THE technical material in hand and the plans under way for the 141st meeting of the Institute clearly indicate a well-rounded program of unusual excellence. The meeting will be held in the Engineering Societies Building, Feb. 15 to 18, and while it is too early to announce definitely the time of the various sessions much of the detail has been organized up to that point. Every group in the Institute membership will find much of special interest, and several features should prove generally attractive. The various committees in charge of the lighter side of the meeting are hard at work to emulate the standard established last February In this connection and in this paragraph it will suffice to say-there will be a Smoker-dinner! The Committee on Mining Methods plans two sessions for which these papers are in prospect:

In the past few years, a new system has been developed for ventilating longwall panels in some gassy coal mines in the Northern West Virginia area. This system utilizes a five or six foot diameter air shaft to ventilate a group of three or more longwall panels dependent on conditions. This shaft exhausts all the air needed to, ventilate the active longwall and adjacent gob areas. By law, this bleeder fan can handle double the maximum methane concentration allowed in a normal return air course. As a result, the methane that must be diluted by the primary ventilation circuits is reduced. This new ventilation system was first conceived by mine management as a means of coping with a sudden shift in production mode that occurred a few years ago. Formerly, production often consisted of room and pillar mining with continuous miners. The high methane liberation rate was handled by driving entries around a large block of coal prior to mining. This isolated the future mining area from the adjacent coal seam and allowed a major portion of the trapped in situ methane to bleed off. Also, these bleeders served to exhaust return air from the mining area. Once the bleeders were established, productive mining could start. When the decision was made to shift production mode from continuous miners to longwall mining, some of the bleeders did not encompass large enough unmined areas under the old ventilation system to initiate longwall production. Also, many other established continuous miner section bleeders were either improperly positioned or too restricted for longwall ventilation. Unfortunately, standard bleeder development can take up to two years' time. In order to eliminate the old style bleeder system and maintain or increase the margin of safety for ventilation, the bleeder shaft system was conceived. With this system, the only entries developed are those necessary for the longwall, significantly reducing the production delay. In this area, the Pittsburgh #8 coal seam dips to the northwest. As a result of this dip, the bleeder shaft is constructed in the northernmost set of tailgate entries. In this manner, groundwater accumulations can be pumped to the surface and bleeder entries kept dry. During the initial longwall entry development, the bleeder fan can be used to ventilate entries adjacent to virgin coal where significant methane liberation often occurs. Once longwall production starts, the bleeder shaft exhausts the entire air quantity necessary to safely ventilate the longwall. As the bleeder entries deteriorate, the air quantity and pressure characteristics must be increased. The extreme flexibility of the centrifugal fan used at the surface allows the air quantity and pressure to be adjusted without stopping the fan. This improves safety by decreasing the possibility of a methane buildup resulting from the fan being out of service. The bleeder shaft system of ventilation, developed by mine management in Northern West Virginia, can provide a safe means for effectively ventilating longwall panels in excessively gassy mines. This system should be considered where mining conditions are comparable.

PROBLEMS dealing with the movement or ,migration of fluids through porous beds have been the subject of much research. The subject is not peculiar to the production of oil and gas, as many investigators have studied the nature of this movement and its relationship to the problems of other industries. Darcy1 conducted a series of experiments relating to the percolation of water through filter beds. King2 carried on an extensive series of laboratory experiments with the object of formulating some conception of the rate of movement of water through soils and sand strata in the drainage of surface water into underground channels and subsequent recovery of this water through wells drilled into the source beds for irrigation purposes. Slichter3 undertook a study. of the same problem from a mathematical standpoint, and more recently Furnas4 has investigated the flow of gases through beds of broken solids with particular reference to blast-furnace operation. With specific reference to gas production, Muskat and Botset5 of the Gulf Research Laboratory undertook an experimental study to establish quantitatively the characteristics of and laws governing the flow of gases through consolidated and unconsolidated porous materials of fine texture with a view of predicting the performance of gas in an underground reservoir. There seems to be a general agreement that many of the relationships between the numerous factors influencing the flow of fluids through porous materials are far too complicated to be attacked by analytical methods based upon a knowledge of hydrodynamics. The Mercur Gold Mine is located 56 km (35 air miles) southwest of Salt Lake City in north central Utah; In July 1981 Getty Mining Company made the decision to put Mercur into production. The first gold bar was poured in April 1983. This paper provides details on: 1) the history of the camp, 2) past production, 3) geology of the deposit, 4) the exploration and development program, 5) ore reserve estimates, 6) detailed geologic pit mapping, 7) production blasthole sampling techniques and 8) the use of geostatistics (kriging) in handling assays and gold extractions to produce the required mill feed.

