At the close of the current academic year, there will be eight vacancies to be filled in research graduate assistantships which are maintained by the Engineering Experiment Station of the University of Illinois. In addition to these assistantships, there are available two research graduate assistantships in gas engineering, which are supported by the Illinois Gas Association. These assistantships, for each, of which there is an annual stipend of $500 and freedom from all fees except the matriculation and diploma fees, are open to graduates of approved American and foreign universities and technical schools who are prepared to undertake graduate study in engineering, physics, or applied chemistry. An appointment to the position of Research Graduate Assistant is made and must be accepted for two consecutive collegiate years, at the expiration of which period, if all requirements have been met, the degree of Master of Science will be conferred. Not more than. half of the time of a Research Graduate Assistant is required in connection with the work of the department to which he is assigned, the remainder being available for graduate study.

In the summer of 1894, a specimen of corundum from Acworth, Ga., which mas reputed to be of markedly inferior quality for the manufacture of corundum-wheels, was received by the Geological Survey of Georgia, with the request that it be analyzed, in order to ascertain whether this inferiority was associated with any peculiarity of composition. In its appearance there was nothing uncommon, though it seemed to be rather easily scratched with a knife, while, at the same time, it scratched agate easily. An analysis gave the following results: Alumina, 94.58; silica, 1.77; magnetic oxide of iron, 0.69; calcium oxide, 0.44; and water, 2.51 per cent. There is nothing unusual in this composition, except the amount of water, which is usually, in southern corundum at least, from 0.3 to about 1 per cent. Earlier work revealed that small amounts of silver (< 0,l at. pct) may exert a marked effect on the structure and aging characteristics of certain a1loys based on the Al-Zn-Mg system. Silver additions have now been made to other age-hardening aluminum alloys, and significant effects have been observed in the Al-Mg system and in several Al-Cu-Mg and Al-Mg-Si alloys. Similarities exist between the behavior of alloys from all four systems, notably that in each case silver stimulates nucleation of an intermediate precipitate which forms when the alloys are aged in the medium temperature range (-120" to 220°C). The mechanism for this effect is uncer- IT has been shown that small additions of silver (<0.1 at. pct) may have a marked effect on the structure and age-hardening characteristics of tain although it is suggested it originates in a preferred affinity between magnesium and silver atoms. There is evidence to indicate that the effects of silver are unique to that element. It is suggested that silver atoms interact with vacancies during low-temperature aging of Al-4 pct Cu and certain Al-Cu-Mg alloys. Silver had little effect on Al-8 pct Zn aged at any temperature. Preliminary observations indicate that silver may have interesting effects on the strength properties of Al-Mg alloys, md a the commercial Al-Cu-Mg alloys designated as 2024 and 2618. many alloys based on the Al-Zn-Mg* system.1"&apos;*

Zirconium single crystals of various specific orientations were fabricated by rolling or drawing. The resulting textures were determined and are discussed with respect to the deformation modes that produced them. The crystals deformed in a predictable manner by combinations of up to third-order twinning with three twinning modes and by slip. Twinning was found to play a major role in initial texture formation. Texture changes produced by slip occurred only at the higher reductions. The twinning sequences that produced each intensity peak during the initial reductions could be identified. Schmid factor criteria were found useful in predicting which deformation modes to expect for each crystal orientation and fabrication procedure. The possible application of these data to poly-crystalline material is discussed. PREFERRED orientation or texture has a significant effect on the properties of most materials, causing anisotropy in fabricated cubic metals and enhancing the natural anisotropy of noncubic metals. This study evaluates the effects of several fabrication methods on the textures formed from specific starting orientations of zirconium single crystals and, it is hoped, gives an insight into the effects of the same operations on poly-crystalline material. BACKGROUND In fcc and bcc metals, texture changes take