THE National Coal Association held its annual meeting at Cleveland on Nov. 14-16, 1928, having changed the time from the spring to the autumn to avoid conflict with the great number of meetings ordinarily held in the spring. Institute members were \\yell to the fore in its activities, the president, E. C. Mahan (who was reelected for another term!, C. E. Bockus, treasurer, and the secretary, H. L. Gancly, being A. I. M. E. members, as are many of the directors. At the first session, our past president, S. A. Taylor, presented a 1;aper which is reprinted in part herewith. At the Thurs- day session W. D. Brennan presided, Walter Barllum led the discussion on membership, and Otis Mouser led the discussion on taxation. In the afternoon, J. P. Williams, Jr., led the discussion on research. Rembrandt Peale presided at the annual dinner in the evening. At the concluding session on Friday resolutions were adopted, among them one in which the Association "reaffirms its attitude toward proposed Federal legislation affecting the bituminous coal industry by saying that it opposes legislation which would seek to single out this industry for regulatory action. This particularly applies to such bills as S4490."

IN brief, this is the story of an attempt to Americanize a process originally developed in Europe. The story will be recited in two sections, the first dealing with the process as developed by the European engineers; the second containing the improvements and modifications of American origin, together with some details of the operating results of the unit as finally assembled. Developments in other directions in this same field have not, up to the present, pointed out an economic future for the process, therefore our record here is largely a report of development progress. Whether some particularly favorable location will be found at some future time for a commercial installation cannot as yet be fore-told. The project is now at a standstill. The peculiar tools of the electrometallurgist should be of great interest to the zinc smelter. The low thermal efficiency of the zinc retort, its comparatively small-scale unit and its intermittent cycle as it stood in 1925, should make this art a particularly fertile field for the electric fur-nace. Yet in spite of years of work recorded in volumes of literature, and an expenditure of large sums of money, there is not a single electrothermic zinc smelter operating anywhere in the world. In this industry the electric furnace plays only a secondary part today.

QUENCHED, bcc p brass, P1, transforms to a mar-tensitic phase, when it is cooled below room temperature.' This transformation can be followed using resistance measurements since the resistivity of the martensitic phase is considerably larger than that of the parent phase, Fig. 1.' phillips3 first reported that, when Cu-Zn alloys containing between 37.0 and 39.0 wt pct Zn were quenched from the 0 region to room temperature, variable amounts of a phase could be observed depending on the mode of quenching. If the quench occurs very rapidly, the a phase forms by a "massive transformation". The resultant phase has the same composition as the high-temperature P phase from which it was formed. If the quench is less severe, the alloy is retained largely in the p form; however, some a is formed by precipitation. In this case, a contains more copper than the high-temperature 0 phase from which it has formed. The a phase most probably does not undergo a transformation in the temperature range where p transforms to low-temperature martensite. This can be deduced from the Eesistivity-temperature relation which is linear in this temperature range, Fig. 2. The stable a phase which is present along with R. E. In predicting the sweepout pattern efficiency to be expected in a .secondary recovery operation, the reservoir engineer is often confronted with a situation in which part of the producing formation lies between the last row of wells and the reservoir boundary. To date, there has been little or no reference in the literalure to sweepout pattern efficiencies in such areas. This paper presents the results, of a laboratory study in which the area contacted around the edge of a reservoir injected in a five-spot pattern was determined. The X-ray shadowgraph technique was used in this study. It was found that surprisingly large portions of the reservoir area lying outside the well network are conracted by the injected fluid before, abndonment conditions are reached. In fact, it can he said that at least 00 per cent of the circa lying outside the last row of wells and within a distance of one well spacing of these wells will ultimately be contacted by the injected fluid in the case of most water floods. Frorn the results given in this paper, it is possible to estitilate not only the extent to which encroachment into these areas will occur but also the injection volume necessary to produce the wells to abnndonment conditions. INTRODUCTION While considerable work has hern done in recent years1.?.'.''.' evaluating the fraction of the reservoir contacted as a function of the mobility ratio for several different well patterns, there has been practically no mention of what happens to the oil in that portion of the reservoir which lies between the last row of wells and the reservoir boundary. In fact, the assumption is generally made that little or no recovery can he expected From this area. This assumption is incorrect and in many cases will lead to seriouq errors in calculating reservoir performance. The fraction of the area outside the regular well pattern contacted in a five-spot injection system has been studied using the X-ray technique5 to follow the progress of actual floods in porous models of reservoir elemental areas. In this paper, the method for carrying out such a study and the results showing the fraction of the area in question swept as a function of mobility ratio and the produced fluids are presented. THE REPRESENTATION OF A RESERVOIR BY ITS ELEMENTAL AREAS She portion of the reservoir lying between the edge of a reservoir and a