CHAIRMAN DOUGHTON of the House Ways and Means Committee announced on September 23 that the committee has scheduled public hearings on an excess-profits tax, beginning on November 15, 1950. In the meantime, the staff of the Joint Committee on Internal Revenue Taxation and the staff of the Treasury Department are to confer jointly on this question in the hope that such conferences may result in the preparation of a report on excess-profits tax proposals which could be used as a basis for testimony before the committee. It is thought that this procedure may aid in the draft of an excess-profits tax bill for introduction in the House when Congress reconvenes on November 27.

W ho holds title to the continental shelf? As submarine mineral ventures move out into deeper and deeper waters, the dispute over this question is bubbling up with greater and greater urgency. Basically, the forces of disagreement are lined up on two fronts--one nationalist and the other internationalist. The nationalists, or "broad shelf" proponents, view the shelf as a geologic extension of the coastal nations and therefore subject to the sovereignty of these nations. The internationalists or "narrow shelf" proponents, seek to circumscribe the jurisdiction of the coastal nations by a topographic line beyond which all rights would be reserved to an international regime. In the U.S. public sector, three groups----the American Bar Association and International Law Association committees and the National Petroleum Council (NPC) - have taken a stand on the broad shelf. These are joined by AIME, which has consolidated its position in a "Policy Statement on the Outer Limit of National Sovereignty Over Seabed Resources." This statement was adopted by the AIME Board of Directors last October 15 after its submission by Earl Cook, Chairman of the AIME National Affairs Committee, at the behest of the Society of Petroleum Engineers. The main organization holding to the narrow shelf is the Commission on Marine Science, Engineering and Resources.

Natural gases under pressure form crystalline hydrates with water. Experimental data are reported on four-phase equilibrium for the methane-propane-water, methanc-pentane-water, and methane-hexane-water systems. Temperatures and pressures for equilibrium between gas, water-rich liquid, hydrocarbon-rich liquid, and hydrate were measured, as well as the percentages of methane and propane in the hydrate. The data indicate that natural gas hydrate behaves as a solid solution and that pentanes and heavier hydrocarbons do not enter into the solid phase. Vapor-solid equilibrium constants are presented that permit the approximation of the conditions for hydrate formation, from the composition of a gas. Introduction Natural gas hydrates have been the object of considerable research in recent years, because of the trouble they have caused in the natural-gas and natural-gasoline industries. Natural gas hydrates are white crystalline compounds of water and gas, which, under pressure, exist at temperatures considerably above the freezing point of water. Because of the relatively high temperatures at which the hydrates exist, they become a nuisance in high-pressure gas operations where water is present, since their formation causes partial or complete plugging of valves and pipes. From a practical standpoint, the trouble incident to hydrate formation has been solved by dehydration of the gas before it enters the plant or pipe line, or by other remedial measures. Extensive work on gas hydrates in the latter part of the nineteenth century, by Villardl and others, gave data on methane hydrate and on ethane hydrate. Schroeder summarized these theoretical studies2 Hammerschmidt3 introduced the information on gas hydrates to the gas industry and Dcaton and Frost4-6 gathered a considerable number of data on the behavior of natural gas hydrates. Recent papers7,8 have extended both the data and the theory of these hydrates. Change of Meeting from Birmingham to Chattanooga. In consequence of the disturbed conditions attending a long¬continued labor strike in Alabama, the meeting of the Institute was changed from Birmingham, Ala., to Chattanooga, Tenn., where it will. begin on Thursday evening, Oct. 1, 1908. Information. of this change bad been sent to the newspapers through the Associated Press, and by circular to all members, when news was received of the sudden and unexpected termination of the strike referred to. It was, unfortunately, too late to change once more the arrangements for the meeting. But it is hoped that the cordial invitation of the citizens of ,Birmingham may be renewed and accepted at a future time, not too remote. Office Facilities for Visiting Members. Of the outstanding investigators of the system iron-carbon-silicon Gontermann,1 Charpy and Cornu-Thenard,= and Honda,3 only the first touched on the chemical composition of the solid and liquid phases in equilibrium with one another. He concluded that his data did not permit a decision as to which of an indefinitely large number of pairs of compositions of liquid and solid would be found in any given case. If through the three dimensional equilibrium diagram of the iron-carbon-silicon system an isothermal plane is passed in the region of partial solidification, two lines of intersection with the liquidus and solidus, respectively, are obtained, also a point marking the alloys' composition. If, in this plane, a straight line is drawn through the point, and intersecting both the liquidus and solidus isothermals, the two intersections mark a liquid and a solid alloy that may be chemically in equilibrium at the chosen temperature. From thermal data alone, Gontermann could not assign any particular direction to the line and, hence, could not determine which pair of conjugate points to choose, A separation of the liquid and solid for analysis, obviously, presents grave experimental difficulties. During the solidification of white cast iron, austenite of progressively higher carbon will separate as the temperature falls and cementite will appear suddenly at the freezing point of the eutectic. This cementite will be accompanied by a corresponding amount of austenite which, for our purpose, will be chemically inseparable from the primary austenite. We have attempted to decide on the conditions at the end of the freezing by a chemical separation applied to the solid metal.

