The Sc-Y and Sc-Zr systems were studied by thermal and X-ray methods. Both systems are characterized by complete solid solubility in the low temperature hexagonal form and in the high temperature bcc form. In the Sc-Y system, there is a minimum in the solidus at 50 at. pct and 1365°C, while the solidus in the Sc-Zr system follows a nearly straight line relationship between the melting point of scandium and zirconium. There is a minimum in the temperature of transition from hexagonal to bcc in the Sc-Y system at 43 at. pct Y and 1175°C; while the temperature of transition is raised in the Sc-Zr system to a maximum of 1415 °C at 30 at. pct Zr. INTEREST in the metals of the first transition series has usually stemmed from their useful properties; however, there is now a great deal of interest in determining the fundamental nature of these metals. Since scandium is the first of these transition metals, a study of the preparation and Properties1 and the alloying behavior of scandium2 was initiated. In a continuing study of the alloying behavior of scandium, the systems of scandium with zirconium and yttrium have been established. Extensive solid solubility in both the Sc-Zr and Sc-Y systems was expected from application of the classical rules of Hume-Rothery. Also, the modified Darken and Gurry plot as suggested by Gschneid-ner3 showed ideal conditions for solubility in the Sc-Zr system with less favorable conditions in the Sc-Y system. The effect of scandium on the transformation temperature of zirconium and yttrium was of interest, since a recent empirical observation by Uly and Burr4 predicted that the solute scandium would raise the transformation temperature of zirconium and lower the yttrium transformation. In addition to noting the validity of the above predictions, the SC-Y and Sc-Zr systems were established. EXPERIMENTAL METHODS Materials. The metals employed in this investigation were crystal bar zirconium, distilled scandium prepared by the method described by Spedding, et al.1 and yttrium prepared by the method described by Carlson, et a1.5 The major impurities present in these metals are listed in Table I in ppm. Alloy Preparation. All the alloys examined were initially formed by comelting the two metals in a nonconsumable electrode arc-melting furnace under an atmosphere of purified helium or argon. The buttons were inverted at least five times and re-melted each time to ensure homogeneity. During preparation of Sc-Zr alloys, approximately 1 wt pct was lost which was attributed entirely to the loss of scandium by distillation. When preparing Sc-Y alloys, approximately 1.5 wt pct was lost, but it was assumed that the intended composition was maintained, since the relative weight lost when arc melting the component metals was nearly the same. Samples weighing 15 to 20 g were prepared for time-temperature thermal analysis, while only 1- to 2-g samples were prepared for the optical pyrometer and X-ray diffraction studies. Thermal Methods. The solidus and the melting points of the metals were determined by an optical pyrometer method described previously.2 The temperatures at which the transformation from hexagonal to bcc occurs were determined by differential thermal analysis. Several points on the solidus and liquidus in the Sc-Y system were also determined by this method and are in good agreement with those obtained by the optical pyrometer method. The procedure followed in the preparation of samples for thermal analysis and the furnace used have been described elsewhere.2'6 Since a limited quantity of scandium was available, most of the alloys were not melted during thermal analysis, thus avoiding contamination by the crucible. The alloy could then be reused and the composition changed by adding the desired quantity of solute to obtain the next alloy. Heat Treatment and X-Ray Methods. In order to ensure homogeneity, the "as arc-melted" alloys Were wrapped in tantalum foil, sealed in quartz capsules and heated at 1100°C for 15 hr and then cooled at a rate of 8 deg per min. This investigation determined the jeasibility of current-potential curves as an analytical tool for monitoving manganese electroicinning solutions for metallic impurities. Nine metallic impurities were studied: trickel, cobalt, silver, copper, zinc, molybdenum, catlmiun magnesium, and sodium. The individual effect of each metallic irzplrl,iLy on the standard point-izatiorr was determined for a range of 'concentration. Not all of Ihe impurities affected the polarization curve; correlation between transition current and cotrcetztration of impurity. Molybdenum had an uncorrelated effect on the polarization curie. The effects of binary mixtures of impurities were studied to see if the transition current of the mixture could be predicted. Interactions occurred between impurities which prei'etzted the pvecliction the transition current of tile rrlisLitr.e by additive laws. The polarization curve was shown to be sensitive to metallic impurities which affect the current efficiency of a manganese cell. THE application of current-potential curves in manganese electrowinning is not new but played an important part in the conversion of an inoperative large-scale pilot plant into a continuous comnercial operation.1"" The effects of trace metallic impurities in manganese electrowinning solutions on cathode current-potential curves,5-19 specifically nine impurities (nickel, cobalt, silver, copper, zinc, molybdenum, cadmium, magnesium, and sodium) were studied for a range of concentrations. Cadmium, magnesium, and sodium had no effect. Nickel, cobalt, silver, copper, and zinc yielded a correlation between transition current and concentration of impurity: molybdenum had an uncorrelated effect. Binary mixtures of impurities were studied to de-termine if the transition current could be predicted from the values for the individual constituents. Interactions between impurities prevented the prediction of the transition current of the mixtures by an additive law. The polarization curve was shown to be sensitive to metallic impurities