Roger A. Markle was sworn in as director of the US Bureau of Mines on September 27, 1978, ending a 20-month period during which the Bureau was without a leader. Some Bureau observers wondered out loud if this delay was a signal that Interior was slowly pulling the rug out from under the agency. When Markle was finally tapped for the director's position-coal industry executive to lead an agency that had been stripped of its fossil fuel R&D functions as well as its safety and health enforcement role--the speculation was fast and furious: One camp had it that Markle was brought in to phase out the Bureau; others said that Markle's directive was to revitalize the organization by charting a new Bureau course. In March, with the proposed Department of Natural Resources making headlines, ME went to Washington to interview Markle about his first six months as director and the goals he has set for the Bureau's future.

EDWARD H. Coxe, Knoxville, Tenn. (communication to the Secretary*).-Mr. Chance has omitted to mention one very important use for the chemist in connection with the preparation of coal, and that is in connection with coal washing. Efficient coal washing, and especially of the finer sizes, can be accomplished only under the supervision of a chemist, as the proper regulation of the washer can only be had by frequent sampling and analysis of the raw and washed product and the refuse, say at least semi-weekly; and only in this way can a check be kept on the quality of the product and the amount of good coal wasted in the refuse. In large operations, frequently enough coal can be saved from going to the refuse pile to more than pay the salary of the chemist.

BECAUSE of the many conflicting opinions regarding the functioning of the ball load and the characteristics of ball wear in ball-mill grinding, the following resume of reports covering recent tests conducted at the Hayden plant of the Kennecott Copper Corporation is submitted with the view of pointing out certain salient features that should throw additional light on the subject. MILLS USED Cylindrical drum mills with trunnion feed and discharge were used. The discharge trunnion was I3 1/2 in. in diameter. Dimensions inside the lining were 6 ft. 6 in. in diameter and 9 ft. 6 in. long. The mills were Britannia-lined and nine lifter bars projected 2 in. from the lining. The mill speed was 16 2/3 r.p.m. Feed to the mill was 9 per cent on 10-mesh, 85 per cent on 100-mesh, 77 per cent solids. New balls measured 2 in. in diameter and the approximate weight of the ball load was 40,000 pounds. INITIAL TEST During a test that was being conducted to determine the relative economic value of standard cast balls vs. forged steel balls in the local grinding operation, certain observations were made in regard to the functioning of the various ball sizes and the characteristics of ball wear, which warranted a supplementary test for the purpose of confirming such observations. For the initial test, the necessity for developing a graduated load of the new forged balls before the test could be started was realized, but the time required to obtain a graduated load and the functioning of the various ball sizes was not clear. No advantage could be seen for starting out with a full load of forged balls, as this initial load, at the least, would have to be completely ground out and replaced by daily additions of balls before the graduation could be complete and a normal static condition of ball sizes reached. For a considerable period prior to exhaustion of this initial charge there would be an unusual quantity of worn balls of a certain size, which would not be typical of a normal charge and could influence the characteristics and functioning of the entire load. Therefore, it was decided to start by daily addition of the forged balls to a mill that contained a normal operating load of cast balls. After 88 days of operation the mill was shut down for inspection. By that time the load consisted of a mass of forged balls functioning around a large core of the residual material of the former cast-ball load. This core of cast slugs, locally referred to as "the kidney," was well defined from the forged-ball load.

