THE problem of eliminating the hazards of hoisting in mines has been with us since the industry passed its earliest stages, when coal and ore could be won from surface working and tunnels. At first, safety devices were introduced as means of decreasing the amount of labor necessary, to produce the mineral, or to increase the amount that could be obtained from a certain opening. For example, crude, ladders replaced winding footpaths or steps cut into the walls of the pit or shaft, decreasing the distance it was necessary to carry the product to the surface and eliminating, to some extent, the hazard introduced by the precarious footing afforded by such paths and steps. Later, instead of being carried from the pit on the backs of men, the product was hoisted in buckets or baskets on a rope passing over a pulley or around a windlass. Thus the capacity of the pit was considerably increased, and the hazard due to making many trips up and down the shaft was eliminated. From such beginnings accident prevention in mine hoisting advanced with the importance of the industry, until at present hoisting compares favorably with other branches of the mining industry with reference to safe practices. As in the other branches, this progress has been accomplished along two general lines-by legislation, rules, and education, and by the installation of safety devices. Though due credit must be given the former, it is not so satisfactory as the latter. Legislation, to be effective, requires a policing and inspection system to guarantee enforcement, such as we cannot hope to inaugurate. Rules may be satisfactory so long as the employer controls the labor market, and dismissal or some other form of discipline is an effective means of insuring obedience to the rules; but where labor demand is in excess of the supply, or where labor organizations are in control, such measures are not effective. An educational campaign will draw attention to hazards and may awaken a desire to avoid accidents by exercising the proper care.

This paper relates geostatistical doctrine to classical statistical and mathematical concepts. It is not a contribution to geostatistics; it is a contribution about geostatistics. It uses descriptive and pictorial arguments to assist interested readers in forming an intuitive grasp of the recondite and difficult mathematical issues involved. The method chosen is to cite authoritative literature references from the two fields and trace connections between them. Four broad conclusions appear: first, geostatistics comprises a relabelled subset of concepts detached from classical statistics and mathematics; second, this relabelling artificially isolates geostatistics from the classical fields and restricts its scope; third, the classical fields still have much to offer to the mining industry but will remain fallow unless artifcial communication barriers are removed; and fourth, the unique advantages asserted for geostatistics are neither unique nor necessarily real. These findings should not be regarded as iconoclastic but rather as Pointing the way to a wider and more productive scope for those who evaluate mineral deposits.

The Engineering Societies Building is owned by the United Engineering Society which is composed of the American Institute of Mining and Metallurgical Engineers, the American Society of Civil Engineers, the American Society of Mechanical Engineers, and the American Institute of Electrical Engineers, the four national engineering societies known as the Founder Societies. Its erection, and that of the Engineers Club which adjoins, was made possible through the generosity of Mr. Andrew Carnegie, Honorary Member, who in 1903 contributed $1,500,000 for the purpose. The Founder Societies purchased the land on which the Engineering Societies Building stands and the Engineers Club the land for its building.

Three examples of open pits where toppling failure controls the stability and design of the slopes are described. Two examples involve the design of overall slopes in base metal mines. The third example concerns the analysis and design of remedial measures to prevent toppling failure from occurring in a critical slope in a coal mine. The analytical techniques for assessing toppling failure on a rational basis are discussed for the three examples. This includes an assessment of the important parameters which govern the stability for the toppling failure mode. The geological setting and input data for each example are described, as are the important external or limiting factors pertinent to the sites in question. A statistical cumulative technique was used to assess one of the most important input parameters in the two examples involving overall slope design. Both deep-seated toppling failures, involving the entire slope, and shallow bench failures are considered. Results of the stability analyses and their related engineering significance with regard to slope stability and design are discussed. A sensitivity analysis of various parameters is effectively utilized. Design charts are developed and evaluated accordingly. In the example where toppling failure was unavoidable, the rationale for design of stabilization techniques to prevent toppling is discussed.

