The mathematical analysis of diffusion curves in solid metals is carried out ordinarily by analogy with the flow of heat in a continuous medium and no account is taken of the fact that the materials involved are composed of discrete particles that move discrete distances at irregular intervals. It is possible to treat the problem on the basis of simple assumed atomic mechanisms, in which case, because of the small scale of the elementary process compared to the gross effects observed experimentally, the two procedures lead to the same expression for the variation of concentration with distance. Thus, for engineering purposes, the usual methods are quite satisfactory. If, on the other hand, our purpose is to go beyond the mere collection of data, however desirable this may be, it is necessary to recognize and understand the factors that are of fundamental importance. One factor that has not hitherto been considered when dealing with solid metals is the difference in atomic weights of the isotopes of a single metal. While all the atoms of a given element are alike chemically, their weights may vary by a small but significant amount, and atoms of different weights may have different diffusion rates. With gases this variation in isotopic weight produces a change in the rate of diffusion by a factor inversely proportional to the square root of mass. While, except for the lightest gases, this is not a large effect, it is, for example, sufficient to permit a considerable concentration of one isotope at the expense of others. If metals exhibit a similar phenomenon, some modification of the analysis of the diffusion process will be required, since the different isotopes of a given metal will have different probabilities of moving and the heat-flow analogy will contain a fundamental error. This situation cannot be rectified by using a diffusion coefficient based on the average probability of moving, and it can be shown that even when the diffusion coefficient is independent of composition, the diffusion curve will not agree with the simple theory except in the rare cases where only one isotope exists; e.g., gold. If, however, the mass effect in the solid state were no larger than in the gaseous, the errors arising therefrom in the analysis of ordinary diffusion curves would be quite negligible. Nevertheless, our desire to obtain all possible information concerning the details of the diffusion process, and the possibility of diffusion in the solid state as a means for separating isotopes are cogent reasons for undertaking an experimental study to determine whether isotopes of different masses diffuse at different rates. The voice of the farmer is raised in appeal to the Government to relieve him from the dilemma of his own fertility. In answer the Government employs thousands of experts and spends millions of dollars to aid the farmer. But to what end? To make him still more efficient so that he may produce even greater surpluses? Not satisfied with the result, it spends other millions to prepare vast areas of the arid land of the West for more farmers to cultivate and insure yet larger surpluses. Then what? The use of radioisotopes in obtaining basic information on large scale industrial processing is illustrated with two examples. The first is concerned with the operating characteristics of a kiln scrubbing tower and the second with those of a Hardinge ore mill. The examples show the advantages associated with the industrial use of tracers as well as the limitations. The Atomic Energy Commission regulations governing the use of radioisotopes in this manner are also discussed. The nuclear properties of radioactive isotopes have provided a new technique for obtaining basic information on large scale industrial processing. A small portion of the process stream is made radioactive by mixing with a suitable radioisotope or by irradiation in a nuclear reactor. The "tagged" portion is then part of the normal process stream and can be followed by detection and measurement of the associated radioactivity. The advantages of radioactive tracing over other forms of tracers are well known, and include such factors as chemical similarity, capability of precise determination of very small quantities due to the high sensitivity of detection apparatus, and the absence of foreign element contamination of the final product. This report will illustrate two applications of the use of radioactive tracers in large scale industrial processing which have provided information that would have been hard to obtain by other means. INTRODUCTION I retired in 1977 and have been enjoying myself ever since doing odd jobs for various people - on occasions, politicians. I commend it to you as post retirement - get involved in situations that nobody else will take on. It produces all sorts of excitement, it is a lot of fun and, courtesy of the media, you provide great raw material for their current Punch and Judy shows. The example of the adventures in the Escondida financing made me think about the history of the minerals industry in the United States. In order to see more clearly what is going to happen in the future, we have to look at the past and what we have learned, and try to extrapolate from that a scenario for the future. This paper is about global material cycles and the financial needs of the extractive industries. Since about 2,000 years B.C. we have been living in the Iron Age. Since about 4,000 B.C. we have been living in the Copper Age. These have been the two foundations of modern industrial society. Understanding the use of metals and materials helps us understand the civilization in which we live today. Let me focus more closely on the United States, particularly in this century. In the first two-thirds of this century the United States was growing and expanding and developing. It was providing for its