which affected the rurrent efficiency of a manganese cell. The electrowinning of manganese relies upon maintaining a high-purity electrolyte. Purification schemes were developed to remove all of the heavy metals, the magnesium and calcium. Concentration limits have been established for single impurities. With high-purity electrolytes, favorable cell efficiencies are consistently obtained; but with impure solutions there is a reduction in efficiency. With the rapid rise to commercial prominence of electrochemical processes, there has been a lag in developing rapid methods for determining whether an electrolyte is sufficiently pure for efficient electrolysis. The most sensitive test for impurities is the behavior of the electrochemical cell. Impure electrolytes will cause a serious reduction in cell efficiency, and in many cases metal deposition will be prevented or reversed. The effects of impurities are not usually evident until after long periods of electrolysis, resulting in a disruption of the process. A method which could predict the behavior of an electrolyte in terms of cell efficiency prior to reaching the commercial cell is needed. Van Arsdale and Maier," Allmand and Campbell,a1'22 and others attempted to develop an electrochemical process for manganese,"3"29 but all met with some degree of difficulty. Jacobs et a studied the effects of metallic impurities in manganese electrowinning. Plant methods were based on a 2-hr plating in a small electrolytic cell. The final method was based on a 24-hr plating run, performed in a relatively large test cell. Here, current efficiencies were calculated with and without impurities in the electrolyte, and the critical concentration was established as the maximum amount of impurity that the electrolyte could tolerate before there was a serious loss in efficiency. The amount of impurity that could be tolerated decreased as the plating time increased, indicating deposition of the impurity. This test duplicated the conditions of commercial practire, and was sensitive to impurities. Small amounts of impurities significantly affect the hydrogen overvoltage at a metal surface, increasing or decreasing it depending upon the nature of the impurity. ockris established the limit for the onset of poisoning at 10-l moles per liter. The effects of impurities were studied by potential-time curves at a constant current density. The technique did not lend itself to rapid analysis in that several hours were needed to establish stable potential-time curves. Serfass and coworkers3' developed calorimetric and spectrophotometric techniques for analyzing for trace impurities. Our method4'" is based on current-cathode potential curves produced by continuously changing the cell voltage at a programmed rate. Starting with a clean stainless-steel cathode, the cell voltage was initially adjusted to yield zero current: the program was then started and the current was plotted as a function of the cathode potential. Coal is defined as a combustible rock that originated in the accumulation and physical and chemical alteration of vegetation. Coal can be ignited and burned like the wood that was man's earliest fuel, but coal gives more heat than the same amount of wood and has many industrial uses. Unlike wood, coal is not generally found on the surface of the ground but is mined from the solid rock of the earth. Before taking up the occurrence, formation, and the unique character of coal in the rock sequence, let us briefly consider the general character of all rocks in the crust of the earth. Relatively little is known about the very earliest history of the earth, although a number of logical theories have been developed. Manned exploration of the moon and the rocks returned to earth continue to provide some answers to questions concerning the earth's origin and history. The period of earth history with which we concern ourselves here begins after great areas of water had evolved on earth and substantial land areas of once molten (igneous) rock existed. Weathering and other processes that attacked the surface of the rocks reduced them to small particles. Water provided by rainfall transported this material, ultimately, to large bodies of water where it was deposited. Thus was initiated the geologic sequence of sedimentary rocks that lie above the once molten igneous rocks. The crust and upper mantle of the earth are made up of several large plates along which differential movement (primarily horizontal) takes place. Such movements, although small, are occurring today. These horizontal movements are accompanied by vertical movements causing important changes in the relative position of the continents and oceans. The world experience shows that the tremendous potentialities of the computers and other technical means in improving management efficiency are not fully utilized. One of the causes is the tendency to solve the problems of management automation divorced from the management methods and schemes which demand continuous improvement in view of the steady progress of the social production. It may be safely affirmed that making decisions on management improvement divorced from management schemes or on both divorced from management automation problems cannot lead to success. The grave and sometimes unsuperable difficulties encountered in management automation arise from copying traditional management methods and schemes without solving the problems which exist both in management and automation fields. The system solution of management problems has unquestionable advantages and is not proposed for discussion. What is proposed to discuss is the difficulties emerging in developing a methodology of the system approach to management improvement and automation. Though aware of the fact that the questions proposed for discussion are not new, we think it advisable to briefly review them, first because they fall in the "chronically unsolvable" category, and, secondly, as it will enable us to illustrate the method of solving them in the framework of the proposed system approach.

