The anthracite coal trade, with a shipment averaging about 70,000,000 tons per year, differs essentially from other coal business, iii the fact that the larger sizes, comprising about 65 per cent. of the total, are used almost exclusively for domestic purposes, principally during the winter months; and that for proper combustion close-sizing is imperative, so that eight sizes are made; broken, egg, stove, and nut, known as prepared sizes, and pea, buckwheat, rice, and barley, known as steam sizes. These sizes are made in the regular course of preparation, and but little variation in the natural percentage of each is practicable. Thus it is necessary either to work the collieries intermittently, or to dispose of all the varying sizes in their fixed proportions. Unfortunately, the market does not at all times absorb the coal in proper proportions, and rather than interfere with the regular operation of the mines it has been found economical to provide storage for the excess. While the cellars of' the consumers are the great storage-plants of the country, this capacity is not under the control of the trade, except so far as reduced prices during the spring and summer months may tempt the use of this reserve. The same remark applies but with less force to the retail yards, which, though usually small, store in the aggregate a large amount of anthracite. While every effort is made to utilize to the utmost the individual storage-capacity of the country, there still remains the necessity for taking care of the irregularities of the market by the construction of storage-plants under the direct control of the producers. Such plants are usually the property of the railroads, and are situated at points most convenient from a traffic stand-point.

REVISION of the United States mining law is needed. chiefly because of the following reasons: 1. The conceptions as to the characteristics of orebodies that were held at the time the statute of 1872 was enacted have since proved to be in many respects erroneous. 2. The operation of the existing law has been found to work unnecessary hardship upon many claimants to mineral land. 3. The existing statute fails in large degree to encourage development of mineral resources. 4. The existing law often produces conflict between placer and lode-claim rights, working unnecessary injustice to placer claimants. 5. The methods of establishing the rights of locators on United States mineral land are defective, and are not uniform throughout the States within which such lands exist. LAW OF THE APEX The objections to the so-called "law of the apex" are so well known as to require no detailed statement. It is sufficient to point out that the apex rule was based upon the notion that ore deposits consisted of well-formed veins included between definite walls, like the slice of ham in a sandwich. The fact is that veins conforming to that simple type are rare. Irregularity is the rule, and the chief metal production of the United States comes from masses which bear no resemblance to the tabular form of vein. Manifestly the law of the apex fails completely in such cases. Moreover, the tendency is constantly toward the exploitation of ores of lower grade than could formerly be worked, and such deposits exist mainly in the form of large irregular impregnated zones and masses, so that the future. development of our mineral resources would be continuously embarrassed by shadowy claims to extra-lateral rights by the locators of so-called apexes

The total value of world offshore mineral production in 1970 is estimated around $180 million-less than 1% of the total onshore value for that year (Table 1). As such, offshore mining is still a relatively small industry. Commercial operations center around production from unconsolidated surficial deposits lying in shallow waters of the continental margins. While minerals recovered include sand and gravel, iron, tin, limestone, and aragonite, other possible mineral targets have been identified For consolidated deposits, only two offshore operations are known to exist. They are Alaska Barite Co.'s Castle Island mine (see p. 46) and Freeport Minerals Co.'s Grand Isle mine in Louisiana. At Grand Isle, sulfur is recovered from an offshore platform utilizing the Frasch process. Also, Freeport recently announced reactivation of its offshore Caminada sulfur mine at an estimated capital cost of $23 million.

