MINE safety is of the utmost importance to all operators and most operations have a safety organization, or safety inspector, whose job it is to be continually on the alert to detect and correct the hazards of mine operation. Reports from the Bureau of Mines show that next to roof falls, gas presents the greatest hazard in mining. The Bureau of Mines Information Circular 6680 shows that 162 explosions occurred in the United States during the five-year period ending June 30, 1932. Deaths resulting from these explosions amounted to 984, with a great many disabled and disfigured. A fatality rate of 6.07 persons shows the ex¬treme severity of this hazard to the industry. Various mine appliance companies have put on the market instruments for methane detection, which record in direct percentages the amount of methane present in the atmosphere. Unfortunately, few mining companies are using these instruments, however. Those available include the Burrell methane detector, the Wolf, the Martienssen, the Mine Safety Appliance detector, and the Union Carbide Company methane detector, which last I have used extensively in making mine inspections.

DISCOVERY of natural gas in the Dundee field of New York in February, 1930, and the subsequent discovery in Tioga in September of that year, focused the attention of the natural-gas industry on the enormous possibilities of production and distribution in - the most populous area of the United States-New York and New England. Prior to 1926 the natural-gas industry in New York State had settled into a definite and limited policy, with the distributing companies controlling the output from its discovery to the ultimate consumer. Production amounted to between G and 7 thousand mil- lion cubic feet a year, with another 10,000 million feet imported from Pennsylvania for distribution in New York State. This gas was primarily from the Medina sand stone in. the western part of the state.

Several years ago, it was decided to experiment with the use of high-pressure water to bring in finger hangups and reduce the amount of secondary blasting necessary. It was argued that the velocity effect of the high-pressure water would bring down hangups without unduly wetting the ore. Water under a head of about 550 ft. was installed in certain slusher drifts. Ordinary ¾ in. water hose, with a nozzle opening of % in., was used, and water was impinged on the fines under a hangup. Results were excellent. About half the total number of hangups were brought in with high-pressure water without blasting and the cost of this part of the slushing operation was reduced about 50 per cent. Operations were speeded up, dust counts and safety hazards were reduced, and a more desirable working place was secured. The additional water added to the ore was under one per cent and caused no inconvenience in slushing, haulage, or crushing operations. Usually the ore would absorb all of the water, so that none of it would enter the loading drifts. The entire mine, developed by slusher drifts, is being equipped with high-pressure water. Heating Mine by Compressor Cooling Water Several years ago, the problem of heating certain sections of the mine during freezing weather became important. It was calculated that there was sufficient heat in the compressor cooling water to heat the incoming ventilating air current to above freezing, if such heat could be transferred from the water to the air. All schemes of radiation from pipe were rejected as too cumbersome, costly and impractical. It was thought that by spraying the heated water from the compressor cooling system into the incoming air, a satisfactory heat exchange could be accomplished. The only objection was that the sprayed water would freeze and might fill the air-intake drift. However, when water at about 75° to 80°F. was sprayed at the rate of 200 gal. per minute through a bank of sprays into the incoming and freezing air current, this air was thereby heated to above freezing; and although some ice was built up in the air drift, the amount was not objectionable. Occasionally the built-up ice was picked down into the outgoing water stream, which removed it. The entire south and westerly parts of the mine were prevented from freezing. Concreting for Hangups Considerable trouble was experienced in securing hangups of fine ore in slusher fingers that needed repairing. Regular methods of timbering were unsatisfactory. Now, a slab of concrete is poured over the top of the muck by Pumperete machine, almost filling a finger, which gives a satisfactory slab to work under for making the needed repairs. THIS process is performed in the Pernot puddling furnace; it removes from 75 to 80 per cent. of the phosphorus, most of the sulphur, and practically all the silicon, from crude iron, in from five to eight minutes. It has been in regular use since March, 1877, and has prod uced over seventeen thousand tons of washed metal for the open-hearth furnace. During two years, nearly all, and lately, all the open-hearth steel produced in these works has been made from about 5 tons of washed pig and 2 tons of scrap per open-hearth furnace heat. There are 12 open-hearth furnaces, of which 4 to 9 are running, according to the state of orders. A large amount of highly phosphoric iron from France and Belgium has been also washed and then puddled for parties who have taken, or are expected to take, licenses. The washing of pig for puddling, however, is not a practice at Krupp's works, because pure pigs are nearly as cheap as impure ones. The author and his assistant, Mr. Laureau, spent, during the last month, three days at Krupp's works, examining this process. They copied out of the office books characteristic analyses and physical tests, some of which are given herewith. They also brought hone many samples of pig, cleaned metal, puddle bar, and steel, which they saw treated. Analyses of some of these samples appear in Table IV. As there are no blast furnaces at Essen, the iron is melted in two Bessemer cupolas with fore-hearths; they melt 12g pounds of iron with 1 pound of coke. The metal is run by a spout from the fore-hearth into an opening at the side of the main door of the washing-furnace. The Washing furnace.-This is a regenerative gas furnace. It has a Pernot revolving-hearth of 12 feet external diameter and 3 feet depth. (See Plate.) The four regenerator chambers have 780 cubic feet capacity, which is about the same as the average regenerator capacity of open-hearth steel furnaces of equal tonnage. The lining is 13 inches thick on the sides and 9 inches on the bottom, thus giving a hearth 9 feet 10 inches by 2 feet 3 inches deep. The lining is composed of lumps of highly refractory ores

