I HIT the ceiling when I opened my November MINING ENGINEERING and after waiting a week to cool off I' still find it necessary to express my resentment of the gross libel embodied in the editorial introduction to Norman Stines' legitimate criticism of my paper on "Russia's Mineral Potential" (p. 949). The underlying thesis of my article, and a point that I tried to make even more clearly in my oral presentation at the St. Louis meeting last February, is that we should not over estimate the present and near-future mineral production of the USSR. The words that I resent in your boxed introduction are: "Opinions range from those presented by Paul Tyler ... to those of Norman C. Stines . . ." This is not merely an understatement that can be defended by admitting that the range goes much farther to the left, beyond me. It represents the appraisal that 90 pct of your members will carry away, namely that I am not only an incompetent observer-which may be true-but always that my bias is to applaud the efficiency of the beasts in the Kremlin-which is not true. Notwithstanding my efforts to clarify the record I now find myself branded as being at the opposite pole from 'Mr. Stines among the red-eyed worshipers of Communism or at least among the timid souls that shake in their boots in the belief that the Soviet system has created an invincible as well as an evil menace to the decent peoples of the world. My ideas are somewhere in the middle ground between Mr. Stines' complaisance or contempt and the exaggerated fears of several other observers whose views have received wide acceptance. PAUL M. It was thought that this article would be a basis for discussion of this important subject at the Annual Meeting. The oil industry was very active in Wyoming in 1936, in contrast to the several quiet years preceding. Production for the year again increased about 7 per cent, following an 8 per cent increase in 1935. During the year, 85 oil wells were completed, compared to 55 in 1935. Three gas wells were completed in 1936, and three in 1935. At the end of the year 45 wells were drilling, as compared to 55 drilling at the end of 1935. Two new oil fields and one new gas field were discovered in Wyoming during the year. In the year 1936 Wyoming produced 14,475,431 bbl. of oil, a gain of 1,001,081 bbl. over the 1935 figure of 13,474,350. This increase, in the main, was due to the taking of light oil from the newly developed Sundance sand pool at Lance Creek, and from the new fields, Quealy and Medicine Bow, which contributed their first production this year. Most of the other old fields either were partly shut in in competition with the new fields, or showed a normal decline. This was especially noticeable in the black-oil fields, where production had been slowly but steadily increasing for a number of years. During 1936 black-oil production decreased approximately 100,000 bbl. as compared to 1935. The only black-oil field to show marked increase was Garland, which managed to take the market from less favorably located fields. The production of Wyoming in 1936 was 11,358,757 bbl. of light oil and 3,116,674 bbl. of black oil. Salt Creek, with a production of 6,015,000 bbl., is still the largest single oil-producing field, accounting for 42 per cent of the year's total production. Lance Creek, an old field, with newly developed production in the Sundance sand, reached second place this year for the first time in its history, with a production of 1,878,486 bbl. Lance Creek production will almost equal that of Salt Creek in 1937, if the present rate of production is maintained during the coming year. Oregon Basin, a large black-oil field, held second place in 1935, but owing to a greatly lessened demand for its production, dropped back to third place in 1936. Some form of wage incentives has been used traditionally in the mining industry to determine miners' pay. However, very little is actually known about the administration of such wage incentive plans in mining. As far as the authors know this is the first time a general examination of wage incentive systems as applied to underground mining has been undertaken.* This article reports the results of an investigation pertaining to the administration of wage incentive programs for miners who drill, blast, and load- mainly in underground metallic mining operations. This investigation was conducted to obtain management's views and attitudes towards wage incentives; therefore, the results do not necessarily represent accurately the thoughts of the miners themselves nor those of any organized union of miners.