Reginald S. Dean (Manganese Extraction by Carbamate Solutions and the Chemistry of New Manganese-Ammonia Complexes, P. 55) was born in Rolla, Mo. and attended the Missouri School of Mines. Mr. Dean has worked as metallurgist with Western Electric Co. from 1920 to 1929 and with U. S. Bureau of Mines from 1929 to 1946 as chief metallurgist and assistant director, and has been a metallurgical consultant in Washington, D. C. since 1946. An AIME member, Mr. Dean has presented at least 50 papers before the society. Mr. Dean is a member of American Society of Metals, American Chemical Society and Electrochemical Society. C. O. Dale (Illinois Operations of the Eagle Picher Mining and Smelting Co., co-author with W. J. Rundel, P. 72) was born in Twin Bridges, Mont. and attended Montana School of Mines and received his B.S. in mining engineering in 1944. Mr. Dale was with U. S. Navy Air Corps. as an electronics technician and worked as an engineer with C. O. Dale & Sons, Anaconda Copper Mining Co. and with Eagle Picher Mining & Smelting Co. At present he is Wisconsin manager of Eagle Picher Mining & Smelting Co. The application of machinery to mining is of special interest to Mr. Dale. A member of AIME, Mr. Dale is on the Room and Pillar or Stope and Pillar Committee of Mining Subdivision for 1951 to 1952. Mr. Dale is a member of Montana Society of Engineers and Lions Club. Golfing, fishing and wood working are his hobbies.

The latest theoretical and experimental study of physical processes initiated by explosions in solid media have made it possible to obtain a deeper insight into the mechanism of the energy transfer to ambient rock from char es of explosives interspersed with various air gaps. As shown in (17, high explosive action causes excessive fragmentation of medium in the vicinity of the charge, while expansion of the process into the massif is negligible. A theoretical outline of a more rational application of explosion energy was given with a view of obtaining more uniform fragmentation of rock convenient for loading and transportation. The proposed idea proven by experimental study consisted of the possibility of explosion control based on redistribution of explosion energy. Practical realization of the above idea was proposed (1) involving charges with air gaps for rock fragmentation. Since the Rolla Symposium on Mining Research (USA, 1961) (2), borehole charges with air gaps have become common practice. This method of rock blasting is applied in open cast and underground mines working the hardest and viscous, hard, medium hard and soft rocks (ore, quartzites, granites, 1 imes tones, sandstones, coals, etc.) as well as at enterprises for extraction of building materials and raw chemical minerals of any strength. Application of charges with air gaps results in an increase of the degree and uniformity of fragmentation (up to 94 percent of the blasted rock mass consists of fragments not exceeding 400 mm), the average fragment size decreases by 1.5-2 times and the amount of lumps is reduced by 2-10 times (in some cases there are no lumps at all ). Much work has been done recently in an attempt to analyze the physicochemical mechanism involved in the production of steel by the open-hearth process. This has resulted in reducing the process to a series of interrelated phenomena obeying the usual laws of mass action and diffusion. Of these, the reaction of the iron oxide and carbon in the molten steel is of most interest from a technical point of view as it constitutes the main action in the usual steelmaking processes. A. L. Feild' has formulated a basic differential equation expressing the open-hearth reactions and Herty has done considerable experimental work on the determination of a number of constants involved in the basic open-hearth reaction. In considering the application of the law of mass action to the reaction FeO + C + CO + Fe, the iron will be taken as constant, as is the case in the open hearth and the carbon monoxide pressure will be assumed constant at one atmosphere. From this xy = m at equilibrium, where x is the percentage weight of carbon, y percentage weight of iron oxide and m the weight-concentration equilibrium constant. While it is customary for physical chemists to express equilibrium constants in terms of molar concentrations, the constant is here expressed as the product of the percentage-weight concentrations for ease of comparison with the constants quoted by Herty and by Beild, and for more ready applicability to the open-hearth reactions. Herty and his associates have attempted to calculate the value of this constant from data on open-hearth heats. So many variables affect these results that an adequate calculation presents very great difficulties. A value of 4 X lop2 was first arrived at, but this was later changed to 1.6 X 10-2. Feild, in order-to illustrate the operation of the differential equation of the open hearth, has assumed a value considerably lower than Herty's, namely, 1.0 X 10-2, the largest value consistent with certain theoretical

