Third World countries have lately taken a variety of actions to improve their revenues from the development of their mineral resources. Increasingly, their governments seek to negotiate production agreements on the basis of feasibility studies and discounted cash flow projections. Developing countries are now more selective in giving incentives to encourage investment in the mining sector. They recognize the value of their contributions to mining projects by way of guarantees and the provision of infrastructure. Third World governments now seek to participate in the basic decision making which determines profitability, such as loan-equity ratios, plant capacity, and processing and sales arrangements. They are alert to the benefits of large-scale development and appreciate their risks. They seek to increase their benefits from foreign exchange earnings and the multiplier effect of mining projects. New forms of arrangements are being used to insure that the mining sector is developed in harmony with the national objectives of the Third World.

FULLERS earth is a general name applied to claylike minerals that have high natural adsorptive powers. They are usually distinguished from ordinary clays by a higher content of combined moisture and a lower apparent density. The definition is based on the ancient use of the material for fulling, or cleansing woolen cloth of oil and grease; a more modern definition should mention the ability to decolorize oil and should differentiate between fullers earth, which is naturally active, and certain bentonites which only develop decolorizing power after being leached with strong mineral acids. The distinction between fullers earth and activable bentonite is not a sharp one, since all types of intermediate clays can be found that are more or less naturally active, yet more or less responsive to acid treatment. The differences seem to depend somewhat on the amount of leaching that has been effected by natural ground waters.

Samples of coal from an adit in the Fording River District of British Columbia showed hydrophilic properties between depths of 0-24.5 m (0-80 ft) and was naturally hydrophobic at greater depths. Laboratory experiments indicated that weathered samples (i.e., those mined at 0-24.5 m) could be upgraded by froth flotation at pH32 following slimes removal. The i.e.p. of samples varied regularly between pH = 1.6-4.1, the weathered fractions being at the lower end of the pH scale. These values followed a pattern comparable with the flotation behavior of samples. A patchwise structure for coal surfaces determining the resultant disjoining pressure which in turn determines flotation-non-flotation relationships is postulated.

INTRODUCTION THE object of this paper is to discuss the factors and conditions that affect the observed values of the melting points of refractory materials and to describe practical methods for the determination of these points. While it appeared to be necessary to discuss some of the general properties of silicates and refractories, these subjects have been entered into only in so far as they relate to the melting point and its determination. Refractory materials such as fireclays, firebricks, and minerals generally, may be considered to be composed of compounds of metallic oxides, solid solutions of the oxides, the pure oxides, or mixtures of the three classes together with small amounts of a variety of chemical compounds. The oxides of silica and alumina occur most commonly in refractory materials; in combination with. these, oxides of the alkali earth, the alkali, the iron group, and the rare earth metals are frequently found.

The article by Benavides and Schuster provides an in-depth study of this transportation alternatives for a four-mine complex in western Kentucky. The examination of aerial tramways was not undertaken as an alternative solution. We feel this is an oversight since industrial ropeways are competitive with both belt conveyance and overland truck hauling. In fact, there are aerial tramway system, operational today, which are 100 years old and operating with some original components. Maybe unfortunately, there are no fixed rules or guidelines whereby the most cost-effective means of transporting and handling material for a given situation may be selected. Each situation must be evaluated m the variables that influence the selection of the desired alternative can be clearly defined. However, there are in-place industrial ropeway system that have proven economically feasible over a range of 1.6-50 km (1-31 miles). The more difficult the terrain, the greater the cost efficiency.

Values of the critical Reynolds numbers were obtained when the basic state became a fully developed rotational flow and the values changed for different interfacial properties. The work describes a heretofore unreported surface flow pattern on drop surfaces From a practical point of new, any motion in the interface of a droplet can have a significant effect of mass transfer rates in solvent extraction processes Although surface motion in droplets actual processing equipment is very complex, continued study of the fundamental nature of such phenomena should ultimately lead to more effective equipment design procedures.

UNTIL recently the only criteria by which steels were judged were their cost and their mechanical, chemical, and physical properties. The user was concerned with such properties as corrosion resistance, tensile strength, response to thermal treatment, hardness, ductility, and, to a growing extent in recent years, with behavior at high temperature. As plans were made to build power reactors, a new set of properties became important—the nuclear characteristics, which had to be considered by the designer and engineer in building his plant. The nuclear engineer developed methods for the rare and new metals and produced them in high purity, often at great expense. The pure metals then provided the raw materials for tailor-made alloys. For more common structural metals, such as steel, the nuclear industry depended on commercially available materials. Generally, the quantities required were small and specifications were rigid. IN 1926 I had occasion to make numerous measure-ments with a Pitot tube. The differential gage was mounted in a box, and since the work entailed setting upon girders, staging, and flues of various shapes and slopes, much time was generally expended in getting the box blocked into the level position. This inconvenience was so considerable that I devised the gage stand shown in the accompanying illustration. The gage is bolted to the board seat, the bolt per-mitting unlimited adjustment in the plane of the paper. The seat, carrying the gage, revolves on trunnions, per-mitting unlimited adjustment in a second plane, per-pendicular to the first. Consequently, the stand may be stood up, hung by one corner, leaned against some-thing or simply laid down, and the gage levelled from any position. On uneven surfaces, where the stand naturally rests on only three of its legs, it may be swung in the manner peculiar to the tripod, bringing the center of gravity within the triangle formed by the legs, thereby providing a firm set-up. Rubber stoppers under compression were found to give sufficient friction to hold the seat in the desired position.

