Are Stockpile Requirements Exaggerated? THE federal stockpile of strategic and critical materials was created for an emergency. The emergency has occurred but no withdrawals are being made from the stockpile. On the contrary, the-rate of stockpiling is being increased. A serious dislocation between supply and demand for metals exists and purchases for the stockpile are a significant contributing factor in this situation.

It is with more than ordinary pleasure that I have complied with the request of the President of the Verein Deutscher Eisenh?tten leute, to read before this meeting and in this country a paper on a system of transport by wire ropeways which, during the past twenty years, has advanced with rapid strides in Europe, and more partic ularly in Germany. America, with its immense network of railways and water communications, should offer peculiarly favorable oppor tunities for the introduction of these ropeways as feeders, more par ticularly in the mining districts, where, as in Europe, a hilly or mountainous region frequently opposes serious obstacles to the em ployment of surface railroads. The importance of the aerial ropeway as a factor in the develop ment of mineral resources deserves the consideration of every mining engineer. As a case in point, the rich iron-ore of the sierra de Bedar in southern Spain, would probably remain untouched to this day but for an aerial ropeway, 15.6 km. (9 3/4 miles) long, which con nects the mines with the shore of the Mediterranean near the town of Garrucha, affording cheap carriage to the nearest shipping point. A railway would have cost about $480,000 (£100,000), but such a heavy outlay would have more than absorbed all prospective profits on the sale of ore. As the aërial ropeway could be built for a little more than one-fourth of that amount, or $124,800 (£26,000), its erection furnished the successful solution of a profitable mining enterprise. This line has been in satisfactory operation for over two yearn; its details will be referred to later. But beside their importance as feeders, ropeways are valuable as a means of conveyance between works and distant warehouses, and between separate buildings in the same works. Their rapidly spreading introduction for such purposes indicates how keenly the necessity of effecting economies is felt under the stress of an everaccentuating competitiop.

Because interest in use of self-grinding media continues high we asked F. M. Lewis, Superintendent of Concentration at Tennessee Copper, to supply more details on this trial, and of plans to expand use of rock media in their mills that grind marble. Here is what he reports.

GERMANIUM is a member of that group of ele-nents—carbon, silicon, germanium, and tin-— that are currently of particular interest because of their interesting electrical properties. Near room temperature these materials of diamond cubic crystal structure are characteristically brittle. However, there have been several recent reports that germanium is not brittle at elevated temperatures These observations may be summarized as follows: 1—Germanium single crystals were observed to creep in bending under a maximum fiber stress of 6 kg per mm&apos; (8500 psi) at 500°C and above.&apos; The creep curves were sigmoidal, with an induction period that decreased with increasing temperature. 2—Germanium crystal bars have been bent 90" about radii ten times the bar thickness at 550°C.&apos; 3—-Audible clicks were heard when l/4 in. thick crystals were bent drastically at 450" to 500°C. No microstructural evidence of mechanical twinning was observed 4—Slip lines have been observed in tensile specimens deformed at 600°C, and are coincident with (111) planes, the close-packed planes of the diamond cubic structure.] The slip direction has not been established. 5—A germanium crystal has been compressed approximately 20 pct along a <110> axis at 700°C." The results reported subsequently were obtained in exploratory experiments intended to indicate some aspects of the behavior of germanium single crystals when tested in simple tension. Specimen Preparation A single crystal bar of n-type germanium was used. It was of purity corresponding to a resistance range of 2 to 20 ohm-cm. The chemically based models previously developed to describe and predict the distribution coefficients and separation factors for several different single and multicomponent metal extraction systems are presented in a more general form in this paper. The degree of formation of the aqueous phase inorganic metal complexes, the extraction mechanism of the complexes, and the equilibrium constant for the extraction reaction are used in the development of the models. The concept has been successfully applied to extraction systems where the organic solvent extracts an ionic species and where the organic solvent extracts only the neutral species. In addition, a model to describe a system where the organic solvent is extracting several extractable species has been derived on the same basis

QUENEAU-One of the difficulties in metallurgy has always been a lack of precision in measurement, and I think the authors are to be congratulated on developing a method which will give us an accurate and dependable quantitative estimate of the amount of retained austenite. We have seen figures presented of 1/2 pct retained austenite determined, and I would like to ask the authors the lower limits of this method. How far down do they feel they can go in improving the technique still more?

Three autogenous grinding flowsheets were considered as follows: 1) Primary autogenous grinding of a -8-in, primary crusher discharge to produce a product suitable for second stage pebble milling, or a flotation feed product in a single stage of grinding. 2) Intermediate autogenous grinding in which +4-in. rock media is screened from the primary crusher discharge and employed as grinding media to grind a tertiary crusher product to flotation feed size in a single stage.

