INTRODUCTION Landowners in Texas for many years have freely granted, reserved and leased "oil, gas and other minerals" or interests therein. In recent years we have witnessed much litigation concerning what sub- stances should be included as "other minerals" within the phrase "oil, gas and other minerals," and this question has received the attention of numerous legal scholars. At the South Texas Uranium Seminar held in Corpus Christi, Texas, in September, 1978, Mr. William R. Dodson presented a paper dealing with this very subject and entitled "Uranium - Mineral or Surface? Who Owns It?" In his paper, Mr. Dodson reported on two recent Texas Supreme Court decisions, Acker v. a, 464 S.W.2d 348 (Tex. 1971) and Reed v. Wylie, 554 S.W.2d 169 (Tex. 1977). which held that the particular substance in question in each case is not a mineral within the phrase "oil, gas and other minerals" if substantial quantities of the substance lie so near the surface that production will entail the stripping away and substantial destruction of the surface. Since that time another chapter has been written in the Texas saga of "When is a Mineral not a Mineral?" and it is the intent of this paper to present an update of the Texas law. A review of the early Texas cases so ably covered by Mr. Dodson in his paper will not be repeated, except as is necessary to illustrate the evolution of the legal doc- trine which has been so aptly named "The Surface Destruction Test". BACKGROUND In order to appreciate the genesis of the problem, one must consider that oil and gas production commenced in Texas many years ago, Spindletop came in in 1901. As oil and gas became more valuable, land- owners with considerable frequency sold interest in the oil, gas and mineral estates in their lands, and reserved interest in the oil, gas and mineral estates in their lands when they disposed of their property. Due to the oil and gas background, and perhaps be- cause oil and gas was paramount in the minds of the parties, the traditional language employed in these grants and reservations was "oil, gas and other minerals" or variations thereof. There are literally hundreds of instruments employing this language constituting a link in the chains of title to thous- ands of acres of Texas land. In addition, there are thousands of acres of Texas land held by oil, gas and mineral leases, the primary terms of which have been perpetuated by production, containing similar language in their granting clauses. The severance of the mineral estate from the surface estate results in two separate and distinct estates, each having all of the incidents and attributes of an estate in land. with the surface estate being the serviant estate, and the mineral estate being the dominant estate and having certain easements in the surface estate to explore. produce and remove the minerals. Harris v. Currie. 176 S.W.2d 302, 305 (Tex. 1943). As observed by the court in the Harris case, this is because a grant or reservation of minerals would be wholly worthless if the grantee or reservor co~lld rwt enter upon the land in order to explore for and extract the minerals granted or reserved. Although the Texas law has recognized that an oil and gas lessee has the right to use so much of the surface as is reasonably necessary to produce the minerals. Warren Petroleum Corporation v. Monzingo, 304 S.W.2d 362, 363 (Tex. 1957), recent decisions of the Court have qualified this doctrine. In Getty Oil Company v. Jones. 470 S.W.2d 618 (Tex. 1971). Getty's pumpine, units were interfering with ones self-propelled sprinkler system utilized for irrigating the premises, and Jones sought to require Getty to install the-pumping units in cellars so that the sprinkler system could pass over them. In an effort to accommodate both the surface estate and the mineral estate, the court held (page 622) "...where there is an existing use by the surface owner which would otherwise be precluded or impaired, and where under the established practices in the industry there are alternatives available to the lessee whereby the minerals can be recovered, the rules of reasonable usage of the surface may require the adoption of an alternative by the lessee". Bearing in mind that the "reasonable use doctrine" grew up in the oil and gas industry involving sub- stances which can be produced by methods that do not