line connecting the outermost wells may be roughly designated as the part of the reservoir outside the regular well pattern. Concentrating-machinery has been wonderfully improved during the past few years both in technical efficiency and in economy of power; and, in the writer's opinion, the prosperity which the mining industry has of late enjoyed is due in large part to this improvement. Many properties are yielding handsome profits at the present time which were considered, a few years ago, too low in grade of ore to be profitably operated; and I think that fully half of these once worthless properties owe their successful development to recent improvements in concentrating-machinery. The mineral, garnet, is a common associate of copper-ore in the southwestern portion of the United States. This association may be observed on a large scale in southwestern Arizona, in southern New Mexico and in Sonora, Old Mexico, especially at El Cananea, and at Nacozari. At other localities in Mexico the general occurrence of garnet " as a contact metamorphic mineral" in the copper-deposits of the Cretaceous limestone is noted by José G. Aguilera.1 It is usually found at the contact of this limestone with diorites, granites, etc., at numerous mines. The same authority also cites the occurrence of garnet in metamorphosed Cretaceous limestone alongside of diorite dikes in association with iron-ore. Other foreign examples are found in the Banat and Servia, at Rezbanya in Hungary, and Offenbanya in Transylvania, and at Bogoslovsk in the Urals. In New South Wales, at Broken Hill, the gangue in the Proprietary mine is chiefly garnet, with quartz, opal and rhodonite.2 Also, in a recent paper by George Smith, entitled, " The Garnet-Formations of the Chillagoe Copper-Field, North Queensland, Australia,"3 it is shown that in the copper-field of Chillagoe, Australia, where there are many lode-formations, about one-half of the number are garnetiferous, and many of this garnet-type are associated with magnetite, which is regarded as of analogous origin. The two minerals are found merging imperceptibly into each other. These examples suffice to show the very general and wide distribution of garnet as an associate of copper-ore. When an excavation is made underground the original rock stresses are removed from the surfaces of the excavation. These surfaces converge to partially close the excavation and the superincumbent rock mass moves down towards the excavation. If the convergence of the surfaces of the excavation were controlled, energy generated by their motion against the controlling forces could be extracted. Since the total forces in the rock mass are not significantly affected by the excavation, stress concentrations arise around the excavation, which compensate exactly for those stresses no longer transmitted through the excavation. These phenomena give rise to two general principles which provide the basis for analyzing the effects of making any underground excavation. The first of these is that the total force resulting from the stresses across any plane in the rock, including any plane through the excavation, must be the same before and after the excavation is made. The second of these is that energy must necessarily be released as a result of making an underground excavation. It is instructive to consider the implications of these two principles for two extreme cases of material behavior between which the actual behavior of rock must lie, namely, the behavior of a fluid and the behavior of an elastic solid. For the purpose of analysis in this paper, an underground excavation is defined as an excavation in which the smaller horizontal dimension of any open void at a particular horizon is less than the depth of that horizon below surface. In the case of a fluid, any unsupported excavation would fill immediately, as a fluid cannot sustain shear stresses. For the same reason, stress concentrations could not arise and the forces across any plane would necessarily be the same before and after excavation. THE FRAMEWORK Consider where you, the reader, would place the emphasis m your answer to the following questions on mineral supply. Do you think of the mineral resources of developing countries in terms of the contribution which they can make to world mineral supply or in terms of the contribution they can make to development of the country? Do you look upon developing countries as a source of minerals for world industry or as a potential enormous market for minerals? If you are from a developed country it would be surprising I£ you did not emphasize the first alternative in each case, but it is also possible that simply raising the questions will call for some mental adjustments, because usually we do not think in these terms. If you are among the two-thirds of the world's population which comes from developing countries, you might well emphasize the second alternative. And to a growing extent during the reaming decades of the 20th century this is where emphasis must be placed. Increasing amounts of the world's mineral production come from countries which are in the early stages of development. Mineral consumers of the world look to these regions for continuing supplies of material to help meet their ever-growing needs; the producing countries look to mineral exports as one means of stimulating and financing their economic development-this seems a happy and fortuitous relationship. But due to the complexities of world mineral supply, it is a relationship which is fraught with potential confusion and misunderstanding. That this is so is not surprising when one considers that many of the producing countries are new countries which are urgently trying to find the path along which they can move towards development; that the direction of the path is by no means clear because various theories of economic development, as a planned and deliberate process, are relatively recent in origin and none are well understood; and that the very concept of the less developed countries (LDC's) is a relatively new one. To further complicate the situation