DuRing the past few years, general interest in the steel-producing and steel-consuming industries has been centered on the so-called "inherent characteristics" of steels. While often vaguely described, these characteristics are known to influence the response to heat-treatment and the hardening characteristics of the material. Although most of the recent papers and discussions have associated the "inherent characteristics" with the austenitic grain size and emphasized the importance of it, comparatively little is known of the variables that may affect the size of the austenite grain. The work to be described in this paper was carried out during the course of a study on the inherent characteristics of tool steel containing one per cent carbon. The discrepancies encountered in the determination and classification of the austenitic grain size led to an investigation of some of the variants influencing the austenitic grain size as determined by standard methods. Methods of Determining Austenitic Grain Size The present methods used for the determination of the austenitic grain size may briefly be classified in two groups: 1. Etching at room temperature to reveal the austenite grain size prior to cooling. 2. Etching at elevated temperatures, cooling to room temperature, and observing the structural conditions that existed at the temperature from which cooling occurred. The outstanding methods of the first group are: (1) the McQuaid-Ehn test, (2) optimum rate of cooling, (3) quenching and etching. McQuaid-Ehn Test.—This established and accepted test does not need much elaboration. It consists of pack carburizing at a definite temperature for a standard period of time and slowly cooling in the furnace. The temperature is 1700" F. (925' C.) and the time is 8 hr. The interpretation and evaluation of this test are fairly well defined in the A.S.T.M.

MEASURES appropriate for the control of the silicosis hazard in mining cannot be formulated precisely, but sufficient knowledge1-19 has accumu-lated during the past quarter century to permit the suggestion of useful, though partly empirical, rules for its alleviation. The industrial hygienist today recognizes that the peril incurred by the inhalation of harmful dust is a function of two variable factors-the degree of harmful exposure and the specific susceptibility of the exposed individual to pulmonary injury. Con-trol of the danger arising out of prolonged contact with pernicious air-borne particulate matter is consequently best exercised by influencing both of these recognized variables. Obviously the problem has two broad aspects-one, medical; the other within the province of the engineer.