place by gradual lattice rotations caused by the operation of one or more slip systems. Deformation twinning plays an insignificant role in the deformation of such metals. In zirconium and its alloys, however, and in many other hep metals the ability to twin allows very rapid texture changes to be made with very small amounts of deformation. The deformation systems found in zirconium and its alloys are prism slip and three twinning modes.1 Slip occurs on the {1010}< 1120) system. There is little or no appreciable basal slip in zirconium. The twinning planes, illustrated in Fig. 1, are {1012}, {ll2l}, and {1122}. Two twinning modes, the {1012} and the {ll2l} operate for a tensile stress along the basal pole. A compressive stress parallel to the basal pole is required for {ll22} twinning. These twinning operations cause a 35- to 85-deg reorientation of the basal pole. The {1012} twin is the predominant tensile twin at room temperature. The twinning shears, S, are shown in the figure. A criterion for predicting which deformation system will operate when a grain is subjected to a known stress state is the Schmid (orientation) factor. This factor gives the fraction of the applied stress that computer program was written2 to calculate the Schmid factors for the four deformation modes in zirconium. It assumed three orthogonal stress axes and considered ninety-one different orientations of the basal pole in one octant of this stress space. At each basal pole position the Schmid factors were calculated for seven positions of rotation at 10-deg increments of the unit cell about the basal pole. Schmid factors were determined for a total of 637 orientations and for twenty-four deformation systems in each orientation. The program listed the Schmid factors for uniaxial stress parallel to each axis and, to approximate rolling, or-thonormal biaxial stress was also considered. Fig. 2 shows the range of orientations over which the various types of deformation would tend to predominate in biaxial plane strain with the stresses, equal magnitude. The exact boundary position between regions of different deformation modes depends, however, on the relative values of the critical shear stress for each deformation mode. Fig. 2 is drawn on the assumption that they are equal and it therefore may be only approximately correct. It is also recognized that the biaxial stress analysis may not be applicable in certain crystal orientations. EXPERIMENTAL PROCEDURE Single crystals of zone-refined zirconium, produced by Wilson of this Laboratory,3 were electrical-discharge-machined to form specimens for rolling, tube-drawing, and rod-drawing studies. Specimens were rolled at room temperature on 2-|--in.-diam hand-powered rolls from three different starting orientations: 1) the basal plane parallel to the rolling plane and the [1120] in the rolling direction, (0001)[ll20]; 2) the (1120) plane parallel to the rolling plane and the basal pole in the rolling direction, (1120)[0001]; and 3)_the (1120) plane parallel to the rolling plane and the [1100] in the rolling direction, (1120)[ll00]. ALTHOUGH annealing twins are frequently observed in many fcc metals, their occurrence in aluminum is relatively rare. ~ahn&apos; in his review of twinning has listed only a few references to observations of twins in aluminum, e.g., Refs. 2 and 3. They have also been shown to occur in evaporated aluminum layers.4 During the present work, several annealing twins were studied in aluminum. The specimens of 1099-grade aluminum had the following thermomechanical treatment: deformed 90 pct by rolling, partially re-crystallized, further deformed 60 pct to a final thickness of 100 p, then annealed for 24 hr at 120°C. This treatment produced several annealing twins—-about ten per electron microscope specimen. The specimens were produced by the window technique and examined in a Phillips E.M. 200 operating at 100 kv. A typical twin boundary is shown in Fig. 1. For several of the twins studied the twin plane could be tilted so that it was parallel to the electron beam, e.g., Fig. 2. The associated diffraction pattern, Fig. 3, shows the twinned relationship between the grains. The twinning plane in each case was (111). Use of a reflection common to both the twin and the matrix,* i.e., using reflecting planes parallel in the twin and the matrix, the coherent twin boundary becomes invisible and only the noncoherent segments of the stepped boundary are seen, e.g., Fig. 4. Trace analysis of the boundaries showed that the long straight portions were invariably the twin plane; i.e., these portions are coherent. The planes of the shorter segments are shown by Fig. 5 to be (551 1, (7111, and {211).