Some of the problems associated with the acid treatment of oil wells are related to the control of the composition of formation treating acid. One test usually made at the well site is the determination of the acid concentration. Heretofore, the concentration of the acid delivered to the well site usually has been interpreted from a hydrometer measurement of the specific gravity of the acid solution. Experience has shown that this indirect measurement of acid concentration can give erroneous results. More reliable results are, of course, obtainable by the titration method; however, this method is not easily adapted to well-site testing. To overcome these objections, a device was developed for use in the field which permits determination of the concentration of treating acid both quickly and accurately at the time of the acid treatment. Its purpose was three-fold, namely, to determine: (1) the concentration of the fresh treating acid, (2) the concentration of the spent acid returning from the well, and (3) the solubility of formation samples in treating acid. The device was designed to operate on the principle of the stoichiometric relation between the calcium carbonate—hydrochloric acid reaction and the carbon dioxide gas resulting from the reaction. By confining the carbon dioxide gas within a reaction cell of the type shown in Fig. 1, the pressure inside the cell is increased. Since the pressure is an indication of the quantity of carbon dioxide gas produced, it may be used to estimate the concentration of the acid, provided an excess of calcium carbonate is used. From information on the volume of the reaction cell, the volume of acid used, and the pressure and temperature of the gas after the completion of the reaction, the concentration of the treating acid may be computed. The reaction cell is essentially a pressure vessel equipped with a pressure gage, temperature indicator. pressure release valve, and a special sample holder. Plastic and metal construction makes the cell both rugged and acid-resistant. The sample holder is so designed that a sample of calcium carbonate (or sample of carbonate rock) can be dropped into the acid

There were present eleven Directors, the Institute's Legal Counsel, the Secretary, the Assistant Secretary, and twenty-three guests. The Report of the Committee on Nominations (listed elsewhere) was presented and ordered to take the statutory course. The appointment of a Committee on Mine Taxation was approved. An Advertising Manager was appointed. E. G. Spilsbury and A. S. Dwight were appointed as representatives of this Institute on the Franco-American Engineering Committee. The Transactions were presented to the University of Louvain, and the monthly Bulletin to the French Technical Index. Permission was given to publish in full the argument of William H. Shockley on simplified spelling. A committee was appointed to have charge of the publication of the Raymond Memorial Volume. There were elected 70 members, 15 associates, and 1 junior associate. Three members were reinstated and the resignations of two were ac-cepted. The clues of 10 members who had been in active service with the allied armies were remitted. An extension of time for the payment of dues was granted to the 11 members.

