THE oil-producing territory of Peru is confined to the province of Tumbes and the department of Piura, located in the extreme northern end of the republic and adjacent to the southern border of Equador. The first real production came from Zorritos field, located on the shore line and in the province of Tumbes. The production of this territory was soon exceeded by that of the Negritos field, also located along the shore line and in the northwest corner of the department of Piura. Talara, lying a short distance north of the original or early producing area was made the shipping port. This field was developed by the London Pacific Petroleum Co.; it is now-operated by the International Petroleum Ltd. (Toronto, Canada). A little later, the Lobitos field came into prominence; it was first exploited by the Lobitos Oil Co. At present, it is operated by the British Oilfields Ltd. This field is located between Talara, on the south, and Zorritos, on the north. It is now the second largest producing area in the country, the Negritos being by far the largest both in area and production. In other parts of Peru, there have been periods of desultory prospecting, particularly in the department of Puno. This work was carried on in the surrounding region of what,is locally known as the "Pirin" field, developed by the Brown Brothers. It lies between Juliaca, a railway junction point and Lake Titicaca. No favorable results from the latest prospecting have been reported. During the past few months, an opinion has been expressed in various journals that it is doubtful if commercial production will be found in the high plains of the Lake Titicaca region. It is, however, due to the Peruvian oil industry to remember that the Pirin field, although covering but a small area, was a fair producer even under adverse circumstances. If the author's interpretation of the geology of the Titicaca section is correct, certain sections of the high plains will be found to be commercially productive, not-withstanding the unfortunate geographical position from the standpoint of transportation; or its elevation.

During the year 1936 improvement in the oil industry in Kentucky continued at about the same rate as shown by that of the year 1935 over the year 1934. The development of several new pools in western Kentucky and the increase in the application of repressuring methods to the old fields of eastern and to a lesser extent of western Kentucky increased the total production to 5,481,227 bbl., as compared to 5,175,054 produced in 1935. The principle sources of this increased production are the Livermore field and the new Bates Knob field in McLean County, in western Kentucky, and the result of repressuring operations in the " Corniferous" pools of Lee, Powell, Wolfe, Morgan and Estill Counties and the "Weir" sand (of Mississippian age) fields of Magoffin, Lawrence and Johnson Counties in northeastern Kentucky. The last named fields have a producing sand especially adaptable to these methods. Drilling No new fields were opened in eastern Kentucky during the year. All new drilling was codned to pressure wells and new oil wells to complete patterns around the intake wells. Owing to the relatively low "initial" or flush production of the wells in this section—even though the ultimate recovery per acre is as large—higher prices for crude will have to prevail before extensive search for new fields is begun; as in northwestern Kentucky, where active exploratory work has been carried on as in the several preceding years, resulting in numerous new and prolific, although comparatively small fields. In this section approximately 500 new oil wells drilled in the Owensboro field, embracing several pools in Ohio, Hancock, Daviess, McLean, Henderson, Webster and Nuhlenberg Counties in the northwestern part of the state. The total oil production for this field during 1936 exceeded by many thousand barrels the 2,821,722 bbl. produced in 1935. In these fields the producing sands range from the middle Missis-

Reclaiming mined land in northern regions is less difficult than reclaiming semiarid lands. In 1972, the Usibelli coal mine near Healy, Alaska, initiated experimental plots to determine the proper grasses and amounts of fertilizer. The following spring, approximately 1600 acres of land disturbed by mining were seeded by low-flying aircraft. The reclamation project was evaluated by the State of Alaska and has been adjudged successful. The information gained is being used in reviewing prospecting permits and granting coal leases on state lands.