inhabitants a society which was enjoying the benefits of a rising standard of living, improved opportunities and the ability to support a population growing at quite a dramatic rate. It is still growing. In the Department of Commerce, there is a clock that shows how many people there are in the United States. It turns all the time; the numbers are going up. On January 21,1980, when Ronald Reagan was sworn in as President, the number on that clock was a little over 220 million, and in the last week before he left, it was travelling towards 245 million. During his period in Washington, we have added , the equivalent of one total state such as California. That gives the dimensions of the U.S. appetite for raw material inputs. The inputs are of critical importance. COMPARATIVE ADVANTAGE During the first two-thirds of this century, the minerals sector enjoyed comparative advantages. There was a clear understanding of the importance of minerals enshrined in the tax legislation of the country from the early decades of this century - the depletion allowance. No other country identified as clearly that the supplies of minerals were finite. As they are used up, just as with a wearing-out machine, one must get capital back to replace the resource when the time comes. Within the last decade, that idea has been questioned and criticised. It is now seen as giving money away to a preferred part of the economy, instead of recognizing what depletion is all about. In previous times it insured that the U.S. always was able to regenerate the capital in its minerals industry, so that it could remain competitive. The U.S. had plenty of everything, including energy. We had a growing population. Equally important, we had an agriculture that led the world in productivity, even as far back as the turn of the century. It continues to do so. We still retain that comparative advantage, an ability to produce our foodstuffs in quantity and quality at excellent cost. Look at another ingredient of our comparative advantage, the energy position. We ran through the first two-thirds of the century with ever- decreasing energy costs. In the 1940s and 1950s the coal industry went into a decline. Why? Because the $3.00 - $5.00 a ton cost of mining coal in the U.S. represented relatively expensive energy. A ton of good grade bituminous coal contains 25 million BTU's. $0.20 a million BTU's represents $5.00 a ton at the pithead. COKE and by-products have prime importance in the war program. The past year was marked by the construction of new and the rehabilitation of old by-product and beehive ovens and by the increase of production from existing plants to practically 100 per cent capacity. W. T. Brown's paper, "Plan to Improve Blast-Furnace Coke," presented at the Fuels Conference in St. Louis, Sept. 30, showed how the blending of low- and high-volatile coal improved the physical properties of coke and that improvement of the quality and uniformity of coke favored an increase of blast-furnace capacity- a vital need in the war program. Others in the industry have likewise increased production of coke or recovery of by- products by various innovations or changes in operation. Recognition of the value of pooling these developments for the benefit of the entire industry led to organization of a survey of coke- oven plants and blast furnaces by the Bureau of Mines in co-operation with the Solid Fuels Co-ordinator with a view to improving metallurgical coke production and recovery of by-products. This survey is being conducted with the help of an advisory committee consisting of representatives of the Bureau of Mines, the Solid Fuels Co-ordinator, the War Production Board, and the blast-furnace, coke-oven, and coal-mining industries.

THE use of copper sulfate for improving the flotation behavior of sphalerite is probably at least 15 years old. The original discovery of its activating influence is somewhat obscure. The story goes that in the mill at Mascot, Tenn., its favorable action was discovered by accident, early in 1914, as follows: The original laboratory test work on a sphalerite ore gave favorable flotation results, but after a mill had been built the flotation concentration of the ore was very unsatisfactory. In diagnosing the probable reasons, one fact pointed out was that the laboratory test machine had been constructed of bronze whereas the commercial machine allowed pulp to come in contact only with wood and iron. A plate of sheet copper was hung in the flotation machine and results immediately improved. At first fanciful explanations of electrolytic and electrostatic behavior were given credence, but when the copper plate was removed and a small amount of copper sulfate substituted in the pulp an even more favorable result was obtained. Toward the end of 1914 copper sulfate was also adopted in the acid flotation circuit of the Butte and Superior Copper Co. Just who is responsible for the original discovery the present writers do not know: It seems strange that in that era of flotation litigation this discovery was not patented. While for pragmatic purposes it may be sufficient to know that the mere addition of copper compounds to a flotation pulp is sufficient to activate the flotation of the sphalerite, for scientific purposes it is quite desirable to know more about how the action takes place. It is the purpose of this paper to present certain evidence dealing with the mechanism of the beneficial effect. The description of the effect as activation in contradistinction to depression is now common in both the English and German languages. It makes no assumptions as to whether the zinc sulfide surfaces have been filmed with copper compounds. In fact, the principal differences of opinion expressed in the literature deal with whether there is an actual formation of CuS (or even Cu2S) on the surface of the sphalerite.