The state of Michigan showed considerable activity during 1935. The center of greatest interest was the Crystal field, which was unknown until March, 1935, and is an illustration of the effect of the unknown and unexpected on Michigan oil development. The fields of the state (Fig. 1) produced a total of 15,770,000 bbl. of oil in 1935, or about 5 million more than in 1934. In order to keep up this production 307 new oil wells were drilled, of which 88 were in the Crystal area, which produced 3,600,000 bbl. This field had a rapid development and reached its peak in October. Since that time increasing water encroachment has caused a rapid decline. The pay horizon at the top of the Monroe dolomite is only a few feet thick. Big producers were offset by dry holes or small wells. The discovery well, which was in section 11, Crystal township, Montcalm County, was drilled March 28, 1935. Its initial production was 5000 bbl. per day, and up to Dec. 31, 1935, had produced 350,000 bbl. of oil—dose to one-tenth of the total production of the field to that date. The Beaverton field, which was discovered at the close of 1934, did not develop rapidly. Four small producers were finished in the Dundee lime during the year. West Branch was active and at the end of the year had 97 producers, 72 of which were drilled during 1935. Most of the wells produce from the Dundee lime; a few are finished in the Traverse. The Birch Run field deserves special mention, for it is the one area where consistent production continues to be found in the Berea sand at about 1500 ft. Wells are small, 20 now producing a total of about 300 bbl. per day of oil of fine quality. The old Central Michigan producing area, extending from Nit,. Pleasant through Yost to Porter, continued to be the principal producing area of the state and accounted for 10,370,000 bbl. from 660 producing wells. Ninety-three new wells were drilled in this territory. The Porter field, at the southeast end of this producing trend, was outstanding from the standpoint of production. The old Leaton field of Isabella County added several new producers. Its production was greater than in 1934.

As is well known, the alloys of iron containing 18 ± per cent chromium, 8* per cent nickel and less than 1.2 per cent carbon exhibit the same allotropic modifications as iron. The face-centered cubic or gamma phase is stable at high temperatures and the body-centered cubic or alpha ferrite is presumably stable at room temperature. The transformation from the gamma phase to the alpha phase in alloys of the above composition (18-8 or stainless steel) is sluggish; even moderately rapid cooling permits the retention of the gamma phase. Cold-work, however, causes the transformation from gamma to alpha to occur at room temperatures. It is difficult, nevertheless, to induce complete transformation regardless of the method of cold-working. Since metallographic polishing is very effective in transforming the surface austenite to ferrite, as indicated by the magnetic studies of Buehl and Wulff,1 it was decided to investigate the phenomenon by electron diffraction methods. Apparatus The apparatus used (Fig. 1) was a hot-filament type employing movable slits, similar to that described by Germer.2 The sample-to-photographic plate distance was 69 cm. and the accelerating voltage 30 kv. Since electrons do not in general follow geometrical paths, it is necessary that either the electron source or the sample be movable in a plane normal to the beam. In this case the sample is fixed and the electron source is movable. The source is adjusted until the shadow of the sample appears in the brightest part of the beam as viewed on the fluorescent screen, then the slits composing the two pinholes are inoved into position one by one. The system is evacuated by means of a mercury diffusion pump backed up with a Cenco Hypervac oil pump. Pressures lower than 10- mm. of Hg are read on a calibrated ionization gauge.

There was no development work in Bolivia during the year 1935, and oil was produced only to meet the needs of the army and of the local market. PETROLEUM has been found in Russia in various localities from north to south, as may be seen from the list given below: (a) In the basin of the Petchora river, Northern Russia. (b) In the basin of the Volga river, in the governments of Samara and Saratoff. (c) In the government of Astrakhan and in the Uralsk territory, close to the northern and eastern coast of the Caspian sea. (d) At Grozny in Northeastern Caucasus. (e) In the Daghestan territory, Eastern Caucasus, on the Caspian sea. (f) On the Apsheron peninsula (Baku and other districts) close to the Caspian sea shore. (g) On the island of Tcheleken in the Caspian sea, also on the island of Sviatoi. (h) In the Transcaspian territory on the Neftianaia Gora (Oil hill) and on the surrounding hills. (i) In the Ferghana valley in Russian Central Asia. (j) On the Kertch and Taman peninsulas on the Black sea. (k) In Siberia it has been discovered in the Transbaikal territory and on the island of Sakhalin. In the above-mentioned districts petroleum has been found to exist under different geological conditions and to vary in its chemical and physical properties. At the present time petroleum is produced in Russia at Baku, Grozny, on the island of Tcheleken, in the Ferghana district, and in the Uralsk territory. The yearly production in 1912 throughout the Russian Empire amounted to 69,400,000 barrels, of which the Baku fields were responsible for 52,000,000 barrels. This shows that the Baku fields on the Apsheron peninsula are the chief oil-producing centers in Russia, being at the same time the oldest of all our oil fields.. In this paper I shall discuss the Baku fields only, leaving all the others until a later date.