THE chemical and physical properties of slag systems are of special interest to metallurgists, for nearly all metals are in contact with molten slags during the primary reduction from their ores and then during the subsequent refining and alloying processes that determine their ultimate use, These processes are carried out at high temperatures and involve such complex chemical systems that fundamental scientific knowledge of the properties and behavior of these slags is inadequate. Various hypotheses have been proposed to explain known slag characteristics. The commonest of these regard the molten slag as constituted of compounds that are dissociated in varying degrees into their constituent oxides, as illustrated by Schenck1 and the recent papers of Chipman and co-authors.2-5 Another proposal is that these compounds dissociate by completes or partial ionization, the evidence for which has been reviewed by Martin and Derge.7 Whatever hypothesis is favored, the exact formulation of these compounds is incomplete. It is based on three principal types of information: I, Studies of solidified slag samples by X-ray diffraction, petrography, and similar methods that can be used at room temperature, The correlation of this information with the high-temperature properties of the molten slag is uncertain, 2. Studies of slag-metal equilibria, which have the advantage of providing observations on the molten slag at high temperature, However, even these data present problems of interpretation because they require a complete knowledge of the metal phase, 3, Direct measurements of properties of molten slag at the temperature of greatest metallurgical interest. Viscosity, electrical conductivity, specific heats, and similar properties have been measured, but the data of this type are widely scattered and frequently difficult to interpret, Additional direct measurements of properties of molten slag that can be interpreted in terms of chemical behavior are required, and this paper shows that the standard physical-chemical measurement of reversible electrode potentials, which measure the activity of specific constituents, is a fruitful source of such information, The purpose of this investigation, therefore, was to find an electrode combination that would yield reversible electromotive force measurements when dipped into the molten slag to be studied. TO obtain the best results from hammer drills, close attention must be paid to two factors in drill maintenance, which are of equal importance; one is lubrication, the other is the shank. With the exception of stoping drills, most modern rock drills require both oil and grease. The oil ports are in the lubricator, on or behind the hammer cylinder; the grease port for the lubrication of the chuck sleeve and rotating mechanism is on the chuck end. Ordinary machine oil is not adapted to rock drills; a heavier more gelatinous oil such as castor machine oil or liquid grease should be used. The lubricators should be filled once for every 12 or 14 ft. (3.5 to 4 m.) of hole drilled. Grease guns should be used to fill the port in the chuck end once a shift; a medium (No. 3) grease is well adapted to this purpose. Hard grease must not be put into the lubricators, as it will not flow through that part. Contrary to the popular belief, oiling a machine once or twice a shift does not provide sufficient lubrication; the drills should be oiled once for every 12 or 14 ft. of hole drilled. The rotating handle of a stoping drill is an oil reservoir and is provided with a port for oiling. The rotating handle is packed with wick-ing, or similar material, which causes the oil to feed slowly from the handle to the other parts of the machine. Stoping drills require oil at least twice a shift; lighter oils than castor, such as Arctic Ammonia, may be used. Drills used in shaft sinking can be oiled satisfactorily by placing a good-sized, drop, sight lubricator on the station above the sinking operations and connecting it with the air-line supplying the sinking drills. If this lubricator is properly filled and adjusted, a uniform oiling of the sinking machines will be effected without the necessity of oiling the drills individually. The grease end should be filled at the station or surface before each drilling period. The shift boss should see that the machines are greased and also that the lubricators at the station function properly. The life of the air-drill hose is somewhat shortened by this method, as oil attacks the inner tube; but as some oil is always present in the compressed air, this is not a serious objection to the method.

In 1974, iron pellet production in the Great Lakes region reached the 53-million-tpy level, accounting for more than 88% of the nation's pellet production. By 1978, pellet output from the Great Lakes district will climb to at least 78 million tpy. To achieve this 50% increase in output, the US iron and steel industry is investing at least $1.25 billion in new mines and pelletizing plants, mostly in Minnesota and Michigan. The biggest effort is concentrated in the Mesabi Range of Minnesota, the heart of the US steel industry's major iron ore source: here, plans for two new taconite plants-one by Hibbing Taconite Co., and the other by Inland Steel Mining Co.-and three major expansions of existing facilities are already under way to boost Minnesota's total iron pellet capacity from the current 41.2 million tpy to 65 million tpy by 1978. The facilities being expanded are those of US Steel Corp. (Minntac operations), Eveleth Taconite Co., and National Steel Pellet Co.

