Meeting of May 22, 1914.-President Thayer. announced the appointment of the following Committee on Arrangements for the San Francisco meeting of 1915: Charles W. Merrill, Chairman; F. W. Bradley, Abbot A. Hanks, S. B. Christy, and H. C. Hoover. President Thayer announced the appointment of the following Committee on Organization for the Utah-Nevada Local Section: R. C. Gemmell, Chairman; C. D. Blood, Lafayette Hanchett, Ernest Gayford; Duncan MacVichie, and George W. Riter. The President of the Institute offered $100, to be known as the "President's Prize," to be used as prizes for the best papers submitted by members of the Affiliated Student Societies, to be divided as follows: First Prize, $50; Second Prize, $30; Third Prize, $20. A committee, consisting of J. F. Kemp, Chairman; W. L. Saunders, and T. T. Read, was appointed to report on the conditions to govern the award. The President announced the appointment of the Committee on Mining and Milling Methods, the personnel of which is shown on a subsequent page of this Bulletin. The following were appointed on the Advisory Committee to the U. S. Bureau of Standards, to represent the manufacture of the various non-ferrous metals as indicated: Copper, F. L. Antisell; Nickel, David H. Browne; Lead, H. O. Hofman; Aluminum, J. W. Richards; Zinc, G. C. Stone. It was voted to hold a meeting of the Institute under the auspices of, the Iron and Steel Committee, the Committee on Petroleum and Gas, and the Committee on Coal and Coke, in Pittsburg, Pa., Oct. 8, 9, and. 10, 1914.

THE subject of my talk is, "What 'the college, student expects when he gets out of college." Since all of us, here tonight are engineers, I think it will be proper to limit the discussion to "What the engineering student expects when he emerges from college." It might be well to con-sider just why we chose engineering rather than some other of the many courses open to us. We certainly did not choose it because it is easy nor because we thought it would be a very pleasurable way to spend four years of our lives. The majority of students who choose this profession have a pretty well-formed idea of what an engineering course requires. They at least know that they must work to re-ceive their credits. The minority, which is no small num-ber, are soon disillusioned and as a result they either quit college entirely or they join the' Commerce School. I asked a number of my fellow students just what it was that induced them to join the engineering profession, but it was hard to obtain a clear cut statement from any of them. Some said it was due to environment; others said, they took it because they liked it, and still others said they took it because their folks wanted them to. These state-ments are rather vague and incomplete, but underlying them all is something that the fellows found hard to ex-press. I think it is this: To the layman there is something of romance and adventure about the engineering profes-sion, and this fact coupled with the reputed high salaries and high commands of certain noted engineers no doubt fired our imaginations and consequently led us to join the ranks of the engineers. No doubt many engineers have gone out into the world and have found little romance or adventure .attached to their work, but nevertheless it is an occupation of a wide diversity of interest, of constant change of scene, and of vivid and human relations.

Metallographic, thermal, X-ray, and vapor-pressure data were employed in establishing the Ce-Zn phase diagram. Nine compounds and three eutectics were observed. The eutectic compositions in weight percent zinc and temperatures are 10 pct and 495"C, 37 pct and 795°C, and 56 pct and 810°C. Three of the compounds, CeZn, CeZnn, and CeZne.5, melt congru-ently at 825°, 87.505°, and 980°C, respectively; the other six compounds, CeZns, CeZns.67, CeZn4.5, CeZn5.25, CeZn,, and CeZnll, decompose peritectically at 820°, 840°, 870°, 885", 960°, and 795"C, respectively. The compound CeZn5.25 is an AB5 type with a small range of composition which lies on the zinc-rich side of the 1 to 5 stoichiometry. Zinc vapor-pressure data obtained by the dewpoint method were employed in calczilating the thermodynamic properties of both the liquid alloys and solid compounds. The data for the A critical review of the information available on the Ce-Zn system up to 1960 has been given by K. Gschneidner, Jr.' Of particular interest is the work by J. schramm2 who investigated the region between 55 and 100 wt pct Zn and reported a CeZn,, compound which decomposes peritectically at 785"C, a CeZn, compound which melts congruently at 972"C, and five temperature horizontals at 79@, 817", 840", liquid alloys were fitted to the relation from which the relation was obtained by integration. In these relations F XS is the excess partial molal free energy, N is atom fraction, and the constants c and d have the values c = (-22,000 + 7.0T) and d = 6171,000 + 74.0T). Relations for the standard free energy of formation for the solid compounds were derived from the data. At 973°K the enthalpy in kilocalories per gram-atom z)aries from —11.3 for CeZnz to —8.21 for CeZn~l and the free energy in the same units varies from —7.1 joy CeZn, to -3.82 for CeZn11. and 942°C in the region between 55 and 75 wt pct Zn. No attempt was made to identify other features of the system. I. Johnson and R. yonko3 used a fused-salt cell to measure the electromotive force between pure cerium and an alloy consisting of zinc-rich liquid in equilibrium with CeZnll. Solubility data for cerium in zinc has been reported by J. Knighton et u1 .4 Johnson and Yonko give the following equa-. tions for the mole fraction of cerium in zinc and the standard free energy of formation of CeZnll:

D. K. Deardorff and Haruo Kato (U. S. Bureau of Mines)—We wish to refute the 1875" 20°C value that Giessen, et al., report as the transformation temperature of hafnium. Although these authors state that their work along this line will be reported later, we can't leave their value undiscussed, for we believe it to be 125°C too high. Our value of 1750° 20°C, which the authors mention, has been substantiated in our laboratories by the use of three other methods. The first method of substantiation was by heating and cooling curves using a hafnium/tungsten thermocouple, the couple having first been calibrated against a t/Pt-10 pct Rh couple. The second method was by quenching and metallography of dilute Hf-Ta alloys. The third cussion, it may be pointed out that the observations of Rogers referred to large unidirectional strains where the internal cracks or voids appeared only after a strain of 32 pct or more. On the contrary the internal fissures observed, as a result of fatigue cycling, occurred for a total extension of some 5 pct and furthermore followed the directions of the slip zones. Finally, it is not our contention, as implied in Dr. Alden's last paragraph, that the tensile stress is an important factor in crack propagation. Indeed, in connection with the reference to the companion report, special note is made of the fact that "Deformation was apparently concentrated in grains which have a slip plane nearly perpendicular to the specimen axis and thus near the plane of maximum applied shear." This dependence of the growth of fissures on the orientation of the slip planes with respect to the direction of maximum applied shear is clearly shown in work on the torsional cycling of single crystals which has been submitted for publication. method was by heating and cooling curves with W/W-26 pct Re thermocouple. Counting the original resistometric method, four different methods have yielded 1750" 20°C as the transformation temperature of hafnium. All our work on determination of the hafnium transformation temperature has shown that the specimen under test must be quickly heated to and through the transformation temperature if the lowest possible transformation value is to be determined; otherwise a higher value not representative of pure hafnium will result. Speed was emphasized in all methods. In our resistometric work the corresponding voltage, amperage, and temperature readings were taken quickly and the transformation temperature was usually reached within 5 min total heating time. In the thermal analysis work involving Hf/W or W/W-26 pct Re thermocouples the transformation temperature was attained within three minutes total heating time, this time being less because the two variables were

The Butte, Anaconda & Pacific electrification is of peculiar interest, in an incidental way, to the entire mining fraternity, and especially the engineering branch, not only in this great Northwest country but throughout the entire Western mining country, which is rich in minerals and water power. It is probably fair to say that the prime object of mining and smelting engineering is to reduce the cost of production, and in the case in hand the relative location of mines and smelter brings the cost of transportation of ore to the front. While some might assign this item to the railway people, it is inseparably a part and parcel of the general scheme of the production of metal from the ore. In considering the electrification of the B., A. & P. railway the mining and smelting engineer, above all, wants to know what saving will be effected by the change in motive power. Unfortunately the new power has been in use during a very limited period and on the Smelter Hill section of the road only, and no reliable data, from actual service conditions, can be obtained until the entire electrified section has been in service for a reasonable length of time. Any remarks on this subject at the present time, therefore, must of necessity be general in nature and more or less descriptive. The railway, electrical and mining worlds and the country in general are indebted to the B., A. & P. railway for the pioneer work it is now doing, as it undoubtedly marks the beginning of the electrification, within the comparatively near future, of all transcontinental roads between the Missouri river and the Pacific coast. Together with this goes the development of an untold wealth in water power and all natural resources within the same territory. For the first time in the history of electric railway work, in this country, direct current at a potential of 2,400 volts is being used. With this potential there is a great saving in transmission of energy to the locomotives and there are only two substations, one at either end and 26 miles apart, for supplying the power for the movement of trains of heavy tonnage over the main line and for switching movements at terminal and intermediate yards, and comparatively little feeder copper is required.

