The electric utility industry is the largest customer of the coal industry and consumes nearly 50% of the present coal production in the United States. The byproduct of the burning of coal in utilities is ash in several forms including fly ash, bottom ash and bottom slag. At present, very little of the coal ash produced is being used and must be disposed of as waste. The coal industry should look upon this waste material as a valuable by-product which, if it can be sold for $2 to $4 per ton, will have the net effect of reducing the cost of coal to the utility by 1¢ to 2¢ per million Btu. There are many ways to use coal ash and thus benefit both the coal industry and the electric utility industry by reducing the cost of coal as burned. The solutions to the problems are obvious and all we have to do is apply them. The electric utility industry is the largest customer of the United States coal industry, consuming nearly 50% of present coal production. By 1980, the electric utilities are expected to burn over 500 million tpy of coal or 75% of total coal production. When coal is burned in electric utility plants, ash is produced in one of several forms. These include fly ash, bottom ash and bottom slag. At the present time, approximately 20 million tons of these ashes are produced and must be disposed of by the utilities at a cost of 50¢ to $2 per ton. In 15 years, more than double this quantity will be produced. Only a small quantity of this ash is put to any practical use. Much remains to be done about expanding uses for fly ash and bottom slag. It is well known that fly ash, when used to replace a portion of the cement in a concrete mix, will produce highest quality concrete. The Corps of Engineers and the Bureau of Reclamation have constructed dams and other concrete structures for years with fly ash as a partial replacement for cement. However, many construction firms do not use it. This can become an opportunity for the coal industry to reduce the cost of coal delivered to utilities. Any fly ash, or other ash or slag, which is sold by the utilities, reduces the cost of coal burned by the utility. As much as 1¢ to 2¢ per million Btu could be taken from the fuel cost for each ton of ash sold which otherwise must be disposed of at a cost.

IT is now recognized that several important types of reactions in metallic systems proceed by the formation of nuclei and the growth of these nuclei. The process, of freezing is a simple example of this, as Tammann pointed out years ago.1Tammann held that the rate of freezing is determined by a rate of nucleation, expressed as the number of nuclei formed per unit volume of unfrozen liquid per second, and a rate of growth of these nuclei, expressed as the linear rate of radial growth in units of length per second. For isothermal freezing the conception is simple; for ordinary freezing, extending over a range of temperature, it is not as simple, for the values of the two constants must change with change in temperature. There is ample evidence that the postulated mechanism is correct even though a quantitative derivation of the rate of isothermal or of ordinary freezing in terms of the two constants has been lacking. In recent years other reactions have been found to proceed in a similar fashion. It has been well established, particularly by Bain,2-8 that the formation of pearlite from the eutectoid decomposition of the solid solu-tion austenite proceeds in such a way, and Polanyi and Schmid, Tammann and Crone, Parnop and Sachs, and others'-1 have shown that the process of recrystallization proceeds in a similar way. Isothermal reaction rates have been determined for eutectoid decom-position by a number of investigators. Bain's2-8 work on the formation of pearlite from austenite is especially valuable in this respect-the type of isothermal reaction curve obtained, as illustrated in Fig. 13, showed an initial slow rate, accelerating to an intermediate maximum rate which then decelerated to the completion of the reaction; similar curves have been obtained by Wever and his collaborators.' Production of both metallurgical and thermal coal represents a significant sector of the mining economy of British Columbia. The coal measures are located in the Rocky Mountains, and the majority of the coal is produced by open pit mining. The coal seams occur interbedded with siltstones, sandstones, mudstones, and shales. Consequently, large volumes of waste rock are generated in the course of open pit mining. The waste rock is consigned to waste rock piles that of necessity must be developed on moderate to steeply sloping terrain. Some of the waste dumps currently under development will ultimately contain in excess of 500 million cubic meters of material, and some of the proposed waste piles will attain heights in excess of 300 m. These waste piles must be developed in a manner that will assure their stability through all stages of development, as well as over the long term after mining operations have been completed. This paper describes methods of waste dump development, factors affecting stability, modes of potential failure, and a simple method for monitoring movements to provide a warning of pending unstable conditions.