FOR tensile deformation, if the stress value is defined by the ratio of the load to the actual area, and the strain value by the natural logarithm of the ratio of the immediate length to the original gauge length of the sample, the resulting data when plotted with logarithmic coordinates result in a linear relation extending from the initial plastic yielding through the maximum load and in some cases, such as for copper and brass, to fracture'.'. The normal form of the curve, therefore, is a parabola, satisfying the following equation: S = Kem [1] where S and e represent true stress and strain, K is a constant, and m is a coefficient evaluating the slope of the curve and designated therefore as the strain hardening coefficient. Hollomon² has reported that this coefficient is a function of the yield strength as effected by grain size in alpha brass, and the carbon content and heat treatment of steel. In the case of steel, the value of the proportionality constant is a function of the carbon content. It was further shown in that paper2 and also by Low and Prater -hat, if the power relation between stress and strain remains valid, the strain hardening coefficient m, is equal to the strain at the maximum or necking load. Thus, an added significant feature is that this coefficient may serve as an index of the capacity for deformation prior to localized necking and subsequent fracture, e.g. drawability. The constant K may be defined as the strength of the material at unit strain. Together the K constant and the m coefficient describe an alloy's physical properties as far as strength and ductility are concerned for a particular yield strength and, in the case of steel, a particular carbon content. The work of Lacy and Gensamer4 gives data on alloy ferrites from which very close estimates of the strength of ternary and higher iron alloys have been made. It was the purpose of this investigation to develop similar data for commercial copper base alpha solid solution alloys. Preparation of Specimens Commercial binary alloys of copper with aluminum, beryllium, cadmium, nickel, silicon, tin and zinc were investigated. In addition, laboratory castings were made of a 1 pct silicon alloy and a 2 pct aluminum alloy to complete these particular series. Two types of copper were used, oxygen free OFHC and tough pitch FC. The analyses of these alloys are shown in table I. Standard ASTM sheet tensile specimens were used to determine the usual physical properties of each alloy and to obtain stress data at strains from 0.0005 to 0.01. Matter and energy, fuels, and combustion are considered first, followed by chapters on internal combustion engines, fuel burning equipment, and steam engineering and utilizing installations. Pumps, compressors, gas turbines and refrigeration are also dealt with.

SHARP CONTRAST exists in the reports so helpfully contributed by the individual members of the Milling Committee for this review. Those engaged in the milling of gold and silver ores report great activity, of which some details will be given later. Those engaged in milling ores of base metals report continued depression and little progress. Copper production in the United States is running at about fifteen per cent of capacity. Some Arizona copper mills are closed. Anaconda is milling about 45.000 tons of copper ore per month, and the Utah Copper Co. 35,000 monthly. However, in Canada the International and Falconhridge copper-nickel mills and the Noranda copper-gold mill have increased production. Also the Climax molybdenum mill in Colorado is milling 4000 tons per day. Water shortage from the drought has caused curtailment or complete shutdown of mills in some parts of the West.

The negative charges on diaphragms of quartz, tungstic oxides, stannic acid, acid dyestuffs, soaps, and glass have for a number of years been explained on the basis of chemical equilibria—a hydrogen ion or light metal ion passes into solution leaving the solid complex ion negatively charged. While there are a number of observations which indicate a proportionality between the ( potential and the streaming potential it should be recognized that all the experimental evidence thus far presented shows that if hydrogen ion concentration is kept at a constant value, electrokinetic phenomena are influenced by salts. The multivalent ions exert the greatest effect on the reduction of osmotic flow. In the interpretation of all electrokinetic data the assumption is made that the potential of the solid remains constant. That this is not true is evidenced by the values of [ potential for quartz in contact with conductivity water as reported by the several investigators and by the authors of this paper. It is apparent that the nonreproducibility of surfaces will always prevent the obtaining of exactly comparable data. At best the experimental technique described depends on a theory which is capable only of showing a trend—another quartz surface should