there has never been a clear under- standing of the full role which minerals play in economic development, either in the case of those countries which are already classed as developed, or in the case of countries which are in the process of development. Before embarking on an investigation of some aspects of the relationship between minerals and developing countries, it seems wise to establish broad terms of reference, which may not be totally valid but which will at least give an initial direction for a journey with no clearly definable goal. INTRODUCTION. A LARGE number of papers and reports dealing with the coalfields of Montana have been published + during the last 30 years, but the information is much scattered, appearing in many technical and scientific journals and in government reports, in many cases inaccessible to those most interested. In recent years, especially since 1905, ,our knowledge of the geology and coal contents of the important fields of the State has been much increased. Fairly specific and detailed information is. at hand on all of the principal coal-bearing areas. The fields for which data are not at hand are small and inaccessible, and their omission will not materially affect an estimate of the coal resources of the State, viewed as a whole. The paper here presented is a summary of existing information, all sources having been freely utilized in its preparation. The viewpoint adopted is that of the geologist, rather than that of the engineer or colliery operator, because by far the greater portion of the coal areas present have had only the most meager development, making information that, will aid in prospecting and opening the at present little used coal lands of paramount importance to those interested in the coal fields of the State.

In discussing the petroleum products situation the first thing that comes to mind is "what is happening to gasoline." Is the consumption increasing? How is the export market? What about imports? Are stocks on hand too high? Have we produced too much? This paper will attempt to answer these questions. Consumption of gasoline (motor fuel) in the United States in spite of the depression and the chaotic conditions of many industries has increased during 1931 about 2 per cent over 1930. This favorable factor was offset by a severe contraction in exports, which fell off about 30 per cent from 1930. This drop in exports was so large that very little more export business was done than in 1926 or 1927. Taking all demand combined, there was a decrease from the peak year of 1930 of nearly 11,000,000 bbl., amounting to slightly over 2 per cent. The units of the industry, though, should have expected some decrease and governed themselves accordingly. Let us see what they did. They reduced imports over 3,000,000 bbl., which helped. Production was cut 3,000,000 bbl., but this was not enough, so that stocks increased 1,800,000 bbl. whereas during the previous year stocks were reduced 2,500,000 bbl. It is apparent, therefore, that something was done to keep the industry in balance in regard to gasoline, but not enough. If the year had ended on Sept. 30, we could have said that production had been cut 19,000,000 bbl. and stocks had been reduced from the previous year, but the excessive production during the last three months of the year changed everything. It is a strange thing and worthy of note that the price of gasoline fell to its lowest levels when apparently the greatest improvement was being made, and that during the last quarter of the year prices started to improve, when, in spite of an improvement in total demand which approximated 1930, an excessive production caused an uneconomic condition to set in. Stocks on hand on Dec. 31 were unquestionably too high, possibly 10,000,000 bbl. more than was needed for a strong condition to obtain. In considering so complex a process as the smelting of iron in the blast furnace, there is obviously no single method of calculating efficiency that gives a complete appraisal of the performance of the furnace in all its several functions; such a comprehensive view as is required to evaluate producing ability and manufacturing costs for a given furnace is obtained only by considering a group of efficiencies, each of which measures the performance of the furnace from a specific point of view. For instance, there is the rate of consumption of coke per ton of iron produced, which is probably the most frequently considered, and is certainly one of the most important of the group; there is the efficiency of recovery of iron charged; and there is the efficiency of utilization of energy, both chemical and thermal, in some respects related to the former two yet in other ways independent of either. In each of these cases, the calculation can be made on the basis of the actual input of material or energy, or it may be based upon a comparison with the minimum amount of material or energy that would be required by a "perfect" furnace; that is, an imaginary ideal furnace analogous to the perfect steam engine used in thermodynamic calculations, when this furnace is operating under optimum conditions. Moreover, the furnace itself can be considered either as an apparatus for smelting iron or, taking a somewhat less common point of view, as a gas producer yielding iron and slag as by-products. Some of these efficiencies are more useful than others, yet all are instructive; for a knowledge of them not only leads to good engineering practice from the standpoint of control but also discloses limits to possible improvement in performance and indicates the lines along which improvement is most likely to be profitable. Estimates of some of these efficiencies have appeared from time to time in the literature, but many of them are open to objection because they are based on data of uncertain accuracy or because they have been calculated without due regard to the thermodynamic principles involved. Moreover, so far as the author is aware, no general survey of the blast furnace comparing its performance in all the aspects mentioned has been made.