Oil production in north Louisiana in 1937 was 28,668,070 bbl., an increase of 1,896,925 bbl., or 7.1 per cent over 1936, as against an increase of 178 per cent from 1935 to 1936. Gas production of 301,148 million cu. ft. from gas wells and 17,330 million cu. ft. of casinghead gas, a total of 318,483 million, was an increase of 33,483 million cu. ft., or 11.7 per cent over 1936. Well completions numbered 716, with 411 oil wells, 175 gas wells and 130 dry holes; compared with 346, 109 and 78, respectively, in 1936. There were 58 wildcat dry holes. In addition to the wildcat producers described and tabulated with the fields, there were two small, shallow gas wells in Sabine and Tensas Parishes, which did not open fields of any present importance. At the close of 1937 there were only five wildcat tests actually drilling, with nine others shut down or temporarily abandoned. Chief interest during 1937 was in development rather than discoveries. The only real discoveries were two deep gas and distillate fields, Bear Creek and Ruston. There were also three completions of gas-distillate producers from deeper formations in old fields, of which the most important was at Cotton Valley, one discovery of oil in a previously known gas sand and five or six extensions of some importance. Geological Section The columnar section in south Arkansas (Fig. 1, p. 317) also applies in north Louisiana, with a few changes noted below. The oldest known formation in north Louisiana is a bed of rock salt. Except on salt domes, only one well at Rodessa has been drilled into this salt, but it has been penetrated by a number of wells in south Arkansas. Salt domes have been discovered near Vicksburg and Hattiesburg, Miss., and a deep well in Limestone County, Texas, has drilled into rock salt. In Louisiana the distance between the "interior salt-dome basin" and a salt dome of the "Gulf Coast salt basin" is hardly 60 miles. The conservation of mineral resources as a public policy question has received a great deal of attention in the area of petroleum and practically no attention in other mineral areas, except, of course, soil and water. Some insights into mineral conservation problems and how these problems can be approached in the social decision-making process are significant. THE MEANINGS OF CONSERVATION Conservation means many things to many people .2, 11 Too often it is a label attached to a proposed program or policy to add respectability and to gain public acceptance. It is a term applied to specific resources in some contexts and to resources generally in other contexts. The oft-quoted comment of President William Howard Taft that conservation is something everybody is for, no matter what it means, succinctly illustrates the confusion over both the meaning of the concept and the policies required to implement a conservation program. This confusion goes quite deep and is more than a matter of semantics or emphasis. For example, the efficient exploitation of a mineral deposit which might be applauded as good conservation in terms of that mineral, might well result in destruction of or harm to the environment which might be viewed as bad conservation. Economics provides some tools to help solve this sort of problem, but there may be fundamental differences in value systems among groups in this society, so that ultimately society must collectively make a subjective political choice as to what is good or bad conservation policy.a An Economic Definition of Conservation The economic concepts of conservation have more relevance and are more easily applied to minerals than to many other natural resources. This does not mean that economics goes all the way in understanding mineral conservation, but at least it provides a framework for analysis which later can be altered to include noneconomic variables. Perhaps the greatest confusion in discussing mineral conservation arises in attempting to relate purely physical concepts with economic concepts. An economist is interested in maximizing or conserving values; he is not interested in maximum physical recovery or utilization. He wants to know the costs and benefits of using, or not using, resources. The economic theory of mineral-resource conservation can be labeled variously as the theory of exhaustion, the theory of resource exploitation, the theory of resource utilization, or simply as a special case of the broad theory of capital.4,28 Consideration of these labels illuminates the concerns of the econo-

SOMEWHAT biased by pride in twentieth century achievements, most of us mining engineers and diamond-drill operators look upon core drilling as a relatively modern practice. The invention of the diamond drill is generally ascribed to Rudolf Leschot, who made use of diamonds in 1846 in drilling blast holes in the Mont Cenis tunnel in Switzerland. In vain we search Agricola and other early writers on mining for signs of diamond drilling. We have, therefore, concluded that it was unknown until the middle of the last century. The trouble with this conclusion, as most prospectors will tell us, is that we "don't dig deep enough"; for it now appears that the archeologists have been putting one over on us for the last fifty years.