Chemically, the diamond is composed of the element carbon in its pure crystallized state. The diamond crystallizes in the isometric system, and the most common forms are the octahedron and dodecahedron, while the (24-sided) tetrahexa-hedron is not uncommon. Cube diamonds with beveled edges representing the combination 8 0 8 and 8 0 2 are occasionally found in the Bultfontein and Premier (Wesselton) mines at Kimberley, South Africa. The diamonds from various mines have distinctive forms of crystallization, or variations of the same forms, so characteristic that those familiar with South African diamond-mines and their products can determine positively from which mine any given parcel of diamonds has been obtained. It is not always possible to determine the source of each individual diamond, for similar stones are occasionally found in digerent mines; but these are exceptions to the rule. There is a difference in the luster, shape or crystalline form of the diamonds from the various mines that gives each mine some distinctive characteristic. In one mine nearly all of the crystals are sharp-edged octahedrons, while in another, dodecahedrons with rounded faces predominate. One might give no end of peculiarities of the diamonds from the various mines; but it will suffice for the purposes of this paper to state the fact that such distinctive characteristics do occur. From this observation it may be concluded that the diamonds in the mines of the Eimberley district, which occupies a small area (see Fig. I), did not have a common origin. The diamond is the most impenetrable of all known substances, and will scratch any other stone, or the hardest steel. It is a very strong reflector of light, and refracts incident rays more than any other substance except crocoite.l

NUMEROUS studies have been reported on how the mechanical properties of a bcc metal are affected by interstitial solute atoms in the temperature range where appreciable diffusion occurs in finite time. Only recently, though, has work on an "interstitial-free" iron been reported, this by Leslie and sober,' on an Fe-0.15 pct Ti alloy. The data was limited to a maximum temperature of 296°K. This work presents a systematic study of the flow stress and the activation volume of a similar material as a function of plastic deformation over the temperature range 253" to 473°K. The material studied was Ferrovac E iron containing 0.01 wt pct C and 0.0002 wt pct N annealed at 870°C for 1 hr, and the same iron with an addition of 0.15 wt pct Ti annealed at 870°C for 80 hr; cooling rates being 75°C per hr. In the latter alloy depletion of interstitials in the a-iron matrix associated with the second phase formation was expected. The temperature dependence of the flow stress was measured at 6 = 3.33 x 10-5 sec-1 from 253" to 473°K as a function of the deformation in 0.01 intervals from 0.03 to 0.12 strain. Results for two strains, 0.03 and 0.09 are shown in Fig. 1. The flow stress increased and reached a maximum in the Ferrovac E iron with increasing temperature, but showed a consistent gradual decrease in the Ferrovac E-0.15 pct Ti alloy. A yield point and Luders region, observed in Ferrovac E, was absent in the Ferrovac E-0.15 pct Ti alloy. Also, the Ferrovac E exhibited a serrated stress-strain behavior in the temperature range 330" to 400°K; dynamic strain-aging characteristics were absent for the titanium alloy. The activation volume was determined over the same temperature range by the method of stress relaxation at constant strain. Results are shown in Fig. 2. At the temperatures of serrated stress-strain behavior in Ferrovac E the activation volume was found to increase toward infinity and, as the temperature rose, to decrease, to about 100 to 200 v/b3. By contrast, the activation volume for the Ferrovac E-0.15 pct Ti alloy tended to increase continuously from the initial value of approximately 300 at 300°K to more than 800 at 473°K. Above 400°K, then, the corresponding activation volume values of Ferrovac E were less than that of the Ferrovac E-0.15 pct Ti alloy. The activation volumes, Fig. 2, appear to depend on dislocation-interstitial interaction in Ferrovac E and on dislocation-dislocation interaction in Ferrovac E-0.15 pct Ti alloy. The gradual increase in the latter metal is associated with thermally activated motion of dislocation segments.' The decrease of the activation volume in Ferrovac E above 400°K is probably related to the diminishing effect of interstitials on dislocations. The Puget Sound Section met at the Arctic Club, Seattle, Wash., on Jan. 20, 1917. Sixteen members and five guests were present. Dinner having been served, the meeting was called to order. A letter from secretary of Associated Engineering Societies was read, requesting payment of this section's assessment to the quarterly budget, and upon motion it was voted that the Secretary-Treasurer be instructed to pay this assessment. It was moved and carried that this section join with the Chemical Society in a meeting. At the, close of the business meeting, Mr. Asa C. Baldwin gave an illustrated lecture on the "Alaska Boundary Survey." On Feb. 24, the Puget Sound Section again held a meeting at the Arctic Club, 16 members and three guests being present. Chester F. Lee, as member of a committee representing this section in the joint council of the Associated Engineering Societies, reported that by lots it had been decided that the term of service of said committee would be as follows: Chester F. Lee, two years; George. Watkin Evans, one year. Following adjournment of the business meeting, Prof. Joseph Daniels, of the University of Washington, delivered a very interesting lecture on "Milling Practice of The Alaska-Castineau Mining Company." ALTHOUGH most persons will agree that an individual or a nation can profit from the experience of other individuals or nations, there is always room for debate over the degree of similarity of their past and present conditions and of their future problems. Noting the increasing interest that Americans are showing in our mineral problems, I have felt that we could profit from reviews of the experiences in mineral exploitation acquired by the industrial nations of Europe. Whether we can learn much from Europe's experience in exploiting such minerals as petroleum may be debatable, but certainly, with a record of metal production extending back nearly 3000 years, Europe should hold much of value for America. A trip to Europe in 1926 permitted me to visit 28 mining districts, of which about half are now or have been in times past outstanding sources of several metals. The districts range from England to Greece and from Spain to Poland. To summarize briefly my impressions of these mining districts, as well as such reactions to the thought and life of Europe as so short a visit permits, I shall only venture the opinion that Americans can review with great profit the ideas and actions of Europeans, with regard not only to the production of metals but to many expressions of life. I believe that America has made and is making new contributions to the art of living, as well as to the arts of mining and metallurgy, but in so far as Europe is and has been a laboratory of economic, social and political experiments, the results she has attained deserve the thoughtful attention of America. I have come to believe that many of the problems that harass Europe lie in our path not far ahead. I have therefore hoped that a review of metal production in Europe in the light of its geologic, economic and political background may -serve to clear our vision with regard to our own metal production.