"The Garfield plant of the American Smelting & Refining Company is situated about seventeen miles west of Salt Lake City, on the Los Angeles & Salt Lake Railroad, and has freight service by the Denver & Rio Grande Western, Western Pacific and Bingham & Garfield Railways.The site lies between the picturesque Great Salt Lake, with its mountain islands, and the northern point of the Oquirrh Range, which forms the western boundary of the Salt Lake Valley.The location includes several hundred acres of land rising from the southern shore of the lake, selected on account of its adaptability to the economical handling of materials by gravity methods.The smelter is a custom smelter, treating copper ores and concentrates produced in Utah and adjoining states.The ores treated consist mainly of oxides from the Tintic and Park City Districts, sulphides from Bingham District, and concentrates from the mills of the Utah Copper Company, from mills in California, and copper precipitates from the Ohio Copper Company. INTRODUCTION It is my intention in this paper to deal with gold, uranium, diamonds, platinum, manganese, chrome, vanadium and heavy mineral sands. These are the most important strategic minerals produced by the Republic of South Africa which are not covered in other sessions of this program. In each case I have high- lighted the statistics and peculiar advantages which combine to make South Africa a vital source of these minerals. Before proceeding to give individual attention to these minerals I believe it would be useful to define what I mean by 'strategic'. The Concise Oxford Dictionary defines strategic in the context of materials as 'essential for war'. However it is commonly used in a much broader sense than this (often, in fact, very loosely) and I prefer to define it as 'concerned with the acquisition and maintenance of power, whether economic, political or military.' A VITAL SOURCE In dealing with the individual minerals I have quoted statistics which are contained in Tables 1, 2 and 3. Table 1 clearly shows the absolute size of the South African mineral industry. However, it can also be used to demonstrate the importance of the industry to the South African economy if compared with the GNP in 1980 of about R60 billion. Table 4 illustrates clearly how important South Africa is as a supplier of these minerals to most of the important industrialized countries of the Western World. Gold If anyone had any doubts about the inclusion of gold in a list of strategic minerals I am sure that the above definition of 'strategic' will convince them that it certainly belongs there. Similarly no one is likely to have any doubt about the fact that South Africa is a vital source of supply. Tables 2 and 3 show that in 1980 we had 51% of the world's reserves and accounted for 55% of world production. The figures for the Western World are considerably higher. The only other major producer, of course, is Russia, with small but significant production in the Pacific Rim area coming from Australia, Canada, Latin America, Papua New Guinea, Philippines and the U.S. All South African mine gold production is shipped in bullion form containing about 88% gold and 9% silver to the Rand Refinery which is a modern refinery with large scale units capable of refining half a ton of bullion at a time. The Refinery is equipped to produce standard 'good delivery' gold as well as 9999 gold and 999 silver. The Refinery also produces the 22 karat blanks which are, used by the South African Mint to produce Kruger Rands. It goes without saying that the South African gold mining industry leads the world in all aspects of deep-level, narrow-reef mining technology. The industry's metallurgists, too, have a record of tenacious and continuing efforts to improve extraction to the level of the present finely honed efficient process used on all the modern mines. Uranium In 1980 South Africa had 14% of the uranium reserves of the Western World and accounted for 14% of production. In view of the paucity of data I am not in a position to estimate figures for the total world. All the other major sources of uranium in the Western World are situated around the Pacific Rim, with the U.S. and Canada already being major suppliers and accounting for 38% and 17% of Western World production in 1980. Australian production at the time was small but they have very large reserves and production is already rising rapidly. The U.S., Canada and Australia account respectively for 22%, 19% and 29% of the uranium reserves of the Western World. South Africa has been a major producer continuously for 30 years. Nearly all the uranium produced, amounting to about 115 000 tons up to the end of 1981, was a by-product or co-product of gold extraction. During that time the industry has frequently led the world in technological innovation, and has established a reputation as a reliable producer of a consistent, high-grade product. In the latter respect, it is helped by the fact that production is marketed by one company, Nuclear Fuels Corporation, which also blends, dries and calcines the product from the individual mines and samples and assays it before shipping. Diamonds Diamonds are the rock on which the South African mineral industry is founded. The discovery of diamonds in 1866 gave rise to the first major mineral industry in the country and the profits from diamond mining helped to finance the gold mining industry 20 years later. Although now overshadowed by gold, diamonds are still very important in the overall picture of mineral production and exports, as can be seen in Table 1. There are really three separate diamond markets - gem, natural industrial, and synthetic - and, to be meaningful, statistics should be provided separately. Unfortunately separate figures are not available. The figures in Tables 2 and 3 show that, for gem and natural industrial together, South Africa ranks third in the world in production and second in reserves. AT the end of September, ' the metal-producing industries were almost prostrate, the production of fuels was largely curtailed, there was a fair degree of activity in general manufacturing, while retail trade was moderately good. Looking at industry on the whole, there was a large percentage of unemployment, the degree of which has increased, progressively, month by month since the beginning of 1921. There is the prospect of much destitution and misery this winter; yet while' in some, quarters, idle workers are already being fed from, commissaries; in other quarters profligacy; in "spending continues, unabated. Amid this confusion in conditions there is;' much that appears paradoxical, but in fact it is not so and indeed everything is running pretty true to form: Such activity in production as there is to be seen is mainly in textiles; - leather goods, foodstuffs, etc., i.e., consumption goods for immediate use. Even in hard times 105,000,000 people must buy a good deal of clothing and food. Besides this there is indispensable repair work and- maintenances. Thus, the good business of the year in white lead for painting. The chief uses for the metals, however, are in the production of capital goods, and except for occasional and special reasons nobody in his senses is capitalizing anything at present prices for labor. Hence several millions of men are idle. The impoverishment of Europe and the exhaustion of her credits adds to this by curtailing our export trade.