destroy or deplete the surface estate, the question presented is whether the Texas courts will extend this doctrine to situations where claimants of "other minerals" seek to produce shallow deposits of iron ore, coal, lignite and uranium by surface mining methods which do destroy or deplete the surface estate? The surface destruction test has answered this question in the negative, at least as to iron. coal and lignite. However, the multitude of mineral estates in Texas which have been created by a grant. reservation or lease of "oil, gas and other minerals" will, doubtlessly, continue to fuel the fires of litigation. Until 1934, natural ventilation was depended upon in the mine of the Climax Molybdenum Co. at Climax, Colorado. In that year a 7-ft. axial-flow, low-pressure fan was installed as an exhausting unit. In 1936, three more fans of the same kind were installed, all as exhausting units, with a total capacity of 115 000 cu, ft. per min., and since then fans and sprays have been added as required. Atmospheric Conditions Adverse atmospheric conditions at this elevation of 11,500 ft. account in part for difficulty in maintaining adequate ventilation throughout the mine. Barometric pressures range from 18.99 to 20.01 in. of mercury; the norma1 average being 19.70 in. Air weight is 0.051 lb. per cu. ft., and humidity is low—about a 30 per cent yearly average. This makes the use of mechanical humidity aids mandatory the Year around to prevent excessive dryness of the mine workings and the resultant dust hazard. The yearly temperature range is from minus 24" to 75°F.; typically, in February 1942 the mean low was minus 3.25°F. and the mean high, 21.3°F. In August the mean low was 34.8°F.; the mean high, 64.26°F. Even during the summer month air filtration through the openings of the cave area is 32°F., owing to accumulation of snow in the glory hole and in Part to glacial ice, which, combined with a rock temperature of 39°F. on the upper levels (elevation 11,945 ft.) and 42°F. on the main haulage level (elevation 11,470 ft.], makes it difficult to maintain a comfortable working temperature. The one advantage in ventilation of mine workings at the altitude of the Climax mine is that the power required to circulate a given air volume is 32 per cent less than would be required at sea level. Problems since 1936 the mine management has studied intensively plans for providing adequate ventilation for the entire mine for its expected life. As the ore breaks into large pieces, much secondary blasting is necessary, therefore there is a considerable amount of smoke, gas and dust, which requires circulation of a large amount of air to remove the contamination, It is undesirable to use haulage drifts and manways as air passages because some would be passageways for contaminated air also, and there would be undesirable high velocities in some drifts. High velocities and large volumes of subfreezing air dry out the passageways through which they pass, and thus increase the amount of dust. Regulating doors in haulage drifts are difficult of upkeep and interfere with production. It was decided as a general principle to distribute fresh air to each working place at low velocities and low pressures and to remove contaminated air as soon as possible with a minimum of travel through working places.

SILVER is not only of paramount importance to millions of people as a medium of savings and to other millions as a medium of exchange, but it is also valuable and useful in industry. Mexico continues to be the largest producer of this metal, followed by the United States, Canada, and Peru. The largest consumers are China and India, which normally absorb about two-thirds of the world's mine production, hoarding it as savings. The imports by these countries exert a powerful influence upon the price, yet neither country is on the silver standard. China having abandoned it in 1935 and India in 1893, when the rupee was definitely linked to the pound sterling. Other nations such as Persia, Ethiopia, Mexico, and many of the South American countries either have been on the silver standard or have used silver as their chief circulating medium, and most large nations use it for subsidiary coins, this use accounting for 20 to 30 million ounces annually. The arts and industries have consumed 35 to 40 million ounces each year.