THREE GENERAL REASONS exist for applying metallic coatings to steel: to improve its appearance, to resist corrosion, and to resist wear and abrasion. Coating steel with other metals to improve the appearance and to resist corrosion is an old practice; coating for resistance to wear is one of the newer development's' that has become of importance with the development of chromium plating. Coating for improvement in appearance is practically confined to electroplating. Metals like copper, nickel, silver, chromium, cadmium, zinc and tin, because of their pleasing color, are used for this purpose. But these metals are never quite corrosion-proof, except cadmium and zinc, when applied directly to steel. Improvement in color or appearance must be permanent and therefore corrosion-resistant and tarnish-proof. For this reason, with the exception of cadmium, zinc and tin, the above metals are used in combination to obtain appearance and resistance to corrosion. Resistance to tarnish is dependent on the property of the particular metal. Chromium, being nontarnishable, has made it possible to obtain combination coatings of copper, nickel and chromium, copper and chromium, or nickel and chromium, which improve the appearance and also resist corrosion and tarnish. Such coatings find a wide field in decorative work particularly the copper-nickel-chromium combinations, and when properly applied are very satisfactory.

The Anaconda Co.'s Geological Department at Butte, Mont., was started early in the Company's history because of litigation involving vein ownership and extralateral rights. The problems, some of which were resolved in courts, were many because of the large number of veins and lode locations. Defensive action was required to prove ownership and protect against illegal exploitation of the downward and extra-lateral extensions of the ore bodies. In many cases it was necessary to define the outcrop of the vein and to show that its apex was within the boundaries of the lode claim. Exhibits illustrating geology were needed to present the cases clearly, and these could be made only after careful inspection and mapping of the underground workings by competent geologists. Also, The Anaconda Co. was one of the first companies to recognize the worth of skilled mining geologists and the value of accurate records in the search for new ore. The department was organized in 1900 by H. V. Winchell who, with D. W. Brunton, worked out the methods. Reno Sales was Chief Geologist from 1906 until 1948 when he was succeeded by V. D. Perry, the present Chief Geologist. Under their direction, F. A. Linforth, M. H. Gidel, C. H. Steele, E. P. Shea, C. C. Goddard, Jr., and W. A. O'Brien enlarged the scope of the work and improved the technique.

The Subcommittee on Manganese, of the A.I.M.E. Committee on Industrial Preparedness, prepared under date of Jan. 24, 1924, for and at the request of the War Department, a confidential report on manganese as an element in the problem of national defense. This report was later released and published, in slightly modified form, as a separate pamphlet. After the lapse of eight years, in view of the vital position of manganese in the problem of industrial preparedness agenist a war emergency, the War Department made a request to have the onclusions of 1924 reviewed and brought up to date. To comply wi' this request the manganese subcommittee was reconvened and ex' tive studies were once more made of the entire subject of mang? . A new report, with specific recommendations, was submitted + War Department in February, 1932. This second report, with 4. L specific conclusions and recomrnendations expressed to the War Department omitted, has now been released and is hereby published. Following a rather brief discussion of uses of manganese and classification of manganese ores, requirements and sources are dealt with at some length. Domestic ferro-grade reserves are estimated on the basis of price and are shown by means of a curve where tons of metallic manganese are plotted cumulatively against prices ranging from 50¢ to $1.00 per unit; thereby indicating at a glance the tonnage which the Committee believes would become commercially available at any particular price per unit. Foreign sources of ore are described and foreign prices which the domestic producer must meet are considered. The question of a war-emergency reserve is then analyzed, requirements are balanced against apparent resources, and the principal conclusion that emerges is that a war reserve or stockpile is still vital to national defense.