. RECENTLY two papers on the structure of eutectics were read before the British Institute of Metals, one by F. L. Brady1 and the other by A. Portevin.2 In the preparation of photomicrographs of laboratory specimens as illustrations for student work, and in connection with various researches; the writer has been working along the same line for some, time and, therefore, was much interested in the results given, especially those of Portevin. He has correlated the information on the subject and has outlined a broad scientific basis for future work along this line. It is largely with the idea-of adding something by way of illustration to the work already done that this paper is written. The eutectic is generally understood to mean the alloy having the lowest melting point of any alloy of the system, and in which the melt becomes supersaturated with reference to the two or more phases which, separate out simultaneously (or alternately). From the surface pattern, the eutectic means; a structure with no primary crystals. It is not always easy to get the exact eutectic composition in making any alloy; in fact, a slight range in composition may be expected and some of the coarser particles may be richer in either of the composing metals. Even when chemical analysis shows the right composition, differences in density of the pure metals may cause segregation, or. supercooling resulting from different crystallizing properties may give a surface pattern the appearance of being on one side of the eutectic point. However, the alloys on either side of the eutectic composition, showing primary crystals of one of the phases and the effect of the pro-eutectic form on the surface pattern of the eutectic make a very interesting study, which is slightly touched upon in this paper. The phases, or microconstituents, of a eutectic may be pure metals (Pb-Sb, Tl-Au), solid solutions (Cd-Zn), a pure metal and a solid solution; (Ag-Sn), or a pure metal or solid solution with an intermetallic compound (Sb-Mg, Sb-Cu, As-Cu, Bi-Te, etc.).

INFORMATION regarding the use of manganese alloys has hitherto been incomplete and available only from widely scattered sources. This paper attempts a systematic description of properties and uses of alloys other than manganese bronze, manganin and duralumin, which are probably the only non-ferrous alloys associated with manganese in the minds of most metallurgists.1 PROPERTIES OF MANGANESE Manganese can react either acid or basic; it is hard to obtain in the pure state; it has two different crystalline lattice structures, both of the cubic system, one stable above 850° C. and the other below 650° C., both coexisting in the intermediate range. Although the commercial product is hard and brittle, the pure metal seems to be ductile. In fact Zhemchuzhny, in Russia, was able to obtain ductile manganese and draw it to fine wires by the simple expedient of adding about 3 per cent. copper to the alumino-thermic product. Copper most probably brings the silicides, aluminides, nitrides and carbides present in the commercial product into a much less harmful form of distribution. One industrial use that can be foreseen for wrought manganese articles is as anodes for electrolytic processes in sulfate and nitrate solutions, particularly with high voltages. A practically insoluble skin of manganese peroxide is likely to form in such cases and an insoluble and strong anode material will be available. MANGANESE AS A SCAVENGER Because of its activity manganese might become the most efficient scavenger and refiner of copper, were it not for the fact that 0.01 per cent.