The effects of heat transfer on the corrosion behavior of type 304 stainless steel in boiling water have been studied. Heat transfer conditions increase the tendencies of the stainless steel toward stress-corrosion mucking when the water is contaminated with Cl-. Surface preparation is the most important variable in determining the severity of the stress-corrosion problem in water with a given Cl- content. Heat treatment, chemical cleaning, and degree of wet film boiling also affect the corrosion of stainless steels used as heat transfer surfaces in boiling water. An up-paratus for corrosion testing under controlled heat transfer conditions is described. THE principal objective of this investigation was to study the corrosion behavior of AISI Type 304 stainless steel in boiling high-purity water under conditions of heat transfer. The principal variables in the study were: a) boiling conditions: limited boil, agitated boil; b) metallurgical structure: annealed or sensitized; c) surface condition: rolled, pickled, or ground. The results of the study should elucidate the role of heat transfer in the corrosion of stainless steel in boiling high-purity water and provide a base line from which to assess the severity of this type of corrosion. Although there has been an investigation of the effect of heat transfer on the corrosion behavior of stainless steels in alkaline waters,' work on the corrosion of stainless steels under heat transfer has been largely confined to various acid solutions.'-4 Furthermore, the study of the corrosion of stainless steels in high-purity water has been generally restricted to auto-clave and instream testing in superheated (e.g., 300°C) water and steam.5'6 Cooling water problems led to this study of the corrosion behavior of type 304 stainless steel in high-purity water at its atmospheric boiling point. In addition to the effects of heat transfer, this study also considered the influences of the type of boiling,7 metallurgical structure, and surface condition on the corrosion behavior of stainless steel in high-purity water. Two boiling conditions were investigated in this study: a) limiting boiling, i.e., when the heat-transfer surface had just reached the boiling point and boiling nucleated randomly over the specimen surface and b) agitated boiling, i.e., when a mild degree of superheat had been achieved on the specimen surface and boiling occurred generally over the specimen surface. Both boiling conditions are broadly classified as wet-film boiling. Originally, this program included the study of a third type of boiling, dry-film conditions. At dry-film boiling the temperature of the heat transfer surface is high enough so that it is covered with a continuous film of steam. Experimental difficulties made it impossible to study this kind of boiling with the available apparatus. Since surface condition affects heat transfer rates, three typical surfaces were chosen for study: a) as-rolled, the 2B finish received from the supplier, b) as-pickled, 30 min in 8 pct HNO3-1 pct HF, and c) as-ground on 120 grit paper. In order to evaluate the effect of improper heat treatment or welding on hot wall corrosion, both annealed and sensitized mi-crostructure were included in this study. EXPERIMENTAL Test Apparatus. The particular problems of interest in this investigation required a knowledge of the thermal gradient through the test specimen. From this gradient, the heat flux to the surface and the surface temperature could be determined. In order to satisfy this need, an apparatus similar to the boiling-disk apparatus of Fisher and whitney2 was designed. This paper is simply a summary, prepared at the request of the Council of the Institute, of the report of Mr. Albert Ladd Colby, of South Bethlehem, Pa., presented at the New York meeting (October, 1896) of the Association of American SteelManufacturers, on " The Advisability of the Endorsement by the Association of the United States Standard Gauge, approved by Act of Congress, March 3, 1893, to the Exclusion of the Birmingham Gauge, the .Brown and Sharpe, and all Others:" a subject on which, at the Pittsburgh meeting (April, 1896) of the said Association, Mr. Colby had been appointed as a committee. The report favors the adoption, not of the United States standard gauge to the exclusion of others, but of a decimal system of gauging all materials in thousandths of an inch, thus doing away entirely with arbitrary gauge-numbers running in inverse order to the actual thickness. The American Institute of Mining Engineers originated this movement. The report of its committee on a standard wiregauge, presented in October, 1877,* recommended the abandonment of the system of fixed gauges for commercial use, and of the system of representing the diameters and sizes by numbers, and the adoption, in lieu thereof, of the system of expressing sizes in thousandths of an inch or fractions of a millimeter, and the use of the micrometer-gauge as a means of measuring sizes. The serious shortage of eastern gas coal and of coke for gas-making in Illinois and adjoining states during the winter of 1917-1918 was emphasized at the meeting of the Illinois Gas Association, March, 1918. The seriousness