The Pu-Ce phase diagram was determined by differential thermal analysis, metallography, and elechm-nricroprobe analysis. The dingram is chararterized by a eutectic with extensive solid solubility in the cubic Phases of both cerium and plutonium. No intermediate phases were found. Cerium is soluble in e plutonium to 16.0 at. pet Ce at 626OC nnd in d plcltoniurn to 23.0 at. pet at 613 "C, decreasing to 17.5 at. pet at room temperature. No solubility in the a, ß, or ? phases was jound, and the mininum cerium required to stabilize 5 plutonium to room temperature is 3.2 at. pet. The maximum solubility of plutonium in 6 cerium is 19.5 at. pet at 721OC, and the maximum soluhility of plutonium in ? cerium is 34.5 at. pet. Invariant points in the system are: a) eutectic at 626oC, L16.5 = E Pu16.0 + y Ce65.5; b) peritectoid at613oC, e Pu13.5 -y Ce65.5- d Pu23.0. AS part of a program aimed at the determination of the phase equilibria in the Pu-Ce-Cu ternary system, preliminary investigations were made of the three binary systems. A survey of the Pu-Ce binary system by differential therma1 analysis indi- cated several areas of disagreement with the published diagram,' primarily in the shape of the liquidus surface. Consequently, a thorough investigation of the system was undertaken, and this report presents the results of the study. EXPERIMENTAL PROCEDURE Three methods of investigation were used: differential thermal analysis (DTA), metallography, and analysis with electron-microprobe X-ray analyzer (EMX). The EMX analysis was particularly useful for the determination of solvus lines. The DTA method was most useful for the determination of the liquidus curves. Metallography complemented both of these techniques. Materials. The cerium metal used for most of this work had a freezing point of 805°C. This material showed 15°C premelting, and was found metallographically to contain some unidentified in~lusions.2 The temperature of premelting is defined as the point at which the DTA curve breaks away from the base line, analogous to a curve obtained from a solid-solution alloy. Several compositions were prepared near the cerium end of the diagram with higher-purity material which had a freezing point of 800°C. etallographic analysis showed this material to be relatively free of inclusions and only 8°C premelting was observed. (written 'discussion *).-Prof. Young's paper shows another application of electricity in solving problems in coal mining, and suggests that it may be possible to utilize the data he has collected in developing an electric firedamp detector. If electric lamps are to be adopted in gassy coal mines, the use of an electric firedamp detector becomes almost imperative, for safety lamps and electric lamps in the same mine are not always conducive to safety, and Liveings electric firedamp detector, is too cumbersome to meet with general approval. Three well understood facts are verified in a new way by Prof. Young's experiments: - 1. The temperature at which methane ignites. 2. The more inflammable gas present in an atmosphere, the hotter will be the flame, and the longer the cap in a safety lamp. 3. As the temperature at the source of ignition varies, the length of the gas-cap flame varies. Prof. H. B. Dixon collaborating with Mr. H. F. Coward, some years ago, made experiments on the ignition of various gases to find the tem-perature of their kindling points.1 From the results of their experiments, the writer has culled the ignition temperatures of some hydrocarbon gases, and has tabulated them with other data, in Table 1.