UNION MINIERE D HAUT-KATAIGA operates a group of mines and metallurgical works in the Katanga province of the Belgian Congo. It is especially prominent as a copper producer, but its output of accessory metals, such as cobalt, radium, silver, tin and gold have been considerable. The Belgian Congo covers 920,000 sq. mi. of central Africa, with a native population of about 8,500,000. In addition, Belgium controls by mandate the districts of Ruanda-Urundi (formerly a part of German East Africa) with an area of some 20,000 sq. mi. and a population of about 3,500,000 natives. Most of the native population of the Belgian Congo is found on the wide fertile plains of the great rivers, living under primitive conditions in a tropical climate, where it has survived throughout the centuries in spite of tropical diseases and intertribal wars. In more recent times, especially during the last two centuries, 'the natives have been subjected to frequent raids by the slave traders, which made their existence even more precarious, and if continued much longer would probably have resulted in their complete extermination.

THE progress of mineral industry education will be limited to the period prior to World War II and will be considered as primarily a division of engineering education. Its relation to progress in the mineral industry and to the activities of the American Institute of Mining and Metallurgical Engineers will be emphasized. The history of mineral industry education has been recorded most completely and authoritatively by Dr. T. T. Read in his recent volume in the Seeley W. Mudd Series of American Institute of Mining and Metallurgical Engineers publications, entitled, The Development of Mineral Industry Education in the United States. Therefore, most of the historical details will be omitted from the discussion and an effort will be made to point out significant developments and to analyze trends. INTRODUCTORY STATEMENT AND SIGNIFICANT POINTS IN PROGRESS Among the significant points in the development of mineral industry education in the United States since 1871, the following deserve particular mention: I. The number of institutions offering undergraduate instruction has increased, particularly during the years 1890 to 1925; the number of students enrolled in undergraduate study has increased greatly, largely on account of the development of courses in petroleum engineering and increasing interest in metallurgy. 2. The selection of students to be admitted to undergraduate courses has been improved through the advisement, counseling, and guidance programs sponsored by the Engineers' Council for Professional Development. 3. Improved instruction methods and the training of the teaching staff have been promoted by the educational institutions themselves, but with the most effective stimulus and guidance of the American Society for Engineering Education and the Engineers' Council for Professional Development. 4. The accrediting of undergraduate curricula through the Engineers' Council for Professional Development, considering both qualitative and quantitative criteria, has done much to improve standards of instruction in engineering education for the mineral industry. 5. Undergraduate curricula and courses are revised currently to meet the needs of the American mineral industry. New curricula are developed currently to permit specialization in technical fields, particularly in the fourth year of undergraduate work. 6. There has been a strengthening of the fundamental courses in mathematics, physics, mechanics, and chemistry, and at the same time these courses are being adapted to the most recent developments in the industry, including metallurgy, geophysics, petroleum engineering, petroleum technology, ceramics and so forth. 7. There has been continuing improvement in plant and laboratory facilities of the educational institutions.

