MY remarks are addressed to the question whether a program of international mineral control can effectively serve as a means of maintaining world peace in the kind of world envisaged by the Atlantic Charter. They do not touch the quite different questions whether such control could be appropriately used for postwar punishment of Germany and Japan, or for other purposes. I assume also that the question relates, not to the transition period immediately following the war, but to the more normal years which we hope will succeed this. Finally, they deal primarily with metals and metallic minerals rather than with. oil or coal or other minerals, although they may be applicable also to these other nonmetallic materials.

IN view of the many articles that have been written on the proper classification of mining systems without so far having produced any particular tangible results it might seem that the subject is hopeless of solution. I do not believe that is so, and my intention in contributing the following outline is to present a slightly different viewpoint. Too much attention is often focused on unnecessary details and not enough on general principles. Too much attention and emphasis is often given to the system employed at one particular mine or in one particular district. In addition, names that are entirely misleading are applied to mining systems, and their adoption by the coming generation perpetuates a condition that needs clarification badly. The following classification is the result of several years of practical experience in mining and also several years' practice in teaching the same subject. It therefore represents a broad picture of the entire field of mining systems from the viewpoint of the miner as well as the teacher. It seems that the difficulty in the past has been in reconciling these two viewpoints. The need of such a reconciliation requires no explanation.

RECENT investigators have noted anomalous behavior in the electrical resistivity of vanadium below room temperature. Rostoker and Yamamoto1 in studying the vanadium-oxygen system hypothesized that the body-centered-tetragonal phase existing from 15 to 34 at. pet O at approximately 800°K was really a low-temperature allotrope of vanadium that was stabilized by oxygen. In measuring the electrical resistance of cold-swaged vanadium rod over a range of temperatures, a small discontinuity was observed at approximately 240°K, supporting their notion of allotropy. However, the magnitude of the observed discontinuity was extremely small. Loomis and Carlson2 in studying the ductile-brittle transition in vanadium also made resistance measurements and reported a discontinuity near 200°K. More recently, White and Woods3 showed that the electrical resistivity from room temperature to approximately 100 °K was not linear and at variance with the Bloch-Griineisen law. Instead of finding a discontinuity, they observed a deviation from linearity below 200°K. In discussing their results they pointed

