LEDOUX).-If there ever was a question in the mind of anybody as to whether there are some mining engineers, I think if they would look in the door tonight they would decide there are. We meet here tonight not only to enjoy a smoke and other incidentals which are permitted us in these days, but with a more serious thought in our minds, because that flag, with its 540 stars, only begins to show the number of our membership that are serving the country. We are thinking of them, and when we consider how many of those men are also citizens of one or another of our allied countries, we can imagine that many are tonight thinking of us and perhaps have received, even at the front, notices of our annual meeting and are wondering what we are doing tonight; so our thought this evening will be going out to them, going out to those of our number who are serving in the khaki or in the blue, or in other activities denied to some of us for one reason or another; but, gentlemen, there is one thing we will do now, we will rise and sing together r the Star Spangled Banner. Gentlemen, not only are American citizens here tonight, not only representatives of our country on the Speakers' platform, but. there are representatives of our Allies, and we are going to have the privilege of listening to one or two of the latter, a citizen of the great British Empire and a citizen of France. He has been loaned to us to take charge of training Columbia University students, after two years or more in the trenches, and lie carries with him the only German thing in this room, a German bullet in his shoulder. LAGGING technology and the slow spread of information have been the chief obstacles to widespread participation in minimizing the industrial pollution load. These obstacles can be conquered by fact finding and applied research. There are three aspects to the problem of water-borne mineral waste: to minimize the amount being thrown away, to select a predisposal treatment, and to use the products or dispose of them. It is often possible to minimize the waste by making very minor changes in the process that produces it. For example, a manufacturer of automobile bumpers greatly reduced the dragout 'from a plating bath by modifying the design and position of two boltholes.' A plater of automobile hubcaps installed a drainage bar and decreased the loss of chrome-plating solution to the rinse water by about 80 pct.' The mill at a western mine found it possible to discard 60 to 70 pct of an ore with minimum treatment," so that the processing effort could be concentrated on a high-graded slime, with significant reduction in costs and improvement in recovery. The possibilities for waste reduction through process changes are limited only by the imagination. A recent patent points out the advantages of using No. 1 fuel oil instead of water in wet-process cement making;& the fuel oil presumably has better properties than water for this purpose and is said to be almost com'pletely recovered or utilized, so that there is no waterborne waste. Recycling to reduce wastes and improve process economy is very well illustrated in vanadium and uranium recoveries from relatively low grade ore. Ores containing 6 pct calcium carbonate were found to give poor vanadium recovery by the salt-roasting process because the vanadium was converted to water-insoluble calcium vanadate. The phase VPt has been reported to have a crystal structure of the B19 (AuCd) type at low temperatures.''' A recent investigation3 has indicated that this phase forms by an ordering reaction from the disordered fcc Pt(V) solid solution which is stable at high temperatures. olander4 has shown that there exists a close structural relationship between the orthorhombic B19 structure and a fcc structure possessing the L1 , (CuAu) type of atomic ordering. One may derive the B19 structure by a shear-like displacement of the atoms in the (002) plane of the ordered fcc lattice along the (010) direction through a distance equal to one eighth of the unit cell dimension, see Fig. 1, followed by an orthorhombic distor; tion of the cube axes such that a = 2.693A. h = 4.413A. and c =4.767A (estimated uncertainty 0.005A). Filings of this phase were produced by grinding a VPt alloy having the B19 structure with a diamond dental grinding disc. When these filings were subjected to X-ray diffraction examination, a pattern of a severely cold-worked fcc structure was obtained. higher solution temperature used (1200 C) or to a much lower oxygen pressure than he reported, due to transfer through many bends and tubes in his complicated apparatus. An interesting observation was made when an oxygen addition was attempted in a cylindrical sample of columbium in the cold worked condition rather than in the annealed condition. The interior of the sample re-crystallized during the oxygen addition at 900°C. The periphery, however. (1 mm) did not recrystallize. A similar sample without oxygen recrystallized throughout the entire cross section. It appears that the re-crystallization is hindered by interstitial oxygen. Presumably, the interior recrystallized before appreciable oxygen could diffuse into the core. This work was supported by the United States Atomic Energy Commission. When the filings were annealed in a high vacuum furnace for 15 min at 110O0C, however. they returned to the B19 structure perhaps as a result of reordering. Subsequent less-severe cold-working of these filings by grinding in a hardened steel mortar and pestle at room temperature produced a transformation into a cold-worked L1, structure which was slightly tetragonal. Thus it appears that the degree of deformation may influence the final structure. Considerable line-broadening was observed in X-ray diffraction patterns obtained from the cold-worked filings and therefore no attempt was made to obtain accurate lattice parameters. Abstract-This paper describes the analytical characteristics of Western subbituminous coal and the manner in which these characteristics apply to their use in a utility-sized steam generator. It compares these characteristics with those of typical Midwestern coal and Eastern bituminous coal. The paper also reviews in detail the design considerations that must receive attention when various blends of these three coals, or any combinations thereof, are planned to be used. This research paper describes variations in analytical and utilization characteristics when coals from different origins are blended in order to achieve a predetermined sulfur content for the purpose of predicting sulfur oxides emissions as they affect environmental regulations and the resulting alterations in utilization characteristics such blending would cause, and how such blends of coal would affect a utility-sized steam generator.