of the situation was of concern not merely to private interests but to the general public, which consumes gas for heating, lighting, and for important industrial uses. Some relief was thought possible if central district coals from Illinois, Indiana, and western Kentucky could be used generally as a substitute for eastern coal and coke in the manufacture of retort gas and water-gas. Already a little Illinois and Indiana coal was being used under special circumstances in Illinois retort plants and successful experiments with mixtures of Illinois coal and eastern coal had been conducted at the Decatur retort-gas plant by F. K. Ovitz of the U. S. Bureau of Mines and the Illinois Mining Investigations, with the advice and cooperation of a committee of the Illinois Gas Association. Consequently, it seemed desirable to continue experiments with central district coal in gas retorts, and with coal as a substitute for coke in water-gas generators, and to give publicity to the results and technical assistance to companies desiring to use central district coal. Other matters, of national importance were the prospective shortage of toluol and of ammonia for the manufacture of explosives, and the possibility of encouraging recovery of additional amounts from some of the plants in central states that were not contributing these substances. Results of work done by the Gas Section, Illinois Mining Investigations, under the advice of the Technical Committee, were pushed to early publication until the signing of the armistice lessened the importance of speed as a war measure. The first two publications listed below were distributed by the Regional Director of the U. S. Fuel Administration, through the Bureau of Gas. By-products and Public Utilities. Any explanation of the nature of multiphase fluid flow through porous media must ultimately involve a knowledge of the mechanism of such flow through the individual pores of the medium. To provide quantitative information of the latter type, a study was made of gas-liquid and liquid-liquid displacements in single uniform Pyrex capillaries with diameters as small as 4 microns. Quantitative observation of air-liquid displacements with zero contact. angle indicates the adequacy of a model based on Poiseuille's Law and the independence of capillary pressure and interfacial velocity. Consequently, this work discounts previous claims that flow is abnormally retarded in very small capillaries. For the displacement of a very viscous oil by water in a capillary initially filled with water, flow is faster than predicted by the above model. This behavior is probably due to the existence of a thin annular film of water between the oil column and the capi1lary wall as postulated by Yuster. INTRODUCTION The need for experimental observation of the microscopic nature of multiphase fluid flow, to further the understanding of the results of macroscopic flow investigations, has been previously recognized. Chatenever and Calhoun1 in connection with the API Project 47B have extensively studied the flow of fluids through layers of glass or lucite spheres between glass or lucite plates. Lowman2 prepared an interesting film concerning flow in a single capillary, using an apparatus which made a moving interface appear stationary in the field of a microscope. The purpose of the present investigation was to deter- mine what contribution might be made to this field by comprehensive quantitative observation of gas-liquid and liquid-liquid displacements in single capillaries of uniform, very small diameter. The techniques used are similar to those of Lowman but incorporate improvements necessary for quantitative work. Quantitative observations must begin with fluids of simple chemical composition to provide a basis for analyzing the more complex behavior that may be expected with natural reservoir fluids. However, some qualitative observations on systems involving crude oils are presented. Experiments of this sort involve the observation of the velocity of the interface separating two fluids, and have been performed in horizontal or vertical capillaries by several investigators.3,4,5,6,7,8 The most general treatment of their mechanics, by Brittin,9 involves forces due to capillarity, viscous resistance, gravity, an "end-drag" effect, and the rate of change of momentum of the capillary contents. Since the range of pore diameters of interest in petroleum reservoirs is about 0.1 to 100 microns, it was desired to perform these experiments in the smallest capillaries possible, to ascertain whether capillary diameter had any effect on the existing theory based on data from larger capillaries.* It was also important to be able more systematically to vary the direction and rate of displacement than was done by previous investigators. Finally, to concentrate attention on viscous and capillary forces by eliminating gravity as a parameter, this study involves only horizontal capillaries. The work of Eley and Pepper' with a "large" (0.766-mm diameter) horizontal capillary is the previous investigation which is most similar to the present method of quantitative observation. Here capillaries with diameters as small as 4 microns will be studied.