Among the rich mineral deposits of the great Appalachian field, the Pittsburgh coal bed stands pre-eminent. Other coal beds may cover a wider area, or extend with greater persistence, but none surpasses the Pittsburgh seam in economic importance and value. It was well named by Rogers, and his able assistants of the First Geological Survey of Pennsylvania, in honor of the city to whose industrial growth and supremacy it has contributed so much. Whether or not the prophetic eye of that able geologist ever comprehended fully the part which this coal bed was to play in the future history of the city that gave it a name we do not know; but certain it is that the 7 ft. of fossil fuel, which, in Rogers' time, circled in a long black band around the hills and, overlooking the site of Pittsburgh from an elevation of 400 ft. above the water of the Allegheny and Monongahela, extended up the latter stream in an unbroken sheet for a distance of 200 miles, has been the most potent factor in that wonderful modern growth that has made the Pittsburgh district the manufacturing center of America, and that bids fair to continue until it shall surpass every other district in the world, even if it does not now hold such primacy.' The Pittsburgh coal bed stands today as probably the largest contributor of wealth of any single mineral deposit in the world. If it is not, what other deposit is? It has contributed to Pennsylvania alone more than 2,500,000,000 tons of high-grade coal worth nearly $4,000,000,000; since 1910, it has added more than $2,500,000,000 to the value of Pennsylvania's mineral output. THE pole figure interpretation in a recent paper' on the torsion texture of copper was questioned in discussion,2 nd a simpler alternative interpretation was proposed. In the hope of reaching a positive decision in favor of one or the other, further studies were undertaken with 70-30 brass and Armco iron. This additional work has not answered all the questions about torsion textures, but the new pole figures do offer support for the original interpretation and show that the texture is more complicated than the alternative suggests. From the previous paper,' the appropriate method of describing the texture in a twisted bar is known to be a pole figure plotted on a plane tangent to the surface of the bar. The axes of the pole figure are chosen to coincide with directions in the tangent plane which are parallel and at right angles to the bar axis (the longitudinal direction, L.D., and the transverse direction, T.D.), for these directions define symmetry axes of the texture. Therefore any ideal orientation that might be selected to represent the texture gives the crystallographic plane parallel to the tangent plane and the crystallographic direction parallel to the axis of the torsion specimen. A unique texture was assumed in the original interpretation, and the four ideal orientations, (112) [111], (111) [112], (110) [001], and (112) [131], were used in its description. Of the four orientations, the first three provide possible slip directions along the direction labeled T.D. in the pole figure, which is one of maximum shear stress in a specimen being twisted. The alternative, however, simply considered the texture to be made up of two components, one a [Ill] alignment along the specimen axis with a random orientation about the axis as in the wire texture, and the other a superimposed orientation (110) [0011. Experimental evidence for this simpler interpretation was derived from two observations: 1—twisting did not alter the orientation of a single-crystal torsion specimen of a brass in which an octahedral plane was perpendicular (and a [Ill] direction parallel) to the axis, and 2—deformation bands with approximately the (110) [001] orientation were seen to develop in the crystal during the test. The new pole figures were obtained with a brass and an iron torsion specimen of 3/4 and 1 in. gage length diameter, respectively. After annealing, polishing, and twisting, seven rods, about 0.030 in. in diameter and with different orientations, were prepared from material near the surface of each specimen; these were required for the method of constructing pole figures by using a Geiger counter as developed by Norton.5 Since the shear strain gradient in plastic torsion is linear, it was readily computed that the material supplying the brass rods had been subjected to a shear strain of about 3.2, and that supplying the iron rods had received a shear strain of about 2. All details concerning specimen design, testing procedure, rod preparation, and use of the Norton technique can be found in ref. 1. Only this procedure was followed in working out the (111) and (100) pole figures for brass, Figs. 1 and 2. However, X-ray photograms were also involved in the construction of the (110) pole figure for Armco iron, Fig. 3. The photograms were made according to the conventional transmission diffraction technique using a small sheet taken parallel to the specimen surface and etched to a thickness of about 0.0025 in. Steelmaking operators are familiar with the costs involved when ingot molds must be scrapped prematurely because of the failure of a stripping or turning lug. Some mold sizes can be expected to produce one hundred or more ingots per mold before normal wear causes the mold to become unserviceable. Therefore, the failure of lugs at less than the average life for that mold size represents a sharp increase in terms of mold cost per ingot ton produced. To combat these wasteful and costly occurrences, it was determined that an efficient method of replacing lugs should be developed to extend the life of molds which are otherwise in good condition. The purpose of this paper is to describe a lug welding method which has proved effective and economical. This method is known as the Oxygen and Mapp Process.