INTRODUCTION WITH the greatly expanding use of magnesium during the war, it appeared necessary to the War Metallurgy Committee that the notch sensitivity of magnesium alloy extrusions be further investigated and the influence of various factors upon notch sensitivity be noted. Accordingly, the National Defense Research Committee of the Office of Scientific Research and Development placed a research contract with the University of California, supervised by the War Metallurgy Committee. The work discussed herein was done under "Restricted" Project NRC-21, reported in Dec. 1943 1; it has been released for publication by the O.S.R.D. SCOPE OF THE INVESTIGATION The notch sensitivity of various magnesium alloy extrusions was determined under axial tension, and also under several conditions of nonaxial tension. Hardness, grain size and other metallographic features were observed; stress-strain data were obtained, and the chemical compositions of the alloys were determined, in order to correlate these quantities with the notch sensitivity. Notch sensitivity under axial tensile load was determined for a few specimens which had been cold worked to various degrees by tensile prestraining. Magnesium alloy extrusions studied included Dowmetal 0, X, J, and M. For comparison, extrusions of aluminum alloy 24S-T, cast bars of aluminum alloy I22-T2, and cast bars of magnesium alloy C were also tested, The specified chemical composition of these alloys is given in Table I. All bars tested were within specification limits of composition. Investigation of the tensile notch sensitivity of various magnesium alloy extrusions, under conditions of axial and eccentric load, showed little or no correlation with stress-strain or other conventional data. Since the many uncontrolled variables present might mask significant relationships, one alloy was selected for intensive study. Magnesium 0 alloy extrusions were subjected to experimental heat treatments, and the changing hardness, tensile strength, microstructure, and notch sensitivity observed. EXPERIMENTAL TECHNIQUES AND PROCEDURES Tensile Testing Bars used for axial loading were machined with 3/8 in.- and with 1/4-in. minimum diam, and included specimens with 6o° V notches (Fig I and 2). Third World countries have lately taken a variety of actions to improve their revenues from the development of their mineral resources. Increasingly, their governments seek to negotiate production agreements on the basis of feasibility studies and discounted cash flow projections. Developing countries are now more selective in giving incentives to encourage investment in the mining sector. They recognize the value of their contributions to mining projects by way of guarantees and the provision of infrastructure. Third World governments now seek to participate in the basic decision making which determines profitability, such as loan-equity ratios, plant capacity, and processing and sales arrangements. They are alert to the benefits of large-scale development and appreciate their risks. They seek to increase their benefits from foreign exchange earnings and the multiplier effect of mining projects. New forms of arrangements are being used to insure that the mining sector is developed in harmony with the national objectives of the Third World.

POROUS SOLID COMPRESSIBILITIES There are four different compressibilities associated with porous solids, each relating the fractional change in either bulk volume or pore volume with the change in either pore pressure or confining pressure. These will be referred to as Cbc, Cbp, Cpc, and Cpp, with the first subscript denoting the relevant volume, and the second subscript denoting the relevant pressure. They are defined as: [ ] Note that minus signs are included in two of the definitions so that each of the compressibilities will always have a positive value. In general, each compressibility depends on the elastic moduli of the matrix material, the porosity, and the exact geometry of the pores. Taking the latter factor into account calls for separate analysis for each different pore shape, which of course can only be attempted for a few relatively simple cases. But lower bounds for each of the four compressibilities can be found, independant of pore structure, in terms of only the porosity (0) and the elastic moduli of the matrix material (any pair chosen from K, E, G and V). The first step is to find relationships between the four compressibilities, starting with the following observation: If a porous solid made of a linear elastic, isotropic and homogeneous matrix material is subjected to uniform hydrostatic pressure of magnitude P on its external and all of its internal (pore) surfaces, the state of stress in the solid will be exactly the same as that which would occur

