A large coal-fired power plant is to be built jointly by Pacific Power & Light Co. of Portland, Ore., and by The Washington Water Power Co. of Spokane, Wash., at a site about six miles northeast of Centralia, Wash. (Fig. 1 inset). Coal will be mined from nearby open-pit strip mines that will require cut slopes up to 250 ft in height. Coal will be removed from a seam approximately 50 ft thick, located at the bottom of the mine slopes. The coal fields are located in a geologically complex area that has been subjected to intense folding and faulting. As a result, the soils and rock comprising the overburden are highly fractured, jointed, and faulted. Classical approaches to slope stability based solely on the physical proper- ties of the overburden appeared to offer little assurance that theoretically stable slopes would remain stable. Further, the scope of the exploration program that would be required to provide a reasonable evaluation of the primary and secondary structural features from which a statistical evaluation could be developed was considered impractical. As part of the development of an overall mining plan, an experimental Pilot mine excavation, about 225 ft high and about 400 ft long at the base, was made within the coal field. This experimental cut was to provide firsthand knowledge of cut slope behavior. Our purpose at the Pilot mine was to observe the cut slopes as the excavation proceeded. To accomplish this purpose, the highwall of the experimental cut was instrumented to measure face movements and movement at depth behind the face. In addition, a detailed geologic map of the soil and rock conditions exposed in the highwall was prepared, and continual visual observations of the mine were made, noting significant events as they occurred.

The passing of Benjamin Bowden Lawrence in January, 1921, was a distinct loss to the engineering profession. Mr. Lawrence had a genius for reviving abandoned mines and developing them into substantial producers. A notable example of his work in this line was the Dives-Pelican near Georgetown, Colo. While on an exploring expedition in 1888, he examined this old mine and was convinced that bonanza ore still existed there. He located the owners of the property, and induced them to place sufficient capital at his disposal to enable him to re-open and explore this mine. So confident was he of the outcome that he undertook this work on a profit-sharing basis without salary. Within eighteen months the old Dives-Pelican was operating profitably, and for the following ten years it paid very substantial dividends. The late Theodore N. Vail was one of the owners of this old mine, and many years later, at a dinner given to Mr. Lawrence by the Alumni of Columbia University, Mr. Vail told the story of the resuscitation of the Dives-Pelican by Mr. Lawrence, and declared that the dividends he himself had received provided a large part of the funds that made possible the realization of his dream of establishing the long-distance telephone in this country. The E1 Cobre mines at Santiago de Cuba also owed their renewed life to Mr. Lawrence. Under his management, these mines produced and shipped several million pounds of copper per year. He was for several years consulting engineer for the Kerr Lake and other silver mines in the Cobalt region; the Kerr Lake became famous as a silver producer. Mr. Lawrence spent more than twenty years of his life in the mining camps of the West. He was but twenty-one years of age, and only a few months out of college, when he was appointed manager of the great Chautauqua Lode (a silver mine) located on Glacier Mountain near Montezuma, Colo. Here, isolated in the mountains for several months each year by ice and snow, he worked for five years to make these mines Pay. He possessed unusual breadth of vision and human understanding; he had ''personality plus," and when he opened an office in New York City as consulting engineer he quickly rose to an enviable position in his profession. Young engineers worked with enthusiasm under his guidance. He carefully selected his men, discussed fully with them the plans and policies to be pursued, then left them free to accomplish results in their own way. This attitude developed individuality and resourceful-