The regular activities of the Insti¬tute are financed mainly by income derived from members' dues, from advertising in MINING AND METALLURGY, and from the sale of publications to the public. In addition, collateral activities and special projects are financed each year by means of income from endowed funds controlled and administered by the Institute. In the aggregate, the principal sums of these endowments amount to more than $560,000. An active effort is being made to in¬crease the endowment funds of the Institute through a standing committee, of which H. T. Hamilton is chairman; Paul D. Merica, vice-chairman, and of which the other members are: W. H. Aldridge, George D. Barron, Cleveland E. Dodge, John V. M. Dorr, Howard N. Eavenson, D. C. Jackling, Henry Krumb John M. Lovejoy, Harvey D. Mudd and J. V. W. Reynders. This committee feels that there exists a tremendous opportunity for the Institute to be of ever-growing service to the public, to the mineral industries, and to the profession. It welcomes suggestions as to names of men of means who are vitally interested in the mineral industries, and to whom the opportunity to make a contribution or bequest might appeal favorably if presented in the proper light by the committee.

The proper spacing of oil wells is a problem of vital importance to the oil industry. Conservation demands a maximum recovery, while economic considerations attach primary importance to profitable extraction of oil. Formulas have been evolved,1-4 which attempt to solve the spacing problem mathematically, using reservoir characteristics as factors. Comparisons have been made of fields producing from supposedly similar sands, which have been drilled to varying densitiesl5,6 and also of different leases in the same field. 5-8 Intermediate wells have been drilled in old, depleted fields to test the efficiency of drainage by the original operation.9-11 Intermediate wells have been drilled also to obtain cores of the depleted sand for analysis, from which to learn the degree of efficiency of extraction. The problem is being attacked by many students, and along several different lines. Unfortunately, the fields now depleted were produced generally without restriction, and conclusions drawn from them may not apply to fields operated under restricted production. Reservoir conditions in a restricted field, especially reservoir pressures and pressure gradients within the reservoir, are quite different from those in a field produced to capacity. Many people have held the idea that the closer the spacing, the greater the recovery. This general statement is not always true, as other factors than well spacing enter into the recovery problem. Cutler,5 who has been quoted frequently by advocates of close spacing, limited his conclusions to gas-drive fields, and to the particular fields and spac-ings that he investigated. Hill and Sutton7 analyzed four tracts in the Powell field; the tract most closely drilled had the third largest recovery per acre-foot, and the tract with the widest spacing had the second largest recovery per acre-foot. A search of the references to well spacing in the publications of the U. S. Bureau of Mines5,13-19 discloses repeated condemnations of the wastefulness of the practice of town-lot drilling.