AS always when metallurgical operations are conducted within or close to agricultural and stock-raising regions, the question of damage due to fume and smoke presented itself when the Cerro de Pasco Copper Corporation's new smelter commenced to operate in La Oroya in 1922, For more than twenty years the Corporation had operated its old plant close to Cerro de Pasco without encountering difficulties from smoke claims, owing to the fact that it was in an open plain where more or less constant air currents carried and dissipated the smoke over large areas, affording ample dilution. But Oroya is in a deep canyon formed by four contributing valleys up and down which the smoke travels for long distances in a more or less concentrated form. Though the altitude of Oroya is more than 12,000 ft., and the surrounding country rises to much greater elevations, nevertheless there exists there a large and important stock-raising industry and also a considerable development in agriculture, consisting of the cultivation of potatoes, barley, etc.

DURING the fury of the conflict it was believed quite generally that World War II was being fought for and would accomplish a permanent peace. Yet, before the guns were actually stilled on all fronts, the American people realized that the devastated world would continue to be dominated by suspicion and uncertainty. The misunderstandings which rapidly developed indicated that it may prove unwise to rely wholly on mutual international agreements and contracts to avoid war. Before the celebrations of V-Day died down serious thought was being given toward measures for preparedness for the next conflict. Along with a realization of the enormous loss of life caused by the destructive forces of war, the American people came to understand the seriousness of the rapid and unwarranted depletion of our natural resources. During the last half of 1945 the question of stock-piling strategic and critical raw materials for a future national emergency became an intensely live subject.

THE years 1914-15-16 were a pioneering period in mining, milling, and copper metallurgy generally. It was uncertain just what path the crushing, grinding, and concentrating processes would take. This situation was quite embarrassing to the directors of some of our large porphyry properties, then being equipped for production. Inspiration had already made several designs for its proposed 15,000-ton concentrator, incorporating in them the latest devices developed in the art of gravity concentration, only to have the work vitiated by the rapid march of events. In a little improvised plant, built on ground that is now in the crater of subsidence over the Inspiration- Miami orebodies, flotation was being experimentally ' applied to Inspiration ore by Minerals Separation engineers in 1914, with results indicating that this process would be of major importance in the concentration of the sulfides. How best to apply it, and especially how to crush and grind the ore to the very much finer sizes required for the new process, was a serious question, properly to be answered only by doing it, in full- sized machines, under regular 'operating conditions.

ONE OF THE NEWEST developments of industry rising from the commercial application of scientific knowledge is in the making of solid carbon dioxide from the gas about 1925 the first efforts were made to manufacture "dry ice" on a large scale and at a price to permit widespread use. From that beginning the industry has grown to a consumption of 40,000 tons in 1930. Carbon-dioxide ice, as the name implies, is merely the gas compressed and cooled to a solid. The ice has a temperature of 109° F. below zero and is in many ways superior to water ice. It evaporates to a gaseous form so it is not wet and leaves no trace; in fact, one suggested minor use is as coasters under water glasses on the dining table. The gas is harmless except in large concentrations and. when the ice is used as a refrigerant, the resulting gas actually becomes a preservative, keeping oxygen away from perishable products. Not only does the ice have a greater amount of cold in a small volume than water ice but cooling is effected by direct contact of the resulting gas with the materials to be refrigerated rather than by convection air currents.

R. A. Schmucker, Jr.—The writer wishes to point out that an acicular growth of austenite, similar to that described in the author's paper, was recently observed in an alloy steel of only 0.06 C content. This steel, which represents an 0.07 max C, 1.35 Cr, 0.55 Ni, 0.20 Mo analysis, combines the characteristics of minimum hardness in the annealed condition with maximum hardenability and is therefore suited primarily for cold-hobbing applications. The acicular austenite formation in this steel was observed accidentally during a determination of its Ac1 temperature. The samples used in this investigation represented as-forged bar stock which had been given a preliminary temper at 1300°F. The critical (Ac1) temperature was finally established at 1400 °F. Fig. 15 represents the microstructure of the sample which had been heated at 1450°F for ½ hr, water quenched, and tempered at 600°F for ½ hr (for the purpose of darkening the martensite). It will be observed from the distribution of the darkened areas of martensite that the parent austenite grains formed at 1450°F had grown in an acicular manner and still occupied only a small percentage of the total area. The remainder of the area contains the original equiaxed ferrite grains in which new austenite had as yet scarcely formed. However, the tiny isolated martensitic patches at several points where three or more ferrite grains intersect indicate that small austenite grains had formed and started to grow in an apparently equiaxed fashion. Fig. 16 represents the prior microstructure of an original sample in the as-forged and tempered condition, before it was heated -above the critical temperature. It is probable that there are two kinds of ferrite in this structure: (1) The equiaxed proeutectoid ferrite grains which separated from the austenite when the steel was cooled from the forging temperature, and (2) the acicular ferrite associated with the aggregate of fine carbide which is represented by the patches of

