In most mines the major contribution to the dust exposure of miners arises from rock hand- ling. Scooptrams are frequently used and produce 8 to 1300 mg of respirable dust for each ton of ore loaded. It is shown that sprays at drawpoints are not fully effective in wetting the rock and suggestions for improved wetting techniques are given. Techniques for improved dust control by ventilation and local filtration are described. The problem of dust from ore- passes and dumps on tramming levels are outlined.

A THOROUGH knowledge of the behavior of cement slurries under elevated tempera-tures and pressures is necessary in order to solve properly the many problems pre-sented in deep-well cementing operations. In the earlier days of the petroleum indus-try the depths of wells were shallow as compared to those of today, and the subsurface temperatures and pressures were not of sufficient magnitude to affect seriously the problem of proper control of cement-slurry properties. Today, however, the search for new reserves has extended drilling to such depths that bottom-hole temperatures of more than 200°F. and bottom-hole pressures of 3000 to 5000 lb. are not uncommon. Moreover, there is every indication that within the next few years wells will be drilled to even greater depths and bottom-hole temperatures and pressures will be correspondingly higher than those with which we are concerned today. It has been realized for some time that the behavior of cement slurries at high temperatures and pressures might be very different from that at atmospheric tempera-ture-pressure conditions, but while the temperature effects have been investigated with a reasonable degree of thoroughness, the pressure effects have received little public attention. While the trend toward deeper drilling may make changes in cementing technique and the choice of cements imperative, it was the purpose of this investigation to consider factors having a bearing on the latter, only secondary consideration being given, for the present, to details of tech-nique and equipment for oil-field use. More specifically, the purpose of this work was to consider the effect of temperature and pressure upon the behavior of cement slurries.

The University of Toronto granted him B.A. and M.A. degrees in geology and mineralogy after he worked his way through that institution. He then spent some time in northern Ontario, and came to the States where he taught petrography and mineralogy at the state universities of Michigan and Minnesota from 1909 to 1914. Since then he has been with the U. S. Bureau of Mines, being honored with a Ph.D. from George Washington University in 1922. On Jan. 1, the office of the. National Service Committee was established at 502 McLachlen Building, Washington, D. C. The first work was to review current legislative information; which is being continued and good results are accomplished. Whenever matters of importance appear in the Congressional Record, notice thereof with such documents as are germane are forwarded to the members of the committee for their information and advice. The first formal report of the chairman was on the so-called Smith-Howard bill to secure Federal endowment for the establishment of engineering research. The chairman of the Committee, at the request of the Executive Committee of the Engineering Council, appeared before the Senate Committee on Education and Labor for the purpose of opposing those features of the so-called Kenyon bill which would create a practically permanent commission dominated by the Engineering Corps of the Army over all Federal engineering projects as well as state and municipal projects receiving Federal aid. The greater part of the time has been expended in correspondence and consultation on the matter of the establishment of a Department of Public Works. The results of this work lead to the belief that there is much promise of the establishing of such a department by the 66th Congress Hall members of engineering societies, as well as the societies themselves, will unanimously agree on and support a measure, and in order to secure such unanimous support, it will be advisable to call a conference of engineering societies. .