The year 1939 in Kansas, with a production of 57,944,300 bbl. from 19,669 wells, shows a slight recession from the peak of oil production reached the previous year, when slightly over 59,000,000 bbl. of oil was marketed. The previous peak had been reached in 1917 with 45,451,000 bbl. marketed. Another still earlier peak had been reached in 1904, when slightly less than 5,000,000 bbl. was produced and sold. The production of gas probably reached a new peak during 1939 with a total of over 69 billion cubic feet. Between the peak of the year 1908, when over 80 billion cu. ft. was produced, and that of 1939 the production dropped to 16 billion cu. ft., in the year 1921. During the year 1458 wells were drilled. This figure is somewhat lower than that given in several trade journals, because it does not include wells that were deepened or recompleted in a different geological horizon. Nearly 75 per cent (1029) of the total number of wells were completed as commercial oil wells (824 in western and 205 in eastern Kansas). The commercial gas wells completed number 71, of which 24 are in eastern Kansas and 47 in western Kansas. The remaining completions include 154 dry holes in eastern and 204 dry holes in western Kansas. Based on daily potential capacity the new discoveries of the year accounted for a cumulative initial production of 264,000 bbl. in eastern and 1,158,827 bbl. in western Kansas. It is interesting in this connection to note that the number of wells completed in the state rose gradually to a first peak in 1904, when 2782 were drilled. The number dropped off rapidly to 368 three years later, but rose to the second and highest peak in 1918, when 4671 wells were completed. In the period between 1904 and 1912 more gas wells than oil wells were completed. Between the high peak of 1918 and the somewhat lower peak of 1937, the low point was reached during 1931 with the completion of only 470 wells. In the matter of new pools discovered, Kansas again ranks high. The exact number depends somewhat upon the interpretation of a "new" area—whether it should be called a new pool or a long extension of an older pool. Grinding Practice-These tests were run in the 9 ft diam by 8 ft long grate discharge ball mills at Climax. Each mill functions in closed circuit with a 78 in. Akins duplex high-weir classifier, and a circulating load of 300 pct is maintained. The size of the mill feed is 6 pct on 3/8ths, which is ground to pass 28 mesh. Testing Methods-Each grinding section is equipped with a conveyor scale on the ball mill feeder belt, a watt-hour meter on the ball mill motor, and an automatic sampler for the ground product. These instruments are exceptionally valuable to the mill testing program.

THE following notes were taken on a trip through northern Korea in the fall of 1910. We started with about 19 Korean ponies, and as many Koreans, from Shin Anju, on the railway from Seoul to Antung. We passed through the ancient walled city of Anju, and thence up the valley of the Anju river. We then crossed over to the north into the Kalsan drainage, thence over another divide to the Chasung river, and finally reached the old Korean copper-smelting camp of Tong Jom-in all a distance by trail of about 200 miles. The return trip was made with ponies to Mampochin on the Yalu river, and thence down the river in a junk to Antung. The route of travel is shown on the sketch map, Fig. 1.

Campbell,' in 1896 said: "The Birmingham district in Alabama has certain great advantages for there are few places in the world where fuel and ore are so near together, although, unfortunately, both are of inferior quality; the ore being low in iron and high in phosphorus and the coal giving a weak and impure coke." This statement could not have been questioned in 1894, but by 1896 several Robinson-Ramsay washers had been put into operation and weak and impure coke was a thing of the past. The Warrior coal field of Alabama contains six seams that yield coking coal of excellent quality. In descending order, they are Brookwood, Milldale, Pratt, America, Mary Lee, and Black Creek. In each of these, however, bands of rock and bone coal of varying thickness are stratified with the coal; and while some of these impurities can be separated from the coal by the miner, much of it must be loaded out with the coal. Consequently, unless the coal is washed before being coked, it will yield a coke of varying ash and sulfur content quite unsatisfactory for blastfurnace use. At present, the Gulf States Steel Co. is producing run-of-mine coal at its Virginia mine, from the America seam, that is uniformly low enough in ash to permit of coking without washing, but this is the only exception to the above statement. Alabama was the first state to experiment seriously with coal washers, was the first to install washers on a large scale and, up to the present, has maintained the lead. The Alabama State Mine Inspector reports that during 1923 20,919,303 tons of bituminous coal was mined in Alabama; 12,858,499 tons of which was delivered to coal washers for treatment.