One of the principal activities of the Bureau of Mines connected with the recent war was to help to increase the supply of strategic and critical minerals. Fluorite was one of the most critical of the nonmetallic minerals because of the increased demand for it as a flux in basic open-hearth and electric steel furnaces and as a raw material for the production of artificial cryolite used in the aluminum industry. Wartime developments in the technology of hydrofluoric acid, such as the use of the anhydrous acid as a catalyst in production of high-octane gasoline and the use of organic fluorides as carriers for insecticides, also increased the demand for acid-grade fluorite.f In 1943 the consumption of acid-grade fluorite was advancing at a more rapid rate than production, and was only slightly less than production during the latter half of the year.' The outlook for the postwar market for fluorite is encouraging. Steel production is expected to remain high until the domestic demand for commodities not manufactured during the war is satisfied. The uses for hydrofluoric acid are expected to increase under the impetus of war-initiated research. In considerbtion of these and other factors some authorities predict a postwar demand for fluorite equal to about 60 to 75 per cent of the wartime production.1,2 Others believe that the postwar fluorite industry will be permanently expanded over its prewar status.3 Acknowledgment This paper is one of many reporting on various aspects of the Bureau of Mines program directed toward the more effective utilization of our mineral resources. The program has been under the general supervision of R. S. Dean, Assistant Director, since July 1942. For hardening, the steel should be heated just above the critical temperature, as a properly forged steel quenched from this heat has some toughness, with maximum hardness and density. The quenching bath should be kept at approximately a constant temperature. In drawing or tempering, longer time periods at lower temperatures are better than the shorter periods at higher temperatures. A recent questionnaire brought out the following facts: The double-arc, double-taper bit and cross bit give the best service; resharpening of the drill steels most frequently was caused by wear of gage; chipping of bit was, with one exception, the second cause; breakage of shank was with one exception, the third cause; upsetting of bit, upsetting of shank, and breakage of body were the fourth cause. The direct cause of the necessity of resharpening given was poor heat treatment first, and faulty steel and severe rock conditions second. Rock-drill Steel By N. B. Hoffman Much of the drill steel produced in America is manufactured into hollow rods. After all forging has been finished the entire bar should be thoroughly annealed and heat trcated before the point is hardened and tempered, at least where the drill has heavy duty, such as working in deep holes and hard rock. A large number of tools of like character and doing work requiring similar properties are now being made of alloy steels; for instance a steel with a carbon content of 0.75 to 0.85 per cent., manganese 0.25 to 0.35, phosphorus under 0.020, sulfur under 0.030 and vanadium 0.18 to 0.23 has proved very satisfactory for chisels. A steel of this type properly manufactured will be far superior to the ordinary carbon steels, while at the same time is one whose price range should not prove prohibitive. Much of the cutting efficiency of a drill depends on proper heat treatment. This vanadium steel has a far greater safe hardening and forging range than ordinary carbon steels, making it more nearly foolproof. It will harden nicely at 1400" I?. but will also harden well and satisfactorily at 1550" F. retaining its quality of hardness and toughness in either case. Drill Steel from Hollow Ingots BY P. A. E. COPPER reverberatories develop large amounts of exit gases of a temperature in the neighborhood of 2000°F. The gases are not only of a noxious nature but must usually be disposed of at considerable heights above the yard level by a stack. Handling these gases at the temperature mentioned would require rather expensive construction of conveying flues and stack. Moreover, wasting such amounts of heat is certainly most uneconomical. Numerous investigations have indicated that waste heat boilers of the water-tube type are the most practical and economical means for utilizing that heat although the gases are heavily laden with rock dust and copper-bearing slag, which upon cooling form hard deposits on the surfaces of dampers or heat absorbing elements placed in the gas stream. Avoiding Slag and Dust Deposits Based largely on the experience of the paper industry in burning black liquor, a waste heat boiler design was developed a few years ago, providing not only extensive water-wall surfaces for cooling the gases below the fusing point of the slag but also settling out, as far as possible, the solidified particles of slag by creating low gas velocity. Matter carried in a stream of gases or air has a tendency to maintain its original direction upon a change in the direction of the flow of the conveying medium. Reverberatory waste heat boilers installed at Hurley and Morenci endeavored to utilize that tendency for the elimination of slagging particles at predetermined places and before they would strike the tube banks of the boilers. Both installations were successful in minimizing the slagging of boiler tubes and thereby minimizing the need for hand lancing. However, the low draft carried at the up-take of the reverberatory furnaces resulted in a positive pressure in the upper part of the furnace of the waste heat boilers, causing the emission of gases from lancing doors and making more difficult the already unwelcome work of cleaning the boilers by handlancing. Attempting to correct this nuisance as much as possible, the overall height of the Chuquicamata waste heat boilers has been reduced to the minimum considered necessary to obtain proper water circulation in furnace walls. Moreover, it is attempted to solidify slag and dust particles by providing large amounts of water-cooled surfaces before the gas stream reaches super-heater and convection banks of the boilers. The fundamental role of diffusion in many reactions occurring in solid metals has long been recognized, and there have been careful measurements of rates of diffusion in numerous alloy systems; but our understanding of the atomic mechanism by which diffusion occurs is scarcely in an advanced state.l-3 It is doubtful that this mechanism can ever be directly ascertained; rather, all imaginable mechanisms must be examined and the one that is in best accord with such data as can be obtained from suitably chosen experiments should be selected. Because of its relative simplicity, diffusion in a system containing only one kind of atomic species—commody called self-diffusion—is of considerable theoretical interest. It may be expected that diffusion theory will not be advanced appreciably until a wide variety of diffusion experiments—of which diffusion in a chemical concentration gradient and self-diffusion are two important types—are carefully performed and inter-compared. Aside from the purely theoretical interest in self-diffusion measurements, such studies will be of considerable engineering importance. The rate of any process in a pure metal requiring the movement of atoms, of which recrystallization and creep are two familiar examples, will be understood more readily with the aid of self-diffusion data.† Self-diffusion implies the diffusion of something into its exact counterpart; the detection of such a process is patently impossible, and it is necessary to substitute for it the diffusion of one isotope (in this case radioactive) into another isotope (in this case stable) of the same chemical element. There is, however, no reason to suppose that a radioactive atom will not diffuse at the same rate as its stable isotope, for all of the isotopes of the same element have exactly the same chemical properties; neither the difference in nuclear energy nor the difference in mass would be expected to exercise an important influence in this phenomenon. In this sense, self-diffusion may be thought of as the diffusion of radioactive atoms down a radioactivity concentration gradient, just as usual diffusion is the diffusion of one kind of atom down its chemical concentration gradient. The first measurements of self-difiusion were made by von Hevesy4-6 using the radioactive lead isotope thorium B in ordinary lead. The recent development of means for producing artificial radioactive elements has made possible similar measurements on gold,7, 8 copper,2, 9 and zinc.10, 11 Many of the data that have been obtained are rather poor, and no adequate reason has been given for their poorness; it appears, however, that the unsatisfactory results are characteristic of the particular experimental procedure employed, and not of self-diffusion measurements in themselves. The experimental technique that has yielded the poorer results is the deposition of a thin layer of radioactive atoms on the surface of a specimen and the determination of the rate of inward diffusion