WHEN the pipe lines from the Middle East to the Mediterranean are completed, the Middle East supplies will relieve the strain on Western Hemisphere petroleum resources, part of which are now shipped for Eastern Hemisphere use. A sketch of the world petroleum situation as it appears today and in the immediate future will help in understanding the future place of Middle East oil supplies. Anticipated 1951 world demand is slightly under four billion barrels. To meet this requirement, crude output and refinery runs throughout the world (including Russia) must be increased about two million barrels per day above the average of 1947. This increment, together with pipe lines, tankers, and other facilities, will require in excess of ten billion dollars of new capital in the next four years. We are, therefore, looking forward to the greatest expansion program in the history of the industry.

Differences in the electrical conductivities of copper powder sintered under reducing, selectively oxidizing, and neutral atmospheres are related to impurities in solution or as precipitated oxides. The precipitation of impurities as oxides during sintering in nitrogen is proposed for maximizing the conductivity of sintered copper. Conductivity equations for two-phase systems are summarized. Selected equations are applied to porous sintered copper and composite structures. A recent review of the influence of impurities on the electrical conductivity of copper by Gregory et al.1 emphasized that an impurity in solid solution has a much more pronounced effect on reducing the electrical conductivity than when present partly or wholly as a second phase. When impurities in solid solution can be precipitated as oxides, the copper is purified with respect to these elements and the conductivity is increased. Cast and wrought copper, therefore, frequently contain an intentional residual oxygen concentration to oxidize and precipitate impurities less noble than copper. Copper powders generally also contain impurities which can contribute to a reduction in the electrical conductivity of the sintered material. The most deleterious impurities commonly found in commercial copper powders which markedly decrease the electrical conductivity when in solid solution but which can be precipitated as oxides include iron, tin, antimony, arsenic, cobalt, and nickel. In addition to impurities, porosity in sintered copper also contributes to a reduction in the electrical conductivity. The work reported herein discusses the influence of impurities, sintering atmospheres, and porosity on the electrical conductivity of sintered copper. These are important factors for controlling the electrical conductivity of materials such as sintered copper electrical contacts. Several publications on the electrical conductivity of sintered copper and composite materials with random pores or obstacles have incorrectly considered the conductivity to be proportional to the volume fraction of conducting material. However, analyses and equations have been proposed, the earliest of which is perhaps Lord Raleigh's of 1892,' which more accurately describe the conductivity of two-phase systems. These equations which in many cases allow one to closely estimate the electrical conductivity of porous sintered materials and two-phase composites will be reviewed and related to the measured electrical conductivity of sintered copper, copper-graphite. and Ag-W composites. INFLUENCE OF IMPURITIES AND OXIDIZING, REDUCING, AND NEUTRAL ATMOSPHERES Zone-Melted and Leveled Copper. The electrical conductivities of an electrolytic copper and a lower-purity compacting grade of copper powder after consecutive treatments in reducing or selectively oxidizing atmospheres are compared in Fig. 1. The powder and drillings from the electrolytic copper ingot were melted and solidified in a graphite crucible under hydrogen. The vertical zone leveling technique of multiple passes in opposite directions was used to obtain a uniform distribution of impurities. The electrical conductivity was measured on machined specimens 3 by 0.10 in. diam of the zone-leveled material and after the same specimens were consecutively treated as follows: 1) heating in hydrogen at 1600°F for 3 hr; 2) heating in air in a sealed tube so that 0.04 pct 0 was introduced; heating was started at 1000°F for 1 hr and continued at 1800°F for 8 hr; the stepwise diffusion treatment was used to avoid loss of copper due to evaporation of copper oxide at higher temperatures; and 3) final heating in hydrogen at 1600°F for 3 hr. A L&N Kelvin Bridge, type 4306, and a test fixture with knife edges 2 in. apart were used to measure the room-temperature conductivity with an estimated accuracy of ±0.5 pct. In all cases the conductivity of the electrolytic copper was approximately 100 pct of IACS. The conductivity of the impure copper was 80 pct of IACS both in the cast state and after heating in hydrogen. However, after the heating in air, the conductivity of the impure material was 100 pct IACS. After again heating in hydrogen, the electrical conductivity decreased to 60 pct of IACS. This decrease is attributed both to the dissolution of impurities and observed intergranular cracks due to the phenomenon of hydrogen embrittle-ment in copper. These data show that the electrical conductivity of commercial copper as represented by a compacting type powder can be increased significantly by