All who are even generally aware of the tremendous rate of increase in coal washing operations must realize the growing importance of the float-and-sink test. I believe it is conservative to estimate that, in the past decade, the dollar volume of float-and-sink testing has increased tenfold. It is a simple matter of economy, then, to examine the factors that determine the cost of adequate float-and-sink testing. When the Coal Preparation Section of the Bureau of Mines entered upon a greatly expanded program of such work in connection with the synthetic liquid fuels investigations, it seemed advisable to examine these factors experimentally. The principal consideration that differentiates float-and-sink test sampling from general purpose sampling, is that the original particle size must be preserved. Therefore, the total cost of the test will be directly affected by any standard that might be proposed to limit sample bulk reduction at any given particle size. For this reason, the relationship of sample size to variability of results was the first factor to be studied experimentally. Of course, the matter is rendered complex by the circumstance that the float-and-sink test, not a simple analytical measurement but a process test, comprehends a number of more-or-less independent items of fundamental data; and as shown in the report, the' variability of the samples differs with respect to these different items. This condition and the wide variety of situations in which float-and-sink test data are used, in combination with other factors, to study complex process operations, indicate the difficulty of setting up fixed standards for float-and-sink sampling and testing. At this stage at least, it is the intent rather to obtain experimental data on the principal Factors involved so that the reader may arrive more intelligently at a procedure adapted to his problem. The authors of this paper have presented experimental data showing the relationship between size of sample and particle size for different variability tolerances with respect to percentage of sink. In further studies, data are being collected to appraise also the variability of the samples with respect to float-ash content and size consist. The scope of this work will be broadened to cover particle sizes up to 4 in., and a third series of tests has yielded similar data for a much cleaner type of raw coal. Thus, the further studies will make available a fairly comprehensive meas- ure of variability with respect to size consist, percentage of sink, percentage of middlings, and percentage of ash in the float, for three coals ranging from 3.87 to 17.68 pct in refuse content (heavy sink material) and from 4.18 to 17.52 pct in middlings. Introduction At present there are no published standards for float-and-sink test sampling. During the rapid expansion of float-and-sink test work, varying procedures have been based on adaptations of the ASTM standards for sampling coal for analyses. For this reason, a special study of gross sample reduction has been undertaken to determine the limits for this step in the operation where no reduction in particle size is to be made before testing. Float-and-sink tests are made whenever a thorough study of coal characteristics is desired. The tests may be made on samples from coal-cleaning units such as jigs or tables, or coal samples may be tested which are taken from a loading boom, railroad car, or the coal seam itself. The resultant gross sample may be large and pose a problem of sample reduction. The question is, then, how much can the sample be reduced and still fall within preassigned limits of accuracy of the original gross sample of coal? Coal from channel samples may be crushed to liberate impurities and then separated into various gravity fractions from which washability curves are drawn; from these curves, it is possible to determine the cleaning characteristics of the coal. The pllnse diagvam for the NaF-AlF3 system was used to calcutate an ionic model for the NaF-AlF3 system. Assuming an ideal solution,a series of simultaneous equations expressing equilibria be-tween solid and liquid phases at the euleclic, perilec-tic, and melting points were solved for the activities of the ionic species, the dissociation constants, and the entropies and heats of fusion. The calculations suggest the existence of A13F1415 ions in addition to the F-1+AlF6-3 , and AlF4-4 ions previously proposed by others. The calculaled valnes give better agreement with vapor pressures than the previous model without Al3Fl14-5. Additional possible vefinements of the model are proposed. CRYOSCOPIC1 investigations and density data2 for the NaF-A1F3 system have previously been used to study the dissociation mechanism of Na3A1F6 and to derive equilibrium constants for its dissociation to NaF and NaAlF,. Depending primarily on the heat of fusion assumed for cryolite, the dissociation constants ranged between 0.02 and 0.18 from cryoscopic studies, and from 0.09 at 1273°K to 0.16 at 1363°K from density data. In most cases the values were unable to reproduce satisfactorily the experimental liquidus lines very far on the A1F3 side of the Na3A1Fe composition. This suggested the existence of at least one other ionized compound in the melt besides NaA1F4 in the Na3A1F6-A1F3 side of the system. This is assumed to be liquid Na&13F14 (chiolite), which is already established as a stable solid in phase studies of this system. MODEL FOR THE MELT The melt is assumed to be an ideal solution with ion activities equal to anion fractions. The only cation in the model is sodium so that Temkin and simple anionic activities are identical. Although the compounds are completely ionized to Na' and the respective