A method is presented by which homogeneous, isotropic, and reproducible aggregates of particles such as glass beads, sand, ground glass, etc., may be prepared simply and quickly by using a "particle distributor". Several applications of the packing method to the construction of model reservoirs are described. The flow characteristics of these packings me given. Some factors which limit the usefulness of unconsolidated packs for simulating reservoir rock are overcome through artificial cementation of the aggregates. INTRODUCTION Many laboratory studies of porous media are based on experiments using test packs of sand, glass beads and other granular materials. More confidence can be had in the results of such studies if the test packs are known to have uniform properties throughout, to be mechanically stable and to be accurately reproducible. This paper presents a method by which such packs of a variety of shapes and sizes may be constructed using a particle distributor. Some factors which limit the usefulness of unconsolidated packs as a means for simulating reservoir rock are described. A method of overcoming these limitations, which involves artificial cementation of the packs, is presented. DEVELOPMENT Particles packed by the tamping or vibrating techniques are usually either non-uniform or mechanically unstable. An invention by Currie and Gregoryl overcomes these difficulties to some extent. The invention is based on the use of a stream of falling particles impinging on and passing through a distributor matrix of several layers of closely spaced spheres. The particles are well dispersed by numerous collisions with the spheres. They become homogeneously distributed at some distance below the distributor matrix and at that position are collected in the sample container. This apparatus, however, was found to be ineffective when small particles were used since small particles accumulate on the top surfaces of the spheres. An improved distributor matrix was made, first in the form of a stack of five sieves, and then in the more adaptable form of spaced layers of wire screen. Fig. 1 shows a longitudinal view through a five-layered distributor of eight-mesh wire screen. This device gives excellent results.* Fine particles pass through the distributor with very little hold up. The fine structure of the wire matrix with its many deflecting surfaces ensures good particle distribution. There are no dead areas immediately below the screen as were sometimes observed to occur below a matrix of spheres. Using such a device, 20-30 mesh sands were packed to a porosity of 32.1 per cent at rates varying from 0.17 to 6 lb/rnin. The lowest porosity achieved by tamping small increments of similar sands into a container was 33 per cent. Motion pictures at 3,000 frarnes/sec of the surface of a growing pack of 2-3/4 mm glass beads have helped to show the mechanism by which packs of low porosity are obtained. The beads, although packed at the rate of 5 lb/min, were observed to hit the pack surface singly, for the most part, and at well spaced points of impact. In practically all rock-excavation problem there is need for a careful study of the rock structure, its fault, cleavage or bedding planes, and even the texture of the rock itself. These studies should form the bases upon which an excavation method is selected and they should be carefully considered in predicting the amount and extent of the excavation. The need for such studies was forcibly illustrated in the problems involved in a cut made in 1929, along and underneath a 200-ft. high rock projection for a State highway near the City of Easton, Pennsylvania. The rock mass was badly faulted and also contained a number of cleavage planes at approximately right angles to the fault planes. Much of this structure was visible and could have been studied and analyzed before the work was begun. The State had rigid specifications as to finished grade and slope of cut, which apparently were made without reference to the geologic structure. The contractor complied with the specifications, under the close inspection of the State engineers. A tunnel blast was placed in the base of the cliff, with the result that 65 per cent more rock was broken than was intended by the specifications. About four years after the blast, the writers of this paper studied the circumstances surrounding the operation, to determine the cause of this excess excavation. Scope of Work The section of the roadway involved was about 200 ft. long and on a 6' curve. It was necessary to relocate points on the curve, from which all faults and cleavage planes were located and measured by the use of transit and clinometer. A plan (Fig. 1) showing the blasting tunnel, the roadway, and traces of the faults and cleavage planes on the level of the roadway, was prepared; also 13 cross-sections at varying intervals, showing the original face of the hill and the face after the blast. The original and final profiles of the rock face, taken from the plans of the State engineers, are shown in Figs. 2, 3 and 4.

SUMMARY MERCURY is one of the strategic metals of which the supply has been raised from critical uncertainty to more than enough for essential demands. Work by the Bureau of Mines has contributed substantially to increased production of mercury in the United States and to consequent accumulation of Government stocks. Other contributing factors have been higher prices for mercury and Government loans to operators. The Bureau has undertaken 13 exploration projects, 10 of which have been completed. This work has comprised 28,376 ft. of several types of drilling and 23,798 lin. ft. of surface trenching, and has indicated commercial ore containing 34,800 flasks of mercury and marginal ore containing 26,200 flasks, a total of 61,000 flasks; equivalent, respectively, to domestic production for 8 months, 6 months, and 14 months. As Government stocks are now adequate, domestic production (currently at the rate of 50,000 flasks per year) is gradually being curtailed through Government control of labor and operating supplies.