Three provinces in Canada—New Brunswick, Ontario and Alberta— produce oil and gas in commercial quantities. In addition a small amount of oil is being produced and refined in the Northwest Territories at Norman on the Mackenzie River. The production at Norman is derived from two wells drilled by Northwest (Imperial Oil) Co. in 1920 and 1923. The refined products of the oil are used locally in connection with mineral developments on Great Bear Lake. The production of petroleum by provinces and the consumption of natural gas are shown in Table 3. In addition a small amount of natural gas is produced in the southwestern part of Manitoba from shallow wells for local use. Tables 1 and 2 give detailed information. The greatest drilling activity in 1933 in Canada centered around the southern end of the Turner Valley field, Alberta. In addition to several wells previously commenced in this area, eleven new wells were begun. There were three completions to the Paleozoic producing zone in 1933 in the southern part of Turner Valley and one well was abandoned as a result of being off the favorable structure. The Dawson coal-mines are owned aid operated by the Stag Canon Fuel Co., of which Dr. James Douglas is President and E. L. Carpenter general manager. The property is situated in Colfax county, N. M., and the openings now in operation are in townships 28 and 29 N R. 20 E., and township 28 N E. 21 E., shown in Fig. I. The mines are part of the southern end of the Raton coal-field, which extends north into Colorado and embraces many coal-camps of the Trinidad section. II. Geology. Geologically, the coal-measures, commonly known as the Laramie series of the Cretaceous system, have x thickness of about 800 ft. in the vicinity of Damson. The coal makes an excellent coke, and, according to some authorities, its coking properties are due to the action of intruded sheets and sills of igneous rock, the sheets occasionally thickening into masses resembling laccoliths, at such places making nearer approach to the coal and sometimes producing small areas of natural coke. There are but few dikes throughout the entire southern portion of the field and little or no faulting along the dikes. In some parts of this great coal-field the intrusive sheets are far removed in the green shales below the coal-measures, and are so much altered as to be difficult of identification. There is but little disturbance of the strata throughout the Raton coal-field in as far as it extends into New Mexico. Mount Isa Mines Limited (Isamine) has process control computers in the major surface plants -- lead smelter, copper smelter, lead/zinc concentrator, and copper concentrator. HP computers are used to implement the more complex stabilizing control loops and control schemes aimed at optimizing plant performance. The choice of control strategies is discussed with particular reference to long-term performance in metallurgical plants. These control schemes must be understood by the process metallurgists who are responsible for the performance and initial fault finding. Major emphasis has been placed on the ability of the control systems to handle most of the common plant upset conditions as well as providing improved performance under normal operating conditions. To illustrate the approaches adopted, the lead/zinc concentrator crushing system and the process bag- house control system for lead smelter off-gas handling are reviewed in detail. The improvements in both of these areas resulting from control systems implementation are discussed.

A general awakening of interest among mill men concerning the mechanical efficiencies of their crushing machines is evident from a perusal of the recent files of mining publications. Considering the large part of the power bill which must be debited to the crushing department, such interest is natural. When, however, the articles on the subject are read, the only statement upon which the writers agree is that fine grinding consumes a large amount of power, and that the machine which, from a concentration standpoint, offends as a slime producer is, for that reason, a serious offender in wasting power. When the mill man attempts to find a method for measuring the power wasted, or to compare the efficiency of one machine with that of another for the same work, he is confronted with a choice of methods which lead to conflicting results. There are two reasons why the work of crushing is not more generally understood. In the first place, experimental data are difficult to obtain; and in the second place, before these data can be put in general form certain assumptions must be made. A difference in these assumptions by different investigators has led to conflicting conclusions. This conflict has resulted in the proposal of two laws. The first of these is the so-called Rittinger&apos;s law, which is variously stated as follows: "The work of crushing is proportional to the reduction in diameter."