2.2-1. Need for Acquisition Operating Plan. In planning a trip by automobile, a road map is procured and studied. Travel by plane suggests detailed examination of route maps, weather charts, and navigation charts. Planning for construction of a factory, office building, shopping center, or housing subdivision envisages working out a complete development plan. Household needs arc generally jotted clown on a shopping list, with each item checked off as it is purchased. In turn, forwarding of any surface mining project should be undertaken only after an acquisition operating plan has been set out, by checklist, under three general headings: 1. Public relations-a check list setting out applicable Federal, State, and local laws and regulations, and the office, board, commission, and individuals having responsibility for licensing, administration, and enforcement of each such law or regulation. 2. Land requirements-a complete check list encompassing all aspects of land acquisition, ownership, management, control, and disposition, with applicable laws. 3. Water requirements-a full check list embracing all aspects of water development and control, acquisition of rights to use, manner of use, and manner of disposition, with applicable laws and regulations. 2.2-2. Public Relations Aspects of Operating Plan. NEED TO DETERMINE APPLICABLE LAWS. The laws and regulations governing acquisition of land and mineral rights, water and water rights, and the use and control of those rights, vary so much from state to state that one cardinal rule must govern all preplanning: determine applicable Federal, State, and local law at the outset. Changing conditions in the past century have resulted in a multiplication at all levels of governmental agencies interested in, and having responsibility for, acquisition, use, control, and disposition of minerals and mineral lands. The same is true of waters and water rights found in, brought to, or discharged from, the operating site.

Sulfur balances calculated from operating data covering thirty-five blast furnaces indicate that approximately 92 per cent. of the total sulfur charged enters with the coke, 7 per cent. with the ore, and 1 per cent. with the stone.. Most of the sulfur is carried from the furnace by means of the slag, the total amount eliminated being the product of the slag volume and the percentage of sulfur it contains. Additional sulfur in the charge must be eliminated either by increasing the percentage of sulfur in the slag or the quantity of slag. From relations found between slag volume and coke consumption and sulfur in the coke and slag volume, curves have been prepared showing the relative value of blast-furnace coke as its sulfur varies from 1 per cent. CHARCOAL was the predominant blast-furnace fuel until 1838, when it was found, by the operation of a 2-ton experimental furnace, that anthracite could also be used. This information was a stimulus to the iron industry, particularly in eastern Pennsylvania where anthracite was available at low cost. The production of anthracite pig iron increased steadily and, in 1855, its tonnage exceeded that of charcoal iron. Of the 680 furnaces in operation in 1874, the 226 using anthracite produced nearly one-half the total tonnage. In 1869, the production of coke furnaces exceeded that of charcoal furnaces and, in 1875, coke surpassed anthracite as a metallurgical fuel. In 1907, the output of anthracite pig dropped well below a million tons and its present significance is largely historical. In recent years, the production of coke has gone hand in hand with the production of pig iron and it has gradually attained the position it now occupies as a universal blast-furnace fuel. Charcoal, however, has great merit as a blast-furnace fuel chiefly because of its freedom from ash and sulfur. The harmful effect of the latter and the necessity of keeping the percentage of this element in pig iron at a minimum are well recognized. Other contaminating elements can be reduced to specified limits in the steelmaking process, but the control of sulfur belongs essentially to the blast furnace. Al thorough knowledge of the behavior of cement slurries under elevated temperatures and pressures is necessary in order to solve properly the many problems presented in deep-well cementing operations. In the earlier days of the petroleum industry the depths of wells were shallow as compared to those of today, and the subsurface temperatures and pressures were not of sufficient magnitude to affect seriously the problem of proper control of cement-slurry properties. Today, however, the search for new reserves has extended drilling to such depths that bottom-hole temperatures of more than 200°F. and bottom-hole pressures of 3000 to 5000 lb. are not uncommon. Moreover, there is every indication that within the next few years wells will be drilled to even greater depths and bottom-hole temperatures and pressures will be correspondingly higher than those with which we are concerned today. It has been realized for some time that the