The alloy under discussion is a Pig. I shows results of heat-treating tests nickel-silicon bronze and is one of many on two typical nickel-silicon bronze castings age-hardening or precipitation-hardening of the type on which the observations were copper-base alloys. The hardening constituent is a nickel-silicon compound.l The quenching temperature necessary to produce hardening by a subsequent aging treatment is a function of the composition and extends from about 700°C. to 950°C.; the aging temperature range extends from 4000 to 600°C. The work carried out by the authors of this paper was confined to cast alloys having compositions within the ranges of: 1.5 to 3.00 per cent Ni; 0.4 to 0.75 per cent Sj: balance. comer. made. A quenching temperature of 750°C. produces almost as high a hardness on subsequent aging as do quenching temperatures of 850' and 900°C. Several foundries have spent years of active and intelligent effort in trying to control the casting and heat-treating variables of nickel-silicon bronzes and finally gave up the attempts because of the inconsistencies of results.2 This undesirable characteristic was not manifest in the ultimate hardness or conductivity but primarily in tensile strength and ductility, as shown in Table I. The Aldrich Mining Go. holds under lease from the Illinois Central R. R. Co. about 14,000 acres, in the east half of Township 12, Range 12 W., in Marion county, Alabama, and owns other lands, of which about 1,000 acres adjoin this leased tract, making a total area of about 15,000 acres, all of which is underlain by the coal-seam upon which the company is operating. This seam is nearly horizontal; and a ravine, diagonally crossing the tract, exposes the outcrop on either side for about 2 miles. The territory has been so divided that nearly the whole of it can be worked out by two collieries. The mines at Brilliant were opened in the fall of 1898, and shipments began in the following spring. The original plan was to furnish steam-coal for locomotives to the Illinois Central R. R. Co.; and upon this expectation the investment of capital was made. The field was entirely new; and the softness of the coal at the outcrop induced the belief that it could be very cheaply mined. A contract for the delivery of a large quantity of coal to the railroad was accordingly executed. But with the advance of' the entries to increasing distances from the outcrop, the coal proved so hard that it could no longer be drilled with a breast-auger; and the expense of mining became so great that the contract for cheap steam-coal had to be canceled. It became evident that the work must be done with machinery and explosives, if it could be profitably done at all. On the other hand, the excellent quality of this coal opened, at the same time, a possible market not specially contemplated at the outset—namely, that of a first-rate coal for domestic and general uses. The effects of tin on steel have become increasingly important because of the necessity of using poorly detinned scrap, tin cans, and terne plate, in the open hearth. Since a tin can contains about 1.5 per cent tin, it would be possible to have up to 0.75 per cent tin in steel made with a 50 per cent scrap charge. In order to use tin-containing scrap, it is necessary to know the effect of tin on various grades of steel. The following investigation is by no means comprehensive but covers a number of steels in which tin content is important. Published Work A number of investigations of the effects of tin on rolling quality and physical properties have been published. It has been found that tin increases strength and hardness and reduces ductility and notched impact resistance. The decrease' in ductility and notched impact resistance becomes more marked as the carbon decreases. McKimml found no change in Olsen ductility, Kockwell hardness, yield strength, tensile strength or elongation in cold-reduced strip containing up to 0.124 per cent tin. A tin content of 0.1j per cent gave difficulties in rolling and increased the hardness but 0.21 per cent tin showed no change in properties from material containing very little tin. No explanation of this contradiction is offered. Andrew and Peile2 investigated steels containing 0.10 to 0.25 per cent carbon and up to 0.63 per cent tin. They found an increase in tensile strength of from 100 to 200 lb. per sq. in. for each 0.01 per cent tin on normalized samples. The elongation and reduction of area were decreased and the notched impact resistance was reduced markedly. Quenched and drawn samples did not show embrittling if water-quenched from the draw temperature of 1148°F. (620°C.). They could find no evidence of tin under the microscope. Whitely and Braithwaite3 investigated the effect of tin on rail steel containing 0.55 to 0.60 per cent carbon. They found that 0.08 per cent tin caused a marked decrease in elongation, notched impact resistance and the degree of bend. The tensile strength was increased in some tests and not in others. Bolsover and Barraclough4 investigated the effect of tin up to 0. 50 per cent on a 0.35 per cent carbon steel and on several alloy steels with from 0.30 to 0.40 per cent carbon. They found a comparatively uniform decrease in notched impact resistance with increasing tin on quenched and drawn samples. If the samples were quenched from the drawing temperature or reheated to the drawing temperature and quenched, the embrittling was much less severe. Steels containing molybdenum suffered much less embrittlement than other steels. Experimental WoRk Effect of Tin on Low-carbon Rimmed Steel Increasing quantities of tin were added to four ingots of a heat of the following ladle analysis: carbon, 0.08 per cent; manganese, 0.39; phosphorus, 0.009; sulphur, 0.025.