The American Society of Mechanical Engineers extends an invitation to members of the Institute to participate in an exceedingly interesting excursion on Saturday, November 11. Permission has been secured for a visit to the plant of the Electric Boat Co. at New London, Conn. There will be run a special-test on a high-power 8-cylinder, 4-cycle Diesel engine. A large number of submarine and other engines in various stages of construction will be seen, also the boring of torpedo tubes, cylinders and other equipment for submarines. The drafting rooms and foundry mill also be open for inspection. The party will have an opportunity to see at close range the submerging of several submarines, and an attack on a vessel on the surface, an exhibit which is being arranged by courtesy of Rear Admiral A. W. Grant, who is in command of the submarine forces of the United States. The Boston members will leave South Station on train No. 7 at 8.30 A. M. Those from Providence will board this train at 9.36 A. M. The Worcester members will leave on train No. 745 at 8.36 A. M. The New York contingent will leave the Grand Central Terminal at 8.31 A. REGISTRATION started bright and early Monday morning in the Silver Corridor at the Waldorf-Astoria with Mrs. W. H. Bassett as chairman. What a registration-over 200 ladies! Several joined us from as far away as California and Washington State. Apparently they enjoy our meetings so much that present travel inconveniences didn&apos;t discourage their coming. At noon the ladies joined the men at the All-Institute Luncheon and Monday evening we had our informal dance, which is separately reported. Tuesday morning was devoted to our annual meeting at which all Section annual reports were read. At noon we were all the guests of the W.A.A.I.M.E. at a luncheon at the Port Arthur Restaurant on Mott St. in Chinatown. Many of us rode down on the old 3d Ave. elevated railway-the last of four. It, too, is soon to be torn down. The luncheon was delightfully unusual, with huge dishes of delicious Chinese food on each table. Our chairman, Mrs. Read, who lived in China in her youth chose our menu, and she chose it well, for most of us indulged so heartily that as we arose from the table we felt we couldn&apos;t eat again for 24 hours. Someone donated sherry wine, and boxes of Chinese pencils as favors. We wonder who? All owe a big vote of thanks for this lovely party to Mrs. T. T. Read and Mrs. H. A. Prosser, chairmen, and Mrs. H. W. Hardinge, Mrs. R. Hursh, and Mrs. R. L. Lloyd, vice-chairmen.

The XCVIIth meeting of the Institute for the reading and discussion of papers will be held at Spokane, Wash., beginning Monday, Sept. 27, 1909, as already announced in Special Circulars of May 8 and Aug. 14, 1909, and in the Bulletins for June, July, and August. The meeting will be preceded by a tour through Yellow stone Park and visits to Butte and Anaconda, and will be followed by visits to the Coeur d&apos;Alene district, to the Alaska-Yukon-Pacific Exposition at Seattle, to the mining- and smelting-plants near Salt Lake, and to the iron- and lead- and zinc-plants at Pueblo. The special train for the party&apos; will leave Chicago, September 16, and return about October 12. Details of the itinerary are given later in this announcement. The Secretary of the Spokane Local Committee is Lyndon K. Armstrong, 615 Hyde Block, Spokane, Wash., to whom should be addressed all inquiries concerning local matters. The control of the papers and proceedings will remain in charge of the Institute office, as usual. It is greatly to be desired, both in behalf of the Institute and in recognition of the many courtesies to be extended on the trip, that the excursion party be made larger. Exceptional facilities to visit the many mines and smelters have been freely provided; and members are requested to make all reasonable effort to attend the meeting at Spokane and participate in the excursions. For those who cannot join in the entire trip, it may be possible to provide special Pullman accommodations after leaving Yellowstone Park. IN some districts of the bituminous coal field the problem of construct-ing bulkheads to seal off water under pressure is becoming increasingly important. Recently this matter has been brought very much to the front by the loss of a large Illinois mine due to failure of a bulkhead that separated it from several old, flooded mines. As this great misfortune has provoked much inquiry about proper bulkhead design, it-is felt that a description, of the successful and extensive water-sealing practice at three mines that have different natural conditions will be of considerable interest to those connected with properties having a present or future water problem and to engineers that may have to design safe bulkheads of economical construction. These three mines are the Saxton and Dresser, near Terre Haute, Ind., and the Hegeler, near Danville, Ill. All three have water conditions that make it necessary to regularly seal off all worked-out sections of the mine, and there are considerably over a hundred bulkheads in each. As far as the writers know, these three mines are the only ones in the bitu-minous coal fields of the United States with anything like so large number of water seals and experience, although a number of other mines are known to have a few bulkheads. More detail will be included herein on the Saxton mine than on the others, as the writers are more familiar with it.