behavior of cement slurries at high temperatures and pressures might be very different from that at atmospheric tempera-ture-pressure conditions, but while the temperature effects have been investigated with a reasonable degree of thoroughness, the pressure effects have received little public attention. While the trend toward deeper drilling may make changes in cementing technique and the choice of cements imperative, it was the purpose of this investigation to consider factors having a bearing on the latter, only secondary consideration being ,given, for the present, to details of tech-nique and equipment for oil-field use. More specfically, the purpose of this work was to consider the effect of temperature and pressure upon the behavior of cement slurries. Although it has long been recognized that cements thicken and set rapidly with increasing temperatures, practical methods for the quantitative determination of these effects are comparatively recent developments. In 1935 Silcox and Rule1 presented such a method, describing apparatus designed to measure the consistency-time relationship of cement slurries at relatively high temperatures. The practical importance of this apparatus in furnishing useful data for the evaluation of cement slurries for cementing operations has been emphasized in various technical publications by such writers as E. L. Davis,~ I. F. Bing-ham,3 and J. E. Weiler.4 A paper describing the numerous tests now used to evaluate cements for oil wells was presented in 1939 by W. W. Robinson.= Robinson describes the Consistometer and the Thickening-Time Tester, showing similarity of data from the two devices, and points out that the purpose of each apparatus is to determine the allowable time that a cement may be pumped at a given temperature. At the present time, however, it is believed that results from the Thickening-Time Tester and the Consistometer have not given a

In the preparation of zirconium and hafnium metals, there are many indications that impurity levels control the physical and chemical properties of the metal. The purpose of this work was to develop methods of producing pure raw materials that could be reduced to highly pure metals. Early work by the Carbomcndum Metals Co. and others indicated that certain fused salts were highly efficient in the removal of impurities from gaseous zirconium tetrachloride. We have developed workable fused salts along with a continuous and higly efficient scrubber design which can be used to produce very pure zirconium tetrachloride. Metal made from the purified tetrachloride has been shown to approach crystal bar metal in purity. Scrubber designs are discussed with recommended materials of construction. VARIOUS methods have been used to purify zirconium (and hafnium) tetrachloride. Most of these methods involve thermal degassing initially (the removal of more volatile compounds at temperatures below that where zirconium tetrachloride exhibits a significant vapor pressure) followed by a sublimation step (which conveniently leaves the nonvolatiles behind.) While these procedures effect definite purification, such processing is batchwise and does not result in optimum purification. Early work by The Carborundum Metals Co. and others indicated that fused salts were highly efficient in the removal of impurities from gaseous zirconium tetrachloride. The objective of this work was to develop a continuous fused-salt scrubbing process that would yield high-purity zirconium and hafnium tetrachlorides. The term "fused salt" refers to the molten state of ionic compounds and as used here, specifically refers to alkali metal and alkaline earth halides. Fused salts, because of their many valuable properties, are becoming increasingly im- portant industrially. These valuable properties of the fused salts are: 1) stability at elevated temperatures; 2)low vapor pressure; 3) low viscosity; 4) ability to dissolve many different materials; and 5) good elctctrical conductivity. All but the last property enhances the use of fused salts as scrubbing agents for zirconium and hafnium tetrachlorides. Fused-salt scrubbing may be defined for our purpose as the intimate contact between a gaseous compound and a molten salt with the purpose of removing impurities from the gaseous compound. In this case, the gaseous compound is zirconium tetrachloride which submlimes at 331°C. When this gas is contacted with a molten salt, impurities such as aluminum, iron, and titanium are removed and the resulting product is considered fused-salt scrubbed. Zirconium and hafnium are sold to a purity specification. Generally speaking, normal production without scrubbing is capable of meeting specifications. There are, however, several considerations That make the knowledge of methods of additional purification highly desirable. These are: 1) the control of product analysis; 2) the production of a pure product for special applications; 3) the salvaging of off-specification material; and 4) the use of raw materials with higher impurity levels than 1 he present