It has been shown that grain-boundary migration during high-temperature creep can reduce or even prevent the formation of intercrystalline voids, giving a considerable increase in ductility.' A similar observation has been made in a recent investigation of the creep properties of various grades of nickel and nickel alloys. The results can be illustrated by the observations made on: a) Pure vacuum-cast nickel (99.993 pct Ni) b) Impure vacuum-cast nickel (99.97 pct Ni) c) Pure nickel containing internal voids (produced by a process of intering). d) A substitutional solid solution alloy of pure nickel containing 1.16 pct Sn. All the materials were given a high-temperature anneal (>850°C) to produce a stable grain size of 7 to 10 grains per linear mm. The apparatus and techniques used to obtain the present results have been described elsewhere.' In this series, grain growth was observed only in the highest-purity, vacuum-cast metal. Thus we may consider that in the other materials grain-boundary migration was prevented by either preexisting voids or solute atoms. The major oil discovery in 1938 for Wyoming was the General Petroleum Corporation's So. 1 Government, C.NW.SE. of sec. 21-35N-77W, on the Cole Creek structure in central Wyoming, 14 miles northeast of Casper. This well found commercial oil production in basal Cloverly sand (Lakota) at 7978 ft. and was completed on May 28, 1938, at 8019 ft., 3 ft. in Morrison shale. It had an initial produrtion of 10 bbl. of oil an hour but at the end of a 7-day test made 336 bbl. of oil in 24 hr. During 1938, the well produced a total of 23,161 bbl. of oil. It has been agitated about 10 days out of each month to provide fuel for lease and drilling operations, the balance of the time it has been shut in pending the completion of the second well on the structure. The Cole Creek oil is of intermediate base and has an A.P.I. gravity of 32.7". The record of the well contains the "tops" listed in the accompanying tabulation. THE intense chemical weathering of geological materials in the tropical regions has produced soils that are very rich in their content of iron and aluminum oxides. These soils are commonly referred to as laterites. There is considerable confusion as to the definition of a laterite, since there are workers who consider it to be entirely a ferruginous horizon and others who insist that laterite must have a high content of free aluminum oxide. How¬ever, in general the former is the accepted definition. The indurated ferruginous clay was given the name "laterite" by Buchanan,' not because of its bricklike appearance but rather because bricks were cut from it and used as a building material. Many of the temples of India and Siam are built of this material. This term has come to mean to the geologist a material that includes hard masses of concretionary, cellular, pisolitic ironstones. The soil scientists have deviated from the original meaning of the word and their writings show very little respect for Buchanan's definition or an understanding of the ma¬terial described by him. Pendleton," a life-long student of tropical soils, has insisted that the term laterite be restricted to Buchanan's definition; namely, an alluvial horizon, largely of iron oxides, with a slaglike, cellular or pisolitic structure, and of such a degree of hardness that it may be quarried out and used for building construction. More recently DuPreez2 and Sherman" have eliminated from Buchanan's definition the requirement of a hardness for building construction purposes. In doing this they eliminate the lithological implications in favor of a description of a product, soil, which originates and is developed by pedogenic processes. The confusion of the definition of a laterite is made greater by workers who insist that it must contain bauxite of different degrees of purity. Many of the tropical soils are rich in aluminum oxides. It is natural for the workers who have studied these tropical soils to emphasize the importance of the hydrated aluminum oxides. Hollands reported that the alumina in a laterite existed as bauxite. Fermor3 insisted that a laterite must have a high content of aluminum oxide hydrate, and Fox,4 in 1923, made the suggestion that if a laterite contained enough hydrated aluminum oxide to be used as an aluminum