ECOLOGICAL CONSIDERATIONS IN CYANIDATION PLANT PRACTICES Ecological controls of tailing storage pond effluents are mainly concerned with mercury and residual cyanide and are critical problems for gold and silver recovery plant operators. For example, mercury for direct amalgamation of gold ore was used at Homestake until 1970 when the Federal Government acted to prevent further use thereby forcing the abandonment of this practice. However, mercury is still used at Homestake, in South Africa, and also in some Philippine and Canadian cyanide plants for barrel amalgamation of free gold gravity concentrates. The amount of mercury involved in South African practice is about 150 ounces for every 100,000 tons of ore milled and which reaches the tailings ponds. In South Africa, it is obligatory that no pond effluent be discharged beyond the mining property boundaries and waters containing mercury and cyanide must be evaporated either on the tailings pond or in specially constructed evaporation dams. In some cyanide plants such as Carlin and Cortez in the United States, all supernatant solution from the tailings ponds are returned to the plant for reuse. When all solution cannot be reused, the excess may be evaporated in shallow ponds, or by spray systems inside of the tailings dam. Such plant reuse of tailings effluent depends strictly upon the degree of contamination or "fouling" of the barren solution and tailing water with cyanicides. Foul solutions that cannot be returned from the tailings pond may be effectively cleaned up by cyanide regeneration. Cyanogens in plant solutions exist chiefly as free alkali cyanides, as zinc and copper double cyanides, as sulphocyanides, and as ferrocyanides. From the free cyanides and zinc double cyanides, substantially complete recovery of the cyanogen is easily effected. Part of the cyanogen combined with copper is also recovered; regeneration of the remainder with the cyanogen existing as sulphocyanide and ferrocyanides requires special treatment. At this stage, it would be generally more practical to eliminate the remaining cyanogen by chlorination. Ecologists have also been concerned with pollution of ground waters from cyanidation plant tailings. An accute problem is solution seepage down stream from tailings dams and strict attention to prevent or collect any seepage is a real necessity. The tolerance levels of the total cyanide content in potable water set by several U. S. and State health agencies are 10 ppb, and 20 ppb discharged into ground waters. The cyanide content so established is, strangely enough, based on the survival tolerance of fingerling trout. Decanted waste water from tailings dams may be effectively treated by the use of alkaline chlorination for the purpose of destroying all cyanide compounds. The alkaline hypochlorite used to oxidize the cyanide to cyanate is applied as such or generated within the waste solution by adding caustic (NaOH) and chlorine gas. A second chemical reaction involves complete destruction of the sodium cyanate.

When a new mine is in the planning stages, one of the most important decisions to be made is the selection of' face haulage equipment and the interrelated transportation system to the surface. Equally important is the method of transporting personnel supplies and repair parts from the surface to the working places. When Bell & Zoller management elected to open the new Zeigler mine in the No. 9 seam near Madisonville, Ky., last year, various transportation systems were considered. It was agreed early that a slope mine would be preferred to a shaft mine, and that belt conveyors would be more economical than a rail system.

THE serious objections to the Leblanc soda process may be enumerated as follows : 1st. The total loss of sulphur employed, equal to about one-third of soda produced. Various processes have been proposed to regain this sulphur, but none have come into practical operation on a large scale. 2d. The great bulk of waste products, equal to nearly twice the amount of soda, which forms a serious annoyance about the works. 3d. The complicated series of operations necessary. 4th. The large amount of labor and fuel required. 5th. The production of noxious gases which necessitate extensive condensing arrangements. 6th. The large capital necessary for the erection and maintenance of the plant. These objections have long been recognized, and many attempts have been made during the last thirty or forty years, to discover and introduce a cheaper and more direct method for the manufacture of this important staple. The reaction between bicarbonate of ammonia and common salt, whereby bicarbonate of soda, insoluble in a solution of chloride of ammonium, is precipitated, has been closely studied for the last twenty-four years, on account of its simplicity and the purity of the product it affords. This ammonia-soda process is now so far developed, that while it is not .in position to entirely replace the Leblanc process, yet it can successfully compete with it where the conditions and localities are favorable. The advantages of the ammonia-soda process may be summed up as follows : 1st. It is independent of the essential agent in the Leblanc process, viz., sulphuric acid, and hence can be established in those localities where salt is abundant, and yet where sulphuric acid could not be made, or where it could not be transported profitably. 2d. The ammonia-soda process being a " wet" process, the evaporation of salt brines to obtain the solid salt required in the Leblanc process, is rendered unnecessary. 3d. The direct conversion of chloride of sodium into bicarbonate of soda, which can readily be converted into the maketable monocar-