The Societâ Anonima di Miniere e di Alti Fòrni, familiarly known as the " Elba Company," works the rich ore-deposits of the Island of Elba under a long-term contract with the Italian Government. The ore-deposits are scattered over the eastern and southeastern coast; but as these parts of the island are not well provided with ports, the blast-furnaces were built at Porto-ferraio, the principal town of the island, situated on the northern shore, and possessing a magnificent natural harbor where vessels even as large as the battleships of the Italian navy can comfortably anchor. In the selection of Portoferraio the cost of transporting the iron-ore from the different mines to the blast-furnaces has been reduced to a minimum, and shelter has been provided for the company's flotilla of tugs and barges, as well as for the steamers carrjing coal and pig-iron. The whole plant, of which a general view is given in Fig. 1, comprises: 1. A discharging-pier with unloading-cranes. The ore and coal are transported from this pier by means of an aerial cable-railway to the coal- and ore-storage yards. This cable-railway is supported by an iron bridge extending from the pier to the shore and by a wooden trestle extending from the shore to the yards. 2. Blast-furnaces, two in number, with all the accessory apparatus, such as blowing-engines, dry purifiers, Cowper hot-blast stoves, hoists, etc. 3. Coke-ovens, two batteries, with coal-bin, crushers and boilers. 4. Engine-house containing the blast-engines and the electric generating-station. 5. Pumping-plant. 6. Narrow-gauge railways.

THE activity of the principal oil fields of Rumania followed the same course as in 1939. It was marked by (1) collaboration between the various companies, particularly in exploiting oil at great depths with a view to rationalizing the exploitation and decreasing the difficulties inherent in very deep drilling; and (2) economy in the exploitation of the older pools in reducing to a minimum the cost of the extraction and working over of wells by the concentration of productive wells in groups. The pooling arrangement continued at Tintea as a measure of conservation, and exploitation of the unitized region went forward on the basis of the norms established in 1939. The same methods were applied in the fields of Liesti, Ceptura and Boldesti. The petroleum industry had some difficulty in providing the necessary material and the hands for work. Importation of material and machines from the United States was virtually stopped. Substitutes were provided from Germany but particularly useful were certain dispositions made by the local metallurgical industry. Despite the higher cost of the production of local material and machines, they were superior to the German product, the difference in quality justifying the higher price charged as the materials were found to be particularly adapted for the purposes of the petroleum industry. The cost of production was still further raised by the work that was imposed for national defense. The rise in costs per meter drilled was 50 per cent over those of 1939. According to bimonthly tables furnished by the Moniteur du Petrole Roumain, the deepest well completed in 1940 was an exploratory well, No. 201 of the Concordia company, drilled at Tintea and suspended at 3338 meters. This depth was reached toward the close of 1939 and the well was not deepened in 1940 became of large deviation from the vertical. The record for productive wells had been held by No. 429 at Tintea, drilled by Unirea to a depth of 3200 m., and in 1938 well No. 317 Cocorasti-Mislea, of the Colombia company, but these records were passed in 1940 by well No. 613 Liliesti of the Con-cordia company, which reached a depth of 3294 m. and had an initial production of 10 tons per day. In 1940, the same number of wells, II, had been drilled to a depth of over 3000 m. as in 1939. Five of these wells are at Tintea and six at Liliesti. My bets are on you, every time! But who is right? In the "cobalt issue" of our favorite magazine, January 1951, you stated: "By far the best immediate United States prospect for, large amounts of cobalt is the Blackbird mine of the Calera Mining Co., which is operating for Howe Sound Co., in Leinhi County, Idaho." In the March 1 issue of Saturday Evening Post, Ernest F. Mechlin, Jr., chief cobalt section, National Production Authority, states: "The Bethlehem Steel Co.'s Cornwall, Pa. ore bed is the principal domestic source." Maybe he should have said: "was the principal domestic source", or perhaps Howe Sound's Idaho cobalt is still in the prospect stage in Mr. Mechlin's opinion, perhaps in yours too. KATHARINE W. Attempts to locate domestic supplies of sillimanite have been unsuccessful until recently. This paper describes recent discoveries of sil-limonite-bearing schists in the Southeastern States, with emphasis on geology of the deposits, mineral composition, origin, and reserves. Statements concerning possible methods of mining, milling, and utilization of sillimanite are given. Results from refractory tests on a laboratory scale are summarized. SINCE 1917, when synthetic mullite was first