—R. H. Richards: Ore Dressing, p. 304 (1903). "The work required to crush rock is very nearly proportional to the reciprocals of the diameters crushed to."—A. Del Mar: Engineering and Mining Journal, vol. xciv, No. 24, p. 1129 (Dec. 14, 1912). WHILE it is generally known that cold-worked low-and medium-carbon steels exhibit substantial increases in tensile rupture ductility with increased deformation velocity172 (up to the von Karman limit), the observations for annealed or normalized steel do not permit simple generalization. Various investigators, for example, have reported both small increases1,3 and small decreases4,5&apos; in rupture ductility with increased rates of deformation of normalized low-carbon steel. The purpose of the present note is to report on the dependence observed for strain-aged steel since preliminary work here indicates that strain aging results in the development of a consistent type of behavior that is understandable in the light of current knowledge of the lower yield dynamics for steels which deform inhomogeneously.6 This realization throws additional light on the influences responsible for the behavior of normalized steel. The results presented here were obtained for a 0.21 pct C, 0.012 pct N sheet (0.012 in. thick) steel which was received in a temper-rolled condition (approximately 3 pct reduction in thickness after process annealing); the as-received material had a spherodized structure with a ferritic grain size of ASTM 8. The material was selected for testing after 6 months room temperature aging, at which time the static lower yield and ultimate tensile strength measured 79 and 82 kpsi, respectively. ASTM 2-in. reduced section, 1/2-in.-wide specimens were used in smooth bar tests and 3/4-in.-wide specimens containing two 60-deg opposed edge notches (root radii = 0.002 in.) were used in notched bar tests. The tensile properties of binary W-Re alloys containing up to 33 at. pct Re were determined at temperatures from 78" to 3630°F. Elongations as high as 260 pct were observed in electron-beam-melted tungsten containing 23 at. pct Re when tensile-tested at 3630°F after a 1-hr anneal at 3090°F. All alloys tested under these conditions with rhenium contents between 20 and 28 at. pct exhibited elongations of at least 200 pct. These alloys also showed enhanced grain growth rates. The values of strain-rate sensitivity ranged between 0.2 and 0.3 for the alloys exhibiting high elongations. Houlezler, for swaged alloys tested just above the re-crystallization temperature, strain-rate sensitivities as high as 0.8 were observed. The high-temperature strengths of the high-rhenium-content alloys were also less than those of alloys with intermediate rhenium contents. ALLOYING with rhenium has two distinct effects on the mechanical properties of tungsten. One effect occurs in dilute solid solutions and is most clearly seen in the lowering of the hardness and of the ductile-brittle transition temperature at about 5 at. pct Re.1-3 The second effect occurs in the concentrated solid solution at about 25 at. pct Re, and is characterized by twinning and a larger decrease in the ductile-brittle transition temperature. An aspect of the high-rhenium-content alloy which has received little attention is the higher-than-usual tensile ductility at 3500°F.3 Anomalous high ductility has been observed in several other alloy systems. usually associated with a phase transformation or a solid-solubility limit.4&apos;5 The phenomenon is now commonly termed superplasticity. High-strain-rate sensitivities6 and grain boundary sliding7 have been reported for materials that undergo superplastic deformation. Also, it has been found that superplastic materials usually have a very fine grain structure (less than 10 pm).8 and it has been proposedg that such a structure alone is sufficient for superplasticity. The purpose of the present study was to further characterize the high-temperature tensile properties of W-Re alloys to determine the conditions under which they might be superplastic. Tensile and selected strain-rate sensitivity tests were conducted on alloys containing 0 to 33.3 at. pct Re at temperatures from 78" to 3630°F. Grain-growth rates were also determined on most alloys at 3630°F. Fig. 1 indicates the compositions evaluated and their locations relative to the solvus line in the tungsten-rich end of the W-Re phase diagram. Twelve binary W-Re alloys containing up to 33.3 at pct Re were double electron-beam-melted and subsequently fabricated to 0.3-in. rod by extrusion and swaging. The starting materials were commercial powders of tungsten and rhenium with impurity levels as listed in Table I. The various blended W-Re compositions were hydrostatically pressed at 70 ksi. The pressed bars were drip-melted into 1.5-in.