In Alberta, an oil well with an estimated capacity of 60 to 100 bbl. was "brought in" at Wainwright, the oil being derived from the Colorado group of rocks. In the Norman fields, Mackenzie River area, two new holes completed showed no oil in commercial quantities whereas the "Discovery" well has now an increased flow amounting to about 100 bbl. In Kent Co., Ontario, a well from low down in the Trenton formation gave an initial flow estimated at 200 bbl. This opens up new possibilities for the Ontario fields as this is the first oil from this depth in the Trenton. ACTIVE drilling operations for oil were carried on during the summer of 1923 in various parts of western Canada, particularly in Alberta. During the early part of the summer, interest centered in southern Alberta, in the Coutts area, just north of the producing Kevin-Sunburst field of Montana; but on Nov. 14 a strike of oil by British Petroleums Ltd. at its well near Wainwright, 120 mi. east of Edmonton, diverted public attention to a new field. According to present estimates, this well has a possible production of from 60 to 100 bbl. a day; the oil is 15° Bé. with an asphaltic base and is obtained from a sand at the depth of 2019-2036 ft. The oil stands at 1700 ft. in the casing and there is sufficient gas pressure to cause it to flow when the well is opened. The oil horizon is in a sandstone in rocks of Colorado age. It is known that there is a terrace structure of which the western edge extends in a northwesterly direction from the vicinity of Hardisty to Viking, where it probably swings more to the north. At Viking a small dome-like structure on this terrace gives rise to an important gas field. Wainwright lies directly northeast of Hardisty. The exact structure in the Wainwright field is unknown. At Fabyan, 6 mi. northwest of Wainwright, the Imperial Oil Co.1 last year brought in a large gas well estimated at 14,000,000 cu. ft.; the escaping gas sprayed a small amount of heavy black oil over the derrick. In explanation of the delay, which may have been noted by members of the Institute, which has affected both the Bulletin and Volume .59 of the Transactions, we may mention that our printers, in common with nearly all publishing concerns in the country, have recently been overwhelmed with work on text books and similar technical matter required in connection with the education of the student-army recently inaugurated by the Federal Government. Although we regret the delay in the issuing of our periodical, we cannot help feeling- that our publications are perhaps second in importance to the needs of the army. It is to be hoped that the present excessive demand for printing of- this sort will soon be passed, after which we shall resume publication with more punctuality.

Literature on the electrolysis of aluminum from cryolite melts and on the structure of these .melts is surveyed critically. Data on density, freezing point, and other properties are reviewed. Theories of the electrolysis are examined in the light of these data. Two theories are presented which account equally well for the observations. In the early days, the process was thought of as a simple one. The actual mechanisms must be tremendously more complex. This paper is devoted to a rather narrow part of the whole subject, namely, what ions are present in the bath, and by what mechanism the current is carried. Using cryoscopic data, Rolin has determined the following composition for molten cryolite. Na2,AlF 3Na + 3F + AlF [1] He postulates the following equation for the ioniza-tion of alumina at low concentrations Al2O3 Al + AlO2 +O. [2] At concentrations above 0.025M he supposes the ionization of alumina to proceed as follows Al2O3 AlO + AlO2. [3] Rolin's mechanism of electrolysis for the more concentrated solution in Eq. 3 is as follows. The AlO' ion migrates to the cathode. where it is dis- charged, giving metallic aluminum and 0' ions which migrate to the anode. The AlO2- ion migrates to the anode, where it is discharged, giving Al ions and oxygen which reacts with carbon to form CO2 In the case of the extremely dilute solution in Eq. 2 the Al ion migrates to the cathode and the AlO2-and 0 migrate to the anode as before. Another possible mechanism for the electrolysis follows. Superficial observation of the petroleum stabilization movement in 1932 is disappointing. Threatened overproduction persisted; waste continued; proration was violated; gasoline taxes were evaded; and, as a consequence, chaos threatened the industry as the year drew to a close. However, comparison of the movement in 1932 with its beginning a few years ago, and analyses of those influences that promote its growth as well as those which retard it, disclose some reasons for encouragement. Stabilization, as we see it, is not merely a mechanical engineering problem. It involves social engineering. By which we do not mean it is possible, or even desirable, to change the nature of men, but rather that it is possible to set up procedure that will avoid causing them to clash. It comprehends consideration of physical objects that is clearly within the field of the engineer, but it considers them only in relation to their distribution, utilization and control in harmony with philosophies that motivate men and shape current conceptions of right and wrong, or of justice and injustice if those terms be deemed more acceptable. Stabilization cannot be effected without utilizing the knowledge of the engineer, but neither can it be effected without utilizing more than comes within his traditional field of activity. In discussing the problem herein we shall endeavor to treat it briefly from that consolidated viewpoint. Rapid fluctuations in supply have characterized the oil industry from its beginning; yet only within the past ten years has an understanding begun to develop regarding the extent of waste—the degree of dissipation of natural resources—that attends the operation of the industry under the practices and laws which control it in the United States. The extent and regrettable consequences of those wastes, their underlying causes and the ease with which they could be prevented are not yet generally understood even within the industry. DRILLING through caving formations in diamond drill holes at depths greater than 2000 ft has long been a serious problem. These caving formations are normally passed only by casing the hole or by cementing the hole. Casing the hole is possible only when a resulting smaller hole is acceptable. In as much as only a limited number of reductions are economically practical, cementing is frequently considered the only method suitable for solving these problems. Cementing either by pumping a slurry into the hole or by dropping cylinders containing cement has proved satisfactory on holes under 2000 ft. In holes substantially deeper than 2000 ft these methods are not satisfactory, since during the pumping process cement separates out, whereas cylinders usually break before the bottom of the hole is reached. A new procedure, the injector method, apparently solves these problems.* With this method, cement is lowered in the hole in a cylinder, the cement being