JAMES P.. MUNROE.-The present situation is vastly different from the situation at the, time the paper was written. We now know pretty well what our problem with the disabled soldier is: 50,000 disabled men have come back and the Surgeon General tells us that probably 35,000 more are coming over in the months of March and April. So the total number of disabled men will be 85,000, which of course includes a great number of slightly disabled. If we followed the proportion that obtains in other countries, we would have about 10 per cent. of those people to be retrained under the Vocational Law. As a matter of fact, the general intelligence of our men is so much higher and the provision the government has made for the training off these disabled men is so much more liberal than with the other governments that we feel very certain indeed that instead of having 8500, men to be retrained there will probably be twelve and possibly fifteen thousand.

EVERY engineer and user of wire rope is desirous of information that will enable him to determine whether the performance of any particular piece of rope is satisfactory, and what conditions can be changed so as to increase the life of a rope. In most cases, it is far from easy to analyze the conditions of service and tell which is the greatest factor in determining the life of wire rope. If we start on a layout for an entirely new rope system, the task of making conditions satisfactory is simplified so far as the engineering details are concerned; but if the plant requiring wire rope is in operation, any change is likely to involve the expenditure of consider-, able money to replace and change over machinery that must be kept in constant operation, because a large monetary loss will result from a shutdown for even a few days. Often wire rope is kept operating under bad conditions, as the user thinks that it is cheaper and quicker to replace the rope than to make alterations in the hoisting machinery. A typical case is a metal mine operating in what is now almost the center of a large mining city, where it owns a few acres of mineral rights. It was expected that the shaft would go to a depth of 1000 ft. (305 m.), so a moderate sized rope, about 1 ¼ in. (31.7 mm.), was used on a 6-ft. drum with a 7-ft. head-frame sheave and rather short lead from drum to head sheave. This mine has gone deeper each year until, it is now 2500 ft. deep and the rope speed has been increased from 1500 ft. per min. to over 3000 ft. The original rope just filled the drum in one layer, now it overwinds three layers. The original ropes were probably 6 X 19 crucible steel and lasted from 12 to 18 mo.; now, the highest grade plow steel is used, yet the average service is only about 6 mo. The cause is not hard to find. If the engineers had known at the outset what would be done with this hoist, the design would have been very different. Conditions at this mine, from a wire rope standpoint, have gradually become worse and it is difficult to see how rope service on this hoist can be com-pared with the service of previous years with any fairness to the wire-

Production of oil in Australia is negligible at present. A very small quantity of crude is being recovered from lean pumpers in Victoria, and a little activity is evidenced in Queensland, where two new wells were sunk during 1934. One of these, at Warooby Creek near Roma, obtained a noteworthy gas flow, but no oil production has been recorded. Geological investigation is going on in Western Australia, but no drilling activity is apparent. The "boom" in oil prospecting came to an end when the wave of depression swept over the country, and the investing public turned its attention actively towards gold. There is great activity in gold prospecting at present. I still maintain as strongly as ever that the prospects of obtaining flow oil in Queensland, Western Australia and Victoria are good, and that really scientific methods must ultimately succeed. Active and excellent geological work is being carried out in the Mandated Territory of New Guinea, and it is reported that drilling is likely to be undertaken next year. Matters in Papua are at a standstill. The question of extraction of oil from the oil shales of New South Wales and Tasmania is perennially active, and attempts to exploit this source commercially are renewed from time to time. Hydrogenation of coal is also receiving a good deal of attention.