In a portion of the development work being conducted, attention has been given to the development of high-strength zirconium alloys. One of the most outstanding alloys developed in the course of this work is Zr-4 wt pct Sn-1.6 wt pct Mo.' Fabrication and Test Methods Over 50 ingots of zirconium containing either tin and molybdenum or both have been evaluated in the process of selection of an optimum composition. The disturbance of surface land to support the underground mining of coal requires several hundred acres to produce easily in excess of $1 billion in sales at a moderately sized mine over 20-30 years. Due to the recent influx of environmental legislation, these surface operations must now undergo complete reclamation upon permanent cessation of production. This reclamation procedure has become so complex that the cost of reclamation must be a major consideration in the design of a new mine. This presentation will discuss these costs as they may be methodically evaluated and surcharged as a percentage of the product price. When placed in the proper, logical perspective, it is anticipated that the obstacles involved in this process may be minimized.

SPODUMENE is a lithium-bearing pyroxene, and is an important source of lithium compounds. Because of its high alumina and lithia content. it might be a desirable constituent of glass batches. The use of spodumene in ceramics will undoubtedly increase, as it has been shown that a mixture of the proper proportions of this mineral with soda feldspar and potash feldspar has a much lower maturing temperature upon firing than has any one of the three components.1 The mineral spodumene seldom occurs as pure mineral, but ordinarily with feldspars, mica and quartz. All spodumene-bearing rocks tested contained these minerals as gangue. Small amounts of iron and manganese oxides also were present, usually as stains on the silicate grains. Mica associated with the spodumene carried a considerable amount of lithia. This was discovered in flotation tailings, which, although virtually free of spodumene grains when examined microscopically, showed 0.4 to 0.5 per cent Li20 on chemical analysis. The lithia content of micas picked from the North Carolina spodumene rock was variable. Some samples contained little lithia, others more than 3 per cent. In 1938, under the supervision of Oliver C. Ralston, [t] the Bureau of Mines, in cooperation with the Tennessee Mineral Products Corporation, undertook to study the beneficiation of North Carolina spodumene by froth flotation. The Bureau had previously published investigations on the beneficiation of spodumene.2, 3 The methods described in the second publication3 did not give good results with badly weathered spodumene rock, so that more thorough investigation of the subject was warranted. Introduction THAT an oil-land law is the most needed item in the proposed program of mineral-land legislation follows from the fact that Congress has never enacted a law really applicable to petroleum and natural gas. The action of Congress in 1597 in authorizing entry of oil-lands under the placer law, enacted 27 years before for the mining of gold in surface gravels, was plainly only makeshift legislation. Naturally the provisions of this placer law with its requirement of discovery as a prerequisite to location are nothing less than absurd when applied to petroleum deposits hundreds or thousands of feet beneath the surface. Other reasons which render oil-land legislation an urgent necessity arise first from the large acreage of lands believed to be valuable for their deposits of oil and gas and therefore withdrawn by Executive order from all entry pending the enactment of an appropriate law for their disposition-a withdrawal that has been specially ratified by Congress in the case of one State, Utah-and second from the exceptional importance of this resource to the nation, the large industrial worth of petroleum, and indeed its paramount value to the navy, not being suspected 17 years ago when Congress last legislated upon this subject. Mineral land of this type is also well adapted to serve for purposes of illustration in discussing the general principles that demand recognition in legislative reform. Most of the issues involved in the consideration of oil-land legislation are clean-cut, and essential differences of opinion will be seen to be based upon radical divergence in economic theory rather than upon conflicting views concerning unimportant details. For the last five years or more the geologists of the Federal Survey have discussed this subject and prepared memorandums and reports on .the various bills introduced in Congress. Most of the provisions suggested in the present outline have been under consideration at one time or another during that period, and many of the statements which follow can be said to represent the consensus of opinion among those of us who, both in the field and in the office, have given special attention to the public oil-lands.