used in spark plug porcelains, there has been a continued search for natural sillimanite. During the recent war this search was intensified, not only for sillimanite but also for any materials which could be used satisfactorily as a substitute for the imported kyanite from India. The Indian massive kya-nite does not decrepitate during calcination as does our domestic bladed kyanite, thus a coarse grog can be obtained from it. Some of the most promising domestic materials suited for high temperatures are limited in quantity. Massive topaz from Chesterfield County, S. C., showed promise of possessing desirable refractory properties; but the action of combined fluorine, liberated during calcination, upon equipment and surroundings, as well as a limited supply of ore and the presence of impurities discouraged its use. Residual lumps and boulders of massive kyanite, similar to the material imported from India, occur in Georgia. This material, like the massive topaz, is of limited quantity. Andalusite from California and dumortierite from Nevada are satisfactory high-temperature refractory materials. Their uses have been restricted to specialized products since the location and character of the deposits are such that large production is impractical. Sillimanite, like kyanite and andalusite, has the theoretical chemical composition of Al2SiO5. The mineral may occur as dense, fibrous mats (fibrolite) composed of fibrous, sometimes radiating hair-like crystals in schist which are associated with igneous intrusions. Deposits of this type have widespread distribution, but none discovered to date appears to have commercial possibilities. Sillimanite also occurs as bundles of crystals disseminated in biotite schist, as noted in the Hart-Elbert-Madison County, Ga., area and in some of the South Carolina and North Carolina deposits. This type of material has been called prismatic sillimanite by the U. S. Bureau of Mines. Deposits of this variety appear to offer commercial possibilities. When heated above 1650°C, sillimanite expands about 6.5 pct and is converted into a mixture of mullite (3Al2O3 . SiO2) and vitreous silica. Attempts to locate domestic supplies of sillimanite have been unsuccessful until recently. This paper describes recent discoveries of sil-limonite-bearing schists in the Southeastern States, with emphasis on geology of the deposits, mineral composition, origin, and reserves. Statements concerning possible methods of mining, milling, and utilization of sillimanite are given. Results from refractory tests on a laboratory scale are summarized. SINCE 1917, when synthetic mullite was first used in spark plug porcelains, there has been a continued search for natural sillimanite. During the recent war this search was intensified, not only for sillimanite but also for any materials which could be used satisfactorily as a substitute for the imported kyanite from India. The Indian massive kya-nite does not decrepitate during calcination as does our domestic bladed kyanite, thus a coarse grog can be obtained from it. Some of the most promising domestic materials suited for high temperatures are limited in quantity. Massive topaz from Chesterfield County, S. C., showed promise of possessing desirable refractory properties; but the action of combined fluorine, liberated during calcination, upon equipment and surroundings, as well as a limited supply of ore and the presence of impurities discouraged its use. Residual lumps and boulders of massive kyanite, similar to the material imported from India, occur in Georgia. This material, like the massive topaz, is of limited quantity. Andalusite from California and dumortierite from Nevada are satisfactory high-temperature refractory materials. Their uses have been restricted to specialized products since the location and character of the deposits are such that large production is impractical. Chemical and physical properties of soils and overburden materials must be evaluated prior to strip mining activities. This information can be used to assess whether subsurface overburden can be equal in quality to the native soils, especially when these soils are classed as prime farm lands. In northeast Texas, lignite primarily occurs in the Calvert Bluff formation which is underlain by the Simboro and Hooper formations. These formations are in the Wilcox group (early Eocene). The Carrizo formation, that unconformably overlies the Calvert Bluff formation, consists of thick layers of sand with poor water and nutrient retention capabilities. These materials are least suited for placement on the surface of reclaimed land. The oxidized, medium textured overburden of the Culvert Bluff and Simboro formations possess adequate water and nutrient retention properties and are better suited for sustained plant growth when compared to the existing native soils. Non-oxidized Calvert Bluff and Hooper sediments generally have acceptable properties for reclamation although acid forming sulfides occasionally occur. Materials high in sulfides must be buried during mining or appropriately treated prior to reclamation.