THE smelting of galena in the ore hearth has been practiced in many countries for several hundred years with varying success. In the United States the water-jacketed American hearths and the Jumbo hearths have found some favor, in the Missouri lead belt, where large quantities of non-argentiferous galena concentrates are produced. In form and method of operation the ore hearth has changed but little since its earliest conception. A detailed description of the furnace is not needed here; it has been fully described in most works on the metallurgy of lead and in many technical papers. Since its field is restricted to non-argentiferous galena, containing over 68 per cent. of lead, its .use is limited to a few districts; and, on account of certain disadvantages attending its operation, modern sintering and blast-furnace practice has nearly driven it out of the Missouri field. It is not generally known that the cost of producing pig lead is smaller by the hearth method than by sintering and blast-furnace smelting. Yet it is doubtful if any metallurgist knowing this to be true would recommend an American hearth installation-by reason of the disadvantages which will be briefly enumerated. The furnace has been limited to a length of from 4 to 5 ft., requiring for its operation two men working an 8-hr. shift as a maximum. The product per man is small; the work is hot and laborious; and the difficulty of completely removing the dust and fume has made it a notorious source of lead poisoning. Although suitable, for, operations on a small scale a large number of hearths would be required for a plant smelting 10,000 tons of 68 to 70 per cent. concentrates per month; and the number of semi-skilled laborers would be six times the number of hearths-a condition which is prohibitive. On account of the high percentage of dust and fume produced, a large flue and bag-house installation is required and, in the past, the handling and re-treatment of. this dust and fume has been a serious problem.

Most classifiers in use today are, in function, settling pools. A fluid suspension of particles is passed through a pool at such a rate that only a fraction of the particles-the coarser fraction-has time to settle out of suspension. The rest are carried on out of the pool as overflow. The most fundamental way in which such classifiers differ is in the mechanism used to remove the settled particles from the pool. The particles may gravitate from the pool, as in the various sand cones, or they may be conveyed mechanically from the pool by drags, spirals, or reciprocating rakes. The mechanism of settling pool classification and its limitations are discussed. A method for calculating countercurrent classifications is presented. The practical validity of the calculation method has been confirmed through 20 years of use within The Dorr Co. During this time it has been used on diverse feeds and has been checked against many types of settling pool classifiers, with close agreement in nearly every case. Excellent elimination of third critical mesh particles and finer ones may be obtained in a countercurrent classifications series where all stages separate at the same mesh, but elimination of first and second criticals is inherently limited. Spectacular elimination of all criticals may be obtained by arranging successive stages to classify at successively coarser mesh. Improvement in elimination is obtained at the cost of an increased internal recirculation, but this may be tolerable in many cases.

The allotropic volume changes of the ,metallic elements are reviezoed with the conclusion that in general atomic volume is conserved to better than 1 pct in such transformations. A table of the atomic volumes of the metallic elements is given and its use in considering the size factor in alloys is discussed. The importance of the concept of atomic-size factor, due to Hume-Rothery and coworkers,' is firmly established. Most attempts at quantitative formulations of this concept have employed the atomic radius (half some interatomic distance) as the measure of size and innumerable tables of such radii exist. This is probably, however, an unfortunate choice of parameter. Firstly, discussion in terms of interatomic distances requires a knowledge of the crystal structure. While this is known, except for a few cases, for the elemental structures, there are still many undetermined alloy structures. Secondly, except for the simpler structures, face-centered cubic (Al),* body-centered cubic (A2),* and hexagonal-close-packed (A3).* with ideal axial ratio, there is no unique in- teratomic distance, an m y decision must be made as to which distance, or which average of the distances, should be used. However, the most important point is that for metals the dominant bonding parameter can generally be expected to be atomic volume and not interatomic distance. This is perhaps most explicitly stated in the Wigner-Seitz cellular method.' In this approximation, cellular polyhedra of atomic volume v are replaced by spheres of radius Y,: 4/3 ?rs3 = v. That is, there is no reference to the interatomic distances. If atomic volume is in fact the dominant parameter, then in allotropic transformations we might expect to find atomic volume approximately conserved. For example, in the A1 ? A2 transformation we would thus have