-diam ingots and then remelted into 2-in.-diam ingots at a chamber pressure of 10~5 torr. The ingots were canned in molybdenum and extruded to round bar at a reduction ratio of 6:l. The alloy extrusions were swaged to about an 80 pct reduction at 2100" to 2900°F. ALL, strangers visiting this district are struck with the peculiar manner in which the pig-iron is graded. There are eleven regular grades, besides which, when gray forge is ordered, one-half of Nos. 1 and 2 Mill are shipped. Occasionally there is another grade Known as Silver Mill, which is made so seldom that I cannot describe it, and have no sample to exhibit. Most of you have found it difficult to grade properly and uniformly under the simpler system which obtains elsewhere, and can consequently readily imagine the increased difficulty with us. Each furnace employs an " expert," and even with this precaution, the system is not conducive, at all times, to amicable relations between buyers and sellers. I am told that it was adopted at the time Southern irons were seeking a market; but it still remains, although the time has come when our iron is sought for and has obtained for itself a place in the markets of the country. EUGENE COSTS, Calgary, Alberta (communication to the Secretary*).¬This new theory to account for the accumulation of commercial deposits of oil and gas, is deliberately and admittedly based on the hypothesis that the origin of these products is organic. Mr. Daly says (page 1142), "Should the organic origin of the petroleum that is found in pools be granted, the following interpretation is offered for the mechanics of its accumulation." But suppose the origin thus accepted by definition be incorrect, then what becomes of the diastrophic theory, Mr. Daly&apos;s interpretation? As Mr. Daly remarks himself (same page), "It is obvious that the history of petroleum will have to be entirely different, dependent upon its origin, either from emanations coming from the depths, or from organic decomposition in the strata themselves." Then why should one propound a theory, through which he is endeavoring to trace the history of petroleum, by starting with a definition of its origin? The origin should be the deduction, the forced conclusion of the theory, and not its starting point. Facts alone should be considered first, in any theory worth the name, until sufficient proofs have accumulated to permit of the deduction of a complete explanation for these facts. This would lead one to the origin through a real theory founded on facts, and not based on a preconceived idea perhaps true, but possibly fanciful. Mr. Daly&apos;s way can only lead on one road, namely the organic road, and, I repeat, it may be the wrong road. In the case of the petroleum deposits, as .I have endeavored to show in several papers on the subject, to which the reader may refer, the facts clearly lead to the force conclusion that their origin is not one of accumulations of hydrocarbons at first disseminated in the sedimentary strata but the reverse process of subsequent local infiltrations and impregnations of hydrocarbon emanations from the depths. This new theory, therefore, founded on, an erroneous conception of origin cannot be a help in the solution of the petroleum&apos; problem, not any more than were the anti-theory or the hydraulic theory, both of which were also based on the same error, although Mr. Daly is inclined to think that the authors of these two theories did not accept the misconception boldly enough (page 1142). -

The porosities of fractured limestone reservoirs can be divided into two broad types in accordance with their effects on fluid distribution and fluid flow. In the coarse porosity, gravity segregation lakes place freely and the resistance to fluid flow is very small. In the fine porosity there is no segregation and a high resistance to flow, and it has relative permeability characteristics similar to tight sandstones. By analyzing the affect of the two porosities it is concluded that in some cases to recover the maximum amount of oil it is necessary to remove large quantities of gas from the reservoir by producing at high gas-oil ratios. In this manner the fine porosity is drained of its oil and the gas-oil contact drops slowly permitting higher production rates from the oil leg. Since this conclusion is contrary to widely accepted principles of conservation, a mathematical model (Fig. I) was constructed to duplicate the conditions desired. The behavior of the model indicates that under certain conditions