anion in the melt, molecular rather than ionic notation is used throughout this work. The Na3A1Fe is assumed to dissociate to NaA1F4 and NaF as in the former model, and Na&13F14 to dissociate to Na3A1Fe and NaA1F4. Other valid dissociation equilibria can be written involving these four compounds, but all of these can be obtained by combinations of the two described dissociation reactions and, thus, are automatically considered in these calculations. The model allows for no free AlF3 so that compositions for NAIF3 > 0.5 (mole fraction A1F3 on the NaF-A1F3 basis) cannot be treated. The question of the existence of free AlF3 in the melt will be discussed again later. The constants in the model were evaluated from points along the entire known liquidus line of the NaF-A1F3 system. Previous work employed only the liquidus line or densi- ties near the Na3A1F, composition. The liquidus line compositions used in the solution of the model are from unpublished work by Mr. P. A. Foster, Jr., for compositions between the Na3A1F6 melting point and the Na&13F14-A1F3 eutectic, and from the published works of Grjotheim,1 Phillips,3 and Foster4 for the remainder of the system. The relationships used in solving for the desired dissociation constants and heats and entropies of fusion are listed in Table I, and the points along the liquidus line at which each apply are indicated to the right of the relationships. The mole fractions of each of the separate species in the melt are symbolized by N. Relationships [I] and [2] are the respective dissocia-ation constants, Kl and K2, of Na3AIF6 and Na5A13F14 for this model. For simplicity, these constants will be assumed to be independent of temperature. Relationship [3] follows from the assumption of the ideal solution. The expression relating the values of N to the experimental values of NAIf3, is given in Relationship (41. Relationships [5], [6], and [7] each state the equilibrium between a compound in the melt and its pure solid phase for the portion of the liquidus lines where it precipitates. The heats of melting, AH,, and entropies of melting, AS,, used in [5], [6], and [7] are assumed to be independent of temperature. The compositions and temperatures of all five invariant points (two melting points, two eutectics, and one peritectic) along the liquidus lines from NAIF3 = 0 to NAIF3 = 0.5 were employed in the solution. The eutectic and peritectic compositions were particularly useful because each of these is involved in one more equation than other points along the liquidus lines and thus reduces the number of points required to solve for the constants. Also, their use assures that the inflection points in the derived liquidus line will correspond exactly with those on the experimental liquidus line. The total number of equations is 5k1 — 1, where n is the number of experimental composition points used. The number of unknowns is 4n + 5 (4n- 3 values of N, 3 values each of AH, and AS,, and 2 values of K). Thus, six points must be used in the solution to obtain an equal number of equations and unknowns. The one additional required experimental composition was taken on the liquidus line between the Na3A1Fe melting point and the Na3A1F6-Na5A13F14 peritectic. Previous work indicated this was a difficult portion of the curve to fit. The temperature used for the point was 1161°K, the same as for the NaF-Na3A1Fe eutectic. This choice of temperature gave two points with identical NNa3AIF6 values which simplifies the algebraic solution. The second point at this temperature is denoted 1161°'K. PROCEDURE FOR SOLUTION OF EQUATIONS Values were assumed for NNa,AIF and NNaF at the NaF-Na3A1F6 eutectic at 1161°k. By an iterative procedure, the corresponding values for NNa5A13F14 and NNaAlF4 at 1161°K were determined from 131 and 141. A value was assumed for NNaAlF4 at 1161°'K and

The ores now treated come from a complex system of veins and faults, comprising three mines, in close proximity: The Mohawk, Mammoth and Collins. The ore treated in the past was oxide ore, which contains economic amounts of gold, silver, lead, molybdenum, and vanadium (as wulfenite and vanadanite). The lead-zinc sulphide ore has never been treated before. The Ore The sulphide ore contains galena, sphalerite, marmatite, pyrite and some chal-copyrite, covellite, chalcocite and bornite, as well as small amounts of gold and silver. The value of the ore is principally in the lead and zinc content. The lead-zinc sulphides are substantially liberated at a minus 65-mesh grind. However, a large part of the chalcopyrite and other copper minerals is not freed, but remains as pin points on the sphalerite. Economically, the copper is unimportant. The gangue is a rhyolite granite, with very little limestone. There is no molybdenum or vanadikm in the sulphide ore. History of Sulphide Treatment Test work on samples of the sulphide ore was conducted by several equipment companies, the Arizona Bureau of Mines and the company's laboratory. Results of this test work indicated that for some reason, which at the time could not be explained, recoveries would be only about 65 per cent lead and 50 per cent zinc. Notwithstanding this, because of the nation's need for metals, the management built a 150-ton treatment plant. The mill was started in June 1942. During December 1942, using the standard method of treating lead-zinc ore, the monthly results were as shown in Table I. These results were poor. Too much lead was in the zinc concentrate, and too much zinc in the lead concentrate. It should be noted here. that prior to December attempts were made to depress the sphalerite with large and varied amounts of cyanide, zinc sulphate, and sodium sulphite with poor results.