Preliminary estimates indicate that world consumption of petroleum and related fuels in 1938 will be close to 1,908,000,000 bbl., or approximately 7,000,000 bbl. less than in 1937. This total does not include military consumption in foreign countries, which for obvious reasons is not made public. Foreign military consumption in any one year, however, is approximately represented by the difference between the total production of petroleum and related fuels and the "partial total" consumption above noted, after adding any decrease, or subtracting any increase in stocks in the United States. Fig. 1 illustrates this "difference" and shows that in 1937 and 1938, owing to the wars in China and Spain and the possibility of armed conflict in Central Europe, foreign military consumption—and possibly additions to foreign stocks—increased nearly 70,000,000 bbl. in 1937 over 1936 and remained at this high rate throughout 1938. No official information on foreign oil stocks is available to the writers. Table 1, recently published, purports to give the oil in storage in some of the European countries, but it is not known whether the figures include oil stocks for military purposes. It should be noted that with the annexation by Germany of Austria and part of Czechoslovakia the consumption of the country has increased to 53,000,000 bbl., which is about 36,000,000 short of the German produc-

THE Committee on the Elimination of Waste in Industry, of the Federated American Engineering Societies, in its report says that "Waste in -industry is attributable to four causes: 1. Low production, caused by faulty management, of materials, plant, equipment, and men; 2. Interrupted production caused by idle materials, idle plants, and idle equipment; 3. Restricted production intentionally caused by ,owners, managers, or labor; 4. Lost production caused by ill-health, physical defects and industrial accidents. The committee sent out elaborate questionnaires, and in them divided the responsibility into Manage-ment, Labor, and Outside Contracts. These question-naires showed that in the different industries examined the responsibility of Management was from 50 to 80 per cent. and of Labor from 9 to 28 per cent. The percentage of responsibility that Management was held accountable for was much larger than any of us supposed. However, when this question is studied, we realize how necessary it is to select, in the first instance, suitable personnel, in the form of directors, managers, heads of departments, experts, etc. We would like to -believe that the percentage of responsibility of Management for waste in the mining business was less than that quoted above, but there are so many mining properties started up and operated by men of no experience in such lines, and there have been so many improvements in late years in mining and metallurgical methods not taken advantage of, that we can not believe that. the percentage will vary much from that already quoted. Quoting from a report approved by the Committee on Management of the American Society of Mechanical Engineers: Management is the art and science of preparing, organizing, and directing human effort applied to control the forces and util-ize the materials of nature for the benefit of man.

THE inorganic non-metallic minerals, that is, the non-metallics exclusive of coal, oil, gas and related minerals, constitute the basic raw materials for a number of essential industries. It is estimated that the value of the raw materials in this group produced in 1919, together with certain of the primary products ordinarily manufactured at the mine, exceeded $800,000,000. They are employed chiefly in the building, agricultural, and chemical industries. It has been estimated, by the Bureau of Mines, that approximately 00,000,000 worth of non-metallic minerals and their products were used in the building trades during 1918; with the great increase in building since that date and the increased cost of materials, the value of non-metals used in such industries during 1920 probably exceeded $500,000,000. The chief of these materials are cement, building stone, crushed stone, sand and gravel, clay products, lime, gypsum, glass materials, slate, talc and soapstone. In many of the producing industries of this great group, the waste is so great that the expense of handling it is an important item in the production cost. The utilization of waste is receiving unusual attention in many of the non-metallic industries at present. The most obvious advantages of such utilization are: (1) Conservation of mineral resources, (2) the removal of waste heaps that in many places obstruct development, (3) manufacture of new and useful products, (4) reduced production costs through elimination of a large part of the item of waste-disposal expense. In many industries there is keen competition between producers of various products used for the same purpose, so that advantage will accrue to the manufacturer who is able to reduce his production costs.

Chip formation in rock under a line load and in front of a drag bit cutter is numerically investigated. Analysis is accomplished by a special purpose interactive graphics finite element code, SICRAP, written for the simulation of mixed mode crack propagation under 1inear elastic fracture mechanics assumptions. The first study provides some interesting qualitative results, and in the second study, correlation with experimental tests on chip formation by drag bit cutter in Berea sandstone is found to be very satisfactory. This indicates that elastic analysis, coupled with fracture mechanics, is capable of modeling rock cutting.