The review by Professor J. C. Jaeger (Chapter 1) briefly summarizes and discusses a select group of papers by various workers dealing primarily with aspects of fracture in brittle rock materials. Professor Jaeger's treatment is primarily concerned with the correlation of phenomenological and theoretical failure criteria with empirical results from short duration tests at ambient temperatures and generally at low lithostatic and interstitial fluid pressures. As engineering rock mechanics becomes more concerned with new techniques of mineral exploration and production at increasingly greater depths in the crust, it is well to be aware of the effect of the environment -that of the superposed stress field upon the lithostatic and interstitial fluid pressure, the temperature and the duration of the loading upon the failure of rocks either by fracture or flow. All results to be discussed here are from laboratory tests on small homogeneous samples, thus caution should be used in the direct extrapolation of these results to large inhomogeneous rock masses having quite different boundary conditions in the earth. The purpose of this supplement is to briefly point out the major effects of these parameters as examined singly, with all others held constant, and to cite some recent results which apply to the main theme on the brittle failure of rocks. The total stress field imposed upon a small volume of porous and permeable rock in the earth's crust may be thought of as the sum of an applied differential stress, plus a lithostatic pressure, plus an interstitial fluid pressure. The differential stress portion may be completely specified by nine components, six shear and three normal. Although jigging has been the subject of extensive studies, evaluation of the effect of various jigging factors on the efficiency of separation has been less comprehensive. The basic factors that affect jigging separation are reviewed, a mathematical model describing jigging kinetics is presented, and attention is focussed on the mechanisms of the stratification process. The parameters of the kinetic model (the Wei- bull distribution function) are redefined in a gravity concentration technological sense, and their values are estimated for a wide range of jigging conditions. Several mathematical relationships (regression models) are also formulated which express the dependence of total time required for the complete stratifaction of mineral particles on the operating jigging variables.

An educated man is distinguished neither by his clothes nor by his knowledge; he is remarkable not for the things he says, but for the way he says them. You cannot even stand with him under an archway in the rain without finding him out. He may talk only of the weather. His words and his phrases alike my be simple. What distinguishes him is the arrangement of his words; however desultory his talk, it will be methodical; he has habituated himself to foreseeing the part to be played by each word he uses and the place to be taken by each sentence he utters. On the other hand, the uneducated man, though shrewd and well-informed, will relate facts and events as they recur to him, generally in disorder; in his effort to recollect and in his attempt to rectify forgetfulness he will pause irregularly, filling the intervals with meaningless phrases, such as "and then", "and so", or "said he to me", "said I to him"; and even the continuous parts of his story will be told confusedly-because he has not learned the proper use of words.* My own experience as an editor of technical manuscripts has taught me that the misuse of 'that' and 'which' is a fruitful cause of obscurity and confusion. The relative pronouns have distinct functions, and no writer can express himself clearly until he has learned to discriminate between these functions. For example : The engineers who refused to submit were discharged. The engineers, who refused to submit, were discharged. The engineers that refused to submit were discharged.

IN A recent paper1 a detailed discussion is given of the possibilities. of using polarized light in the examination of opaque substances. The factors underlying the problem .are there treated from the viewpoint of the electromagnetic theory of light and the presentation is necessarily mathematical in form. The practical methods resulting from the discussion are, however, relatively simple and promise to be of value in the determination of certain ores and metals when studied in reflected light under the microscope. The results of the theoretical investigation referred to may be summarized by stating that in general the optical constants, such as refractive indices and absorption indices, cannot be satisfactorily ascertained on small, random, polished sections; that the use of polarized light enables. the observer ordinarily to determine whether the crystal plate is isotropic or anisotropic, and also to ascertain the degree of anisotropism; that for this purpose methods based either on the contrast in intensity between the two reflected components of non-polarized light, or on the amount of rotation of the plane of polarization, on reflection, of vertically incident, plane-polarized light, may be employed; that methods based on the phase difference between the two reflected components are in general of little value because of the small differences in phase which ordinarily result for a relatively large change in birefringence or biabsorption. The measurement of the optical properties of transparent minerals, even in minute irregular grains, is a simple task with modern petrographic microscope methods and is accomplished by petrologists as part of their ordinary routine work. But the determination of the optical constants of opaque substances is difficult and is rarely attempted; all observations are necessarily made in reflected light and are restricted commonly to the determination of color, of hardness, of the character of crystallization, and