One of the most interesting of all the subjects required of persons studying the different facets of coal mining is coal mine gases. Some mine gases have been a real problem since the very beginning of underground mining, and in the early days there was insufficient knowledge to cope with them. The history of mining shows that until about the last 50 years, much work was done primarily by the hand methods which are primitive by today's standards. Miners had to contend with gases without the aid of enclosed lighting, permissible mine machinery, sophisticated testing devices, and high-pressure ventilating fans. In early days the miners were not educated about the different mine gases nor did they have the technical equipment to determine the actual composition of the deadly atmospheres they encountered. They simply applied a descriptive term to each gas or mixture of gases depending on its effect on a person or the surrounding atmosphere. The gases or mixtures of gases were then referred to as "damps," a term which was probably derived from the German word "dampf," meaning vapors or gases. The more common damps encountered were : Blackdamp A condition of the atmosphere in which a miner's light would be extinguished and in which breathing would be difficult, sometimes even resulting in suffocation. An atmosphere deficient in oxygen which could contain a combination of any of the mine gases. Firedamp A flammable mixture of methane and air which would either burn or explode when ignited. White Damp A mixture of gases containing carbon monoxide, most often found in mines during fires or after explosions.

If the ordinary wet method be attempted for silver-bullion containing tin, much trouble is experienced, varying with the amount of tin present. Even with a percentage as low as 0.05, the end-point is masked by a persistent turbidity, while with amounts ranging from 0.5 per cent. upward, the determination of the exact end-point is impossible, owing to the finely divided or colloidal metastannic acid resisting all efforts to cause it to settle, or to give a clear supernatant liquid. The object of the following experiments was to seek a remedy for these difficulties, and to find the conditions whereby the Gay Lussac method might be applied directly to these bullions. Material containing tin is met with frequently in bullion from Mexico or Bolivia; and tin is carried (sometimes in large quantities) in jewelers' sweeps. 1. A bullion was prepared containing Ag, 74; Cu, 25; and Sn, 1 per cent. A weighed amount was treated by the humid assay-method as if it were an ordinary bullion free from tin. Three anhydrous zinc sulfates have been identified. They are: ZnSO,(a), stable below 1007°K; ZnS04(/3), stable above 1007OK; and ZnO.ZZnSO,. The decomposition pressure of each sulfate has been measured and the following relations calculated from the results: The measured data have been combined with the known themzodynamic properties of ZnS, ZnO, Zn, SO,, and SO, to yield univariant and bivariant phase diagrams for the system Zn-S-0. The application of these diagrams to problems of roasting zinc concentrates is discussed. PRESENT knowledge of the equilibrium chemistry of the system Zn-S:O, so essential to scientific control of zinc-blende roasting, is deficient in several respects. A basic sulfate of zinc has been reported by many investigators, but its composition is in doubt and its thermodynamic properties have not been measured. Our scanty knowledge of the properties of the normal sulfate at roasting temperatures is based on old and inexact studies. A crystal transformation in the normal sulfate, involving a sizable heat effect, has been noted by several investigators but has never been quantified. The studies reported herein were designed to fill these gaps in knowledge and to make possible a reasonably complete thermodynamic description of the system Zn-S-0 at roasting temperatures. The results make possible a far more exact understanding of zinc roasting chemistry than was hitherto possible. EXPERIMENTAL The principal experimental technique employed was the measurement of the total gas pressure developed from decomposition of either ZnSO, or ZnO2ZnS0, in a closed system. The apparatus employed was essentially the same as that described by Warner and lngrahaml and Flengas and tngraham.' The unusual feature is a flexible Pyrex bellows used to separate the reaction gas mixture (S03, SOz, and 02) from the mercury in the manometer and thus prevent corrosion of the mercury by SO3. The bellows operates without evidence of hysteresis and, barring accidents, may be used for several months. The response of the bellows varies from manometer to manometer, but is generally of the order of 0.6-cm displacement for a l-cm change in pressure. The response for all manometers has been linear over the range 0 to 1 atm. To prevent condensation and polymerization of sulfur trioxide, the bellows-manometer was maintained at 100.0" * 0.5" by a circulating bath of silicone oil. The connecting tubing between the manometer and the furnace was maintained at 100.0" * 0.2"* also, with a stirred air bath. The open end of the manometer was connected with a chamber which was maintained at a known pressure. The pressure could be varied so that readings of the height of the mercury column, measured with a cathetometer, could be made with both rising and falling mercury column. By using the average of the readings, any error due to sticking of the mercury column was minimized. The sample was placed in a 2-in.