the precipitation of impurities as oxides through heat treatment in an oxidizing atmosphere. Sintered Copper Powder. A commercial compacting type of copper powder pressed to various densities was sintered either in nitrogen, dissociated ammonia, or dissociated ammonia followed by a selectively oxidizing atmosphere of air in sealed Vycor tubes so that 0.06 pct O was added to the material. The electrical conductivity was measured perpendicular to the pressing direction on as-sintered specimens of approximately 3 by 0.25 by 0.15 in. The International Salt Company has long been interested in finding an efficient process for the removal of impurities from rock salt, and particularly from the rock salt produced at the Detroit mine. Methods which have been used previously at the Detroit mine included both hand sorting and differential crushing in a Bradford breaker with rejection of the oversize. Neither of these methods was adequately effective. The development of a new process for removal of impurities from rock salt has been described in the preceding article." Basically, the process consists of exposure of crude rock salt to radiant heating which selectively heats the impure particles. Subsequently the heated particles are removed by adhesion to a heat sensitive-coating on a conveyor belt. This method was found to be effective in improving both the quality and appearance of rock salt by the rejection of the dark, impure particles.

INTRODUCTION There is no hard and fast rule on whether functions within a company, diversified or otherwise, should be strongly centralized or decentralized. In all diverse organizations, there are certain basic functions which remain common (or central) to each element of the business, viz: Personnel Management Cash Management Taxation Management Legal Planning Accounting Standards It would follow that each of these common factors requires some supervision at a central level to ensure that overall group objectives are met. It is true that other functions including: Industrial Relations Marketing and Distribution Production Research and Development Purchasing Management Accounting may also be common to each element of the organization. However, there is far less commonality in the degree to which these functions are central to the efficient performance and financial well-being of the business. Role of Operating Units The resources of operating centers may be viewed as a bank of funds, the nature of which can be changed from time to time, but the employment of which must provide for ongoing increases in the net worth of the total enterprise expressed in terms of market values. Operating units are required to continually review products, methods, and opportunities and to monitor avenues for incremental investment--all with a view to attaining the necessary additive net present value of future cash flows of the enterprise. Operating units should be permitted sufficient autonomy to enable the best use to be made of the skills and experience of the people it employs in order to produce a return appropriate to the value of assets employed. Role of Head Office The head office will typically comprise a specialist group--the leaner the better if one strongly adopts the decentralist approach--often acting as Service Centers but also performing a control function in the corporate sense. The head office function is a cost center. It may be instrumental in developing strategies for increasing revenues or reducing costs on a group scale, but it does not generate revenue. Every dollar spent on this function is an extra dollar to be generated by the operating centers in order to achieve an increase in corporate wealth. TREASURY MANAGEMENT Treasury management is concerned with the provision of finance, cash-flow management, and risk analysis. Each decision taken within the enterprise has a cash implication. It follows that a well-integrated central Treasury function can, in all likelihood, produce economic benefits. The degree to which the function should be centralized depends largely upon the unique nature of the operating units it is servicing. Levels of ownership, the calibre of unit operating managers, and the nature and geographic distribution of the business are all factors determining the degree to which the Treasury function is centralized. In the case of Peko-Wallsend, the Treasury Department is small, comprising four people. While divisional cash-flow management is largely decentralized, Treasury is responsible for the daily management of funds surplus to the immediate needs of operating units. About a dozen years ago the art of bessemerizing copper- * matte, brought to these shores from France, was first established at the smelter, in Butte, Montana, of the Parrot Silver and Copper Company, which had bought the process from Mr. Manhks, the inventor. Through the efforts of Mr. J. E. Gaylord, general manager, and Mr. A. J. Schumacher, snperintendent,, assisted by an able staff, the new method rapidly underwent, at the Parrot establishment, an evolution towards higher perfedion, and within a few years its success and its advantages were so marked that all the great works in the west followed in the footsteps of this pioneer. The converter-process has now practically superseded the reverberatory-process in this country. The latter will undoubtedly, in a not very distant future, be relegated to metallurgical history. The writer