WORK was undertaken two years ago at the Hammond Laboratory for the purpose of determining the magnitude of the elastic range in single crystals of pure metals by means of creep tests, the assumption being made that if a true elastic range exists, the elastic limit represents the maximum stress for no creep. A sensitive extensometer was constructed, and creep tests were made on zinc single crystals at a variety of loads and temperatures1. It was soon discovered that there is tip measurable elastic limit in ductile zinc single crystals at, or above, room temperature. The inference that pure metallic single crystals may not possess a definite elastic range was not justified, however, since zinc had been tested in creep only above its recrystallization temperature, and several investiga-tors2,3,4 had already shown that above the recrystallization temperature polycrystalline metals will flow under very small stresses, while below that temperature stresses of a much larger magnitude are required. For that reason, it was decided to extend the study of the elastic limit to other metals having a higher recrystallization temperature than zinc. Aluminum and silver were selected, because of the ease of obtaining pure materials and of preparing large single crystals, and because the crystallo-graphic glide system of these metals is well known. Owing to the limited time available, the elastic range was investigated by slow tensile tests rather than by creep tests.

BRINSMADE, Puebla, Puebla, Mexico (communication to the Secretary*) :-As I have previously considered the general equations for mine-valuation,1 I will here discuss only that part of Mr. Finlay&apos;s paper criticized by E. E. White, along with some of the general principles of mining taxation, under the following six topics: 1. Rate of interest earned by sinking-fund. 2. Rate of interest earned by investment. 3. Place of royalty item in valuation. 4. Place of taxation item in valuation. 5. Calculation of future ore-prices. 6. Valuation of undeveloped mining land. 1. Rate of Interest Earned by Sinking-Fund.-Mr. Denny&apos;s quoted opinion of a 3 per cent. rate is evidently based on English conditions before the Boer war. The great destruction of liquid capital by the great wars and catastrophes since 1897, along with the flood of gold and consequent rise in the average index of commodity prices, has undoubtedly increased the rate of interest at least one-half per cent. In the United States sound savings banks now allow 4 per cent. on deposits, while safe bonds are quoted at prices which yield even 5 per cent.. 2. Rate of interest Earned by Investment.-Gold-mines with uncertain and scanty ore reserves, the objects of Mr. Denny&apos;s quoted remarks, are quite different from iron,. copper, or coal mines with definite mineral reserves blocked out ahead by drilling or driving. While 10 per cent is often all inadequate yield from gold-mines, the latter class of mines are often, as safe as city real estate and resemble it as an investment in more ways than one.

THE writer&apos;s first experience with a nonferrous reduction plant of great magnitude was at the Washoe reduction works of Anaconda some 35 years ago. Here was a plant which had been planned with remarkable skill and foresight considering the time and the state of development of copper-plant practice in the year 1902. The designer utilized topography to fullest extent to provide proper sequence of operations and, what is most remarkable, to leave adequate space for future developments, most of which at that time were unknown. However, the practice then was to locate the various units of the reduction works at the most advantageous points of the existing terrain with little regard for tramming or other auxiliaries and then connect these various units by the essential trackage, conveyor systems, piping, etc., as the need developed. This occasionally led to undesirable track arrangements, sharp curves, and steep grades, especially when it became necessary to extend various portions of the plant. Conveyor systems also became rather complicated, running as they did at various angles, and such items as piping and electrical distribution were often found to be in the wrong place, entirely inadequate in size, or awkwardly arranged for any kind of extension. This condition was not peculiar to Anaconda, for all copper plants at that time were built in the same manner and it was the constant association with these difficulties which, in the year 1925, influenced the layout of the Andes Copper Mining Co. plant. In that plant all trackage was laid out straight and level, all conveyors at right angles to each other with minimum length and number of transfers. All buildings were placed parallel and the main structures were complete for all purposes so that auxiliary buildings and dog houses would not be added later. Piping and electrical work was provided for in the original layout and carefully designed to avoid additions and alterations, and careful study given to every movement of material throughout the entire plant so that it would be accomplished with the least possible effort. Naturally it was hardly expected to attain all these objectives perfectly but our efforts did succeed in creating a plant which was unique and outstanding for its time-1927. It was also most gratifying to find that these design principles contributed to considerable savings starting right in the drafting room, carrying through the construction and ultimately yielding savings in operations and manpower. Not only that, but such a plant gives the observer an impression of symmetry and order, is more attractive to the workmen, and unquestionably eliminates many accident hazards. However, the Andes plant buildings were fitted to the existing terrain instead of having terrain created to fit the buildings-an item which we found advantageous to correct on the next large plant. At Morenci in 1939, all of the desirable features of the Andes plant such as parallel buildings, etc., were incorporated; but we went one step further-power shovels were brought in to make the terrain fit the reduction works. The result at Morenci is well-known and needs no elaboration here, but the success achieved by the design methods used for this and previous plants naturally influenced and guided the layout of the Chuquicamata sulphide plant which is the largest yet conceived. Chuquicamata Plant Design At Chuquicamata several factors not encountered previously complicated the problem to a great extent. The most desirable location for the smelter would allow smelter gases to blow directly into the open-pit mine already producing 60,000 tons of oxide ore per day and employing 1550 men. This, of course, would be a serious condition and, therefore, we were forced to move the smelter to a less desirable location but followed our previous experience at Morenci and made the terrain fit the job. The most difficult problem, however, was the provision for receiving various types of ore both by rail and conveyor. These consisted of: 1-Sulphide-bearing residue from the stockpile from which oxide copper had previously been leached. 2-Sulphide-bearing residue coming direct from the leaching vats. 3-Sulphide ore crushed at the existing crushing plants and hauled to the concentrator in cars. 4-Sulphide ore from the new crushing plant adjacent to the concentrator. 5-Sulphide ore obtained