it is possible to recover more oil by producing at high gas-oil ratios than by production at low gas-oil ratios, and that the rate of production is affected more by gas shut-offs than by the decrease in pressure (Figs. 2, 3, 4 and 5). INTRODUCTION It has been noted that certain limestone reservoirs behave in such a way as to indicate that there are two distinct types of porous spaces available for fluid storage and fluid flow. Regardless of the nature of these porous spaces the distinguishing characteristic is that in one type of porous space there is definite gravity segregation between the oil and the gas; while in the other, the gas evolved tends to remain distributed equally throughout the reservoir. For the sake of simplicity the porosity in which gravity segregation takes place at a fast enough rate to affect the behavior will be called "coarse po- rosity", while that in which this is not so will be termed "fine porosity". The behavior of a reservoir of this type would be different than that of a sandstone reservoir, especially if most of the oil is in the fine porosity. The susceptibility of titanium to stress orientation of hydride precipitates was investigated. It was determined that, when hydride precipitation occurred in titanium under an applied tensile stress of 30,000 psi, the hydrides precipitated on the titanium habit plane oriented most nearly perpendicular to the stress axis. Stress orientation of the hydride platelets occurred because the precipitation of the lower density hydride phase perpendicular to the stress axis caused expansion of the matrix in a direction that tended to relieve the applied stress. The Ti-H system has received considerable study in recent years, mainly because of concern over the effects of hydrogen on the mechanical properties of titanium. The amount of hydrogen present in commercial titanium is now quite low and should have no appreciable effect on its mechanical properties; however, many titanium applications require ex- posure to hydrogenous atmospheres under conditions in which hydrogen pickup is likely. In such cases continued exposures may cause the hydrogen content to increase to the extent that titanium hydride does precipitate as a second phase. The hydride phase has been shown 1,2 to have an adverse effect on the mechanical properties, particularly the impact properties, causing reductions in strength and ductility. BACKGROUND The behavior of titanium is often quite similar to that of zirconium and zirconium-base alloys, and the technology developed on one metal can often be applied to the other. Marshall and Louthan3,4 have shown that Zircaloy is susceptible to stress orientation* of zirconium hydride platelets, and that the platelet orientation has a pronounced effect on the mechanical properties of Zircaloy. They showed that when zirconium hydride precipitated in Zircaloy under an applied stress the hydride platelets tended to be aligned parallel to a compressive stress and perpendicular to a tensile stress. DURING the last half century a great amount, of ingenuity and energy has been devoted to the invention of appliances for the recovery of valuable minerals from very fine sands and-slimes. The reason for this is that in almost every, dressing plant the greatest losses of values, considered relatively as well as absolutely, occur in the treatment of slimes. The natural aim of mill operators to minimize these losses has in recent years received another impetus,, from the fact that the gradually diminishing occurrence of high-grade ores makes a more intense recovery of values from existing resources absolutely necessary for profitable operation. The results of such attempts are found in the appearance of a great number of machines and appliances which make it profitable to-day to rework old dumps, containing the tailings of older processes. A constantly growing difficulty of obtaining skilled labor and the increase in wages made it prohibitory to employ those types of machines which required much attention, and in the middle of the nineteenth century the various concentrating tables of the percussion type, which automatically discharge their products, began to take the .place of the intermittent tables, on which, when the bed had reached a certain thickness, operation had to be stopped in order to allow the skimming by hand of the separate layers formed on the table. In the course of. years, two general types of machines evolved for the treatment of fine sands and slimes :- The so-called concentrators and vanners, on the one hand, and the huddles and round tables on . the other.1 For the profitable treatment of the very finest slimes, round tables have as a last resort proved more satisfactory and economical than other machines.