-long platinum boat formed into the shape of a half-cylinder. The sample was prepared as a fine powder and pressed against the inner wall of the platinum boat. A silica thermocouple well, covered with a platinum sleeve, was placed lengthwise along the center of the boat. The temperature of the sample was read on a calibrated Pt-10 pct Rh theirnocouple. The temperature profile of the furnace was constant within ± 0.2 C over the length of furnace occupied by the sample. The horizontal furnace used to contain the sample and the quartz reaction tube was electrically heated, with the control thermocouple placed 1/4 in. from the windings. A Brown Pyro-O-Vane temperature controller with a 3-sec response time was used to maintain the furnace temperature. The primary objective in laying track in panel sections is to reduce the number of track laborers required. This is possible because the work is mechanized. Moreover, because the work is mechanized and each of the operations needs only a few men, and each is self-contained, the work can be carried on at night as well as in daylight; therefore, the method provides a means of preparing tracks on more than one shift. The laying of tracks in open pits and quarries in panel sections is not new but new methods have been made possible by the introduction of new types of equipment. The purpose of this paper is to describe the methods that are followed in the Morenci open pit. General Mining Operations Full-scale ore production at Morenci is about 50,000 tons daily. The normal yearly output of ore and waste is 32,000,000 tons, of which 30,000,000 tons is handled by rail haulage. This requires the building of approximately 47 miles of loading and other temporary tracks during a 12 months' period (Fig I). Broken ore and waste is loaded into 90-ton capacity dump cars with 5-cu-yd full-revolving electric shovels. Shovel banks are uniformly 50 ft high. They are blasted with churn drill holes and the broken material from a blast is loaded out with two shovel cuts, the first one being called (locally) the "splatter" cut and the second one the "clean-up" or "face-up" cut. When a shovel is making its clean-up cut, the loading track is about 70 ft from the toe of the bank and, under normal conditions, a bank is blasted against it without removing the track. It is thus evident that each track is used for two shovel cuts before relocation is necessary, inasmuch as a single position serves for both the clean-up cut prior to blasting and for the splatter cut following the blast. The normal advance of a solid bench by a single blast is 40 ft (Fig 2). Preparation OF Panel Grade In preparation of panel grades bulldozers and rooters are used for the bulk of the work and an auto-patrol road grader for the final stage. At Morenci, bulldozers have always been used for track-grade preparation, but before the introduction of the other two types of equipment grades were uneven and irregular at best, and always necessitated a big gang of track laborers to hand-block under the ties with rocks after a track was laid into place. High blocking also made poor track because of instability and caused frequent derailments. Under these conditions derailments were generally bad as re-railing became difficult. Much track was torn up and many tics broken in the process. Mean boundary migration depended linearly upon creep extension under various conditions. Prolonged annealing or air-casting increased the proportion of immobile boundaries at a given stage of tests. Grain growth during annealing followed a power law. The linking of migration and sliding in creep and models for migration are examined; activation energies are calculated from these models. Segregation of oxygen to boundaries appears to be a controlling factor. THE idea that boundary migration and boundary sliding during creep are linked has often been suggested,'-5 especially when evidence has been obtained for an alternation between the two processes. In simple bicrystals sliding can occur without any migration6 but in more complex bicrystals7 it is observed. McLean' and Couling and Roberts 5 made measurements of both sliding and migration; McLean concluded that there was no linking of the two processes whereas Couling and Roberts supported the idea. McLean' also developed a model for migration during creep and annealing. The present work was initiated as part of a study of the recrystallization of lead during creep9 but has been extended to examine some aspects of the mechanism of migration. MATERIALS AND METHODS Specially refined high-purity lead* was used; the total of impurities, excluding oxygen, was 0.0008 wt pct. Oxygen was removed as far as possible by melting in vacuo, treating at 550" to 