exhibit similar but not identical potential curves. It seems entirely reasonable to assume that the negatively charged laurate ions should have little or no attraction for a negatively charged quartz surface. The weight of previous experience in selection of flotation activators points unerringly to the usefulness of the multivalent metallic ions. The primary reason why the divalent barium ion is not available to two negative charges on the quartz surface might easily be that of distance between such adjacent negative charges. Otherwise activation could not occur, and the quartz could not assume the remaining unit positive charge of the barium ion. For this case no electrical double layer theory seems necessary. Clearly this is, at the negatively charged quartz surface, a case of partial chemisorption of the cationically divalent barium ion followed by the anionic neutralization of the remaining cationic charge by the freely moving laurate ion. It is hoped that the authors will continue with this interesting technique and that their results will continue to indicate trendwise what is known about the

L. S. Darken—Laboratory investigation of deoxidizing and other steelmaking reactions is usually centered, at least first, on the determination of the equilibrium or equilibria involved. This seems a reasonable procedure since equilibrium, if attained, depends only on composition, temperature, and pressure; hence conclusions derived from data on small experimental quantities are applicable to a heat of steel providing eauilibrium is attained in both cases. A knowledge of equilibrium serves as a useful framework even though we may know that practical conditions do not correspond to complete equilibrium. On the other hand, nonequilibrium or rate phenomena depend on a wider variety of conditions and are more difficult to interpret; conclusions applicable to laboratory conditions may or may not apply to larger scale phenomena. Hence the attainment or nonattainment of true equilibrium in the experiments here reported is of critical importance in evaluating their significance. Since some of the statements in this paper and in the closely related preceding one (on aluminum deoxidation) imply some doubt on this matter, I should first like to ask the authors whether their conditions are intended and believed to represent equilibrium. I should like to point out three considerations which seem to cast considerable doubt on the achievement of equilibrium, at least of the particular equilibrium under consideration. 1. In the experiments on manganese deoxidation the authors point out that they could not maintain the manganese-oxide slag on top of the metal in their rotating crucible, and hence they substantially dispensed with this slag. This leads to serious trouble in the interpretation of the results, for any equilibrium is, of course, a particular specific equilibrium—in this case Mn + O = MnO The experimental deletion of the upper layer of manganese oxide means that if equilibrium is attained at all it is attained between the metal and the MnO which has soaked into or adhered to the crucible (under the metal) and has dissolved substantial amounts of the crucible material including impurities. These impurities may constitute a significant portion of the slag by virtue of the small total amount of slag, even though the crucible is relatively pure. Hence there would seem to be a strong presumption that the equilibrium (if attained) involves not a pure MnO (or MnO — FeO) slag but one saturated with alumina and containing perhaps considerable impurities which substantially lower the concentration and activity of MnO, causing the above reaction to proceed to the right further than it would in the absence of alumina and impurities. Hence it is not surprising that manganese here appears as a better deoxidizer than found by other investigators. The present results may represent equilibrium with a slag of unknown composition which seems unlikely to be particularly related to plant experience. 2. The curves representing the observed silicon deoxidation (figs. 3, 4, and 5) are all drawn with a discontinuity in slope at about 0.02 pct oxygen. This point is interpreted as corresponding to the three-phase equilibrium, metal, slag, solid silica. The type of construction shown in these figures (though apparently fitting the data) is contrary to a fundamental principle of heterogeneous equilibrium as pertains to the construction of phase diagrams. According to this principle, the two solubility curves (each of the two portions of the curves in figs. 3, 4, and 5) must intersect in such manner that their (metastable) extensions must lie outside the homogeneous field rather than inside as in these figures. In other words, the "point" in these curves should be aimed in the opposite direction, if it is to be interpreted as corresponding to the three-phase equilibrium. The construction adopted is in violation of the second law of thermodynamics. This matter is discussed in detail in several texts and also by Lipson and Wilson.