The rolling texture transition in copper as a function of deformation temperature is found to be quite similar to that in high-purity silver. The ordinary copper type texture changes gradually to the brass type, accompanied by an increase in the stacking fault frequency, as the temperature of deformation decreases. The rolling textures obtained at low temperatures and the corresponding annealing textures compare remarkably well with the ordinary rolling and annealing textures of low-zinc brasses. Furthermore, it is also found that the observed stacking fault energies of copper specimens deformed at low temperatures correspond closely with those of low-zinc brasses, as deduced from measurements of the dislocation nodes. These results are consistent with the idea that texture transition may be significantly dependent on the stacking fault energy. It was shown in a series of previous publications1"3 that the rolling texture of high-purity silver changes gradually from the common silver type (or the brass type) to the copper type* with increasing temperature *The silver or brass type rolling textures are commonly described as (110)[112],4,5 whereas the copper type rolling textures are mainly (123) [a121 and (146)[211].5 Other ideal orientations have been used by various investigators for the copper type rolling textures, but the actual difference among these ideal orientations is rather small. of deformation, and that such texture transition can be correlated with the change in stacking fault frequency as a function of rolling temperature. Furthermore, it was shown that the formation of annealing textures in high-purity silver from the various rolling textures obtained during the course of texture transition depends entirely upon the deformation texture. From a common silver type or brass type rolling texture (such as produced by rolling at 0" or at 50° C) the recrystallization texture is mainly (120)[211], which is quite different from the recrystallization texture of brass.* However, for both ma- terials the orientation relationship between the rolling texture and the recrystallization texture can be expressed in terms of similar rotations around [Ill.] axes of approximately 30 or 35 deg. They differ in that the [Ill] rotational axes are different. In the case of high-purity silver, the axes of rotation are the two (111) poles near the plane normal of the deformed specimen with a (11l)[112] type rolling texture, whereas in brass, they are the (111) poles near the direction of rolling. For high-purity silver with a predominantly copper type rolling texture (such as produced by rolling at 150° or 200°C) the recrystallization texture is mainly (100)[001], or the cube texture, plus its twin orientations. It was shown previously6 that such reorientation observed in copper or aluminum can be described as [Ill] rotations of 30 to 40 deg. Any mining engineer with a desire to operate independently, with some financial backing, and with no fear of heavy responsibility and long hours, should be able to make a comfortable living in Mexico. Barring a few inconveniences such as a lack of satisfactory liability or accident insurance, the difficulty of obtaining repair parts for vehicles, and the length of time required receive returns from shipments, the operation of a small mine is not at all difficult. It is, in fact, a little easier to find a good prospect in Mexico than in the U.S.