PART 1: DENSE MEDIUM SEPARATION by E. R. PALOWITCH and A. W. DEURBROUK INTRODUCTION During 1965, 64.9 percent of the 512 million tons of bituminous coal and lignite produced was cleaned mechanically, of which 95 million tons was cleaned by dense medium processes.l The percentage of bituminous coal and lignite cleaned mechanically by dense medium processes rose from 7.0 to 28.5 percent from 1938 to 1965. Dense medium separations include those coal preparation processes which clean raw coal by immersing it in a fluid having a density intermediate between clean coal and reject. As there is a general correlation between ash content and specific gravity, it is possible to achieve the required degree of removal of ash-forming impurities from a raw coal by regulating the specific gravity of the separating fluid. Dense medium processes offer the following advantages over other coal cleaning processes : 1. Ability to make sharp separations at any specific gravity within the range normally required even in the presence of high percentages of the feed in the range of e 0.1 specific gravity units. 2. Ability to maintain a separating gravity that can be controlled with ±0.005 specific gravity units. 3. Ability to handle a wide range of sizes (up to 14 inches). 4. Relatively low capital and operating costs when considered in terms of high capacity and small space requirements. 5. Ability to change specific gravity of separation to meet varying market requirements. 6. Ability to handle fluctuations in feed both in terms of quantity and quality. HISTORY Sir Henry Bessemer patented the first dense medium process in 1858. Solutions of the chlorides of iron, manganese, barium and calcium were proposed as separating liquids; the separation was made in a cone-shaped separator. THE possibility of separating the various constituents of mixed ores or metalliferous products by differentially producing their soluble sulfates has not received the consideration that it deserves. The production of the soluble sulfate may be accomplished by baking the ore with sulfuric acid or by treating it with gases containing oxides of sulfur. This paper is primarily concerned with the first method. The procedure used was to mix the material with a solution containing a definite weight of sulfuric acid, baking the mixture at various tempera-tures and then leaching out the soluble sulfate with water. The amount of acid used was calculated to produce certain desired soluble sulfates. The temperature of baking depended on the decomposition points of the sulfates involved. The object was to prevent the formation of or to decompose certain sulfates while leaving a maximum quantity of another sulfate in a water-soluble form. This procedure has two possible advantages over the ordinary method of leaching with an aqueous solution of sulfuric acid. First, a more selective leach may be obtained, and second, the higher temperatures and stronger acid concentrations involved will permit a better recovery of materials that are difficultly soluble in relatively dilute aqueous sulfuric acid solutions. The method of sulfuric acid baking followed by water leaching is not new, as it has been applied in the treatment of various metalliferous materials such as the recovery of cadmium from flue dust1, the re-treat-ment of zinc leach residues2 and the working up of electrolytic slimes3.

During a session on coal and coke at the February, 1926, meeting of the American Institute of Mining and Metallurgical Engineers, the writer called attention to the important work on the X-ray analysis of coal1,2 being carried on in England by C. Norman Kemp and his associates. This aroused so much interest that a paper on the subject was requested for the October meeting. It has seemed advisable to make this paper a preliminary survey of the present status in the application of X-ray methods to coal problems and to follow it from time to time with further articles as the art develops. A survey of this sort naturally divides itself into two parts, radio-scopic analysis of the distribution of constituents through the body of the coal, and diffraction analysis of the state of association of the elementary components. In this article the subject matter concerning radioscopic analysis has been drawn almost entirely from the writings of Kemp and his associates and the illustrations have been sptcially furnished by him. It is a pleasure to record here a great indebtedness for this courtesy and cooperation. The subject matter and illustrations concerning diffraction analysis are taken from the author's unpublished researches. Only two years ago there appeared in our technical magazines articles wherein it was shown that the application of back-pressure increased the ultimate production of a well, that edge water can be stopped in its encroachment by the injection of gas into the productive formation, with the consequent conservation of energy within the pool, that gas is the source of all energy involved in oil production, and that each pool has a definite minimum-valued gas-oil ratio to be attained for the most economical operation of wells. Today we are not so certain of these matters. Probably in some fields, under special circumstances, these ideas are correct, but certainly they must not be correct in all fields, under any and all circumstances. The nature of the productive structure, the location of particular properties on the structure, the existence of adjoining neighbors, whether these are higher or lower on the structure, and the methods of production followed by all operators on the structure, sand for sand on depth, make these subjects worthy of full consideration. Our difficulties in analyzing and comparing the performance of reservoirs in various parts of the world do not rest solely upon structural features and property lines. We do not complete the list of causes for these difficulties if we add lithologic features and correlation of strata encountered by the drill, with the magnitude of pressures exerted by fluids within any of these strata. A further cause, one which the author believes will complete the list, is one involving the theoretical mechanics of fluids within porous formations—porous in the nature of interstices in sandstones and some limestones, networks of fractures in shales, and cavities in otherwise compact limestones. The confusion of ideas concerning reservoir mechanics still with us today seems largely due to our failure to recognize among all wells three great divisions of theoretical mechanics, three great systems which are distinct in themselves, and according to which each well, or better, each group of wells, must be analyzed separately. SINCE devising the incline top-slicing method in use It the Coronado mine,1 I have had numerous inquiries is to how the same system could be adapted to larger orebodies. Based upon our experience here, 1 have outlined below some suggestions for its, application to orebodies of larger size. Modifications and extensions, of course, would have to be made to take care of different dimensions and irregularities. In order that one may have a better understanding of the scheme, a brief description of the Coronado method will he given first.

