All resources within the ken of the Secretary have been tried out to secure these photographs without avail. At the request of representatives of the Treasury Department, President Winchell appointed the following committee, which .held a two-day conference with the Treasury representatives in Washington Oil Oct. 6 and 7 to aid in deciding upon the principles of mine taxation to he adopted by the Government. The results of this conference, which is not yet concluded, will be published in a future Bulletin.

The 37th meeting of the Boston Section was held at the Engineers' Club, on Monday evening, Oct. 2, 1916. Fourteen members and guests attended the dinner. The Society was fortunate in having present not only the announced speaker, J. G. Carleton of Marblehead, Mass., but also a brother member from afar, Thomas Warner of California. Mr. Carleton, who has spent the' past few years in South America, gave an informal talk on the mining of the precious metals on the South American continent. He drew a comparison of the geographical distribution of the precious metals in North and South America and pointed, out the similarity in the geological occurrence of the eastern mining, regions, mentioning particularly Venezuela and Brazil. He also directed attention to the fact that the great placers of the northwestern part of North America had their counterpart in the gold-bearing region of Columbia. The marked contrast between the southern end of North America, so rich in metals, and the southern part of South America, so poor in mineral deposits, was clearly brought out. It is difficult to avoid the conclusion that the South American Cordillera is less intensely mineralized, than the corresponding mountain.

A few useful data and statistics are furnished, yet not complete statistics that are available elsewhere. Geology has been treated in simple terms because the reader is presumed to have little interest in the names of formations and of oil sands. Mineral deposits are more or less analogous. Carryalls have already moved over 3 million tons of material at costs comparable to or lower than for conventional truck and shovel operation, and a major program of scraper stripping and ore production schedules has developed from early isolated scraper applications.

Aggregated models of a bank of flotation cells have frequently been used, assuming that a single-cell model can be used for control and estimation purposes. In this paper we investigate the feasibility of this approach, and show that single-cell aggregated models may very well be used in order to estimate the aggregated net flotation rate constants of the bank. These estimates would usually be very crucial in order to control the plant.

In an effort to gain a better understanding of shale joint behaviour, normal-only and shear creep tests were performed on artificially prepared shale joints. Pre- and post-test surfaces were examined for changes in morphology. This paper discusses both of these programs and the results derived from them.