Poly crystalline wires of Fe-3.2 wt pct Si were cold-drawn to 31, 66, and 87 pct reductions of area. Mechanical properties and tnicrostructures were studied after recovery and re crystallization. An initial increase in strength during recovery was ascribed to strain aging, and subsequent softening was largely due to polygonization rather than re-crystallization. No unique actioation energies could be determined for the recovery process. Rather, activation energies ranged from 60,600 cal per mole at 10 pct recovery to 83,200 cal per mole when recovery was 50 pct complete. Sites for the nucleation of recrystallization were found to depend on time and temperature. In the early stages of re-crystallization, nucleation occurred in deformation hands. Later, or at high temperatures, recrystal-lized grains were nucleated primarily al grain boundaries. Polygonized structures did not seem to be preferred sites for nucleation. MUCH of the research on deformation, recovery, and recrystallization processes in bcc materials has been performed on single crystals or lightly worked polycrystals. Little study has been devoted to the relation of mechanical properties to micro-structure in polycrystals after severe deformation and subsequent annealing. This paper presents the results of a study of the tensile properties and microstructures of Fe-Si wires drawn varying amounts and annealed at a series of temperatures. EXPERIMENTAL PROCEDURE The experiments were carried out on an alloy of the following composition: 3.2 wt pct Si, 0.08 Mn, 0.016 C, 0.005 0, 0.0002 N, 0.0001 H, 0.008 P, 0.034 S. The material was received as l-in.-sq bars cut longitudinally from a hot-rolled slab provided by the Armco Steel Corp. The bars were forged to 3/8-in. rounds, centerless-ground to 0.250 in., and swaged to '0.108 in. All subsequent reductions were performed by room-temperature wire drawing at the rate of 2 in. per min. Each preliminary draft gave approximately 30 pct reduction of area and was followed by a l-hr anneal at 1010°C in dry hydrogen. ELECTRICAL power and distribution for the sulphide ore plant is an addition and extension of the existing power system which has served the oxide reduction plant since its inception in 1914. The power plant is located at Tocopilla on the west coast of Chile, some 90 miles from Chuquicamata. A brief description of this plant and the existing transmission system is necessary to an understanding of the problems involved in the provision for the sulphide plant load. Originally the Tocopilla power plant consisted of four Escher Wyss turbines driving Siemens Schuckert generators, each rated 10,000 kw. At various times, units of 10,000 and 20,000 kw were added, all of which operated at 215 psi and 600°F at throttle. In order to improve the economy of the station, a Topping unit was installed in 1938 together with a high-pressure steam generator of 360,000 lb per hr capacity. This unit is rated at 11,000 kw and was designed for 750 psi, 880°F. The exhaust from this turbine passes to the low pressure station header for operation of part of the low pressure turbines. Total kw generated by the high pressure boiler, topping turbine and associated low pressure turbines totals 33,000 kw and the total station capacity is 113,000 kw. This installation proved one of the most successful of its kind, operating almost continuously. The original plant was of German design and consequently European characteristics were incorporated into the system, the frequency being 50 cycles and voltages of 500, 5000 and 100,000 were used for low, generator, and transmission voltages,

Conservationists have launched an attack on the mining law of 1872, accusing it of permitting the min- ing industry to rob the public and despoil the environment while doing it. Michael McCloskey, executive director of the Sierra Club, and one who has made known his opposition to the law said, "environmentalists are unified in their agreement that repeal . . . is one of conservation's most urgent tasks . . . ." Charles H. Callahan, executive vice president of the National Audubon Society, paralleled McCloskey's sentiments, calling the law a "disgrace" and a "give-away." In his opening statement before the Senate Interior Committee, Chairman Henry M. Jackson (D-Wash.) said that legislation pending before the committee would put the hard rock minerals under a leasing system as is the case with oil and gas.

When your committee approached me for a talk on "Mechanics of Secondary Metals Collection," I replied that this subject would probably not be very interesting to a group of engineers and requested permission to dwell on the Westinghouse Salvage Setup. I will attempt to avoid duplicating the points covered by Mr. Bliven. The Westinghouse Electric and Manufacturing Co. has main manufacturing Divisions in 25 cities and 9 different states, scattered throughout the country, as well as Naval Ordnance Plants in two midwest cities, and a Merchant Marine Turbine Plant, and two special War Production Plants in Eastern cities. You can, therefore, see that we must have a well rounded pro- gram with the entire respect and sponsorship of the various Division Managements. That was not so easy to get. Management has been a great deal like the general public in the past. I am sure most of you can remember the not very ancient day when each town had a ragman who had a horse and wagon and went through the streets of the town, from door to door, picking up what scrap he could accumulate. He was known as a junk man, and indeed, with the exception of the very last few years, the attitude of manufacturing management was: "We have a job to do. We have a product to manufacture. We don't have time to bother with the junk business."

For $100 a month plus expenses, Thomas A. Edison in 1879 hired a colorful adventurer named Frank McLaughlin to go west as a prospector. A few months later, McLaughlin triumphantly returned to the inventor's laboratory in Menlo Park, N. J. "On his shirt bosom and fingers sparkled glittering stones," recalled one of Edison's associates. These were only the tangible parts of his new trappings. In addition, McLaughlin "now wore the title of major which he acquired somewhere west of Omaha."

Observations of ground behavior in mining the Choka Dulkan ore body have been described. Ore recovery was limited to approximately 60% because unconsolidated hydraulic fill did not permit either the widening of stope spans nor secondary ore recovery from pillars. Stope undercutting induced high stress concentrations. However, as extraction progressed, ground conditions improved but before extraction was complete they deteriorated again. After completion of a stope, the remnant rib and crown pillars continued to be deformed by other stresses for some time.