The Department of the Interior used to be a quiet, noncontroversial, almost boring agency. It, after all is the fifth oldest of the Departments, and as an old line Federal agency it has studiously performed its preservation and resource management functions in a caretaker mode--though some would say more "undertaker" than "caretaker"--locking up the body and soul of America piece-by-piece. Yes, quiet, serene. That is until Jim Watt showed up. And we have all seen that version of Mt. Vesuvius which resulted--only it was the environmentalists who blew their tops. Ronald Reagan chose Jim Watt as Secretary of this fine old agency to prove that one-third of our Nation&apos;s land and over a billion acres on the Outer Continental Shelf can work for this Nation. At the foundation of President Reagan&apos;s charge to Secretary Watt is a belief in the tenets of the free enterprise system, and in the individual freedoms upon which this country was founded. There are those who don&apos;t share this belief in democracy and free enterprise, and those who believe this 205 year experiment called the United States of America will fail. Nikita Krushchev said "we will bury you"--obviously he didn&apos;t agree with our system. An Italian sociologist, Franco Ferrorotti, said bureaucratic stagnation will kill capitalism. Certainly we have all felt the ravages of bloated bureaucracies. Perhaps one indicator in the United States is the Federal Register, that daily compilation of Government&apos;s largesse. In 1970, 20,000 pages of the Federal Register were published. A decade later, in 1980, that volume had quadrupled to 80,000 pages. The Federal bureaucracy can stagnate from excessive budgets as well. The Interior Department spent $60 million on administering Federal coal leasing in 1981. That&apos;s nearly two bits a ton for every ton of coal leased in 1981. You wouldn&apos;t stay in business very long if your administrative overhead on inventory was that outrageous. But the pessimism of our critics is apparent from more than red tape and bloated budgets. For decades America has been fasting--consuming too little of America&apos;s wealth of minerals, subsisting instead on a diet heavily reliant upon mid-east oil, with little emphasis or concern for inventorying and developing domestic energy and mineral resources. Economics--yes. But short-term, short-sighted economics. Excessively dependent upon foreign imports, of oil, cobalt, chrome and other strategic minerals, the U.S. measures its time before another embargo--or fallen Shah, or Soviet manipulation, or Saudi shift, or, as we witnessed in Egypt, assassination--an untimely loss to mankind and efforts to bring peace to the troubled mid-east. These disruptions, in addition to their tragic human tolls, impair the free world&apos;s security. Huge chunks of the United States have been locked away in dozens of single land use categories in the name of conservation, with only the foggiest idea of what resources might be denied the American people-and this at a time of unacceptable levels of energy and strategic mineral imports. More than half and perhaps two-thirds of all Government-owned lands are totally withdrawn from or severely restricted to development under the mining and leasing laws. We must continue to rid Government of the overly zealous restraints which have been keeping us from drawing upon that which can help restore our economy and national security. When we assumed responsibility, the United States was dependent on foreign sources for about 40 percent of its oil. In 1981, our oil import bill was approximately $83 billion--nearly 17 times what it was in 1972. Our reliance on foreign sources for essential minerals is even more disturbing. We must look to other countries--some unfriendly, some unstable--for 22 of 36 strategically critical minerals. Yet the energy resources on federal lands which are owned by the American people could meet our needs for centuries if properly managed. Eighty-five percent of the crude oil yet to be discovered in America is likely to come from public lands, as will 40 percent of the natural gas, 35 percent of the coal, 80 percent of the oil shale, nearly all of the tar sands, and substantial portions of uranium and geothermal energy. Our vast hardrock-mineral wealth includes untapped deposits of essential elements we now import, such as chromium, copper, platinum, and cobalt. The obvious question is, if these abundant resources can help to revitalize our economic strength and to preserve our national security, why aren&apos;t we using them to better advantage? To a large extent, the answer can be found in past decisions to restrict public access to the federal estate, thus deferring to us or our successors the tough decisions that flow from Congress&apos; mandate to provide for environmentally responsible development of America&apos;s energy and mineral treasures. Here is the legacy this Administration inherited: In January 1981, 7 years after the onset of the Mideast oil embargo: ---Less than 15 percent of federal onshore lands were under lease for oil and gas development; ---No oil and gas leases had been issued in Alaska for 15 years;