&apos;" The same criticism applies to the later figures representing conditions for manganese additions. The occurrence of this discontinuity or break at 0.02 pct oxygen casts further doubt on its interpretation. The earlier investigation of this system by Korber and Oelsen is in substantial agreement with the several recent findings of Chipman and coworkers that the oxygen content of iron in equilibrium with silica and silica-saturated iron oxide slag is about one third to one half that (0.24 pct at 1600") of iron saturated with pure iron oxide; thus there seems reliable evidence that iron saturated with silica and iron silicate slag at 1600" contains about 0.1 pct oxygen, or certainly much more than the 0.02 pct proposed in this paper. 3. In the quarternary system iron-silicon-manganese-oxygen one of the equilibria involved may be written 2 Mn + SiO2 (solid) = 2 MnO <slag> + Si The activity of SiO, is constant (if equilibrium is attained) by virtue of its presence as a substantially pure solid. At not too low metallic manganese content, the activity of MnO in the slag is constant by virtue of the fact that the slag is substantially pure manganese silicate saturated with silica and hence of constant composition. Thus the equilibrium constant for the above reaction is asi/a2Mn. Barring unanticipated large changes in the activity coefficients, the equilibrium constant may be adequately approximated for the composition range covered as [% Si]/[% Mn]2. Thus a plot of log [% Mn] against log [% Si] would be expected to be linear with a slope of one half as found by Kijrber and Oelsen. In the present investigation the slope (shown in fig. 15) is found to be one. It is difficult to believe that this finding represents a correct equilibrium determination, since it is at odds both with prior experimental investigation and with. theory. In view of the above points it seems that, although this paper reports many interesting findings, there is room for considerable skepticism as to the attainment of equilibrium and as to the conclusions drawn. N. A. Gokcen—The authors consider that Si% x O2% product is constant. This product is a function of the asi X a0 activity of Si02. The true constant is -------------. If the asio2 slags of this investigation were always saturated with SiO2 then Si% X O2% product would be constant,

The formation and growth of Guinier-Preston zones in Al-Zn alloys containing 4.4, 6.8, 9.7, and 12.4 at. pct zn have been studied by the X-ray small-angle scattering method. Particular attention was paid to the effects of small amounts of third elements silver, silicon, and magnesium on the formation and growth of G.P. zones. It was noticed that an appreciable number of G.P. zones were formed during the course of rapid cooling and that the size, volume fraction, and number of these G.P. zones were influenced by the existence of the third elements. During subsequent aging it was also found that the addition of both silver and silicon lowered the temperature for the growth of G.P. zones, whereas the addition of magnesium raised it. These results were explained in terms of the mutual interactions among zinc atoms, vacancies, and the third elements. A number of studies on the formation and growth of Guinier-Preston zones in Al-Zn alloys have been reported.1-4 Panseri and Federighii have found that the initial stages of zone growth take place at temperatures as low as around -100°C. For investigation of the mechanism of the initial stages of zone growth, growth studies must be carried out at low temperatures. In order to investigate the possibility of the formation of G.P. zones by the nucleation mechanism or the spinodal decomposition during quenching which was reported by Rundman and Hilliard,5 the examination of the as-quenched structure must be performed. In this paper the investigation of the early stages of the formation and growth were determined by means of the X-ray small-angle scattering method. With this technique, change of X-ray scattering intensities was measured while quenched specimens were heated slowly from liquid-nitrogen temperature to room temperature. At as-quenched state and after heated to room temperature, investigation of zone size, volume fraction, and zone number per unit volume was carried out. Measurements on these specimens yielded information on the early stages of zone formation and growth. Measurements were made also on specimens quenched to and aged at room temperature. From these measurements the previously reported model6 for the later stages of growth is confirmed; namely, the larger zones grow at the expense of smaller ones. Three elements, silver, silicon, and magnesium, were chosen as the third elements for the following reasons: Silver. In the binary A1-Ag alloy the spherical disordered 77&apos; zones were observed immediately after