The broad general distinction between primary and secondary batteries lies in the fact that in the former the current is produced by the consumption of one or both of the elements composing the cell, while in the latter the elements retain their form as such, and merely pass from one state of chemical combination to another. Much has been said in condemnation and but little in praise of storage-batteries; yet, notwithstanding the severe criticisms passed upon them, the skepticism with which electricians have viewed them, and the ignorance with which they have been handled, they continue to push their way into use. WITH the development of thin film techniques for the direct examination of metals in the electron microscope some new problems in quantitative metallography have become apparent. In order to obtain certain contrast effects in the electron optical image when examining thin films from alloys containing dispersed phases, it is essential to use films of a thickness at least two or three times greater than that of the mean particle diameter of the dispersed phase. In many instances, the actual production from a longwall face does not equal the planned capacity. General problem areas that have been identified include face length and panel depth, face area and gate entry roof support, face conveyor and shearer wear, outby haulage system failures, number of entries in longwall gate development, and longwall move time. The performance of a longwall face is totally dependent on the interaction of these and other factors. To explore fully these interactions, a systems analysis of longwalls has been performed. In this paper, the systems approach, the factors considered in the analysis, and the results of the analysis are presented.

How will phosphate producers in southeastern Idaho fare with growing governmental regulations and environmentalism of the late 1970's? With a similarity that is reminiscent of the battles between the coal industry and environmental-conservation groups earlier in the decade, Idaho's future growth and a nation's need for phosphate fertilizer products remain uncertain. The catalyst that brought the issue to the forefront was the preparation of an Environmental Impact Statement (EIS) addressing the development of phosphate resources in southeastern Idaho. Although the final EIS was published in August 1977, resolution of rational and orderly growth in this potentially vital region remains stifled as Secretary of the Interior Cecil Andrus virtually "sits" on it.

IT has long been recognized by blast- furnace men that correct top distribution of materials is very important in efficient and economical furnace operation. Thousands of experiments on top design, filling, sizing, and other operations have been carried out to improving furnace performance by securing uniform distribution. Many of these experiments have worked out satisfactorily and have been passed along to the industry. Many of them have been discarded and forgotten. It has been the custom to judge the results of such experimentation by the results shown in improved or lowered furnace efficiency. While the effect on furnace practice will have to continue to be the final criterion of experimental changes, it has always been a desire of blast-furnace men to ascertain the reason for failure or success. Efficiency in the blast furnace approaching the maximum can be measured in several ways: (I) by actual operating results as revealed in the coke rate and tonnage figures, and (2), in the degree to which the top gas approaches the limiting ratio of CO/C02 for the reduction of iron oxide by CO gas. This ratio is shown in the equilibrium curve in Fig. I for the system Fe-O-C and CO2-CO-C. The closer the top gases approach this limiting ratio (set at 1.08 by Martin1 because of the effect of limestone calcination) the more efficiently we may expect a furnace to operate. The fact that low CO/C02 ratios parallel eficient operating performance caused us to investigate the cause of good or poor distribution and the effect of filling and other changes on furnace operation. Heretofore it has been possible to take a sample of furnace gas (usually from the dust catcher) and from it determine how closely the reducing gases were to the ideal or limiting value as set by the equilibrium diagram. However, to find just where in the top area the distribution was distorted and the top-gas CO/CO2 ratios were distant from equilibrium values has been a difficult and expensive investigational procedure. In an effort to overcome this difficulty, apparatus was designed to take gas samples and temperatures across the top radius of the furnace. It was hoped that with the aid of this apparatus traverse sampling of the ascending gases could be simplified, and the cost of sampling substantially lowered. Routine experimenting could then be maintained and results checked with furnace operation. It must be emphasized that a traverse sampling is necessary for a true picture, as single samples at any one point are unreliable. This statement can be verified by an examination of Tables 3 to 6, showing results obtained at our furnaces in a large number of tests. APPARATUS The design of the equipment for taking the samples was governed by the need for providing a simple, routine test that could be performed fairly quickly without adversely affecting normal furnace operation.

The discovery that strongly magnetic bodies localized near the surface of the earth could be detected by the distortion which they produced in the resultant magnetic field marked the beginning of magnetic surveying methods. From an original ability to detect bodies of magnetic iron ore and the like when located very close to the surface, these methods have been extended until today they promise to give much information with regard to the structure of such slightly magnetic material as sedimentary rock containing only a very small proportion of iron.' The recent extensions have been made possible through the development of more delicate instruments, and of methods for their use. From the original compass and dip needle, the design of apparatus has progressed until equipment is typified by magnetic balances capable of measuring the components of the earth's field to an extremely high degree of accuracy. It seems unlikely that the limit of such instrumental development has been reached. Just as the change from compass and dip needle has enabled the location of relatively minor changes in magnetic materials, so additional developments in the direction of increased sensitivity, as well as in greater dependability and constancy of operation, should reveal positively many slight changes which either escape notice in the present surveys or are so small that they cannot with certainty be separated from uncontrollable errors due to inconstant operation of the equipment. The ability to read smaller and smaller variations does not mean, of course, that deductions as to the causes of these variations will be made as accurately and definitely as is possible with the more pronounced anomalies.