has availed himself of what was perhaps the last chance to make comparisons of the two methods, working practically on the same material on an extensive scale, the reverberatory process being that of the Baltimore Copper Smelting and Rolling Company,* while the converter-process is that of the Anaconda Copper Company—both using the matte from the latter company's works in Anaconda, Montana. For the greater portion of the material considered in this paper, the writer is indebted to the two companies. An observation that is finding fresh confirmation in the leadership of the Allied Nations is "When the need arises, a man will rise to fill it." Much the same can be said of industrial advances in the current emergency. Events and circumstances have created needs for new materials and stimulated the inventive genius of man to fill them. The timely development of fibrous-glass manufacture, in relation to present war needs, is a case in point. Historical Summary It is probable that the first glass fibers produced by the hand of man were made about 4000 years ago. Successful production of glass fibers for manifold industrial and military uses, on any scale that could begin to meet present needs, has a history spanning a scant four years. The American processes that brought this young industry into being were developed between the years 1931 and 1937; research and manufacturing efforts were consolidated to create a commercially satisfactory operation as late as November 1939. In the 40 months that have elapsed since then, the industry has achieved commercial importance, supplied immense quantities of materials for pre-war industrial expansion to meet "defense" and Lend-Lease needs, and now has reached such importance that it has come largely under the control of the War Production Board for equitable distribution of its major products among 13 claimant agencies. It is worthy of note, however, that the Bureau of Ships, Navy Department, began exploratory use of fibrous-glass products in 1932, within one year after the date of the first experimental trials of the new process. This early recognition of the military importance of fibrous glass gave impetus to further research work. The foregoing rapid scanning of historical development must be filled in, lest the. impression be created that glass fibers were suddenly created out of thin air, with no antecedent trials, failures, and partial successes. The actual history of glassmaking is lost in antiquity. Probably some nomadic tribesman found molten glass beneath the bed of a hot campfire built upon sand of the proper composition. If his curiosity led him to poke the glowing, viscous pool with a green-wood stick or some handy weapon, it is probable that he drew a glass fiber on the end of his implement. Molten glass has much the same consistency as honey or molasses; it strings out tenuously. Thus, it is quite possible that the first form of glass shaped by man's action was a glass fiber. An observation that is finding fresh confirmation in the leadership of the Allied Nations is "When the need arises, a man will rise to fill it." Much the same can be said of industrial advances in the current emergency. Events and circumstances have created needs for new materials and stimulated the inventive genius of man to fill them. The timely development of fibrous-glass manufacture, in relation to present war needs, is a case in point. Historical Summary It is probable that the first glass fibers produced by the hand of man were made about 4000 years ago. Successful production of glass fibers for manifold industrial and military uses, on any scale that could begin to meet present needs, has a history spanning a scant four years. The American processes that brought this young industry into being were developed between the years 1931 and 1937; research and manufacturing efforts were consolidated to create a commercially satisfactory operation as late as November 1939. In the 40 months that have elapsed since then, the industry has achieved commercial importance, supplied immense quantities of materials for pre-war industrial expansion to meet "defense" and Lend-Lease needs, and now has reached such importance that it has come largely under the control of the War Production Board for equitable distribution of its major products among 13 claimant agencies. It is worthy of note, however, that the Bureau of Ships, Navy Department, began exploratory use of fibrous-glass products in 1932, within one year after the date of the first experimental trials of the new process. This early recognition of the military importance of fibrous glass gave impetus to further research work. The foregoing rapid scanning of historical development must be filled in, lest the. impression be created that glass fibers were suddenly created out of thin air, with no antecedent trials, failures, and partial successes. The actual history of glassmaking is lost in antiquity. Probably some nomadic tribesman found molten glass beneath the bed of a hot campfire built upon sand of the proper composition. If his curiosity led him to poke the glowing, viscous pool with a green-wood stick or some handy weapon, it is probable that he drew a glass fiber on the end of his implement. Molten glass has much the same consistency as honey or molasses; it strings out tenuously. Thus, it is quite possible that the first form of glass shaped by man's action was a