THE stabilization of a gravel road with soil is a method of treatment developed in recent years by the United States Bureau of Public Roads for the purpose of binding the constituents together better, and maintain-ing a more durable surface. The process consists in adding to the gravel or crushed stone and sand, a soil mortar, so-called, of fine sand, silt and clay, mixed in the proper proportions. The coarse gravel and sand supply structural strength and hardness; the fine sand adds embedment support to the coarse sand; the silt acts as a filler to prevent the granular particles from rocking; while the clay serves not only as a binder but also provides pores minute enough to cause connecting moisture films which are supposed to have high cohesive properties1. It will be recognized that the clay is an important ingredient both when wet and dry, and should not show excessive expansion when wet, nor correspondingly high shrinkage in drying, as otherwise there is danger of unseating the nonplastic particles. Such a stabilized road, although an improvement on one with a floating surface, will in course of time be subject to wear, and become dusty when the clay dries out and breaks up. It has been found that if some salts are added to the road mixture they tend to maintain the soil moisture and prevent dustiness of the road or raveling of the road surface. In addition to this, it is claimed that these dissolved salts cause a thinning of the moisture films on the particles, thus permitting greater compaction of the road mixture, and thereby increasing its density. This fact can be proved by noting the increased compaction which a road mixture shows when certain salts are added to the soil water. Since certain chemical substances such as sodium chloride are electro-lytes, the question arises whether they cannot have some effect on. the qualities of the clay in the soil mortar, and perhaps improve them. In view of the fact that certain salts seem to exert a favorable effect on the road mixture it is desirable that they be held in the road soil as long a time as possible.

At Balmat in northern New York State, the St. Joseph Lead Co.'s 2100-tpd zinc mining and milling operation is utilizing a unique thickener in conjunction with conventional crushing, grinding and flotation methods. From 1930 through 1962, zinc concentrates went directly from flotation to the filtering, drying and loading facilities, all of which had to operate 24 hr per day. Wide fluctuations in tonnage also had to be accommodated due to variations in the grade of ore. Many problems were thus encountered in filtering and drying, but the cost of installing a conventional, large diameter thickener could never be justified. In 1963, after thorough investigation, an unconventional thickener that is unusual in several respects was installed at Balmat. The tank depth is 16 ft instead of the normal 8 ft. The rakes are raised and lowered by having the main drive gear located on a movable platform. Automatic controls are programmed to raise the drive platform and rakes during one shift of storage. During the next two shifts of withdrawal, the controls are programmed to lower the drive platform and rakes.

Calumet Div. of Calumet & Hecla Inc. is engaged primarily in mining, milling, and smelting the native copper ores of northern Michigan. The copper occurs in fragmental tops of lava flows and in certain interbedded felsitic conglomerates of Pre- Cambrian age. The most famous native copper ore- body in world history is the Calumet conglomerate, which outcrops between the villages of Calumet and Laurium for a distance of about 2 miles. The Osceola lode parallels the conglomerate lode and is mineralized for about 3 miles. Horizontal distance between the two is 750 ft. In 1932 the price of copper dropped to 54 per lb. Coupled with the high cost of obtaining copper from extreme depths, this low price made the venture un- profitable, and the mining unit was abandoned. After the shaft pillar copper was removed from several of the conglomerate shafts in a retreating operation, the mine was allowed to fill with water. In post-depression years, when the price of copper stabilized at about 12¢, Calumet Div. found it profitable to operate its remaining mines on other lodes, as well as its tailings reclamation plants.