THE constitution and structure of the hydrous forms of aluminum oxides and hydroxides have been studied in the laboratory of the Depart¬ment of Chemistry at Rice Institute for almost three decades. Progress reports have been made from time to time 13,17,18 summarizing and evaluating the existing state of knowledge concerning the complex inorganic system A12Oa-H2O. X-ray and electron diffraction analysis, together with dehydra¬tion isobars and isotherms, have been the most useful methods for increasing the understanding of the structure and interrelationships of the various forms of alumina and aluminum hydroxides. The purpose of this paper is to bring up to date the information now available, in the hope that a clearer understanding of the structures of these materials may prove useful in aiding mineralogists and geologists in studies of the genetic significance of the aluminum hydroxide minerals, and possibly of the closely related clay minerals. Early investigators found the system alumina-water to be confusing, since, prior to X-ray diffraction examination, it was not possible to clearly identify and characterize the various crystalline forms. One could not be certain as to whether or not different investigators were working with the same chemical individuals. In later studies, including some from the authors' laboratory, addi¬tional confusion resulted from difficulty in preparing pure samples of the various aluminum hydroxides and in obtaining relatively large crystals of dimensions above the colloidal range of particle size. Even at present, it is difficult to establish sets of interplanar spacings for the several forms of the aluminum hydroxides, as illustrated by the 29 different X-ray diffraction pat¬terns listed in a current publication. The nomenclature of the aluminum hydroxides is also extremely confus¬ing, inasmuch as two different systems are employed by large groups of in¬vestigators. Plans are being made to formulate a uniform system of nomen¬clature but in this report the designations employed will agree with previous papers from the same source.13,17,18 Four forms of crystalline aluminum hydroxides may be considered to be well defined and recognized, which, together with hydrous alumina "amor¬phous to X-rays," comprise an exceedingly complex inorganic system. Discussion of the paper of Albert F. J. Bordeaux (Bi-Monthly Bulletin, No. 23, September, 190S, pp. 629 to 640). A. H. BROMLY, Zihuatanejo, Guerrero, Mexico (communication to the Secretary*) :-The following criticism of what "is offered as a summary which may be found useful by mining engineers," is not dictated by any captious spirit, but in the interest of historical and scientific accuracy. The States of Queretaro and Oaxaca have produced sufficient silver to warrant more extended notice. Referring to Pachuca, State of Hidalgo, the somewhat loose and. inexact statement is made that "the ore-deposit is an andesite, intermixed with quartz-veins, rich from the surface." A better description would be,-the ore-deposits consist of quartz-veins in andesite. It is notable that many of the rich shoots worked in recent days did not come to surface. In consequence, Pachuca, is often quoted by the ill-informed as a camp in which values improve with depth, the truth being that the veins carry shoots, or clavos, some of which were exposed at surface and some not. The name of " electric plow," applied to the mechanical stirrer of recent use, is certainly not to be recommended. The stirrer, or agitator, consists essentially of a traversing gang-plow, operated by power through shafting, drums, and wire-rope. The fact that in certain plants the motive-power used is electricity does not make it an electric plow. Such a name suggests a machine of which the motor is an essential and integral part; which is not so in this case. A lathe in a factory driven by water-power is not called a hydraulic lathe. My experience agrees with Dr. Raymond's note as to azulaque, which in sortie districts is also applied to blue copper carbonate. The El Oro, Esperanza, and Mexico mines should be allocated to the State of Mexico; the Dos Estrellas being in Michoacan, as stated. The El Oro quartz certainly does not appeal to me

The numerous direct processes which have been patented and brought before the iron-masters of the world, differ materially from that now introduced by Mr. Wilson. After a careful examination of his process, I am convinced that Mr. Wilson has succeeded in producing good blooms from iron-ore, and I think that I am able to point out theoretically the chief reasons of the success of his method. Without going deeply into the history of the metal, I may mention the well-known fact, that wrought-iron was extensively used in almost all quarters of the globe, before pig or cast-iron was ever produced. Without entering into the details of the processes by which this wrought-iron was made, it suffices for my present purpose to say that they were crude, wasteful, and expensive, so that they can IE