Then, as a steel is taken from the fire, the grain condition is as shown in Fig. I. After the forging operation has been performed the condition shown by Fig. 2 exists. The heating operation to harden the cutting edge produces the effect shown in Fig. 3. The questions that naturally arise are: Will the cost of the extra heat treatment necessary to change this condition (annealing) be more than the saving that may be effected in the drill steel or will the extra heating be an economical as well as a wise thing to do? Is this condition necessarily detrimental to the maximum service of the drill steel? Can this annealing action be obtained in the hardening heat by heating more of the bit, say at least 5 in., to the hardening temperature but quenching only the end of the bit by a shallow immersion? Short Rock-drill Steels Reclaimed by Welding By W. T. Ober, Lynn, Mass. Experimental tests by the Thompson Company have shown that short lengths of rock-drill steels may be reclaimed by electric butt welding. The drills used in the experiments were hollow drills l1/4-in. in diametcr containing 0.95 per cent. to 1.05 per cent. carbon. The ends to be joined must first be ground off fairly square and the greater part of the rust, scale, etc. removed for 3 or 4 in. back in order to insure good electrical contact with the dies of the welder and countersunk, with an 80° countersink, approximately 1/4 in. The steels are then clamped in the copper dies of the welder, so that a length projects from the inside edge of each pair of dies equivalent to from one-half to three-quarters the diameter of the drill. The drills should also be brought into accurate alignment. The first step is to bring the ends into close proximity and then close the primary circuit of the transformer, slowly bringing the steels together until their ends lightly touch, when they will "flash," that is, minute

1. INTRODUCTION. AT the Lake Superior meeting, September, 1904, Messrs. A. Gibb and R. C. Philp presented a paper entitled " The Constitution of Mattes Produced in Copper Smelting,)' in which they concluded that ferrous and cuprous sulphides formed the chemical compound, 5 Cu2S, fee. They arrived at this inference from the observed fact that a matte containing Cu2S, 90.4, and Fee, 9.6 per cent (or, in round figures, Cu2S, 90, and Fee, 10 per cent.), did not contain any metallic copper, while one with more than 10 per cent of FeS readily dissolved copper, and with less than this amount retained copper in mechanical suspension. Although they determined the melting-points of five mattes containing from 32.6 to 80.1 per cent of copper, they did not draw a freezing-point curve, as the necessary apparatus was not available. A microscopical examination of 11 polished samples, gave them a grayish-black field of very uniform appearance, except that 5 of the specimens showed the presence of metallic copper. The object of the present investigation was to supplement the above paper by drawing the freezing-point curve of the series ferrous sulphide cuprous sulphide, and to see how the constitution could be further, revealed by microscopical work. The results obtained lead to conclusions very different from those of Gibb and Philp. While their paper bears the date 1904, it was published only in 1906.2 In the meantime, Bolles3 had presented his paper, "The Concentration of Gold and Silver in Iron Bottoms." The raw material which formed the basis of the research was a matte containing Fe, 61.68, and Cu, 11.20

Aspects of hardware selection that are somewhat specific to the coal industry are discussed, and a table of potential areas of application is presented. The dilemma of internal software development is presented and a software development program based on a users group approach is outlined and discussed in detail.