Feldspar has been separated from silica by cationic collector using hydrofluoric acid as an activator of feldspar (1,2). Recently, one of the authors developed a new flotation process separating feldspar from quartz without using hydrofluoric acid. Presently, some silica sand mills are operating to introduce this process in Japan (3). In this flotation, feldspar is floated from silica using normal alkyltri-methylene diamine acetate together with sodium petroleum sulfonate as collectors in a hydrochloric or sulfuric acid circuit of about pH 2. From fundamental studies, it was found that, though the aliphatic diamine by itself did not adsorb on feldspar sufficiently to give a satisfying flotation in acidic circuit., the adsorption of collector was promoted by the simultaneous use of petroleum sulfonate and resulted in sufficient flotation of feldspar. On the other hand, quartz did not float in this flotation process. The application of this flotation was attempted for some types of natural samples and satisfying results were obtained. Further, an example of practical plant was introduced and the advantages in the process are emphasized.

FOLLOWING careful study of the relations of the Institute to students and the younger members of the profession, the Membership Committee recommended to the Board a change of plans abolishing the Junior Associate class of membership, substituting a -Junior membership and providing for Student Associates. The Board adopted this report at its meeting on Nov. 23, and asked Counsel to draft the necessary amendments to the By-laws, and gave formal notice of intentions to amend as provided in Section I, Article XI1 of the existing By-laws. The By-laws as it is proposed to amend Article I, 11, 111, IV, X, and XI follow. The new plan requires no changes in the other Articles. The matter will come before the Board for vote on Jan. 25.

LARGER than continental United States but with only about one third the population, Brazil is a land of enormous potential wealth, waiting to be developed. During a recent visit to that country I saw Brazil at war and learned about some of the recent mineral developments. Many engineers and geologists have been sent to Brazil by various U. S. Government agencies to assist the Brazilian producers and co-operate with the Brazilian Government in producing needed war minerals. The Foreign Economic Administration staff of engineers has been active and through their assistance to the Brazilian producers, steadily increasing quantities of strategic minerals were provided to aid the United Nations' war effort. Mineral wealth has been found in almost every state of Brazil. Many mineral deposits have been discovered during the war period. Examples are: barite near Bahia; the tungsten and molybdenum deposits in Rio Grande do Norte; and corundum, beryl, and tungsten ores in Ceara.

INTRODUCTION IN the iron-cobalt system there are several property-composition relationships of theoretical importance. The alloys are ferromagnetic exhibiting a maximum saturation at approximately 33 at. pct cobalt;1 the interatomic distances at room temperature show large positive deviations from Vegard's rule;2 and in the region of 50 at. pct cobalt there is an order-disorder transition which has a large effect on other properties. The thermal expansion data for the system have been reported3,4.5,6 only from room temperature to 100°C, and for this temperature range a minimum in coefficient in the region of 50 at. pct cobalt is well established. 3,4,6 This paper reports the expansion properties in the iron-cobalt system for temperatures from 30 to 850°C, shows the correlation with other physical properties, and proposes an explanation for the interrelation. EXPERIMENTAL PROCEDURE The thermal expansivities of iron-cobalt alloys in 10 pct steps in composition were determined from 30 to about 850°C. The major series of alloys was prepared by induction melting from Armco iron and cobalt rondelles with the addition of about 0.6 wt pct manganese. This series was supplemented by three compositions: high purity electrolytic iron, high purity electrolytic cobalt, and an alloy of 52.1 wt pct cobalt prepared from the high purity electrolytic iron and electrolytic cobalt by vacuum-melting. The compositions of both series of alloys are given in Table I. The specimens for measurement were prepared from the cast ingots by first hot-swaging followed in most instances by cold-swaging to 0.180-in. diam rod. Some alloys in the region of 50 pct cobalt, because of inherent cold-brittleness, were swaged hot to the final diameter. The expansion specimens were approximately 2 ½ in. long with flat-ground and polished ends. Before measurement they were annealed in hydrogen for r hr at 900°C. In the apparatus used for the thermal expansivity measurements (Fig I), a modification of that designed by Hidnert and Sweeney,7 the differential expansion between the specimen and vitreous silica was measured by a dial micrometer reading to 0.001 mm. An invar fixture supported the dial gauge, and this fixture, in turn, was connected to a split invar collar which supported the outer silica tube. A pyrex "T" was placed over the outer silica tube and was sealed to the invar collar by Apiezon Q sealing compound. A movable hollow vitreous silica rod which rested on top of the test specimen slid through a flexible rubber diaphragm cemented to the top of the pyrex "T."