NO important discoveries of petroleum during 1932 are reported from Canada. New Brunswick, which has a small production from one field, was inactive, and the production showed a decline from 6600 bbl. in 1931 to about 6300 bbl. for the year 1932. The old fields in Ontario increased from 123,000 to about 131,000 bbl. Alberta showed a decline of more than one-third, from 1,413,631 bbl. in 1931 to about 913,000 bbl. in 1932. This decline was due principally to the restrictions placed on the flow of gas wells in the Turner Valley field, from which the crude naphtha is obtained that accounted for more than 93 per cent of the production of Alberta and for more than 80 per cent of the production of all Canada in 1932. The starting of new wells to the limestone that produces the naphtha-bearing gas was prohibited late in 1931, and only wells started before that time were finished during 1932. One well was drilled in the Turner Valley field to a depth of 7555 ft., establishing a depth record for Canada. It passed out of the Madison limestone at 5560 ft., and encountered showings of oil in the underlying formations, probably of Devonian age. Commercial production had not been established by the end of the year. Commercial oil wells were brought in in two areas in Ontario which had previously been considered as productive of gas only— in the Dawn gas field, Lambton County, and in Raleigh Township, Kent County. The discovery wells had initial productions of about 50 bbl. per day, but no production of major importance is indicated. In Alberta, outside the Turner Valley district, two wildcats were drilled northwest. of Lethbridge in the Keho Lake vicinity. Both failed to make commercial producers in the Madison limestone, but one was testing upper sands at the close of the year. Good showings of oil are reported. A very small production was found in the Madison limestone in a wildcat well on the Twin River structure southeast of Lethbridge and another well has been started near by on what is considered on geophysical evidence to be a better location structurally. About 15 locations were made on the Canadian side of the border north of the Cut Bank development in Montana.

THE study of mosaic structure of crystals1 has been confined until recently to the field of theoretical physics Crystallographers, in general, have neglected the subject, although X-ray crystallographers constantly make use of formulas for intensities of X-ray reflection as modified by mosaic structure Work on mosaic structure has centered chiefly on the task of proving or disproving the secondary-structure theory of Zwicky,2 and very little attention has been paid to the visible imperfections of crystals A Goetz has been responsible for most of the supposed experimental confirmations of Zwicky's theory 3 On the other hand, Smekal,4 and Orowan,5 among others, maintain that these is neither theoretical nor experimental evidence to substantiate Zwicky's secondary structure

IN international affairs, the great event of June was the meeting of representative bankers at Paris -for consideration of the arrangement of a large loan to Germany. The conference dissolved in futility. Following this abortive conference, the delegates to the parley at the Hague assembled there on June 15. America is not represented at the Hague, any more than at Genoa. The British view the conference seriously and have Leslie Urquhart, the highest authority on Russia, attending in an official capacity. The Irish had their election and voted by strong majority in favor of the treaty with Great Britain, which was happy, but the general situation in Ireland is miserable. In China there were spectacular military and political events. Economically, Japan was in trouble. Conditions are becoming better in India, although no yet settled. Egypt has troubles still. Australia has a better chance for welfare, following the overthrow of its labor govern-ment early in April last. In Europe it is hard to discern any improvement except in Great Britain. Business in Great Britain has been slowly widening. The future of Great Britain, which is chiefly an in-dustrial country, depends on finding employment for its, 1,750,000 idle men. Personalities figured largely in June. Lenin's health was represented as having failed so that the govern-ment of Russia has had to be-turned over to a trium-virate. All of this has been denied. It is clear that some. mighty events are transpiring there. The assassination of Doctor Rathenau in Germany is probably also an occurrence of portent. The murder of Field Marshal Wilson, in London, tended to in-crease anger in England against the Irish. In the United. States the attention of Congress was concentrated on the soldier bonus, the tariff bill and the subsidy for shipping. All of these projects are economically bad and are of the same nature, viz., the allotment of a bounty to some classes of people, without consideration to the general national interest and welfare.