Regression analysis was used to correlate the physical properties of 478 sandstone and 90 carbonate core samples. Porosity, permeability, electrical formation resistivity factor, capillary pressure and the sonic velocity of the shear and compressional waves were measured. Prediction equations for porosity, permeability and electrical formation resistivity factor were found which should be useful in understanding the relationships between the physical properties of porous media in formation evaluation. INTRODUCTION The physical properties of porous media are important to the petroleum engineer and geologist. To evaluate fully the potential and behavior of a subsurface formation such as a petroleum reservoir, certain physical properties of the porous medium must be known. The problem of accurately determining physical properties of subsurface formations has not been solved because many determinations must be made by indirect measurements and because of the difficulties caused by complex pore structure and presence of clays in most naturally occurring porous media. Due to the difficulty in measuring some of the physical properties of porous media, it would be advantageous to be able to predict a certain physical property of a rock from other physical properties of the rock which could be measured more easily and more accurately. Since most potential reservoir rocks are heterogeneous, relationships between the physical properties are very complex and thus far no satisfactory correlations based on theory or laboratory models have been developed. It appears that empirical relationships obtained by measuring the physical properties of a large number of samples of naturally occurring porous media and applying regression analysis to develop equations for one physical property in terms of other rock properties is the best approach. REVIEW LITERATURE The three physical properties used as dependent variables for correlating purposes were porosity, permeability and formation factor. Since formation factor is more difficult to determine, a brief review of the literature is provided on this property. The first work on determining formation factors was published by Archie1 in 1942. He defined this property of a porous medium as F - Ro/Rw......(1) where Ro is the resistivity of the porous medium when completely saturated with a brine of resistivity Rw. Archie found the best correlation between formation factor and porosity was the following equation, where is the porosity fraction and m is the constant characteristic of the rock. The value of m was 1.3 for unconsolidated sand packs, and ranged from 1.8 to 2.0 for consolidated sandstones. In 1950 Patnode and Wyllie2 and De Witte3 observed that the formation factor as determined by Eq. 1 was valid only when the porous medium contained no conductive solids such as clay or shale. When conductive solids are present the formation factor is also dependent on the resistivity of the saturating fluid. Therefore, in samples containing conductive solids the formation factor decreased as the resistivity of the saturating fluid increased. Because of this. the measured formation factor was called the apparent formation factor and was designated Fa. Patnode and Wyllie proposed the following equation,

THE peak of production from the Appalachian natural gas field was apparently reached about 10 years ago, and the annual production from Pennsylvania, West. Virginia and Ohio has now dropped to about two-thirds of the amounts obtained in 1916-and 1917. This falling off in production has occurred in spite of vigorous efforts and large expenditures by producing companies to maintain or increase their output. The greatly increased costs of development and handling are reflected in the present average value of natural gas at the point of consumption, which value in the three states referred to, has more than doubled in the past 10 years. While it is true that the natural gas production of the United States has increased during recent years, this increase has come from southwestern states, particularly from Oklahoma, California, Louisiana and Texas, which states are now leaders in the production of this valuable but fleeting resource. Pennsylvania, originally the leading state in natural gas production, occupies sixth place in the latest (1924) U. S. Bureau of Mines statistics. West Virginia, which held first place for 15 years, has dropped to third rank, and Ohio is the seventh state in the order of natural gas production. Domestic and industrial demands for gas are constantly increasing everywhere in the United States. These growing demands have accentuated the difficulties in the localities with depleted natural gas supplies, and serious shortages have already occurred during winter months in the Pittsburgh district. Some relief has been obtained by placing restrictions on the industrial use of natural gas, and by, increasing the price (which tends to reduce consumption). Yet these are but temporary expedients for checking gas consumption, which fail to solve the problem of adequate future supplies of gas.