THE past year has been of unusual interest for industrial minerals. It is increasingly evident that requirements for these raw materials move with general economic trends. Thus, with a peak year in the construction, chemical and petroleum industries, the nonmetallic mineral industries have been brought into the complex maze of an economy in which military spending is in the billions and in which the national income and wholesale commodity prices reached new levels. Many industrial minerals are of first rank essentiality in the defense effort and its supporting industries, and since some of these are of limited supply and others dependent on imports, the problems of procurement, distribution and conservation of available supplies make a complicated pattern. Despite some drawbacks and weak spots, the industrial mineral industries have, in general, met the national situation with great credit and many new production records have been set. The general accomplishment in 1951 should be one of satisfaction with confidence for the future. Difficulties, unsolved problems and uncertainties should not obscure the general trend which many consider optimistic. Prices in the main have been upward, in line with the inflation spiral, but nonmetallics appear with some exceptions to be behind the general increases. Labor difficulties have not been serious throughout the year. Retarding influences in expansions and planning have been the uncertainty of the Korean and international situations and a lack of confidence by many in the government economic program and its ultimate impact on the economic structure. It must also be kept in mind that stockpiling, unless all-out war develops, reaches a level and then ceases to be a major sustaining factor in the mineral markets. In accordance with the Defense Production Act of 1950 various control agencies have been set up to establish the desired rate of stockpile acquisitions. The objectives are subject to change depending on availabilities and needs-military, industrial, and civilian. In some minerals there has been disagreement on actual stockpile requirements, and there is some feeling that the needs of defense might be better met if more funds went into the development of new sources of supply of scarce raw materials and more materials were released to industry at this time. Nonmetallic minerals on the strategic and critical list of the Munitions Board as of July 1951 were: Group I; asbestos, some types; bauxite, refractory grade; beryl; celestite; chromite, chemical and refractory grades; columbite; corundum; diamonds, industrial; fluorspar, acid grade; graphite, some types; kyanite; manganese ore, battery and chemical grades; mica, some types; quartz crystals; rare earths; sapphire and ruby; talc, steatite, block; and Group II; bauxite, abrasive; cryolite, natural; diamond dies; graphite, crystalline fines; iodine; mica, muscovite block, stained and lower; rutile; selenium; talc, steatite, ground; zirconium ore, zircon. Details on the current status of stockpiling inventories are not available. The Defense Minerals Exploration Administration has, since April, executed 39 contracts for the exploration of nonmetallic minerals, including twenty for mica, seven for beryl-mica, six for asbestos, three for sulphur and one each for monazite, steatite talc and fluorspar. Total value of these contracts came to $892,059, of which the Government's participation amounts to $689,247.