quenching.7 Therefore, in the Al-Zn-Ag alloys, it is suggested that silver atoms might induce cluster formation during quenching. Also, since the migration energy of the zinc atoms was found to be raised by the addition of silver atoms,&apos; silver atoms may have a great effect of the zinc diffusion, especially during low-temperature agings. Silicon. The effects of the addition of silicon atoms were found to be marked, especially at low-tempera-ture aging. In the binary Zn-Si system, no mutual solid solubilities between silicon and zinc9 and no in-termetallic compounds10 are reported to exist. Shashkov and Buynov11 investigated the behavior of silicon atoms in Al-Zn alloys and showed that silicon was not in the G.P. zones. The interaction between silicon atoms and vacancies is strong enough to increase the quenched-in vacancy concentration.* Magnesium. Magnesium atoms are reported to trap quenched-in vacancies and after much longer aging times these trapped vacancies will become free and act as diffusion carriers.13 Therefore at intermediate aging times, the diffusion of zinc atoms in Al-Zn-Mg alloys will be slower than in the binary Al-Zn alloys, whereas at longer times zinc diffusion will become faster. EXPERIMENTAL PROCEDURE The alloys used in this investigation had compositions of 4.4, 6.8, 9.7, and 12.4 at. pct Zn with or without 0.1 and 0.5 at. pct Ag, Si, or Mg. The alloys were prepared from high-purity aluminum, zinc, silver, silicon, and magnesium, with each metal having a purity better than 99.99 pct. The analyzed composition of the specimens is given in Table I. The measurements of the X-ray small-angle scattering were carried out with foils of 0.20 mm thick. The change of the scattering intensity was always measured at the fixed scattering angle of 20 = 2/3 deg. This angle exists nearly on the position of the intensity maximum. The value of the interparticle interference function14 which has large effect in this range of angles may not change abruptly in the case of the spherical shape of small zones. Therefore, from the above considerations, it is concluded that an increase of the intensity measured at this constant angle corresponds to an increase of the average radius and volume fraction of G.P. zones. COLLECTIVE bargaining, hereto-fore loudly proclaimed as one of the stout timbers of the Republic, has passed from the picture. The coup de gr[a]ce was struck by the President of the United States when he ignored his vested legal prerogative and seized the steel industry by the dubious authority of, his "inherent powers." Autocratic judgment by a single official replaced arbitration by the steel industry and labor union. This is the outcome of a battle which has been bitterly waged for months in the hazy atmosphere created by well oiled propaganda machines. Prior to government intervention, there was no clear picture of the issues at stake. All parties concerned marshalled their accountants to conjure up figures proving their respective contentions. The results were fed into public relations departments for embellishment and dissemination. Thus, the public was asked to believe on one hand, that the steel worker, who is second only to the coal miner in hourly wages, was entitled to an increase in pay and other benefits. Nothing was said about the effect-of such an increase on the national economy. Industry in turn pointed to declining profits after taxes, but failed to mention the more than a billion dollars spent on plant expansion, in addition to the payment of substantial dividends for 1951. With the intervention of the administration, the immediate issue became clear to freedom-loving Americans. Is the executive branch of the government above the law, or is it supposed to uphold and carry out the .laws of Congress? The present administration forgot that it is a servant of the public and has become despotic. The American people must obliterate this dangerous precedent which has been set by the administration or accept the. ominous consequences of submission. Fortunately, the strongest weapon of the citizen-the ballot -still remains. When democratic procedure is restored, stabilization of the economy will continue to challenge us. This is the main public stake in the steel controversy. Only a solution based on bed-rock democracy will work. If the emergency is real, and we must assume that it is, this is the time for sacrifice. Industry and labor must meet without rancor to resolve wage contracts through collective bargaining. The government role, under emergency conditions, must be to objectively maintain wage, and price ceilings in the interest of stabilization. Political expediency cannot be permitted to&apos; influence these controls. Politics and not the public weal have been the guide lines for too long. We are at the cross roads. By all sober judgment, this is the time for Americans to take a militant interest in their government today. Tomorrow will be too late.