employed to-day only in a very few localities favored with good and cheap ore, fuel, and labor. The constructiou of larger furnaces and the employment of higher temperatures led to the production of a highly carbonized, fusible metal, without any special design on the part of the manufacturers in producing it. This pig-iron, however, could be used only for a few purposes for which metallie iron was needed; but it was produced cheaply and with little loss of metal, and the attempt to decarbonize this product and bring it into a state in which it could be hammered and welded was soon successfully made. This process of decarbonizatioa, or some modification of it, has successfully held the field against all, so-called, direct processes up to the present time. Why ? Because the old-fashioned bloomeries and Catalan forges could produce blooms only at a high cost, and because the new processes introduced failed to turn out good blooms. Those produced were invariably "red-short," that is, they contained unreduced oxide of iron, which prevented the contact of the metallic particles, and rendered the welding together of these particles to form a solid bloom impossible. The process of puddling cast-iron, and transforming it by decarhonization into wrought-iron has, as everybody knows, been in successful practical operation for many years, and the direct process referred to so closely resembles this, that a short description of the theory of puddling is not out of place here.

ONLY the acute phase of the smelter fume problem is new. The problem itself is older than the Christian era. While both lead and copper were mined and crudely smelted ; on: 3,000 years ago, it was not until the Roman occupation of the Iberian Peninsula and the British Isles, which occurred but shortly before the beginning of the Christian era, that there was any evidence of smelting operations on a scale sufficiently large to permit a fume problem. Around Huelva, Spain, are found more than 30 million tons of slag from lead smelting conducted there by the Romans. Pliny tells us that more than 20,000 slaves were employed in the Iberian mines. Extensive mining and smelting by the Romans in England and Wales were coincident with the Iberian proceedings. These metallurgical operations were upon a sufficiently large scale to produce marked results both upon the surrounding country and the smelter workers, but, as they were those of a conqueror upon conquered soil, conducted by slaves, imperial Rome failed to recognize that such a thing as a smoke problem did or could arise, and whatever fume question there may have been at that .time remained a question only to those who had no chance to answer any phase of it. The smelting operations of the Romans extended over about 400 years, and little is "recorded of lead and copper smelting from that time until the 16th century. From the revival beginning at this period up to the present century, the growth of smelting has been comparatively gradual. In Great Britain, smelting was conducted almost wholly in localities where metallurgical operations were of paramount importance, and the communities that grew up in smelter localities were due to and dependent upon the mines and smelters. This fact had much to do with the comparative freedom of British smelting from burdensome fume litigation and legislation. To a lesser degree these conditions applied to the German operations which, when coupled with the further fact that most of the early German operations were to a greater or less degree fiscal workings of Prussia, Saxony and Brunswick-Hanover; accounts for

NOMINATIONS TO BE MADE Each year the Nominating Committee is to select "official" candidates for eight places, as follows: (1) President and Director (2) Vice-President and Director (3) Vice-President and Director (4) Director (5) Director (6) Director (7) Director (8) Director GEOGRAPHICAL DISTRIBUTION The Bylaws provide that "the Nominating Committee shall, so far as practicable, distribute representation on the Board geographically." Pursuant to this provision, the United States, Canada and Mexico have been divided into fifteen districts, as shown on the official map.* Districts 1, 5, 6, 10, 11, 12,13,14, and 15 are assigned one Directorship each; District 2, three Directorships; District 3, eight Directorships; District 4, two Directorships; and Districts 7, 8, and 9, two Directorships between them. It will be the duty of the Nominating Committee to make selections that will give effect to this allocation of Directorships. There is nothing to prevent a Director being named to succeed himself. Attention is called to the: fact that many Institute members now resident in New York formerly lived in the West, South, or North and still have intimate business connections that compel them to visit various parts of the country periodically. Such men are particularly valuable as Directors and their nomination and election tends to minimize the objection that a large number of Directors reside in New York.