A relaxation peak thought to be due to the presence of C-C pairs in cobalt has been observed. It exists both above 420"C, where cobalt has the fcc structure, and below 420"C, where cobalt has the hcp structure at equilibrium. The effect is thought, however, to be caused by motion of C-C pairs in the fcc phase in both instances; enough retained fcc phase was deduced to be present at temperatures below 420°C to make the phenomenon possible. Measurements of the aniso-tropy of the effect in single crystals of various orientations of fcc phase showed the effect to have a maximum value in longitudinal strain for a [loo] crystal and a minimum value for a [Ill] crystal. This observation seems to rule out the possibility of (110) nn pairs being responsible for the effect. From measurements of the strength of the relaxation in the alloys, we reach the conclusion that both the binding energy of the pairs and the specific relaxation per pair are smaller than corresponding quantities for interstitial pairs in bcc metals. DETERMINATION of the details of atom placement of small atoms such as carbon, nitrogen, oxygen, and hydrogen in metals has been a difficult problem. In certain alloys such as martensite extensive departure from random placement of the interstitials can be deduced from X-ray diffraction off the atoms of the host metal, but such diffraction techniques are of small help for small departures from randomness. A technique which does offer promise in the latter instance is the anelasticity of these interstitial alloys. Most previous investigations using this property have utilized alloys in which the solvent is one of the bcc metals, alloys such as These studies have been interpreted to show that an interaction exists between interstitials which causes them to form clusters in more than random numbers; the binding energy of interstitials in such clusters has been deduced to be about 0.1 ev per atom (for small clusters of size two to four atoms). Similar investigations have been carried out on close-packed solvent metals, Ni-C by and Diamond and Ag-O by Papazian.8- In both of these svstems. no relaxation of the singly dissolved interstitial is expected, so an-elastic behavior of the interstitials must be caused by their association in some cluster or complex of non-cubic symmetry. Since relaxations in these alloys were observed to have a strength which varied about as the square of the interstitial concentration, the effect was deduced to be caused predominately by motion of i-i pairs in the crystal. A striking difference is observed in relaxation strength of interstitial alloys between the bcc and fcc systems. The specific effect per interstitial atom is much larger for the alloys in the bcc crystals than for those in fcc crystals. Comparing clusters of size two in the Nb-O system4 and the Ni-C system,7 one finds the magnitude of the anelastic effect per interstitial atom in the former to be some 100 times greater than that in the latter. Such a difference in relaxation strength might be caused by a difference in concentration of the pairs (this means a higher binding energy in the bcc crystals). It might also be caused by a large difference in shape factor of the elastic strain field about the pairs between the two cases (a much more noncubic shape factor would be required for the bcc crystals). This investigation was undertaken to examine the possibility of C-C pair formation in alloys of cobalt and carbon using anelastic effects. Since cobalt has both fcc and hep phases, it seemed to offer the chance that measurements over a range of frequency might permit comparison of properties of pairs in the two crystal types. Although this goal was not reached, several significant facts were deduced from the observations. 1) An anelastic phenomenon believed to be associated with the presence of C-C pairs in cobalt exists. It has many features in common with that observed in nickel. 2) The effect is thought to be caused by pair motion in the fcc phase. 3) Calculations of the relaxation strength A, which includes as a parameter the product of the pair concentration, C, and the square of the shape factor ', show that this parameter is much smaller in the CO-C alloy system than in the interstitial alloys in the bcc systems. 4) From this finding, we reach the conclusion that both the binding energy of C-C pairs in cobalt and the specific relaxation strength per pair are small compared to corresponding values for such pairs in the bcc systems. 5) The crystalline anisotropy of the effect permits the identification of reasonable geometrical models of close C-C pairs. I) EXPERIMENTAL PROCEDURE A) Method of Measurement. The anelastic measurements-—all of which were constant frequency measurements of internal friction—were designed to study the expected phenomenon in both the hcp and fcc structures in cobalt. Knowledge of similar measurements in Ni-C alloys led us to believe that the damping peak should occur below the transformation temperature for frequencies near 1 cps and above for frequencies near 100 kcps. This surmise was correct. The low-frequency measurements were made on wire specimens using a vacuum torsion pendulum; the damping peak was found at about 2'70°C at a frequency of 1 cps. F. JOHNSON,* Birmingham, England (written discussion t).--. Mr. Skowronski's first melting experiments tend to show that ingots with a "level set" may be obtained without oxygen. Now it is characteristic of all metals which occupy a smaller volume when solid than they do when molten to "pipe." In vertical-cast ingots, this pipe resembles a horn-shaped cavity, with the wide mouth uppermost. In horizontal-cast ingots, the pipe is a longitudinal furrow along the center-line of the ingot surface. If copper be successfully deoxidized and degasified, this furrow will inevitably be produced. In the author's oxygen-free ingots, it is. clear that gases were occluded and these gases effectively opposed the formation of a pipe or furrow by shrinkage (fluid contraction). It is riot a special property of any particular gas which produces this effect. Hence it is not surprising that the author has succeeded in producing level and overpoled ingots through the agency of sulphur. dioxide gas. That he has counteracted the overpoling influence of sulphur by means of oxygen is somewhat difficult to explain, since the well known reaction between cuprous sulphide and cuprous oxide should result in the production of sulphur dioxide gas. Why the presence of excess cuprous oxide should neutralize the overpoling influence of this gas without eliminating sulphur is not at all clear. It is to be regretted that the oxygen was not determined in the bars given in Tables 3 and 4. It is by no means established that sulphur is responsible for the over, poling of ingots given in Table 4, since carbon was used for overpoling. If, however, the same kind of poling treatment was given as that applied in the case of ingots in Table 1, the responsibility of sulphur assumes more definite shape. The author rightly points out that Mr. Johnson's theory of the equilibrium between gases and cuprous oxide does not explain why a simple addition of cuprous oxide does not correct an overpoled charge. Such a charge must be re-worked to "set" copper. This re-working (rabbling) undoubtedly forcibly removes the excess gases, which are not removable by cuprous oxide.