Commencing in 1922, each year a lecture has been presented to the Institute of Metals Division at this February meeting. The range of subjects has been very- broad. Some speakers have dealt with the most advanced work in the very heart of the science of physical metallurgy. Others have stimulated our imaginations by discussing the most recent progress in related fields of science. Others have told us of the latest art, which is at any moment of greater practical importance than the latest science, of metals. I feel that this broad precedent in the choice of subjects will justify my choosing to talk about some of the prosaic details of how, during the last generation, industry has effectively organized research to accelerate progress in our own and all other fields of science and related art. A number of years ago I visited one of this country's well-known research laboratories and had the pleasure of chatting for a few minutes with its equally well-known director. Being particularly interested at the time in the organization problems connected with industrial research, I broached that subject. My host stated in effect that he didn't believe in organized research. He was, of course, resorting to a rhetorical hyperbole. to pain: out the danger of overorganization which can so easily drift into regimentation and destroy individual initiative. Actually nearly all of us, much as we cherish our personal freedom of action, believe in organization because the history of progress in every field of human activity has been a history of men learning to work together, to cooperate, to create an efficient division of labor. We use organization to achieve this coordination. At the same time our form of organization must not stifle individual initiative or it will prove a deterrent rather than an aid to accomplishment. Research, too, must be organized for greatest achievement but especial skill and care are perhaps needed to avoid stifling the initiative of the individual workers. I have, of course, followed with keen interest and much benefit the vast amount . that has been said and written on this subject in the past twenty years but I still find new stimulation in discussions with my good friends working in this field. It is my hope that this discussion may serve a like purpose. It would be ungracious not to make due acknowledgment to the many able contributors to this particular phase of human progress, but their very number and the great volume of their writing makes it impossible to trace to any one individual a particular significant and valuable idea. I shall content myself therefore with this general acknowledgment and with acknowledgment of the specific debt that every research man owes to those who have so ably kept before the public, and in particular before industrial executives, the place of research in the modern scheme of things' Because of the legitimate publicity thus given to research, the day is past when any

An experimental study of the movement of markers in the systems Cu/a-brass, Cu/Sna-solid solution, Cu/Ala-solid solution, Cu/Ni, Cu/Au, Ag/Au, employing many types of markers and a variety of temperatures. Marker movement is confirmed and undoubtedly associated with the manner in which atoms move during diffusion. EVERAL years ago Smigelskas and Kirkendall' •S reported measurements on the interdiffusion of copper and a-brass and on the movement of inert markers placed at the original join. These markers were observed to move toward the a-brass side of the join, and from this it was inferred that zinc diffuses in a-brass more rapidly than copper. Similar results were reported a little earlier for the diffusion of solvents into high polymer solids.' This has attracted much attention, particularly from those interested in the mechanism and the theory of diffusion: Seitz3 has employed it in supporting the vacancy theory of diffusion; from the data Darken4 has calculated separate diffusion coefficients for copper and zinc, developing a "phenomenological" theory of diffusion; and Bardeen5 has employed it in constructing a general theory, including therein the work of Seitz and Darken, as has Le Claire. These matters have recently been reconsidered in a sympo~ium.7 Some reason has existed for questioning the work of Smigelskas and Kirkendall.' Their technique consisted in electroplating copper on a-brass, upon the surface of which Mo-wires had been secured, and then diffusing, measuring the extent of diffusion along the normal to the join, and measuring the marker displacement in the same direction by a comparator determination of the distance between Mo-wires on opposite sides of the electroplated brass sample. It has been suspected that the copper plate might have been porous, and that the original interface might have been an imperfect join, both contributing to the transfer of the volatile zinc by vapor transfer;' it has also been questioned whether the marker movement might not in a measure be a property of the marker itself; etc. These legitimate questions require experimental answers; the present paper offers such answers. Moreover, Smigelskas and Kirkendall studied the effect only in the Cu-Zn system and at one temperature; the attention which the work of Smigelskas and Kirkendall has commanded recommends similar

At the turn of the century, 90% of the energy output in the United States was generated by coal, and Pennsylvania was the ranking producer of this fuel. With the huge resources of easily accessible coal found by its early settlers, the Commonwealth was the nation's chief powerhouse for nearly 100 years. In 1928 alone, Pennsylvania mined a billion dollars' worth of coal-or enough to fill a train reaching more than twice around the world at the State's latitude. Coal constituted nearly 67% of the freight of Pennsylvania and was responsible for the State's $4-billion iron and steel industry. Pennsylvania was slow to take up its position as the greatest coal-producing state in the union, but the knowledge of its coal assets was not slow in accumulating. In fact, long before the white man arrived, the Indians were aware that many of the hills were underlain by black stones that would burn. But awareness was not enough. The early Pennsylvania settlers confined themselves to the southeastern corner of the State and had little need or concern for resources further inland.