In several recent studies of fatigue fracture in single-phase metals, tests have been made using the condition of essentially constant plastic strain amplitude.1-4 This procedure departs from the more common practice of holding the amplitude of stress constant. From these studies have emerged two important generalizations about the behavior of metals during cyclic straining. First, measurements of the stress amplitude, required to impose the fixed plastic strain amplitude, have shown that the rate of cyclic strain hardening in annealed metals is rapid in the early cycles but decays quickly to a very low value.1"5 This behavior is displayed particularly for a range of strain amplitudes below about 2 pct and at low and high temperature. Frequently, the hardening rate becomes so low that one can determine a "saturation" stress. This stress increases with strain amplitude. In addition, an experimental relation between fracture life and plastic strain amplitude was obtained by Coffin and Taternelli,' namely N 1/2 ep = constant. For several metal:;, this equation has been shown to hold down to a strain amplitude of 0.1 pct. Whether it also holds in the "low amplitude" range (lives of more than about 105 cycles) has not been established. The importance of the saturation stress level (a value derived from strain hardening measurements) to the question of fracture life (the usual quantity of interest of fatigue testing) lies in the observation that cracks start to form when the cyclic hardening rate is essentially zero, and not before.4"5 This point suggests immediately a means of relating tests at constant stress and constant strain amplitudes. When making comparison, the stress in a constant stress test is to be identified with the saturation stress in a constant strain test. If these ideas are correct, then it should be possible, using the relation between fracture life and strain amplitude and experimental curves of saturation stress versus strain amplitude, to predict the fracture life as a function of stress, i.e. predict the S -N curve, for low stress fatigue. Saturation stress amplitude-plastic strain amplitude data, obtained in tension-compression, exist only for a few metals and for relatively high amplitudes of strain. A considerable quantity of experimental data is available on the effect of time, temperature, work-hardening and composition on the mechanical properties and corrosion resistance of aluminum alloys. There is, however, little unity of purpose or generality in most of the studies and, because the number of variables is large, the results often are not applicable to the problems that arise in practice. Furthermore, the customary expression of the effect of different variables as separate curves or as three-dimensional diagrams with time, temperature and the dependent variables as coordinates, renders the task of selecting the optimum time and temperature of precipitation treatment, with respect to their simultaneous but unequal etfect on the various properties, exceedingly difficult. The introduction of precipitation treatments to raise the yield strength of 24s-type alloys has created a need for a method of correlating and summarizing the effect of time and temperature on the mechanical properties and susceptibility to inter-crystalline corrosion. Correlation is particularly desirable because the choice of time and temperature is of necessity a compromise to achieve the best possible combination of properties, and the optimum conditions cannot he accurately specified unless the data are in a form in which the alternatives can be readily compared. Therefore, the work described here was undertaken to find a common relationship that would be capable of expressing the effect of precipitation time and temperature on the various properties and by means of which the relative effects could be correlated and their interpretation facilitated. Review of Previous Work In connection with an investigation of the interrelation of age-hardening and creep performance of nickel-silicon-copper alloys, Jenkins and Bucknalll demonstrated that the time required to attain maximum hardness and tensile strength could be expressed by a relationship of the form: t = K • io"^ (i) where t is the time in hours and T the temperature of aging, expressed in degrees absolute, and m and K are constants. They also pointed out that this expression is analogous to that which describes the change of the diffusion coefficient D with temperature; namely, D = Ae-~/m (2) Later, Cohen used this relationship in studies of the mechanism of age-hardening of a silver.rich copper alloyZ and of duralumin.3

There has been developed at Latouche a rather unusual system of mining which, for want of a better name, has been called the "Latouche system of mining." It is a modified form of shrinkage stoping applicable to orebodies of large or fairly large size where the ground is such that timbering would not be required in stoping. Mention has been made of this method of mining by Birchll who gave no details as it had been in use only a short time and the final outcome undetermined. The system, however, has proved to be entirely successful and it is thought that a paper covering it might be of general interest. Before proceeding with a detailed description of the Latouche system a brief description of the property and the various mining methods previously used will be given. Location The Beatson mine of the Kennecott Copper Corpn. is situated on the west coast of Latouche Island, in Prince William Sound, Southwestern Alaska, 45 miles east of Seward, the coast terminus of the U. S. Government Railroad. It is a regular port of call for ships on the Southwestern Alaska run. The island is about 12 miles long and 3 miles wide. A ridge of mountains runs the entire length with a maximum elevation of 2500 feet. Climate Latouche has to contend with possibly the greatest amount of precipitation on the North American continent. The annual average precipitation for the past 4 years has been 188 in., with 248 in. for the year 1926. A rainfall of 4 in. per day is not uncommon. In the winter the thermometer rarely falls below +20° F. and the snowfall is usually heavy during the months of March and April.