The wire textures for cold rolled and recrystallized iodide titanium and the sheet textures for this material produced by cold and hot rolling, and recrystallization at a series of temperatures were determined. &apos;The effect of the a + ß transformation on the sheet texture was noted. UNTIL recently it was believed that all hexagonal close-packed metals deformed by slip on the basal plane, (0001), and that rolling should tend to rotate this slip plane into the plane of the rolled sheet. The pole figures of cold rolled magnesium&apos; are satisfactorily explained on this basis. There is a tendency for the <1120> directions to align parallel to the rolling direction, and the principal scatter is in the rolling direction. Zinc% as a rolling texture in which the hexagonal axis is inclined 20" to 25" toward the rolling direction. Twinning is believed to account for the moving of the basal plane away from parallelism with the rolling plane. The texture of beryllium3 places the basal plane parallel to the rolling plane with the [1010] direction parallel to the rolling direction, and the scatter from this orientation is primarily in the transverse direction. Cold rolled textures reported for zirconium&apos; and titanium5 how the [1010] directions to lie parallel to the rolling direction and the (0001) plane tilted by approximately 25" to 30" to the rolling plane in the transverse direction. Rosi has recently reported that the mechanisms for deformation in titanium are distinctly different from those commonly reported for hexagonal close-packed metals. The principal slip plane is the prismatic plane, {1010), with some slip also occurring on the pyramidal planes, (1011). However, there is no evidence for basal slip. The slip direction is reported to be the close-packed digonal axis, [1120]. In addition to the twin plane commonly reported for metals of this class, {1012), Rosi found the twin planes (1122) and {1121), with the dominant twin plane being (1121). Information regarding the recrystallization and hot rolling textures of hexagonal close-packed metals is limited. Barrett and Smigelskas report that rolling beryllium at temperatures up to 800°C and recrystallization at 700°C produce textures not differing from the cold rolled sheet texture.3 McGeary and Lustman find that hot rolling at 850°C produces the same basic texture in zirconium as rolling at room temperature.&apos; These investigators also report that the texture for sheet zirconium recrystallized at 650 °C differs from the cold rolled orientation inasmuch as the [1120] direction, instead of the [1010] direction, is parallel to the rolling direction. In the case of titanium, it is not possible to deduce which direction is preferred in the recrystallized state from the pole figures presented by Clark." The purpose of this paper is to report an extensive investigation of the preferred orientations in iodide titanium. Since the deformation mechanisms for titanium are different from those commonly given for hexagonal close-packed metals, it is not surprising to find distinct differences between the textures of titanium and other metals of this class. Materials and Methods This investigation was carried out on iodide titanium obtained from the New Jersey Zinc Co. with an analysis as follows: N2, 0.002 pct; Mn, 0.004; Fe, 0.0065; A1, 0.0065; Pb, 0.0025; Cu, 0.01; Sn, 0.002; and Ti, remainder. The crystallities of titanium were broken from the as-deposited bar and melted to form 20 g buttons on a water-cooled copper block in a vacuum arc-furnace. Hardness tests conducted on the material before and after melting differed by only two or three Vickers Pyramid Numbers, indicating no or insignificant contamination. The buttons were hot forged, ground, and etched to sizes and shapes suitable for the rolling schedule, and vacuum annealed at 1300°F. Specimens for determination of the wire textures were reduced 91 pct in diameter to 0.027 in. in 24 steps using grooved rolls. In order for the orientation of the central region to be studied, portions of these wires were electrolytically reduced to a diameter of 0.005 in. using the procedure described by Sutcliffe and Reynolds.&apos; The sheet textures were determined on titanium cold rolled 97 pct to a thickness of 0.005 in. A reduction of approximately 10 pct per pass was used, and the rolling direction was changed 180" after each pass. Specimens used for determination of the recrystallized textures were annealed in evacuated quartz tubes at 1000°, 1300°, and 1500°F. The grain size of the 1000°F specimen was sufficiently small to give satisfactory X-ray patterns with the specimen stationary. However, it was necessary to scan the surface of the other recrystallized specimens. The microstructure of each annealed specimen was that of a recrystallized material. The diffraction rings all showed the break-up into spots typical of recrystallized structures.