THE history of the development of the strip in- dustry, mentioned in this paper, was covered in considerable detail by Stephen Badlam in his paper presented. before the American Iron and Steel Institute at its meeting in New York last October. The description of progress in rolling strip there out-lined will be found good reading by anyone interested in the subject. Quoting from Mr. Badlam&apos;s paper, "For practically thirty years, we find no record of the use of the backing-roll principle, until in 1916 the Lukens Steel Co., Coatesville, Pa., put in a 206-in. plate mill of the four-high type. This was a reversing mill with two 32-in. working rolls and two 50-in. backing rolls and is today making the widest and heaviest plate made anywhere in the world." The functioning of this mill, though rolling hot plate, is, on account of the extreme width and thinness of plate rolled, quite comparable to the rolling of wide strip either hot or cold and was a considerable factor in demonstrating the marked advantages available with the four-high or backing-roll mill for thin accurate rolling. As the writer has brought out, a demand for a product, the rolling of which required the character-istics of the backing-roll mill, was broached by the In-ternational Nickel Co. This resulted in an inquiry of March, 1924, for the building of a mill capable of cold-rolling wide nickel and monel metal sheets or strip, as mentioned. It may be of some interest to note, that whereas the .six-roll cluster mill with plain bearings was built for this installation, the mill designed by the United En-gineering and Foundry Co. for this inquiry was of the four-high type with roller bearings on the backing-roll necks, being essentially the same design as the four-high roller-bearing mill built in 1925 for the Rome Brass & Copper Co. This Rome mill, to quote again from Mr. Badlam&apos;s paper, "fulfilled every requirement, and was the model on which succeeding mills of this type were built."

From the early part of the thirteenth century bituminous coal was called "sea coal" in England, from the fact that the coal seams in the Fife and Northumberland fields outcropped on the shores of the North Sea and wave action and erosion resulted in lumps of coal being found in large quantities along the shores. These were gathered by women and children and sold for fuel to replace wood. Coal first reached London by sea, and there was a "Secole Lane" in that city in 1228. The term was gradually applied to all coal and for some hundreds of years all coal in England was called "sea coal", and the term is not yet obsolete there. Another reason for the use of a defining word was the fact that from time immemorial, in England and elsewhere, the word coal meant char-coal, or coal made from wood, as this was the common fuel of those times when anything other than natural wood was burned. The biblical references to coal all mean wood-coals or charcoal, and one must be careful in writings prior to at least 1750, when "coal" is used to be sure that it means stone, or mineral coal, rather than wood or charcoal. "Sea-coal" was in common use along the Atlantic seaboard until after about 1780; the first map showing coal in Pennsylvania, Ohip and Kentucky, made as of 1750, used the term "sea-coal here."2 In the interior stone coal was used by the early writers almost entirely, partly to differentiate it from charcoal, but largely because it was found with stones and rocks, and in most places then had the same value. "Fossil" coal was used by Hamilton in 1790. Jefferson called it mineral coal and pit coal in 1781. The term mineral coal was usually used in the governmental references to it as late as 1850, but the present use of bituminous coal began as soon as anthracite came on the market in 1820. Both mineral and stone coal still survive in the laws of several states specifying the weight of a bushel of coal.

The enormous growth of the manufacture of Bessemer steel in this country within the last few years, due to the almost constant large demand for steel rails, renders it very desirable that our knowledge of the physical and chemical properties of a material upon which we place so much dependence should be increaqed by every possible means.