ALTHOUGH data on the exact tonnage of recoverable coal silt are not known, the quantity produced in 1943 was estimated to be over five million tons for the anthracite region of Pennsylvania alone. Since that time the recovery of the No. 5 buck- wheat size previously included in silt estimates has increased greatly thus reducing the total silt tonnage. As a compensating factor, however, the methods of recovering silt previously escaping into the rivers and streams have been markedly improved so that the net figure may not have changed materially. Comparable estimates for bituminous coal are lacking, but undoubtedly the silt represents a significant tonnage. With the trend toward increased wet cleaning of the smaller sizes of bituminous coal, it is to be expected that even greater quantities of silt will be available in the future. The raw silt from anthracite collieries usually contains a high mineral matter content, but technological developments in fine coal cleaning have been making rapid advances and it appears probable that more extensive use of these methods will be employed in the near future. Bituminous coal silt in many instances contains a similar high mineral matter content. As with anthracite silt, however, the cleaning of this material, where necessary, appears both technologically and economically feasible. With a view to upgrading the size and value of silt, considerable laboratory and pilot plant work has been conducted by a number of organizations on what is commonly known as pelletization. Actually the process is one of extrusion in which the moist silt is extruded from a die in the form of rods, which usually break into relatively short lengths-a few inches long-as they fall from the die. Fig I is a photograph of some extruded 3/8-in. diam pellets and of the anthracite silt from which they were produced. This technique of producing larger sized material from fines is by no means new, having been used extensively by the industrial carbon and clay industries for years.' The application of the process to coal silt appears, however, to be relatively new. The first major program of investigation dates back only to July 1945, when a group of engineers representing the Anthracite Institute, The Pennsylvania State College and the J. F. Pritchard and Co. conducted preliminary tests on the extrusion of anthracite silt at the Floridin Co. plant at Warren, Pa. Since that time these three organizations-individually, together, and in co- operation with other interested groups- have actively pursued work on various phases of the problem. Much of the early history and details of the laboratory and pilot plant work by the Anthracite Institute, has been reported by Mulcey and Eckerd.2 It is the purpose of this paper to report additional information on the process, especially with respect to the factors influencing the quality and use properties of the product, and the current develop

The eutectic morphology is influenced by the presence of lhree-nned dendrites 0-f MgzZn11 which may conlrol /he rricroslrccture by acting as nuclealion sites. In recent years there has been much interest in eutectic solidification and several theories have been proposed. One of the confusing factors is the existence of various morphologies in which the solidified phases may form. The lamellar microstructure seems to be most common in metal eutectics, and it has been claimed' that all regular eutectics should be lamellar if sufficiently pure. However, there still remain eutectic alloys which are not lamellar or which change their morphology as a function of growth conditions. The eutectic between zinc and the intermetallic phase Mg2Znll was chosen for this investigation because it has been found to solidify in more than one morphology. The diagram in anssen' locates the eutectic point at 3.0 wt pct Mg and 367°C. lliott gives 364°C as the eutectic temperature, leaving the phase compositions unaltered. Since the growth conditions determine the micro-structure of the solidified alloy, the factors controlling the transition from one morphology to another could be studied. The lamellae to rods transition is of particular interest. PROCEDURE Alloys were prepared from carefully weighed portions of 99.999 pct Zn and 99.97 pct Mg by melting in Pyrex containers under argon and casting into graphite boats. The resulting ingots were remelted under argon and solidified unidirectionally in a horizontal tube furnace at growth rates ranging from 2.0 to more than 50 cm per hr under a temperature gradient, measured over a 5-cm length, of 9" to 14°C per cm. The solid-liquid interface appeared to be planar at all growth rates although no attempt was made to confirm this by decantation or quenching. A few ingots were allowed to freeze uncontrolled. Most alloys were of the nominal eutectic composition, 3.0 wt pct Mg according to Hansen2 and lliott, but some contained as much as 3.35 wt pct Mg. Chemical analyses were not run since metallographic examination confirmed that the desired composition was achieved. Specimens were cut from the middle portion of the ingot normal to the growth axis, polished mechanically, and etched with 2 pct Nital. Suitable areas were selected for the determination of crystallographic orientation relationships by a tiontechniqueof described previously by one of the authors.4 The (2310) planes of zinc and the (8701, {944}? (1032) planes of Mg2Znll were found suitable for orientation determination; experimental error was on the order of 2 or 3 deg. RESULTS Three different morphologies were found in the unidirectionally solidified alloys: lamellar eutectic, rod-like eutectic, and a structure whose most predominant characteristic was the presence of three-vaned (cellular) dendrites of Mg2Znll. These dendrites were only found in alloys with more than the eutectic amount of magnesium. In some ingots fine hexagonal needles of Mg2Znll surrounding a core of MgZn2 were observed. They were probably due to incomplete alloying and seemed to have no effect on the eutectic morphology. In addition hexagonal spirals like those discussed by Fullman and wood5 and Hunt and acksonh ere observed in some ingots frozen without directional control. Both MgZZn,, and MgZnz were detected by X-ray diffraction in these alloys. Since the morphology could not be grown unidirectionally and no characteristic orientation relationship between the phases was found, further study was limited to the lamellar: rodlike, and three-vaned dendrite morphologies. Alloys of Eutectic Composition, No Dendrites. The mcrostructures of allovs with no three-vaned dendrites were either lamellar or rodlike depending on the growth rate. At rates below 10 cm per hr the morphology was lamellar, consisting of two sets of parallel plates intersecting at about 54 deg like the Mg-MgzSn eutectic described by raft.7 At growth rates faster than 14 cm per hr the microstructure showed rods of zinc in a matrix of MgnZnll, while intermediate rates yielded mixtures of rods and lamellae in small groups. The lamellar "grains" were often several millimeters in cross section, but contained small irregular areas which divided each grain into perfect islands 100 or 200 p in diam. Lamellae were parallel to each other throughout the grain in spite of these defects in the structure, Fig. 1. Rods, on the other hand, could only be produced in small groups arranged like fish scales and separated by irregular areas of appreciable thickness, Fig. 2. Alloys Not of Eutectic Composition, With Dendrites. In alloys with 3.1 to 3.35 wt pct ME,-. three-vaned dendrites bf MgzZnll were usually found surrounded by eutectic. At growth rates slower than about 10 cm per hr the dendrites were separated from each other by small areas of both lamellar and rod eutectic, Fig. 3.