raw materials. You will note that items 1 and 2 are somewhat complementary to each other and that item 4 assumes that The present process has impurity removal limitations. To better understand the part that fused-salt scrubbing of zirconium tetrachloride plays in the manufacture of zirconium, Fig. 1 contains an illustrated flow sheet of the industrial production of zirconium metal. C. N. FEnner, New York City (communication to the Secretary) : A possible explanation of some of the' phenomena of amalgamation cited by Mr. Bayliss and others has occurred to me. We know that if, to a quantity of mercury, gold and silver are added until a putty-like paste is formed, and if this mass is spread on a flat surface and pressure is applied, a more fluid portion of the mercury will be squeezed out from the rest, carrying gold and silver with it. The proportion of gold to silver will depend, I think, upon various causes and conditions—the relative chemical affinity which gold and silver have for mercury; the amount of pressure used; the presence of other metals:

Recrystallization of aluminum single crystals after plastic extension is carefully studied in relation to the structure of the deformed matrix. The shapes of the new grains are analyzed with regard to slip planes and to the presence or absence of deformation bands. A mechanism by which the orientations of the grains are related to the parent lattice is described. EXPERIMENTS previously reported&apos; have been extended to develop some of the characteristics of the new crystals which are formed on annealing axially strained crystals whose deformational characteristics had been documented with special care. Thus, the presence of deformation bands affects the growth contours of the crystals, some of the strained crystals produced single crystals anew, and some, polycrystals, on annealing, while others merely "recovered" or "polygonalized" after the 600°C annealing treatment generally adopted in these tests. In the matter of orientational relationships between new crystals and the strained matrix, the present experiments have added little to previous experience, which had demonstrated great variety in the range of orientations encountered and no simple theory or correlation. For example, there has been ample evidence for the predominance in various face-centered cubic metals of a favored orientational relationship; viz., a rotation of 30° to 40° around a <1ll> axis, between grains growing in a matrix with a strong single orientation texture and the matrix itself.&apos;-&apos; This reorientation has been interpreted by various investigators in support of both the "oriented nucleation" and the "oriented growth" hypothesis. In the case of axially extended single crystals of aluminum, no general relationship, such as the one stated above, can be used to correlate the orientations of the recrystallized grains with that of the original crystal. Thus, Carpenter and Elama and Burgers and Basart7 were content to assume that the orientational relationships so developed were random in nature. Mathewson, however, in the Campbell Lecture of 1943 "rgued on the basis of <112> slip that a complex strain, chiefly characterized by rotation around a variable axis in the slip plane combined with a principal rotation around the pole of the slip plane, could be responsible for such devious relationships. Nevertheless, owing to the limited data now available dealing with orientational relationships between new grains and the single crystals strained in tension from which they have recrystallized, no adequate examination of the above generalization could be made. Here, there is the disturbing preliminary condition that any desired orientational relationship may be expressed by means of two rotations about mutually perpendicular axes, so the process lacks a certain critical flavor and any successful choice of axes meeting certain theoretical requirements could be replaced by another differently selected pair. With this reservation clearly in mind the process of double rotations, as previously indicated, was used to relate the orientations of the single crystals which grew out of the strained single crystalline matrix and was construed as certain evidence in favor of the theory of incongruent shearing action proposed by Mathewsons as a necessary element in the (111) slip process with close-packed metals. Theoretically mobile primary crushers at the mine working face can be considered the ideal comminution system. A crusher which follows the ore can reduce materials handling costs because it eliminates about one ton of truck deadweight per ton of ore hauled to the crusher. It also eliminates the backhaul of this same deadweight ton. Development of mobile primary crushers has centered in Germany where many soft iron ore and limestone deposits are flat-lying and thus readily adaptable to the use of shiftable conveyors which easily followed the working face. These ores were easily crushed in impact- type mills which had extremely large receiving openings and therefore