With the recent advances which have been made in science and technology and the increased use of mathematics in this area, the question of the best mathematics courses for a mining engineer to take is of major importance. The question becomes even more difficult to answer due to the recent increase in the number of different mathematics courses in the last two decades offered by the mathematics departments. Therefore, the National Study of Mathematics Requirements for Scientists and Engineers (NSMRSE) was designed to provide some answers to these questions. Approximately 10,000 scientists and engineers were selected for the Study, These individuals were placed in two categories: (1) The Awards Group, recipients of national honors or awards and those recommended by the members of the Board of Advisors as having national and international reputations in their areas of specialization and (2) The Abstracts Group, persons exceptionally productive in their research, based on the number of journal articles listed in the last five years in the Engineering Index, Scientific and Technological Aerospace Reports, Chemical Abstracts, Biological Abstracts, and the Physics Abstracts. The NSMRSE Course Recommendation Form and the Instruction and Course Content Sheet were constructed with the aid of the Board of Advisors and other consultants. For the Study, 40 courses were selected by the mathematical consultants. In order to make sure that the basic content of the mathematics courses was the same for all respondents, a brief resume of each of the 40 courses was given. The NSMRSE Course Recommendation Form consisted of seven sections. These sections were as follows: Section 1, 38 different specializations; Section 2, orientation of work (applied through theoretical); Section 3, highest degree obtained; Section 4, place of employment (academic, nonacademic); Section 5, administrative capacity (administrative or nonadministrative); Section 6, age groups (five-year intervals). Section 7 contained the 40 courses which were to be marked according to five categories: (1) Course Length, 3 to 36 weeks; (2) Applied-Theoretical Orientation, a five-point scale; (3) Course Level, freshman through graduate; (4) Knowledge of Course; and (5) Use of Course Content in Work. The Analysis The report of the data is based on the replies received from 44 mining engineers. This group was part of the Awards and Abstracts Group for all engineers. The resume of the recommended courses is reported in quintiles (upper fifth to lower fifth), since recommendations of this kind are not precise. The results of the Study are based on recommendations of the most active research men in engineering in the U.S. today; therefore, the reader should realize that these course recommendations represent an upper bound of mathematics requirements for the Ph.D. in both undergraduate and graduate work. Conclusions and Recommendations 1) Mining engineering students who plan to be active research specialists should take all those courses which are "very highly recommended" (80-10070) and "highly recommended" (60-79.9%). Those courses in the upper two quintiles and recommended by most mining engineers are: first-year calculus, third-semester calculus, elementary differential equations, applied statistics, and machine computation. Courses of "moderate recommendation" (40-59.9%) are: vectors, intermediate ordinary differential equations, the first course in partial differential equations, elementary probability, and linear programming. 2) The great majority of mining engineers indicated that they prefer a course which is concerned primarily with applications. Only the standard courses such as first-year college mathematics, calculus, differential equations, and advanced calculus received a recommendation for 50% theory and 50% practice. Therefore, all mathematics courses given to mining engineers should contain many applications and little theory. Engineers in both the applied and the combination (ap-plied-theoretical) groups indicated a definite need for applications in all courses. 3) In general, recommendations were for mathematics courses to be given for short intervals of time such as 3, 6, or 12 weeks. Only the standard courses mentioned previously received the usual one-semester or one-year recommendation. Therefore, it is of value to combine several related courses into a one or two-semester course so that the mining engineering student could acquire important mathematical knowledge at an early date in order to prepare him for his research. 4) There was little use for the newer courses in modern mathematics such as the functional analysis sequence, the modern algebra sequence, and the group theory sequence. In addition, there were uniformly very low recommendations (0-19.9%) for multilinear algebra, complex variables, mathematical logic, special functions, integral equations, approximation theory, analytic mechanics, integral transforms, and geometric algebra. Therefore, these courses should be given a low priority. 5a) Comparisons among mining engineers with different backgrounds showed that the combination ap-plied-theoretical group recommended more mathematics than the applied group. 5b) There was little difference in recommendations between the administrative group and the nonadminis-trative group. 5c) Analysis of age groups showed that those in the lower age groups gave significantly higher recommendations to courses such as the first course in partial dif-