Metallic magnesium and similar meta!s near the top of the electromotive series have been commercially produced by the electrolysis of a suitable molten salt. Despite the success of electrolysis, sufficient inherent objections exist to justify the search for a direct reduction method. Such a method would widen the choice of raw materials, relax the rigid electrolytic requirements of raw-material purity, and, by obviating direct current, over simplicity of plant equipment. This paper describes the pilot-plant development of one such method, which has subsequently formed the basis of operation of six commercial plants-—one in Canada and five in the United States. Unlike aluminum, magnesium is volatile at relatively low temperatures. This physical property, which produces its greater inflammability, also offers possibilities of direct reduction that are not available with aluminum. In the basic reaction MgO + X = XO + Mg if X is nonvolatile, the reaction may be forced to the right at high temperatures by the evolution of magnesium vapor, despite the large negative value of the heat of reaction which is almost bound to follow the use of any available commercial reducing agent. The cheapest X, of course, is carbon, but this notable advantage is modified by the production of a volatile oxide CO, so that both Mg and CO are evolved simultaneously. Elaborate devices are required to shock-cool the equilibrium mixture in order to prevent back reaction. At best, a pyrophoric powder is produced, requiring redistillation to provide marketable metal. The practical development of this process, is due to F. Hansgirg, and his methods have recently been given a trial on a grand scale in the plant at Permanente, California, and smaller plants were previously built in Austria, England and Japan. A second class of reducing agents is available, those which produce nonvolatile oxides. When XO and X are relatively nonvolatile, magnesium is the only volatile member of the system. It may be evolved in a simple distillation step and condensed without the formation of powder. Two basic requirements must bc fulfilled in order that such a reaction may proceed: I. The reducing agent when heated to a reasonable temperature in presence of MgO must cause the production of an appreciable equilibrium vapor pressure of magnesium. This magnesium must be removed continuously. z. A supply of heat must be maintained. In order to fulfill the first requirement, operations must be conducted in vacuo or in a stream of Hz. Owing to its greater efficacy and relative safety, vacuum has been employed in the work to be described. The choice of a suitable reducing agent formed the subject of an extensive series

ON THE QUESTION of postwar controls there are today three schools of though ; some advocate state control of everything the socialists ; second are those who advocate the removal of all governmental control over industry - the freedom of enterprise ideal ; and third are those who advocate a middle course - sufficient control to stabilize economic and industrial life, and to prevent violent fluctuations such as we saw in the interwar years. I advocate this third course. I firmly believe un free enterprise, but not in freedom of enterprise, or laissez faire, and there is a great and significant difference between these two.

THE great improvements which have been made in late years in the different systems and instruments used to perforate the crust of the earth for purposes of testing and exploring for mineral resources or for other reasons, by means of bore-holes of greater or less diameter and to greater or less depths, are manifold. It may therefore be of interest to make an impartial comparison of them, or of such as are most commonly used. Being well aware of the difficulties which are encountered in such a task, a reasonable allowance must be made in such a comparison. It is a rare instance when even two decidedly different systems or instruments have been used in the same locality, penetrating identically the same strata to the same depth. The diameter of a borehole as well as its greater or less depth must also be considered in regard to its cost per foot, etc. But for practical purposes, for ex¬ploration at least, we may assert this rule Any borehole, of whatever diameter, which allows the means of examining the strata most carefully and completely, will be sufficient for this purpose, but that one which will do it most economically and in the least space of time, must be considered the best for it. It will, therefore, partially depend upon circumstances, what system, in spite of other superiorities, may be the best in each case, and the following remarks may aid in deciding this question. To make the attempt here to review all that has been published upon the different systems and means of boring would be out of place. Reference can be had to the able publications treating upon this subject. A difference in this respect exists in regard to the use of the hollow rods in connection with the diamond drill, used for that purpose. The great future, which appears to be evident for this instrument, will be warrant enough for any one, who has had the opportunity to test it, to give his experience to the public. While it is true that taxes, especially income taxes, whether they be federal, state, or local, are not usually thought of as a "cost" of doing business, it is equally true that these tax costs do reduce the distributable profits just as much as the cost of power, supplies, or labor. Therefore, the consideration given to taxes is often as important as that given to other costs. Hopefully you will recognize that, within certain limits, taxes can be controlled to an economic advantage. The tax laws as now imposed are quite complex. Many of these laws and the regulations thereunder involve many factual determinations, technical considerations, and specialized valuations that can best be made by people trained in the specific area concerned. A substantial amount of a tax liability turns on the proper consideration given to issues involving facts and principles which are peculiarly engineering in nature. The importance of these "engineering" issues in tax administration has been significantly increased in recent years by our rapidly advancing technology, automation, stepped-up mineral and oil exploitation, new industries such as electronics and nuclear power, and the extension of percentage depletion to all minerals. These specialized requirements incorporated in the law are so technical that full consideration can not be given by people with a non-engineering background.