Discussion of the paper of HOWARD R. HUGHES, presented at the Now York meeting, February, 1915, and printed in Bulletin No. 99, March, 1915, pp. 629 to 635. I. N. KNAPP, Ardmore, Pa.-The claims made in the paper for the Sharp & Hughes cone bit are modest. I have used it with satisfactory results. It is a wonder for eating through hard, brittle rock; it will drill through iron pyrites that the fish-tail bit cannot enter. Soft ground is apt to contain concretions that are much harder than the containing ground. ?We have at times in drilling with a fish-tail bit thought the hole was partly in such hard material and partly in soft, thus making a difficult place to drill past in the ordinary way. By changing to a Sharp & Hughes cone bit such obstructions were easily overcome. This cone bit has greatly widened the range of work that may now be profitably accomplished by the hydraulic rotary method of drilling. It is not, however, adapted to drill soft or sticky ground, the old fish-tail bit being better for such purposes. The fish-tail bit usually scrapes its way through the material drilled, but not always. I believe at times it cuts and chips in soft friable rock. That is, the bit seems to bite into the rock, and when sufficient torsion is put on the drill stem it breaks its hold and jumps around and chips the rock from the bottom of the hole, like a stone cutter's chisel, and then takes another hold. This condition occurs only in friable material when the bit is sharp and the feed properly controlled. The Sharp & Hughes cone bit is a most valuable -tool for the rotary driller.

A FEW copper-zinc-base alloys meet die-casting requirements reason- ably well, although improvements are desired. Aluminum bronzes, high-tinbronzes and some copper-nickel-zinc alloys can be die-cast, accordingto Herb,1 but seldom are because of such factors as higher melting ranges and greater cost than certain of the brasses. Fox2 has summarized the copper-base die-casting alloys that were in commercial use in 1937 and has given the effects of different alloying constituents. Table 1 gives some of the properties of these alloys as reported by Fox. TABLE 1. AT the meeting of the Board of Directors in March 1945, plans were discussed for a special General Meeting to commemorate, in an appropriate way, the founding of the Institute at Wilkes-Barre, Pennsylvania, in 1871. It was decided that seventy-five years of growth, progress, and achievement; of service to the profession, to the mineral industry in all its branches, and to society at large should be fittingly celebrated. Harvey S. Mudd, then President of the Institute, was authorized to appoint a General Committee on Arrangements as well as necessary working committees. On June 6, 1946, Louis S. Cates, as President, at a special meeting of the Pennsylvania-Anthracite Section at Wilkes-Barre, officially announced plans or a three-day meeting to be held at The Waldorf-Astoria, in New York City, September 16-18, 1946. Four major sessions to be addressed by eminent speakers had been-planned in some detail to constitute a "World Conference on Mineral Resources." The U. S. Department of State had dispatched a 1500-word airgram to all its diplomatic posts giving worldwide publicity to the scope and importance of the meeting; and formal invitations had been issued to more than 150 institutions in 40 foreign countries to send official delegates. These included scientific and engineering societies, educational institutions, and sundry government agencies connected with the mineral industry. However, about a month later it was found necessary to postpone the celebration. The reason was an unforeseen expansion in the requirements of the United Nations for hotel living space in New York to accommodate delegates to the meeting scheduled to start September 3; and, of course, U.N. delegates would be given priority. It was decided to postpone the Celebration-conference to the week beginning March 17, 1947; t6 devote the first three days primarily to the Celebration; and to follow it with the technical sessions, committee meetings, and other functions, that are regular features of the Annual Meeting. To accommodate the combined "show" it would be necessary to hold some of the Annual Meeting sessions at another hotel;

The production of petroleum in Canada is relatively small in proportion to the amount of oil consumed. Production figures are given in Tables 1 and 2, which show that the production in Alberta for 1934 was more than for the whole of Canada in 1933. The production of natural gas for Canada is shown in Table 3, In Turner Valley, the largest producing gas and oil field in Alberta, seven naphtha wells from the Paleozoic limestone and one crude oil well from Lower Cretaceous strata were completed during the year. This report covers most of the counties in North Central Texas in which oil is being produced in commercial quantities. The exceptions are McCulloch and Runnels, which were omitted because the production is small and the detailed information necessary for a report is not available to the writer. Complete information was not available regarding the number of wells drilled in this district during the year. The writer wishes to thank Mr. T. F. Petty, of the Humble Oil and Refining Co., Wichita Falls, Texas, for information used in compiling Table 2.