glass fiber. COAL-mine opera- tors face a difficul- ty in notifying men when there is no work. If the miners come to the shaft when there is no work, they must be paid, by agreement, two hours' wages. This involves a considerable loss since it is not uncommon to em- ploy two or three hun- dred men or more at a single shaft. Many mines have solved the problem by using an electric siren. This carries the "no work" message to all of the miners within a ra- dius of from one and one- half to two miles, so they do not trudge uselessly to work and the operator saves the two-hours wage payment. At the Valley Smokeless Coal Co., Johns- town, Pa., such a siren serves as a start and quit- work signal for three mines which previously re¬ quired three individual signal systems. Similar units are used by the Old Ben Coal Corp. mines, Dolly's Smokeless Coal Co., Rhonda Coal Co., Bird Coal Co., and hundreds of others. Many other applications of the electric siren have been found in mines. They are used on underground locomotives, to awaken miners in the morning, to tell them it is time to come to work, to sound the start and quit-work signal, and to warn of fire or accident. The sirens are most generally used to give a start and quit-work signal, fire, and general emergency alarms as well as no-work signals. They require 3 and 5 hp. to operate. The smaller unit has a sound radius of from three-quarters to one mile, while the larger siren can be heard over a distance of from one and one-half to two miles. The 5-hp. unit has been heard for as great a distance as 14 miles, and 10 miles is not at all uncommon. One of the outstanding features of the 3 and 5-hp. units, which is uncommon in the smaller sirens is that they may be adapted to sound code signals. When used to sound a fire or general emergency alarm the siren may tell at the same time where the fire or acci-dent is. When a remote control device is used with a siren it is possible to operate the siren from any number of distant points. Any number of "start" buttons may be placed at various places. By using one "start and stop" button where the remote control is mounted, and one or more "start" buttons at various places about the plant, it is necessary to run only two wires to the various "start" buttons. If "start" and "stop" buttons are used altogether, then three wires must be run.

PETROLEUM ENGINEERING deals with the production, transportation, and refining of crude oil. Refining is chiefly the work of the chemical engineer; production, that of the petroleum engineer. Production engineering only is discussed in this paper. Petroleum production engineering is closest related to and, in fact, is a branch of mining engineering. Formerly, many petroleum engineers were trained as mining engineers or mining geologists. The profession is related also to mechanical and civil engineering to about the same extent that mining engineering is. Petroleum production draws upon the mechanical branch for drilling and pumping machinery and upon civil engineering for the construction of transportation lines, water supplies, and water-disposal plants. Fundamentally, petroleum production engineering deals with the removal of the oil from the reservoir rocks, just as mining is concerned with the removal of ore. The process of oil production demands a specialized knowledge just as distinct from mechanical and civil engineering as mining is distinct from operating a Diesel engine. Even though the chief tools of the petroleum engineer are the drill and the pump, these may be of little avail, and certainly not efficient, if their selection and use is not based on a knowledge of the physical chemistry of oil, the geology of the formations, the structure of the oil sand, the hydrodynamics of the reservoir, and the interrelation of all these many factors.

INTRODUCTION Interest in multicommodity stabilization schemes has increased recently for several reasons, a most important one being the experienced wide swings in primary commodity prices. These prices rose sharply between mid - 1972 and end - 1974 giving commodity exporting countries an opportunity to gain sizeable increases in export earnings. But since then, prices have tumbled and these countries are searching for a means to stabilize if not to increase their earnings. While this problem is particularly serious for developing countries, the developed countries are concerned about the impending upward price swing, which would increase inflation before recovery from the world recession is assured. As a direct consequence of the emergency meeting of the U.N. General Assembly devoted to commodity problems in April of 1974, interest has been renewed in the Keynesian (4) plan for an international multicommodity buffer stock program. In particular, UNCTAD (8) is designing an integrated commodity scheme to be discussed within that body. In terms of approaches that have appeared in designing such a program, none exist which relate to the interpretation of the independence and interdependence of prices of the commodities of interest. Typical criteria for selecting commodities for the scheme have included their importance in world trade, their particular origin from developing countries, and their feasibility for storage. But the financial management of a multicommodity buffer stock requires a consideration of commodity prices, yields, and risks as does as any portfolio of assets.