It is therefore necessary for the engineer to understand the Federal Labor Law, the rights and obligations of companies and of their workmen, and the reasons for conflicts; to keep in mind the expense which may be caused companies; and to endeavor to avoid difficulties as far as possible. A LTHOUGH the practical importance of Fe-Cr--iV Mo alloys has long been recognized, constitution studies have been limited to a few alloys within rather narrow ranges of composition. The purpose of the present study was to establish the phase boundaries in the ternary diagram at a temperature of 1200°F (650°C).* The identification of phases and the determination of phase boundaries were based primarily on X-ray diffraction measurements and occasionally on microscopic observation. The methods used for locating the phase boundaries were essentially those described in detail by Andersen and Jette,' and by others.', The compositions of 180 alloys, prepared by powder metallurgy techniques, are shown in Fig. 1. The chemical analysis and mesh size of the powders which were used for the preparation of the alloys are given in Table I. The powders were mixed for 48 hr or longer, then compacted under 80,000 psi in a %-in. diam steel die. Each specimen weighed approximately 5 g. The compacts were sintered for 4 hr at 2500°F (1371°C) in an atmosphere of pure dry hydrogen (dew point near the temperature of liquid nitrogen). An open tray of chromium powder was placed upstream of the compacts to act as a "getter" for the last traces of oxygen or water vapor. In many cases this chromium powder was bright after sintering. Occasionally the upstream side of the powder was slightly greenish, but in all cases the downstream side was metallic. Some of the alloys contracted during sintering and some expanded as much as 20 pct. The latter alloys, which in all cases were brittle, were crushed in a tool steel mortar, repressed, and resintered for 4 hr at 2500°F. After sintering, the alloys were aged for ten days at 1200°F (650°C) in evacuated (105 mm Hg or better) fused silica tubes and were cooled rapidly to room temperature following the aging treatment. The use of the powder metallurgy technique in preparing alloys for structural investigation offers a simple method 'of avoiding contamination or non-homogeniety which could result from a melting operation. It is very often possible to dispense with chemical analysis of the alloys which have been prepared by the powder metallurgy method. In lieu of chemical analysis, it is necessary to determine the weight of the compact before and after sintering. The chemical composition of the alloy may be considered as that of the green compact, within the limits of accuracy determined by the loss of weight during sintering. In phase-diagram studies it is important to achieve homogeniety in structure, whether the alloys are prepared by powder metallurgy or by melting. Homogeniety means complete diffusion during the sintering of the alloys which are prepared by powder metallurgy. It has been found from experience that the best criterion for establishing the completeness of diffusion is the sharpness of the X-ray diffraction patterns. This criterion has been used throughout the present study. The X-ray diffraction data were obtained using powder cameras of either 214.86 or 71.62 mm diam. Copper, cobalt, or chromium Ka. radiation was used, the choice being based on the alloy composition. The powder samples were obtained by filing or crushing, depending on whether the alloy was ductile or brittle. In some cases, the powder was annealed for 4 to 6 hr at 1200°F in vacuum. SOME years ago, in the manufacture of seamless tubing from an alloy steel containing 0.07 per cent maximum carbon, 18 per cent chromium and 8 per cent nickel, at the plant of The Babcock & Wilcox Tube Co., a peculiar type of piercing defect was noticed. This defect was definitely associated with certain heats of the alloy and was independent of any of the variables of mill operation and billet-heating condition. A thorough analysis of the defective material yielded but one clue to the reason for its abnormal behavior in piercing and that was its oxygen content as determined by the vacuum fusion method. The oxygen content of the defective 18-8 alloy was found to be from two to three times that of the material that had pierced satisfactorily, and this incited an active interest in the vacuum fusion method for the analysis of alloy steels. After a critical survey of the literature on this subject, and considerable experimentation, an apparatus and technique were evolved that gave a fairly rapid, simple and reliable method of analysis. Samples selected from six years of tube production of 18-8 and other corrosion-resistant alloys were analyzed by this method. This paper describes the procedure and gives a correlation of the oxygen, hydrogen and nitrogen contents of a number of alloy steel samples repre-sentative of good and bad tube-piercing quality.
