying mobility ratio effects include X-ray shadowgraph techniques, stepwise potentiometric model procedures, stepwise numerical procedures, gelatin model studies and fluid mapper model studies. The purpose of this paper is to describe a procedure for using a resistance network for studying mobility effects. DESCRIPTION OF APPARATUS The basic unit of the experimental model consisted of a network of 840 resistors fastened to a sheet of black Lucite which was mounted on a wooden frame, Fig. 1. The dimensions of the Lucite sheet were 36 X 36 in. The resistors were fastened to the Lucite sheet at mesh points by means of snaps. The mesh points were arranged in a square pattern, 30 X 30 in., spaced at intervals of l1/2 in. The snap fasteners permitted several resistors to be "stacked" in parallel. By adding additional resistors to the basic unit, the specific resistance on each side of the flood front could be varied. The square network of resistors represented one of four symmetrical elements of a five-spot well pattern. The current input was analogous to an injection well and the current output was analogous to a production well." The power supply was essentially a full wave transformer-rectifier system for converting alternating-current into direct-current. The DC voltage could be varied from 41.43 to 290 v in steps of 41.43 v by selecting the proper outlet jacks. The major components of the power supply were: a Triro power transformer, R 11-A; a dual 5Y3 vacuum tube; two gas filled OD-3 tubes; and a Triplett voltmeter, model 227-1, range 0 to 500 DC v. A dynamic photoelastic analysis of stress waves interacting with a free surface is described. The free surface is that of a bench with a fixed bottom so common in quarry applications. The stress waves are generated by line charges of lead azide (Pb N,). Four models of identical geometry are investigated with the direction of detonation of the line charge varied between the four models. Dynamic photoelastic patterns are recorded and analyzed to indicate which method of detonating the line charge produced the largest magnitude of tension at the free surface. The mechanics of rock breakage by means of explosives has received considerable treatment by many investigators including Duvall, Obert, Broberg, Rinehart, and Langefors1-11 over the past two decades. Indeed in more recent years several texts12-15 have been written on the topic, treating a wide variety of subjects which are logically related to the modern technique of rock blasting. In rock blasting the chemical energy of a concentrated explosive contained in a relatively small diameter borehole is utilized to fragment the rock. The explosive is transformed into a gas with enormous pressures which exceed 10-5 bars18 This high pressure shatters the rock in the area adjacent to the borehole and produces dilatational and distortional stress waves which propagate radially away from the borehole. The state of stress associated with these outgoing waves produces a system of cracks which extend for a few feet from the borehole. The breakage produced in this manner is limited as the dynamic stress in the pulse attenuates markedly with distance. In the absence of a free surface, the stress wave propagates away from the source without further fracture. With a free face of rock near the drill hole, another mode of breakage occurs which is due to scabbing failure of the layer of rock adjacent to the free face. These scabbing failures are produced by the reflection of the incident waves and the conversion of compressive stresses into tensile stresses sufficiently large to fracture the rock. The detailed nature of the interaction of the stress waves with the free surface is complex and difficult to treat analytically. However, dynamic photoelasticity offers an experimental approach which gives a fullfield visual display of propagating stress waves and the reflection process. Applications of static photoelasticity to solution of problems related to mining technology have become relatively common (see, for instance, Refs. 17 and 18) with a plastic model loaded to produce a state of stress representative of that occurring in the workings of a mine. The application of dynamic photoelasticity is ex tremely limited. Tandanand and Hartman19 have used a multiple spark camera to study fracture in glass and plastic plates impacted by a chisel-shaped tool. This paper describes a dynamic photoelastic analysis of stress waves interacting with a free surface. The free surface is that of a bench with a fixed bottom so common in quarry applications. The stress waves are generated by line charges of lead azide (Pb-N6). Four models of identical geometry are investigated with the direction of detonation of the line charge varied between the four models. Dynamic photoelastic patterns are recorded and analyzed to indicate which method of detonating the line charge produced the largest magnitude of tension at the free surface. Experimental Procedure The model illustrated in [Fig. 1] was fabricated from a sheet of Columbia Resin CR-39 to represent a bench with a fixed bottom. Properties of the CR-39 pertaining to these dynamic experiments are listed in [Table 1]. Scribe lines on 1-in. centers are used to identify locations along the bench face. The bench height was 8 in., the burden was 3 in., and the overall dimensions of the sheet, 16 and 18 in., were large enough to eliminate reflections from nonessential boundaries during the period of observation of the dynamic event. To simulate a charge in a borehole, a groove 0.062 in. wide and 0.080 in. deep groove was cut into the sheet from one side. The lower end of the groove was 1 in. or 1/3 the burden distance below the bottom of the bench. The upper end of the groove was 3 in. or one times the burden distance below the upper level of the bench. The groove was packed with 60 mg of Pb No per in. of length, and ignited with a bridge wire detonator. Four different ignition procedures were used to examine the effects of detonation direction on the stress wave interaction with the free face of the bench. In Test 1 the line charge was ignited at the top and the line charge detonated downward. In Test 2 the line charge was ignited at the bottom and the charge burned upward. In Test 3 the charge was ignited in the center with the top half burning upward and the bottom half burning downward. Finally in Test 4 the line charge was ignited at both ends simultaneously. Sixteen high-speed photographs of the photoelastic fringe patterns representing the stress wave propagation were recorded for each of the tests. A Cranz-Schardin multiple spark gap camera 20,21 was operated at framing rates which were systematically varied from 110,000 to 250,000 frames per sec during each test.

Identified and utilized Arizona salt deposits are of two ages: 1) Permian in the Colorado Plateau, and 2) Tertiary in the Basin and Range country. Uses include: a) storage of energy fluids in man-made solution cavities in both Permian (Supai Formation) and Tertiary (Luke salt body) salt and b) production of marketable products by solution and evaporation of tertiary salt. The two liquid petroleum storage Projects have a combined storage capacity in excess of 380 million L (100 million gal). Current production of salt products approximates 32 kt/a (32,000 stpy). Increasing demand for both storage and salt products is anticipated.

This discussion relates to the distribution of coal under the di , of the U. S. Fuel Administration beginning Apr. 1, 1918. At t' L a definite method of controlling and directing distribution was put int effect. Prior thereto, although some of the machinery utilized was in operation, especially in the few weeks immediately preceding' Apr. 1, distribution had not been effectively and comprehensively organized. The writer was called to the Fuel Administration by Dr. Garfield about the first of February, 1918, to assume general direction of the distribution of coal for the Fuel Administration, to develop the general plans, and to obtain practical men to assist in this work and in carrying through the program finally devised. A study of the situation and conferences with the Fuel Administrator and leading men in the business made it plain that it would be necessary to begin at the bottom, measure the undertaking, develop plans to meet the need thus shown, and build an organization to effect the distribution required. This work had to be done under war pressure in the midst of a bad coal shortage. The successful performance of such a task is always primarily a matter of putting competent men in the right places and giving them the power and opportunity to function properly together. In the Distribution Division of the U. S. Fuel Administration, the men who were chiefly responsible for whipping plans into practical form and then for carrying out these plans were A. W. Calloway, of Baltimore, President of the Davis Coal & Coke Co., who served as the Director of Bituminous Coal Distribution; S. Lovell Yerkes, of Birmingham, Alabama, Secretary of the Grider Coal Sales Agency, who assumed general charge of distribution while the new plans and organization were being perfected and then became the Assistant Director of Bituminous Coal Distribution; Warren S.