600°C with hydrogen and then casting at 450°C under a vacuum of 10-2 mm Hg; the oxygen was then believed to be 0.00005 wt pct. Specimens were made from extruded strip and then annealed at the required temperature in an air oven, controlled to 5 lac. They were then polished in a mixture of acetic acid and hydrogen peroxide. At this stage some specimens were etched to give grain contrast and their grain sizes determined by the intercept method. Migration of boundaries during creep was measured on the surface of polished (not etched) specimens, directly loaded at room temperature (22°C) or 50°C (52"C) to initial stresses of 300 to 700 1b per sq in. Twenty six vacuum-cast hydrogen-reduced specimens were used and, in addition, two specimens were from material air cast after hydrogen reduction ("partial" air cast) and two from air-cast material not treated with hydrogen ("full" air cast). Duplicates were made in the majority of tests. At intervals through the creep tests, specimens were unloaded and the migration measured, normal to the direction of migration at the point of measurement, for each boundary along standard traverses. Usually between 110 to 180 boundaries were measured at each of some twelve stages of the tests. Migration was measured on the projected image (X100) using prism illumination. Fig. 1 illustrates the method of measurement and shows the kind of variation of migration found from boundary to boundary and along particular boundaries. Fig. 2 gives an example of more extensive migration. The mean value of distance migrated was generally reproducible to *10 pct but occasional points gave a scatter of *20 pct. The correctibn applied by McLean8 to allow for the contribution sliding makes to the apparent distance of migration could not be used, for the sliding at most boundaries was too small to measure with the equipment available. FOR many years the cost of making pig iron and steel in the Birmingham district has been about the lowest in the United States. The close proximity of the important raw materials such as coal, iron ore, limestone, and the large available scrap supply made it possible to assemble all of the important ingredients necessary for steel-making with only nominal costs for transportation. Both iron ore and coal were being mined in this district at one time for about $1 per ton from underground operations. At that time mining wages were low everywhere and the labor rate in the South was considerably below that of other mining districts. This situation persisted until the emergence of labor unions as an economic and political force, emigation of southern labor to northern plants, and continued growth of industry in the South in the years following the depression of 1932. Since that time union organizing of miners and steel workers throughout the nation has increased labor costs in mining and steelmaking. This influence has been felt particularly in underground mining operations since the proportion of labor cost to total cost is still high. The previous advantage in basic labor rate in the South has been almost entirely eliminated by the equalization of labor rates in basic industries by national unions.

IT is likely that among most races, owing to the ease of finding and working clay, the making of clay utensils was learned earlier than the molding of metal implements. The ancients made good pottery and durable brick in kilns that wasted fully one-half the heat and spoiled fully one-fourth of the ware; and, taking the clayworking industry as a whole, we are doing the same today. The chemical and physical changes involved in the burning of clay are so many and vary so much with the composition of the clay that it is not surprising that the rule-of-thumb methods so commonly employed fail to give uniform results. In its passage from plastic clay to the vitreous or stonelike character the mingled minerals and accidental organic impurities of which the clay is blended must pass through four stages, the second and third usually overlapping, and the fourth often beginning before the third is complete. These stages in their order with the rising temperature are drying, dehydration, oxidation, vitrification. In the first part of the drying stage, usually accomplished in part outside the kiln, the water mixed with clay is dried out at temperatures not much exceeding the boiling point of water. In the later part of this stage, within the kiln, the hygroscopic water, absorbed from the air is expelled at somewhat higher temperatures, this stage being known as watersmoking. Some clays are very sensitive to temperature during the drying stage and if the temperature exceeds 100°, the ware becomes checked. Other clays may be dried more rapidly without danger. In down-draft kilns, the draft is slight during the watersmoking stage and the water driven off from the top rows condenses on the ware in the bottom of the kiln, with the result that high temperatures are likely to be reached at the top of the kiln before the bottom is fully dry. The lag in temperature of the bottom persists to the second stage in spite of the better draft then prevailing.