Previous laboratory studies have demonstrated that the injection of small quantities of reverse wetting agents during water displacement can increase oil recovery from unconsolidated porous media.9 In the present investigation, an attempt has been made to determine more fully the effects of reverse wetting treatments and to clarify the mechanism by which increased oil recovery is effected. Water-oil displacements were performed in beds of 140-200 mesh silica sand. Hexylamine slugs (injected after 0.25 pore volume of water throughput), when adequate in size and concentration, were effective in promoting additional oil recovery. Their effectiveness increased with the quantity of amine injected. However, slugs of sufficient size and concentration to stimulate oil production at water flow rates of 34 ft/day did not do so at 4 ft/day. Visual studies in a glass grid micromodel have shown that the stimulation of oil production, via ayueous hexylamine, is a result of transient changes in the oil wettability of the pore walls. if the amine slug is of sufficient size and concentration to induce significant changes in the adhesion-tension, large continuous oil masses will be formed. if the superficial water velocity is high enough to result in rapid desorption of the amine, a favorable "wettobility gradient" may be established across the masses; under such conditions, high oil mobility is observed, and increased oil recovery results. INTRODUCTION It is generally agreed that the efficiency of oil displacement by water in porous media is limited in part by capillary forces which cause the retention of isolated masses of oil — resulting in the so-called "irreducible minimum oil saturation". Recent estimates10 indicate that there are about 220 billion bbl of petroleum in United States reservoirs which are not economically recoverable with present techniques (such as water flooding). This amounts to almost five times the known recoverable reserves. It has been recognized for some time that a suitable alteration in the water-oil interfacial tension and/or the contact angle, as measured between the water-oil interface and the solid surface, should result in better displacement efficiency. Surface active agents can be used as interfacial tension depressants to accomplish this objective,1,2,7 but unfortunately, the additional oil recovery is seldom commensurate with the treatment cost. In contrast to interfacial tension depressants, the effect of contact angle alterations on water-oil displacements has received relatively little attention in the literature. It is known that the wettability affects the displacement process.3,4,11 Displacements in water-wet systems generally result in lower residual oil saturations than those in oil-wet systems. The effect of "'transient" wettability alterations concurrent with the displacement process have been investigated by Wagner, Leach and coworkers,4,11 wherein it has been demonstrated that the establishment of water-wet conditions during water flooding of oil-wet, oil-saturated porous media is accompanied by significant increase in oil displacement efficiency. Michaels and Timminss studied the effects of transient contact angle alterations resulting from chromatographic transport of reverse wetting agents through unconsolidated sand. It was demonstrated that chromatographic transport of short-chain (C4 through C8) primary aliphatic amines can improve oil recovery and that the recovery increases with the quantity of amine injected (i.e., with either the amine concentration or the volume of the slug injected). Circumstantial evidence indicated that the increased displacement efficiency resulted primarily from transient changes in wettability of the porous medium. In the Present investigation. additional information has been obtained on the effects of reverse wetting treatments and the mechanism by which increased oil recovery is accomplished. IT is generally realized that in cyaniding the precipitation efficiency of zinc dust is due to the fine division or extended surface of its metallic particles; but frequently it is thought that the presence of other, metals, say 2-3 per cent. lead, is advantageous,. causing more complete precipitation. The results of testing about fifty brands of commercial zinc .dust have led to the conclusion that there is a distinct relation of precipitation efficiency to fineness and that the effect generally can be estimated by examining the size of metallic particles. The presence of lead was not found to be of any importance. SPECIFICATIONS Generally the term "97 percent. to pass a 350-mesh screen, 95-97 per cent. uncombined metallic zinc" is used by the leading European exporters. Among the many methods of determination of metallic zinc, I have found the iodine test (iodine in potassium iodide) very satisfactory and rapid. The new saw mill at Cache Bay of the Geo. Gordon & Co., Ltd., a subsidiary of International Nickel Co., of Canada, is equipped with the first fully electric saw carriage drives in Ontario. It has a capacity of 120,000 ft of lumber in an 8-hr shift. About half of the mill's production is high grade white pine lumber which is shipped to the general market. The other half, red pine is used in the mining operations of International Nickel in the Sudbury district, 55 miles west of Cache Bay. [ ] Inco with a potential need of 77 million board ft a year, gets only part of its supply from the new mill. The milling firm became an Inco subsidiary Jan. 1, 1948.