large reduction ratios. The feeding of such a unit was done with a front-end loader which dumped its load to an inclined apron feeder, which in turn fed the impactor. Under the crusher was an inclined conveyor which transferred the crushed ore to a belt wagon for delivery to the shiftable overland conveyor. Low headroom overhead eccentric single-toggle jaw crushers and short-shaft gyratories were also used on these units, which generally travelled on tracks. While these early mobile primary crushers were versatile and served their purpose, they generally suffered from low capacities. Manufacturers have quickly responded with larger crusher, feeders, and moveable supports, however; and today mobile crusher s have capacities of up to 1500 metric tons per hour, a figure comparable to the capacity of some 54 in. by 74 in. gyratories. An example of a quarry portable crushing plant is at the Bath cement plant of Canada Cement Lafarge, Limited. Two 12 cu yd front-end loaders are digging the stone and hauling it to the portable crushing plant which feeds a field conveyor system. The crushing plant is moved and the field conveyors extended whenever the length of the haul exceeds 300 ft. At the crushing plant, the loaders discharge the stone onto a pan feeder which feeds into the hopper of a Weserhutte-Hazemag compound crusher which combines primary and secondary rotors in the same housing. These are driven at 1200 rpm by 800 hp and 1,000 hp motors (600 and 750 kw). The maximum 3 ft feed (914 mm) is reduced to 3/4 in. (19 mm) at 800 tph. The Weserhutte steered walking mechanism, operated by hydraulic cylinders, takes five -foot strides. Another example is at Alcoa of Australia&apos;s operation at Huntley in Western Australia. At the mine face, front-end loaders load 50 mt rear-dump trucks that transport the bauxite ore to the mobile crusher which follows the mine operation. That the single charging-bell, properly proportioned, is a good all-around device for distributing material in a blast-furnace can scarcely be questioned; yet it is equally true that, in some cases, it has not given perfect satisfaction; as has been demonstrated by the substitution of double bells, at furnaces under the beat management—generally in cases where anthracite, either alone, or with a portion of coke, was used as fuel. The defect of the single bell seems to be that it does not permit, beyond very narrow limits, such changes in charging as may be required by the temporary conditioil of the furnace. Modern furnaces using Connellsville or other good coke and Lake Superior ores seem to be well served with a single bell. At least, up to a certain size, somewhere about 18 by 85 ft. to 19 by 90 feet, these furnaces make low-silicon pig-iron with about 1,800 lb. of fuel, or in some cases very much less. The following instances occur to me, in which other forms of charging-apparatus have been employed with advantage: 1. " John Maynard Keynes INTRODUCTION The principles of time value of money concepts were discussed and illustrated in Chapter 3. The importance of time value of money and the role it plays in the discipline of engineering economy have been well established. Chapter 9 further illustrates that project evaluation criteria that fail to consider this aspect are seriously deficient in providing appropriate capital budgeting decisions. Obviously future project receipts and expenditures must be discounted to permit valid comparisons with current cash flows. Although the concept of discounting is widely accepted, the selection of the appropriate discount rate has been the source of considerable debate and much disagreement. This chapter, then, provides an overview of the theoretical and practical considerations for determining or calculating the appropriate rate for discounting, the corporate cost of capital. Note specifically that the assumption of constant business risk among the various investment alternatives is maintained throughout this chapter. THE INTUITIVE APPROACH The fact that interest exists suggests that all money has a cost associated with its use. The cost of this money may be the result of either explicit or implicit charges or some combination of the two. Any time an individual or a firm consumes less than the total earnings generated in a given time period that individual or corporation has either consciously or unconsciously decided to "invest" these excess funds in some type of activity. For instance, the individual or corporation may decide to invest the excess funds in tangible property, place the funds in a money market account, or simply keep these funds in cash. In any case, these funds have been invested in some type of activity which promises the investor some return on the invested capital. Remembering that the firm&apos;s primary objective should be the maximization of shareholder wealth, then intuitively it seems reasonable to suggest that the firm should not invest in any project where the anticipated return does not exceed the cost of funds (capital) committed to the project.