The honor so fairly earned and so incompletely and tardily paid to Henry Cort, the inventor of the puddling-furnace and the rolling-mill, has been fully set forth by Mr. Charles H. Morgan,' and needs no further emphasis here. In view of the importance of the rolling-mill in the treat ment of iron and steel, the paucity of information concerning it is surprising. With the exception of a book, written about 35 years ago, by Peter Ritter von Tunner, an Honorary Member of this Institute, and of desultory articles on simple sections, which have appeared in technical journals, I know of no publication attempting to treat this subject, although volumes have been written on the scientific theory and technical manipulations involved in other branches of the iron- and steel-industry. This strange anomaly may be due to the fact that roll-turning cannot be called a scientific business. It does not ordinarily come within the range of an educated engineer; yet it cannot be performed by an ordinary mechanic. It demands some of the qualifications of an engineer, in designing, and those of a mechanic, in execution. The men who have followeci this trade have controlled the training of their successors. Cyclic voltammetry and surface potential (photovoltage) measurements have been carried out on galena electrodes in sodium tetraborate solutions with added HC1 and NaOH to adjust the pH over the range 2 to 13. The first technique shows that the surface species formed on moderate anodic polarization and reduced on subsequent cathodic polarization are the same over the entire pH range. At anodic potentials, a soluble metal species and excess sulfur are formed; at cathodic potentials, sulfur is reduced to a soluble species. More importantly, excess surface sulfur is formed spontaneously under zero current conditions in alkaline solutions. This has been shown to occur on both polished surfaces and on virgin surfaces produced by in situ cleavage under the electrolyte. The photovoltage gives some insight into the charge and potential distribution at the galena surface. This is found to depend on past electrochemical history and the n- or p-type semiconducting character of the electrode and is interpreted in terms of changes in the surface stoichiometry that occur during reduction or oxidation. The effect of surface stoichiometry on subsequent xanthate interactions is discussed.

THE power drag scrapers and the slackline cableway excavator have been called "long-range excavators." Broadly, their field of usefulness is restricted to work in which their long range of action permits them to operate economically, and which other, possibly more conventional, excavating units cannot do. Both of these machines dig or lift material and transport it to a remote dumping point. They combine these two functions in a single machine, nearly always in a single straight-line motion. [ ] The purpose of this paper is to examine the important features that distinguish the machines in this group from each other, as well as from other groups. The Machines The "power drag scraper" is a long-range excavating machine that employs a bottomless drag scraper operated back and forth between digging and dumping points by two haulage cables. The typical arrangement is that of Fig. 1. This is the "slusher" of the underground mine, as well as the "dragline scraper" of the sand and gravel industry, and other open-pit mining operations.