THE great activity with which the oil resources of the northern Cantons of the State of Veracruz have been developed has largely resulted from the great success obtained by the important explorations carried out since 1902 in the Ebano district in the North, and several years later near Tuxpam, in the South. It must not be thought that these successes were quickly obtained, since the preliminary studies by good experts, the acquisition of what were thought to be the most promising coast lands, the extensive clearing thereof, and finally the number of unsuccessful drillings at great depth, signified an original outlay of some ten's of millions of dollars before finding commercial oil. The discovery of oil in industrial quantities at Cerro de la Pez, Ebano district, and the famous Dos Bocas gusher some years later, which was burned, once and for all made famous the Veracruz coast, where today is concentrated the Mexican output of mineral oil. In .1917, this production was nearly 50,000,000 bbl. It is well known that this output represents only a fraction of what the wells in actual production can furnish, because with adequate means of transportation and storage, the present extraction could be somewhat over 300,000,000 bbl. a year. These enormous potential oil resources of the Veracruz coast proceed from a relatively small number of wells, scattered over a few oil fields, separated from each other by large unexplored areas, wherein may be found other favorable fields which, in time, will undoubtedly become just as great centers of oil production. Experts who know our Gulf Coast believe that lands with commercial oil resources lie not only between the Panuco amid Tuxpan Rivers, but that indications are that the oil zone of Mexico, with more or less interruption, takes in the coast zone from Northern Tamaulipas to the foot of the Sierra Madre of Chiapas, and the banks of the Usumacinta River. This generalization is not merely the outcome of optimism, but is the result of the persistency with which one finds, throughout this Gulf Coast, the most usual characteristics upon which we depend for recognizing oil-bearing lands.