THE 6 phase of the Cu-Sn system (Cu,Sn, = 32.53 pct Sn) was considered to be stable down to room temperature until Owen and Iball showed by X-ray analysis that it undergoes a eutectoid decomposition into the a and e phases at a temperature near 300°C. Their findings have been confirmed by other investigators,2-5 a11 of whom used X-ray diffraction studies of powdered specimens. The transformation temperature has been reported by various authors as lying between 300" and 380°C. To our knowledge, no microscopic evidence of the eutectoid reaction has been published, as yet. It was in connection with other work that longtime annealings at 300°C were conducted with alloys containing 22, 32.6, and 35 pct Sn (nominal compositions) prepared from electrolytic copper and electrolytic tin and cast in a small iron mold. The specimens were first annealed at 700°C for 5½ hr and quenched from 400 °C after cooling to, and annealing at, that temperature for 9½ hr. After this treatment the sample with 22 pct Sn was cold worked for 15 pct reduction in thickness; the 32.6 and 35 pct alloys were too brittle to be cold worked. The final anneal at 300°C was done in a sealed pyrex glass bulb for 63 days. Fig. 1 represents the microstructure of the annealed alloy with 22 pct Sn. It shows primary a solid-solution crystals in a matrix of the (a + 8)-eutectoid formed at 520 °C. The a crystals contain 8 inclusions which precipitated from a due to the decrease in the solubility of tin in copper with fall in temperature. The decomposition of the 8 phase into a (light) and E (dark) can clearly be seen in some areas of the (a + 8)-eutectoid matrix. However, the decomposition is far from being completed, even after the long-time anneal used. Figs. 2 and 3 depict the microstructures of the annealed 32.6 pct alloy, which was intended to consist entirely of 6 phase. Due to some loss in copper on melting, the composition is slightly higher in tin. Accordingly, the sample after quenching from 400 "C consisted of grains of the 8 phase with the e phase arranged along the grain boundaries and as a Wid-manstatten precipitate within the 6 grains. After an annealing time of 63 days, the eutectoid decomposition, 6 + a + e, is still in its early, initial state. The pearlitic type of eutectoid is nucleated at the c crystals, preferably those surrounding the grain boundaries of the 8 phase. The appearance of the (a + €)-eutectoid in the 35 pct Sn alloy was very similar to that shown in Figs. 2 and 3. Again, the eutectoid decomposition nucleated at the 6 phase and proceeded from there into the 8 areas. As is evident from Fig. 2, the rate of decomposition of the 6 phase at 300°C is extremely sluggish: In the representative area shown only about 5 pct of the 8 phase has undergone the eutectoid trans- formation after annealing for 63 days. On the other hand, Owen and Williams2 have reported that X-ray photographs of powdered samples with between 17.5 and 34 pct Sn did not show 8 lines after annealing for only five to seven days at 300°C. This is in accordance with the fact that the rate of reaction in powdered samples is higher than in massive specimens, as a result of the excess free energy of the powder (due to its greater surface area). The term "segregation," as here used, means the separation of certain natural resources into groups, consisting of one or more members, with the idea that when thus segregated, each group may be more easily and effectively administrated. We may, for example, consider surface rights as distinct from underground rights, and stop there; or we may go further, and deal separately with timber, water, and agricultural rights, or, going underground, we might deal separately with such groups as precious and base metals, clay, oil, gas, etc. The present paper contemplates only the separation so far as practicable, for administrative purposes, of surface from mineral rights. " Classification," in this paper, has reference to the groups into which the government has divided, is dividing, or will hereafter divide its natural resources; first, into the broad classes of mineral and agricultural lands; and, second, into coal, oil, phosphate, brine lands, etc., the central idea being the separation into natural groups for the purpose of simplifying administration and for the purpose of encouraging maximum development and minimum waste. The two subjects are in some respects quite distinct, but as my argument develops, I think it will be obvious why they are discussed in the same paper. In the pursuit of our professions as mining engineers, geologists, or operators, we are continually confronted by conditions with which our present mining laws or regulations are incompatible. It may be a conflict, hardship or injustice, a piece of favoritism, or of unnecessary red tape; or we may see lack of development in a promising locality, and wonder what is the reason. Often we can see where a modification, slight or radical, in the laws would have obviated the difficulty without doing harm to any of those immediately concerned. Such alterations as individuals could intelligently suggest would be based on a relatively small number of situations occurring in their experiences. The published replies to the queries formulated by the various committees on mining law appear generally to reflect personal experience. THOSE of you who, like myself, have had the privilege of hearing previous Howe Memorial Lectures will note, and I hope without too much disaffection, that for the first time in this series of lectures iron has been chosen as the subject. I feel sure that the predominant choice by previous lecturers of subjects relating to steel has been principally in deference to the well-known interest this subject held for Professor Howe, and that their choice has not reflected any lack of respect for the material, iron. Nevertheless, in the face of this record, I feel some diffidence in introducing this "Cinderella" of materials into the circle of distinguished subjects hitherto treated by Howe lecturers, which is relieved only by the fact that I hope to be able to present some evidence that this Cinderella has at last undergone some of those magical trans-formations which render her acceptable even in the society of her dis-tinguished sister, steel. Fortunately I can cite the old master himself in support of my choice of subject and recall to you that Professor Howe by no means overlooked or neglected cast iron in the long course of his metallurgical meditations. Indeed his attention was early arrested by a metallurgical aspect of cast iron which he believed and we still recognize as of the most funda-mental importance-namely, the genesis of graphite in gray iron and the means for the control of its quantity and distribution. He made some comments over 20 years ago regarding the nature of J. E. Johnson's oxygenated iron which indicate that even then his thoughts were taking directions which today we are finding it useful to explore in connection with the theory of high-strength iron. Had we had in the subsequent years the continuing benefit of Professor Howe's illuminating consider-ation of this important subject, our progress in the improvement of cast iron would undoubtedly have been even more rapid.