The Tilly Foster iron-mine is situated in the southeastern part of Putnam County, New York, about fifty miles north of New York City, on the line of the New York City and Northern Railroad. There are a number of deposits of magnetite scattered throughout the county, the most important being those known as the Tilly Foster, the Mahopac, and the deposits of the Croton Magnetic Ore Company. Percussive drills have been in commercial use for many decades. Until relatively recently there was little serious effort to analyze the stresses in such devices in any detail. Within the last few years such analyses have been developed and have been reported by a number of authors.1-4 We present here an investigation of the impact systems of a family of conventional down-hole drills with optimization the objective. We have assumed that maximum drilling speed was the quality most desired and that this was to be achieved within conventional practice. In fact the methods that are demonstrated in principle below can readily be adapted to other percussive devices, whether conventional or not, and to other constraints. The Lornex mine is located in the Highland Valley area of British Columbia, Canada, one of the most,promising districts of low-grade porphyry-type copper mineralization in the world; Lornex is operated by Rio Algom Mines, Limited, a member of the Rio Tinto Zinc Group of London. Exploration from 1965 to 1968 disclosed an ore body of 293 million tons with a grade of 0.43% copper and 0. 14% molybdenum; this led to the decision to construct a 38,000 tpd operation, and production commenced in the fall of 1972. The ore is open-pit mined with 15 cu yd (11 5 m3 shovels, which load 100- and 200 -ton trucks. These trucks dump directly into a 60 in. by 89 in. Allis -Chalmers gyratory from two sides of the 14 ft 6 in. (4.42 m) deep dump pocket and across splitters mounted on the pocket sides. The unlined pocket would hold 1,000 tons level full. The crushedore discharges into a 300-ton surge hopper equipped with an automatic sonic level indicator to prevent over -filling. A 96 in. by 23 ft (2.44 m by 7 m) apron feeder delivers the ore from the surge hopper to a 72 in. (1.83 m) transfer belt equipped with a tramp iron metal detector. The transfer belt discharges to a 60 in. (1. 52 m) conveyor which conveys the ore about 3,000 ft (914 m) to the 475,000 ton ore storage pile located near the concentrator. Four 48 in. (1.22 m) pan feeders transfer the ore to the mill feed conveyors, which in turn supply the two 32 ft by 15 ft (9. 75 m by 4. 57 m) semi-autogenous mills, which easily accept the 10 in. (254 mm) product of the crusher. Each semi- autogenous mill is followed by a secondary ball mill. The unusually large open side setting of the crusher accounts for its 6,300 tph maximum capacity. Concentrator capacity is now 48,000 tpd. Eccentric removal is eased by the design of the door to the crushed ore pocket, which has the cart rails mounted on its outer surface and is lowered to a horizontal position in the pocket by an electric winch. The top of the door rests on wear bar covered concrete piers in the pocket. Another feature is a chute through the floor at the crusher base that extends into the crushed ore pocket. Dust and spills of ore on that floor during crusher repairs are easily swept into the crushed ore pocket. This feature is also used at Bougainville and Palabora and has been added to others after operation has commenced. The design follows the concrete rectangular box concept with four main service and maintenance levels shown in the sectional drawings, although a third additional section has been added at the maintenance