Both drilling and production of oil decreased in Rumania during 1935. The drilling totaled 1,042,041 ft. and production 61,973,938 bhl., being a decrease of 8.5 and 1.6 per cent, respectively. Wells completed during the year totaled 198, of which 168 were oil wells, compared with 238 and 215, respectively, of 1934. No important discovery was made during the year. The only new field found was Valea Calugareasca, where the Credit Minier completed a small well on the westward plunge of the anticline. Drilling higher on the structure will probably prove the field to be of greater importance than the results of the discovery well indicate. The only other developments of importance were the extension of the Bucsani field, the opening up of a new area on the northeast of the salt at Moreni by Credit Minier and a minor extension of the West Gura Ocnitei field. At Calinesti, on the cast extension of the Moreni field, exploration work continued and a gas well was completed, but oil in commercial quantities is yet to be found.

INVESTIGATIONS of the constitution of the system Mg-Ba were first made by Grube and Dietrich1 between 0 and 47 atomic pct Ba and then by Klemm and Dincke1acker" ver the whole composition range. Klemm and Dinckelacker corroborated intermediate phases of the approximate formulas Mg9Ba and Mg4Ba, and showed a third compound to have the formula Mg2Ba, rather than Mg5Ba, as suggested by Grube and Dietrich. Mg2Ba had been previously recognized by Hellner and Laves3 s a MgZn2 (C14) type structure. The main discrepancies between the results of Grube and Dietrich and those of Klemm and Dinckelacker exist, however, in the liquidus temperatures and solidification equilibria of alloys containing more than about 10 atomic pct Ba. The liquidus temperatures measured by Grube and Dietrich, and the outline of the liquidus of Klemm and Dinckelacker are plotted in Fig. 1 on an enlarged scale. Although there are strong reasons to prefer the results of Klemm and Dinckelacker, it was considered worthwhile to remeasure liquidus temperatures of some alloys in the controversial composition range. The alloys, made up from sublimed magnesium and 99.5 wt pct pure barium, were melted in an Armco-iron crucible in a dynamic argon atmosphere. Thermal analyses were taken using a Speedomax auto- matic recorder. Careful stirring during the solidification process was required in order to avoid segregation. After thermal analysis some of the cast alloys were chemically analyzed. The intended and analyzed compositions of the ten alloys prepared are listed in Table I. Since standard barium determinations cannot differentiate between barium present as element and as oxide, both the barium and magnesium contents of the alloys were analyzed. The fact that the sum of barium and magnesium was close to 100 pct in each case was taken as evidence that no excessive oxidation had occurred. The liquidus temperatures measured are listed in Table I and plotted in Fig. 1. As can be seen, they are in good agreement with the liquidus found by Klemm and Dinckelacker. This leaves no doubt that the thermal results of Grube and Dietrich above 10 atomic pct Ba are incorrect.