In 1803 the purchase of the immense territory called the province of Louisiana wm arranged between Thomas Jefferson, President of the United States, and Napoleon Bonaparte, First Consul of France. This central portion of what is now the United States was claimed in 1682 by the explorer Robert de La Salle for France, who continued to hold her title to the vast domain until 1762, when it passed by treaty to Spain, only to be retroceded to France in 1802, in consequence of Napoleon's military domination of Spain. Jefferson did not care to see New Orleans and its extensive hinterland pass into the hands of France. Spain did not matter so much; she was quiet and feeble, whereas France was restless and aggressive under Napoleon, who had dreams of founding a French colonial empire on the American continent. The expression of American feeling that Jefferson elicited came as a surprise to Napoleon, who concluded that a contest was not worth while, for his navy had been shattered by the English, and it was evident that only maritime supremacy could enable him to retain this trans-Atlantic possession; so he resolved to put it out of the grasp of England and at the same time replenish his military chest by selling Louisiana to the United States. The price was 60 million francs. INTRODUCTION Apart from local needs in the country's development, the interest attached to Turkish fuels grows chiefly out of the importance of the railway industry in Asiatic Turkey. Geographical conditions make of the tracks in this region the most essential link in a chain of world-girdling lines. By its position Asia Minor can be likened to a bridge in the through routes destined to connect European factories with Asiatic and African markets. An uninterrupted right-of-way from points in central Europe to populous Indian cities must necessarily pass through the valleys of Anatolia. Crossing thence the Taurus Mountains, its natural passage is indicated as the Mesopotamian lowland and the shores of the Indian Ocean. A REVIEW of the progress in applied geophysics during the recent depression years reveals marked advances "over the methods employed several years ago. Of late, geophysical work has been curtailed to a con-siderable extent in the fields of oil and base-metal exploration, its especial domains a few years ago. Greater attention has been directed toward the use of geophysical technique in other engineering problems. Constantly maintained research programs have developed new instruments and per-fected better field, laboratory and interpretation techniques based on experience and skill acquired from years of application in the older geophysical field. During the past two years, geophysical methods have been employed in problems that required information on thickness of fill materials and subsurface bedrock contours. Considerable success has been attained, with subsequent drilling checking the predicted depths within one to five per cent. In general, these problems were similar as far as the fundamen-tal physical and geological conditions were concerned, but they have varied widely in specific detail and in engineering aspects. Character-istic of the different problems are: (1) yardage and bedrock profile in gold-placer mining; (2) water supply, involving underground drainage and storage conditions; (3) bedrock contours in dam-site and other structural investigations; (4) gravel and fill yardage, and other structural features along rights of way and in rock and gravel quarrying. Of particular interest, perhaps, to mining men are the problems of gold placer deposits and water supply. Geophysical work on gold placers is of especial interest because of the present expanded activity in all phases of gold mining. The development of a suitable water supply at, an economical cost is often of prime importance in insuring a successful mining venture. Particularly is this true in the arid Southwest. How-ever, the use of geophysical work in water supply is not confined to the needs of mining development.