Usittg a sectioning technique with Agl10 as the tracer, the diffusion of silver in silver-excess (45.8 at. pct Mg), near-stoichiometric (49.8 at. pct Mg), and magnesium-excess (52.0 at. pct Mg) cylinders of CsCl-type AgMg was determined from 500" to 700°C. Diffusion coefficients conform to the expression D = Do exp (-q/RT) where the respective Do values are 1.53, 0.280, and 0.134 sq cm sec-I and the Q values are 41.3, 40.6, and 38.0 kcal g-atom-&apos;. Lnttice-parameter and density measurements were performed on a more numerous assortment and wider range of compositions. Substitutional defects were found on both sides of stoichiometry. Activation energies for other rate processes in these alloys show related trends with changing composition, although silver may not be the rate-detemining species. KNOWLEDGE of diffusion coefficients is necessary for a quantitative understanding of the many rate processes (e.g., grain growth, precipitation, sintering, oxidation, or mechanical deformation) occurring in solids. Although these data are available for most metals and common alloys, they are quite limited for intermetallic compounds—a group of materials whose unique physical and mechanical properties are presently attracting great interest. From a fundamental viewpoint, diffusion in intermetallic compounds also offers several engaging aspects owing to: their ordering, the possibility of introducing large, stable concentrations of lattice defects, and the variety of bonding types and crystal structures which can be found. In the case of CsC1-type compounds, some previous work has been directed at examining the role of vacancy defects by changing their concentration compositionally. The diffusion of Co60 was measured in 0 NiAl1- and in P COA., Except for the results of Smoluchowski and Burgess, isothermal diffusion coefficients were found to pass through a minimum at the stoichiometric composi- they decreased sharply on what was reported by Bradley and co-wrkers&apos; to be the vacancy-rich (aluminum excess) side of stoichiometry. This investigation of the diffusion of Agl110 in AgMg was undertaken both as an adjunct to a concurrent study of its deformation behavior and for the purpose of obtaining information on the influence of lattice defects and temperature on diffusion in another CsC1-type intermetallic compound. Bcc AgMg remains ordered up to and melts congruently at 820°C. Solubility limits at 300°C are about 41 at. pct Mg and 53 at. pct Mg. It is one of the Hume-Rothery electron compounds with a 3/2 electron-atom ratio. Previous investigations of its properties include hardress,&apos; tenile,&apos;-&apos; electrical reistivity, and thermodyna-mic1&apos;,14 studies. Indications of a high bonding strength may be found in the large heat of mixing1&apos; and in the 6-pct vol contraction on compound formaticp, as calculated using atomic radii of l.40 and l.55a for Ag and Mg. EXPERIMENTAL PROCEDURE Alloys were prepared by the induction melting of selected fine silver (99.95) and low-iron magnesium (99.95) in magnesia crucibles under 1 atm of A. Supplied by the Handy and Harmon and Dow Chemical Cos., respectivelv. Melts were poured under argon into graphite molds providing 1 1/8-in.-diarn. by 4-in.-long ingots. These were homogenized in evacuated and argon-filled fused-silica capsules by heating for 16 hr at 750&apos;. Three 1 in.-diam. by 3/4-in.-long cylinders were machined from the mid-portion of each ingot for diffusion measurements. Three alloys, analyzing 45.8, 49.8, and 52.0 at. pct Mg were taken as representing the extremes of interest, with 49.8 at. pct Mg being very close to the stoichiometric composition of 50.0 at. pct Mg.

In view, therefore, of the diversity of both observations and interpretation, it seemed well to attempt, a revision of the entire subject in the Research Laboratory of the National Malleable Castings Co. The work consisted of a careful study of a single, impure, iron-carbon alloy. The material, which may be considered typical low-carbon white cast iron of the malleable industry, was an air-furnace iron of the following composit,ion: carbon 2.30 per cent., silicon 1.20 per cent., manganese 0.29 per cent., phosphorus 0.156 per cent., sulfur 0.048 per cent. The freezing range extended from 1213&apos; to 1132&apos; C., the latter figure agreeing with Gontermann&apos;s data.2 We have attempted to define the equilibrium diagram of this alloy, in the stable condition as related to the mctastable diagr,aui,- from a temperature somewhat below the euteetic freezing point to a temperature l>clow Arl and for a graphitic-carbon content from practically notliing to the original total rarbon of the specimen (see Fig. 6). THE research and policy committee of the Committee for Economic Development, a non-profit research organization composed of leaders in industry and the professions, including such prominent figures as Dwight D. Eisenhower, Paul G. Hoffman, and Charles E. Wilson, recently published a report entitled "How to Raise Real Wages." Since its founding in 1942 the CED has initiated many objective studies on matters of national economic policy, and has gained a fair measure of prestige from its activities. The CED&apos;s latest report cites the more than three- fold rise in real wages in the United States in the past 50 years and attributes the accompanying improvement in the standard of living to the great in- crease in production per man hour. The report states that in order for production to continue rising in the future with the attendant increase in real wages four basic conditions must be manifest: (1) better methods, (2) more capital, (3) better training of workers, and (4) better management. The report cautions that although prospects for increases in output per man hour are good "it is desirable that steps be taken to encourage such a rise."