AT the McGill concentrator of the Nevada Consolidated Copper Co., all flotation operations have been carried out in Forrester cells since November, 1926. In respect to cost of operation, the new cell has proved to be superior to the Callow, which it supplanted, and its incorporation in the flow sheet has resulted in a marked improvement in the metallurgy. Before citing the advantages of the new machine over the old, it should be explained that the Forrester has not only replaced the Callow, but it has made possible the elimination of a number of tables as well. When Callow cells were in use, table concentration preceded flotation. The ball mill pulp was elevated, by means of air lifts, to roughing Wilfley tables situated two floors directly above the flotation floor. On an intermediate floor were additional tables which cleaned the concentrate from those above. The finished table concentrate constituted approximately 60 per cent. of the total mill production, and contained about 40 per cent. of the recovered copper. The table tailings were returned to the classifiers, the overflow from which went to the flotation cells and the oversize to the ball mills. As soon as the Forrester cells were installed, this tabling operation was discontinued. The ball mill pulp now discharges into the classifiers direct, without the intermediate tabling. It was impracticable to employ the present flow sheet when Callow cells were in use, for the reason that unless the greater part of the heavy mineral was first removed, it accumulated on the mats and adversely affected the flotation operation. By tabling ahead of flotation, it was practicable to maintain the concentrator at 10 to 20 per cent. greater capacity (depending up on the pyrite content of the ore) than was possible by flotation alone. This was due to the necessity for finer grinding in the latter case. Even though the table concentrates contained only 6 to 8 per cent. copper con- tent, the low smelting costs made it advantageous to operate at high mill capacity, at the cost of low grade of product. AIR conditioning, or air cooling, for the improvement of ventilation in the Butte mines has come into increasing use during the past 10 years. In part, the methods practiced have been described in previous publications of the Institute, but some improvements on earlier methods have been made and a number of new features have been developed. This paper is presented as a record of progress made, and for the sake of completeness describes all general features of the work. The need for air conditioning in the ventilation of mines in the district arises from the fact that the temperature of the ground and mine water has shown a very great increase with increase in mining depth, and has now reached a maximum of slightly over 130°F. The most difficult part of the ventilation problem is the maintenance of temperature and humidity of a satisfactory standard in the working places, especially on the lower levels. Although ordinary ventilation is adequate to maintain good conditions in most of the working places it is subject to a number of limitations at great depth. Most important among these limitations is that with increase in depth the air becomes heated before it reaches the working places, both by compression from increase in atmospheric pressure and by heat transferred to it from rock at high temperature, so that its capacity for lowering temperatures is greatly reduced before it reaches the operating zone. Increasing depth of mining also increases the distance traveled by the air in its passage through the mine, and this causes a corresponding increase in resistance to air flow, so that there is greater difficulty in maintaining even the same volume in circulation. Thus, in the face of a demand that the ventilating system have a very much greater capacity to remove heat from the mine, the tendency is for that capacity to diminish. The only evident alternatives were (I) the opening of additional air shafts to increase the volume of air in circulation, (2) an extension of the existing system that would be subject to the same limitations, or (3) the adoption of an entirely different method such as air cooling. Fortunately for an economic solution of the problem, the mean annual temperature of the surface atmosphere at Butte is about 40°F., with very low relative humidity in summer, so that there is unlimited natural cooling power at a temperature range adaptable to air-conditioning methods. METHODS Two similar methods of air conditioning are used, as necessitated by service requirements and dependent upon the equipment available. In one, which is the more important and has the greater cooling capacity, water is circulated in a closed circuit, and, alternately, first absorbs heat from warm mine air and then dissipates it in the surface atmosphere by cooling at a cooling tower. The revolution in equipment for blasthole drilling, ore loading, and ore hauling has been so rapid over the last ten years that it has generated an important new profit potential in the mining industry. With the new high-capacity machinery now available, it is possible for a mining enterprise to earn a profit from larger and lower grade orebodies than ever before despite the ever-increasing burden of rising costs. Just what such equipment can accomplish when coupled with improved mining practice has been demonstrated with startling success at the No. 1 mine of Minerva Oil Co. near Cave-in-Rock in Hardin County, Ill. The No. 1 is an underground operation which has been producing fluorspar and zinc ores and concentrates continuously since 1944. A few years ago, when the mine neared the familiar cross-roads where rising costs, increasing tonnages, and relatively static product prices converge, company officials decided to bolster the operation with new mobile equipment. They chose three machines which proved so effective that output at the No. 1 doubled between 1963 and 1965,while costs dropped by about 40% in the same period.