THIS TALK is a digest of some of the information contained in tables, one on practices and one on costs of shaft sinking, in Bulletin 357 of the U. S. Bureau of Mines written by E. D. Gardner, Supervising Engineer of the Bureau at Tucson, and myself. The table of practices contains information on 43 shafts and the table of costs contains information on 25 shafts. These various shafts were sunk between 1917 and 1930 so they may be termed modern practice with costs applicable in the United States, Canada and Mexico. In the compilation of this material the statistics on shafts which were concreted have been eliminated, as these figures were entirely out of line with corresponding figures for timbered shafts. It is my experience that where costs are divided between sinking and concreting the tendency is to load the costs onto the larger item of concreting. Thus a shifting of costs making an addition of 10 per cent in concreting costs may suffice to make a deduction of 40 per cent in sinking costs. Fine work is done (on the books) and everybody is happy. Most shafts are sunk with three shifts of men per day. Each shift consists of men who are miners, muckers, or timbermen, as chance may call for during their shift. Where pumping or high fixed costs do not necessitate three shifts it is cheaper to sink on two shifts. It is desirable for speed and economy in any case to work out a cycle of operations for each 24 hours. In this way men are hired for their ability as machinemen, muckers, or timbermen; they know exactly what to do and there is no passing the buck to the next shift.

The drilling referred to in this paper has been carried on in the Chief Consolidated No. Pmine, the Gemini mine, and the Eureka Hill mine at Eureka, the Grand Central mine, above Mammoth, and the Apex Standard mine just south of Dividend. The occurrence of ore through the district is typically in lenses on bedding or breaks, and in connecting pipes, without accurate geometrical trend so that the ratio between the total length of development in drifts and crosscuts to the square feet of ore exposed is very high. A section of one of the western channels (Fig. 1) through the Tintic district, shows, roughly, the irregularities calling for excessive development work, so typical of the Tintic mines. This irregular trend of the ore constantly calls for excessive cutting up of the whole area for offshoots and the connecting links always present. In the planning of prospecting and development, no regular system may be laid out without overlooking some orebodies or segments of orebodies. It was with these facts in mind that Cecil Fitch, the general manager of the Chief Consolidated Mining Co., decided that some method of drilling was the more feasible way of successfully cutting up and bringing about the discovery of ore believed to exist; yet this drilling had to compete with a great margin of cost over crosscutting, as a crosscut in the Tintic district, even though barren, brings out geologic facts that, in many cases, are worth the price of the working itself. Diamond drills met with the success that might be expected in a district that has a reputation for the Gear and loss of diamonds; after 6 or 8 months, this method was discarded on account of the high costs. Simultaneously, a small churn drill outfit was set up underground but a few shifts proved its inapplicability. At the same time, the ordinary hammer drill was used to drive prospect holes with jointed steel. Just what equipment to develop for this work with the hammer drill involved much experimenting, as nothing was found in the literature

FOLLOWING- the major explosion disaster in the Orient No. 2 mine of the Chicago, Wilmington and Franklin Coal Co., West Frankfort, Ill., on December 21, 1951, resulting in the death of 119 miners, an investigation was made by the U. S. Bureau of Mines under the direction of J. J. Forbes, Bureau director. The subsequent report concluded that the disaster. was caused by the emergence of a-large body of explosive gas from an abandoned area and simultaneous short circuiting of the ventilating current; the gas was ignited by an electric arc from nonpermissible electrical equipment and the flame was propagated throughout a large part of the affected area by coal dust and possibly by gas from other worked-out and abandoned areas. An immediate repercussion of the disaster was the opening of hearings by the. Senate Labor and Public Welfare Subcommittee on the Neely Mine Inspection Bill (S. 1310, introduced April 11, 1951) which would give federal coal-mine inspectors power to enforce safety recommendations by ordering the withdrawal of all employees where conditions constitute an imminent danger to their safety. Two days of testimony, January 24 and 25, disclosed that coal operators were not in agreement on the bill, although John L. Lewis, speaking for the UMWA, and J. J. Forbes, for the Bureau of Mines, were advocates.