A FEW metals have been known since the dawn of history. Many have been prepared in quantity only within the present century. Zinc falls into an intermediate category, although there is some evidence of its existence in elemental form in Greece as early as the third or fourth century B.C. Nevertheless, the first important use of zinc antedates the earliest records of civilization. This first use was in the alloy, brass, which is roughly one third zinc. This continues to the present time as one of the major uses of the metal. The first production of brass, in light of present knowledge, was perhaps one of the 'most romantic and fortuitous of technical discoveries. Copper, the major constituent of brass, had been given to man by Nature in the native state; that is, as lumps of fairly pure copper. The art of melting and working it had been learned. But zinc does not occur as the metal in Nature and even if some early metallurgist happened to heat zinc ore with a reducing agent, the reduced metallic zinc passed off as vapor and was lost. Doubtless some early coppersmith, melting copper in accidental contact with zinc ore, reduced the zinc, and the vapor was absorbed by the molten copper. Its color, hardness, and other properties were thus wonder- fully changed. And so the earliest metallic form of zinc, as nearly as we can deduce, existed in the alloy brass. SECONDARY hardening in tempering has long been recognized as a typical characteristic of steels containing large amounts of carbide-forming alloys. These steels, when quenched and tempered, tend to soften somewhat after tempering at low temperatures, and to reharden at intermediate tempering temperatures before finally softening to low hardness. This behavior in tempering has been studied by many investigators, chiefly with respect to the secondary hardening of high-speed steels. The initial softening has usually been ascribed to decomposition of martensite and growth of iron carbide particles. The secondary hardening has been explained by formation of fresh martensite from residual austenite, formation of very fine alloy carbide particles and by precipitation hardening of metallic compounds in the ferritic matrix. However, factors derived for the calculation of tempered hardness in low-alloy steels1 indicated only a tendency toward retarded softening rather than a discontinuous rehardening. A study was, therefore, made to determine whether fresh martensite from residual austenite and precipitation hardening are essential to rehardening and the degree to which tempered martensite could be rehardened by precipitation of alloy carbides. The mechanism of carbide rehardening was also investigated to determine the nature of the process. The causes of secondary hardening in high-speed steel have received serious consideration for about thirty years. Among the earlier workers Bain and Jeffries2 in 1923 recognized residual austenite as a significant factor, but in addition, emphasized the effect of the formation of alloy carbide particles of "critical" size. They conceived that freshly quenched martensite forms low-alloy iron carbide at low tempering temperatures; with further tempering the iron carbide is then modified by alloying elements that can diffuse most readily at intermediate temperatures (850°F); and that the iron carbides grow in size by coalescence so that the steel tends to lose hardness. At higher tempering temperatures carbide stability rather than alloy availability becomes the controlling influence and in high-speed steel "iron-tungsten carbide is the most stable one and forms to the elimination of the earlier formed carbides. . . . The iron-tungsten carbide particles reach approximately the size for critical dispersion after a short reheat at 1100°F." This concept, the formation of alloy carbide nuclei, redissolving of the iron carbide, and diffusion of carbon to the alloy carbide, was restated for vanadium steel in 1932 by Houdremont, Bennek, and Schrader.3 Subsequent studies have confirmed that iron carbide changes to alloy carbide at 1000 to 1100°F, but the mechanism of the process has received little consideration .

FROTH flotation is usually effected by the addition of a collector agent and a frothing agent to an aqueous suspension of suitably comminuted mineral ores. The action of collectors is to adsorb onto the surfaces of minerals to be separated, sensitizing them to bubble adherence. The action of frothers has, in the past, been accepted as that of froth formation only, brought about by a lowering of the air/water interfacial tension. Substances capable of producing froth are classed1a,b according to their relative capacities for production of froth-volume and froth stability in the simple frother-water system. The purpose of this paper is to show that the surface active agents acting as frothers become effective only when there is a suitable degree of molecular interaction taking place between collector molecules and frother molecules at the air/water and solid/ water interfaces. Further, the discussion will demonstrate that the actual mechanism of adherence of an air bubble to a suitably collector-coated particle is due to the molecular interaction collector-frother. This leads to the formation of a continuous interfacial film of associated molecules, anchored to the mineral by polar groups of the collector, and enveloping the whole bubble. The tenacity of adhesion mineral-to-bubble results from the strength and the visco-elasticity of this mixed film.
